Human traffickers are prowling the Typhoon Pablo-ravaged areas of Compostela Valley and Davao Oriental, including evacuation centers, and preying on dislocated survivors -- mostly women and children -- for potential victims, a newly accredited party-list group warned Sunday. “We urge the authorities to take forceful actions to protect displaced women and children, many of whom have lost not just their homes, but also their fathers, mothers, brothers and sisters,” said lawyer Maria Angela Esquivel, spokesperson of the party-list group Ugnayan ng Maralita Laban sa Kahirapan (Umalab ka). “The sudden collapse of family units on account of the staggering death toll, coupled with harsh economic deprivation due to widespread farm losses, has made many survivors extremely vulnerable to traffickers,” Esquivel warned.

“They may be easily exploited by human traffickers dangling all sorts of deceptive offers of quick cash and new employment here and abroad,” she said. “Orphaned children are especially threatened,” Esquivel said, adding that long before Pablo’s onslaught, child traffickers were already known to be operating in Southern Mindanao and Caraga, which bore the brunt of the super typhoon. She urged the Department of Justice-led InterAgency Council Against Trafficking to take strong preventive measures,

Jack Enrile maintains top place in new Pulse Asia survey

MANILA––Cagayan Rep. Jack Enrile remains one of the most favored among 32 candidates for the 2013 senatorial polls, according to the latest Pulse Asia survey. Enrile, who is also the son of one of the country’s most influential and respected political leader and namesake, Senate president Juan Ponce Enrile, placed 5th in the survey conducted in November. Pulse Asia President Professor Ronald Holmes said the survey asked Filipinos their senatorial preferences for the May 2013 elections. Typhoon victims in M’danao suffer mental depression Typhoon victims in Mindanao have been suffering from mental illnesses as a result of the disaster, a Malacanang official said. Deputy Presidential spokesperson Abegail Valte

said that the government would ensure that the emotional well-being of typhoon victims would be taken care of. She said that some members of the Aquino Cabinet

went to the disaster area last week and had a dialogue with survivors on the ongoing normalization efforts of the government. They explained to the survivors the government plans being

• Davao region posted the highest with 962 deaths • Injured rose to 2,662, missing 844 THE death toll caused by tropical cyclone “Pablo” continued to climb, reaching 1,020 as of Sunday morning while the estimated damage increased to P24.1 billion, the National Disaster Risk Reduction and Management Council (NDRRMC) reported. I n i t s u p d at e , t h e NDRRMC said the number of injured persons also rose to 2,662 while 844 others remained missing. The highest number of dead totaling 962 was reported from Region 11 (Davao Region). The rest included 21 in the Caraga Region, 15 in Region 10 (Northern Mindanao), 10 in Region 7 (Central Visayas), four in Region 12 (Soccsksargen), three in Region 8 (Eastern Visayas), three in Region 4-B (Mimaropa) and one each in Region 9

Cagayanons are rejoicing as the atmosphere of Christmas now sets the tone of the city. This Christmas is most memorable to Cagayan de Oro as it triumphed against all odds a year after the tragic typhoon Sendong. The city government has established a record of rehabilitating thousands of typhoon victims to permanent relocation sites. It also sets a record for attaining ‘zero casualties’ as typhoon ‘Pablo’ lashed its fury last week in a city nursing from the wounds of past disaster almost the same as the Christmas bells start ringing last year. We, Cagayanons, are grateful that our city officials led by Mayor Vicente Emano and the philanthropic acts of unselfish individuals, groups, and institutions came together to bring our feet back on the ground. To provide all amenities in relocation sites – roads, electricity, water, and livelihood – are living testaments that the city government never left the orphans and the widows in times of distress. Thank you, Mayor Emano. However, as we, Cagayanons, recall the heroism and sacrifices that all of us shared in dark moments, some continue to work to destroy our faith and steal our hope. Politicians with insatiable desires to gain power are sticking with their plans of sowing conflict among Cagayanons. These discarded politicians keep on fabricating issues to discredit the gains of the Cagayanons. They devise all kinds of tricks in vain efforts to mislead us. We strongly despise these acts of tyranny. Much as we would continually expose their acts of betrayal, we would never allow these people to manipulate our lives. We, Cagayanons, must stand together. Let this Christmas and future Christmases serve a grim reminder against politicians whose objective is to deceive us no end. CAMP Osito Bahian Malaybalay City, Bukidnon – 403rd Peacemaker Brigade will Celebrate the 77th Founding Anniversary of Armed Forces of the Philippines on December 21, 2012 with this year’s theme: “Bayanihan at Kahandaan: Tuwid na Daan Tungo sa Kapayapaan” 403rd Infantry (Peacemaker) Brigade, 4ID Philippine Army based at Camp Osito Bahian Malaybalay City has lined up various programs to commemorate this important event. First on its list is the “Simultaneous Tree Planting” which aimed to promote environmental protection and conservation. The simultaneous tree planting was conducted last December 11, 2012 which was participated by the different units under 403rd Peacemaker

Brigade and planted more than one thousand (1,000) various species of trees inside the military reservation of Camp Osito Bahian and other camps in the Brigade AOR. Second major activity will be the conduct of “Open House” on December 19, 2012 at the Brigade Headquarters. The activity aims to provide the public a glimpse of day to day activities of Army units through photo exhibit and static display. The final activity for this year’s founding anniversary would be the Bloodletting in

partnership with the Philippine Red Cross Bukidnon Chapter at Camp Osito Bahian Malaybalay City on December 21, 2012. There is no doubt that the rivals in politics in Misamis Oriental and elsewhere would draw the line to claim political ascendancy. Along this line, easing of weaker candidates with much stronger contenders would likely take place. In political parlance, they called these replacement candidates as ‘dark horses.’ For instance, talks in the political circle had surfaced that Norris Babiera, the standardbearer of the Liberal Party, might withdraw from the gubernatorial race. Without logistics and resources, Babiera becomes beholden to incumbent Cong. Pedro Unabia of Misamis Oriental’s second district. Bukidnon is top corn producer in NorMin

Bagumbaran CAGAYAN DE ORO CITY, --The province of Bukidnon is still the biggest corn producer in Northern Mindanao contributing 64 percent to the overall corn production in the region during the third quarter of 2012. Data gathered by the National Economic and Development Authority (NEDA) from the Bureau of Agricultural Statistics (BAS) in the region shows that Bukidnon produced 286,465 metric tons of corn during the quarter lifting the region’s production output by almost six percent to 448,855 metric tons. The province’s output was primarily due to the planting of white corn to some sugarcane areas, as well as, additional planting of yellow corn in hilly and mountainous areas of Malaybalay and Cabanglasan, Engr. Cecilio Clarete, NEDA-10 Chief Economic and Development Specialist said. Lanao del Norte only contributed 96,167 metric tons followed by Misamis Oriental with 41,923 metric tons while Misamis Occiden-

tal and Camiguin produced 24,046 and 254 metric tons, respectively. Clarete said the production in Lanao del Norte was affected by insufficient rainfall during the reproductive stage and large reduction in area harvested which drastically reduced yellow corn production in the province. Overall, the region produced 150,320 metric tons of white corn and 298,535 metric tons of yellow corn. In terms of value, the 14 percent increase in the farmgate price for yellow corn (P11.32 per kilo) coupled with the eight percent increase in production pushed the value of yellow corn to P3.379 billion, up by 23 percent compared to last year’s P2.737 billion. The value of white corn, however, dropped by about five percent to P1.854 billion despite the two percent increase in the production as farmgate price went down by seven percent or P12.34 per kilo. The region’s net corn sufficiency level during the quarter was estimated at about 143 percent, or a surplus of 134,821 metric tons. (APB/PIA-10)

Region 10 coco-export commodities earn $117.72 million in Q3 By Apipa P. Bagumbaran

CAGAYAN DE ORO CITY, -- Export of coconut commodities has earned for the region US$117.72 million during the third quarter of 2012. Records from the Philippine Coconut Authority (PCA) region 10 show that the value of export sales during the period was higher by two percent from the US$115.29 million earned in the same period in 2011. The volume of coconut commodities exported during the quarter, on the other hand, grew remarkably by 56 percent to 113,203 metric tons, totally recovering from a 27 percent reduction in the first quarter of the year. Though the total volume exported went up, the slight increase in the value of export sales was due to the decline

in the global prices of cocobased products as a result of high soybean oil supply in the global market, said Engr. Cecilio Clarete, Chief Economic and Development Specialist of the National Economic and Development

Authority (NEDA). Among the coco-based products, coconut chemicals and coconut oil were the top export commodities during the quarter earning US$61.98 million and US$27.32 million, respectively.

Ang Villar SIPAG ay magsisilbing tahanan ng masipag na pagpupunyagi ng ating mga mahihirap na mga kababayan—ang mga out-of-school youths, ang mga kababaihan, ang mga OFWs, ang mga walang ng trabaho at kahit sino pa man na nangangailangan ng kaalaman, impormasyon, pagsasanay, oportunidad, patnubay at inspirasyon upang makaahon sa kahirapan. Marami sa atin ang nangangarap at umaasa na ang kahirapan, pagdating nga panahon, ay makikita na lamang sa mga museo. At sana ay hindi na makakaranas ang mga darating na henerasyon ng kahirapan. Ngunit hindi tayo pwede maghintay lang na dumating na lang ang pinakaasam na panahon na yan. Kailangan natin kumilos upang makamit iyan. Kung kaya ang Villar SIPAG ay hindi lamang museo ng mga larawan, dokumento, libro at iba pa. Ngunit meron din naman ng mga iyan dito—sa ating Poverty Alleviation Museum dahil ito ay magiging sentro rin ng pananaliksik tungkol sa iba’t ibang aspeto ng kahirapan. Dahil ang ating kaalaman ukol sa kahirapan ang magiging gabay natin sa paghanap ng solusyon. Ang Villar SIPAG ay magiging sentro ng mga aksyon at aktibidad na konektado sa pagsugpo sa kahirapan. Katulad ng binanggit ko kanina, magiging tahanan ito ng ating pagpupunyagi laban sa kahirapan. Bukas ang pinto ng gusaling ito sa lahat ng ating mga masisipag na kababayan na gustong magpursigi na iangat ang antas ng kanilang pamumuhay. Tutulungan namin sila dito. Ang lahat ng bahagi ng gusaling ito ay pinag-isipan at itinayo upang maging kapakina-pakinabang sa ating layunin na labanan ang kahirapan. Ang SIPAG Poverty Knowledge Management Center ay magsisilbing library kung saan iipunin ang

mga reference at reading materials na maaaring gamitin ng publiko, lalong lalo na ng mga estudyante, iskolar, mamamahayag (press people) at iba pang grupo na nais manaliksik tungkol sa paglaban sa kahirapan (poverty reduction), usaping pangkabuhayan (livelihood generation), pagnenegosyo at iba pang katulad na mga paksa. A n g m g a Tr a i n i n g Rooms ay gagamitin upang magbigay na kaukulang kaalaman at pagsasanay sa ating mga kababayan tungkol sa oportunidad na pang-hanapbuhay, pagnenegosyo at iba pang pagkakakitaan nila. Mag-iimbita tayo ng mga eksperto upang turuan sila. Ang Mini Theater at Reception Hall ay magiging venue ng mga pagtitipon at mga programa (conferences, conventions, performances o symposium) na tumatalakay pa rin sa isyu ng kahirapan. Maaari tayo magkaroon diyan ng mga film-showing at iba pang events o gatherings. Samantala, may itinayo rin tayo na Nacionalista Party Museum na magpapakita ng mga memorabilia, dokumento, larawan at iba pa ng itinuturing na ‘oldest political party’ ng ating bansa. Napakagandang pagbabalik-tanaw iyan sa mga naging lider ng partido—ang kanilang mga accomplishments—at syempre ang mga naging pagpupunyagi rin ng mga miyembro nito. “Ang Bayan Higit sa Lahat’ ang popular na motto ng Nacionalista Party, naayon sa paninindigan na ipaglaban ang kapakanan ng bayan, higit sa ano pa man na interest, ay ang pagnanais din na palayain mula sa kahirapan ang ating kapwa Pilipino. Iyang kalayaan na yan ang kinakailangan natin sa panahon na ito at matagal ng minimithi ng marami sa atin. Ang Villar SIPAG ay tahanan nating lahat—ang mga mahihirap na gustong makalaya mula sa kahirapan; ang mga indibidwal at mga organisasyon na gusto tulungan ang mga mahihirap; ang mga public servants na layunin at tungkulin na iahon sa kahirapan ang ating mga naghihikahos na mga kababayan. Lahat kayo ay welcome dito… Hangad namin na ang Villar SIPAG magiging saksi rin sa tagumpay ng lahat ng ating mga pagpupursigi at pagpupunyagi upang labanan at tapusin ang kahirapan, pagdating ng panahon. At ang mga nagsipagtagumpay na sa buhay dahil sa Villar SIPAG ay sila naman ang aakay at gagabay sa iba na makaahon din sa hirap. Kapag mas maraming tao ang nagtutulungan, ang tanikala ng kahirapan na pumapatay sa pangarap ng marami nating mga kababayan ay magiging tanikala ng pagtutulungan na muling magbibigay sa kanila ng pag-asa. ARMM approves regional version of repro healthcare KIDAPAWAN City––Legislators of the Autonomous Region in Muslim Mindanao (ARMM) on Thursday approved with finality the region’s Reproductive Health Care Act of 2012. Regional Legislative Assemblywoman (RLA)Irene Tillah, (2nd district of Sulu), who authored the law, said the Act recognized the universal basic rights of every individual in the region in terms of reproductive health. She stressed that these rights, including their religious convictions, are also guaranteed under the Act. The law is a product of the series of consultations and dialogues the RLA conducted the past months with several sectors, including the Darul Ifta, highest group of Islamic religious leaders. During the consultations, according to ARMM legislators, they gathered feedback, opinions, views, and comments while addressing issues and concerns raised on reproductive healthcare and natural family planning. The legislators also stressed the Reproductive Health Care Act of 2012 fully ensures the promotion of natural family planning. They also considered the opinion of the Ulama or the Islamic Fatwa. Under the law, the ARMM regional government, has the central responsibility to provide reproductive health care and family planning services and information to the entire Bangsamoro people.
