Broadcast journalists to be covered by Sotto Law By Jazmin S. Camero
Journalists from the broadcast industry, wire agencies and Internet publications may soon be included as among the media practitioners covered by the law that allows them to protect their source of information in news reports.
Rep. Raul del Mar (1st District, Cebu City) authored House Bill 362 amending Republic Act 53, which covers only the publisher, editor, columnist or duly accredited reporter of newspapers, magazines or periodical of general circulation. “The law is silent about
journalists from broadcast stations, news or wire agencies, and internet newspapers, magazines and other publications. When the law was passed, electronic journalism was virtually non-existent,” Del Mar said. Republic Act 53, otherwise known as the Sotto Law, has been the journalist’s
privilege statute by which he can refuse to reveal the source of a confidential news report or information except when the court or a Committee of Congress finds that the revelation is demanded by the security of the state. In the past, Del Mar See law, page 11

Meet the two women who cleaned up Chicago CHICAGO once held the inglorious distinction of being the last major US city with two coal plants in its borders. The Fisk and Crawford plants loomed over the neighbourhoods of Pilsen and Little Village, working class communities located on the southwest side of the city. But thanks to the dedication of a grassroots movement, symbolised by two local women, Kim Wasserman and Leila Mendez, this decade-long effort by lo- agreed to close the aging cal activists, Edison Inter- relics. On August 30th 2012 is no longer the case. In 2012, following a national, the plants’ owner, Fisk and Crawford burned
their last lumps of coal. Building on the momentum of this historic win, community members pushed the City of Chicago to fully eliminate coal power from its electricity supply. The residents of Pilsen and Little Village remain in dialogue with the City and Edison’s local subsidiary, Midwest Generation, about the redevelopment of the two coal plant sites. Kim Wasserman Kim, 33, was born and raised in Little Village. Just after starting a job with the Little Village Environmen-
tal Justice Organization (LVEJO), Kim’s infant son suffered his first major asthma attack. Kim and LVEJO members researched the health impacts of Chicago’s coal plants, eventually hosting educational forums, and demonstrations as well as lobbying City Council and Mayors Daley and Emanuel to take action. Under Kim’s leadership, LVEJO became a powerful voice inside the Clean Power Coalition and Chicago’s City Hall, with Kim participating in the negotiations that See women, page 11
