Fuel price increase

FUEL prices went up this Holy Week starting yesterday (Tuesday) at 12:01 a.m.

In separate advisories, Caltex, Cleanfuel, Jetti, Petro Gazz, Seaoil, Shell and Unioil said they hiked gasoline prices by P1.40 per liter and diesel by P0.50 per liter.

Caltex, Seaoil and Shell also raised kerosene prices by P0.20 per liter.

Heightened alert

THE Philippine National Police (PNP) on Monday said all units have been placed on heightened alert as part of security preparations for the observance of Holy Week.

The heightened alert status took effect 8 a.m. on Sunday and will be in place until 8 a.m. on April 11, PNP officer-in-charge Lt. Gen. Rhodel Sermonia said during Monday's command conference in Camp Crame.

"The Holy Week is an annual religious event for Filipino Catholics to reflect, repent, and seek forgiveness for their sins. This period is also a time for serious atonement and religious gatherings, which can be exploited by various threat groups to launch attacks such as bombing, other forms of terrorist acts, and violent criminal acts targeting government forces," he said.

6% growth forecast

THE Asian Development Bank (ADB) keeps its 6 percent growth outlook for the Philippine economy this year but sees a faster expansion of 6.2 percent for 2024, citing the expected slowdown of domestic inflation.

In a briefing on Tuesday, ADB Philippines Country Director Kelly Bird said among the drivers for this year’s gross domestic product (GDP) include the recovery of tourism, employment and retail trade; continued rise of the manufacturing sector; and the government’s bid to further increase infrastructure investment.

However, Bird said the risks remain due in part to the sharper-than-expected slowdown in advanced economies, increased geopolitical tensions and the still elevated rate of price increases.

No shortage of power supply during summer: DLPC

DAVAO City – The Aboitizowned Davao Light and Power Co., Inc. (DLPC) assured Monday that there is enough power supply within its franchise areas during the dry season.

Rodger Velasco, president and chief operating officer of DLPC, said their franchise areas will not experience power shortages in the coming months.

DLPC's franchise coverage includes Davao City, areas in Panabo City, and the municipalities of Carmen, Dujali, and Santo Tomas in Davao del Norte.

He noted that the Wholesale Electricity Spot Market (WESM) in Mindanao is made available when they fall short of supply from their sources.

As for the power supply in Mindanao, Velasco bared that about 3,000 megawatts (MW) are currently available, with total consumption of only 2,000 MW.

“It’s giving us at least 1,000 excess capacity, so the whole of Mindanao is also safe in supply,” he said, adding that it has pulled down the buying price of electricity.

Manobo clan leaders declare mining exec persona non grata

ZAMBOANGA City –

A group of the Manobo tribe, through a resolution, has declared the former president of Philsaga Mining Corp. (PMC) persona nongrata in their ancestral land, where the PMC operates, in Agusan del Sur.

The clan leaders of the Manobo tribe belonging to the Rodrigo Clan –Maryjane Rodrigo-Hallasgo and Amatorio Rodrigo – led the signing of a resolution dated March 29, 2023, declaring former PMC president lawyer Raul Villanueva persona non grata on their ancestral land in Barangay San Andres,

Bunawan, Agusan del Sur.

The Rodrigo clan is the holder of the certificate of the ancestral domain title (CADT) in Barangay San Andres Bunawan, where the PMC is mining.

The leaders of the Rodrigo clan said Villanueva, during his stint as PMC president, allegedly “allowed the release of the royalty share to CADT 136 leaders despite our opposition, which jeopardized our rights as the rightful claimants of the area where the mining activities are conducted.”

They also accused Villanueva of not exercising due diligence “in allowing

the release of the royalty share, which caused strife and division among the Manobo tribe in Bunawan, Agusan del Sur.”

The Rodrigo clan recently learned that the Australian mining company, Ten SixtyFour that owned PMC, has terminated the employment of Villanueva effective Feb. 15, 2023.

Ten Sixty-Four recently announced and reiterated that they still have 100 percent legal control of operating subsidiaries, including PMC and Mindanao Mineral Processing and Refining Corp.

It assured that PMC remains well funded with more than $40 million readily available for working capital requirements.

This includes the funding of community and social programs, which remain an ongoing priority for the company. (PNA)

Expert cites need for new tax measures to lift revenues

AN economist has cited the immediate need for additional tax reform measures to boost government revenues, which contracted in February. Data released by the Bureau of the Treasury on Monday showed that government revenues went down by 0.25 percent in the second month this year to P211.9 billion party due to the 5.29 percent year-on-year drop to P192.3 billion in the Bureau of Internal Revenue collections. Revenues of the Bureau of Customs rose by 5.83 percent to P62.9 billion, which boosted state tax collections for the month, Rizal Commercial Banking Corporation chief economist Michael Ricafort said. On the other hand, government spending was little changed after rising by 0.01 percent to P318.2 billion in February. This resulted in a budget gap of P106.4 billion in the second month this year, 0.54 percent higher than P105.8 billion last year. In the

first two months this year, government revenues inched up by 14.18 percent annually to P490.5 billion, higher than the 0.16-percent rise in expenditures to P620.7 billion. Budget deficit as of end-February this year contracted by 53.07 percent to P60.6 billion. “Higher prices/inflation and higher interest rates/borrowing cost may have adversely affected tax revenue collections of the government and could have also increased the government’s overall expenditures, thereby leading to wider budget deficits that could fundamentally add to the government’s overall debt,” Ricafort said. He thus highlighted the need to introduce and implement more tax reform programs “to further boost/intensify tax revenue collections through new/ higher taxes.” Ricafort said intensified tax collections from existing tax laws and a more disciplined fiscal spending will “help further improve the country’s fiscal

performance and help achieve more sustainable debt management for the coming years/ generations.” He said new tax measures are also expected to bring down the government’s debt-to-gross domestic product ratio below the 60-percent international standards “to help sustain the country’s favorable credit ratings of 1-3 notches above the minimum investment grade.” “For the coming months, there is still a chance for narrower budget deficit or even a budget surplus during the tax collection season towards April 2023 amid further reopening of the economy towards greater normalcy with no more restrictions recently and as a policy priority going forward, thereby leading to increased sales, profits/incomes, employment, livelihood, and other business/economic activities that fundamentally increase the government’s tax collections,” he added.

Money Mentality Part 1

Think a minute . . . Not long ago a woman was on trial for the murder of her husband. She told police that she shot and killed her husband after they argued about money. Hopefully it never reaches such a tragic end as this. But money is one of the biggest battlegrounds in marriage. Different thinking, values, and habits with money between a husband and wife can separate, even destroy, their relationship and family. Today and tomorrow we will discuss how to better manage our money and different money mentalities, so we can enjoy true peace and prosperity in our marriage.

First, we need to understand that our arguments about money are often not really about money, but about our other problems which are deeper. For example, if the husband or wife spends money impulsively, it shows that they will tend to impulsively get what they want in other areas also. They will selfishly do what they feel like doing, instead of making decisions together with their wife or husband for the good of their marriage and children.

Our money and possessions mean more than just those things we buy. For example,

We, the Concerned Parents, Teachers, Alumni & Communities (COPTAC) are one in strongly opposing the sale of Xavier University to Cebu Landmasters Inc. (CLI) that will commercialize the university and its cultural heritage in the name of development. Development is a much-abused term. Everything is done in the name of development and everyone claims to be doing that, yet, the day-to-day life of the people speaks that it is not so. To explain COPTAC’s opposition to the XU-CLI development project, let us look back to the 1970s - 1980s, the Martial Law period, when two mega projects were proposed, started, and eventually shelved for reasons that are relevant to the XU-CLI contract.

The Chico River Dam development project in the Mountain Province, funded by IMF-World Bank, was well intentioned in that it aimed at generating hydroelectric power when the global price of oil was sky-high. From the very start, however, the Kalinga communities were opposed to the dam as it would have submerged several barrios, families would have been deprived of their homes, and farmlands would have been inundated. And most importantly, the dam would have destroyed burial grounds sacred to the Kalinga religious life. The land was significant to their religious beliefs and systems of relationships among the tribes and communities. The government met the resistance with force that led to murder in 1980 of Macli-

a car is just a way to take ourselves from one place to another; but many people buy a more expensive car to try to show how successful they are, even if they cannot afford it. So their spouse and children end up not having other more important things they need in life. Remember, “A fool can make money, but it takes a wise man to spend it.”

Today maybe you realize you need to start changing your money mentality and ways of spending. As the old song says: “Change your mentality. Wake up to reality.” In fact, the Bible talks more about money than it does about prayer and

While it might seem that the unceremonious digging up of the burial ground in Manresa is not comparable to the Chico River Dam project, it is nonetheless consequential. Both projects stem from the same set of values – development at all cost, regardless of consequences to spirituality and ecology. The act engendered mistrust, especially among alumni, of people behind the XUCLI contract. If the graves of respected Jesuit pioneers could be so easily dispensed with, what would happen to the vision of spirituality and teachings of these pioneers? Given this precedence, it is not hard to foresee that decisions prioritizing profits for stockholders would prevail over those of service to the poor and the marginalized.

Another project from which we can learn is the Bataan Nuclear Power Plant (BNPP) that was proposed with similar objective of responding to the 1973 oil crisis. The BNPP was duly constructed but has not at all produced even a single watt of electricity, as it is located in an earthquake zone, and thus, deemed to be a threat to public health. Why has such a mega project neglected to assess the location? Might it be that the hastiness of the development together with the prospects of big money and profit blinded the developers to its potential dangers? The enormous cost of BNPP at

some two and a half billion dollars became the country’s heavy debt obligation, with the Philippine Government paying for interest alone a yearly amount bigger than the annual budget of the health department.

The BNPP provides a cautionary tale to the XUCLI that, according to the COPTAC analysis, minimizes the impact of the planned high-rise buildings on the Manresa environment. In its haste, it looks like XU-CLI is working to fast track the approval of environmental governmental agencies, when what is needed is a serious examination of studies done pointing to the fragility of the Manresa ridge. It would be less costly to do this now than to mitigate damages to people and to structures later when plans go awry.

While we focused on these two mega projects, we actually need not look far to see how the word development has been mangled beyond recognition. The loggers have decimated our forests in Mindanao, industries have treated the bays as their “waste pits,” costly agricultural technologies tied-up to the use of heavy chemicals promoted, mangroves destroyed to give way to structures – all in the name of development. That kind of development promoted through corporate globalization has sacrificed mother earth and the people for profit.

We must advance a kind of development that is holistic, pro-people, communitybased and with popular participation. It is one that

puts man at the center and in the mainstream of the processes. The United Nations has defined development as the “full development of human potentials, the expansion of choices and opportunities. For development to be such, it must pass a three-way test: First; is it ecologically sustainable? Second, does it benefit the people? And, third, does it have people’s participation? Unless the three criteria are satisfied, no development can take place, only mal-development.

Xavier University, please take a look again as to whether the plan in constructing the CLI Campus of the Future meets these three development criteria. With the oncoming El Niño season , which is expected to adversely affect water supply both for drinking and irrigation, President Bongbong Marcos’ recent announcement could not have come at a better time.

PBBM approved the creation of a Water Resource Management Office which will be tasked to manage the country’s precious water resources. The WRMO will be established under the DENR and serve as a temporary body while the Water Resources Department is being created.

“The WRMO’s main functions include formulating and ensuring the implementation of the Integrated Water Management Plan (IWMP), which will integrate various plans of different agencies,” according to the Presidential Communication Office.

Commenting on the current water supply management, PBBM lamented: “We have sufficient… there’s enough water in the Philippines…. hindi lang natin ginagamit, tinatapon natin.”

With this latest development, perhaps it is opportune for water

resource expert Oscar I. Violago (OIV) to follow up his proposal which was submitted to PBBM in a letter dated February 20, 2023.

Violago was the prime mover behind the $670-million Casecnan hydroelectric and irrigation project under a buildoperate-transfer agreement with the government. The Casecnan multipurpose project collects water from the Casecnan and Taan Rivers. The water is then transported through a 16mile tunnel towards the Pantabangan reservoir. It provides about 150 megawatts of electricity and irrigates 350,000 hectares of farmland.

More recently, Violago’s joint venture company with business tycoon Enrique Razon inaugurated the Tayabasan weir, the first phase of Wawa bulk water supply project. Initially, the Tayabasan weir will deliver 80 MLD of raw water supply. Once the high dam is completed, another 500MLD to 750MLD will be delivered to Metro Manila consumers.

What is OIV proposing this time? In a nutshell, the proposal calls for a

nationwide installation of solar powered irrigation systems. The objective: “to make water available to our farmers throughout the year. Without water during the dry season, our farmers will remain hopeless and helpless. We will forever be importing rice, subsidizing foreign farmers in the process.”

Quoting Director Gina P. Nilo of the Bureau of Soils and Water Management, Violago says there are around 3.5 million hectares of shallow wells in the Philippines. As a starter, Violago proposes to irrigate 1 million hectares.

Who can execute the project? Foreign governments like The Netherlands, Japan, Singapore, South Korea, the USA and Israel all have the necessary expertise to do it. “Israel has offered the Philippines to build solar irrigation with shallow wells, payable within years on a governmentto-government basis at the present cost of P150,000 per hectare. For 1 million hectares, this translates to a yearly average amortization of P12 billion for 12 years.

“The cost is nothing compared to our rice

importation per year”, Violago asserts. “Last year alone, it was P80 billion.” “At 1 million hectares, we will already be food selfsufficient and the farmers will become rich. This will create a multiplier effect in our economy because they will buy more food, clothing, shelter, better education for their children, making us a wealthy nation. At 2 million hectares and bigger, we will become exporters of rice, corn, vegetables, making us even richer. Our animal industry will be fed by our corn production, allowing us to have lower prices for our meat, cattle, chicken and eggs. So, instead of becoming an importer, we will become a big exporter.” Good luck, OIV, on your proposal. May the Force be with you!

PH manufacturing score in March 3rd highest in ASEAN

THE S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI) reported that the country’s manufacturing sector continued to post improvement in March with a score of 52.5, the third highest in Association of Southeast Asian Nations (ASEAN) region.

In its report released Monday, the country’s manufacturing PMI last month was slightly lower than the 52.7 index in February this year.

S&P Global said despite the slowdown in manufacturing score, the domestic sector still indicated a historically strong improvement in operating conditions.

“The first quarter of 2023 concluded on a solid note, with a further expansion reported across the Filipino manufacturing sector, according to the latest PMI data. Both output and new orders rose at historically strong rates,” S&P Global Market Intelligence economist Maryam Baluch said.

Baluch said firms raised their purchasing activity to keep up with the increasing sales.

“However, operating conditions improved at the slowest pace in seven months partly due to the softer rise in production and stocks of purchases, and with a second month of job shedding

The PMI report also noted that inflationary pressure among factories softened in March but shortages in raw materials, higher energy prices and delays in delivery have kept operating costs elevated.

“Despite a slight slowdown, March data revealed pressures on inflation and supply chains easing. Operating expenses rose at the slowest pace in 27 months, while the incidence of delays was among the weakest since the current sequence of deterioration in vendor performance began in August 2019,” Baluch said.

Meanwhile, the report said Philippine-based manufacturing companies were optimistic in their output growth for the next 12 months.

“Business confidence across the sector remained upbeat, as strong demand conditions buoyed optimism in the outlook for future output,” Baluch added.

The manufacturing PMI measures the health of the sector by giving a score of above 50 to improving manufacturing conditions, while scores below 50 reflect deterioration of the sector. (PNA)

Envoy: UK’s new trading scheme to cover more tariff lines

UNITED Kingdom’s Developing Countries

Trading Schemes (DCTS), a new trading scheme launched by the British government, will cover more tariff lines than the current UK Generalised Scheme of Preferences (GSP) and the European Union GSP Plus (EU GSP+), the British envoy here said.

British Ambassador to the Philippines Laure Beaufils told reporters over the weekend that under the DCTS, more products from developing countries will be treated with zero tariffs upon entering the UK market.

“The DCTS was developed after quite a lot of consultation, including in the Philippines, to really learn from GSP+ and think about what works well and what can we do even better.

The DCTS was announced by the UK in 2022 and it targets to implement the new trading scheme this year.

When the UK was still part of the EU, 6,274 products from the Philippines enter the EU market at zero tariff through the EU GSP+.

Multiple cases involving illegal real estate practices are being built up as alarming influx of complaints from victims are received by DHSUD.

RD Abragan said during the meeting that, “It is the job of DHSUD to protect the community from being victims to these real estate scammers. We make sure that our fellowmen’s hardearned money for their dream homes are safe.”

Atty. Patricio S. Bernales, Jr. also expressed his full

commitment in this effort to eradicate schemes that are oppressing these buyers. He and Abragan agreed on the importance of this collaboration in going after these unscrupulous individuals who entice people with low-priced schemes subdivided lots but without license and registration from DHSUD.

Dela Serna conveyed that part of the package being mulled in the concession arrangement will be the rehabilitation of the hydro facilities to optimize their electricity generation to 800MW-level or higher.

He emphasized that while the nameplate capacity of the plants could hover at roughly 1,000 megawatts, the scale of generation has just been reaching 600 to 700MW this time because the facilities are now heavily de-rated; therefore, there is a need to immediately pursue their rehabilitation.

“In the past administration, there was a plan to conduct rehabilitation, so we can always package it as rehabilitation and concession at the same time,” he stated.

The PSALM chief executive further noted “the current O&M (operation and maintenance) is very much lower than the dependable capacity which is 600MW so the plan is to bring it back to 800MW, which I guess is the minimum. At the same time, what PSALM is lobbying, there’s plan to increase the capacity,” he stated.

Dela Serna qualified that under the Electric Power Industry Reform Act (EPIRA), the ownership of AgusPulangui plants "cannot be transferred, it has to remain with government.”

Based on that premise, he specified that the viable recourse will be a concession covenant with a private sector that shall be chosen via a competitive bidding.

“Via concession, the ownership remains with government then the O&M (operation and maintenance); the revenues and the beneficial rights would go to the concessionaire, so as part of that also, since it is a requirement of the government to rehabilitate the power plant, we will also require the rehabilitation,” he stressed.

But for that to be concretized, he similarly indicated that one requirement for PSALM to carry out is to seek the imprimatur of Congress on the planned concession deal to be entered by government for the AgusPulangui hydropower facilities.

“I need Congress, I need BARMM on this case because BARMM has preferential rights over Agus 1 and 2. I also need to consult Congress for the privatization plan of Agus and Pulangui,” he said.

The EPIRA stipulated that “the privatization of Agus and Pulangui complexes shall be left to the discretion of PSALM Corporation in consultation with Congress.”
