Villar helps Iligan government to build memorial for Typhoon Sendong victims Iligan City––Cynthia Villar, Managing Director of the Villar Foundation, attended the groundbreaking ceremony of a memorial that will be built to honor the memory of those who died and went missing when typhoon Sendong ravaged Iligan on December 17 last year. 15-man body created to draft Bangsamoro Basic Law PRESIDENT Benigno Aquino III has issued Executive Order No. 120 creating the Transition Commission for the drafting of the proposed Bangsamoro Basic Law in accordance with the 2012 Framework Agreement signed by the Philippine government and the Moro Islamic Liberation Front

(MILF) peace panels. The Commission will be composed of 15 members to be appointed by the President and shall sit en banc or constitute itself into divisions, as it may deem necessary for the speedy, effective and efficient performance of its functions. Aside from drafting

the proposed Bangsamoro Baic Law, the Commission was also tasked, whenever necessary, to recommend to Congress on the people proposed amendments to the 1987 Philippine Constitution. EO 120 also mandated the Commission to assist in identifying and coordinating development

programs in the proposed Bangsamoro in conjunction with the MILF Bangsamoro Development Agency (BDA) and the Bangsamoro Leadership Management Institute (BLMI). The EO states that the Commission shall cease to operate upon the enactment by Congress of the

Bangsamoro Basic Law. President Aquino also stated in his EO that the Commission shall ensure “transparency, inclusivity and utmost professionalism” in the performance of its mandate, and shall provide for appropriate and effective mechanisms for consultations with all stakeholders, as may be

warranted. The Commission was authorized to create technical committees and designate members, and may also engage the assistance of experts and professional advisors subject to government rules and regulations. It will have an initial allocation of P100 million to be taken from the President’s contingency fund. Appropriation for the succeeding years shall be incorporated in budget proposals under the Office of the President.

KIDAPAWAN City–– Legislators in Kabacan, North Cotabato declared their town ‘under state of calamity’ after 13 barangays, mostly situated along the riverbanks of the Pulangi River and Liguasan marsh, were ravaged by the recent super typhoon Pablo. The Sangguniang Bayan unanimously approved the resolution declaring their municipality under state of calamity during its regular session Monday. The legislators used as basis in their resolution the data they received from the Municipal Social Welfare and Development Office (MSWDO). Data showed more than 2,000 families from 13 low-lying barangays in Kabacan were displaced when flood waters reached waist-deep. About 160 hectares of rice fields, already on their vegetative stage, in Barangay Kilagasan, Kabacan, were destroyed by floods, according to social welfare officer Susan Macalipat. Barangay Kilagasan is considered one of the rice granaries in Kabacan. The Cotabato provincial government has earlier declared under ‘state of calamity’ the whole province when wide agricultural lands in some low-lying towns were ravaged by typhoon Pablo two weeks ago. The Sanggunian said the declaration of their town under state of calamity would give the municipal mayor an authority to use a portion of their five-percent calamity fund as financial assistance to disaster victims.

Each account shall be computed separately, hence, pooling of ADBs of several accounts will not be The account should be free from any other hold-out, garnishment or freeze orders whether coming from the Bank or from external sources. The account should not have been used to secure or guarantee concessions for other Veterans Bank transactions such as marginal deposit, loan collateral, escrow, etc. The account should not be the subject of any claims, disputes or any mishandling notice or any other inappropriate operations. Dormant accounts are not qualified to receive incentives under this promo.

For government accounts, the Bank will send an Incentive Eligibility Form to customers who have qualified to receive the incentives as soon as they meet the minimum required ADB period. Customers must return the Incentive Eligibility Form to their branch of account to signify whether they already want to redeem the incentive or want to maintain their accounts longer for a bigger incentive. For private accounts, the customer must fill-up and sign the Incentive Eligibility Form to signify their desire to join the promo and commit to maintain their intended ADB and ADB period of deposit. They can opt to get their incentives up-front or after maintaining the required ADB. By signing the Incentive Eligibility Form, the customer agrees to abide by the mechanics and implementing rules of the promotion.

The Bank will verify each signed Incentive Eligibility Form and arrange for the incentive to be delivered to the customer’s preferred delivery address specified on the form when necessary.

A customer with a deposit of P1M and more may opt to select several incentives from the other lower tiers as long as the total deposit equivalent should not be more than his additional deposit and must have the same ADB period. (For example, a depositor who puts in P5M for 180 days may choose to get the incentive equivalent for P3M 180 days and P2M 180 days.) For private customers who opted to claim their incentives up-front but failed to maintain the required amount and/or period of ADB, the branch of account will deduct the cost of the incentives, delivery and admin charges from their account.

The 20% withholding tax on the incentives, when applicable, shall be paid by Veterans Bank. All items are not convertible to cash.

Redemptions may be made up to March 31, 2014.

JV seeks long-term livelihood programs for sugarcane farmers

SAN Juan Rep. JV Ejercito Estrada is urging the government to implement a long-term livelihood program for local sugarcane farmers in view of the stiff competition that will be posed by foreign sugar suppliers such as Thailand starting 2015. Ejercito Estrada’s call came amid the expected inf lux of imported sugar in the local market as a result of the country’s free trade agreement with the Association of Southeast Asian Nations (Asean). Under the Asean Free Trade Area-Common Effective Preferential Tariff (AFTA-CEPT), the duty for imported sugar will be lowered to 5% in 2015 from the current 28%.

The solon warned that without a viable support program in place by the time the sugar tariff is lowered in 2015, some 500,000 sugarcane farmers stand to lose their livelihood. He said the government should come up with alternative livelihood projects for sugarcane farmers. The solon noted that producing handicrafts such as rattan chairs may be a viable alternative for sugarcane farmers as these appeal to the export market. Ejercito Estrada earlier asked the Sugar Regulatory Administration (SRA) to improve the economic condition of thousands of sugarcane farmers, who are mostly from Negros-the home province of his mother San Juan Mayor Guia Gomez. Among ASEAN member-countries, Thailand is considered as one of the major suppliers of sugar in the region. The Thais produce sugar more efficiently, allowing farmers to sell their sugar at a lower cost.###

3rd quarter tax collections in Region 10 reach P1.8B By Apipa P. Bagumbaran

CAGAYAN DE ORO CITY, -- All the revenue collection programs of the Bureau of Internal Revenue (BIR) in Region 10 are paying off, the National Economic and Development Authority (NEDA) said Thursday. Data gathered by NEDA reveal that BIR had collected P1.8 billion in the third quarter of 2012, up by 24 percent from the P1.4 billion collected in the same period in 2011. Receipt from income taxes, which contributed about 65 percent of the total tax revenues, posted the highest growth of 26 percent reaching P1.175 billion. All other tax types also recorded double-digit collection increases. Collections from valueadded taxes amounted to P423 million, up by 19 percent, while percentage taxes

and excise taxes totaled P89.2 million and P0.6 million, respectively, higher by 14 percent and 22 percent from the collections during the same period a year ago. By revenue districts (RD), Malaybalay RD and Gingoog RD emerged as the top growth performers with over 29 percent growth in collections. Malaybalay RD collected P258.2 million while Gingoog RD collected P71.9 million. Tax revenues in Cagayan de Oro RD, which accounts 57 percent of all tax takes, rose by 23 percent to P1.02 billion. The other two RDs in the region also posted doubledigit growths. Collections by the Iligan amounted to P284.1 million, up by 24 percent, while that of Ozamiz RD increased by 14 percent reaching P165.3 million (APB-PIA 10)

Northern Mindanao aquaculture industry posts 5 percent growth in 3rd quarter By Apipa P. Bagumbaran CAGAYAN DE ORO CITY, -- The aquaculture industry in Northern Mindanao continues to grow, registering a five percent growth in the third quarter of 2012. Aquaculture production, which accounts for 53 percent of the total fishery production of the region, grew from 21,191 metric tons in last year’s third quarter to 22,184 metric tons in the same quarter this year.

Brackish water was the major contributor to the industry posting 11,353 metric tons or 51 percent, followed by seaweeds with 45 percent or 10,024 metric tons. However, freshwater fishpond, which contributed only 290 metric tons, posted the largest increase at 17 percent due to the dispersal of tilapia fingerlings in Lanao del Norte by the Bureau of Fishery and Aquatic Resources (BFAR). More natural entries of

carp, catfish and mudfish in Misamis Occidental also contributed to the good performance of the sector, according to the National Economic and Development Authority (NEDA) in the region. In contrast, commercial and municipal fishing in the region continue to decline during the quarter pulling the total regional fishery production by two percent to only 42, 188 metric tons. Engr. ment Specialist of NEDA-10 said commercial catch decreased due to lesser fishing trips due to southwest monsoon and habagat. He said some households in Lanao del Norte instead engaged in crop farming resulting to a continued reduction in municipal fishing. The coconets that the families will produce will be used as rip raps or slope protection for roads and highways that will be developed in Northern Mindanao. The Ga ling Po ok Award is conferred to a pre-screened local government unit (LGU) as recognition of innovative practices in local governance. This was followed in 2011 by the selection of Dr. Ramon M. Nery, M.D., Chief of Hospital of the Misamis Oriental Provincial Hospital-Balingasag and Executive Director of the Misamis Oriental Hospital Operations & Management Service (HOMS), Misamis Oriental Provincial Health Office as the TOFIL 2011 Awardee for Government

The Outstanding Filipino (TOFIL) Award is also a project of Junior Chamber International (JCI) Senate Philippines with the Insular Life Assurance Co., Limited. which aims to recognize outstanding men and women 41 years of age and over whose exemplary achievements are worthy of emulation and whose selfless dedication to their profession or vocation has resulted in significant contributions to the welfare of their countrymen and the country, as well as to the advancement of their respective fields of endeavor. Dr. Nery heeded Gov. Moreno’s call to help the ailing healthcare system of Misamis Oriental in 2008. In 2010, the province won a Galing Pook Award for ‘Strategic Innovations’ instituted in its provincial hospitals including innovations to address the chronic lack of funds, medical specialists, medicines, and ancillary services in the province’s seven LGU-managed hospitals. Foremost among these were the Surgicare Project which provided the services of trained surgeons and medical specialists; the Telehealth Project which enabled real-time online consultation and referrals through the internet; the Reagent Tie-Up Project which made laboratory services available 24/7 and generated much needed revenues for the hospitals; the Pharmacy Enterprise Project which augmented the provincial hospitals budgets and made quality drugs and medicines more accessible and affordable through consignment; and the OWWA MisOrPH-Alubijid Provincial Hospital, a pioneering endeavor which aims to provide hospital

services not only to patients from the western part of the province but also to OFWs from all over Mindanao. The two provincial hospitals in Gingoog City and Balingasag directly managed by Dr. Nery since 2008 were consistently the top performing hospitals among the seven hospitals in the province in terms of services rendered and revenue generated. In recognition of his administrative savvy he was designated Head of Hospital Operations for the province in 2011.
