House tackles bills creating evacuation centers per municipality

MANILA – The House of Representatives has begun deliberations on the various bills seeking to establish evacuation centers in every city and municipality across the country as a permanent recourse for evacuation in times of calamities and natu ral or man-made disasters.

The legislative mill be gan rolling Thursday with the House Sub-Committee on Disaster Preparedness chaired by Lanao del Sur 1st District Rep. Zia Alonto Adiong, approving the con solidation of 26 House bills seeking to create and fund evacuation centers across the country.

The combined measures included House Bill (HB) 16, authored by Speaker Ferdi nand Martin Romualdez,

along with Tingog Partylist Representatives Yedda Marie Romualdez and Jude Acidre.

HB 16, which aims to establish standard-based evacuation centers in the country’s 1,488 municipali ties and 146 cities nation wide with the end view of decongesting temporary evacuation centers in public schools, is one of the priority measures of Romualdez.

In pushing for the mea sure, he said the traditional practice of using public schools as default evacuation centers must be stopped, considering that schools are not well-equipped to accommodate evacuees as they lack the necessary fa cilities.

“The use of schools as evacuation centers for dis

placed families also gives rise to another group of displaced individuals: the students,” Romualdez said.

“There should be no tradeoff between protecting lives and the education of stu dents. The provision of ad equate evacuation centers is of invaluable importance during cataclysmic times.”

HB 16 will be consoli dated with HBs 1091, 1714, 2256, 2542, 2773, 2826, 2940, 2995, 3047, 3466, 3498, 3774, 3778, 4145, 4233, 4381, 4685, 5109, 5152, 5158, 5185, and 5211 to come up with a substitute bill.

Adiong said the primary objective of the hearing is to conduct initial delib erations on all 26 bills so that all pertinent provisions from each measure would be properly discussed and

accounted for.

OPS assures continuous service with approved 2023 budget

MANILA – The Office of the Press Secretary (OPS) on Saturday expressed gratitude to the Senate for approving its proposed PHP1.04 billion budget for 2023.

In a Facebook post, the OPS thanked Congress for its efforts to ensure the swift passage of the proposed 2023 national budget to enable the Marcos admin istration to provide better services to Filipinos.

“Nagpapasalamat ang buong OPS sa House of Representatives at Senate of the Philippines para sa tuloy-tuloy na serbisyo para sa sambayanang Pilipino (The entire OPS is grate ful to the House of Repre sentatives and the Senate of the Philippines for the unhampered service for the Filipino people),” the post read.

The House of Repre sentatives approved the proposed OPS budget in September while the Senate gave its nod on Thursday.

PCUP, ferry company to ink deal on improving pro-poor services

MANILA – The Presidential Commission for the Urban Poor (PCUP) is set to sign a memorandum of agreement (MOA) with local shipping firm Archipelago Philippine Ferries Corporation (APFC) to provide better services to the country’s marginalized and underprivileged sectors.

The signing of the MOA between the PCUP and APFC will be held on December 7, in line with the celebration of the Ur ban Poor Solidarity Week (UPSW), the commission said in a statement released Friday.

Undersecretary Elpidio Jordan Jr., PCUP chairper son, had a recent Zoom meeting with APFC general manager Segundo Mentoya Jr., vice president for mar keting Christine Guevarra, assistant vice president for operations Mark Saladino, and sales and business de velopment officer-in-charge Virgie Labindao to present the commission’s pro-poor initiatives.

The PCUP and APFC discussed ways to provide “genuine” service to the

urban poor.

Assisted by project and policy development unit head Yvelen Moraña, Jor dan presented the PCUP’s four banner poverty reduc tion programs -- housing facilitation and linking initiative “Piso Ko, Bahay Mo”; resource mobilization “Lingkod Agapay Maralita”; urban poor data genera tion; and collaboration and partnership programs.

Jordan said the poverty alleviation programs would be implemented by next year, in support of President Ferdinand R. Marcos Jr.’s resolve to fast-track eco nomic recovery and bring progress and development to urban communities.

The PCUP, created in 1986 under the Office of the President, is tasked to promote and protect the rights of the urban poor, including informal settler families.

The commission re sponds to issues on urban poverty such as demolitions, reclamation, and housing and provides assistance to the poor.

In a media briefing Fri day, DOH Officer-in-Charge Maria Rosario Vergeire said they have submitted to the House of Representatives the Public Health Emer gency for Emerging and Re emerging Disease proposal which President Ferdinand R. Marcos Jr. assigned as a priority bill.

CITY OF SAN FERNANDO, Pampanga – Another batch of farmers in this province received on Friday cash assistance from the gov ernment through the Rice Competitiveness Enhance ment Fund - Rice Farmers Financial Assistance (RCEFRFFA) program.

A total of 3,805 farm ers from the different mu nicipalities of the province received PHP5,000 each during a distribution activity held at the Bren Z. Guiao Convention Center.

Under the special pro visions of the RCEF, the RFFA program provides un conditional cash assistance amounting to PHP5,000 to each rice farmer who is reg istered under the Registry Systems for Basic Sectors in Agriculture (RSBSA) and tills two hectares of land or less.

The fund comes from the rice tariffs collected annually in excess of the PHP10 billion allocated for the RCEF.

Crispulo Bautista, direc tor of the Department of Agriculture (DA) 3 (Cen tral Luzon), said the RFFA aims to provide monetary assistance as compensation

for the projected reduction or loss of farm income aris ing from the tariffication of the quantitative import restrictions on rice.

“The release of cash as sistance also provides relief to rice farmers given the recent natural calamities and will also aid them in securing farm inputs, such as fertilizer,” Bautista said in an interview.

He said aside from cash

assistance, the DA-3 is con tinuously providing various interventions to the palay farmers, such as hybrid seeds, certified palay seeds, fertilizer discount vouchers, and technical assistance.

Governor Dennis Pineda said he is thankful to the national government for giving an opportunity to support one of the pillars of the province’s economy which is agriculture.

He likewise reminded the farmer-beneficiaries to use the cash aid on agricultural inputs.

Mark Rivera, one of the farmer-beneficiaries, thanked the government for the assistance.

Let’s train ourselves to have a proper focus

WE are reminded of this very important duty to train ourselves to have a proper focus in life in that gos pel episode where Christ warned about people who were just immersed in their earthly affairs without giv ing any thought about the disasters that were coming to them. (cfr. Lk 17,26-37)

“As it was in the days of Noah, so it will be in the days of the Son of Man; they were eating and drink ing, marrying and giving in marriage up to the day that Noah entered the ark, and the flood came and destroyed them all,” he said. “Similarly, as it was in the days of Lot: they were eating, drinking, buying, selling, planting, building; on the day when Lot left Sodom, fire and brimstone rained from the sky to destroy them all.” (Lk 17,26-29)

Now that the liturgical year is approaching its end, we are reminded that there are such things as our death, the end of time and the sec ond coming of Christ. We should be prepared always for these events, and align all the elements of our earthly life toward them. In other words, let’s have a proper focus.

For this, we definitely need to be taught so we can learn how to have that

focus. But to learn, we need to study and develop the proper attitudes, practices, virtues, etc. We have to undergo a certain discipline and follow a well-thoughtout plan.

Definitely, an important element in that plan would be the habit of “settling ac counts” with God by mak ing daily examinations of conscience. In our spiritual lives, it is important that we settle accounts with God regularly. In fact, saints and the Church herself have recommended that we make a daily examination of con science just before going to bed.

This is to see if the day went as it should, that is, if love for God and neighbor is really the motive behind all our actions, and so that we at least can be reconciled with God no matter how the day went. We should at least say sorry to God, even if we still have to do things to make up for our mistakes and sins.

This is an important task, because more than just resting physically, mentally or emotionally, we need to be at peace with God at the end of the day. God is everything to us. Regardless of our status at the moment, whether good or bad, moral or immoral, God not only

National gov’t support crucial to enhance LGU operations

WE are all living proof to this—business and govern ment transactions a few years back were among the most challenging and time-consuming interac tions Filipinos have ever encountered. Citizens have had to endure long lines and spend a significant amount of time to process documents and pay taxes and contributions.

This was only reduced with the introduction of digitalization in some gov ernment agencies.

Now, Filipinos need not physically travel and pay taxes and contributions, as the existence of digitaliza tion allowed for payments through online banking and electronic wallets at their own comfort.

Admittedly though, the adoption of digitalization in the Philippines remained relatively slow as compared with other countries. Ac cording to the Department of Finance (DoF), tax collec tions from local businesses in the second quarter of the year alone jumped by 58 percent to P83.7 billion, while real property taxes rose by 42 percent to P60.68 billion.

However, total collec tions from digital platforms

only amounted to PHP5.8 billion, which is just 2.3 percent of the total collec tions from local government units (LGU), and still far from the Bangko Sentral ng Pilipinas’ (BSP) target of digitalizing all retail pay ments by 50 percent. Last year, only 5 percent of LGUs in the Philippines imple mented methods to accept electronic payments through the electronic payment and collection system.

Finance Secretary Ben jamin Diokno thus renewed calls to LGUs to imple ment online payments as well to ensure that taxpayer transactions are simpler, safer, and quicker. He added that digitalization of opera tions—which has already been adopted by revenue collecting agencies such as the Bureau of Internal Rev enue (BIR) and the Bureau of Customs (BOC)—have resulted in the efficient tax administration through electronic means and which the LGUs can learn from.

Makati City can also be a good example to this. Just recently, the LGU was awarded as the top revenue collecting LGU in the Philip pines. According to Makati Mayor Abby Binay, the city’s strong revenue generation

will tell us what to do but also will give us what we need at that time.

In this regard, let’s hope that the daily practice of examination of conscience becomes normal and wide spread in us. It’s a real ne cessity, just like the daily accounting that business firms do if they are serious with their businesses. And frankly, can there be any more decisive human en deavor than caring for our soul, our principle of life?

The daily practice of ex amination of conscience means a lot of things. For one, it means that we under stand that our life is not just a natural, material, individual or social affair. Or simply our life.

It would show that we know our life is a life with God and with others, pur sued and developed in the spiritual and moral spheres more than in anything else. We need to do some ac counting of it not only for our own interest, but also and more importantly for the sake of God and of the others.

Samar farmers learn how to become entrepreneurs

CALBIGA, Samar – Thir ty-three farmer-members of the Calbiga Vegetable Growers Association (CVGA) were able to gain learnings on efficient, mod ern farming and marketing techniques to efficiently market and increase their production and income.

This was after they graduated from the Farm Business School (FBS) funded by the Depart ment of Agrarian Reform (DAR).

Thelma Alfaro, Program Beneficiaries Development chief of DAR-Samar, said the FBS aims to develop agrarian reform benefi ciaries (ARBs) to become agricultural entrepreneurs by instilling in their minds that farming is a business.

“Training farmers to become experts in scientific farming and transforming them into entrepreneurs are among the major ob jectives of Secretary Con rado Estrella III. All ARBs are encouraged to join this training for them to produce more from their awarded lands and ulti mately manage their agribusiness enterprise like a pro,” Alfaro said in a news release on Saturday.

Farmers used to sell their harvests without knowing if they have prof ited or not, she said, add ing that they also lack a sustainable marketplace.

“The training re-framed the farmers’ productionfocused practices towards more entrepreneurial and market-oriented farming operations. They will now definitely earn more in come from these learnings,”

Alfaro said.

The farmer-members of CVGA completed the 25 sessions of learning in seven months.

Hands-on tutoring was conducted on basic farm re cording, bookkeeping, and accounting, as well as new farming techniques, start ing from land preparation and planting to harvesting and marketing.

DepEd calls for water system check in W. Visayas schools

ILOILO CITY – The Depart ment of Education (DepEd) 6 (Western Visayas) has directed the 21 schools’ divisions in the region to check their schools’ wa ter systems to ensure their safety amid recorded cases of acute gastroenteritis in Iloilo.

DepEd-6 Director Ramir Uytico, in a virtual press conference on Friday, said not only Iloilo City but the entire region should help prevent the disease from infecting learners.

The divisions should check their water source, water tanks, and faucets, especially hand-washing areas.

He advised learners and teachers not to use the water in schools for drinking.

“At the regional office, I will require our medical officer to always coordinate with our medical officers in all 21 divisions because I don’t want to say that this is just in Iloilo City. We will always engage our medical officers to go around schools and to check the water sys tems there,” Uytico said.

Iloilo City Schools Divi sion Superintendent Nove lyn M. Vilchez, in the same virtual gathering, noted that no learner has tested positive for cholera but one suffered from acute gastroenteritis.

CDO biz groups seek tax relief extension

Local business groups urged the city government Friday to extend the deadline for tax reliefs and incentives.

ber of Commerce and In dustry Inc. (Oro Chamber) president, said the extension will give local businesses more time to file their re quired tax obligations.

“We hope to cascade the information to the grass

roots level of our business community here,” Talimio said during a business forum here.

Since last year, he said the Oro Chamber has requested the city government to come up with tax relief packages as a result of the pandemic.

Last month, the City Council passed an ordinance which implemented a tax relief for business owners and a 20 percent tax dis count on real properties.

Under the tax relief ordinance, businesses are required to avail of the pro gram before Jan. 11, 2023, and pay the discounted balances on May 21, 2023.

Oro Chamber chairper son Efren Uy said the tax relief measures should be amended to remove sur charges and other interests for late payments.

Councilor George Gok ing, the committee chair on trade and commerce, assured the proposals will be discussed in the City Council next week.

“The ordinances are not perfect, but if there is a need to amend some provisions, then we will consider the suggestions,” Goking said.

John Asuncion, head of the city’s Trade and Invest ments Promotions Center, said the local government is eager to assist the business community with the filing of the documents in availing tax reliefs.

“Other than extending the deadlines, I encourage (the business owners) to file early so that everyone will be served,” Asuncion said.

P159 million road to boost market access of Butuan farmers

BUTUAN CITY – A newlycompleted PHP158.9 mil lion farm-to-market road (FMR) is seen to enhance the connectivity of farmers’ groups in far-flung Baran gays Tungao and San Mateo here.

In an interview Friday, Tungao village chairper son Melchor Salboro said the road project will help ease the farmers’ delivery of their vegetable, banana, corn, coffee and coconut produce to markets in the city.

“Around 400 farming families from Barangay Tungao will directly ben efit from this new FMR,”

Salboro said.

The project, with a total length of 9.82 kilometers, was formally handed over by the Philippine Rural Devel opment Project (PRDP) of the Department of Agricul ture to the city government here on Thursday.

DAVAO CITY – Vice Presi dent Sara Z. Duterte said Friday that it is ‘peace har vest season’ in Mindanao since it had been consider ably quiet for quite a time.

Speaking during the Ku sog Mindanaw Conference 2022 here, she cited that while the government had to deal with radicalized groups behind terror attacks in Mindanao, including the bomb attack that killed

civilians in this city in 2016 and the intensified military campaign against the New People’s Army, there has been no deployment of a big number of soldiers to Mindanao for a govern ment-initiated all-out-war.

“We have been told that there’s a time for everything. I believe it’s ‘peace harvest season for us now in Min danao,” Duterte said.

She took note of the peace initiatives in the

southern Philippines by two late former presidents –Fidel V. Ramos and Benigno Aquino III.

Duterte cited the sign ing of the peace agreement initiated by the Ramos ad ministration with the Moro National Liberation Front (MNLF) in 1996 and the signing of the Compre hensive Agreement on the Bangsamoro between the Moro Islamic Liberation Front (MILF) and the Philip

pine government under the administration of Aquino III in 2014.

“Both presidents are no longer with us, but I believe that some of those who worked with their Peace Doves continue the Mind anao peace advocacy works even today. After the sign ing of the peace agreement between the MILF and the Philippine government in 2014, there have been no major wars in Mindanao,” Duterte said.

She added that Mindanao has been relatively silent even during her father’s administration, with the exemption of the foiled siege of Marawi City.

“The seeds of peace that you have planted all these years, the seeds of peace watered by the blood of Filipino martyrs who fought against each other, the seeds of peace nurtured by your sacrifices and bravery and that undying fire I see in your eyes — they have grown and their flowers now in bloom,” Duterte added.

THE Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) forged a ceasefire Thursday afternoon in a bid to end the hostilities that flared up in Ungkaya Pukan, Basilan on Tuesday that reportedly killed three soldiers and four MILF members.

The ceasefire agreement contains four consensus points:

To immediately imple ment a ceasefire between the engaged parties. This will be done by sending the representatives of the MILF CCCH, MILF AHJAG, and Non-violent Peace force to relay the agreement regard ing the immediate imple mentation of the ceasefire to the 114 Base Command, BIAF-MILF while the Com mander, Joint Task Force Basilan/101st Infantry Bri gade, Philippine Army will direct the AFP (Armed Forces of the Philippines] troops on the ground to do the same;

LDS-GAD releases Negosyo Cart Livelihood Program to 40 towns

MARAWI CITY: Pursu ant to RA No. 9710 which defines Gender and Devel opment Program, governor Mamintal “Bombit” Adiong Jr., releases the second batch beneficiaries of the Negosiyo Livwlihood Program their mobile food carts, complete with cooking equipment and 5,000.00 pesos from the Gender and Develop ment Office (GAD), Top officials said.

Adiong said the pur pose of this program is to augment the livelihood of the beneficiaries in order to cope up with these fi nancially challenging and difficultides.

According to Focal Person Sirikit Macatang cop-Balindong they were instructed by governor Adi ong to choose beneficiaries who are aptly qualified for the program. She added that the beneficiaries must be those who are living be

low poverty line or limit. The second batch of the selected 240 beneficiaries have met the criteria set by the Gender Development Office.

Balindong said that there are twenty-two (22) municipalities of the prov ince who were selected and deserved as beneficiaries of the Negosiyo cart Live lihood program, namely, municipalities of Ditsaan Ramain, Mulondo, Taraka, Balindong, Bacolod Kalawi, Kapai, Tagoloan, Madamba, Masiu, Pagayawan, Pualas, Calanogas Malabang, Kapa tagan, Bayang, Binidayan, Tubaran, Sultan Domalun dong, Lumbaca Unayan, Butig, Marogong and Wao, Balindong said.

communities in Marilog, Paquibato, and Baguio Districts.

The gift-giving is said to have started during the time of former President Rodrigo Duterte as mayor of the city.

Dayaday said the activ ity will start in the first week of December, but for the hard-to-reach areas, the gift packs may be delivered earlier in anticipation of possible weather distur bances.

“It is already the policy

of the Davao City govern ment to distribute goods to areas where the IPs live. We are just considering the weather disturbances that may affect the transporta tion of the food packs,” she added.

Dayaday added that while some of the IPs have arrived in the city, they will conduct a co ordination meeting with the Department of Social Welfare and Development

and representatives of vari ous municipalities with IP communities - Sta. Cruz in Davao del Sur and Agusan Davao del Sur and Davao del Norte to address their needs, safety, and their transport back to their communities.

“Because they are here in the city and they are bringing with them their children, our concern is that they will be run over by vehicles, they also have

no proper sleeping area and they have concerns on hygiene, so those are the things that will be dis cussed in our coordination meeting,” she said.

Apart from the giftgiving to the IP commu nities, Dayaday said that organized sectoral groups will also receive their gifts.

“For the sectoral groups, we will only distribute it to those groups that are organized,” she said. (PNA)

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alledging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rite on June 20, 2015 at Oroquieta City, Misamis Occidental both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Oroquieta City and Calamba City, Misamis Occidental respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for many years, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on June 20, 2015 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconcili ation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 2, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. value chain system with increasing efficiency in cluding farm machinery and automation, remote satellite data, traceability technologies and digital services.

For example, 100 drones were deployed to farmers (kisan) so that they need not venture to the fields to monitor the health of their crops. There is also a website or app for farmers named “M’ Kisan” which provides easy access to vital information over mobile phones.

He described the benefits of digital agriculture such as its focus on predictive analysis and optimization of available resources, con sidering how land is finite, thus the need to emphasized the equation of minimiz ing input and maximizing output.

Congress participants were encouraged to learn more about digital agri culture in India by visiting these websites: IBEF India Brand Equity Foundation; Invest India; Digital India; and Startup India.

The peace adviser said he is confident that the ceasefire agreement will hold, saying, “We are also hopeful that armed clashes such as these will not happen again so as not to under mine the major gains we have achieved under the Bangsamoro peace process.”

Interdisciplinary teaching depends on the way students best acquire knowledge, the important role of not only reaching students during their developmental stage but influencing the teaching of subjects, and (c) the coop erative involvement of both students and teachers plan ning and learning together to modify the instruction of the end product-the students (Jacobs, 1989; Antonellis & James, 1973). More and more educators are coming to realize that one of the fun damental problems in schools today is the “separate subject” or “layer cake” approach to knowledge and skills.

Students cannot solve problems because they do not understand the context in which the problems are embedded (Frykholm & Glasson, 2005). Thus, rea diing is very important in order for students to compre hend the given problem. The separate subject curriculum can be viewed as a jigsaw puzzle without any picture. If done properly, integration

of math and science could bring together overlapping concepts and principles in a meaningful way and enrich the learning context. Learn ing situated in such enriched (macro) contexts often lead to meaningful learning expe riences. Carefully designed interactive videos are suitable for creating real-life contexts for problem-based learning in mathematics integrated with science (Kumar and Sherwood, 1997).

The integration of math and science encompasses a number of considerations, for example, teaching math entirely as a part of science, math as a language and tool for teaching science, or teach ing science entirely as a part of math. This will help save time, especially in exami nation schedules, instead of spending two separate schedules for science and math, it will be done once only.

Presently, the Division of Misamis Oriental is inte grating English, Science and Mathematics (ENSCIMA) thru HOLISTIC Assessment. These three subject areas are integrated and that they are interrelated. This will also lessen the contact time in the summative test for these subjects since students are given summative tests in one setting only instead of three separate time.

Galvez thanked the AFP for “doing its best to contain the conflict” and “prevent ing the loss of lives,” as he also commended Basilan’s local government officials headed by Governor Jim Hataman Salliman and Un gkaya Pusan Mayor Jomar Maturan for leading the call for an immediate ceasefire between the parties.”

Lanao del Norte hosts Pagana Meranaw for Mindanao Food Congress 2022

LANAO del Norte Gover nor and newly appointed Regional Development Council Region 10 (RDC-X) Chairperson Imelda “Ang ging” Dela Cruz Quibran za- Dimaporo, hosted a Pagana Meranaw for the government and executives of the various chambers of commerce of Mindanao at a local hotel following the October 26 launch of the twin exhibits of the recently concluded Mindanao Food Congress 2022.

The delegation from the India Business Forum (IBF) led by H.E. Shambhu S. Kumaran, Ambassador of India to the Philippines graced the occasion along with Cagayan de Oro City Mayor Rolando “Klarex” Uy, Misamis Oriental Governor Peter “Sr. Pedro” M. Unabia, and chamber executives led by Philippine Chamber of Commerce and Industry (PCCI) Vice President for Mindanao Art Milan, PCCI Region X Governor and Mindanao Food Congress Director Ruben A. Vegafria, and Oro Chamber President Ray Talimio, Jr. The Pagana was also graced by mem bers of the Lanao del Norte Sangguniang Panlalawigan headed by Vice Governor Allan Lim.

Pagana Meranaw is a traditional feast of the Mer anaws to welcome special guests and visitors with foods and delicacies.

Pagana is a Meranaw term literally means to serve halal food for the guests and visitors in the tabak (a food tray with stand made of gold brass) setting on a floor just like the old ways in a wide and spacious living area of a torogan (traditional Meranaw houses).

Pagana would also means treating the visitors and very important guests with the highest form of hospitality, kindness and respect. This also signifies the host’s level of civility and indicates

the degree of the host’s grace. Sitting on the floor reminds everyone that we are all equal and our utmost humility as host. Pagana is given utmost significance by Meranaw of Lanao because it fosters peace, solidarity and unity.

Traditionally, the hosts and the guests of a Pagana Meranaw are dressed in malongs or tutubs, the Mer anaws traditional attire. All the guests present were given malongs as gift with a customized lampanakanay basket by the kind and gen erous Gov. Angging.

“I want you all to know that by sitting on the floor, I am not punishing you. This is just the way we do it the Meranaw way,” Governor Angging explained in her welcome remarks.

Rep. Abdullah “Bobby” D. Dimaporo explained that the Pagana is a customary and traditional banquet depicting their innate hos pitality, carried out in an

elegant festivity and gaiety in a manner acceptable to Islamic laws and principles.

Pagana is afforded to guests during special oc casions such as enthrone ments, weddings, gradua tions, engagements, merry making, and homecoming of people who had gone to the Hajj or Islamic pilgrim age—and during the two religious feasts, Eid’l Adha and Eid’l Fitr.

The occasion begins with a solemn prayer, followed by the welcome message from the host Gov. Angging. Followed by a cultural pre sentation from the LaNorte Dance Artists for Peace.

MSU-LNAC Culture Affairs Coordinator, Bong bong Umpa Busran (who headed the Pagana venue decoration) then briefed the guests with an overview of the Pagana Meranaw.

Kalumbayan sa Ranao followed with their presen tation of Kapagonor (tradi tional Meranaw kulintang

performance showcasing the unique skill and artis tic ways of using the basal (decorated stick used to

strike the kulintang) in a musical performance, after which guests were lavishly treated with a sumptuous banquet, and a Cultural Performers Showcase of Maranao Music and Dance as they enjoyed their meal.

The banquet is arranged in a dulang dining set, with traditional Maranao dishes served on tabak (brass food trays) around which four guests are seated on cush ions. The food trays are covered with ampas (deco rated tabak cover). Utensils and plates are upside down to stress sanitation.

The whole display in the dining hall (dressed up as a

living room in a traditional Torogan) was decorated with accents of gold and silver, symbolizing the colors of prestige and nobility.

Since Meranaws are Muslims, food should be Halal (permissible under Islamic law). Pork is strictly prohibited.

The typical yellow hue of Maranao dishes, which can be seen in many dishes like kuning (yellow rice), comes from kalawag (tur meric powder), which is believed to have medicinal properties.
