THE Philippines is a "great" investment destination, President Ferdinand R. Marcos Jr. told Japan's business community on Friday, as he touted the country's robust economy.

"The Philippines is a great investment area as it leads economic recovery and performance in the Asia-Pacific Region, in fact, not only in the region but also in the whole world," Marcos said during a dinner hosted by Japanese financial institutions as he expressed optimism that his five-day working visit to Japan would attract more investments in key sectors in the Philippines.

"We look forward to future projects in the following sectors from both portfolio and foreign direct investors as we are certain that these will materialize into a fair return to both parties."

No placement fee

SPEAKER Martin Romualdez on Friday urged the Department of Migrant Workers (DMW) to remove the collection of placement fees related to the recruitment and employment of Filipino workers bound for Japan.

Romualdez made the call following the commitment of Japanese companies and employers to hire more Filipinos -- particularly seafarers, professionals and non-skilled workers -- during dialogues with President Ferdinand Marcos Jr., who is currently on a five-day visit in Tokyo.

He said the DMW should push for a no-placement fee for overseas Filipino workers (OFWs) entering Japan’s labor market.

Davao Light’s expansion

DAVAO City – The filing of House Bill 6740 seeking to expand the franchise area of Aboitiz-owned Davao Light and Power Company (DLPC) to eight additional areas is a necessary piece of legislation.

No less than Davao del Norte governor Edwin Jubahib issued the statement, saying this new effort to file the bill in Congress would lead to a more sustainable and productive environment, drive economic growth and development in the province.

He said residents in the province continue to suffer from perennial problems of power supply and exorbitant power rates.

costlier.

He said the transportation cost is relatively more expensive these days as prices of oil in the world market have gone up due to the conflict between Russia and Ukraine.

“We have a lot of challenges, and one of them is high inflation. If goods are expensive, that means raw materials used in businesses are also expensive. For example, food served at restaurants will be expensive because they buy costly ingredients,” he said.

Last January 8, the Philippine Statistics Authority reported that the inflation rate in Davao Region in November 2022 remained the highest among the country’s 17 regions at 9.7%.

From January to November, the average inflation was reported at 7.3%.

DOF lauds SC decision affirming constitutionality of TRAIN Act

MANILA – The Department of Finance (DOF) has welcomed the decision of the Supreme Court (SC) affirming the constitutionality of the Tax Reform for Acceleration and Inclusion (TRAIN) Act amid petitions claiming the law to be “anti-poor” and unlawful.

The SC dismissed the petitioners’ “anti-poor” argument on the grounds of being largely hypothetical and lacking sufficient proof.

The high court said the imposition of regressive taxes is not prohibited by the Constitution.

“The implementation of the TRAIN Act provided significant relief to taxpayers while generating necessary revenues that fund the country’s infrastructure projects and other priority programs,” DOF Secretary Benjamin Diokno said in a statement Thursday.

The TRAIN Act is the first package of the

previous administration’s Comprehensive Tax Reform Program (CTRP), which aims to make the country’s tax system simpler, fairer and more efficient.

Furthermore, the program aids in revenue generation which is necessary for addressing poverty and improving the economy.

“Game-changing tax reforms such as the TRAIN and CREATE (Corporate Recovery and Tax Incentives

for Enterprises) Act, paved the way for our country’s continued economic growth and fiscal sustainability,” Diokno said.

The DOF is pursuing the passage of the remaining packages of the CTRP that are currently pending in Congress. These are bills that seek to modernize real property valuation and assessment, and simplify the taxation of passive income and financial intermediaries.

banks are planning to ramp up lending to the agriculture sector in the next 12 months, a joint survey by the Bangko Sentral ng Pilipinas (BSP) and the Department of Agriculture (DA) showed.

The inaugural 2021 Countryside Bank Survey (CBS) released on Thursday

showed at least three-fourths (76%) of bank branches plan to expand lending to the agriculture sector in the next 12 months.

Thrift banks were the largest sector (93%) to confirm their plan to expand agricultural lending, while a little over half (53%) of universal and commercial banks (U/KBs)

LANDBANK lends P1.6B to Pryce

LAND BANK of the Philippines

(LANDBANK) last month inked a P1.6-billion loan agreement with Pryce Corp. (Pryce) to fund the expansion of its real estate development and liquefied petroleum gas (LPG) distribution businesses.

The lender said in a statement on Wednesday that Pryce will allocate P1.5 billion for the construction of LPG terminals and refilling stations of its subsidiary, Pryce Gases, Inc., while P105 million will go to subsidiary Oro Oxygen Corp. to fund the expansion of its LPG products distribution.

responded positively.

“Banks with plans to increase their agriculture loans claimed that they see great potential of the sector for growth and development, and that the sector is a widely untapped market,” the report stated.

“Thus, respondent banks would like to take

the opportunity to cater to the financing needs of the sector and increase their loan portfolio and income.”

The countryside bank survey, which was jointly conducted by the BSP and the DA-Agricultural Credit Policy Council (DA-ACPC), focused specifically on banking units’

The remaining P55 million will finance the development of Pryce’s memorial parks and columbariums in Mindanao, including one in Iligan City that is under construction, LANDBANK said.

The lender said LANDBANK President and Chief Executive Officer Cecilia C. Borromeo, Pryce Chairman Salvador P. Escaño, and Pryce President Efren A. Palma signed the loan on Jan. 27 at LANDBANK Plaza in Malate,

Manila.

“LANDBANK is committed to supporting the continued expansion of Pryce Corporation to help provide a wide array of essential products and services to customers nationwide. We stand ready to serve the growth requirements of the firm and its subsidiaries, as well as other productive businesses towards advancing inclusive economic development,” Ms. Borromeo said.

“The P1.6-billion loan from LANDBANK, combined with Pryce’s existing resources, will help Pryce to further expand its LPG infrastructure and penetrate the market more deeply, thereby enabling Pryce to increase its market share. It will also bring the PryceGas products closer and more accessible to the many household consumers,” Mr. Escaño said.

LANDBANK booked a net income of P30.1 billion in 2022, backed by improved interest income, commissions, and foreign exchange gains.

Mothers and Sons

Think a minute… Thomas

Edison is one of history’s greatest inventors with more than 1,000 inventions and patents to his name. It is interesting that he gives much of the credit to his mother. Edison wrote:

“I did not have my mother long, but her influence on me lasted all my life. If not for her encouragement and faith in me, I would never have become an inventor. I was a careless boy, and with a mother of less wisdom and sensitivity I would have turned out badly. But her strength, sweetness, and goodness kept me on the right path. My mother was the one who made me the man that I am.”

It is so important that we tell our son how much we love and believe in him, and show him how important he is in our eyes. Ask yourself: “Will my son have many memories and feelings of how much I loved him?” Mom, and Dad, we must let our son know that we discipline him for the things he does and not for the person he is. “Correction does much, but encouragement does much more. Encouragement after correction is like the sun after the rain.”

In fact, the early relationship between a boy and his mother affects his physical

Ayala Corporation’s Saludo sa Serbisyo

Thousands of Philippine Coast Guard officers and staff now have access to Saludo sa Serbisyo, Ayala Corporation’s comprehensive and sustainable needsbased program for the community’s uniformed service personnel.

Launched in 2018, Saludo sa Serbisyo also covers personnel in the Armed Forces of the Philippines, Philippine National Police and Bureau of Fire Protection.

The program offers the following services: housing assistance, financial education, employment for retired personnel, livelihood training, health and wellness, cooperative development, product discounts, equipment donation, internet connectivity and scholarship for dependents.

BPI Foundation provides the financial wellness sessions which cover the basics of savings and budgeting, credit management, fundamentals of investing, and avoidance of fraud and scams.

Last February 2, Ayala Corporation and the Philippine Coast Guard signed their Memorandum of Understanding continuing the parties’ partnership.

Ayala Chairman Jaime

Augusto Zobel de Ayala (JAZA) affirmed: “Over the years, Saludo sa Serbisyo assisted families in availing of their first home, their first car, and even their first business. As we continue our partnership moving forward, we remain committed to further ramp up our engagement with the Philippine Coast Guard.”

For his part, Philippine Coast Guard Commandant Admiral Artemio Abu, said: “The Philippine Guard has been looking after our countrymen , and it is truly comforting that there are organizations in the private sector willing to look after our Philippine Coast Guard personnel.”

The MOU was signed by Commandant Abu for PCG and by Ayala Public Affairs Group Head Rene Almendras and Chief Legal Officer Solomon Hermosura for Ayala. JAZA, Ayala Security and Crisis Management Head Emmanuel Bautista (a former Armed Forces Chief of Staff) and PCG officers at the PCG headquarters in Manila witnessed the event.

Food for thought

“In an uncertain global economy, what will it take for a company to drive a business that is anchored and be agile for competitiveness? How will

corporate leaders design and execute business models, organization structures and management teams that are able to contribute back to society and enhance profits?”

These are the some of the questions posed during the inaugural Company of Good Singapore Summit 2023 sponsored by Singapore’s National Volunteer and Philanthropy Centre early last month.

Among the speakers were Ayala Corporation’s Jaime Augusto Zobel de Ayala (JAZA), Temasek Holdings Executive Director and CEO Dilham Pillay Sandrasegara, and Singapore Minister for Culture, Community and Youth and Second Minister for Law Edwin Tong.

JAZA’s response:

“The whole idea of corporate purpose is absolutely linked to longevity. My belief was: If as an institution we did not become more relevant to the changing nature of the country, if we do not align ourselves to the developmental needs, if we do not address the pain points, then as an institution we would not build trust in the society we live in.”

He shared how the Ayala group shifted from philanthropy to integrating

God can test our faith

a broader and deeper sense of social responsibility into its business principles and models, as evinced in products and services that are more inclusive, accessible, and meaningful.

JAZA also spoke on the importance of multisector collaboration, addressing the ‘social’ in ESG and the kind of leadership needed to build “companies of good”.

“These two words – relevance and trust – would be the driving forces in my sphere of influence, JAZA said. “If we are to be stewards of our institutions over the long term, we must be looked at as an institution that is trusted. And that means not just by obeying the laws, it must mean that you are also part of the fabric of what makes civil society as a whole work – and a contributor to that, not adjunct to it, just there to make a return on investment that is divorced from a contribution.”

THINK A MINUTE

JHAN TIAFAU HURST

and psychological health for the rest of his life. A study by Harvard University showed that men who when they were babies and young boys did not have close, loving care from their mothers, had more than twice as many serious illnesses as men who did have a secure, loving relationship with their mother when they were small. A baby should be born with a sign around his neck that warns: “Caution! Handle with Care! Love me! Protect me! Your heart is my home!”

The mother is also the gatekeeper between the children and their father. She can either build the fatherson relationship or she can destroy it. Boys are born with a natural desire to be like their dad. But they will not respect and follow him if their mother criticizes him and makes him

WE should not be surprised by this phenomenon. Rather, we should welcome such eventuality, for it can only produce a greater good in us. We are reminded of this fact of life in that gospel episode where a Syrophoenician woman begged Christ to drive the demon away from her daughter. (cfr. Mk 7,24-30)

At first, Christ refused the importuning of the poor woman, giving her a response that was a bit insulting. “Let the children be fed first,” he said. “For it is not right to take the food of the children and throw it to the dogs.”

But the woman persisted, even making a reasoning that left Christ very impressed. “Lord, even the dogs under the table eat the children’s scraps,” she replied. With those words, we can say that Christ could not help but do what the woman asked. And the daughter was healed.

We have to be ready when we receive such tests of our faith from God. Like that woman, we should just persist, for God cannot stay long in being indifferent to our needs. He always listens and comes to our aid.

For this, we need to develop a certain toughness in our faith and piety. We should avoid being oversensitive to what we may perceive as God’s indifference to our needs. We have to follow the toughness not only of that woman but also and most especially of Christ himself, who gave himself entirely by dying on the cross if only to save us. We need to train ourselves in this kind of toughness that would enable us to take on anything in our life. What we have to avoid is the phenomenon now described in the British slang of the word “snowflake.” As described by some people, a snowflake “is a

term used to describe an overly sensitive person who thinks the world revolves around them.”

Such person “gasps in horror when he hears an opinion he does not like, and believes he has a right to be protected from anything unpalatable.” He is “self-obsessed and fragile, easily offended, or unable to deal with opposing opinions.”

When we truly follow Christ, we take the initiative to approach and be friendly with everybody, regardless of who or how they are. We would not be easily scandalized by whatever defects, failures, offenses or sins others may have. In fact, these conditions would draw our attention and affection for them more.

In other words, we do not wait for other people to show some signs that they deserve to be loved or cared for by us. Our constant attitude is to love everyone automatically, showing

keen interest in everyone and eagerness to help in any way.

This does not mean that we do away with the difference between good and evil, truth and falsehood, what is moral and immoral. We should not condone evil, but we have to learn how to deal with evil in all its forms in a charitable way. Evil is defanged by goodness, not by another evil, as in going into hatred, anger, revenge, indifference, etc. Whatever malice there is can always be overcome by the goodness of God’s mercy as shown by Christ who asked for forgiveness even for those who crucified him.

The Volume of Production Index (VoPI) last December increased by 4.8 percent year on year, growing for six consecutive months.

The growth in December last year was lower than November 2022’s VoPI of 5.9 percent and December 2021’s 19.2 percent.

The PSA attributed the slower growth in VoPI in December 2022 to the decline in the top three industry divisions – the manufacture of transport equipment and basic metals, as well as the easing of growth in the production of computer, electronic, and optical products.

“In addition to these three, slowdowns were also observed in the annual growth rates of the indices of eight industry divisions,” it added.

On the other hand, the Value of Production Index

(VaPI) in the same period also grew 10.1 percent, expanding for 21 straight months.

The VaPI in December 2022 eased from 12.5 percent in the preceding month and the 19.6 percent growth in 2021.

The VaPI of the manufacture of transport equipment, computer, electronic, and optical products, and basic metals also contributed to the slowdown of the value of production last December.

Meanwhile, the average capacity utilization rate of Philippine-based factories in December 2022 stood at 71.6 percent, lower than the 72.6 percent utilization in November 2022.

“There were 19 out of 22 industry divisions with more than 60 percent average capacity utilization rate, led by manufacture of wearing apparel (79.7 percent), manufacture of machinery and equipment except electrical (79 percent), and manufacture of other nonmetallic mineral products (76.3 percent),” the PSA added. and the development of the ammonia and hydrogen value chains in the country.

The use of alternative fuels supports the government's initiatives toward reducing carbon footprint to mitigate the impacts of climate change.

"By joining forces in the pursuit of greener fuels, our two companies are not only advancing the cause of sustainability, but also paving the way for a cleaner and more vibrant future. Ammonia offers a compelling solution for decarbonizing the power sector and by looking into it, we are taking a step towards developing the infrastructure needed to support the ammonia and hydrogen value chains,"

Aboitiz said.

AboitizPower said applying the greener fuel technology to the existing coal-fired power plants will result in a reduction of carbon dioxide emission by up to 50 percent.

"Through this collaboration, we will support Aboitiz's power decarbonization efforts while also considering additional opportunities for advancing technology development in the Philippines. This MOU allows JERA to leverage its experience and capabilities to support both AboitizPower and the Philippines to reach their emissions targets," Onoda said.

During his meeting with Japanese firms Thursday, Marcos underscored the importance of AboitizPower-JERA partnership in the development of the country's power sector. "Of course, the investment is important, but the transfer of technology is also extremely important and that will give the Philippines a selfsufficiency, which we have been missing," he said.

Vaccination: A Must for Learners

Importance of Knowledge and Social Skills in Pre-School

Vaccination is a preventative measure that has been shown to be effective in protecting people from diseases. It also reduces the risk of contracting infectious diseases among learners since it reduces their chances of being exposed to it. It is important for parents to get their children vaccinated as well, as it will protect the children against the virus. There are several different vaccines available to fight against the coronavirus infection. These vaccines are available both for adults and for children to protect them against different types of corona viruses such as 2019-nCoV and SARS-CoV-2.

For learners, vaccination is especially important as they are more likely to be exposed to illnesses. On the onset of in-person class, learners are encouraged to submit themselves for Covid-19 vaccination. Aside from the obvious benefits

in health protection, the vaccination serves as proof of one's immunization status to authorities in case of an outbreak of infectious disease in the classroom. The issue on putting the learners and requiring the learners to submit themselves for vaccination remains an issue that triggers different controversies. Vaccination to learners have many controversies. Parents are confused about whether to vaccinate their children or not.

This is because there are two types of vaccinations: mandatory and non-mandatory. Mandatory vaccines are recommended by the government; however, they are only given to children when they are three years old or older.

Non-mandatory vaccines, on the other hand, are optional. Parents can choose to have their children vaccinated with these vaccines or not. However, some parents choose to keep their children away from these vaccines because

of the controversies surrounding them.

Many parents have opposing opinions about vaccines. Some believe that vaccines should be mandatory for all children to protect them from dangerous diseases while other parents believe that they are unsafe and should not be given to anyone. There are also parents who fear that the vaccines could be harmful to their children and would rather leave them unvaccinated instead. but with the onset of in-person classes, pupils vaccinated or not are already allowed to attend schools. Today, it could be glad to note that schools have again opened for learners since educating the children is very important to keep the country from deterioration. This will ensure that learners are motivated to learn the concepts being taught in class and are healthy enough to learn as well.

Parents frequently ask us which type of education is more useful - a quality education or a good education. Although we are aware that social and academic talents vary from child to child, we nevertheless think that early childhood education should emphasize both. The latter is generally best to concentrate on if you have young children. But what if your child finds the first option to be too difficult?

Keep on reading to learn why it's important to emphasize knowledge and social skills in preschool and what you can do to support your child in acquiring these crucial abilities at home.

Knowledge and social skills are the cornerstones of any future academic success in life, as the term implies. What distinguishes us as humans is our capacity for learning through reading, writing, and arithmetic. Understanding other people, their thoughts, and motives, as well as having the ability to communicate

and work with others, are all examples of knowledge. The capacity to communicate, engage with people, and get along with peers are all referred to as social skills.

There are couple of reasons why knowledge and social skills are important for preschoolers. For starters, children at this age are still refining their cognitive and mathematical abilities. Children are also developing emotional ties with their environment and peers. Therefore, you may avoid your child from being socially awkward later in life by teaching him social skills at a young age. After receiving a good education in their early years, it's crucial for children to learn how to communicate with individuals of various ages and backgrounds. They ought to be able to communicate with their parents using these abilities as well. This can aid in your child's improvement of impulse control, listening, and communication

abilities. Your child is also quite impressionable at that age. You can therefore help him in navigating the social environment by helping him improve his social abilities. In the future, he may feel more assured, have more self-esteem, and be more persistent as a result of this. We believe that both knowledge and social skills are important and can be developed in preschoolers. However, social skills are also better developed at a young age and will keep improving throughout your child's development. You might want to concentrate on the former if you have a young child whose linguistic skills are only starting to emerge. After all, the latter is frequently linked to connecting with others and building lasting relationships. If your child is more advanced, you may help him grow important social skills by showing him how to interact with other kids, use a bike helmet, and ride a bike safely.

Uy thanked the office of the city treasurer for their efforts in this initial success of his administration’s economic recovery program.

City treasurer Jasmin Maagad credited the substantial growth to improvements in the gross sales of businesses as they recover from the economic slump caused by the Covid-19 pandemic.

In terms of monetary value, the January 31, 2023 business tax collection of P730.9 million was a historical high. The second highest business tax collection for the period was in January 2020 at P724,461,480.80.

It took a sharp dip in 2021 at -0.31 percent as debilitating Covid-19 quarantine restrictions drove the local economy to its knees.

A former congressman of the city’s first district, Uy instituted fiscal incentives to jumpstart the economy when he took the helm of City Hall in June 30, 2022.

BIOINFORMATICS is defined as the application of tools of computation and analysis to the capture and interpretation of biological data. It is an interdisciplinary field which harnesses computer science, mathematics, physics and biology.

An unprecedented wealth of biological data has been generated by the human genome project and sequencing projects in other organisms. The huge demand for analysis and interpretation of these data is being managed by the evolving science of bioinformatics. Bioinformatics is essential for management of data in modern biology and medicine. Analysis of genome sequence data, particularly the analysis of the human genome

PLt. Gen Rhodel Sermonia, officer in charge of the PNP Office of the Deputy Chief for Administration, also acknowledged the province of Misamis Occidental for its continued support for the anti-illegal drug programs of the DILG and the PNP.

"The presence of the local officials and other sectoral leaders, advocacy support groups, and faith-based organizations shows the strong spirit of voluntarism in Misamis Occidental," he said.

Interior Secretary Benjamin Abalos Jr. also discussed the effects of illegal drugs and emphasized the importance of fighting against them.

"What I want is for each and every youth here to shepherd your friends and have the confidence to say 'No to Drugs.' As the police and NBI (National Bureau of Investigation) are working on the ground, we are also educating our youth and teaching them to say no," he said. (PNA)

units’ agricultural lending experience in 2021 versus 2020.

The report showed banks are anticipating an increase in loan demand as the economy recovers from the pandemic.

“Banks also noted that most agribusiness enterprise projects were not affected by the pandemic while affected borrowers may want to borrow and start business again as the pandemic is getting controlled. Hence, banks could take this opportunity to support financing the sector and increase their loan portfolio and income,” it said.

Banks also cited the need to comply with the mandatory credit allocation under the Agri-Agra law.

The Agri-Agra Credit Act of 2009 requires banks to lend 15% of their loan book to the agriculture sector, with a 10% quota set for agrarian reform beneficiaries.

The report also showed banks would want to help finance farmers to expand their businesses, and to stop farmers from availing highinterest rate loans from informal lenders.

Prospects in the field of bioinformatics include its future contribution to functional understanding of the human genome leading to enhanced discovery of drug targets and individualized therapy.

Last year, it was announced that the entire human genome had been mapped as a result of the efforts of the worldwide human genome project and a private genomic company. However, in recent years, the scientific world has witnessed the completion of whole genome sequences of many other organism. The analysis of the emerging genomic sequence data and the human genome project is a landmark achievement for bioinformatics.

loans granted in most banking units ranged from 11-15% of total loans in 2021, which is lower than in the prior year.

Also, the number of agricultural borrowers served in 2021 was at least 30% lower than in 2020.

“Around two-thirds (65%) of respondent banks still require and accept conventional forms of loan securities from agricultural borrowers, the most acceptable of which remain to be real estate mortgages,” the report said.

Two-thirds of banks said credit support mechanisms such as credit guarantee/loan insurance and agricultural/crop insurance should be in place to encourage increased lending to the sector.

“As the bank supervisor/ regulator, the BSP may calibrate its support to help revive the market-oriented agricultural credit system by enabling a sustainable environment for various support mechanisms to flourish,” the report said.

To regularly monitor emerging trends in agricultural credit as well as the recent challenges and to help calibrate key policies accordingly, the BSP and DAACPC will conduct the 2022 CBS in the second quarter of this year.
