Comelec mulls automated barangay polls in October THE Commission on Elections (Comelec) is looking at automating the forthcoming Barangay and Sangguniang Kabataan (SK) polls in October.

Comelec Chairman Sixto Brillantes said they are mulling to pilot testing the automated election system (AES) despite not being required by the law.

“We are also discussing the possibility of the pilot

use of PCOS machines in the barangay elections,” he said.

A virgin rain forest in B’la

MAGSAYSAY, Davao del Sur -- Rarely could I walk through a real virgin rain forest again - unless I go back to climbing the 8,000-foot high Mt. Talomo in Davao City or the Kidapawan side of Mt. Apo which I did in the early 80s.

But last week, I found myself inside a virgin forest again, in the mountains of Upper B’la village in Magsaysay, Davao del Sur, after going along with the family that owns a large tract of rugged, mountainous land planted with coconut and fruit trees.

It takes about 13-kilometre from the town of Bansalan to Lower B’la and another five kilometres from the lower village to the Upper B’la.

One has to go through a narrow dirt road that winds through coconut farms, mango farms, corn fields and vegetable plots with robust, healthy crops that are helping farmers and villagers earn enough money to send their children to school.

Names of congressmen and mayors printed on streamers still dot the narrow dirt road that re-

mains unpaved, despite promises from politicians that the road here would be paved from the asphalted Magsaysay road to that road that leads to Bala.

Despite these unpleasant distractions, I was led to a “secret” rain forest similar to the one I visited decades ago at Mt. Talomo.

Although it’s inaccurate to call it “secret”, it seems like it was, because no one can see this forest from the village unless one crosses the coconut plantation towards a deep ravine that leads to a rocky river below.

The ravine itself is thickly forested with ancient towering trees like Lauan, Mahogany, Molave, and other indigenous trees that one only finds in a rain forest.

The rainforest reminded me of the uncharted, unexplored rain forests of Mt Talomo whose trails were cleared and opened by a selected group of mountaineer-explorers of the Mt. Apo Climbers Association of Davao City (MACADAC) in the 1980s with me acting as its “scout.”

Young PMA officer killed in Misamis Oriental encounter

CAMP EVANGELISTA, Cagayan de Oro City -- A young army officer died at the military hospital here for serious gunshot wounds inflicted in an encounter with the New People’s Army (NPA) rebels Friday noon in Misamis Oriental, the military said Saturday.

Maj. Leo E. Bongosia, spokesperson of the army’s 4th Infantry Division, said the 2nd Lt. Dennis Avila, 24, of PMA Class 2011,

and a native of Tarlac, succumbed to serious gunshot wounds while being treated at the military hospital here around 7:00 p.m. Friday.

He said Avila was one of the military personnel of the army’s 58th Infantry Battalion who was wounded during a running gun battle with NPA rebels in the bordering towns of Claveria in Misamis Oriental and Malitbog in Bukidnon Friday afternoon.

The other wounded army officer was Private First Class Ales Andilong, also of the 58th IB. Andilong who was also brought to the military hospital here is now out of danger, Bongosia added.

He said that Avila’s team was on combat operations in the farming village of Abacahan in Mat-I, Claveria, Misamis Oriental when they encountered about 30 fully armed rebels resulting in a running gun battle that started past 11:00 a.m.

Bongosia said that Avila’s team pursued the withdrawing NPA rebels toward the borders of Malitbog in a more than an hour intermittent gun battle that resulted in the wounding of Avila and Andilong.

Dealing Pupils with Learning Disability: A Teachers’ Short Guide

School opening is here again and teachers should have a great awareness about learning disability and some strategies in handling them. To deal pupils with learning disability is never easy but when one does, it becomes a fulfilling job as an educator!

COWD management met with Rio Verde officials on April 24 and again last May 31 to address the problem.

Mr. Hapitan confirmed COWD has ordered additional volumes starting June 1st which has enabled them to deliver at the average rate of 2,000 cu.m. per hour.

“As of today, supply from Rio Verde is stable at more or less a constant rate throughout the day,” Mr. Batar said. “This is what is most beneficial to our system.”| Besides the bulk water supply, Ms. Beja also stressed the need to address the COWD’s long standing problem with Non-Revenue Water (NRW) which is now averaging around 52-54%, down from the previous 59%.

“Addressing NRW is a very capital extensive undertaking requiring at least PhP 500,000.00,” Ms. Beja said. “This involves extensive pipe replacement and rehabilitation and the program was integrated into the proposed increase in water rates from PhP 16 to PhP 21/cu.m. However, since the rate adjustment supposed to have been implemented two years ago was shelved, it has been very difficult to address without a major capex.”

This kind of disability is commonly hereditary, this cannot be cured or treated, and this is life-long.

Pupils should not be

called as lazy, dumb or “bobo”. The problem here is on how their brain processes information in a different way as others does. The common types of learning disability are: dyslexia (disability in reading words); dyscalculia (disability in mathematical problems, numbers, etc.); and dysgraphia (disability in writing and other spatial orientation).

On June 25, SULOG will be facing multinational and industrial firms deriving their income from the environment. Our hope is for the adoption of sustainable agricultural practices, payment for environmental ser vices and other issues to address concerns such as the turbidity of our water system.

Former councilor Bob Ocio, who chaired the city council environment committee during his tenure, shared this observation: “The water supply situation is like a ticking time bomb. It is not a problem but simply a symptom of a large-scale environmental crisis. How are we going to solve the problem in a split second when all they left are denuded forests? I have been advocating for a massive and large scale Food Forest Restoration Program”. The earlier for us to realize this, the better.

at home; and • Use, if possible, Individualized Educational Plan (IEP) Teachers should always bear in mind that having a pupil with learning disability is very challenging for this serves as a test on how efficient they are in becoming an educator to one’s life.

IN spite of the much-ballyhooed 7.8 percent growth in the country’s Gross Domestic Production, the country is still reeling in abject poverty. The truth is that the people did not, or will never; notice any economic development in this country in the next 10 years. Well, that is a conservative albeit an ambiguous statement.

What might be obvious is the fact that this country could never bail Cris Diaz out of the quagmire of poverty in the future. How could this country move forward as everybody wishes?

One could not even understand how the economic managers were able to justify the approved budget for the fiscal year 2013. Perchance, we are ordinary mortals who do not understand the nitty-gritty of budgetary priorities.

This simply leads us to an unstructured understanding of state sponsored budget spending. Nevertheless, we are looking at the budgetary priorities of the government in its simplest and concrete forms.

For instance, the government allocated a P 238 billion for the Department of Education this year. Despite the huge amount, DepEd still suffers shortage of teachers, lack of classrooms, books, and amenities in public schools.

This problem leaves our jaws stuck in wonder on how DepEd is spending the taxpayers’ hard-earned money.

Why do public schools complain of the lack of everything when in truth the education department is financially stable? There must be problems somewhere else. Or, is this because that corruption still abounds in public schools and universities in the country?

We are not accusing the education department of its incompetence in handling public funds. Notwithstanding, we are wondering how the education department is spending P 238 billion budget.

We also heard of public school teachers asking local government units for various infrastructure projects in their schools. For instance, public school teachers begged for the construction of new school buildings at the expense of local government units. Where does the DepEd allocate the budget for this purpose? We want the education department to be transparent in the spending of public fund. Otherwise, it would be just fair to reduce the education department’s budget to subsistence level. Let other government department such as the health and social services departments enjoy more budget than any other does.

Another government that enjoys so much budget is the Department of Interior and Local Government Unit (DILG). What for? DILG’s mandate is to supervise operation of local government units such as provinces, cities, and municipalities. The interior department does provide funds for the operation of local government units. With an annual budget of more than P 121 billion, it becomes inevitable for Juan de la Cruz (the common man) to be disturbed. Candidly speaking, the interior government department is one of the highly expensive “white elephants” whose huge budget is unfair to the taxpaying public.

Can anybody explain why this government could not deliver the basic services that the citizenry really needs? Misplaced priorities deny the citizenry of basic services

GOD moves and works in miraculous and mysterious ways.

It is a fact that He made each and every human being unique and extra-ordinary.

In fact, no two beings are physically the same. He gave man his free-will and the ability to find out and reason out things the way he wants to. Some are gifted with extra ordinary intellects while others, so so.

Yet to every man He created was instilled with the command to “Trust in the LORD with all your heart; and lean not on your own understanding. In all your ways acknowledge him, and he shall direct your paths.”

(Proverbs 3:5-6). We are told, positively, to trust the

If we are to truly trust Him, we have to let go of our pride, our programs, and our plans. Even the best-laid human plans can-

“For the foolishness of God is wiser than human wisdom” (1 Corinthians 1:25).

Many of us want to weigh things by our own pressumptions but in so many areas we must acknowledge that we cannot understand. We must approve of God’s ways, even when we

can’t comprehend them.

Isaiah 55:8-9 tells us why we often don’t understand what God is doing: “’For my thoughts are not your thoughts, neither are your ways my ways,’ declares the Lord. ‘For as the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.’” God sees the whole picture, while we only see our tiny corner of it. To trust in the Lord with all our heart means we can’t place our own right to understand above His right to direct our lives the way He sees fit. When we insist on God always making sense to our finite minds, we are setting ourselves up TRUST | page 7

This is concrete evidence that Jesus is merciful and he can’t afford to watch the situation of a person.

So meaning, God intervenes in our day to day life situations.

This is not like us, we are just watching the “dilemma and sufferings of others.”

This year, Hedcor aims at planting at least 200,000 trees to protect the environment and its investments in the power industry.

“Tree planting in partnership with host communities has been observed regularly,” he said.

Last year, Hedcor planted over 600,000 trees all over the country.

Hedcor is also into river bank stabilization, road-side rehabilitation and watershed management/reforestation.

The greatest hurdle a hydropower plant project needs to overcome is how to secure a total of 27 permits before it can even start.

“It is Hedcor’s policy that we will not start a project if we lack even one permit,” Jabonillo said.

Hedcor signed last March a memorandum of agreement (MOA) with local government officials of the barangays of Dalirig, Guilang-Guilang, Santiago and Maluco of Manolo Fortich and Barangay Guihean of Impasug-ong town.

Also present during the MOA signing was Impasugong Mayor Mario Okinlay. He was present because one of the rivers that will be harnessed to provide power to Hedcor’s plants passes through Impasug-ong.

The MOA signing signaled the start of a more detailed feasibility study for the project.

Romeo Montenegro, Investment Promotion and Public Affairs director for the Mindanao Development Authority (MinDA), hailed Hedcor for its projects, saying these hydropower plants will help ease the Mindanao power shortage.

Montenegro told the Business Daily recently that Mindanao will require at least 500 MW of new capacity by 2016, another 500 MW by 2020, and 1,600MW by 2030.

Three years from now or by 2016, the power situation in the southern Philippines will considerably improve when all committed power projects, including coal-fired power plants project, will go online.

Aside from its Manolo Fortich project, Hedcor is also presently constructing two run-of-river hydro plants known as “Tudaya 1” and “Tudaya 2” in Davao del Sur, with a combined capacity of 14 MW. These plants are expansions of the existing Sibulan Hydropower plants, which are generating 42.5 MW for the Davao Region, which hosts seven (2 in Sibulan and 5 in Talomo) of Hedcor’s 19 hydropower plants nationwide.

Manny Pacquiao Presents Nat’l Boxing Championships THE first Manny Pacquiao Presents National Boxing Championship will kick off next month in Manila in partnership with the GMA TV Channel 7.

“It is an 8-division tournament with eight outstanding and upcoming professional boxers to be selected in each division for a total of 56 boxers,” said boxing writercommentator and former North Cotabato Gov. Manny Pinol, who met with the different boxing managers and representatives of the boxing stables in Mindanao last Wednesday at the plush Royal Mandaya Hotel in Davao City.

The selected boxers will fight in a round robin competition with huge cash prizes including the Manny Pacquiao Cup going to the champion.

“The champion will P100,000 and will also be promoted by MPP and GMA 7 to become as the next world champion,” said Pinol, who will next meet the boxing

managers in Manila next week to discuss the same event which will be staged at the new Solaire Hotel and Casino at Manila Bay. The boxers will have free transportation and an apartment to stay. They will also be provided a boxing gym for their training in Manila.

The tournament is expected to culminate in June next year.

“We need to promote our boxers and this is the solution for us to discover and develop the next Manny Pacquiao or the world boxing champion of the country,” said Pinol, who also handles world-calibre fighters from North Cotabato under his Braveheart Boxing Stable and Promotion.

The fights will all be held at the Solaire Hotel and will be telecast nationwide by the GMA 7 with the 8th-time world division champion Pacquiao as the host.

“Kami ni Chino (Trinidad) will only be pitching in if Manny (Pacquiao) will not

be available,” said Pinol, who conceptualized the project that will provide an efficient system to discover and select the best young and upcoming Filipino boxers in eight weight categories.

The 8 divisions are the junior flyweight (108 lbs.), flyweight (112 lbs.), junior bantamweight (115 lbs.), bantamweight (118 lbs.), junior featherweight (122 lbs.), featherweight (126 lbs.), junior lightweight (130 lbs.) and lightweight (136 lbs.).

Qualified to join are boxers aging 28 years old or below and must have fought at least eight professional fights for the eight rounder and six professional fights for the six rounder.
