Quakes jolt Surigao, North Cotabato MALAYBALAY City––Quakes rocked Surigao del Norte and North Cotabato yesterday, according to the Philippine Institute of Volcanology and Seismology (Phivolcs). Phivolcs said in an advisory issued at 9:36 Monday that a quake occurred 14-kilometer northeast of Carmen town
in North Cotabato at 9:28 in the morning, and registered a magnitude of 5.2. Phivolcs said the earthquake occurred 14 km southeast of Carmen and had a depth of two-kilometer. The temblor was felt in neighboring Bukidnon province. It added it was expecting no See QUAKES, page 11

‘Sky Eye’ eyed vs illegal logging DAVAO City––The Department of Environment and Natural Resources (DENR) regional office here is looking to go high tech in fighting illegal logging by using “Sky Eye”, a state-of-the-art technology used in surveys using a light detecting and ranging machine (Lidar) strapped to an aircraft spending hours in the air flying in a grid over the target sites. DENR 11 regional director Joselin Marcus Fragada in an interview Monday said, he wants to pilot the said modern technology in tracking down hot spots for illegal logging in Davao region. Though it is still a plan, Fragada said using “Sky Eye” in dealing with illegal logging in Davao region is one of the things which DENR 11 would like to embark on. He said discussion for said technology will take place within DENR next week. “I requested Region 11 be piloted for ‘Sky Eye’ technology because it would be a good augmentation for illegal logging,” Fragada said adding that with the gadget, results of the survey are exact and accurate. He, however, could not ascertain yet the cost of the technology but said the unit or aircraft will be rented and the customer will be billed per hour in using such technology. THE accusation by Palace spokesperson ABIGAIL VALTE that the “shoot-tokill” order of Davao Mayor Rody “Digong” Duterte is “ILLEGAL” is a knee-jerk, irresponsible statement coming from one whom we expect should be more circumspect, her words being presumed to be those of the Philippine president. Her statement was published on Page 2 of the Manila Bulletin,of yesterday’s Sunday issue captioned “DUTERTE’S ORDER IS ILLEGAL -- PALACE.” I have listened closely in many instances when “DIGONG” would spew “fire” and expletives when making public statements. I have always noticed that he makes his statements, although at times bordering on the unconventional, closely hueing within the bounds of law. Rhine-Westphalia, the area is home to the majority of Germany’s coal plants and is responsible for a third of the country’s total CO2 emissions. “We focused on cleaning up the air that was laden with particulates, arsenic, cadmium, mercury, and other nasty pollutants,” says Ciesla. She worked with doctors and pharmacist groups to educate the public about the dangers of deadly particulates and other air pollution, while activists in the community began rallying and holding presentations at farmers’ markets and local festivals.
