Civil Defense asks agencies to review gov’t directives on typhoons, calamities CAGAYAN DE ORO CITY, (PIA) -- The Office of Civil Defense region 10 (OCD) during a meeting with the Regional Disaster Risk Reduction and Management Council (RDRRMC) said local government and government agencies, such as Department of Education, should review their mandate on disaster situations.

Director Ana C. Cañeda, regional director of OCD and chairperson of the RDRRMC, said officials should review through Executive No. 66 on Prescribing Rules on the Cancellation or Suspension of Classes and Work in Government Offices Due to Typhoons, Flooding, Other Weather Disturbances and Calamities.

She said that when the Philippine Atmospheric, Geophysical and Astronomical Services Administration

(Pagasa) raises Signal No.1, classes at pre-school level in the affected area shall be automatically cancelled or suspended.

When Signal No.2 is declared, classes at the preschool, elementary and secondary levels, in the affected area shall be automatically cancelled or suspended; and when signal no.3 or higher is raised, classes at pre-school, elementary, secondary and tertiary levels in the affected area, including graduate school as well as work in all government offices shall be automatically cancelled or suspended.

In the section two of this Executive Order, Director Cañete explained that in the absence of typhoon signal warnings from Pagasa, localized cancellation or suspension of classes and work in government offices may be implemented by local chief executives, as chairmen of the Local Disaster Risk Reduction and Management Council (LDRRMC) concerned, in

coordination with Pagasa and the NDRRMC, most specially in flood-prone or high risk areas.

Further, it is mentioned that the concerned Local Disaster Risk Reduction and Management Office (LDRRMO) headed by the local chief executive will bear the responsibility of announcing the suspension of classes and work in the government offices in the affected areas in coordination with the NDRRMC, through all forms of mass media available under the circumstances.

Lastly, the meeting reminded the council that government offices directly involved in disaster risk reduction management shall maintain the operations of their respective offices to ensure the continuity of the delivery of services to the public.

These offices are the Office of the Executive Secretary, Department of National Defense, Department of Interior and Local Government, Department of Social Welfare and Development, Department of Science and Technology, Department of Health, Department of Public Works and Highways, Department of Education and other agencies whose operations the President or the NDRRMC may deem necessary. Bill making GenSan separate district filed anew

GENERAL SANTOS CITY (MindaNew) — A bill seeking the separation of this city into a new congressional or legislative district was filed anew today by South Cotabato (1st District) Rep. Pedro Acharon Jr. as the 16th Congress officially started its term.

Acharon said his office has re-filed a “modified” measure focusing on the reconfiguration of South Cotabato province’s first congressional district to pave the way for the creation of a new lone district for the city.

The province’s first district presently comprises this city and the municipalities of Tupi, Tampakan and Polomolok.

“The new version sets the separation of the city into a new district while the three municipalities will remain and compose the new first district,” he said in a radio interview.

In the 15th Congress, Acharon filed House Bill (HB) 6038 or “an act reapportioning the composition of the first and second legislative districts in the province of South Cotabato and thereby creating a new legislative district from such reapportionment.”

After its filing on March

19, 2012, the bill was referred to the House committee on local government on May 7 but it failed to get past the preliminary discussions.

Under HB 6038, the present composition of South Cotabato’s first and second congressional districts would be reapportioned to carve out a separate or lone congressional district for this city.

The second district is composed of Koronadal City and the municipalities of Tantangan, Banga, T’boli, Surallah, Sto.Nino, Norala, and Lake Sebu in South Cotabato.

The proposed measure provided that South Cotabato’s first district will be reshaped, comprising the towns of Polomolok, Tupi, Tampakan and T’boli.

Koronadal City, which is a component city and capital of South Cotabato, and the six remaining towns will compose the province’s second district.

Acharon said the previous bill included T’boli town in the first district reconfiguration to comply with the population requirement of 250,000 for a congressional district.

But in the re-filed version, he said they decided to exclude T’boli and no longer alter the present composition of the second district.

He said South Cotabato Gov. Daisy Avance-Fuentes disclosed that plans are also underway for the creation of another district out of the present composition of the second district so they decided to leave it as it is.

“Our only problem now is the compliance of the three remaining towns of the first district to the population requirement since their combined count based on the 2010 Census is only 232,000,” he said.

Acharon acknowledged that aside from the official population census of the National Statistics Office, they have no other basis in proving whether the three towns have already reached the required 250,000 population for a single congressional district.

“But we will not get the needed details unless we file the bill. So we decided to re-file it, hoping that the committee on local government can find a way to verify the area’s actual population count during the hearings,” he added.

Acharon earlier said the city’s separation into a new district augurs well for its development goals and direction.

Acharon, who is a former mayor of this city, was reelected last May 13 for a second term to the House of Representatives under the administration-backed Liberal Party-Nationalist People’s Coalition-Achiever’s with Integrity Movement.

He convincingly won over reelected Sarangani Rep. Emmanuel Pacquiao’s younger brother Rogelio of the People’s Champ Movement-United Nationalist Alliance.

This city, which has a population of 538,086 based on the 2010 census, has long been classified as an independent and highly-urbanized locality but has remained a part of South Cotabato’s first congressional district.

PEN to hold teaching literature workshop in Cagayan de Oro THE Philippine Center of International PEN (Poets, Playwrights, Essayists, Novelists) will hold “For Love of the Word: Workshops on Teaching Philippine Literature in High School and College” on August 12 (Monday), from 8:30 to 4:30 pm, at the University Conference Hall, Capitol University

in Cagayan de Oro City.

Award-winning writers and professors of literature Ricardo de Ungria and Timothy Montes will be the resource speakers/ facilitators.

As a component of PEN International’s Beacon Centre Programme, this project is part of

the series of teacher-training workshops organized by the Philippine Center across the country.

It seeks to enhance the skills of literature teachers in both secondary and tertiary levels, especially on the teaching of poetry, fiction, and drama by Filipino authors.

NHCP unveils ‘Battle of Macabebe’ marker

MACABEBE, Pampanga––National Historical Commission of the Philippines (NHCP) unveiled on Tuesday, June 25, the “Battle of Macabebe” marker in front of the municipal hall to commemorate the revolt and eventual victory of the townspeople against the Spanish colonizers in 1898.

“Ang marker na ito ay isang pagkilala at pasaludo sa ating mga magigiting na bayani na nagsakripisyo para sa bayan (This marker is a recognition and a salute to our forefathers who sacrificed their lives for the country),” said NHCP Deputy Executive Director Carminda Arevalo.

NCCA anniversary concert showcases eight Filipino living cultures

THE National Commission for Culture and the Arts (NCCA) has proven that Filipino culture is definitely alive as it showcased eight living Filipino cultures during its anniversary concert titled “Mga Kulturang Filipino… Buhay na Buhay” last June 26 (2013) at the Cultural Center of the Philippines.

Personalities that helped in the formulation of the NCCA were also recognized during the concert.

The late president Corazon Aquino was awarded the Tanim award as a gratitude for her implementation of Executive Order No. 118 that created the Presidential Commission for Culture and the Arts (PCCA). Viel Aquino-Dee, daughter of the late president, received the award.

Aside from Aquino, the legislators of Republic Act 7356 or the law that turned the PCCA to NCCA – Sen. Bridge to link Dinagat, and Surigao City mulled

SURIGAO CITY – A bridge to connect Dinagat Province and Surigao City is being planned by newly-elected Dinagat Rep. Arlene “Kaka” J. Bag-ao.

She has been soliciting advices from engineers and maritime experts whether such bridge is feasible, an so far she has been getting encouraging replies. “I was excited when I was told by some experts whom I

talked to that it’s possible,” she said.

Bag-ao said she even spoke to Transportation and Communications Secretary Joseph Emilio A. Abaya, who likewise replied that construction of the bridge is “pwedeng pwede” (very possible).

But she admitted that Abaya suggested an airport instead of a bridge, but she deemed the bridge more urgent.

She said her dream of

having a bridge stemmed from her experience wherein she has to spend five hours sitting on a boat for the trip from her hometown in Loreto to Surigao City. “I said to myself, I swear, I will make a bridge. And now it turned out to be possible.

Why not?” she said.

Bag-ao said people from Dinagat and Surigao are excited, too, every time she shares her dream of a bridge.

But while Bag-ao is

thrilled over the prospect of a bridge, she acknowledged that of utmost priority will be the road network around the island.

Dinagat Island used to be part of Surigao del Norte until in 2006, when a law was enacted to separate the island into a province, making it the fifth province of Caraga Region.

Fernando Almeda Jr., former manager of the Philippine Ports Authority in Surigao City, praised

Bag-ao’s idea but told her to consider other things as far building bridges is concerned.

He said the bridge must not cause navigational hindrance to big ships that traverse the Hinatuan Passage.

Sharing his experience as port manager in Samar and Leyte back then, Almeda said some ships would reroute because San Juanico Bridge’s vertical clearance was not high enough for the big ships.

He said to also consider a tunnel system like the ones used in other countries, Japan among them, or the ferry system.

Almeda said ferry system may be faster with the roll-on/roll-off (RORO) boats plying Nonoc Island to Surigao City through

Hinatuan Passage, and the Dinagat to Nonoc Island trips via Gabuk Channel.

“If we put up a bridge in Gabuk Channel, it is much better because once we arrived in Nonoc by means of RORO, we can then drive all the way up to Dinagat or either way,” he said.

Surigao City councilorelect Leonilo Aldonza said he supports Bag-ao’s plan to build a bridge, saying this would result to economic benefits in both provinces.

Second district provincial board member-elect Melva Garcia said she has been in politics for quite some time but she and other leaders never ever thought about the bridge to connect Dinagat and Surigao.

She said she is optimistic about it.

DTI to launch SME Roving Academy in Dipolog City

DIPOLO G CIT Y--The provincial office of the Department of Trade and Industry (DTI) in Zamboanga del Norte in partnership with Bureau of Small and Medium Enterprises Development (BSMED) will conduct the 2013 SME Roving Academy at the function room of D’Hotel and Suites in this city at 8 a.m. to 5 p.m. on July 1-2.

DTI-9 Regional Director Nazrullah B. Manzur is expected to grace the two-day affair in Dipolog City, which will serve as the kickoff activity and launching of a series of SME Roving Academy to

be undertaken by the DTI in Zamboanga Peninsula from July 1 to 19.

DTI-Zamboanga del Norte provincial director Engr. Noel Bazan said the SME Roving Academy aims to assist and provide a venue for existing and start-up enterprises and potential MSMEs in terms of trainings, business consultation and other business development services provided by the different national government agencies(NGAs).

ZAMBOANGA City-Some 7,000 people participated in Arbor Day na Zamboanga, a city-wide event in observance of Philippine Arbor Day. People filled up the Climaco Freedom Park in Abong-Abong in the event that called for protection and preservation of the environment by planting trees.

Shortly after the program, the crowd which consisted of city and national government employees, policemen, military men, students from the different schools, barangay, private, civil organizations and various other sectors participated in the massive tree planting activity at designated areas in the Climaco Freedom Park.

“We really appreciate the help and support you’re giving to the local government,” Mayor Celso Lobregat said. said.

The Arbor Day program was made even livelier with the cheering competition and the “on the spot search for Miss Arbor Day.” For the cheering competition, the Zamboanga State College of Marine Sciences and

Technology (ZSCMST) contingent won the first prize of P10,000; the Western Mindanao State University (WMSU) delegation won the second prize of P6,000 while the military-police combined group received P4,000 as third place winner, while Ms. Arbor Day went to WMSU representative who took home 1,200 cash prize, ZSCMST was first runner up with P1,000 cash price, P500 was given as consolation price to other participants.

Winner for the search for Miss Arbor Day was based on the loudest applauds and cheers.

After the program and the tree planting event, tagging with metal plates of declared Heritage and Century trees was conducted at identified areas.

The Arbor Day na Ciudad de Zamboanga is a yearly undertaking of the City Government through the City Environment and Natural Resources Office (OCENR) in pursuant to Ordinance 281 designating June 25 as the day for the celebration and mandating the active participation of the public in tree planting activities. Swarm of flies invades Bulacan public market

BALAGTAS, Bulacan -Traders and consumers at the Balagtas public market are pestered by a new menace -- swarm of flies.

Rommel Ramos, anchor of the radio program “Rommel Ramos Po!”, said his daily program is also being swarmed by callers calling the attention of officials to act on the matter before it becomes a health hazard to the public.He said the swarm became ominous shortly after a big fire gutted a major portion of the public market last month.

Bobby Alonzo, a butcher, said his customers have

dwindled in the past days because of the swarm.

“Most of my customers transferred to another market because of the swarm of flies,” Alonzo lamented.

Upon learning of the plight of traders, consumers and residents during the weekly radio program “The Governor’s Hour” , Gov. Wilhelhelmino M. Sy-Alvarado immediately called and instructed Provincial administrator Jim Valerio and provincial health officer Dr. Joy Gomez to go to the area and act on the problem.

He told the two provincial officials to coordinate with their counterparts at

the municipal government to swiftly address the situation.

Traders said that after the fire last month, most of the burned goods, including meats have not been totally cleared out from the premises.

Diosdadao Libiran, OIC market master, said thay have tried to remedy the problem but the flies just keep on coming back.

Residents also said that garbage being dumped at the streets beside a creek at the public market is also being seen as one of the factors why flies are invading every nook of the public market.

Philippine must brace for projected worsening global warming: report MANILA--A new report raised urgency for further mainstreaming climate change into government’s planning and budgeting process so archipelagic Philippines -- the world’s third most vulnerable to weather extremes, sea level rise and temperature increase -- can better build its resilience amidst projections climatealtering global warming will worsen in forthcoming decades.

Released Tuesday in Metro Manila, the report ‘Getting a Grip on Climate Change in the Philippines’ urged action to address gaps that derail such mainstreaming bid as experts reported the previously projected 2°C rise in global temperature might even reach 4°C by 2060, jeopardizing socioeconomic development worldwide.

“By acting now, however, he Philippines can avoid substantial humanitarian and economic costs,” World Bank sector leader for environment Christophe Crepin said during the report’s launch.

He noted government already gained headway by instituting various climate change-addressing strategies including the 26 percent annual increase in budgetary allotment for related initiatives since 2008, outpacing the national budget’s six percent growth.

Government can build on such gain by carrying out and improving core public initiatives for climate change, setting complementary policy and institutional reforms as well as promoting more efficient resource use, he noted.

“A lot has been done already but more needs to be done,” he said.

The report covers results of the Climate Public Expenditure and Institutional Review which WB, Climate Change Commission and the budget department conducted earlier.

Among mainstreamingrelated issues identified in the report are insufficient alignment of development plans and policies with the Philippines’ National Climate Change Action Plan, fragmented support for the Cabinet cluster on climate change and lack of government personnel knowledgeable and skilled in climate policy, financing and institutions.

CCC Vice-Chairperson Mary Ann Lucille Sering considers the report timely, noting higher increase in global warming is possible.

“We therefore take the report’s launch as an opportunity to start further action now,” she said during the event.

She noted CCC continues coordinating with various agencies to strengthen government’s campaign against climate change.

The campaign includes researching the projected higher temperature’s impacts on agriculture and water so government can better identify interventions accordingly, she said.

Capacity-building activities for LGUs are on-going to help improve local action on climate change, she continued.

National Economic and Development Authority Sec. Arsenio Balisacan acknowledged need for action on climate change, noting this scourge is hampering efforts to further move the country forward.

“Climate change isn’t only an environmental issue

- it’s a development concern,” he said during the launch.

He noted recent weather extremes already resulted in damage totaling some PhP90 billion with about a third of this in agriculture, one of the country’s economic drivers.

“We need to continue partnerships on climate change as every delayed response to this problem entails cost,” he said.

Aside from onslaught of weather extremes, experts earlier noted sea level rise and temperature increase are the climate change repercussions the Philippines must deal with.

Experts project the 4°C global temperature rise to likely accelerate, in 10 to 20 years, coral bleaching as well as reef degradation and loss.

Such bleaching and degradation negatively affects fisheries as corals and the reefs that these form are foraging grounds for various fishery species including commercially important ones.

Corals and reefs are also among the country’s natural tourism attractions.

Experts likewise expect higher temperature to drive more weather extremes that will increasingly endanger life, limb and property.

Department of Budget and Management Asst. Sec. Luz Cantor assured this agency’s support to make the public budgeting process more climate-sensitive.

She said such support is essential in government’s bid to promote inclusive growth.

Even the marginalized will benefit from inclusive growth which promotes wealth creation at the grassroots level, she noted.

“Climate change is a threat to inclusive growth as well as to macro- and fiscal stability, however,”

she said during the event.

She noted government adapted program budgeting appropriation beginning 2012 to help better promote and support agencies’ collaboration on climate change.

Sering earlier said such programmatic approach resulted in a PhP13 billion budget for government’s climate change undertakings this year.

“The goal is to have targeted spending so maximum impacts possible from such undertakings can be achieved using available resources,” she said.

About 80 to 90 percent of this year’s climate change budget is for adaptation undertakings while the remaining appropriation is for mitigation measures, she noted.

Adaptation measures are adjustments in natural or human systems, in response to actual or expected climatic stimuli or effects of these, so the country can cope with climate change.

Mitigation measures aim to reduce greenhouse gas emissions which experts said trap heat in the atmosphere, raising temperature that result in climate changedriving global warming.

Government continues prioritizing adaptation as authorities said the Philippines isn’t a major GHG emitter but is at high risk for climate change’s repercussions.

Last year, the country advanced its climate change adaptation bid with enactment of RA10174 that established the People’s Survival Fund (PSF).

PSF aims to help provide long-term support for adaptation efforts nationwide.

Thousands join 3rd Tree-Growing fest in Koronadal city KORONADAL City--Thousands of residents braved the early morning drizzle here Saturday to plant anew “hundreds of thousands” of tree seedlings as part of the city’s third Tree-Growing Festival.

Mayor Peter Miguel said around 20,000 volunteerplanters, mainly students and village residents, joined the festivity, considered the biggest tree planting activity in Southwestern Mindanao.

He said the volunteers converged at the city hall grounds here as early 4 a.m. and almost simultaneously trooped to various planting sites located in two critical mountain ranges -- Roxas and Quezon -- that straddle the city.

The city government earlier targeted to plant around 500,000 trees in 2,000 hectares of planting sites for this year’s festivity but the mayor said they extended the planting period through the end of the year due logistical problems.

“We’re very overwhelmed with the outpouring of support from various sectors.

Around 10,000 volunteers have enlisted for the activity as of Friday but the number of people who actually showed up has doubled,” Miguel said.

Malacanang earlier declared June 29 as a special non-working holiday in the city in support of the third tree-growing festival.

The declaration was issued through Proclamation No. 593 dated June 6 that was signed by Executive Secretary Paquito Ochoa Jr. This year’s tree planting sites are in 11 of the city’s 27 barangays straddled by the Roxas and Quezon mountain ranges.

The planting areas are located in Barangays Saravia, Carpenter Hill, San Isidro, Mambucal Assumption,

Paraiso, San Jose, Mabini, Esperanza, Cacub and Topland.

As of noon Saturday, Miguel said 90 percent of the volunteers have already completed their planting assignments and returned to the city hall grounds, where a free lunch was served by the local government.

Miguel said they have yet to account for the exact number of trees that have been planted but noted that the feedback so far from their field coordinators were “very encouraging.”

The mayor said there were no major untoward incidents recorded during the activity but 12 of the volunteers have either fainted or suffered some injuries, mostly minor.

One of them was rushed to a local hospital early Saturday after figuring in a vehicular accident while still on the way to the convergence site, he said.

“Overall, this is another big success for the city because we were able to rally our residents to volunteer and work as one for our environment,” he said.

The city government decided to launch the treegrowing festival in 2011 to highlight the local celebration of the International Environment Month held every June and support for Aquino’s National Greening Program.

Last year’s activity covered around 1,000 hectares of planting sites in five barangays along the Quezon mountain range and with around 250,000 tree seedlings planted.

During its launching two years ago, around 25,000 local volunteers planted a total of 131,028 tree seedlings in 522.78 hectares of idle lands along the Roxas Mountain Range covering six barangays.(PNA)

‘More than rules’

THINK a minute.

A hotel sign in Tokyo, Japan had this rule on it: “Is forbidden to steal towels please. If you are not person to do such is please not to read sign.”

Someone said that rules are like a fence around us.

We need them to keep us inside so we won’t break out and hurt ourselves or others.

We have rules at home, at work, at school, in sports, and for driving on the road.

And if we move to another country and culture, we must learn to follow their rules.

Many p e ople t hi n k Christians are a group of people who just try to follow strict, boring rules that are old fashioned and

definitely not cool!

They think Christians can’t have any fun or freedom in life.

We can’t do this or that, can’t go here or there. So they think being a Christian is like living inside a fence or prison wall that won’t let you out to have fun and enjoy life. But that’s not true Christianity!

Jesus Christ Himself said He did not come to bring more rules to build a tighter fence around us so that we become prisoners.

It’s just the opposite!

Jesus said He came to set people free, so we won’t need rules to keep us honest or force us to love and forgive others.

Jesus isn’t nearly as interested in rules as He’s

interested in YOU. He knows that if you’ll just let Him take full charge of your heart and character every day, He can start changing your life. Then you and I won’t be like children who need a lot of rules to tell us what and what not to do.

For example, if you truly love your neighbor, then you don’t need a rule to stop you from stealing from him, since you never steal from someone you really love and care about.

More votes than voters in 2013 polls

-oooEXCESS VOTES, WHERE DID THEY COME FROM? Here is a question for the Commission on Elections: is it possible that the total number of votes of all the candidates for a particular position contested in the May 2013 elections, like the position of a town or city mayor for example, would exceed the total number of ballots counted by the precinct count optical scan (PCOS) machines?

To illustrate this question in a more understandable manner, let me use this example: let us say that in particular city, there were four candidates for mayor, and let us say that the total number of votes that were credited to them by the Comelec is 2,000. Grenade blast injures seven DA employees ZAMBOANGA City––Seven people were injured when a fragmentation grenade was lobbed into a shuttle bus of the Philippine Fisheries Development Authority (PFDA) Monday in this city.

Senior Supt. Edwin de Ocampo, city police officerin-charge, said the PFDA bus was traveling along the Tetuan Highway when an unidentified man tossed a fragmentation grenade into the vehicle.

De Ocampo said the explosion injured seven of the 11 PFDA employees aboard the bus, which was en route to the Zamboanga Fish Port Complex in Barangay Sangali.

He identified the victims as Jaafar Hasan, Orly Villareal, Emil Anitan, Eugene Lozano, Luciano Jelaga, Ombre Hamsirani, Jr. and Steven Sustento.

The victims, most of whom suffered shrapnel wounds in their legs, were rushed to the Zamboanga City Medical Center.

The PFDA, which manages the Zamboanga Fish Port Complex, is a government-owned and controlled corporation attached to the Department of Agriculture (DA).

Police Station 6 commander Chief Insp. Elmer Acuña said the assailant boarded on a motorcycle and sped towards the Sta. Cruz Commercial Complex.

Acuña said their investigation is focusing on two possible motives--extortion or rivalry over job positions at the fish port complex. The bus incurred slight damage. It is being used to ferry the PFDA personnel to the fish port complex every morning and to the city proper every afternoon. (MindaNews)

DOST releases P7.05-m in grants to MSMEs in Region 12

GENERAL Santos City––The Department of Science and Technology (DOST) has already released a total of P7.05 million in financial grants this year for the upgrading and expansion of various business ventures of micro, small and medium enterprises (MSMEs) in Region 12.

Dr. Zenaida Hadji Raof-Laidan, DOST Region 12 director, said the financial assistance is part of the continuing implementation in the region of the agency’s Small Enterprises Technology Upgrading Program

(SETUP).

She said the DOST central office earlier allocated around P40 million for the implementation of the program this year in the entire region.

Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

In a statement, Laidan said four food-based industries in the area recently received P2.4 million worth of grants for the acquisition of various equipment and facilities.

PNS approves artificial insemination projects

BUTUAN CIT Y - The Philippine National Standards (PNS) allowed the Artificial Insemination (AI) in Organic Poultry and Livestock Breeding Production, said Dr. Alpha P. Mateo, Veterinary Medicine II and Science Research Specialist of the DA-Bureau of Agricultural and Fisheries Product Standards (BAFPS).

Dr. Mateo the resource person during the “Training on Organic Swine and Poultry Production” of the Agricultural Training Institute (ATI-Caraga), recently, at San Lorenzo Ruiz Pastoral Center in Ampayon, Butuan City, attended by swine and poultry raisers

in the province.

She delved on the salient features of RA 10068 and updated the participants on organic livestock production, particularly the AI on poultry and livestock breeding process.

“This is because the PNS supports reproduction and preservation or conservation of native or indigenous breeds. Since natural mating is not that economical or feasible, AI is allowed though it is not a natural method of breeding”, she said.

Nevertheless, she added, embryo transfer techniques, cloning and the use of genetically engineered species or breeds are not allowed.

Dr. Mateo further emphasized that in organic farming, the management of the environment shall take into account the behavioral needs of the animals.

It shall likewise provide for sufficient free movement, fresh air and natural daylight, protection against excessive sunlight, temperatures, rain, and wind according to the needs of the animals.

PNS also stipulates that mutilations are not allowed like cutting of lambs, trimming of beaks, de-horning, ringing, and cutting of teeth however there are exceptions in specific cases if they are improving the welfare, health or hygiene

of the animals or for safety reasons.

Moreover, for animal nutrition, products like synthetic growth promoters or stimulants, synthetic appetizers, preservatives, except when used as a processing aid, artificial coloring agents, urea, farm animal by-products (e.g. abattoir waste) to ruminants, droppings, dung or other manure, shall not be included in, nor added to the feed or in any other way be given to farm animals.

History relives:

Moreno inaugural at Plaza Divisoria

OUTGOING Governor Oscar S. Moreno has personally chosen the most historically apt venue for his inaugural, as the new Cagayan de Oro City mayor.

The kiosko at Divisoria was known in the early days as the Tribuna, a forum for addressing big assemblies of the Cagayan citizenry.

Its location at the center of the city is not unintended.

As the heart of the 1901 Plaza Divisoria, it is also the city’s soul. Here lies the posterity of momentous events of the past that shaped the history and culture of the Cagayan de Oro people.

Moreno’s inaugural Sunday, June 30, takes place near the same spot where the country’s first president Emilio Aguinaldo addressed the great throng that welcomed his visit to Cagayan de Misamis on October 5, 1924.

On that day, Cagayan citizens came out in droves to listen to the man whose cause they fought for only a quarter of a century earlier during the Philippine-American War in Cagayan in 1899-1901. The men of Cagayan who came to listen to Aguinaldo talked from a make-shift stage that faced Calle Mindanao (Tiano Brothers Street today) came dressed in what was de rigueur of

After Aguinaldo’s Divisoria rally, he retired to the house of Apolinar Velez where luncheon was served in his honor.

It was also from the Tribuna on National Heroes Day of November 30, 1955, that the three Tiano Brothers were

“Nene” Pimentel, Jr. who became Senate President, to join with the cause of the common folks whose aspirations and dreams for a beloved city they continue to cherish. Moreno relives history.

The inauguration of Oscar S. Moreno Sunday is not just the inauguration of a

officially recognized by the city and given honors for their individual valor, for a country that they did not die in vain for. Here their bereaved mother, Emilia Bacarrisas Tiano, received the posthumous honor for her three fallen sons. The Tribuna is sacred ground

rendered from the heroism of the brothers Tiano.

From the great Tribuna echoed the orations of the city’s historical titans – Emmanuel Pelaez who became Vice President, Justiniano R. Borja who remains the city’s greatest mayor, Aquilino

new mayor.

With this event, Kagay-anons restore back the glory of the old Divisoria and the Tribuna, so that the people of Cagayan de Oro will enjoy the benefits of this open space of history and culture as intended by those who designed it for that noble purpose.
