AVAO City--Authorities here are hunting down suspects who killed two robbery suspects while on their way from Mintal to the Hall of Justice for inquest proceedings last June 26.

City police director Sr. Supt.

Ronald dela Rosa said the police are still on their toes to trace the suspects including the Hi-Ace Van used in the ambush of the two robbery suspects.

“Our intelligence operatives are still working for the solution of the case,” dela Rosa said in a phone interview.

Local peace talks good but…

AGAYAN de Oro City––They heard inspiring stories on local peace initiatives, from sitio Lantad in Barangay Kibanban in Balingasag, Misamis Oriental, a former New People’s Army stronghold, to a village in Sultan Naga Dimaporo town in Lanao del Norte that serves as the base of a breakaway rebel group.

But participants to the two-day Northeastern Mindanao Religious Leaders’ Peace Summit which ended Friday expressed reservations on the efficacy of local peace initiatives vis-à-vis the imperiled peace process between the government and the National Democratic Front (NDF).

Outgoing Misamis Oriental Governor Oscar Moreno said the provincial government achieved peace in Lantad by pouring in development projects that the people themselves asked for. He stressed that they did it not as part of counterinsurgency but to show government sincerity.

“Serbisyo lang,” he said, adding that even the military learned from what the local government did in Lantad.

During the 1980s, Lantad became the seat of the revolutionary movement in Northern Mindanao.

The NDF even issued “land titles” to local farmers and formed a shadow government complete with a “mayor.”

Paquito Daao, village chief of Kibanban, said the delivery of social services and development projects has brought back peace to Lantad. He added the present situation is a far cry from the time that the

area became a “no man’s land” owing to the armed conflict between the military and the New People’s Army (NPA), armed wing of the Communist Party of the Philippines (CPP).

“Lantad is a good story, but how many Oca (Moreno) will emerge? And is Lantad the only area with this kind of problem? What about the other areas?” Bishop Antonio Ablon of the Iglesia Filipina Independiente (IFI)

in Misamis Occidental said.

“Naay padulngan ang ginagmayng paglihok, ang problema inig hawa sa usa ka opisyal (Small initiatives produce results, the problem is when an official leaves),” Ablon said.

He, however, maintained that local initiatives cannot be a substitute for national level ones.

“A good example is President Aquino’s executive order on mining which has

stripped local officials of any role in it,” he said.

Fr. Chris Ablon, of the IFI in Libona, Bukidnon called the development of Lantad a rare case. “Many areas outside Lantad are still suffering.”

He said that for development to be more encompassing there is a need to institute national level initiatives such as pursuing the Comprehensive Agreement on Social and Economic

Reforms, the second item in the four-point Hague Joint Declaration signed by GPH and the NDF in 1973.

Pastor Nasali Silava of the Philippine Council of Evangelical Churches said that what applies to a barangay where problems are more physical may not be applicable in a national setting. “This is an ideological problem…this is about worldviews.”

For his part, Col. Jessie Alvarez, chief of staff of the 4th Infantry Division, said he believes the local government prioritized Lantad because “it is a symbol of resistance, and we don’t have many resources.”

The group broke away from the mainstream communist-led armed movement at the height of the internal debate that wracked the Left in the early 1990s.

Manlupig said it was the first localized peace process that reached an agreement. “However, the new administration (Aquino III) decided to suspend this process saying it wanted to focus on the talks with the MILF (Moro Islamic Liberation Front) and the NDF.” “It (GPH-RPMM peace process) is no longer in the OPAPP (Office of the Presidential Adviser on the Peace Process) website,” he added.

Pastor Cobbie Palm, who works in the secretariat of the Philippine Ecumenical Peace Platform (PEPP), said that while localized talks may be enough with groups like the RPMM, it’s a different thing with the NDF. “They have a chain of command. What is resolved locally may not be binding on the top. There is a need not to cut off that bigger picture [in trying to resolve conflicts at the local level],” he cautioned.

Fr. Emman Silvosa of Siargao said local negotiations are not needed if both parties at the national level are sincere.

But he emphasized that the government should not be the first to withdraw from the talks.

UCCP Bishop Modesto Villasanta meanwhile said that church people can contribute to the peace efforts by acting as a third party in securing the release of soldiers who may be held by the NPA as “prisoners of war.”

The War of our Fathers: an exhibit

In an effort to liven up the youth’s understanding and appreciation of one of the most important events in Philippine history, the Philippine Veterans Bank, headed by its Vice-President for Corporate Communications Mr. Miguel Angelo C. Villa-Real and CDO Branch Manager Mr. Lino U. Gacus, organized an exhibit called “War of our Fathers”, showcasing photographs, artifacts and memorabilia from the World War II at the SM City Cagayan de Oro last Friday, June 28, 2013.

The event focused on the bravery and patriotism of Filipino men and women who boldly fought for our country’s freedom in the era of the second world war. Hence, the exhibit was dedicated to such war heroes, our veterans.

It also aims to educate the youth of this new generation of its lessons and the significance of the freedom we are all enjoying today.

“This exhibit serves as a channel for the youth to understand and catch a glimpse, at least, of what our forefathers went through,” said Mr. Miguel Villa-Real.

“War heroes were ordinary people doing extraordinary deed to answer the call in defense of our motherland.”

Lanao del Norte gears up for 54th Foundation Day

Incoming Mayor of Cagayan de Oro City Honorable Oscar S. Moreno, graced the affair with a special message commending PVB for organizing an exhibit honoring the heroism of our forefathers which led to the victorious attainment of our freedom from the Japanese occupation.

According to him, what transpired in the past will live forever in the hearts of every Filipinos. Time may pass for our war heroes but with the help of exhibits

such as this, their valor will be immortalized and imprinted in the minds of every Filipinos, particularly the youth.

“Today, we need the same heroism and spirit that our fathers have demonstrated during their time as we are still fighting a war… a war against poverty,” said Hon. Oscar Moreno. “I hope the intention of PVB will not be put to naught because the people will surely respond and may activities like this never end as this is a source

of our inspiration, especially to our grandchildren or great grandchildren.”

The short program was followed by the ribboncutting led by our Incoming City Mayor Oscar S. Moreno, joined by PVB officials and Mindanao Business Weekly Editor-in-Chief Mr. Allan Mediante.

The World War II Traveling Exhibit is located at the second floor of SM City Cagayan de Oro and is open for public viewing until July 9, 2013.

TUBOD, Lanao del Norte––Various activities have been lined up for the week-long celebration of the 54th Araw ng Lanao del Norte come July 4.

The opening salvo of the annual festivities started on June 28 with the Agri-Aqua, Livestock and OneTown-One-Product (OTOP) Fair.

On July 1 Youth Day, an event involving different groups to compete in the cheer dance, hip-hop and dance sport, at the MCC. At 8 p.m. will be a concert dubbed Maja Salvador UNVEILS @ 10!

There will be a Get-Together spree with the provincial/municipal government officials and its people with the Philippine National Police (PNP) and the Armed Forces of the Philippine (AFP).

July 2 is Tourism Day where there will be the Showdown of 2013 Festival Competition and SagayanMunicipal Festivals at the MCC grandstand, a competition locally participated in by different municipalities of this province.

The highly anticipated event is the Coronation Night for Miss Lanao del Norte 2013 in the evening of July 2 with Miss Philippines World 2006 Anna Maris Igpit and R&B prince Kris Lawrence as hosts.

MKD (Mohammad Khalid Dimaporo) Serbisyo Sigurado on July 3 dubbed as People’s Day which entails the following services such as special recruitment activity, medical/dental, National Government Agency Services (DFA, PhilHealth, NBI, NSO, PRC, GSIS, Pag-ibig, LTO), mass feeding, non-governmentorganization services, legal services, and Gov. Kids Day. A business opportunity seminar will also be conducted on this day. Ely Buendia Concert will be at 8 p.m.

The most-awaited part at 9 p.m. will be the Fireworks Display-(Ilaw ng Lanao del Norte-OPM Nights on Fire 2), on July 3.

makes it to nat’l Japanese volunteers plant trees to CDRRMC finals of Kalasag award support National Greening Program ARITAO, Nueva Vizcaya -- Some 19 employees of Electric Power Development Company Ltd. (EPDC-Ltd.) of Japan conducted a tree planting activity in Barangay Kirang Aritao, Nueva Vizcaya Tuesday in support of the National Greening Program of the Aquino government.

EPDC-Ltd. technician Yoshiaki Muraoka, 26 years old, said the tree planting is part of the watershed area which provides water for irrigation to farmers and households in the communities.

Muraoka said their group planted 3,000 seedlings of fast growing tree species such as gmelina, arborea, mahogany, eucalyptus, narra and other local trees.

The Japanese employees said they joined the activity, seeing the good intent of the company of helping the government re-green the environment.

The greatest job

THINK a minute.

The Greek philosopher Diogenes said that when a son does wrong or behaves badly, it’s the father who should be punished since he’s the one who failed to do his job.

Many men are successful in their public career and job, but failures in their most important job: being a father.

One of the richest men in the world was the German Friedrich Flick. When he died, his personal fortune was $1 ½ billion. That’s 1 thousand, 5 hundred million!

He owned 300 different companies and was respected as one of the smartest businessmen in the world.

He seemed to make all the right moves. Yet with all of his world-class success, wealth, and power, he could not control his own children.

He could put big companies together, but he could not put his own family to-

gether.

So after he died, his children fought for years over his money; and all the experts tried to clean up the big mess of broken pieces Flick left behind because of his failure as a father.

So he actually died a poor man and failure at his most important job.

The famous army General, Douglas MacArthur, is thought by many to be one of the greatest military leaders of all time. He led the Allied armies to victory over the Japanese in World War II. Later he was the leader of the United Nations forces in Korea.

Yet even though he was such a great success as a military leader, MacArthur did not think it was his most important job or success.

In 1942 he said this in a public speech: “By profession, I am a soldier, and take great pride in that. But I am much prouder, to be a father. It is my hope in

life, that when I am gone, my son will remember me not from my victories on the battlefield, but from my leadership and example in the home.”

In World War II, every morning General MacArthur read his Bible and prayed this prayer: “Lord, help me teach my son to be strong enough to know when he is weak.

A son who will be honest and brave when he loses, but humble and kind when he wins.

Help me build a son who is strong in hard times, and has compassion for those who fail.

Help me build a son whose character is right, and whose standard is high.

A son who masters himself, before he tries to master others. Lord, give him humility and true strength, and an open mind to learn wisdom. Then I, his father, will dare to say ‘I have not failed in life.’”

With due respect to Brillantes and to Malacanang, the manipulation and preprogramming of the poll results are very much evident

from the statement of votes which came out from the very PCOS machines that were used in Pasay City, according to the petition that the city residents filed with the Comelec last Tuesday, June 25, 2013. In fact, in that petition, the residents specifically identified the 300 or so precincts which showed this manipulation and pre-programming.

Philippine-Korea pilot project on rural development inaugurated Strengthening the relationship of two countries, the Philippines and Korea held its turn-over ceremony of a corn processing complex (CPC) in Malagana, Claveria, Misamis Oriental, which is expected to serve 1,900 hectares of corn area in the municipality and its neighboring towns.

This joint undertaking between the Government of Korea and the Philippines is a pilot project under the Rural Development Project in the Philippines (RDPIP) through the Department of Agriculture (DA) that seeks to bring about economic growth by establishing agro-based industries which will further enhance the efforts in attaining food security and jobs creation in the countryside to alleviate poverty.

The establishment of the CPC, which amounted to P 63.86M is part of the government’s goal in producing quality corn and minimizing postharvest losses; thereby providing better income for the farmers. Moreso, the CPC also brings the market closer to the farm which will be of great help to the local farmers who have been spending so much on hauling and transportation expenses in taking their corn produce to its buyers.

The CPC can dry as much as 50 to 60 metric tons of

shelled corn or 100 metric tons of corn-on-cob per day at 14% moisture content. It also consists of corn sheller, 15 metric ton-capacity bagging bin, a warehouse, a community center and production equipment such as tractor.

DA-Assistant Secretary and National Coordinator for Corn Program Edilberto M. De Luna is grateful for the support of the Korean government to the country’s efforts in attaining rural development, especially for the agriculture sector. He also challenged the farmers in making the project successful for its sustainability.

Meanwhile, Roh SangWook, Deputy Director of the Development and Cooperation Division of the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea expressed his gratitude to all the people who were responsible in the fulfillment of the CPC and hoped for a stronger partnership with the government of the Philippines.

Explosion destroys façade of house illegally selling fuel in PHL PAGADIAN City––Police said an explosion has destroyed the façade of a house, whose owner is into the retail selling of gasoline, in Malangas town in Zamboanga Sibugay province.

Police said no one was killed or wounded in the explosion. The house owner, Jonathan Aming, 44, told the police that prior to the explosion, two men had inquired if he was selling gasoline.

Aming told the men that there was no gasoline and they had left, but 15 minutes later the explosion occurred outside the house in the village of Candiis.

The victim suspects the men had left the explosive for a still unknown reason. Police are investigating the explosion and have not released any details as to what type of bomb or explosive was used in the blast.

The retail selling of gasoline is illegal in the Philippines, but it was unknown whether the attack was connected to the underground trade. (Mindanao Examiner)

by Namadacwad. Because of the unpopular decision, then Mayor Rodrigo Duterte intervened. The water rate increase was trimmed down to 30 percent.

The same year, when Lopez retired from the DCWD, there were about 75,000 water subscribers.

In 2007, DCWD proposed a loan of PHP 100M from the Local Water Utilities Administration, a national agency regulating local water districts.

But Namadacwad has opposed the move, facing the brunt of the management.

Three union officers were terminated, including Aranjuez, while other officers were suspended for two months. There were also union members that were suspended for a month.

“We appealed our case to the Civil Service Commission and I was reinstated after 11 months of suspension. The case filed against us was ‘illegal concerted mass action.’ But the CSC said the penalty of such case should have only been a reprimand and neither termination nor suspension,” Aranjuez explained.

Recently, Davao City residents were surprised with the almost 100-percent increase in their water bills.

Aranjuez said this is still part of the 60 percent increase which has been deferred because of the intervention of Duterte. He also shared that the meter rental increased from PHP 15 to PHP 21.

A reclassification was also done to business subscribers, “(D)epending on the business size, it was increase from 125 to 160 percent,” he said.

However, Lopez said subscribers should not be alarmed with the water rate increases at the moment because it’s “better” if we’ll have to compare it once the DCWD will be privatized.

By that time, he said, the company “can increase rates without regulation.”

district — one of the few remaining governmentowned and controlled corporations in the country.

Dominador Lopez said the Aboitiz Power Corporation has been very interested to acquire the DCWD in light of the latter’s plan to get the source of the city’s potable water supply from ground water to surface water.

He said it won’t be difficult for Aboitiz since it already pulls surface water from the Tamugan River to run the turbines of its hydropower plant through its wholly-owned subsidiary, the Hedcor Inc. The latter is said to be the largest developer of run-of-river hydropower in the country.

“If you think about it, the water already goes through their plant to run the turbines then return it to the river.

So it’s just easy for them to treat (the water into potable drinking water),” Lopez, who now heads the nongovernment organization Watershed Environmental Protection Coalition, said.

However, the said company is not the only one and the first to show its interest in acquiring DCWD. In 1999, Campaigne Generally Des Aux, a French company, expressed its interest by conducting an “unsolicited” study on the feasibility of switching to surface water from ground water using the Tamugan River as source.

This was according to Rudy Aranjuez, Chairperson of the labor union Nagkahiusang Mamumuo sa Davao City Water District (Namadacwad).

The foreign company’s move was strongly opposed by the labor union. Aranjuez also shared that it even billed the DCWD of PHP 42 Million for the said study.

But the water district didn’t pay for it.

In a citizens’ dialogue led by the Water for the People Network, it was found out that many areas in the city, especially in the hinterlands, are still not served by the DCWD. “For several years, they promised to put up pipe lines in our area,” said Richard Jim Navales, a councilor in Mandug village, part of this city’s second Congressional District. But until now, they have no access of water supply from the DCWD. Lopez said certain areas need water pumps as they are in elevated zones.

“There are lots of things to consider including the location of reservoirs,” Lopez said as he estimated that, as of now, only 20 percent of the city is enjoying water services from the DCWD. Meanwhile, Lopez said national agencies play a major role in the life of the water districts, like the National Water Resources Board (NWRB).

It its website, NWRB says it “is responsible for ensuring the optimum exploitation, utilization, development, conservation and protection of the country’s water resource, consistent with the principles of Integrated Water Resource Management,” which includes the utilization of both ground and surface water.

But Lopez said NWRB has not been helpful as it played “favorites,” especially to bottling companies. “If you are a favorite it’s easy for you to process things,” he said. (John Rizle L. Saligumba/davaotoday.com)

Moreno Inaugural binds historical links between Kagay-an and Misamis

With his inauguration as the 14th Mayor of Cagayan de Oro City, Oscar Seriña Moreno becomes the fifth governor of Misamis Oriental to become city mayor of what used to be its capital town.

Moreno was first served as representative of the 1st District of Misamis Oriental from 1998-2004 in the 11th and 12th Congress. He next served as Governor of Misamis Oriental for three terms (2004-2013) before his recent victory as city mayor of Cagayan de Oro. Previous to this, he had 20 years in the corporate legal profession.

However, even before Cagayan de Oro became a chartered city on June 15, 1950, former governors of the province already became municipal presidents of its capital town then known as Cagayan de Misamis and vice versa.

Apolinar Velez y Ramos (1865-1939) was Governor of Misamis province from 1906-1909 and became municipal president of Cagayan de Misamis in 1928-1931. He led the Mindanao Battalion to the Filipinos only victory over the Americans in the Battle of Makahambus during the Philippine-American War. Segundo Gaston first became municipal president of Cagayan de Misamis in 1916-1919 before becoming governor of Misamis Oriental on 1923-1925. Gaston Park in Cagayan de Oro City is named in his honor.

After Cagayan de Oro became a chartered city in June 15, 11950, Pedro Sa. Baculio, who was governor of Misamis Oriental during the Japanese Occupation on 1941-1945, became the first provincial governor to become mayor of the new city from March-December 1952. Previous to this, he also represented Misamis Oriental in the first congress from 1946-1949 Pedro N. Roa Sr., who served as Misamis Oriental governor in 1968-1969 followed in his footsteps, becoming Cagayan de Oro City Mayor in 1978-1980.

Although Concordio C. Diel preceded Roa as Cagayan de Oro City Mayor in 1976-1979, he followed the latter

as provincial governor in 1969-1974 in what became the first instance of musical chairs between the two LGUs. Outgoing Cagayan de Oro City Mayor Vicente Y. Emano became the fourth governor in the Misamis Oriental era to become mayor of the city, first being appointed provincial caretaker in March 1986-Dec. 1987 following the EDSA revolution, before serving for three consecutive terms from 1988-1998. After being elected for another three consecutive terms as mayor of the city in 1998-2007, he came back to win another term in 2010-2013 after being elected vice mayor in 2007.

However, the tradition of provincial governors serving as mayor and vice versa is not only the historical link that connects Misamis Oriental and Cagayan de Oro. Perhaps today is an opportune time to recall, give thanks and celebrate those ties that bind these two places as the “heart and soul” of Northern Mindanao, as Cagayan de Oro celebrates today the inauguration of former Misamis Oriental Governor Oscar Moreno as its 14th City Mayor: In 1818, the Spanish Government divided Mindanao into three politico-military districts, the largest of which was the Segundo Distrito de Misamis. This area was composed of today’s Misamis Oriental, Misamis Occidental, Camiguin, Bukidnon, Lanao, Zamboanga del Norte, and the northern part of Cotabato and Maguindanao.

It was named Misamis after its capital town at the mouth of Panguil Bay (present day Ozamiz city). Here, the Spanish Jesuit Jose Ducos built the Fuerza Real de la Virgen del Triunfo (better known nowadays as the Cotta) as a fortress against Moro raiders who had to pass through the narrow bay in their raids against Spanish and Filipino towns along the coast.

The Misamis district was further subdivided into four: the Partido de Misamis, Partido de Dapitan, Partido de Cagayan, and Partido de Catarman.

On February 27, 1872, the Spanish Governor General Carlos Maria de la Torre issued a decree declaring Cagayan the permanent capital of the Segundo Distrito de Misamis.

All Spanish politico-military governors of Misamis, who were all lieutenant colonels, lived at the Casa Real de Cagayan, built in 1831, the site of today’s Executive House of Cagayan de Oro. During this era, the town was called Cagayan de Misamis.

Misamis was the only region in Mindanao which actively joined the Katipunan revolt against Spain. On September 27, 1896, 350 revolucionarios, overwhelmed the Spanish garrison in Calaganan (present-day Balo-i, Lanao del Norte) raided the armory of the Fuerza Nueva Victoria in Iligan. Cagayan de Misamis (as Cagayan de Oro was then known) played a key role in suppressing this so-called ‘Mutiny at Calaganan’ when the Spanish

soldiers based here repulsed the rebels in Sta. Ana, Tagoloan with the help of Kagay-anon Voluntarios led

by Apolinar Velez. The revolucionarios proceeded to Sumilao where they were joined by 50 Higa-onons and marched down the coast where they commandeered a boat and landed in Balingasag. From there the group stormed the Tercio Civil outpost in Gingoog where the uprising was finally put down in January 1897 with the help of reinforcements and the gunboat Mariveles from the Tercio Distrito de Surigao.

Misamis was the first region in Mindanao to join the new Philippine Republic under Gen. Emilio Aguinaldo.

On December 10, 1898, the United States and Spain signed the Treaty of Peace. Immediately, the Spanish governor relinquished his authority to two Filipinos elected by Aguinaldo: Jose Roa y Casas, who was appointed first governor of Misamis; and Toribio Chavez, appointed first Filipino mayor of Cagayan de Misamis.

On January 10-11, 1899, Cagayan de Misamis celebrated independence by organizing the so-called Fiesta Nacional. The people held a parade, played music, presented speeches and fired cannons outside the Casa Real. The first set of local officials was elected and the Filipino flag officially rose for only the second time ever in the island (the first was in Surigao).

During World War II, Misamis became a part of world history when Gen. Douglas MacArthur, supreme commander of the United States Armed Forces in the Far East (USAFFE) successfully evading the Japanese Navy blockade from Corregidor in a flotilla of PT Boats and landed in Macabalan port in Cagayan de Misamis on March 13, 1942. He laid over at the Del Monte compound in Bukidnon until March 17, 1942 when he, his family and some of his staff were airlifted to Australia in two B-17s. A week later, Phil. Commonwealth President Manuel L. Quezon and Vice President Sergio Osmeña, Sr. also used the same route to escape from Corregidor to Australia.

The United States Forces in the Philippines (USFIP) under Col. Wendell W. Fertig based in Oroquieta, Misamis Occidental, was the rallying point for the guerrillas in Mindanao. This was historically significant because Oroquieta was considered to be the capital of the entire Free Philippines, the only time in Philippine history when its capital was in Mindanao, in the region then known as Misamis.

Misamis is also significant in Philippine pre-history through the discovery of the Huluga caves in Cagayan de Oro city in the early 1970s. A fragment of a skull sent to the Scripps Institute in La Jolla, California for a dating technique known as acid racemization showed it dated back to the Late Neolithic Period or 377 A.D., making it the oldest archeological site in Mindanao.

Starting 1946, Misamis Congressman Pedro S. Baculio lobbied in the Philippine Congress so that Cagayan de Misamis would be declared a city. On December 17, 1949, the new Congressman Emmanuel “Maning” Pelaez of Medina, Misamis Oriental introduced House Bill No. 54, entitled An Act Creating the City of Cagayan de Oro. President Elpidio Quirino signed the city charter at 11:30 am, June 15, 1950. (based on Antonio J. Monvalvan II’s paper Resurgence of Identity: The Heritage of Misamis, 1818-1945. Montalvan is a Mindanao anthropologist and ethnohistorian. He is a Ford Foundation scholar and has a doctorate in anthropology on Mindanao Studies with the Mindanao Anthropology Consortium.
