Villar bats to protect OFWs as PH observes Migrant Workers Day SENATOR- elect Cynthia Villar renewed her call to the Philippine government to always protect and promote the welfare of over 10 million Filipino migrant workers as the nation commemorates Migrant Workers Day. “It is fitting to celebrate the day of our Overseas Filipino Workers to remember and acknowledge their significant contributions to nation-building,” said Villar.

She said OFWs are worthy of being called our ‘modern day heroes’ because of their immense assistance in saving our economy through their remittances.

“We draw a lifeline from their remittances being sent to the country. The dollar remittances provide a big boost to our economy,” said Villar.

“We should address all the concerns of our OFWs, starting from their recruitment until the time they are already working in a foreign country,” she added.

To ensure the that the rights and wellbeing of Filipino migrant workers are safeguarded, Villar vows to continue the fight for the creation of the Department of

Overseas Filipino Workers (DOFW) when the 16th Congress resumes in July.

Foreign couples adopt Filipino children with DSWD’s help

By Charmaine P. Tadlas Regional Information Officer, DSWD-X More and more couples from around the world are now all eyes with love for Filipino children that are legally available for adoption.

Recently, two couples from Indiana, United States of America, and Zaragosa, Spain visited the Regional Reception and Study Center for Children (RSCC) to finally meet their adopted children.

RSCC is a residential facility for children under the custody of the Department of Social Welfare and Development. The children-residents whose age range from zero to seven years old are declared open for adoption.

Under Republic Act 8043, also known as the Inter-Country Adoption Act of 1998, an alien or a Filipino citizen permanently residing abroad may file an application for intercountry adoption of a Filipino child under certain qualifications that uphold the welfare and rights of the Filipino child. Among them is that the adopter must be at least twenty-seven (27) years of age and at least sixteen (16) years older than the child to be adopted and If he or she is married, his/her spouse must jointly file for the adoption;

With the capacity to act and assume all rights and responsibilities of parental authority under his national laws, the adopter shall undergo appropriate counseling from an accredited counselor in his/her country; Moreover, the foreign adopter must also come from a country with whom the Philippines has diplomatic relations and whose government maintains a similarly authorized and accredited agency and that adoption is allowed under his/her national laws; If found qualified, the adopter may file for adoption with the Philippine Regional Trial Court having jurisdiction over the child, or with the InterCountry Adoption Board, through an intermediate agency, whether governmental or an authorized and accredited agency, in the country of the prospective adoptive parents.

Adoption has been one of the processes being actively advocated by the Department of Social Welfare and Development.

The policy of the State is to provide every neglected and abandoned child with a family that will provide such child with love and care as well as opportunities for growth and development.

“Seda Centrio was a beautiful experience for us,” said Mr. Rizal Dalkilic Derindag, co-founder of the Turkish-Filipino Friendship Association which is the initiating organizer and owner of the project.

“Although it’s at the center of the city yet it’s very peaceful and silent. Our guests don’t have to go anywhere for shopping since Ayala Centrio is just there, Divisoria is very near. The hotel crew from the reception to waiters at the restaurant were extremely kind, got pleasing personality and manifested great hospitality of Filipino culture. Mindanao climate change experts convene for R&D workshop DAVAO CITY, Philippines – In line with the efforts on climate change adaptation, a Mindanao-wide consultation to encourage environment-related researches and spur studies relevant to the region’s changing environment is organized by the Mindanao Development Authority (MinDA).

Dubbed as the Mindanao Nurturing Our Wa t e r s ( M i n d a N OW ) Program Research Agenda Prioritization Workshop, the event, which opened ye s t e r d ay ( T h u r s d ay ) brought together experts in research and development to primarily establish partnerships with MinDA. The gathering, which is a preparatory activity for the upcoming MindaNOW Experts Forum included a briefing on Mindanao environment situation and a series of wor kshops d e s i g n e d t o i d e n t i f y, validate, and present Mindanao's priority research agenda for 2013 to 2016.

"As Mindanao faces the c hallenge of a c h a n g i n g e n v i ro n m e n t and development landscape, it is high time for us Mindanawons to strengthen our research and development community, who will assume key roles

in pushing for a green Mindanao economy,” said Luwalhati Antonino, MinDA Chairperson.

She added that the activity convened partner agencies of MindaNOW Program and several of the region’s research institutions to conduct and finalize the inventory of environmentrelated researches.

The inventory of researches will serve as benchmark for the interagency body to come up with a Mindanao-specific research and development agenda, which will be fully tackled in the upcoming MindaNOW Experts Forum.

"Part of our goal is to select among available researc h proposals the study that we will prioritize and present during the ex p e r t s fo r u m , " s a i d Engr. Joan Barrera, chief of project development division of MinDA. Barrera added that the main criteria in picking priority researches are its contribution to achieving sustainable development in Mindanao, and its regionwide scope of study.

“Building and sustaining a strong researc h and development community for Mindanao is identified as one of the strategies in the Mindanao Peace and Development Framework Plan,” said Barrera, adding that MinDA aims to develop more relevant empirical researches that support the island-region's development needs.

The MindaNOW Program is a flagship program of MinDA that aims to institutionalize the sustainable development and management of Mindanao’s natural resources.

Representatives from universities and colleges, Mindanao’s researc h organizations, and scientific societies and communities are expected to actively take part in the event, w i t h t h e i r r e s p e c t i ve research proposals up for consideration.

Knowing When Sometimes, we have to listen to ourselves and know when to slow down and eventually stop.

Our bodies are not made of steel, our minds are not perpetual machines.

Being a go-getter all my life, I wanted to accomplish so many things in so little time.

It turns out, I ran out of steam and had to gasp for life.

Having to do more than one task is indeed a great challenge and experience, a fulfilling feeling that reaffirms your worth as an individual and as a player in the great scheme of things.

However, one needs to point out that there are only things one can do and not matter how hard one pushes, there is a breaking point.

How do I deal with all these? I used to run and drop everything and as a result only accomplished half of what must be done.

I got afraid of what lay ahead that I cower and shut down. I walk away from situations and never looked back, not even a glance.

That was me in flight mode. This I found out adds more problems than relief. I was no longer effective, much more efficient.

Burdens pile up and took its toll.

Maybe because of age that I eventually gathered wisdom. I have slowly outgrown this instinct to run and leave everything behind.

I now pause and take a deep breath, sit still and close my eyes. In more challenges situations, I do cry and heave a sigh of relief after.

The good thing now is that I talk about these obstacles with family and friends.

I find refuge in their comforting words and soothing presence. I meditate, I reflect and slowly spring back to life.

I am grateful that there are those who saw the cracks in my fortress and came to my aid.

Giving up used to be the only option, standing up and moving forward is now my tactic of choice.

Difficulties are still there and it is a struggle to even take a step but there is no more holding down.

The only way to tread life is to unload the bad energy and pack the good stuff, rest when tired and see life's beauty.

Be grateful of the small and big things and life is great after all.

The Blessing of being a blessing to others While I was learning how to sing myself, I was blessed enough to have mentors who really gave their all in honing my gift, what was more meaningful was that there were a lot of times that I got it for free.

Yes it was time and hard work but I’m confident to say that these mentors of mine are happy seeing me today of what I’ve become in this field.

They have passed on to me not the just the singing skills but even the passion of passing the skills to others after me.

And so I got the chance of passing my skills to others today through a voice workshop for some selected teens in our congregation.

Preparing for the 4 day workshop already put a smile on my face and all the more when I got day one done.

They enjoyed the training as much as I did training them.

Eagerly listening to my talks and carefully following my instructions, they successfully learned the basic essentials of singing.

Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) hosted a press conference at the PPA Cagayan de Oro Port Manager’s Office where Port Manager Capt. Necitas G. Layola, Jr. (Ret., PA) presented the following priority projects approved by then PPA General Manager Juan C. Sta. Ana: construction of a new passenger terminal building (P250-million); paving of newly completed back-up area (P71.269-M) and construction of RoRo berthing facilities and berthing dolphins (P50-M).

The first two projects would have been funded by PPA’s internal funds while the third project was conceptualized as a Public-Private Partnership (PPP) project to be undertaken by the private sector.

The facility would have been used for general cargo, dry bulk and containerized conventional domestic and foreign vessels.

Group singing in balanced tones is hard to achieve but perhaps they understood enough when I said balance is the key for good group singing and so Day Four went on smoothly until the session ended.

In between my sessions God has impressed on me to continue the training, in short this workshop was just an eye opener for me and the majority.

An opportunity to give more because God blessed me so much and that at times I ask myself if I deserve this much? Then I remember He is the God of the “How much more” So how could I not give back even in simple ways.

It would have also included an additional area for break bulk cargo like fertilizer, corn grains and sugar, and a common storage area for break bulk cargo in crates, rolled steel coils, logs, lumber, bottled cargo and other steel products.

A notice of award was given to the winning bidder by the PPA Head Office on May 23, 2011.

The jewel of the expansion project was the P250-million two storey passenger terminal with an estimated 1,000-person seating capacity.

The program of work for the project was completed by the PPA Head Office and bidding was scheduled at the end of June, 2011.

The P50-million three-unit Roll on-Roll off berth and breasting dolphins were to have been constructed at Berths 1-5 near the passenger terminal complex to ease berth congestion and dedicated to Manila, Cebu, Bohol and Bacolod route RoRo passenger vessels using Mediterranean docking.

With the provision of 3-meter wide elevated walkways, the RORO berth and breasting

dolphins would have enhanced the convenience, safety and security of embarking and disembarking passengers.

Initially, five projects were requested by Rep. Rodriguez from the PPA including P20-million for the repair of the warehouse which now serves as the passenger terminal and another P80-million for the construction of a new terminal but the PPA Head Office instead chose to upgrade the request to the two-story P250million facility.

Why are we referring to all these in the past tense?

Because during the tenure at the Dept. of Transportation and Communications (DOTC) of now DILG Sec. Mar Roxas, he downgraded this and most other of the PPA’s expansion projects so what’s left of the jewel which would have catapulted Cagayan de Oro’s progress to the next level is a pathetic P50-million shell of a Passenger Terminal Building.

Be the hero Mr. President and lower the price of rice now to Php 10.00 per kilo!

Lower the cost of rice and stop starving of Filipinos all over the country. With the billions of dollars saved and earned by the government, it is a wonder why government cannot lower the price of rice to feed the people.

The farmers will not suffer the reduction in profits. It is the traders who will be wiped out. But why are they even allowed to do business with the staple food of the country to earn profits for themselves to the detriment of close 100 million Filipinos.

Yes, the economy is growing and all the foreigners are all praises but who cares, poor Juan Dela Cruz is starving.

Unless of course the survey companies are wrong which is probable all considering since they are managed by personal authoritative interests to drive public opinion for personal gain.

Why is it so hard to feed the Filipinos? It does not take a rocket scientist to realize starving the people will only lead to more chaos and destruction.

Lower the price of rice to a maximum retail selling price at Php 10.00 per kilo and all will be well. Unless of course, the influence peddlers who are well placed and rich who monopolize the delivery and supply of rice all over the country can stop you.

With political will and the popularity of the president this can be done regardless of any effects economist may say or do.

We are already spending allegedly some 40+ billion on the Conditional Cash Transfer for the select poor so why not divert this money to cover the distribution for the rice for all Filipinos to afford?

We can leave the other products in the free market allowing the price to be dictated upon by the laws of supply and demand. T raders, manufacturers and importers will learn their lessons when the consumers will stop supporting their products by refusing to buy them.

But to subject the poor Filipino to Php 40.00 for a kilo of rice is unconscionable. Be the hero Mr. President and lower the price of rice, now!

It seems nothing can be stabilized other than prices of commodities climbing especially the staple food and by the month.

While we may do without canned goods, meat poultry or fish, rice is our staple.

Tuition fees are sky rocketing as well and so are the educational supplies while the institutions suffer a quality acceptable to the community.

Prices of fuel however out of our control make rather large profits for the established dealers and in the billions.

Our utility costs, well we can expect to continue rising as well.

Fish which is abundant so I still think is likewise becoming unaffordable with its prices going wild.

Imported goods however are dropping only to replace our local suppliers obviously with the effort to wipe them out.

This is bad economics. Our ports are replete of smuggling we are told by media and we do nothing about it.

Although Mr. Roxas may have thought inter-island commuters were increasingly taking to air travel with the advent of budget air carriers, recent passenger traffic at the Macabalan port show the number of commuters who travel by sea through the Cagayan de Oro Port still increased 12.13 percent from 2011 (1,012,099) to 2012 (1,134,824).

The downgrade of the PTB project to its present P50-million shell also comes at a time when air commuters especially to Cebu, Bacolod and Iloilo are having second thoughts about undertaking the expensive overland trip to the new Laguindingan Airport which would cost them more in terms of the travel time and airfare than they would have spent had they originated from the present Lumbia airport.

It is an insult to a city with the prestige and potential of Cagayan de Oro and Northern Mindanao to have a passenger terminal building at its premier port without even the barest of amenities its other PTBs in Balingoan, Misamis Oriental and Benoni, Camiguin already have.

Rep. Rodriguez has promised to fight the budget cut when the 16th Congress convenes later this year and we are sure he will have the business sector and civil society behind him all the way. But the window is closing and we have to move fast while the bidding for the P50M PTB is stymied by technical issues else we will not have anyone except ourselves to blame for settling for less than what we deserve to have.

“This will be one way of recognizing the importance of our OFWs,” said Villar, also managing director of the Villar Foundation which has been helping distressed OFWs for over two decades.

She believes there is a need to centralize all the services and functions of concerned government agencies or bureaus for OFWs to effectively attend to their concerns in all aspects.

“The creation of a depar tment dedicated solely to OFWs would simplify and harmonize efforts to look after them when there is a crisis and secure their welfare and rights during normal times,” she said.

She said this would also put an end to finger-pointing among government agencies involved in the evacuation and repatriation of our distressed OFWs, especially those who ran away from their abusive employers, and those in conflict areas.

The power generation sector of the country’s energy industry need not be completely privatized, after all. Neither does it need fossil fuels to make it affordable and sustainable.

The Mindanao Coalition of Power Consumers (MCPC) presented the “People’s Renewable Energy Power Development Plan for Mindanao” as an affordable and sustainable alternative to the Department of Energy’s (DOE) Mindanao Energy Plan during the Mindanao Congress of the Advocates for Renewable Energy and Rural Electrification and Development (MinCARED 2013) held last May 27-28, 2013 in Cagayan de Oro City.

Engr. David A. Tauli, one of the congress speakers presented the alternative development plan whic h features Renewable Energy, Local Government ownership and Official Development Assistance (ODA) financing.

The people’s Renewable Energy Power Development Program envisions the implementation by LGUs and other government entities in Mindanao of 2,500 MW of mostly run-of-river hydro power plants, and 800 MW of pumped hydro storage power plants, for the period 2016 to 2025.

The projects will be done by the LGUs in partnership with private hydropower corporations, who will undertake the construction, operation and maintenance of the hydro plants. As project owners, the LGUs would simply receive the earnings from the hydro plants.

Current fiscal incentives accessible to LGUs provide for a preferential bias to RE tec hnologies and projects whic h are environmentally sound.

“Since LGUs can undertake their own energy projects under the Local Government Code, they have access to very c heap development grants and loans whic h make it very muc h c heaper for them to develop indigenous energy supplies,” Mr. Tauli noted. “Since

LGUs are not profit-oriented, they can afford to pass on these savings to the consumers.”

Compared to the large-scale corporate, bank-funded and privately owned coal-fired power plants now under construction all over the islands, Mr. Tauli said LGUs can undertake RE projects at a fraction of the cost of the private sector and can afford to pass on the savings to consumers.

“I am not ideologically opposed to coal power plants. I am just saying that in considering solutions to the Mindanao power problem, all options should be taken into account, and not only coal,” he added.

“The delivered cost of electricity from these coal plants under construction will be at least PhP 7.00 per kilowatt hours (kWh) by 2015-2016 when they come into operation. From 2016 onwards, power supply from hydroelectric power plants will be available that will cost at most PhP 4.00 per kWh. Those built under the FIT sc heme will cost muc h less at P0.004 (four centavos) per kWh from all 280 MW of hydro plants that will be built under the RE Law of 2008.”

One of the firms whic h own one of the coal plants under construction confirmed it has signed power supply contracts with various electric cooperatives, private utilities and commercial/ industrial customers at the rate of PhP 5-5.50/kWh. The DOE website states: “It is the government’s policy to facilitate the energy sector’s transition to a sustainable system, with RE as an increasingly prominent, viable and competitive fuel option. The shift from fossil fuel sources to renewable forms of energy is a key strategy in ensuring the success of this transition.”

Mr. Tauli said this alternative development paradigm for RE has already been successfully pioneered by the DOE and the Ifugao Provincial Government with the 200 kilowatt (KW) Ifugao-

Ambangal Mini Hydro power plant whic h was commissioned last January 25, 2010 with the assistance of the e8 and one of its members, the Tokyo Electric Power Company.

The e8 is composed of 10 ten leading electricity companies from the global electricity sector whic h aims to promotes sustainable energy development through electricity sector projects and human capacity building in developing nations.

The project lies in the municipality of Kiangan, Ifugao province, some nine hour’s drive from Metro Manila. Kiangan hosts the Nagakadan rice terraces, registered as a UNESCO World Heritage Site, but outside of the World Heritage Site area that aims to preser ve.

The $1 million USD projects expected to generate 1,450 megawatt hours (MWh) annually, or 18 percent of Ifugao’s total electricity demand. The power supply agreement between PGI and the Ifugao Electric Cooperative (IFELCO) was approved by Energy Regulatory Commission on July 2012 with a rate of PhP 3.62/ kWh. This is expected to generate annual gross revenues of PhP 5.2-million (M) annually, of whic h PhP 1.476 will be allocated to the Rice Terraces Conser vation Fund.

The project is entirely funded by e8 and the financial model is based on a financial contribution of $1,000,000 USD by the e8.

The Memorandum of Agreement between the Philippine Department Of Energy, the Ifugao Provincial Government and the e8 stipulates the project facilities will be handed over by a deed of donation upon commissioning, first to the DOE for a transition period and then to the Provincial Government of Ifugao who will ultimately have the full ownership of the assets, once the conditions for the transfer defined in the terms of the agreement have been met.

The slump in the gold price is leading to record demand from opportunistic investors, with some traders struggling to keep up with the demand.

During recent years with the rising price of precious metals, there has been an influx of businesses and individuals buying for your unwanted and unused scrap jewelry.

These kinds of metals are preciously rare and which tend to sell and buy perhaps.

Most people tend to buy these items are money collectors and some buy them and use them for decoration.

Gold in the past years seems to be very valuable and once you have any single gold in hand you can rich for an instant.

But for now, it seems to be whether they work for gold, they aren't that rich enough to support their needs.

Mang Ernesto, not his real name, 63 years old came from Batangas and now a gold buyer in Cogon come in a statement “Mahirap talaga ang trabaho kung walang pag susumikap, minsan walang benta minsan naman madami” he stated as our conversation goes by.

According to him, although this is the only job he has, he's proud of his job and regret nothing.

“Hindi ako nahihiya kahit ganito ang aking trabaho,sapagkat napag tapos ko ang aking mga anak sa pamamagitan ng aking pagsisikap sa trabaho” he stated.

One should be tough enough to be able to accomplish the job. One should have a keen eye for you to be able to identify whether it's a real gold or not.

For Mang Ernesto's case, he's using a special magnifying glass suited for his eyes so he can identify which one are real and which is not.

Despite rising metal prices worldwide, the amount of gold traded in the country plunged by an unbelievable 92 percent in the first quarter of the year, leaving the Department of Environment and Natural Resources (DENR) to wonder where the precious metal all went.

Given the continuing high price of gold and the increasing number of small-scale mining areas, the decrease in gold purchases by the BSP clearly means that the gold output is going to the black market and smuggling, although the gold output has been declining in 2012, it has so far been markedly higher than the quantity brought to the BSP. Taxes imposed by the Bureau of Internal Revenue on gold trade in 2011 may have led gold buyers and sellers to trade underground or smuggle it abroad.

This way, they could avoid paying the two percent excise tax and the 10 percent creditable withholding tax to the government.

It has been difficult to track actual production of gold, which was mostly mined by small-scale miners and with the global economy still floundering, gold is seen as a safe haven for investment.

It is expected greater gold volumes in the coming quarters as big mining companies have been set to operate in various parts of the country.

On second and final reading, Anti-Bullying Law is a go THE implementation of policies against bullying in schools is expected to take place in the different sc hools in Cagayan de Oro City.

This, after the 16th City Council during its regular session yesterday presided over by Vice Mayor Caesar Ian E. Acenas approved on second and final reading Ordinance No. 125812013, prohibiting acts of bullying committed among students in Cagayan de Oro City, providing penalty for violations, and for other purposes.

Section 8 of the ordinance provides that the school administration shall be responsible for the implementation and oversight of policies intended to address bullying.

It requires the creation of an Anti-Bullying Committee in schools that will establish policies against this in their respective institutions.

Members of the committee are the school principal as the chair, Parents-Teachers Comm unity Association President (PTCA) as the vice c hair and the guidance counselor, student council president and any representative from the teaching or academic staff as members.

Schools are required to establish clear procedures for promptly responding to investigations on reports of bullying; identify the ra n ge o f d i s c i p l i n a r y administrative actions that may be taken against the perpetrator for bullying, which shall be commensurate with the nature and the gravity of the offense; establish strategies for protecting students from

acts of bullying and of promptly notifying the parents or guardian of a victim, among others.

The ordinance requires schools to provide students and their parents or guardians with a copy of anti-bullying policies being adopted. These policies should be included in the sc hool’s student and/or employee handbook and should be conspicuously posted on the school walls and website, if any.

Bullying, as defined by the ordinance, are acts committed by any severe or repeated use by one or more students o f w r i t t e n , ve r b a l o r electronic expression or a physical act of gesture or any combination that may cause physical injury, emotional distress and psyc hological fear or physical or emotional harm to his limb, family and property.

Councilor Ramon Tabor, principal author of the ordinance, noted the alarming incidents of bullying, whic h he says leaves emotional scars to students.

He maintained the need to address this, to develop the moral character and personal discipline of students and to protect the well-being and welfare of the city’s constituents as provided for in Section 3 of the 1987 Constitution and R.A. 7160, otherwise known as the Local Government Code of 1991.

Preschoolers benefit from free nutri packs

MAMBAJAO, Camiguin -- Fifty pre-sc hoolers here got a 120-day free supply of nutri-food packs fortified with vitamin A and iron.

Provincial nutritionist and dietician Telesfora G. Madelo said it is important to address malnutrition among children, especially during their for mative years or from 0 to 5 years old.

These kids were listed under the severely underweight c hildren in the province.

For 120 days they will be given food packs to serve as their afternoon snack which comes in several flavors like c hamporado (c hocolate

porridge) and monggo (mung bean).

O t h e r u n d e r we i g h t children in the province enrolled in the government’s day care program were also covered by the Department of Social Welfare and Development’s feeding program, while the government is also regularly providing for the micronutrient supplementation, vitamin A, iron and deworming needs of the children.

The malnutrition rate i n t h e i s l a n d s h ow s a decreasing trend over the years. It dropped to 7.14 percent in 2012 from the recorded 7.33 percent in 2011.

ENGINEERS are among the select professionals who are in the forefront in humanity’s ongoing war against global warming and climate change, thus they should be given ample opportunity to do their share in mitigating the global menace that is threatening mankind.

15th Congress, the proposed Environment and Sanitary Engineering Law will effectively address the need to preserve the environment from the threat of a broad scope and complex problem as pollution, its principal author explained.

“The rapid deterioration of the environment as a result of u nplan ned and of te n unrestrained waste disposal, has affected public safety and health. Industrialization and modernization had likewise produced substances that are now public health concern,” he stressed.

Rodriguez is optimistic that the 16th Congress will

pass the proposed measure to enable engineers to be more effective in dealing w i t h t o d a y ’s wo r s e n i n g environmental and sanitation problems.

I n the early years of the sanitary engineering profession, Rodriguez said t h e p ra c t i c e h a d b e e n fundamentally in sanitation, water supply, sanitary and storm sewerage systems, and general pollution control and industrial hygiene.

“There is a need to address the domestic and industrial waste water treatment; stream, river, sanitation and water pollution control; atmospheric pollution control, both indoor

and outdoor environment; solid waste management and disposal; and radioactive, toxic and hazardous material waste disposal,” he added.

The proposed law also proposes the creation of the Board of Environmental and Sanitary Engineering, which will be composed of a chairperson and three members appointed by the President upon the recommendation of the Professional Regulatory Commission (PRC) from a list of five nominees endorsed by t h e d u l y- a c c re d i t e d professional organization of the environmental and sanitary engineering in the country.

DSWD clears issues on distribution of Emergency Shelter Assistance TO answer queries made by Sendong survivors of Brgy.

Consolacion, Cagayan de Oro City, on the selection of beneficiaries and distribution of the Emergency Shelter Assistance (ESA), the Department of Social Welfare and Development clarifies the assistance can only be provided through certain qualifications.

Under Administrative Order No. 17, Series of 2010, which is the Omnibus Guideline on Shelter Assistance, the Emergency Shelter Assistance is only applicable to those families who are not recipients of any other housing assistance from any other agency.

“Based on our assessment and validation through the families’ access cards in Barangay Consolacion, a number of them have already received housing assistance from other sources such as International Organization for Migration (IOM) and Red Cross, thus, are not qualified for the ESA,” Ms. Daisy Ramos, a DSWD social worker, said.

Among the qualifications

to receive ESA as well include families that have limited resources that prevent them from repairing or reconstructing their permanent shelter units. The monthly income of a family

of six in an urban area, which is in this case – Cagayan de Oro – should also be below P10,000.00, depending on the National Statistics Coordination Board’s statistic report on food threshold.

Moreover, the Omnibus Guideline also highlights that the families who can benefit from the assistance are those with or without land ownership property but situated in safe areas, and

those who are not willing to be resettled and opt to stay in the same location but compliant with the safety requirements.

The amount of the ESA can only be determined upon the assessment of the DSWD social workers. They base their assessment on the qualifications and their living conditions.

The DSWD emphasizes that only a maximum of P5,000.00 shall be given to those families whose houses were assessed as partially damaged, and a maximum of P10,000.00 for families whose houses were assessed as totally damaged.

The DSWD however clarifies that some may receive an amount lesser than P5,000.00 or P10,000.00 depending on the need and living condition of the families.

“As much as we want to accommodate all the communities’ demand, we are still bound by the policies and guidelines of the ESA. Rest assured, there are still other DSWD social services and social protection programs available to the communities of which they can avail,” Ms. Ramos said.
