DAVAO CITY—The provincial government of Davao del Norte lauded the filing of House Bill 6740 seeking to expand the franchise area of the Aboitiz-owned Davao Light and Power Company (DLPC) to eight additional areas.

Alarming early childbearing needs whole-of-government approach

MANILA – Girls aged 10 to 14 getting pregnant is an urgent concern that needs a whole-of-government approach, according to Senator Sonny Angara on Tuesday.

Citing data from the Philippine Statistics Authority (PSA), Angara noted that births to these young mothers have increased every year since 2016 even as the overall birth rate among adolescents has gone down.

The rate of pregnancies among girls aged 10 to 14 has gone up from 11 percent or 1,903 births in 2016 to 2,113 registered births in 2020, based on PSA data.

“Teenage pregnancies have been a concern in the country for some time already. The decline in pregnancies among 15- to 19-year-old girls is welcome news but the fact that more girls who are a lot younger are becoming mothers already is very alarming and cannot be left unchecked,” Angara said in a statement.

Angara has already filed Senate Resolution No. 462 seeking an inquiry into the alarming increase of pregnancies among 10 to 14 years old in order to come up with a whole-of-government approach in developing a policy framework to prevent early childbearing and its negative consequences.

Drop in fuel, agri product prices to ease inflation: PBBM

MANILA – President Ferdinand R. Marcos Jr. on Tuesday expressed optimism that the drop in the prices of fuel and imported agricultural products would help tame inflation.

This, after the country’s headline inflation rate in January 2023 ticked up to 8.7 percent from 8.1 percent in December 2022, according to the Philippine Statistics Authority (PSA) report.

While Marcos viewed the latest development as “unfortunate,” he remained bullish that the prices of commodities would go down, considering the sliding prices of petroleum products and his administration’s efforts to boost the supply of agricultural products.

In the past year, major shifts occurred due to the COVID-19 pandemic. Some would argue the pandemic exposed underlying issues in all industries nationwide.

Unfortunately, the education system is one of these industries. As society progresses, our systems must adapt to the new standards we create. Leaders become better equipped when they acknowledge the system’s shortcomings. Only after that are they able to implement changes.

Classroom Size. It’s common for class sizes to fluctuate depending on population growth in a given area. However, it presents a challenge for school administration to maintain a fair student-toteacher ratio. Because schools are limited in their annual budgets, hiring more teachers may not be a feasible option.

Still, to see actual change at the classroom level, leaders must step up to the plate.

New era of Learning: Issues on Learning – Centered Teaching

21st century education poses three great challenges among teachers. Especially on the principles of learner – centered instruction. First, pupils tend to lose interest to instructions especially those do not involve with computer - aided instruction. This simply means that teacher must possess the quality of being a migrant from being an alien in terms of the manipulation that involves technology.

Second, is the teachers’ readiness to adopt these changes. Teachers are perceived to be flexible and productive in the way they should taught their pupils but contrasting to that teachers were remain traditional the way they taught their pupils. They tend not to embrace the new trends sense for them it means additional workloads.

Third is time constraints. This has been a challenge sense preparing for contex -

tualized instructional devices which assures efficacy are very time consuming to prepare. It became more stressful on the part of the teacher but it needs to be overcame sense teaching is not only merely as a job description but more of it is outreaching.

Learning can effectively take place when the environment and teaching force are aligned in the attainment of the 21st century goals and objectives. When environment provides all the essentials to promote life – long learning and the teaching force are equipped with the 21st century skills, pupils will become not only a locally competent individual but a globally competent citizen. It is something to do with transformation of what has learned in the past that are not acceptable in the present scenario of the country’s educational system.

PHP30.9 billion worth of illegal drugs have been seized during the conduct of over 37,000 law enforcement operations in 2022, Malacañang said on Tuesday.

This was revealed by Presidential Communications Office (PCO) Secretary Cheloy Garafil in a news release, citing the Philippine Drug Enforcement Agency’s (PDEA) 2022 accomplishment report presented to President Ferdinand R. Marcos Jr.

“The government’s intensified anti-narcotics campaign has resulted to the seizure of some PHP30.9 billion worth of illegal

drugs in 2022, the Philippine Drug Enforcement Agency (PDEA) reported to President Ferdinand R. Marcos Jr.,” Garafil said.

“The PDEA reported that among the commonly used drugs include methamphetamine hydrochloride or shabu, marijuana and methylenedioxymethamphetamine or ecstasy, with majority of those arrested last year were involved in shabu-related cases,” she added.

Garafil noted that apart from the multi-billion worth of drugs seized by law enforcement agencies, the PDEA also destroyed around PHP27.8 billion

Quezon town police cited for drug ops, arrests

TIAONG, Quezon – Police in this town are in high spirits after ranking No. 1 among the province’s 39 municipalities and two cities in drug arrests from Jan. 23 to 29.

LAOAG CITY – The Sangguniang Panlalawigan (SP) or provincial board has approved a draft resolution creating the Ilocos Norte Cyber-Response Team Office to counter internet crimes and pursue cybercriminals at the provincial level.

This is a serious accusation Christ made against the Pharisees who always found fault in Christ and in his disciples for not following scrupulously certain human protocols that were considered of absolute value. These words are found in the gospel reading of Tuesday of the 5th Week in Ordinary Time that for this year falls on February 7.

That is why Christ warned his disciples to be wary of what he termed as the “leaven of the Pharisees and the Saducees.” (cfr. Mt 16,12) It refers to teachings that pervert the truth with subtle lies, a phenomenon that is also common these days.

These are teachings that arise from a certain kind of spiritual pride and selfrighteousness, and are often expressed in rigid rules and protocols, in a too literal an interpretation of certain laws that contradict the spirit behind those laws, and that often give rise to hypocrisy.

At one point, Christ accused these religious leaders then of being blind guides who “strain out a gnat and yet swallow a camel.” (Mt

Pharisaism, as the dictionary puts it, refers to the doctrines and practices of many of the Pharisees during the time of Christ. They were almost invincibly convinced they were always right, basing that conviction simply on their traditions and their own interpretations of God’s laws.

When Christ finally came, they could not believe he was the Messiah since Christ did not jibe with their expectations as based on their own estimation of things. In fact, they were suspicious of him, always finding fault in him and finally managed to crucify

him.

To be sure, not all Pharisees were like that. We can cite the example of Nicodemus who went to see Christ by night to ask for some clarifications and who helped bury Christ’s body. There must have been others like Nicodemus.

And so, we have to refrain from making blanket accusations against all Pharisees. By pharisaism, we simply refer to certain portions of the Pharisees who had the wrong attitude toward Christ and the things of God.

Their error was in their too literal interpretation of the religious and moral laws without due regard to the spirit of the laws. Such interpretation led them unavoidably to fall into hypocrisy, since the reality even of their own lives cannot cope with the very restrictive view of what they considered as right and wrong, good and evil.

It’s unfortunate that the Pharisees of old have their modern version these days.

All Aboard! Philippine Coast Guard is the newest beneficiary of Ayala’s #SaludoSaSerbisyo

MANILA -- Thousands of Philippine Coast Guard officers and staff from the northernmost to the southernmost islands of the Philippines will now have access to #SaludoSaSerbisyo.

The PCG and Ayala on Thursday signed a Memorandum of Understanding, defining both parties’ commitment to address the various needs of PCG personnel through Saludo sa Serbisyo, Ayala’s comprehensive and sustainable needs-based program for the country’s uniformed servicemen.

“Today, we are glad to be able to find some comfort and convenience for the hardworking and dedicated men and women of the Coast Guard through the Saludo sa Serbisyo program of Ayala Corporation,” said Admiral Artemio Abu, PGC Commandant.

“Ayala Corporation has a rich history of giving generous support to the uniformed personnel as a way of extending gratitude to the men and women in the uniformed service who make so much sacrifices for the sake of our country,” he added.

Through Saludo Sa Serbisyo, Ayala group offers convenient and expanded access to various products and services, such as home and car ownership assis -

tance, financial education program, employment and livelihood program, and health & wellness program, to name a few.

“As a nation surrounded by water, the Philippine Coast Guard is absolutely intrinsic to the safety of our nation,” said Jaime Augusto Zobel de Ayala, Chairman of Ayala Corporation.

In his remarks, Zobel also recalled several instances when Ayala group and the PCG joined forces to address the immediate needs of Filipinos.

In 2020, the PCG helped the Ayala group deliver relief to families affected by the eruption of Taal. In the same year, when Super Typhoon Rolly hit the eastern islands of the Philippines, the PCG helped the group transport potable water for affected families from Albay to Catanduanes.

“Over the years Saludo Sa Serbisyo assisted families in the veiling of their first home, their first car, and even their first business,” Zobel added. “As we continue our partnership moving forward, we remain

committed to further ramp up our engagement with the Philippine Coast Guard.”

MANILA – The country’s headline inflation rate in January 2023 increased to 8.7 percent from 8.1 percent in December 2022, Philippine Statistics Authority (PSA) Undersecretary Dennis Mapa reported Tuesday.

Mapa said the rate of price increments of goods and services in January this year is also higher than the 3 percent inflation in January 2022.

He said the main driver of inflation last month was housing, water, electricity, gas and other fuels, with inflation of 8.5 percent, and contributing 50.8 percent to the uptrend in January inflation.

“The largest item that has the biggest weight in housing, water, electricity, gas and other fuels is the rental, housing rental. Because of the opening up of the economy, (in) January, I think they have adjusted the rates,” he added in mixed English and Filipino.

Mapa said rental rates in the past three years during the height of the pandemic have been stable, with inflation of 2.5 percent in 2020, 1.3 percent in 2021 and 2.5 percent in 2022.

He said the upward adjustments in water tariff and electricity rates have contributed to the acceleration of price increases in the previous month.

Increasing prices of food and non-alcoholic beverages also shared to the higher inflation at the start of 2023, which is driven by more expensive prices of vegetables, tubers and the likes; milk, other dairy products and eggs; and fruits and nuts.

The third largest contributor to inflation in January 2023 is restaurants and accommodation services.

According to the PSA report, majority of the registered adolescent live births involved men who were three to five years older than the girls.

Even more concerning, Angara noted, was the data on fathers who were more than 10 years older than the teenage mothers, which the PSA data pegged at 6 to 7 percent annually from 2016 to 2020.

At the hearing of the Committee on Women, Children, Family Relations and Gender Equality also on Tuesday, Senator Robinhood Padilla said one way to counter the problem is to define the limitations of social media, which he said is one of the factors that contribute to the high rate of teenage pregnancies.

He said the youth spend an average of six hours a day online, more than what is required in schools.

“Ang mga bata nakakapanood ng porno dyan. Nakakalungkot [dahil] gusto natin ma-educate. Ano ba talaga ang kalayaan sa social media? Hangga’t di nakokontrol, sayang ang panahon. Isa, dalawang oras tayo sa lecture, eh may anim na oras naman ang social media. May mga dating sites pa dyan (Children are free to watch pornography. It is sad because we want to educate them. What are the limitations of social media? Unless we control them, this is a futile exercise. One or two hours are spent for lectures but they are on social media for six hours. They also have dating sites),” Padilla said.

Senator Raffy Tulfo said family values should be strengthened while he also proposed the strict monitoring by schools of their students who can have access to alcoholic drinks and premarital sex.

Health, social effects

The United Nations International Children’s Emergency Fund (UNICEF) said early childbearing and delivery can derail a girl’s healthy development to adulthood since many of them are pressured or forced to drop out of school to raise their children.

It also cited the negative social consequences on the girls such as a reduced status in their homes and communities, stigmatization, rejection and violence by family members, peers and partners, and early forced marriage.

Since the pregnancies and births are taking place before the girls’ bodies are fully developed, UNICEF noted that this is among the leading causes of disabilityadjusted life years and deaths among girls.

The Commission on Population and Development (POPCOM) is in charge of implementing Executive Order 141, signed by Duterte in June 2021, which aims to mobilize all government agencies and treat the incidence of adolescent pregnancy as a national priority. POPCOM is mandated to come up with a comprehensive action plan by convening all concerned national government agencies to address the problem.

It includes the promotion of comprehensive sexuality education for the youth and their parents; strengthening of mechanisms for the adolescents to access reproductive health services; preventive mechanisms against sexual abuse and violence; improving socio-economic conditions; and community activities. “Some 237 marijuana sites were also eradicated, resulting in the destruction of PHP738.6 million worth of marijuana plants and derivatives,” she added citing the PDEA report.

Garafil said drug syndicates are exploiting the country’s archipelagic nature, transporting illegal drugs and controlled precursors and essential chemicals through seaports, airports, mail and parcel services and the vast expanse of the Philippine coastlines.

The intensified anti-narcotics crackdown, Garafil said, also led to the arrest of 53,002 drug personalities.

Garafil said the PDEA, the country’s lead agency in the government’s campaign against illegal drugs, also “actively” helped in the prosecution of drug personalities nationwide and filed around 45,850 drug cases in 2022.

“And out of 25,306 resolved cases last year, PDEA said 21,112 or 83 percent resulted in convictions while 1,439 cases or 6 percent were dismissed by the courts,” she said.

Preventive education, community involvement

Garafil said the PDEA, in an effort to reduce demand for illegal drugs, conducted around 257,588 Preventive Education and Community Involvement (PECI) activities and established 111 Balay Silangan Reformation Centers, producing around 2,000 graduates and employing 894 individuals.

She said more than 300,000 Persons Who Use Drugs (PWUDs) in drug-cleared villages also underwent community-based drug rehabilitation programs, while 67,045 PWUDs were given intervention programs.

2. Respondent PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (RBAS) is a government entity with office address at ‘ Camp Crame’, Quezon City where it may be served with this Honorable Court’s notices and other processes.

3. Respondent MERLYN D. TENCHAVEZ is of legal age, Filipino citizen, single and a resident of ‘ Pakilawag, Sultan Naga Dimaporo, Lanao del Norte’ , where she may be served with summons, notices and other processes of this Honorable Court; CAUSE OF ACTION

4. Petitioner was legally married to Ret. SPO2 MARCOS B. RAMIREZ. Their marriage ceremony was celebrated sometime 12 September 2007 by the ‘Presiding Judge’, Hon. Salome P. Dungog, of RTC, Branch 35, Ozamis City. The couple, however, were not blessed with any children. Copy of their ‘ Certificate of Marriage ’ is hereto attached and marked as Annex “A” hereof;

5. Petitioner’s husband, (Ret.) SPO2 MARCOS B. RAMIREZ, was an officer of the ‘ Philippine National Police ’ until he retired from service sometime 08 August 2014. (Ret.) SPO2 MARCOS B. RAMIREZ died sometime 03 June 2021. Upon his death, the latter’s legal beneficiary is entitled for the transfer of the pensioner’s pension to him/her upon application before the PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (‘RBAS’, for short), ‘ Camp Crame’, Quezon City. Petitioner applied for the said ‘ transfer of pension ’ before the afore-mentioned office.

6. Upon application, however, petitioner learned that another woman, herein respondent, MERLYN GONZAGA TENCHAVEZ, claiming to be the lawful wife of (Ret.) SPO2 MARCOS B. RAMIREZ, had also applied for the said “ transfer of pension ’. Apparently, said respondent presented to the RVAS a ‘ Certificate of Marriage ’ indicating that (Ret.) SPO2 MARCOS B. RAMIREZ and her were married to each other as early as 08 June 1982, or about 25 years prior to the marriage of (Ret.) SPO2 MARCOS B. RAMIREZ and herein petitioner. Despite said certificate being an UNSIGNED DOCUMENT, either by (Ret.) SPO2 MARCOS B. RAMIREZ or respondent, MERLYN GONZAGA TENCHAVES, RBAS admitted the same and duly considered said document in arriving at its decision respecting petitioner’s application. Said “ Certificate of Marriage ’ is hereto attached and marked as Annex “B” hereof;

7. As can be gleaned from Annex “B” also, it is indicated therein that respondent, MERLYN GONZAGA TENCHAVES, was only 16 years ild at the time of her alleged marriage with (Ret.) SPO2 MARCOS B. RAMIREZ. Consequently, her marriage with SPO2 MARCOS B. RAMIREZ was void ab initio, which was what RBAS also arrived at in its decision. Finally, respondent, MERLYN GONZAGA TENCHAVES is shown to have birth a child from another man which, apparently, is a ground for disqualification by a surviving spouse/wife for the ‘ transfer of pension ’ of pensioner. Accordingly, the application of said respondent was denied;

8. Unfortunately, by reason of the certificate (Annex “B”) submitted to by respondent, MERLYN GONZAGA TENCHAVES, the application of herein petitioner was also denied by the RBAS ratiocinating that her marriage with (ret.) SPO2 MARCOS B. RAMIREZ was also null and void for failure to secure a judicial declaration of nullity respecting the first marriage of (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, as required by Article 40 of the Family Code. The “ Letter of Denial ” of RBAS, dated 10 November 2021, is attached as Annex “C” hereof;

9. Petitioner was, then, advised to secure a court order declaring her as the legal beneficiary of (Ret.) SPO2 MARCOS B. RAMIREZ reiterating their mandate respecting claims of death benefits, which is “ Memorandum Circular No. 2014-044 ” entitled “ Guidelines and Procedures in the Issuance of Decree of Entitlement and Distribution ”, excerpt thereof is hereby quoted, to wit:

“If they discover that it is a case of “ delayed registration” or contracting parties has “ no signature ”, kindly advise the concerned claimant to secure court order

declaring that they are the legal beneficiary prior receiving and processing of their claims” Copy of the said ‘ Memorandum’ is attached in this petition as Annex “D” hereof.

10. It is the opinion of herein petitioner, however, the committed an error when it considered the UNSIGNED certificate of marriage between respondent, MERLYN GONZAGA TENCHAVES, and (Ret.) SPO2 MARCOS B. RAMIREZ, in concluding that a marriage between the latter parties subsists;

11. For all intents and purposes, such document (Annex “B”) is no more than a mere scrap of paper. It has no legal or official value whatsoever. A marriage does not suddenly exist just because an incomplete and irregular ‘ certificate of marriage ’ is submitted to the civil registrar without any participation thereto by one, in fact, even both, of the contracting parties. Notice also some other discrepancies in the said certificate which are as follows:

a) The marriage between respondent, MERLYN GONZAGA TENCHAVEZ, and (Ret.) SPO2 MARCOS B. RAMIREZ was supposedly celebrated sometime 08 June 1982 yet the ‘ Certificate of Marriage ’ (Annex “B”) form used and submitted to the civil registrar is the ‘ January 1993 Revised Form’ . It is clear that said document was belatedly submitted and registered before the civil registrar;

b) Cleverly, it was not indicated in the said document does as to when it was received by the local civil registrar concerned. It’s not even sure if it was actually received by the latter office as nothing was indicated in Annex “B” of such fact;

c) Sometime 31 July 2007, (Ret.) SPO2 MARCOS B. RAMIREZ applied for a CENOMAR (‘ Certificate of No Marriag e’) before the ‘ National Statistics Office ’. Said office confirmed, in a certificate, that he does not appear in the ‘ National Indices of Marriage ’ as of 31 may 2007 database. Copy of (Ret.) SPO2 MARCOS B. RAMIREZ CENOMAR is hereto attached and marked as Annex “E” hereof. Thus, clearly, the questioned certificate of marriage (Annex “B”) was registered not earlier than 31 May 2007 notwithstanding that (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, were supposed to have been married to each other 25 years prior (1982). To reiterate, petitioner and (Ret.) SPO2 MARCOS B. RAMIREZ’ marriage was celebrated sometime 12 September 2007 ;

d) Finally, the marriage of (ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TANCHAVEZ, supposed to be solemnized by an RTC Judge. Considering that the respondent was still a minor at that time (16 years old), it is safe to conclude that they were not issued, and did not have, the corresponding ‘ Marriage License ’ at the time their supposed marriage. It’s appalling to think that an RTC Judge solemnized their marriage despite this absence of a mandatory requirement. Mostly likely, no marriage transpired between (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN GONZAGA TENCHAVEZ, sometime 08 June 1982, or at any time for that matter. The date/ information respecting the circumstances of the celebration of marriage filled up in the certificate of marriage (Annex “B”) of respondent, MERLYN GONZAGA TENCHAVEZ, and submitted before the civil registrar for registration, is, mostly likely, a fabricated event just so she could claim for the ‘ transfer of pension ’ of (Ret.) SPO2 MARCOS B. RAMIREZ;

12. That unless and until the other claimant can secure a judicial declaration of the existence of marriage, if that be the case, respondent’s alleged marriage with (Ret.) SPO2 MARCOS B. RAMIREZ cannot be considered existing. Thus, there was no need for the latter to secure a judicial declaration of nullity of a previous marriage before his marriage with the petitioner. Obviously, you don’t have a non-existing marriage declared void as there is nothing to declare, to begin with. Thus, the grievous error committed by RBAS in denying petitioner’s application for ‘ Transfer of Pension ’;

13. The only group of heirs that may be prejudiced by this petition, and a favorable judgment thereof, are the decedent’s siblings as they are the only remaining compulsory legal heirs of the latter. Thus, they are also furnished copies of this petition; PRAYER

WHEREFORE, premises considered, it is respectfully prayed, after DUE NOTICE, POSTING, PUBLICATION and HEARING, that an ORDER be issued declaring petition, MARIA MONETTE R. PANCIPANCI, as the legal wife of (Ret.) SPO2 MARCOS B. RAMIREZ. Consequently, it is hereby prayed that respondent, PNP RETIREMENT AND BENEFITS ADMINISTRATION SERVICE (RBAS), be ORDERED to grant the application of herein petitioner for the ‘ transfer of pension ’ of her husband, (Ret.) SPO2 MARCOS B. RAMIREZ, upon compliance with the other requirements of the said office. Consequently, it is also prayed that the Civil Registrar General, Philippine Statistics Authority and all other pertinent government offices be ORDERED to delete in their ‘ National Indices of Marriage s’ the supposed marriage between (Ret.) SPO2 MARCOS B. RAMIREZ and respondent, MERLYN D. TENCHAVEZ.

Other reliefs just and equitable under the premises are also prayed for.

It is tempting to meet the challenges of being an excellent university by amassing as much wealth as possible, through commercialization of XU’s assets.

COPTAC has pointed out that this is being done without regard for what Xavier stands for. This lack of respect is demonstrated by the unceremonious digging up of the burial ground in Manresa, where our Jesuit professors, mentors, and indeed, the pillars of Xavier University, including Fr. William Masterson and Fr. Francis Madigan, were laid to rest.

I urge Xavier University to re-examine or, if need be, to terminate, its plans with Cebu Landmasters, and listen to the concerns expressed by its alumni. We love Xavier, we have ideas, and we can help in drawing up alternative plans for its future.

These areas are being serviced by the North Davao Electric Cooperative Inc. (NORDECO), which has an existing franchise for the mainland until 2028 and Samal until 2033.

In her explanatory note, Nograles said HB 6740 would seek to expand the franchise of DLPC by including those same areas in the vetoed bill, and the municipality of Maco in the Davao de Oro in the jurisdiction of DLPC.

DLPC currently services Davao City, Panabo City, and the municipalities of Carmen, Dujali, and Sto.

“Over the years, NORDECO has suffered from losses and conflicting factions within the cooperative which have led to inadequate infrastructure, piling debts to service providers including power suppliers, cancelled power supply contracts, excessive systems losses, and failure to energize parts of its franchise area even up to this time,” Nograles said.

She said NORDECO failed to address the problems and improve services within its franchise resulting in “frequent power outages, thereby impeding economic development.”

“The local officials acted on their constituents’ expressed desire to be liberated from NORDECO’s long-standing poor and unreliable electric service,” she stressed.

Nograles believed that expanding DLPC’s franchise “will redound to the greater good of the residents” and ensure “stable and reliable supply, and, ultimately, economic progress.”

Jubahib added that expansion of the energy services provided by DLPC will address the power supply problem of the province.

Marcos, in his veto message, cited some constitutional and legal challenges that led him to reject the HB 10554.

The President said that the bill would run counter to the provisions of Section 27 of Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA), mandating that “all existing franchises shall be allowed to their full term.”

He said that the resulting repeal of NORDECO’s franchise over expanded franchise area is violative of the non-impairment clause under Section 10 of Article III of the 1987 Constitution.

“As acknowledged by the bill, NORDECO Inc. has ‘existing power supply agreements with generation companies that are provisionally or finally approved by the Energy Regulatory Commission’ that will necessarily be terminated or impaired upon the resulting repeal of North Davao Electric Cooperative Inc.’s franchise over the expanded area,” he said.

The formation of the MCB is provided by the passed Republic Act No. 11696, otherwise known as the Marawi Siege Victims Compensation Act of 2022 which was signed by then President Rodrigo Roa Duterte on April 13, 2022.

The law shall provide reparation and compensation for persons and families whose properties were destroyed due to the firefight between the military forces and the Islamic State of Iraq and Syria (ISIS)-inspired Maute group in 2017.

Later in 2022, the Department of Budget and Management (DBM) announced the inclusion of P1 billion in the 2023 budget lodged under the P31 billion Calamity Fund to implement the provisions of the said act. However, the national government maintained its assurance that sufficient funds would be allocated to carry out necessary actions.

Following the recent announcement of the final establishment of the MCB, the DBM conveyed its full favor to the members, especially that the primary aim of the board is of great importance to the budget chief.

“The rehabilitation and recovery of Marawi City is a project that is close to my heart as a fellow Maranaoan,” said DBM Secretary Amenah Pangandaman during her latest meeting with the MCB members.
