SAN FRANCISCO, Agusan del Sur— Residents living in low-lying and landslide prone areas were told to evacuate yesterday as pre-emptive measure by the Provincial Disaster Risk Reduction and Management Council (PDRRMC) after the province was already part of the seven areas in Mindanao under Signal Number 3 when super typhoon “Pablo” will hit the country today. Gov. Adolf Edward Plaza has issued a memorandum to 14 mayors of the province to designate evacuation centers for the residents that would be affected by the floods when the storm will hit Agusan del Sur. The province and neighboring provinces of Surigao del Sur, Surigao del Norter,Dinagat, Siargao, Agusan del Norte and Davao Oriental have been placed under Storm Signal Number 3 as of 11 a.m. yesterday by the Philippine Atmospheric Geophysical and Astronomical Services Administration. DENR chief orders field officials to coordinate with local disaster management councils on typhoon ‘Pablo’ DEPARTMENT of Environment and Natural Resources (DENR) Secretar y Ramon J. P. Paje Monday ordered all his key field officials, including the regional directors of the Mines and Geosciences Bureau (MGB), to link up with local disaster management councils and issue geohazard advisories in areas that are expected to be affected by typhoon “Pablo” (Bopha). Paje’s order was issued in response to the advisory of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) that typhoon “Pablo,” which is the 16th typhoon to enter the Philippine Area of Responsibility (PAR) this year, would make a landfall in the coming

days and could prove far worse than typhoon “Sendong” which caused massive destruction in Mindanao in December last year. “With the dire warning from PAGASA, we are expecting typhoon ‘Pablo’ to dump unusual large volume of rainfall especially in Mindanao. We have to muster enough preparations and resources at the Department’s disposal to capacitate the citizenry deal with the impact of this typhoon,” Paje said. Paje ordered on Monday all MGB regional directors to immediately undertake preparatory measures which include, among others, issuance of advisories on the presence of geohazards to all local government units within its jurisdiction.

In the order, Paje specified that the advisories “must point out the various susceptibility levels of areas to landslides, floods, flashfloods and debris accumulation zones, and must include the appropriate warnings.“ Said advisories must also remind about the safe relocation sites for affected communities and emphasize the need to implement ‘no habitation zones’. To minimize typhoon “Pablo’s” possible impact in other areas not within its path, Paje has likewise told all his 16 DENR regional executive directors to link up with their local counterparts in the local government units. “My instruction is for all the DENR regional executive direc-

tors to brace up for this typhoon as if their areas of jurisdiction were in Pablo’s path, and to issue the necessary geohazard advisories particularly on areas that are identified as vulnerable or susceptible to various types of geohazards,” Paje said. Under its National Geohazards Mapping and Assessment Program, the DENR through its MGB, has already completed the geohazard assessment of the country at 1:50,000 scale. The geohazard map shows the level or rating of an area’s susceptibility (i.e. high, moderate or low) to landslide and flooding, from province to municipality down to the barangays. The DENR chief likewise enjoins the public to study the

geohazard maps of their respective localities either in their local government units or online. “We have already distributed copies of the geohazard maps to all local government units, so they can take a look at it. Or, they may visit the regional offices of MGB or view them on the web,” he said. According to him, the maps can be accessed through the websites of the DENR, MGB, Philippine Information Agency and the Environmental Science for Social Change. At present, the DENR-MGB is conducting a detailed geohazards mapping of the country at 1:10,000 scale and is targeted for completion by the end of 2014. philippine news agency

Don’t overindulge this Christmas season

ILIGAN City––If there is a time of the year that you allow yourself to relax and forget about strict diet and constant work-out trips to the gym, it’s the coming festive season. It’s when you are already winding down towards the end of the working year and gearing up for the holiday season. There are lots of parties to attend, fruit cakes to nibble and Noche Buena leftovers to enjoy, all the while relaxing in the cool breeze. While thinking of stringing all those festivities, remember to limit the days when you overeat to avoid over-indulgence. Here are some strategies to pacify your holiday pangs: Have a healthy snack before you go to a party or function. Filling foods such as sandwiches or a bowl of cereal is a good idea. At a party, quench your thirst with a glass of water instead of a high-calorie alcoholic or soft drink. Enjoy one or two small treats so you don’t feel deprived but don’t go back for third and fourth servings. If you overfill your plate, you are more likely to eat a much larger portion than usual, so go easy! Also, take into account your feeling of fullness. Don’t keep nibbling just because food is there. Position yourself away from the buffet table. This will prevent you from grabbing small servings every now and then. Lastly, if you are the host, encourage guests to take home leftovers so you are not tempted to over-indulge the following day. Finally, here are some tips on how to effortlessly burn few calories this season while having fun: Go window Christmas shopping! Walking around in a large mall or shopping center makes for great activity and fun. You just can’t get a better activity combination! Do the standard. Park your vehicle a few meters from the building and walk. Yes, it’s an old tip but still one of the best. Use the stairs instead of the elevators and escalators. Wrap those packages! And once yours are all bundled up, volunteer to wrap some more. Bake some home-made holiday bread. It’s a great exercise due to the kneading of the bread and a great personalized gift, too! Invite friends and go caroling. A brisk walk along the neighborhood gives you and your friends a great workout. The festive season is upon us once again, and for most of us, this means excessive eating, drinking, and missing daily exercise routines. These are easy tips to remember that can be summed up in four words: variety, moderation, balance and activity. Eat a variety of food and balance it with correct portions from each of the food groups. Just eat enough, not in excess or lack. Teen pregnancy endangers young mom, baby ESTIMATES from the 2008 National Demographic and Health Statistics (NDHS) of the National Statistics Office (NSO) revealed that one in four, or 26 percent, of women aged 15-24 have begun childbearing. Of the 26 percent of young mothers, 19 percent of the births delivered have multiple medical risks due to a combination of the mother’s age, birth interval and birth order, the NDHS further revealed. A related survey conducted in 2011 by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) among 1,650 Filipino pregnant women showed that 40 percent of pregnant teenagers below 15 years old and 36 percent of pregnant

teenagers aged 15-19 are nutritionally-at-risk due to their gestational age. The percentage of nutritionally-at-risk pregnant women was twice higher among those who are less than 20 years old at 36.0 percent than among the 20 years old and up at 23.0 percent, the survey added. Undernutrition among pregnant teens is a significant problem because 43.4 percent of them had low weight gain during pregnancy and more likely to have babies with low birth weight and experience short lactation, the FNRI survey also disclosed. The World Health Organization (WHO) said stillbirths and death in the first week of life are 50.0 percent higher among

babies born to mothers younger than 20 years old than among babies born to mothers 20–29 years old. In addition, rates of premature birth, low birth weight and asphyxia or difficulty of breathing are higher among babies of adolescents, all of which increase the chance of early death and future health problems, the WHO also noted. The Population Commission (PopCom) likewise documented in 2001 that poor nutrition worsened by multiple pregnancies and closely spaced births make younger moms more susceptible to infectious diseases as well as health complications that may result in maternal or infant deaths and low birth weight babies.

Maternal depletion or deficiency has adverse effects on the nutrient composition of breast milk, particularly on vitamin A, iodine, and B complex, thereby increasing the risk of early undernutrition among infants, the PopCom underscored. Three-month ‘closed-season’ fishing starts in ZamPen, Sulu ZAMBOANGA City––The Bureau of Fisheries and Aquatic Resources (BFAR) fielded Friday two patrol boats to monitor compliance to a closed season for fishing sardines in the Zamboanga Peninsula and the Sulu Archipelago that began first day of December and will end first day of March 2013. BFAR executive director Atty Asis Perez said that patrol boats would see to it that no commercial fishing vessels poach sardines, locally called “tamban” for the duration of the three months fishing moratorium to allow the fish enough time to spawn and mature. Perez clarified that small time fishermen will be allowed to catch tamban because of their small volume of catch, unlike commercial fishing boats that nets the fish by metric tons. The BFAR has reduced the number of boats deployed during the closed season from 4 units fielded

MOST people want to live in urban areas because they think it is where they can find success in life. But urban living can also create problems, including becoming overweight. Urban living means fast living. People gobble up on fatty food for daily meals. People are always busy with work and, therefore, don’t have extra time for regular exercise. The ban on the catching of sardines will affect at least 35,000 workers employed in 11 sardine canneries in Zamboanga, dozens of big fishing fleets, and dozens of dried fish companies in this city. Perez said the bureau had already set aside some P6 million for short term projects to keep some of the 35,000 displaced workers employed during the three month break. The ban covers only fishing outside the 30-kilometer municipal fishing grounds. Small time fisherman can still catch the fish within the municipal fishing zone.

Let us stand still. Let us listen only to authorize agencies of the government particularly the city government. The Pag-asa issues latest development of the typhoon. This information is regularly transmitted to concern government agencies and radio stations for widest dissemination. We believed that the city government has already designated appropriate evacuation centers. Let us immediately heed toward the center once local authorities ask us to do so. Relief assistance is assured in these duly designated evacuation centers. For people in Macasandig, the designated evacuation center is in Buena Oro in Upper Aluba. Other evacuation centers are Barangay 40 and barangay Indahag. Personnel from the city’s social welfare department have been deployed in these areas to assist possible evacuees. Evacuees in centers, other than the city designates, could not receive immediate assistance. Again, Cagayanons should be on guard against individuals and groups of people who might issue contradicting information. These groups are not around to help. They are here to sow dissension among us. ZAMBOANGA City - Thousands of individuals from all sectors in the city showed unity for sustainable peace in Mindanao by participating in the parade, Thursday morning, officially kicking off this year’s Mindanao Week of Peace, November 29 to December 5. This year’s theme is “Journeying toward Sustainable Peace in Mindanao”, fittingly depicting the recent success of the Government of the Philippines and the Moro Islamic Liberation Front (MILF) in coming up with a Framework Agreement. T h e Inte r- rel i g i ou s Solidarity Movement for Peace (IRSMP), the lead organization of the Week of Peace, expressed joy and fulfilment knowing that its peace building activity for the past 14 years is

finally bearing fruit and has helped both the national government and the MILF to seriously consider peace, thus, the signing of the peace framework last October 15. Peace Advocate Zamboanga (PAZ) said around 30,000 individuals from the government and private sectors, the academe, and other non-government and civic organizations have signified their support to join the parade. From its inception in 1997, pioneered by PAZ,

Zamboanga City has registered the biggest numbers of participants with 2009 saw a record-breaking 30,000 participants all marching and calling for sustainable and lasting peace in Mindanao. Motorcycle ‘theft’ shot By: PO3 Zena Menioria Panaligan BUTUAN City – A motorcycle-riding man was shot by an unidentified assailant, 3:00 o’clock in the morning of November 29, in District Sarabia, Brgy. Tagcatong, Carmen, Agusan del Norte. Police identified the victim as Manuel Lanta Novo, of legal age, single and a resident of District Barra, Brgy. Poblacion, Magsaysay, Misamis Oriental. Initial police investigation showed that Novo, together with a certain Erik was onboard a black Honda XRM motorcycle, bearing plate number 6087 KN, heading towards Magsaysay, Misamis Oriental when upon reaching the place, he was shot by the assailant with a calibre 45 pistol.

He was rushed to the Nasipit District Hospital, but was later referred to the Agusan del Norte Provincial Hospital, Butuan City for intensive medical care. The gunman fled after the incident and remained at large, as of press time. Recovered from the crime scene were one empty shell of a caliber .45 pistol and the Honda XRM motorcycle. Also recovered from the motorcycle’s U-box were two fighting cocks, which were allegedly stolen by Novo in Brgy. Culit, Nasipit, Agusan del Norte. Further investigation disclosed that the motorcycle used by Novo and his companion was earlier

reported to have been stolen in Balingoan, Misamis Oriental. At about 11:15 same morning, retired SPO4 Ronnie Coronado Bughaw Sr. and PO3 Allan Sambaan Tamayo of the Balingoan Municipal Police Station presented to the Carmen Municipal Police Station the original official receipt and certificate of registration (OR/CR) of the Honda XRM motorcycle in the name of Bove T. Sinatao, son-in-law of Bughaw. A little later, Salvador Pateño, 65 yrs. old and a resident of Sitio Makasihi, Brgy Camagong, Nasipit, Agusan del Norte claimed the two fighting cocks at said police station.(asf)

Rear Admiral Luis Tuason Jr., Coast Guard officer-in-charge and vice commandant for operations, issued the warning as passengers, especially those who are in business, are expected to transport the firecrackers they purchased for sale in the provinces.

“As per shipping regulation, transport of firecrackers should be properly documented and, aside from the business permit of the owners, it should have the approval and permit from the Philippine National Police or PCG K-9 Unit and properly coordinated with the shipping company for proper cargo storage inside the ship,” Tuason said. He added that the agency also advised firecracker owners that they should inform the Coast Guard Station ahead of the port

Alarmist causes panic and fear

SINCE last week when weathermen disclosed the development of international storm ‘Bopha’ leading toward the Philippine Area of Responsibility (PAR), talks about the storm spread like bush fire. ‘Bopha’ was expected to enter the country Sunday evening but its ballyhooed landfall did not trigger much reaction than the alarmist. The howler known as ‘Pablo’ on entering PAR would make a landfall Cris Diaz in Hinatuan, Surigao Del Sur this morning. With maximum sustained winds of 175 kph and gustiness of up to 210 kph, the typhoon could be one of the strongest to visit the country this year. Storm signal No. 1 (30-60 kph winds) is hoisted over Surigao Del Norte, Siargao Island, Dinagat Is., Agusan Del Norte, Agusan del Sur, the rest of Davao Oriental, Davao Del Norte including Samal Island, Compostela Valley, Bukidnon, Misamis Occidental, Misamis Oriental, Camiguin, Lanao Del Norte, Lanao Del Sur, Siquijor, Bohol, Biliran, Camotes Island, Southern Leyte, Leyte, Eastern Samar and Western Samar. Storm Signal no. 2 was raised in Surigao Del Sur

and the northern part of Davao Oriental. These areas are expected to experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours. However, the typhoon has slightly weakened. It is now moving northwest toward the West Philippines Seas passing through Palawan. Storm Signal no. 1 is usually hoisted to inform people in areas affected that the impact of winds may cause twigs and branches of small trees to be broken, some banana plants may be downed and roofs of houses of very light materials could be partially damaged. Suspension of all classes in pre-school level in all public and private schools in affected communities is automatic. TUDELA, Misamis Occidental -- Some 100 members of the Philippine National Police (PNP) from different municipal police stations in Misamis Occidental participated in the tree-planting activities in Barangay Gala, Tudela town, this province, recently. The activity was an offshot of the resolution passed by Sangguniang Panlalawigan (SP) Member Lelit Yape of the First District encouraging the PNP and other groups involved in the maintenance of peace and order in the province. The activity aims to reforest the mountain areas of the barangay which has been greatly denuded and to prevent landslides to occur that threatens the lives of the inhabitants who are mostly Indigenous People (IP) in the area. As can be recalled that the advocacy of PNP Director General Nicanor Bartolome is for the PNP to plant 10 mil-

SULU province is hosting the first-ever Mindanao Leaders’ Summit and will tackle the Mindanao peace process and the Framework Agreement signed by the Philippine government and the Moro Islamic Liberation Front. Thousands of Muslims are expected to attend the

summit which would be held today in Patikul town. The Framework Agreement, which was signed in October, would pave the way for the creation of Bangsamoro region. The new political entity would replace the Autonomous region in Muslim Mindanao which comprises the provinces of Basilan, Sulu, Tawi-Tawi, Maguindanao, Lanao del Sur and

the cities of Marawi and Lamitan. Typhoon Sendong, a storm that struck Cagayan de Oro City a week before Christmas in December last year spawned sudden flash flood – the deadliest that struck this trading in the last 50 years resulting to the death of more than 1,500 people including victims from its neighboring city of Iligan. City Mayor Vicente Emano admitted that Typhoon Sendong caught them flatfooted as the river swell to its deadliest midnight of December 16, 2012. ‘Our weeks of preparations showed that we can ill-afford that incident to happen again,’ Emano said in radio interviews. Cuenca said relief goods are only good for 72 hours. ‘We expect the flood (if ever it occurred) to subside within 72 hours. After that, the evacuees could return to their respective homes, he added.

Retrain police handling cases versus drug users, says judge KIDAPAWAN City––A trial judge in a town in North Cotabato has strongly recommended that police personnel, especially those involved in the campaign against drug trafficking, must undergo retraining. Judge Laureano Alzate of the Regional Trial Court (RTC) branch 22 in Kabacan town said this would ensure that persons charged of selling or using illegal drugs, like shabu, would be convicted. Alzate said all of the drug-related cases filed with his sala are dismissed due to the violation of the ‘chain of custody rule.’ The rule, he explained, is on the handling of pieces of evidence by the police that conducted buy-bust raids or search operations against suspected drug couriers or users. Most of the times, he said, the pieces of evidence presented by the prosecution were either ‘mutilated’ or ‘mocked’. “Do not mutilate the physical evidences. I suggest the policemen undergo retraining in handling drug arrests so as to help them preserve the integrity of the evidences they would soon present in court,” said Alzate. The judge admitted that since he assumed the RTC post in Kabacan town he had not convicted a person accused of drug trafficking. In fact, more than 30

inmates at the Cotabato district jail in Kidapawan City accused of violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act were released from detention because of technicalities. This, he said, is despite the many arrests or buybust raids the police had conducted in the past. The town of Kabacan, the police said, is considered a transshipment point of illegal drugs in Central Mindanao. In fact, in May this year, the Kabacan Police organized an anti-drug task force to intensify its campaign against drug trafficking in some villages where reports of illegal drugs trading had been very rampant. The police even suspect that children ages 10 years old and above are also involved in selling prohibited drugs. A former police officer in Kabacan town, Supt. Raul Supiter, was once quoted as saying that the town of Kabacan has become the transshipment point of illegal drugs coming from Cotabato City and Cagayan de Oro City via Bukidnon province.

BWM MAG Typhoon ‘Bopha’ may enter PAR today TYPHOON (international name) ‘Bopha’ is expected to enter the Philippine Area of Responsibility (PAR) lastnight or early morning today, the state weather bureau said yesterday. Weather forecaster Jori Loiz however said that even if the typhoon enters PAR, it is still too far to affect any part of the country and would likely be felt starting Tuesday or Wednesday. Loiz said that as of 2 a.m. Sunday ,typhoon Bopha was located based on satellite and surface data at 1,380 km East of Southern Mindanao (05.8 °N, 138.8 °E) with maximum sustained winds of 175 kph and gustiness of up to 210 kph. It is forecast to move West Northwest at 20 kph. Once it enters the Philippine territory, Loiz said the typhoon will be locally named “Pablo” – the first in December and the 16th tropical cyclone to enter the country this year. For the month of December, he said one to two tropical cyclones may still enter the country. “We are advising residents who may be hit first, including those in coastal areas in Eastern Visayas and Mindanao, to take precautions,” Loiz said.

Bans on ‘Tuna’ fishing in the West Pacific region examined GENERAL Santos City–– Member-countries of the Western and Central Pacific Fisheries Commission (WCPFC) yesterday started reviewing the ongoing ban on tuna fishing in four areas in the high seas in the Western Pacific region during their 9th regular session at the Philippine International Convention Center in Manila. The five-day meeting would discuss measures to conserve fisheries resources in the western and central Pacific region. The WCPFC also includes participating territories from American Samoa, Commonwealth of the Northern Mariana Islands, French Polynesia, Guam, New Caledonia, Tokelau, Wallis and Futuna. The Commission also has Belize, Democratic People’s Republic of Korea, Ecuador, El Salvador, Indonesia, Mexico, Senegal, St Kitts and Nevis, Panama, Thailand, and Vietnam as cooperating non-member countries, Hurry said. try fisheries commission imposed a limited ban on tuna fishing beginning that year after a steady decline on tuna catch record raised alarms in the highly lucrative and competitive world tuna fishing industry. The Philippines is a signatory to the Commission. In 2009, the WCPFC expanded its conservation measure that included a two-year closure of four pockets of high seas in the Pacific Ocean that lie in the path of the highly-migratory tuna and tuna-like species. The ban took effect the following year but was extended during the belated March 2012 meeting of the Commission.
