‘Lolong’ to be exhumed today for shipment to National Museum

SURIGAO CITY - “Lolong,” the world’s biggest saltwater crocodile that died in captivity last February, the Bunawan Eco Park in Bunawan town in Agusan del Sur. Welinda Asis-Elorde, media affairs coordinator of the Bunawan municipal

ROSPERIDAD, Agusan del Sur -- Peace and security in the area of responsibility (AOR) of the Philippine Army’s 401st Brigade is gaining headway.

This, with the weakening of insurgent influence particularly in the province of Agusan del Sur, reported 401st Brigade Commander Gregory Cayetano during the recent Provincial Peace and Order Council meeting here.

The influence of the Communist Party of the Philippines, New People’s Army and National Democratic Front (CNN) in some areas have been lessened and some of their major hostile plans were pre-empted, he added.

The report also stated, the CNN within the Brigade’s AOR have committed 647 non-violent

activities ranging from sightings, hostile plans, foraging, ideological, political and organizational (IPO) work, extortion harboring, movement, consolidation, food transport, meeting, recruitment, tech-in and encampment.

Their violent activities totalled to 12, where harassment and arson claimed three each, abduction, fire upon and sniping recorded two each.

DOH-Caraga hosts Pneumococcal Vaccine launch

'Pablo' survivors tell their stories

UTUAN CIT Y -Other people live in concrete houses, sleep in soft and comfy beds, eat delicious food and drink clean water, wear branded clothing, ride in luxurious vehicles and buy the latest gadgets.

But residents of barangay Nueva Era, Bunawan, Agusan del Sur do not have these things.

Though blessed with abundant land, barangay Nueva Era is a poor community.

This property was donated by the popular religious group Iglesia ni Kristo. It was granted to them in 2002.

One of the residents is Jennifer Capin, a mother of seven children, shared her experience when tropical storm Pablo struck.

“Tropical storm Pablo wreaked havoc in our community. Strong winds blew away our roofs; my children and I were terrified. We prayed so hard,” she said.

After the horrible typhoon, life became more difficult. The community had no safe drinking water.

“We only had one comfort room here and many households are using it that is why we called it 'corporation.'

Also, we do not have water safe for drinking,” said Albert Justo, a farmer of Nueva Era. These were among the problems Nueva Era residents told a team from the Department of Social Welfare and Development (DSWD) Caraga.

The agency's National Household Targeting System for Poverty Reduction (NHTS-PR) staff went there to conduct a special validation for the victims of tropical storm Pablo.

The goal of special validation was to determine the conditions and needs of affected households.

This is also intended to review the status of households already in the database and assessed households that are not in the database but were affected by the typhoon.

The special validation was also conducted to give face to the conditions of

those affected and as a baseline as to what assistance and services will be provided by the government through the national agencies and other stakeholders for the victims of typhoon Pablo.

As a social protection agency, DSWD through NHTS-PR is leading the process in identifying the poor.

The NHTS-PR felt the suffering of residents in barangay Nueva Era that is why the team makes extra effort to reach the Pablo survivors even in a far-flung area.

“We are very happy that you came here and interviewed us and explained to us about NHTSPR, we hope that our Government will see our situation here in Nueva Era,” Jennifer said. DSWD preps partners for BuB implementation BUTUAN CITY – Twelve local government units (LGUs) of Caraga Region recently underwent a workshop relating to the P24.7-million infrastructure projects, under the Kalahi-CIDSS Bottom-up Budgeting and Planning (BuB) of the Department of Social Welfare and Development.

In attendance were LGU representatives from Butuan City, Cabadbaran City and Jabonga in Agusan del Norte; Bayugan City and Loreto, Agusan del Sur; Basilisa and Dinagat, Dinagat Islands Province; Gigaquit and Surigao City, Surigao del Norte; and Barobo, Bislig City and Tagbina, Surigao del Sur. Kalahi-CIDSS BuB may be implemented in one of two ways, such as through the use of the CDD learning for LGUs that are currently implementing and had implemented Kalahi-CIDSS; and through a DSWD-assisted, LGU-facilitated implementation of community projects using the CDD approach.

The community-driven development (CDD) approach is the strategy employed by DSWD in its implementation of KapitBisig Laban sa KahirapanComprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) for an inclusive participation

of all stakeholders in local governance by identifying community needs, planning, implementing, and monitoring projects to address local poverty issues.

The areas were identified through the criteria set in a Joint Memorandum Circular (JMC) by DSWD,

the National Anti-Poverty Commission (NAPC), and the Department of the Interior and Local Government (DILG).

The JMC stipulated that in order to qualify for the BuB, the LGU must be a recipient of the Seal of Good Housekeeping for 2011 and

POEA warns prospective OFWs against email scam

THE Philippine Overseas Employment Administration (POEA) warns prospective overseas Filipinos workers against an email scam inviting them to a working visa inter view coaching on July 20 and 21.

On its Facebook account, the POEA said the email, which claims to be from “Extendicare Hopsitals & Hospices,” is a scam

and should be ignored.

One of the initial catches of the email involved a visa interview “coaching fee” of P3,800.The recipients

were instructed to pay the amount via wire transfer.

Recipients of the email are told they were “chosen for the position of a Staff

Nurse (Philippine Board licensed) and/or HealthCare Assistant (unlicensed Nurse & medical allied course graduate) for Extendicare Hospitals & Hospices in Canada.”

The email also suggested “meaningful work experiences” and good benefits. It also said that Extendicare “is one of Canada’s largest providers of long-term care” and had “been in business since 1968 operating nursing and retirement

centers across Canada and the United States.”

It said the recipients must attend a working visa interview coaching with “Canadian traders” on July 20 and 21 and hinting that they could be deployed in November 2013.

The email sender “Deborah Bakti,” used a Microsoft Live email address and claimed recipients can attend the coaching at Extendicare Building at 2314 Chino Roces St., Barangay

Pio Del Pilar, Makati City.

The other contents of the email detailed the “requirements” for the supposed training.

To prevent being victimized by scams, the POEA advised the public to check the veracity of the email or advertisement they received.

GenSan councilors condemn killing of student in police operation GENERAL SANTOS CITY – The city council has condemned the killing in a police operation here last week of a criminology student who was mistaken by operatives as a motorcycle theft suspect.

In a resolution passed during its regular session on Tuesday, the councilors expressed their “condemnation and disgust” over the fatal shooting of 18-year-old student Randy Quirante by members of a police mobile team last July 10.

“The act itself is dastardly, cowardly and shocking to human conscience,” said Councilor Ramon Milleza, who pushed for the passage of the measure.

Aside from condemning the killing, Milleza said they separately passed two other resolutions seeking a speedy and objective investigation into the incident and expressing sympathy to the victim’s family.

Quirante, who is a Bachelor of Science in Criminology student of the Ramon Magsaysay Memorial Colleges (RMMC) here, was gunned down by members of the city’s police station number 03 in an operation along the national highway in Barangay Baluan.

Four policemen, who were identified as Police Officer (PO) 2 Arnold Sua, PO2 Ariel Beldera, PO1 Rudyard Dequito and PO1 John Rey Daligdig, have since been relieved and will likely face criminal and administrative charges over the incident.

The four are currently under the restrictive custody of

the Police Regional Office 12’s regional personnel holding and accounting unit.

Milleza said the council mainly wants the city and regional police offices to ensure that there will be no “whitewash” in the investigation of the case and that it should be done in speedy and fair manner.

“Appropriate measures must be done to make sure this will not happen again,” he said in a radio interview.

He assured that the local government, especially the city council, is very much concerned with the incident and is serious in finding appropriate solutions for it.

The official clarified that the three resolutions have not alluded to or pinned blame on any individual but is focused on the act itself.

“We want to leave that (investigation and filing of charges) to the proper authorities. What we’re after is the act itself that we really cannot tolerate,” he said.

City Councilor Franklin Gacal Jr., who has been assisting the Quirante family regarding the case, said he has been coordinating with regional police officials for the immediate release of investigation reports and other documents in connection with the incident.

“We already have copies of the ballistic and paraffin tests and we’re still waiting for the release of the drug test and the cross-matching results,” he said.

Gacal, who heads the council’s committee on public order and safety, said he is personally

following up on the case on behalf of the victim’s family and the city government.

“Mayor Ronnel Rivera and the city council are very serious on matters regarding the police and peace and order,” he assured.

Quirante and a classmate were on their way home to Barangay Spring in nearby

Alabel town in Sarangani Province when the incident happened.

The victim’s companion said they were motoring along the national highway in Barangay Baluan aboard separate motorcycles when they were stopped by a police mobile patrol team of the police station number 03.

The patrol team has set up a checkpoint in the area in response to a flash alarm regarding a stolen motorcycle in Barangay Lagao.

But he said Quirante, who was only carrying a student driver permit, did not stop and instead sped away, prompting the policemen to pursue him.

Ms. Cagayan de Oro City’s first public press presentation

Cagayan de Oro City is starting to get into its celebratory mood as the city fiesta draws nearer and nearer each day. As per tradition to the said celebration, the competition for the most elegant and talented woman of CDO is also starting to get the attention of city residents.

The Ms. Cagayan de Oro or Ms. CDO competition just recently had their public press presentation on Saturday July 13, 2013 where the 12 candidates were publicly introduced to the press and residents of the city. The candidates were at ages 18-23, most of them being students whereas 2 are already working.

So far in the history of Ms. CDO competitions, this is one of the first to be organized by a nongovernment civic organization, which is the JCI’s Bai Lawanen chapter in CDO.

The 12 candidates of Ms. Cagayan de Oro before they were station at their own tables for people to approach and chat with.

But that doesn’t exclude the help of the city government in organizing such event.

According to Ms. Gean Tulang-Ceasar, Bai Lawanen member and Project Chairwoman of Ms. CDO, the

government couldn’t be able to give their focus and time on the said event because of the political situation wherein the city just got under a recent change in administration. Thus they sought for

help in JCI’s Bai Lawanen.

Another first of the Ms. CDO competition is the press presentation was made public, whereas traditionally it was held in private like in hotel conference

rooms. This year they were presented in Lim Ket Kai’s rotunda, and later the candidates and members of the press were escorted to a secluded area of the mall where they set up a small

In the past the press presentations, Ms. Ceasar says that it was mostly just a Q&A forum and it was more controlled and limited.

This new way of presenting the candidates was also meant to protect the candidates from questions asked through the microphone that may deem too personal.

The organization’s goal for the Ms. CDO winner is tourism related, as they would want to send someone for national presentation and take her on an Asian trip, where she will be promoting global awareness.

“Equally promising.” was the terms she used to describe the girls this year.

Controversy-laden shootings TWO separate shooting incidents resulting in the death of criminals, suspected and convicted, broke out days apart and happened poles away from each other in Davao City and in San Pablo City, Laguna, respectively.

The common denominator in the two shooting incidents is that the killings were perpetrated by policemen.

The difference between the two incidents, however, is that the one in Davao City happened while a criminal act, kidnapping for ransom, that started in Quezon City was in progress until the kidnap men’s brutal shooting in Davao City Thursday last week.

The other incident, last Monday evening, involved two high profile convicted escapees from the National Bilibid Prisons in Muntinglupa while under the custody of their police escorts who instead of bringing them to the national penitentiary detoured and brought them

Taguanao: place of my birth

NO one local place has earned for me both gnawing derision and then close personal attachment in my life. A place which as I kid, I couldn’t write out because I couldn’t spell it. Was it Taghuanaw? Or Tagwanao?

Or what? We of course, now know its most accepted spelling as Taguanao.

With my very close but at times rascally cousins, I would be teased to no end with the “humbleness” of my birth. You see I was born in that place during the last great war. A place not only very rural and remote, but even quite unknown to even the locals. The teasing would be constant and knew no bounds. It evoked guffaws and laughter from listeners, thus was always quite an effective

Because you see, once upon a time, my father’s family, members of some illustrious families locally, owned a vast tract of land in that general area, bounded on the west by the defining Cagayan River. It must

have been vast, since when the patriarch died and the seemingly borderless land was subdivided among the heirs, each still held quite a large tract. Graciano A. Neri, youngest brother of my father, during our youth still had over 100 hectares of landholdings in that area.

It was huge and though not really mattering much in economic terms, it was an enviable place to go horseback riding and camping.

this is how I am able to piece together the circumstances leading to my humble birth.

When the war broke out and scary news about the atrocities of the enemy started filtering locally, harangued families started their mass “evacuation” to forestall the eventual coming of the feared enemy. Families gathered together and sought refuge and cover in places which were familiar to them and for the rich ones, places they owned and controlled. I am surmising that in the early war years, the family of my father force-marched to this vast landholding, intending to sit out the duration of the war in that secure setting.

Please abolish pork barrel

BILLIONS of pesos are allotted to congressmen and senators representing their pork barrel. These funds are discretionary on their part which means they can spend them for projects in their respective territories.

Billions, I repeat. It was alleged that some amounts are released purportedly to finance projects that are inexistent or no project whatsoever. And these funds are rarely audited by the commission on audit giving opportunities to some lawmakers to abuse or convert sizeable amounts for their personal aggrandizements. It is really amazing.

Many taxpayers just do not know this scheme. They always think their politicians as just happy people, honest, hardworking, capable and able to establish projects in their areas. Many

And then many of us are simply surprised why the country is always poor when we have so many resources to finance the operation of a country. We always hear of corruption every time and everywhere yet we have not heard people being electrocuted for various offenses. This is certainly ridiculous.

Lately, it was divulged in the media the wrong-

doings of some legislators who released funds to nongovernment organizations for any purposes. Certainly, it looks right every inch of it, but the trouble is that these scenarios can be done for purposes of releasing the funds. In truth and in fact, the money just goes around and goes back into the pockets of some naughty legislators. Here the people’s money is in peril and the republic of the Philippines dwindles while the poor Filipinos have to tighten their belts because

of extreme hunger. It is highly damnable.

We can see clearly that the matter of pork barrel is the culprit that gives sins to some of our politicians.

And they play real money, the money belonging to the taxpayers. That is your money, my money – our money. But why give pork barrels to our lawmakers?

For projects in their home region? Or political propaganda or whatever? Why don’t we just give these funds to certain agencies to establish projects and other things necessary? These have been happening for decades and we just cannot imagine how far the country had been abused.

Are we so dumb or afraid of asserting our rights?

Cartel behind high rice prices in Region 12?

Aside from this, she said the prices and availability of commercial rice prices in the area might have been also affected by commod-

ity flow or the movement of locally-produced rice supplies to other regions.

Samama said they initially referred the matter to the National Food Authority (NFA) and the latter affirmed that the region’s current rice inventory remained at sufficient level.

Region 12, which produces an average of 3.67

metric tons (MT) of palay per hectare, posted a total yield of 402,514 MT in the first quarter of the year, according to the Bureau of Agricultural Statistics.

Some 341,890 MT were produced by the region’s irrigated palay areas and 60,624 MT by the rainfed areas.

In 2012, BAS noted that Region 12’s total palay output reached 1.27 million MT or a rice sufficiency rating of 128 percent.

The region ranks fifth among the country’s 17 regions in terms of palay yield and accounts for about 7 percent of the national harvest of 18.03 million MT. Region 12 has remained as Mindanao’s rice granary, producing about one-third of the island’s total palay production that reached 3.98 million MT last year.

NFA Region 12 has already intensified its rice distribution or market injection activities in various markets in the region to help offset the impact of the increasing commercial rice prices.

The NFA rice is presently sold in the local markets at P25 to P28 a kilo, depending on their variety and source or origin.

If the kidnap victim in the Davao incident was a resident of that city as well as the group that kidnapped her, the incident could easily pass off as meant to silence them so they can tell no tales also. who escorted the victim while withdrawing the money inside the bank was not killed.

But public opinion is still expected to vary as people make their position with regard the two shooting incidents.

BTW, the place was selected because there was a very nice secluded place with a constantly running underground spring providing fresh potable water.

And much later during our camping trips there I had noticed a little structure built close to the spring which had been adorned with a catchment area reenforced with rocks on the sides. This is now the site of the Lawndale spring which had all been cemented over as part of the Kagayhaan Resort of the city.

This dread of the place would be carried by me into adulthood.

Then we started visiting the place which during those times had no real access road leading to it. So we went by horseback from Macasandig and followed paths that went thru uneven terrain. As we neared

the place, excitement grew because once we reached its clearing, a horse race was in the offing, allowing us to break the horses into a full gallop to reach the spring.

Those were exhilarating trips with close relatives which at times lasted a few days. Even our aunt tugged along with us at times, but riding on a carabao instead.

We had been assured by our handlers that the carabao was more sure-footed than the horse and thus could prevent fatal falls into a deep ravine we had to pass through.

The memorable experiences started the change in my outlook of the place. I began to have good feelings about the place, the place where I was born.

Then as our current modern times shaped up, it was inevitable that an exponentially growing city

would start expanding every which way. Access roads were built slicing through the huge area. A bridge would be built spanning the river to the east. In the process, precious archaeological finds would be reported on the bridge site, close to an old cave that dates back to pre-historic times. And of course, human population started creeping into all corners of the largely untapped area. Subdivisions, whether just simple cutting up of bigger areas into smaller lots or more involved ones, now dot the area. Thus, complicated legal battles ensued, and would carry over to this day. To a point that my cousins, the heirs of Graciano A. Neri, would sadly note that every piece of plot they possess in that area is now under legal question or litigation.

Today, Taguanao is as

commonplace as any of the densely-populated districts of the city. Not anymore some unknown locus from some faraway location.

But do we even know what kind of a political subdivision it is or how big it is? It is not a barangay as I found out. But since it is closest to the Barangay of Indahag I am betting it is part of it. If so, then is it a sitio of Indahag?

To this day, I never cared to find out. Though there had been times when I would leisurely drive through and around it trying to recall familiar places or landmarks. Even rode my new motorbike through it for a more physical experience, feeling the wind on my’s face and the power between my legs.

I even consider it now as an alternate route getting to our place in Kauswagan

from the poblacion, when at times horrendous traffic jams would clog the regular bridge routes. A case of a place too far, becoming one closer to the heart.

GENERAL Santos City–– Agriculture officials in Region 12 are eyeing possible price manipulation by alleged rice cartels as behind the drastic increases in commercial rice prices in parts of the region in the last two weeks that already breached the P40 level a kilo.

Amalia Jayag-Datukan, Department of Agriculture (DA) Region 12 executive director, said Wednesday the region’s palay harvests have remained sufficient in the past several months and there is no reason for local rice traders to hike up the prices of commercial rice at the current “excessive levels.”

She was referring to the P3 to P5 increases in the prices of various commercial rice products, especially of the premium varieties, in local markets within Southwestern Mindanao.

“It appears that some cartels are manipulating our rice prices and we’re now investigating this. It started in some key markets and eventually affected us here in Region 12,” she said in an interview over TV Patrol Socsksargen.

In this city, the prices of premium commercial rice products went up to as high as P43 a kilo this week from P37 a week ago.

Rufus: Cha-Cha needed for Asean integration

ITH less than two years to the economic integration of the 10 member-states of the Association of Southeast Asian Nations (ASEAN), the Philippines must do all it can to prepare or “be left behind” in a single-market regional economy starting in 2015.

And one way of preparing the Philippines is to amend the economic prov isions of t he 1987 Constitution, especially its so-called “protectionist clause”—Article XII—that limits foreign ownership of property, etc. to just 40 percent, said Cagayan de Oro’s 2nd district Rep. Rufus Rodriguez.

“We have to amend the Constitution if we are to compete in the ASEAN E conom ic C om mu n it y (AEC) in 2015,” he told the Business Daily by mobile phone.

Once a mended, it

will “open all sectors of the economy to foreign investors,” he said.

Briefly Oro losses

CAGAYAN de Oro City Hall might have incurred potential losses amounting to more than P 120.6 million due to alleged financial mismanagement and lost bank accounts incurred by the previous administration, the Commissions on Audit here on Tuesday said.

“The accuracy and correctness of general ledger Cash-in-Bank, Local Currency, Current & Savings Accounts and Time Deposits amounting P1,19 6 .19 8 m i l l i o n a s o f December 31, 2012 could not be easily ascertained in the absence of Bank Reconciliation Statements Reports (BRS),” the COA’s state auditors noted.

COA ‘s verification disclosed that the period of the latest BRS submitted for verification were August, 2012 for General Fund and Special Education Fund and April for the Trust Fund.

DENR’s drone

THE Department of Environment and Natural Resources XI is awaiting an unmanned drone project which will be piloted in the region.

Guesting at the Kapehan sa Dabaw at SM City Davao Monday, July 15, Marcus Fragada, DENR-XI Regional Executive Director said he specifically requested that the SkyHigh drone project of the DENR be tested in the region.

The drones could fly over remote forests and take pictures or images if they had detected illegal logging activities.

Fragada said that the drones could confirm the earlier aerial reconnaissance undertaken by the Department in partnership with the Philippine Air Force.

Baker said by hosting American forces the Philippines wants to demonstrate to the world that the United States is prepared to live up to its commitment in the two countries’ Mutual Defense Treaty. Still, the US maintains a neutral position regarding territorial disputes in the South China Sea and elsewhere.

Baker added that US officials want ready access to bases for air and sea forces in Southeast Asia.

Cuisia said the proposal is still in “informal talks” and various departments involved are waiting for President Benigno Aquino’s signal to enter into formal talks. Aquino has indicated he is open to the plan and Cuisia confirmed the Philippines wants something in place before 2016 when the president’s term ends.

DTI to launch SME Roving Academy

BUTUAN CITY - In line with the upcoming “Adlaw Hong Butuan” (Butuan City Charter Day) on August 2, the Department of Trade and Industry (DTI) Caraga

will be launching the SmallMedium Enterprise (SME) Roving Academy on July 20 at the Almont Hotel’s Inland Resort, this city.

DTI-Caraga Director Brielgo Pagaran said the SME Roving Academy is

this year’s DTI flagship program undertaken nationwide.

It is conceptualized on such premises as a continuous breeding ground for start-up enterprises; an institutionalized provision

of business development services (BDS) to identified micro enterprises and SMEs, making them competitive in domestic and export markets; and an established national, regional and provincial

entrepreneurship development network.

“Target beneficiaries are the start-up groups of the youth, women, persons with disabilities (PWDs) and other informal sectors,” said Pagaran.

DTI Undersecretary Zenaida Malaya will grace the activity.

A Memorandum of Agreement (MOA) signing

between the Department of Social Welfare and Development (DSWD) and PWDs for the AVP Mobile Store will also be held, as well as the Tourism stakeholders’ MOA for AVP Display Cart.

Biado wins US Hard Times Open billiards MANILA -- Filipino pool star Carlo Biado swatted away colleague Alex Pagulayan’s challenge in the Hard Times 10 10 Ball Open Championship, 11-1, at Crooks and Castle in Bellflower, Los Angeles, California on Monday.

The Filipinos fashioned out a 1-2-3 finish with Dennis Orcollo placing third in the tournament.

“I believe that Carlo (Biado) stands a good chance of becoming a world champion,” said his manager, sportsman/ businessman Ceferino “Perry” Mariano, also the, head of Bugsy International Promotions.

Biado, a former caddie before becoming a billiard player took home $ 5,300 while runner-up Pagulayan pocketed $ 3,200 in the annual tourney’s fourth edition.

No less than welltraveled coach Rajko Toroman heads those who opined the Nationals have the depth, shooting touch, height and speed and quickness that should earn them one of the top three tickets the continental tourney is offering for the World Cup next year in Spain.

“We have everything,” said the Serb who steered the Philippine team to a fourth place finish in the 2011 edition of the Asian tourney.

“We have the size, the speed, shooters and, having been together for three months now, chemistry,” added Toroman.

“They also have the opportunity to go big. I think Japeth gave them a little bit more athleticism, length and quickness on the floor.”

For coach Yeng Guiao, who can’t help but com-

pare the current RP Team to the one he mentored in the 2009 FIBA Asia, there are several factors going Reyes’ team’s way.

“Expectedly, they should be able to address the size differential better and they also have a lot of outside shooters, so that is another concern that has been addressed,” said Guiao.

The Middle eastern teams’ slow turnover of talent should also work in Gilas’ favor, added Guiao.

“Yung mga regular superstars or key players nila mas matanda kesa sa atin dahil nga mas mabagal ang pag-ikot ng talent nila, di kasing-bilis ng China, Japan, Korea or the Philippines,” noted Guiao.

IBF champ wants unification bout with Sabillo DAVAO CITY, July 16 (PNA) -International Boxing Federation (IBF) minimumweight champion Katsunari Takayama of Japan wants a unification bout with undisputed World Boxing Organization minimumweight title-holder Merlito “Tiger” Sabillo of the Philippines.
