Villar urges DFA to extend assistance to Filipino voters abroad Nacionalista Party-Team Pnoy senatorial candidate Cynthia Villar today urged Philippine embassy and consulate personnel abroad to extend all possible assistance to Overseas Filipino Workers (OFW) as they exercise their right of suffrage under the overseas absentee voting (oav) starting on Saturday, April 13.

“We urge all officials and personnel in Philippine embassies and consulate offices abroad to go out of their way and extend all forms of assistance they can give to the more than 900,000 Filipinos abroad who are qualified to vote under the absentee voting law,” Villar said.

Villar, a former Las Pinas Congresswoman, said she and her husband, Senator Manny Villar, have been long-time advocates of granting Filipinos aboard to the right to participate in national elections.

“We are aware that in past elections, many of our workers aboard who are qualified absentee voters were not able to vote due to several problems in their working places,” Villar said. “We are hoping that in this elections, more and more Filipinos aboard will be able to vote and exercise their duty in selecting the leaders of this country.”

A tibute to Love Naces:

Iron Lady of the Cooperatives

Joseph Epstein has written and his words resonate well and aptly as I remember my very dear friend and colleague Love Naces. He says:

“

We do not choose to be born. We do not choose our parents or the country of our birth. We do not, most of us, choose to die, nor do we choose the time and conditions of our death.

But within the realm of choice, we do choose how we live.

Lovenia Parcon Naces (“Love” or “Nenette” as she was fondly known to many), was first of all, God’s choice of a gift to all of us.

And what a wonderful gift she was! She herself chose to live out that gift of life in the service of God by serving other people.

And what a fulfilling life it must have been because the very choices she made had formed the person she had wonderfully become.

The choice of Romy to be her husband, and her choice to be a wife and mother -out of their bond they had produced a wonderful family, beautiful and smart children and grandchildren who I am sure will carry on her legacy.

The choice of a profession and career – as an educator she had made a positive impact among countless students and young people.

I am sure they will remember her not only for her scholarship and for her many good qualities, but more so for the moral values she had taught them or they had learned from her.

The choice of organizations to belong and social involvement – among several, she was a staunch champion of the Cooperative Movement.

Her involvement in the cooperative movement was no fluke or a stroke of fate or an accident. It was her choice -genuine, firm, steady and deeply heartfelt. She became a leader of the Cooperative Movement, like a rising star (first from the local and provincial levels, then to the regional and national).

She did research works for the cooperatives. One of them was the history of the cooperative movement in Mindanao.

Her latest publication came out not too long ago.

It was the history of the Philippine Federation of Credit Cooperatives (PFCCO).

Many stories may be told about the cooperative movement in our country, but very few have been written about the interesting experiences. This is the significance of Love Naces’ research works. We are grateful to Love for her invaluable contributions to the Cooperative Movement in the Philippines.

Someone has said: “Sometimes one’s choice not only changes the direction of our lives, but that of many, many others.” I know that many people have been touched somehow by the way Love or Nenette had chosen to live her life. I consider myself most fortunate to be one of them. And I am deeply grateful to her for the positive impact she has had on me. Let us continue to pray for Love, for Romy and for the family.

The Election Color Code Indeed the senatorial and local elections are drawing near and as we get closer to Decision Day, politicians hang on to their campaign colors in the hopes of catching the voters’ eyes.

So what is up with all these colors?

Does it really mean anything or they just want to use the bright hues to stand out from the rest of the pack?

Will yellow really be better than blue? Is purple a surefire color to win?

Will green be just a color or a reason for envy? Color is inevitably a part of branding schemes for corporations and consumer products.

The way they present their product or company usually has a color to represent the image they want to project.

Schools have colors too, blue and white for Ateneo, maroon and gold for Liceo U, pink for Lourdes College, green for COC and red for Capitol U. These institutions chose these colors carefully and throughout the years whenever we think of these schools, their colors come to mind.

Now let’s go back to the election color

fever. People have overly associated politicians to their color choices that when one walks out of the house wearing orange, some people will kid and say the person is Pro-Villar or one will not wear Purple any longer for fear of being identified as a mega-fan of the current City Mayor and, if you wear yellow you are so PNoy. In the truest sense of political colors, these are used in other countries where political parties have strong influences and hold over politicians and the populace.

In the United States, red is the color of choice of the right-wing Republican Party while blue is for the Democrats.

For years, these colors have been part of the political race and they never usually change colors or even switch to the other side.

But here in our beloved wonderland where political parties are not that stable unlike existing dynasties, colors merge, mix, fade and even jumbled whenever they join forces, make so-called alliances and merge. So please do not be

surprised if we see in the next few years, a politician running for congress with Magenta Red as opposed to another who is Sports car Red. They are not one and the same. Their political parties may have not mixed that well resulting to different shades of red.

Perhaps we will even see someone using the entire spectrum of colors to encompass all political colors, creed and beliefs.

That is possible under the exciting and fantastical world of politics-slashshowbiz-slash-business-slash-family gathering.

Colors that they brandish my dear folks will never determine the TRUE colors of these politicians.

We might as well douse them with paint thinner and see whose colors fade and remains the same.

So, since it is summer and to poke fun on all these political wannabes, let us all wear tie-dyed shirts and ombre shorts in rainbow hues! Loyalty to none but one – your own self!

Politicians, figure that one out.

Pink Eyes For Summer,Anyone?

Conjunctivitis, commonly known as pink eyes or sore eyes, is one common ailment during the summer months.

It is one thing to be hearing or seeing others affected with it, and to be personally affected with conjunctivitis.

As kids, I know that we must have had it at least once in our lifetime. It is of course no respecter of age, sex, status in life.

It is highly contagious and as such, even among family members, it can spread easily.

One or both eyes will present with redness (why then, pink eyes?), and that itchy, gritty feeling (sometimes it is described as sandy).

There may be tearing and sensitivity to bright light, and the discharge that forms vary from watery to thicker with a yellowish green color ( depending on the causative agent ).

It is likewise notable that, due to the eye discharge that is formed, a crust develops during the night that makes it kind of difficult to open one’s eyes upon waking up in the morning.

Although allergies and chemical accidental spraying into the eyes can cause redness, with nearly similar signs and symptoms as described above, the most common cause of conjunctivitis can either be viral or bacterial.

Usually, if it is the former, it will run its natural cause and resolve on its own, but, the later, will need antibiotic eye drops.

It is not uncommon to start as a viral conjunctivitis with a secondary bacterial infection.

Personal hygiene with frequent and correct hand washing technique is a MUST in order to prevent the spread of the disease.

Before applying a cold or warm compress on the eyes ( which can help alleviate the itchiness and gritty feeling ), or eye drops, the hands should be clean.

Use clean towels or cloths and yes, do not share them even with your child or spouse!

Changing the pillow cases often, avoidance of swimming in the pool, and simply staying at home in the first 3 days of

the disease, are very simple ways of preventing spread. It is one’s civic duty to contain the illness and not affect others!

Sore or pink eyes, though a benign illness, and treatable at home, may need consultation with our friendly eye specialists.

When there is moderate to severe pain in the eyes, or, when the vision is affected like blurring or extreme sensitivity to light, or when the redness and discharges appear to be more than what you see or have, then, it is time to go visit your DR. If one were immunecompromised, like when one has the Big C, or is Diabetic, or affected with HIV AIDS, it is better to play safe by seeking medical consultation, when one gets the pink eye.

The basics of prevention and spread of even the very simple and uncomplicated pink eyes, entail hand washing, which is easy to do. And yet, it is a neglected procedure, which, oftentimes become the culprit for the spread of the disease.

Aren’t you impressed at how many national candidates continue to figure into the news as of late especially with the national broadsheets?

It seems candidates figure in most of the news with commentaries coming from politicians no matter how seemingly objective the news is presented. All of a sudden candidates are ever so present with news unfolding having to comment on all issues.

I would guess that this would be a negotiated rate, a “free-bee” or even bonus so to speak with the bilk spending on print for campaign ads.

While the restriction is only on size (1/4th page) and frequency at 3x weekly, spending is not a limitation nor is the cumulative ban such like with radio and tv. These are gimmicks set by the broadsheets to get a piece of the action called the elections.

But how is it the elections are now all about commerce and no longer substance. How has it reached a stage that the contributing income generated during elections is no longer regulated other than the conflict born out of the Comelec and the Supreme Court as of late?

Are not the elections all about awareness and the presentation for platforms and promises? Is it not about the presentation of good leaders the people are supposed to replace with existing failed representatives and local leaders? Instead it is all about the commerce and profits sourced out of the exercise.

“An election is a formal decisionmaking process by which a population chooses an individual to hold public office. Elections have been the usual mechanism by which modern representative democracy has operated since the 17th century.

Elections may fill offices in the legislature, sometimes in the executive and judiciary, and for regional and local government”.

The question that begs to be answered then is what is this democracy? And of course, do we have one or a mere title we call a democracy when in reality it is no more but a “demo-crazy”.

The election is utilized it seems in the Philippines as the oppression by the majority to choose the wrong leaders as opposed to true nation builders.

Media is to blame for all its perceptions generated for candidates driven by monies invested in them.

Media restricts the message other than the strategic name recall generated thru advertising gimmicks for immediate recall. Substance and content are left to the voter to figure out truth versus reality.

It is all “about the money” for sure!

The Comelec has been remiss on its responsibility to guide the people towards good leaders other than regulate the spending they cannot even defend.

Is the Comelec also all about the money? Why the supplier Smartmatic again with all the complaints raised in 2010.

Why are the many election watch dogs relegated to backburner being called a nuisance by the chief commissioner when all they question are issues that are constitutional? Are not violations in our constitution and the Automatic Election Systems valid reason to be raised?

20 Questions with Melissa Abuga-a After a year-long mission work all over Asia and the death of a parent, Melissa Abuga-a delved into a period of sustained creativity and came up with what I would call her best work yet.

One particular work, for example, In Bloom, is a crosssectioned nude, reminiscent of

Soutine’s Carcass.

This open half-a-body is awash in O’Keefe purples and shows a fruiting of all things possible: a wilting sunflower, the moon in all its phases at the same time, a piece of broken ear, a duck bill, infinity.

1. When did you realize you want to be an artist?

In high school. But never the artist of a serious and particular kind. I did not have the passion to become one yet. I just wanted to be referred to as such. It’s only lately that I promised myself to take art seriously.

Instead of making art for myself, I now make art for art.

2. What led you to that realization?

The usual feelings that go with dreaming: enthusiasm, eagerness, impatience.

3. When did you realize you are an artist?

When people say so. I don’t really like to give myself that label. It also depends on who I’m with. I realize I am an artist when I’m making a piece that’s worth the name “art”. Only then do I become one and act as one.

4. How was the artistic road? What happened there?

I worked on improving myself by listening and surrounding myself with the right art. Good art. I tried to learn as much as I can. I had to spend time to learn. It was better than any time spent making bad art.

5. What personal experiences do you think are art changing?

My search for the meaning of “contemporary”. It made me respect art history. It helped me create my mark, my style. I learned the importance of being consistent in terms of quality. I also learned that art is also science.

6. Where, when, and how do you usually make art?

When and where does creation begin?

It depends on my mood but I try to sketch, draw, or doodle every day, small ones or big ones if I have enough money for paint. I also paint when I am sure of what I want to paint because, as one great master said, “The canvas deserves fulfillment.”

7. In your opinion, what/who is the artist's worst enemy?

The wheel, time, pride, the voice that says, “Pangit man akong work.” Also, not believing one can do it, laziness, and resistance to criticism.

8. How do you beat these monsters?

Thinking positively, learning by listening, moving and making art, not being idle, researching, reading.

Farmer. But I really want to be a curator.

10. Describe your recent artworks in one word.

Sensual 11. What makes an artist?

Persistence and perseverance.

12. If you are not painting, what do you usually do?

I read, draw on paper or with the computer. I walk around and hang-out with sensible people.

13. Do you agree that sociability begets creativity?

Yes, but not in excess. Not every person brings out the best in you or what’s best for your art. There is more discouragement in larger crowds. It’s good to prioritize time alone.

14. What do you think of "inspiration"? Is it essential or trivial?

I get tired of that word, inspiration. You paint because you can paint. If it is what you do, it should inspire you. If not, stop doing it. It is silly, how people paint because they are “inspired”.

15. What media do you like or best work with?

Pencil or ink to doodle around with. House paints.

16. What media would you like to work with?

I want to work with water color but I usually work with oil. It’s still ok.

17. If you are to create your self-portrait, what would it look like? What is it a picture of?

I don’t know. Bouncing balls, maybe.

18. Who are your greatest influences?

My papa carved and drew. Mama played music. One person who really influenced and encouraged me was IQ. Then there are good friends like Ivan and Artnanay Kelly. Art talks. Good reads.

19. If you can, who among the dead masters would you summon back to life?

I admire Vincent Van Gogh because like me, he was also a missionary. He didn’t know he’s a master.

He was very poor. Da Vinci too because he was a scientist. And Eva Hesse. I really like her art.

20. What would you tell him/her?

My jaw will drop and I’d be speechless.

Pantawid college scholars gets favor MUST views it a social responsibility Oliver Badel Inodeo Pantawid Pamilya Information Officer

Cagayan de Oro City – The Guidance Office of Mindanao State University of Science and Technology (MUST) Main Campus here is calling students under Students Grant-Aid Program for Poverty Alleviation (SGPPA) to make some follow-ups on their enrollment for the upcoming school year.

This after MUST through the guidance counselor is stepping its monitoring on the college scholars of the SGP-PA which aims to increase number of graduates in higher education among poor households, and to get these graduates employed in high-value added occupations in order to lift their families out of poverty and contribute to national development.

The program is under the Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) of the Department of Social Welfare and Development (DSWD), in partnership with Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and state universities and colleges.

This summer, ten out of 189 scholars who are enrolled at MUST Main Campus and in its Panaon, Misamis Occidental campus, continue to undergo their academic formation.

These scholars are Pantawid Pamilya beneficiaries with ages under 30 years old. The qualified scholars are also those who have completed high school, are not covered by any higher education sc holarship or grants from public institutions, have passed the entrance examination and have secured

academic requirements set by the state universities and colleges and the National SGP-PA Committee.

Dr. Juana M. Dela Rama, Vice President for Students Affair, disclosed that upon enrollment, books, workbooks, references are provided by the school to the scholars.

Not only that, tutorials and make-up classes for slow learner scholars are conducted

by MUST, told Dr. Dela Rama.

For his part, Dela Rama quoted Engineer Ricardo Rotoras, MUST President of saying, special treatment must be afforded to the scholars as part of the university’s social responsibility.

Last school year, Rotoras and MUST officials allowed student grantees credits in the university canteen, especially during the delayed release of their allowance.

Each grantee of the SGPPA will have P30,000.00 allowance every semester which cover P800.00 a month board and lodging, P71 a day for meal or P1,789 a month.

A stipend for tutorial is also given for each grantee.

The vice president pointed out that the school directly handles the purc hase of books and references for the scholars while the budget for dormitory, tutorial and stipend are given directly to the students through their respective personal ATM accounts.

“Upon release of allowance, the students meet with the school coordinator to dicuss matters relative to the program,” said Dela Rama, who disclosed that she personally asked the teachers

to consider the performance of the scholars.

Most the sc holars are residents of far-flung barangays of Camiguin island, Bukidnon, Misamis Occidental, and Lanao del Norte and have stopped schooling for at least two years after graduating from a provincial or community secondary schools.

Some of the scholars are solo parent while few are married.

These are but few realities o f s c h o l a r s M U S T h a ve endured during the first year of implementation of SGP-PA. With that, the university president directed all professors of the university ‘to give special treatment’ to the scholars.

“We really extended our service to them who are very eager to finish their studies despite some difficulties encountered,” said Dela Rama, adding that the scholars have committed to maintain good grades.

However, she pointed out that the special treatment did not affect the standards of the university in molding and preparing the students academically.

“They really strive to reach for their dreams which are to earn a college degree, to pass board exams, and to be employed to help their respective families,” added the Dela Rama.

Most of the scholars took education-related courses, some engineering courses and few information communication technology courses.

The dropping out of the grantees is highly contributed to the delayed downloading

of allowance.

CHED has released the funds in September 2012.

However, in the second semester last year, grantees had received monthly allowances regularly.

Aside from the academic formation, scholars were also recipients of medical mission conducted by the school.

Lawyer Araceli F. Solamillo, Regional Director of DSWD Field Office 10, recommended however to the scholars not to be too dependent to the special attention given by the school.

Instead, they should exert more efforts to have excellent

academic performance, Atty.

Solamillo said.

“They should maintain a satisfactory academic performance in accordance with the policies and standards of the school,” told regional director, adding that scholars should also carry a full load per semester as prescribed in the curriculum and finish within the required period of the program.

Grantees of the program is predetermined by the DSWD central office and validated

by DSWD regional office.

After graduation, scholars are expected to render services for two years.

Attorney Johnson G. Cañete regional director of DOLE-10 said they aim for each person to plant 10 trees. About 11,000 bamboo stalks have already been planted in key barangays in the city since the start of the program.

Mr. Agustin “Otic” Bagongon barangay chairman of Mambuaya was disappointed last year. They planted 500 bamboos together with the help of DOST, DOLE, DepEd and other agencies but due to typhoon Sendong

and Pablo, only 13 of the 500 bamboos planted are left and still growing.

“Dako ang ikatabang sa pagtanom sa mga kahoy labaw na sa tanan sa atong barangay kay nahimo kining tourist destination, makatabang og tsada na talanawon ang daghang kahoy. Magtibangay kita para mauli ang atong kinaiyahan kini usab makatabang sa global warming og dili lang Brgy. Mambuaya kong dili kitang tanan labi ang mga official sa barangay na maoy leader sa kaayohan” said the Barangay Chairman.

Director Cañete adds that they are targeting 3 Million bamboos to plant for 3 straight years in order to rehabilitate the Oro river banks and that would be possible to achieve if we all start to plant.

Exploring Singapore and Cebu DEBBIE CABAGUE

T

all look alike buildings from one corner to the other, very clean streets, busy working people this is the view of Singapore.

It is highly industrialized with disciplined citizens. You will never see any trash on the street even their “eskinita” is clean, of course with a big fine for spitting and littering am sure their people are afraid to do that, but with that fear discipline was developed.

Moreover you can never find a single beggar as well because if you don’t have a job the government will give you one and take note even their senior citizens are working even for simple jobs. No wonder why Singapore is progressive.

The people of Singapore are of mix race from Indians, Chinese and Malays. They are not friendly but they do not discriminate tourists as well. Their food is great similar to ours and the price is reasonable.

It’s my first time to go out of the country and Singapore is just perfect for a first time tourist. Along with my co teachers we arrived at Changi International Airport at 12 midnight last April 10, 2013. Upon arrival our crazy adventure began.

As we began to look for our

“sundo” we searched the names on the placards held up high in the arrival area. Then we saw “Jennifer Daday” and just passed it thinking it was not for us because the name that was meant to be there was “Jennifer Daclag”.

Even in the wee hours of the morning we all laughed. After we settled in our hotel some of us were hungry from the trip so we went out and searched for something to eat.

We ended up at an open diner similar to our “karenderya” and ordered soup. Guess what their soup is ... Its Maggi, we laughed again when we saw it but it’s the only familiar thing we saw in the diner.

One of my companions asked the cook “Is this hot and spicy?” He said “no spicy” so we all smiled and took our seats.

Upon tasting my first spoon full of soup, it was steaming hot and spicy. We had to take it slowly and laughed it out, good thing my companions brought with them some bread and banana cake from Cebu.

After eating we realized it was an Indian Diner so that explains. Our hot and spicy is not spicy for them so you can imagine what their hot and spicy is.

My extended tour to Cebu...

When we got back to Cebu, all my companions checked in right away for Cagayan de Oro but I stayed behind to spend some time with my old friends who are already staying there.

So they continued my tour by giving me the Historical tour of Cebu. I have stayed in Cebu many times but I have not done this so it was really great exploring Cebu.

The following day our official tour began. We rode a bus going to Sentosa Station and transferred to a train bound for the Universal Studios.

We arrived quite early at the area and so we took the liberty of taking unlimited photos at their entrance.

When the gates opened we all felt like kids saying to ourselves “we’re here” and kept taking pictures with the characters we saw in the area. There are so many rides and it took us the whole day going through it.

Aside from the roller coasters that they have their best ride is the “Transformer’s ride” wherein the riders took a mission trip with them through 5D animation.

It was exhilarating, tossed through the mission trip we kept on shouting and laughing at the same time. Seeing the water world live with special effects was also great. Going with Shrek to rescue Fiona in a 4D animation setup made us feel relaxed and moved in our seats as well.

As the day ended we were already tired and we wanted to go back to our hotel and so we did but as we arrived at Sentosa Station another adventure began because we got lost in the station simply because we do not know we’re to cross so that we can get to the other side of the street since their highway is one way.

When we finally got to the other side of the street we got unto a bus

and started to feel at ease and started to talk about our rides and while we were busy talking we passed the street where we were supposed to stop at .

In short we got lost again, so we had to walk more or less 10 blocks from our street and mind you that’s far.

When we arrived at our hotel we were so tired that we decided to stay for the night and continue touring the next day.

Our City tour the next day was guided by a Chinese tour guide so this time we didn’t get lost. We roamed around Singapore in a bus stopping over at the beautiful sceneries and temples.

Our guide explained to us a bit of the history of Singapore and we all ended at the biggest shopping center of Singapore, Boogis. When we were all done with our shopping we all went back to our hotel and waited for our bus who will take us to the airport for our flight back to Cebu.

I admire Singapore for their cleanliness and hardworking people.

I salute the Singapore government for the discipline that they have inculcated in their people.

How I wish we can have a similar system to theirs. It is strict but if we view a better Philippines with such strictness resulting to discipline, then I guess we can become a better nation.

My friends brought me to Fort San Pedro, Cebu Museum, and Casa Gorordo and finally had dinner at a seafood restaurant and ended the night doing videoke with them. It was not only a time to explore but to reunite and catch up with college friends.

A beautiful summer starter escapade indeed, I never thought I could enjoy that much.

“Allowing our OFWs to participate in our elections is one significant way we can acknowledge their contribution to the country,” Villar explain. “They are our modern-day heroes and it is still through their remittances that the Philippine economy has remained upfloat.”

Villar said she was satisfied with the preparation and information conducted jointly by the Comelec and DFA but added that she would not be surprised of last-minutes problems would still arise in various polling centers for Filipino abroad.

Under the Overseas Absentee voting Act, Villar said, Filipino officials posted in embassies and consulate offices were mandated to extend all forms of assistance to encourage overseas Filipinos to make use of their voting right and to help them overcome problems in registering and casting their ballots.

Comelec Commissioner Lucenito Tagle said some 900,000 Filipinos abroad are set to cast their absentee votes starting Saturday and that the pill body had completed preparations for the conduct of the overseas absentee voting.

DILG 10 reaches out to stakeholders on BUB

THE Department of the Interior and Local Government (DILG) has gone full blast in the implementation of Bottom-Up Budgeting (BUB) program of the government by conducting orientations to 10 members for every civil society organizations (CSOs) in the municipalities in the entire Northern Mindanao.

As a result, projects worth P708 million have been lined up for implementation this year and P1.1 billion worth of projects have been approved for 2014 for Region 10 under the BUB program, which the DILG chairs.

Of the P708 million, P64 million will come from the DILG while P205 million of the P1.1 billion will be shouldered by the DILG next year.

This was revealed by Lawyer Rene Burdeos, regional director of the DILG 10, who was the main guest of the BusinessWeek Mindanao NEWSCON, yesterday, April 12, 2013, , at the BWM Media Center.

Atty. Burdeos said that he himself attended, along

with the technical field personnel of the DILG 10, the orientation-workshops on BUB and planning process in the different municipalities in the region, and have been disseminating the information from the local government units down to the grassroots level through the CSOs. Director Burdeos said the budget for BUB projects vary -- P15 million for municipalities, P25 million for small cities, and P50 million for big or highly-urbanized cities.

Atty. Burdeos said that for a town or city to qualify, it must have the “Seal of Good Housekeeping.”

energy projects for consideration in next year’s BUB. BUB is also considered as an approach that will be used by concerned agencies for implementation of FY 2014 budget preparation, taking into consid-

eration the development needs of poor cities and municipalities as identified in their respective local poverty reduction action plans.

The program is in line with President Benigno Aquino’s “Social Contract with the Filipino People,” calling for transparent, accountable and participatory governance, among others, and was created under Executive Order No. 43, series of 2011 by the Human Development and Poverty Reduction Cluster (HDPRC), the Good Governance and Anti-Corruption Cluster (GGAC) and the Economic Development Cluster, together with the DILG, Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD)

and the National Anti-Poverty Commission (NAPC).

The DILG has been given the responsibility to implement the BUB Program, being the chair of the Regional Poverty Reduction Action Team (RPRAT).

Thus, there is a need to mobilize its field officers in order for the Department to successfully implement the BUB process and to effectively monitor the implementation of the BUB projects.

Working together with DILG are the other members of the RPRAT: DBM as vice-chair, DSWD, Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), Department of Health (DOH), Department of Education (DepEd), Department of Labor and Employment (DOLE), Department of Energy (DOE), Department of Trade and Industry (DTI), Department of Tourism (DOT), National Electrification Administration (NEA) and Technical Education and Skills Development Authority (TESDA).

Major sponsors of the program are the Department of Tourism 10, Veterans Bank and Del Monte Foods.

NEWSCON is also being supported by the Sudaria Group of Publications, the Philippine Information Agency 10, Parasat and several tri-media outfits that regularly cover the weekly media event.

‘To write is already to choose’ The College Editors Guild of the Philippines-Mindanao Writer’s Trip to Pablo-affected communities 2013 Account

Changing lives through writing entails great responsibility; a responsibility in which many are called but few were chosen; the chosen few to write.

College Editors Guild of the Philippines, commonly known as CEGP is not new to me. I’ve heard a lot from them; their advocacies and campaigns, plans and schemes, projects and outputs, passaged for the common good. For the first time, I’ve experienced and attested the CEGP’s way of helping the aggrieved as they clamped the 2013 Mindanaowide Writer’s Trip to Pablo-affected communities at Davao City on April 5-9.

Of course, the media’s work kicked off the night before the participants were designated to different far-flung areas. Training seminars on investigative reporting, photojournalism, and human rights reporting were conducted inviting guest speakers from the media. Fortunately, we’ve attended the investigative con after that tiring and draining bus trip all the way from Cagayan de Oro. As an immersion and on-the-hand training experience for the student journalists, we were assigned to three different areas in Mindanao which includes Davao Oriental, Compostela Valley, and Agusan del Sur. The moment we were instructed, I prayed that our group will be assigned to Compostela Valley for the reason that I really want to see their condition there, after they were greatly devastated by typhoon Pablo. This aim to write for them; to mark their struggles and to dent their lives with hope.

April 7, Compostela Valley Province- It’s far from Davao, around four hours jaunt. As we were heading our way, stains of typhoon Pablo are still seen; washed out houses, affected banana and crop plantations, no water and electricity supply and of course struggling families. Specifically, we were dispersed to Barangay Babag, Monkayo, one of the greatly affected communities in Comval.

“Wala gyud mi kadawat ug kwarta nga donasyon gikan sa gamhanan, pagkaon naa pero importante pud ang kwarta, unta nasabtan na nila pero wala gyud”, Henry Croso, one of the Pablo victims shared.

Almost four months has passed yet still I can see in the eyes of Sir Henry the scuffle he has undergone. “Ayy grabe gyud tong tubig dri, tubig nga naay lapok, hadlok kaayu oy. Labaw na sa ako kay na stroke ko, lisud gyud, lisud grabe”. “After three days pami nakadawat ug tabang adto kay dili makasulod ang Quick Response Team tungod sa tubig ug lapok”.

As accounted, typhoon Pablo’s aftermath in Comval reached to four billion damage in the infrastructure and agri-business industry with an estimated death toll of around a thousand. To date, the status quo of the province is definitely not stable. Living mark is Barangay Babag alone. CLARIN, Misamis Occidental Las Piñas Representative Mrs. Cynthia Villar proclaimed the National Unity Party (NUP) in coalition with the Nacionalista Party (NP) in a crowded school campus in Clarin, Misamis Occidental, recently.

With the proclamation, Vice Governor Atty. Henry S. Oaminal, the Province NP Chair and the Governor Hermie M. Ramiro, NUP Chair join hands with the Team Pinoy NP stalwart in pronouncing the Coalition for Progress and Development not only with the second District but to the whole province as well.

Meanwhile, Vice Governor Henry S. Oaminal said in an interview after the proclamation also thanked the Congresswoman for the visit and he hopes that when

given a seat in the Senate, the province of Misamis Occidental will surely support the programs and projects of Mrs. Hanepbuhay. ”We need it here in our province”, Oaminal said. The Vice Governor is seeking for a seat in Congress representing the people of the Second District of Misamis Occidental.

In her message, Mrs. Cynthia Villar guarantees to continue to promote barangaybased livelihood centers that are benefiting more than 500 families in the city and is being duplicated in various provinces.

A total of 111 pilot centers have been established nationwide. The success of her green social enterprises has earned for her the moniker “Misis Hanep Buhay.”
