Colonel Lyndon Paniza, spokesperson of the 10th Infantry Division, said the soldiers were not engaged in combat operation when the incident happened. He called the incident a violation of the Comprehensive Agreement for the Respect for

Human Rights and International Humanitarian Law (CAHRIHL). Paniza said the soldiers were unarmed when the incident happened. “It is sad that the rebels no longer respect the CAHRIHL which their leaders forged with the government on the proper behavior on the field,” Paniza said. Captain Raul Villegas, public affairs officer of the 10th Infantry Division, said their primary concern now is the safety of the soldiers.
The soldiers were waylaid at gunpoint after they failed to notice the roadblock set up by the rebels clad in military uniform. He identified the captives as Corporal Emmanuel Quezon, Privates First Class Ronald Gura, Bernie Padilla, and Donato Estandia and Private Marteniano Pasiagas, Jr., all members of the peace and development team under the 60th Infantry Battalion. DAVAO City--The rehabilitation or upgrading of two national roads in this city is going full blast -- seen to help mitigate the flooding during the rainy season. Mariano Alquiza, regional director of the Dept. of Public Works and Highways, said the road pavement of the long stretch of R. Castillo Street in Agdao district is 15 percent complete and is scheduled to be completed in December this year. Alquiza said the road is 300 milimeters thick and is four lanes designed to carry heavy loads and ease traffic along the northern route. “The project also involves the construction of drainage structures, sidewalk, curb and gutter among others. It is under contract with Monolithic Construction and Concrete Products, Inc.,” he said. On the other hand, he said the reconstruction of Quezon Boulevard road is also on-going. “It is 590 meters long and 300 mm. thick. It is under contract with Henry S. Oaminal Construction and General Merchandize,” Alquiza said. Presently, he said the DPWH is negotiating with Davao Light and Power Company, PLDT/ Globetelecom for the removal and transfer of their electric posts which are within the construction limits of the project.
