Z A M B OA N G A City––The Philippine military has declared an 18-day unilateral Christm a s tr u c e d ays barely two weeks after communist rebels imposed a 29-day cease-fire in Mindanao to give way to unhampered relief operations to victims of typhoon Bopha that devastated the southern region.

Celebrating its third year of operations in Cagayan de Oro, HealthCheck Clinic and Diagnostic Center moves up to a new location with the inauguration of its new building in A. Velez Street in Cagayan de Oro City. The new HealthCheck Clinic and Diagnostic Clinic is equipped with Medical Consultation (Internal Medicine, ENT, OB-Gyne, Pediatrics, Dental [new!], Medical Acupuncture/Pain Track Management, General Practice, Nutrition/Dietetics and Occupational Medicine), laboratory, ultrasound, ECG, vaccines, pre-employment/annual physical examination (with mobile van) and audiometry examination[new!].

Military spokesman Lt. Col. Arnulfo Burgos, Jr. said the truce began on December 16 and would last until January 3 next year. He said the truce would give them ample time to focus their operations to aiding victims of typhoon Bopha in Mindanao, particularly in Compostela Valley province and Davao region. “The 18-day unilateral ceasefire is a privilege given to rebels but it does not restrict the military from doing its security routines, excluding the conduct of deliberate military offensive, such as combat operation,” he said. Lt. Col. Lyndon Paniza, a spokesman for 10th Infantry Division in Mindanao, said troops would abide by the truce, but will continue to conduct security measures to ensure safety and security of civilians. “Our mandate to protect civilian communities

XU, MUST receive Pinoy project processing equipment By Jasper Marie Oblina-Rucat of Philippine Information Agency

CAGAYAN de Oro City–– Xavier University (XU) and Mindanao University Science and Technology (MUST) signed on December 18 a memorandum of agreement (MOA) as recipients to the technology transfer of processing equipment of the Department of Science and Technology (DOST) and Food and Nutrition Research Institute (FNRI) Package for the Improvement of Nutrition of Young Children (Pinoy) project here. The target is zero malnutrition by 2015 said Dr. Mario V. Capanzana, director of FNRI-DOST. Such project and technology transfer is our response to malnutrition problem throughout

the country. If we double the efforts, we meet the target, he said. The project is a 120-feeding day program to identified 6-35 months underweight children. These select kids will be fed with complementary food blends and snack foods produced by this technology which include Rice-Mongo Instant Blend, Rice-Mongo-sesameblend (ready to cook), and Rice-Mongo Curls. These are complementary foods rich in energy and protein suitable for babies and snacks appropriate for toddlers. Other provinces who were endowed with the program have already gained positive results specifically

the provinces of Antique, Occidental Mindoro, Leyte, and Iloilo. There will also be nutrition education for mothers and caregivers using DOST Pinoy modules. Locally, said project will enable the two recipient institutions to produce FNRIdeveloped complementary food blends and snack foods and cater especially to malnourished children in relocation sites where Sendong survivors are now living. As one of the signatories and one who helped push this project, Cong. With well-lighted streetlights, pedestrians and commuters now heaved a sigh of relief as they travel along Mambatangan highway. Tilap has also introduced some infrastructure projects in his barangay that threatened his political rival’s chances in future barangay elections. NGO sounds urgent call to PNoy government to mobilize resources in Pablo-devastated areas

CAGAYAN de Oro City––A peace and development nongovernment organization which was among the first to conduct relief operations in Davao Oriental its devastation by Typhoon Pablo is urgently urging the national government to mobilize its resources to help in the reconstruction, rehabilitation and recovery of the province. “The massive devastation requires immediate well-coordinated response from government (particularly the National Government) and all sectors. While there has been tremendous outpouring of goodwill and

generosity, much is still desired more than two weeks after the disaster,” Charlito “Kaloy” Manlupig, BMFI founder and chairman of the Board, said in an open letter “Urgent Call to the National Government.” Manlupig urgently urged the “(1) national government, especially the DPWH, AFP Engineering, etc. to immediately mobilize all available resources particularly heavy equipment to supplement the equipment already on the ground; (2) the neigboring local government units to send their equipment, facilities and human resources to help in the clearing and cleaning up operations;

and (3) the Department of Trade and Industry (DTI) to immediately send teams to monitor and control the prices of basic commodities especially fuel prices that have increased more than 100%.” He explained that these needs have been observed by BMFI volunteers in the area. Cluster coordination has been adopted by UN-OCHA following the UN General Assembly issued Resolution 46/182 in December 1991.

Building on the resolution, The Humanitarian Reform of 2005 introduced new elements to improve capacity, predictability, accountability, leadership and partnership, with cluster approach as its most visible aspect. “Clusters are groups of humanitarian organizations (UN and non-UN) working in the main sectors of humanitarian action, e.g. shelter and health. They are created when clear humanitarian needs exist within a sector, when there are numerous actors within sectors and when national authorities need coordination support. Clusters provide a clear point of contact and are accountable for adequate and appropriate humanitarian assistance. Clusters create partnerships between international humanitarian actors, national and local authorities, and civil society,” UN-OCHA said in its website. Santiago wants sports complex for every province By Jelly Musico

IN an effort to develop world-class talents, Sen. Miriam Defensor Santiago has filed a bill seeking to establish a provincial sports complex in every province in far flung areas and to create a culture of love for sport. “A sports complex with the proper facilities can inspire and attract more of the general public to engage in sports,” Santiago explained in her Senate Bill 3372. Santiago said it is important for the Philippine Sports Commission to tap talents and prepare them for world-class competitions including the prestigious Olympic Games where the country has yet to win gold medal, only two silvers and seven bronzes in 20 attempts. “The performance in the Olympic Games is considered as the best measure of the athletic skill of a nation,” the lady lawmaker said. Though the countr y placed second in the 1954 and 1958 Asian Games, the Philippines skidded its performance and registered its worst finish, 19th place, in 2010 edition. Under Santiago’s proposal, the PSC, in coordination with the governor of every province, shall construct sports complex within 10 years if there is no existing sports facility in the province. “With the manner sports programs are facilitated in the country, those who are well-off are the ones who have access to better instruction, training, and facilities,” she said.
