CAGAYAN de Oro City––Instead of protecting and advancing Mindanao’s competitive advantage by developing more clean hydro power plants, the Department of Energy (DoE) is showing a bias and partiality to dirty coal-fired power plants to address the island’s worsening power problem, a renewable energy advocate claimed. ZAMBOANGA City––A bomb explosion on Monday wounded a Muslim rebel in the restive province of Maguindanao in the southern Philippines, officials said. Col. Prudencio Asto, a spokesman for the 6th Infantry Division, said the bomb exploded just as members of the Bangsamoro Islamic Freedom Fighters were passing near a government irrigation canal in the village of Lower Salvo in Datu Saudi Ampatuan town. “One BIFF member under Mohaiden Animbang was wounded in the blast, that’s what we have gathered so far. Reports also said that the BIFF members were on their way to attend a Kanduli,” he said, referring to a peace ceremony among warring Muslim clans. It was not immediately known who was behind the

The K+12 curriculum By GINA L. MANDAWE

THE administration of President Benigno Aquino III insisted that the implementation of the controversial K+12 basic education program will enable students to be more competitive via reforms and innovation in the curriculum. This as the House of Representative approved House Bill 6642, otherwise known as the Enhanced Basic Education Act of 2012, which aims to augment the current education system by putting into law the K to 12 education program. The K plus 12 basic education is an extension by two years of the school program. The enhanced K to 12 Basic Education program will be implemented in all public elementary and secondary schools nationwide starting school year 2012-2013. The new program will remove the Philippines from the group of only three countries in the world still implementing a 10-year basic education curriculum, said President Aquino. It adds two years of senior high school and makes Kindergarten mandatory for children five years of age. Grade 11 or the first year of senior high school will be introduced by 2016, while Grade 12 will commence in 2017. The new curriculum also aims to ensure every child is a reader by Grade 1. “The program aims to give our students 21st century skills,” Education Secretary Armin Luistro. Pre-schooling for all and use of mother tongue-based multilingual education will be a reality as well as the madaris (Islamic) education as a sub-system across all levels, added Luistro. Twelve mother tongue languages shall be utilized as language of instruction. These are Tagalog, Iloko, Kapampangan, Pangasinense, Bikol, Cebuano, Hiligaynon, Waray, Maguindanaon, Maranaon, Tausog and Chavacano. C O TA BAT O C i t y – – A magnitude 5.2 earthquake rocked coastal towns in Sultan Kudarat province Sunday morning, the Philippine Institute of Volcanology and Seismology (Phivolcs) today said.

A magnitude 4.9 earthquake also jolted parts of Davao Del Sur on Sunday afternoon, Phivolcs said. In it s bu l l e t i n , t h e agenc y said the quake with magnitude 4.9 occurred at 3:14 p.m. with its epicenter located at 124 kilometer (km) northeast of Saranggani town in Davao Del Sur. The tremor recorded at 4:28 dawn has a depth of 612 kilometers and its epicenter was traced 49

kilometers southwest of coastal town of Kalamansig, Sultan Kudarat. No casualty or damage to property was reported. Phivolcs said the tremor was slightly felt in the coastal towns of Lebak, Kalamansig and Palimbang because its epicenter was traced in the Moro Gulf. Phivolcs said the earthquake was tectonic in origin or movement of tectonic plate in the Moro Gulf.

Suspects in Ma’danao massacre tagged in killing of 2 army officers CAMP SIONGCO, Maguindanao––Two armed men suspected to be involved in the 2009 Maguindanao massacre shot and seriously wounded two intelligence operatives of the military conducting surveillance operations in Sultan Kudarat Sunday, the Army here said. The victims, who are members of the 46th Infantry Battalion, were traveling on a highway along the border of Isulan and Ezperanza, both in Sultan Kudarat, aboard a motorbike, when shot by two men riding in separate motorbike at about 9 a.m, according to Colonel Prudencio Asto. Asto, speaking for the 6th Infantry Division, said Pfc. Sammy Ali and Pfc. Nickerson Susaya, both in civilian clothes, were shot while tailing a vehicle where a suspect in the Maguindanao massacre was believed to be riding. Although armed, the Army intelligence opera-

tives failed to return fire as their vehicle crashed on the roadside. Ali sustained injury in his back while Susaya was hit in the abdomen. The gunmen fled after the shooting. Asto said Ali and Susaya had been actively helping the police in hunting down suspects in the Maguindanao Massacre that are still unaccounted for. Among those who are still unaccounted for are two grandsons of former Maguindanao Gov. Andal Ampatuan and members of the defunct Maguindanao Civilian Volunteer Organization who allegedly participated in the carnage in Ampatuan town. The desperate and hypocrite politicians are concocting this absurdity. What is more appealing than fabricating lies in an effort to arouse public outcry? Finding the lack of valid issues, these despicable groups accused local city officials as culprits of Iponan River’s discoloration. Definitely, the local political oppositions are inventing this issue to sway facts away from the truth The truth is the discoloration of the Iponan River took place because of illegal mining in the province of Misamis Oriental. Cagayan de Oro and its residents are not parties to the environmental destruction of the Iponan River and its watershed. Otherwise, the Cagayan de Oro River itself would have suffered discoloration long time ago. In some instance, the city government might have allowed small-scale mining in controlled areas in the city’s outskirt. Nevertheless, the city government is careful that these mining activities are adopting measures that would protect the area’s environment. Allowing small-scale mining to operate is one way of providing jobs to the unemployed. In exchange, the city government strictly enforces environmental policies to make these areas safe against environmental destruction. This is the primary reason why the city government is running after illegal mining. Cagayan de Oro City residents and native Cagayanons are glad of the city’s initiatives. It is in this context that politicians opposed to the incumbent administration are resorting to various forms of ‘lies.’ The idea is to make it appear that local officials are doing nothing against illegal mining. The political opposition should not jump into baseless and unfounded conclusion that, in the end, would be disadvantageous to them. Cagayanons had earlier pledged to support groups who would fight for environment protection. However, city residents had withdrawn this support when it turned out that these environment groups are ‘fronts’ in pursuing political interests. It is sad, that aside from Sulog, individuals masquerading as environmentalists have used other groups like Save CDO Movement, Bangon CDO, Mata na CDO, to pursue political caprices. We, Cagayanons should not believe their accusations least we would fall prey to pitfalls they have purposely laid down to mislead us!

RDC Resolution No. 129 was passed during the 35th RDC Meeting on September 13, 2011 Declaring October 21 as Road Safety Day in Region XII. Supported by the Presidential Proclamation No.159 as Philippine Decade of Action for Road Safety. Road Accidents! Nothing new right?...It has been a part of daily news as we say. Whenever we talk about or see vehicular or road clothes, it may be major or minor, we simply say that they got into an accident. Upon closer analysis, we come to realize that an accident is a chance event commonly involving catastrophe, suffering or damage. Almost all vehicular road crashes are not chance events but the result of a series of events that led to the crash. Base from studies more than 90% of all vehicular crashes are caused by HUMAN ERROR or SERIES OF HUMAN ERRORS. Most people look at accidents as ACTS OF GOD and such cannot be avoided are NOT AS MISTAKES OF MAN which are avoidable. Maria Z. Information Drive for the intermediate pupils was also conducted to Grade IV,V and VI. Active participation and cooperation and observed among the pupils. They appreciated so much the value of Road Safety advocacy. Sustainability of the advocacy was recommended by the group.

DRUG addiction is the one of the social ills that challenged the Philippine society. It is because illegal drugs through a prohibited substance. Teenagers are among the users. Some teenagers had not finished their studies and lives gone to waste through the continuous utilization of this outlawed commodity. To address this sad reality, this school through the cooperation of the Local Government Unit

(LGU) of Barangay Carmen, Tacurong City had sponsored a Drug Symposium last September 14, 2012. The Barangay Council headed by the Barangay Chairman Welson U. Ferrer were very active in conducting a symposium against drugs in the BFerrer were very active in conducting a symposium against drugs in the Barangay as well as in the school every year. They also serve snacks and lunch for all the participants. Among the resource persons who were invited to talk about matters per-

The Grade Five and Grade Six pupils attended the said symposium along with their parents and class advisers. The symposium lasted for only one day. In the symposium, reading materials containing information about this topic had been distributed among

It is hoped that in the future another symposium will be held so as to enlighten the students of this school on the evils and had been brought about by the use of this substance. In this school, lessons in Character Education, Science & Health and Edukasyong Pantahanan at Pangkabuhayan (EPP) were integrated with lessons in drug addiction. This move is expected to give awareness on pupils on the negative effects on the use of this substances.

With the joint effort of the school, teachers, parents and our school canteen we can assure that the food and services rendered in our school was truly safe and good for the health of everybody. Close monitoring of the food being sold in the canteen can be guaranteed. Two Doctors and other nurses visited our school to have free medical and dental check-up for two days dated July 2012. The whole community was very thankful for that benevolent help. Together with the Department , and city health office every school in the Division was given free multivitamins and “purga” medicines for the deworming to increase good appetite among children. Brought by the limited medicines, multivitamins was only given to grades1-4 each pupil w/ 5tabs.in a week good until March. “Purga” medicines was given to all grade levels but of course with the consent from the parents before letting the a pupil toke the medicine. The continuous implementation of toothbrushing and handwashing program was observed in our school. With regards to the feeding program of the school every class is sincerely

During the celebration of the “ World Teachers Day”, City government of Tacurong sponsored services together with Educational Institutions that offers beauty care and cosmetology courses to implement the mentioned services to our beloved teachers. Services like facial care , haircut, pedicure, manicure,and body massage. With our city health free medical consultations and advise are also offered. Last July 22, 2012 five nurses connected to Tamundong Clinic and hospital visited the school to render services to teachers like getting blood pressures, body massage, interviews regarding health status of teachers to give information about harmful body acids. There are suggested medicines to be taken by teachers together of course with the doctors prescriptions. The said activity was greatly appreciated by the teachers.

THE Department of Education (DepEd) are gearing towards capacitating public school teachers for the introduction of K to 12 to the country’s educational system. In a radio program in Cebu City, Dr. Carmensita Dinampo, head of the Curriculum and Learning Management Division of Department of Education (DepEd) VII, said there are speculations on the readiness of teachers for this new format and that the department will ensure that everything will be put in place..

“We are trying our best to capacitate teachers for them to become effective, efficient, and excellent in the delivery of their lessons,” Dr. Dinampo said. Dinampo said that some teachers have already joined divisional, regional, and national trainings. She stressed that most of the teacher-participants have showed strong commitment in facing the challenge posed by the newly-adapted education system. According to her, these trainings for the elementary and secondary teachers aimed to maximize their

skills in handling the Kto12 system. Kto12 is the new curricula of DepEd for the primary and secondary education public schools. With K to 12, an additional two more years is added before students can proceed to college. “Those school administrators who have undergone trainings will train those untrained teachers in their division. Phil-AHIS team members’ meet in R10 CAGAYAN de Oro City – DISEASES are seen as the ultimate threat of the animal industry, thus, the Department of Agriculture - Regional Field Office 10 (DA-10) through the Livestock Sector Division in collaboration with the Bureau of Animal Industry (BAI), recently spearheaded a Regional Philippine Animal Health Information System (Phil-AHIS) Conference at the Harbor Lights Hotel, in this city. Phil-AHIS is a computer-based and centralized databank system that can generate standard, fast and site-specific reports for animal health information. In which, all these are directed towards crafting wise decisions among stakeholders, including field workers, researchers, farmers, policy makers and animal health experts in strengthening the animal industry. Significant reports that can be generated from the

system include, but not limited to in disclosing the number of farmers and animals served by the agency along with its partners. These can also show the common diseases, afflicting animals throughout Northern Mindanao, in which they are further categorized into types and species. As the agriculture department seeks to have an enhanced animal disease information management, the meeting particularly aimed to warrant an abiding education among field and report officers on animal diseases detection, control and prevention as well as to cater to animal health emergencies, especially during disease outbreaks. Likewise, it intended to guarantee the proper course in data submission, characterized by timely and accurate reports from the grassroots level to the municipal, city or provincial veterinary offices to the

DAY ONE (Thursday) --- It was still early in the morning about 6 a.m. when Cathay Pacific (CX) Flight 0289 docked at the Frankfurt International Airport Bay no. 2. Beth was still nursing some stiff neck and the usual neck pains when we unbuckled to disembark. (An interesting fact for President Willie Torres and my colleagues at the Davao Sports and Classics Cars Club: there’s NO SPEED limit in their highways throughout Germany, according to Sammy. A good spot for a fun drive!) Sammy, while driving was a good source of information. I was curious and I could not wait for the briefing by the VM doctors. He said the fresh cells are taken from “Black Mountain” sheeps, specially raised in a farm and transported to VM laboratories for tests and procedures before they are slaughtered while 18- week pregnant. The mother sheep is slaughtered on the day of the injection on the “client” (they don’t use the word “patients”.) The unborn fetus, about 18 weeks old is still alive when the fresh cells are taken and within 2 hours, the cells harvested must be injected on the guest. He

So because we want to feel we’re still OK and good enough, we choose to compare ourselves to those really bad people. But there is only one way that God can accept you and me so we can live in a right relationship with Him. God has to give us the gift of His own perfect

goodness. That’s why God the Son became a human being to pay the penalty of death for all our wrongs and sins. Not His, since he has no wrongs to die for. Jesus wants to give you His perfect goodness free, so you can be good enough to become God’s child and enjoy His life with Him— both now and in heaven after you die. But it’s up to you to ask Jesus for His free gift of forgiveness and new life. Just ask Him to forgive you for all your wrongs and living your own way. Then ask Him to take full charge of your life and start changing your character with His kind of goodness inside every day, for the rest of your life. Just Think a Minute.

Perhaps, constructing a ‘Sendong’ memorial in that park would boost the sale. What is on that memorial wall? It has nothing but carved names of missing typhoon victims. Will survivors visit there frequently to light a candle and pay homage to their departed? Will the memorial served the best interest of the poor people of Cagayan de Oro and Misamis Oriental? That sounds ridiculous, is it not? It is equally ridiculous thinking of business as a way of serving the poor. The Villars might not be thinking that way. However, being businessmen and considered one of the country’s top realtors, Villar’s motive in joining politics is questionable. Is it not that businessmen joining politics to protect business interests? We could cite many examples of this case. Villar is just one. When asked of her agenda for Mindanao, Cynthia simply said that her foundation has already extended livelihood assistance to about 2,000 people in Luzon. That is right! However, Mindanao is different, madam. Well, ‘I would support the Senate on all programs for Mindanao,’ Villar said. Certainly, Cynthia Villar has no concrete platform of government. Is Cynthia Villar among businessmen who want elective post to make sure their businesses are secured? One of Cynthia Villar’s staff later said, ‘We don’t really need votes from Mindanao. Overseas worker jumps from building in Taiwan to escape rape, murder attempt By INA ALLECO R. SILVERIO of Bulatlat.com

MANILA––It was a choice between breaking her bones or being raped and murdered. A Filipina caregiver in Taiwan was forced to jump from the window of a second floor apartment to escape her employer who attempted to rape her. Eden Abarientos, a 43-year-old caregiver working in Taiwan, suffered broken bones and severe injuries after she jumped from her employer’s window sometime past midnight last September 9. Abarientos first arrived in Taiwan the previous August 31. Soon after she began working for her employer Chang Chiung-Liang, she was sexually harassed by the latter. In her sworn affidavit submitted to Migrante International, Abarientos said her employer touched her breasts and private parts while she worked in the kitchen. “He would do this to me everyday, almost every hour. He told me to go to his room, but I refused. He offered me money, but I still didn’t go,” she said. Abarientos had been with her tormentor for a week before she made her attempt to escape. She said she heard her employer talking to someone about killing her. “I heard that they would kill me and then place me inside a plastic bag,” she said. On the evening of September 8, she cooked dinner. She was the last in the household to eat, but when she finally ate she sensed that drugs were added and mixed to her food. “I felt my mouth dry up, I had no saliva. I immediately drank a glass of water which I mixed with a lot of sugar. Then I jumped from the apartment,” she said. The police found her the following morning at 6:00 a.m. and took her to the hospital. The rescuing officers also called her agency in Taiwan. A certain Mrs. Chiu, a representative of the recruitment agency, went to the hospital and promised to pay for her hospital bills. The woman, however, warned her that she should sign a statement stating that she would not file charges against her employer when she returns to the Philippines or else she would be killed the following day. A Chinese citizen, a Filipina and the son of Abarientos’ employer spoke about her to the representatives of

the Manila Economic and Cultural Office (Meco), which is the de facto Philippine embassy in Taiwan. Abarientos said she got no help from the embassy or from the Overseas Workers Welfare Administration (OWWA) officials in Taiwan. Her week’s worth of work was unpaid. “I received not the slightest assistance from the OWWA or the Department of Foreign Affairs. It was the recruitment agency that paid for my ticket home. My husband met me at the airport. Throughout my ordeal and immediately after, the government did not help me,” she said. Abarientos was repatriated last October 5. Escaping cruel and abusive employers Abarientos is not the first OFW who chose to risk falling to her death rather than suffer rape or physical abuse. Last year on September 5, Hadeah Macalpang, 33, jumped from the second floor of her employer’s apartment and landed on the pavement. She sustained a broken left leg and fractured hip from her fall. Earlier this year in August, an OFW working as a household service worker in Kuwait also jumped from her employer’s house to escape the cruelty of her employer . Margie Pontillas in a report on Abs-Cbn Interactive was quoted as saying that her female employer was vicious and refused to feed her for days on end. Pontillas suffered a fractured right foot and broken toe nail, but when examined by doctors, it was discovered that she also had bite marks on her left arm and right forefinger. “She bit me on the hand and on the arm. I thought it was better to jump from the building because at the time she was throwing so many things at me,” she said. The mother of five arrived in Kuwait from Davao in February 2, 2011. Her first employer was kinder than the first, but she left when the former did not allow her to make a cash advance on her salary: she needed money for her mother’s hospital bills. She returned to her recruitment agency, and it sent to a second employer, the one who physically abused her. “My employers, husband and wife, would often fight, and the woman directed her

I had no choice but to escape by jumping out the window, I couldn’t let them kill me,” she said. Pontillas saw her chance to escape on July 16. She jumped and lay on the pavement with her fractured foot. Fortunately for her, a taxi came. She got in and directed it to take her to the OWWA office in Kuwait. She spent two weeks at the Al-Razi Orthopedic Hospital before she was assisted by the Abs-Cbn Middle East News Bureau in contacting the embassy. One year death anniversary of Terril Atienza In a separate but related development, on November 20, Migrante International marked the first death anniversary of OFW Terril Atienza who was killed in Mongolia, a victim of human trafficking. Circumstances surrounding her death pointed to foul play and organ trafficking. When Atienza’s remains were flown back to the country on December 9, 2011 her heart was missing. Her whole body was bruised, beaten and burnt. Autopsy conducted by the National Bureau of Investigation (NBI) Medico-Legal Division further revealed that her other internal organs were ‘sectioned with missing portions’. in the southern part of Bukidnon covering the municipalities of Kitaotao, Dangcagan, Kibawe and Damulog. Its dam will be located in the municipality of President Roxas, North Cotabato. Pulangi 5 was originally proposed by the NPC in 1991 but had to repeatedly defer implementation of the project due to the power crisis and the 1997 Asian financial crisis. NPC eventually gave up on the project in 2001 with the passage of the Electric Power Industry Reform Act (EPIRA). In June of 2011, the Infrastructure and Utilities Development Committee of the Regional Development Council-X (RDC10) has favorably endorsed the Pulangi 5. RDC-10’s Infrastructure Committee found the project financially viable. Gre e ne rg y and t he Northern Mindanao Electric Cooperatives Association (NORMECA), which has as members eight electric cooperatives in the region, have initiated the 132 MW Bulanog-Batang Hydro Power Project initiated in 2005, also in Bukidnon. These two projects are “moves to localize and make independent Mindanao’s generation of power,” said Donggay. Donggay said that based on the definition of renewable energy, hydroelectric power is a renewable energy along with biomass, solar, wind and tidal because they are “naturally occurring inexhaustible sources of energy.” But instead of developing clean renewable energy sources, the DoE instead has

prioritized the development of coal-fired power plants as solution to the Mindanao power crisis. In its Philippine Energy Plan (PEP) 2009-2030, the DoE gives priority to fossil fuels such as oil, gas and coal. Number one in the PEP 2009-2030’s Policy Thrust of ensuring energy security is to “accelerate the exploration and development of oil, gas and coal resources,” while the “development and utilization of renewable and environment-friendly alternative energy resources/ technologies” is only number two. Many are strongly opposing coal as source of energy because it is dirty and its fall ash is toxic to the environment and human health. The opposition becomes more pronounced in light of recent calamities spawned by global warming and climate change, to which coal is a contributor. Energy/power sector experts are unanimous that Mindanao really do need new power generation plants not only because of its aging workhorses—the Agus and Pulangi hydropower complexes in Lanao del Sur and Bukidnon provinces, respectively—but also because energy demand is increasing. But clean renewable energy advocates pointed out that despite this fact, Mindanao does not need expensive and dirty fossil fuel-based power plants like coal-fired power plants because the island has vast renewable energy reserves with over a thousand MWs from hydro, 400 MWs from wind and the still unexplored potential of solar power. They demand that DoE and the government help Mindanao protect its competitive advantage by tapping these vast reserves of renewable energy especially hydro. “Cheap hydropower remains key to Mindanao’s development strategy as this remains our competitive advantage,” said Secretary Luwalhati R. Antonino, chairperson of Mindanao Development Authority (MINDA), during the Mindanao Power Summit in Davao City on April 13, 2012. However, present and future scenarios, point to a balanced energy mix in Mindanao inorder for the island to remain competitive as well as ensure reliability of supply and build a sustainable solution to its power crisis, said Manuel M. Orig, Aboitiz Power Company first vice president for Mindanao Affairs, during his presentation to the Davao Investment Conference on November 17. “We should pursue as much renewable energy sources as possible as long as it will not prohibitively expensive to consumers,” Orig said. “At the same time, we must realize that renewable energy will not

be enough to fill the present shortfall. So we must also utilize non-renewable power sources that use modern technology to ensure there are no adverse effects to the environment.” Aboitiz Power Company (APC), which is building a coal-fired power plant in Davao, said that coal is not its only solution to the Mindanao power. Aside from coal-fired power plants, APC, through its unit Hydro Electric Development Corporation (HEDCOR), is presently building the P1.8 bullion 7-MW Tudaya Hydropower Plant 2 in Sta. Cruz, Davao del Sur. It is located downstream of HEDCOR’s existing Sibulan Hydro Power Plant B. HEDCOR is also waiting the go-signal for the construction of the 13-MW Tamugan Hydro Power plant. It also has in the pipeline the construction of the 28.2-MW run-of-river hydroelectric projects that will harness the powers of the Sita and Simod Rivers in Kitaotao, Bukidnon “Aboitiz Power believes in hydro. That is why HEDCOR is building left and right. But Mindanao needs a balanced source of energy sources. We cannot be dependent to just one source. If we go all coal, we are dependent on world coal prices. If we go all diesel, it may be too expensive. If we go all hydro, we will be dependent on weather conditions. By balancing our sources, we get the security/reliability of coal and the pricing advantage of hydro. We get the best of both worlds,” said an AP official who asked not to be named as he/she was not authorized to speak on such matter. “We have said over and over again that coal will never replace hydro. Hydro will still be the bread and butter power source of Mindanao…We just need to widen our fossil-based baseload portfolio so Mindanao will not be in the dark during summer months when power consumption goes up,” the AP source added. Orig said only nonrenewable energy sources like coal power can fill the bug supply shortfall in Mindanao as of the present while keeping the prices competitive for consumers and businesses. As of Monday (November 19), Mindanao is short of 420 MW. The shortage is projected to increase to 484MW by 2014, enough to cut power entirely form the cities of Davao, Gen. The first infusion meant being hatched to an oxygen aerator attached to your nose and getting an intravenous flow of some pinkishlooking fluid containing concentrates of Vitamin C, B12 and Glutathione combined. The procedure was over in about 45 minutes. When I asked the German lady nurse what was the infusion for, she explained that it was to loosen up the body in preparation for the next day’s fresh cell injections. Next to Beth lined up in the infusion chairs were young Thais. I could not miss their nationality as they spoke. The young petite lady beside her looked so young, maybe no more than 25 years old. She was tweaking her IPAD continuously and when I peeped, she was in a “casino playing” mode. Later during the day, VM’s Joyce told me she was one of the youngest casino owners in Thailand. No wonder she had a battery of assistants tending to her needs and keeping her engaged. At the other end was a husband and wife couple from Vietnam. I was told this was their 3rd visit to VM for the treatment. After the first infusion we were conducted to our Room No 19 on the 2nd floor. It was a functional room, with a heater (of course!) With two beds on each side of the wall, a toilet and an opening to a balcony facing the trees and the forests outside. This was to be our home for the next four days. Then, we were called back downstairs to meet with two VM Resident medical doctors Dr. Andre Morato, a Filipino who’s been in Germany almost all his lifetime and Dr. Hurtgen for an interview and dialogue. They explained the whole process. They had been familiar with Beth’s kidney problems as her medical records had been sent to them way ahead of the trip by our friend and attending physician in Manila, Dr. Rose Liquete who helped set up the VM treatment. After lunch was free time until evening. We were assigned a car and a driver that brought us to a nearby center of town where we strolled and bought a few necessities. Beth attempted to shop but she forgot to get some EUROS at the airport bank, so she had to settle for just a few items for some Euros I saved from my previous trips.

Before retiring that night and during dinner, I was able to meet the German couple, seated in the next table. The husband was 93 years old while the wife, who spoke good English, was 10 years younger. They had been coming to VM for fresh cell treatment for several years. “You come here every year?” I managed to ask. The lady answered: “No, more often than 12 months now. When we have time, he drives about 200 kilometers from here and takes the treatment. Our family had been regulars here since my mother discovered the place starting in 1984.” When I asked her how he could manage to drive alone for several hours to come to VM at 93 years old, she explained with a wink: “He used to fly jets as a pilot. So driving cars is not a problem!” I was amazed and stared at him. I noticed his face was pinkish, without the vestiges and ravages of age. Although he had a cane, it was to steady him when walking on uneven surface. No wonder they keep coming to VM. But that’s something Beth and I will have to find out for ourselves. Initial autopsy reports from the National Institute for Forensic Science of Mongolia indicated that Atienza died of “severe intoxication from an unknown source.” When her body was repatriated and examined by the National Bureau of Investigation (NBI), it was discovered that her heart was missing and a rag was found inside her body. The NBI autopsy report stated that her death was “probably secondary to hypertensive cardiovascular disease” due to a stabbing incident. On Atienza’s first death anniversary, her family, led by 17-year-old daughter Nyrriel and husband Nilo, went to the offices of the Philippine Overseas Employment Administration (POEA) and the DFA to follow-up their appeal that justice be found for Atienza. They left the offices disappointed. Violence against women OFWs According to Gina Esguerra, Migrante International secretary-general, the case of Atienza, Abarientos, Macalpang and Pontillas are only a few of the many cases of violence against women migrant workers. She said that on November 25, the International Day for the Elimination of Violence against Women and Children, Migrante International will demand that the Aquino administration push for justice for the OFWs. “OFWs like Abarientos were victimized not only by their cruel employers but also by the government in its neglect. It is precisely the government’s lack of efficiency and immediate response to the needs of OFWs that make OFWs vulnerable to abuse and injustice,” Esguerra said. Migrante’s Esguerra said the violence against women migrant workers and children will be one of the highlights in the witness testimonies for the upcoming International Migrants’ Tribunal which will be held on November 28-29 at the University of the Philippines in Diliman. It is organized

by the International League of Peoples’ Struggles (ILPS), International Migrants’ Alliance (IMA) and the International Women’s Alliance (IWA). The Tribunal will put on trial the Global Forum on Migration and Development (GFMD) as it is being facilitated by sending and receiving countries, including the Philippines. It is expected to be attended by judges and witnesses from different parts of the world. Migrante International and other migrants’ groups and advocate organizations will be witnesses to talk about the intensification of labor export in migrantsending and receiving countries and its adverse effects on migrant workers. The new design of instruction, the spiral progression approach, is arranged in a way that teachers can easily follow through. Teachers can also modify this guide in order to fit the needs of their students,” she said. Dinampo acknowledges that there are still those who are doubtful towards the Kto12 system. Believing that the system had the best intentions for Philippine education, DepEd reaches out to other stakeholders and institutions. “We also check our relationship with our local government units and nongovernment organizations. Providing quality education cannot be done by schools alone. We need partners,” she said. “The goal of the Kto12 system is communicative competence. However, we need further researches and studies on the new program in order to address certain problems in the education system,” she stressed. The Kto12 program has also introduced the use of mother tongue as medium of instruction. The Mother Tongue-based Multi-lingual

education (MTB-MLE) shall be applied from kindergarten to Grade 3 in both public and private schools. Under the program, kindergarten and from Grades 1-3, the regional or native language of the learners shall be used for instruction, teaching materials and testing. From Grades 4-6, there shall be a language transition plan so that Filipino and English are gradually introduced until these languages can become the primary modes of instruction in high school. The transition plan addresses a critical flaw in DepEd Order No. 16, which limits L1 use up to Grade 3 only. Research has shown that “short exit” schemes lead to the same

disastrous academic results as complete immersion in a second language (L2) that learners cannot speak. The other laudable provisions of the new law include: 1. The science subject will now be introduced in Grade 1, instead of in Grade 3. This subject will also be taught in the L1 of the learners, and not in English. In the past, some people had this silly notion that by integrating science into the language subject, pupils will learn English. A legacy of the old bilingual policy, this idea has been repeatedly disproven by the Trends in International Mathematics and Science Study that found students had higher achievement when

primers and other teaching aids in the local languages are continuously being developed by teachers, but production is hampered by the long and tedious process of evaluation and approval from imperial Manila. 4. Finally, Filipino Sign Language (FSL) is now recognized as the learning medium in educating the deaf. This proposal actually reiterates a DepEd Special Education (SPED) policy way back in 1997. If finally carried out in practice, this will make education in our country inclusive to a sizable community whose learning rights have long been trampled upon by the dominant hearing population.
