False info on survey result, ridiculous, says Fortun BUTUAN City––The false information being spread through text messaging regarding a purported result of a survey allegedly commissioned by the Office of the Mayor and the Office of the Vice Mayor was branded by Vice Mayor Lawrence “Law” Fortun as ridiculous and funny. The text message which was indiscriminately sent to some individuals said that a certain personality has gained tremendous increase in his rating in a survey allegedly commissioned by both offices. Fortun said that it is impossible that the said offices would commission such survey as it is not allowed under the program of expenditures of the local government unit to spend for political

surveys. More so, the said offices have not commissioned any survey for this purpose. Fortun also scored on the figures stated in the supposed survey. “The figures were very funny because if you add a l l t he p ercent ages, it has a l re ady sur p ass e d the 100 percent mark because supposedly I got 72 percent, then another candidate got 60 percent, then another candidate got 12 percent. So if you sum all the figures, it will reach 144%. And it’s really very ridiculous and funny,” Fortun said in an interview. According to one of the media man who received the said text, it was sent to him by a certain lawyer who is planning

to substitute his father as a candidate for City Councilor of this City. It was learned that this lawyer has time and again issued false statements in the airwaves in the past. This move is seen by many as a desperate move by the rivals of Fortun in order to project a person, who is not even an official candidate that he is faring well in the surveys. However, a latest survey from a local radio station in the city revealed that indeed Fortun is enjoying a comfortable lead of 71.15 percent. Fortun is followed far behind by another candidate at 22.12 percent while at the bottom is a non-candidate with only 6.73 percent rating. A report from Eldie N. David

NPA rebs Reading a tool for efficient communication rob, kill By: Relita P. Decina

Reading proficiency is an indication of success in all academic subjects. In modern life, learning depends largely upon one’s ability to interpret the printed page accurately and fully. To live dangerously in these times unavoidable, but to live in ignorance to get by is not ready enough. Reading is a tool. If a child is efficient in reading, he or she encounters difficulty in all learning areas because it would be quite difficult far him to assimilate and interpret something which he cannot read. Reading is also conceived as a complex activity of four dimensions; the perception of words, clear grasp of meaning, thoughtful

reaction and integration. A teacher should therefore direct all reading activities to ensure pupil’s growth in reading skills, abilities, habits and interest in almost all activities because reading is the means to understand and experience one’s usefulness in life. A child who has reading disability finds communication difficult.

OIC’s chill time at Dahilayan By Riza O. Ares

Last October 6, 2012, Oro Integrated Cooperative (OIC) had their yearly team-building activity at Dahilan Adventure Park, a renowned nature park in Northern Mindanao. It was participated by the head office and different branches of OIC, with around 200 employees. 15 air-conditioned vans were used to bring all the staff to Dahilayan, and it was a comfortable and safe convoy that everyone enjoyed. The team-building was composed of different activities. OIC hired a professional facilitating

team to carry out every session. In the morning, everyone had the chance to experience the longest zip line in Asia. Some were very excited and others were extremely nervous but all in all, the staff survived and felt the adrenaline rush that an 800-meter zip line brings. Imagine 800 meters, that’s almost 1 kilometer! It was indeed a great chance for all the hardworking people in OIC to unwind, break free, and release all the tension through riding the zip line and shouting their hearts out. Of course, everyone was hungry after the super active experience and the sumptuous lunch

truly satisfied the hungry but happy OIC people. The team-building continued in the afternoon with an “Amazing Race” kind of activity. The staff was grouped into teams and each team had to accomplish several tasks to get to the pit stop. The fist team to finish wins. It was raining already when the game started but everyone was unmindful of the weather because they were having fun. The activity was quite physical and sometimes hard, but it did not stop them from competing with each other. A synthesis was done after the game which allowed the OIC staff to

share what they have learned, in relation to being part of an organization. Many employees shared lots of good realizations and ideas, and that part wrapped-up and fulfilled the purpose of the teambuilding activity. It was all raining and foggy when the activity ended; it was very cold and the road was almost at zero visibility. Nevertheless, everyone was brought safely back to Cagayan de Oro. This amazing OIC experience was planned and organized by Timeless Express Travel, headed by the dynamic manager and owner, Mr. Randy D. Mantalaba.

COA urged to look into DPWH projects in Zamboanga City By Al Jacinto

Workers lay out asphalt on a long stretch of concrete road in Zamboanga City despite its good condition. The Department of Public Works and Highways has been the subject of strong public criticisms over its projects not only in Zamboanga City, but also in other parts of Western Mindanao, where it broke portions of the highways and put concrete over it again only to layer them again with asphalt. ZAMBOANGA CITY – The Department of Public Works Highways have began layering asphalt on highways in Zamboanga City despite the road’s good condition. Motorists also complained of unfinished works on highways and rendering the roads dangerous to travellers. From Zamboanga City to the provinces of Zamboanga Sibugay down to Zamboanga del Sur and Zamboanga del Norte, including Basilan, hundreds of kilometers of roads were either broken to pave way for new concreting or asphalted. “This is terrible. You can see the roads are in good condition, but they broke it and then poured concrete over it again and only to put asphalt on top of it several months later. It’s a waste of tax money and we want to see the COA reports on these projects,” one fam-

ily driver, who frequently travels from Zamboanga City to Pagadian City, said. COA refers to the Commission of Audit. The DPWH has constantly been included in the most corrupt agencies of the government in various reports. The DPWH insisted the road rehabilitation has been programmed and funded by the national government, aside from asphalt overlaying projects funded by lawmakers. In its website, the DPWH listed all its ongoing projects and contractors in Western Mindanao and can be acessed on this URL: http:// www.dpwh.gov.ph/infrastructure/pms/09.asp The agency also has infrastructure projects that included bridges, school buildings, water system, multipurpose buildings, farm to market roads, flood control and drainage system, among others worth billions of pesos.

Military pushes humanitarian law By 1st Lt. Samuel P. Maglinao SURIGAO del Sur – The 29th Infantry Battallion of the Philippine Army continues its advocacy for human rights by participating in the Peace Training Seminar in Lianga town, November 21 and 22, this year. No less than Lt. Col. Virgilio Luna, the battalion commander, and his civil military officer, 1st Lt. Samuel Maglinao,

attended the two-day activity that focused on the International Humanitarian Law. The training was facilitated by the “Sulong CARHRIHL”, a civil society organization that promotes the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Also in attendance were

representatives from local government units, nongovernment organizations and other stakeholders. “It is the AFP’s mandate to protect and promote the welfare of the people, and civilian awareness on the provisions of CARHRIL is very important,” Lt. Col. Luna explained. He urged both the military and the New People’s Army (NPA) to observe

the rights law in order to protect the civilians from any harm resulting from armed conflicts. He also ordered his troops to continuously support and participate in such kind of activities, if only to protect the people from armed rebel groups, who are continuously terrifying the populace by forcing them to support the struggle. Police nets ‘druggist’ in buy-bust By PO1 Ryan C. Cagula

CAMP Rafael C. Rodriguez, Libertad, Butuan City – Police operatives nabbed a ‘drug-pusher’, who yielded 13 sachets of ‘shabu’ in a buy-bust at Purok 5, Brgy. San Juan, Surigao City, November 24, 2012. Arrested by the joint force of Criminal Investigation and Detection Team, Surigao del Norte Provincial Public Safety Company and the Surigao City Police Station after selling a sachet of ;shabu’ to a cop posing as buyer, was Jonrey S. Zerda of said place. Also taken from his possession were a P500 marked money and various drug paraphernalia. This developed as the Police Regional Office (PRO-13) has intensified its campaign against illegal drugs, in coordination with other law enforcement agencies, said Police Chief Supt. Carmelo E. Valmoria, PRO-13 director. He observed “people are tempted with what illegal

drugs seem to offer, but learning the facts about its effects can widen your perspective, as to the risks posed by these substances.” Zerda and the confiscated items are now under custody of the Surigao City Police, while a case for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) is being prepared for filing in court against him. CAMP Evangelista, Cagayan de Oro City - The 7th Special Forces Company, 3rd Special Forces Battalion, 4th Infantry “Diamond” Division, has intercepted a lawless group at Purok 5, San Isidro, Santiago, Agusan del Norte, morning of November 24, this year. The military was backed by personnel of the Santiago, Agusan del Norte Police Station in said operation. Apprehended are Kevin Badajos, Dennis Badajos, Rolly Samora, William Samora, Jerry Pitao, and Remark Alburo, residents of Poblacion 1, Santiago town. Confiscated from them were two homemade shotguns, with six live bullets; one caliber 357 revolver; one caliber 38 revolver; one caliber 45 pistol; and one mk2 handgrenade. For possessing such a number of firearms, the suspects could be members of the criminal group operating in the eastern part of Agusan del Norte. Major General Nestor A

Añonuevo, commander of the 4th Infantry Division, said “this incident significantly reduces the number of loose firearms and the probability of criminal activities in the municipality of Santiago, in particular, and the province of Agusan del Norte, in general.” For his part, Col. Ronald N. Albano, commander of 402nd brigade, was happy that “we first caught them before the rebels could take advantage of said firearms.” Meanwhile, Lt. Col. Potenciano C. Camba, commanding officer of the 3rd Special Forces Battalion said, “Our personnel is always ready to support the PNP in our area of operation. We will help them enhance the peace and order situation in Santiago, if only to attain zero criminality rate in the municipality.” The suspects were immediately turned over to and detained at Santiago Municipal Police Station for proper disposition. Fresh cell treatment at Villa Medica A special report-Day 2

DAY TWO, FRESH CELL INJECTIONS -- We woke up early, as breakfast was ready by 7 a.m., although it was still dark outside. A lady nurse came in and took Beth’s temperature. The previous night, before sleeping, Beth was given by the lady nurse an anti-histamine antiallergy pill, which was to forestall any allergy reaction to the fresh cell injections, scheduled about 11 a.m. Friday, on Day 2. When she woke up, Beth was complaining of her usual neck pains and upper shoulder spasms that had been normal occurrences over some time. This daily pain she would merely nurse by hot compress and avoiding analgesics and concerned that painkillers would worsen her kidney conditions. This was almost a daily recurrence back home in Davao for some time now. Adjusting to a 7-hour time difference was still problematic. It meant going to bed here at Edenkoben at 8 pm when our body clock told us it’s 3 a.m. in the morning back home. So when we woke up at 7 a.m., in Edenkoben, it was already 2 pm in the afternoon Philippine time. We had breakfast at the dining hall at the ground floor. Beth was clearly anxious and a bit nervous I could tell. The German couple was still seated at the next table to ours. Then we returned to our rooms to prepare for the stem cell injections. At that same moment, I was estimating that the 18- week pregnant “ Black Mountain” sheep must be undergoing the procedures too somewhere downstairs. As earlier told by Sammy, the VM rep who met us at the Frankfurt airport, the specially chosen pregnant sheep would be slaughtered about that time. I was informed that the German government monitored and closely supervised the procedures according to standards that

A great woman THINK a minute. There was a young married couple who really struggled to make enough money just to live on. One day the husband took all their money and bought a small service station. His wife Jane did not think this was a smart, good investment. She knew her husband did not have the experience, knowledge or time to manage the service station. Well, she was right. Their station soon went out of business and she and her husband lost everything they owned! The husband came home that evening very discouraged, expecting his wife to be angry and remind him that she had told him not to do it. But he was so surprised when she sat down

Think A Minute Jhan Tiafau Hurst with him and said, “I’ve been doing some figuring. You don’t smoke or drink alcohol, but if you had, we would have lost just as much money as we did with the service station. Don’t worry, let’s just forget it.” This is a true story. That wife could easily have hurt, even destroyed, her husband’s self-confidence that evening. He was already feeling like a failure. But instead she let him know

she still believed in him. Friend, our husband needs to know that we respect and support him, especially when he fails or faces opposition. He needs to know that we’re on his side no matter what happens or the mistakes he makes. We need to make our home a safe place so that our husband always knows he won’t be criticized and put down when he comes

home. If we could guard and control our words and attitudes, just think how peaceful and happy our home and marriage would be. But it’s not easy to learn self-control and always accept and respect your husband, even though he has faults and weaknesses. That’s why it’s only with Jesus Christ’s kind of love that we can do it. If you’ll ask Jesus to forgive you for not being the wife you should, He will help you to start changing and learning to love the way He does. Only Jesus can help you always give your husband the respect and confidence he needs from you to become the real man you need and want him to be. Just Think a Minute.

Shall we go back life’s basic?

THE price of technology has taken a toll to humankind’s self-esteem that in the absence of it, everything (including without it) seems impossible. We are gradually entering an era where man is physically and mentally subservient to science and technology. When the final time comes, we would experience what Biblical scholars described today as ‘rapture.’ Thesaurus describes raptures Cris Diaz as ‘bliss,’ ‘happiness,’ or ‘excitement.’ However, the rapture that we meant here is the exact opposite. When science and technology would be at its peak, any person who could not afford to live with its demand would simply be glad to leave the mortal world. Consider this, 40 years ago, people lived without Liquefied cell | page 10 Petroleum Gas (LPG). Life is so simple and practical that firewood was the only means of cooking food. The electric stove was already around then. Yet, only very, few people use the electric stove because it consumes so much electricity. www.mindanaodailybalita.com Today, almost every household in urban and suburban centers use LPG. People have been subservient to a household item that without it, cooking food seems The Mindanao Daily NEWS (mdn) impossible. of urban and suburban living, anyone would be willing victim of the manipulative LPG market. Fifty years ago, electricity was not a necessity for every household. Only companies install large and smoke belching electric generators to energize households in camps so workers in logging, mining, and plantations enjoy limited electricity. Outside the camp, there was no electricity. People then subsist through lamps, candles, and the majestic moonlight that brightens the meadows and pathways at night. Who would think a Cellular phone would come handy to our generation today? One could still recall the two short rings followed by a long single ring when placing telephone calls 60 years ago. It was some kind of Morse coded telephone calls. With apology to Alexander Graham Bell, this telephone has been archived in historical antiquity. For our generation, a day in a life without a Cellular phone is glum and miserable. Modern business and economies would be a disaster sans android driven smart phones and integrated tablet computer equipped with wireless fidelity internet (wifi). This is the cutting edge of the new generation. Without it, life would stand still although we are now entering the portal of the new era. The ‘rapture’ would not be near ‘though as some now want to move back to the basic. React: crisguardian@yahoo.com

Either the erring men are not afraid of the long prison term, or they just couldn’t care less about it anymore. But whatever be the reason, the increasing number of domestic violence as the DSWD reported indicates beyond doubt that Republic Act 9262 and its related laws have not been suc-

It is clear that legislation, stiff prison terms, and even a vigorous enforcement of the anti-abuse law, miserably failed to stop male Filipinos from abusing their women and their children. -oooNEW APPROACH TO DOMESTIC VIOLENCE: The question is, why is this happening? One answer could be that, even now, many women and their children still prefer to be martyrs and suffer in silence instead of holding the men

The rigor, the shame, and even the expense and the delays in a court prosecution all pose an insurmountable obstacle to women standing up to their husbands or lovers. This is the reason why a new approach will have to be developed in meeting this problem. The truth is that, workshops, summits, meetings and studies which different groups have already conducted or will still conduct, like the Training Workshop on Strengthening Capacities of Communities, Practitioners and Policy Makers to Address Violence Against Women (VAW) in Manila, are all proving to be ineffective and useless in addressing the problem of domestic violence. Minda expands development services in Mindanao COTABATO City––The Mindanao Development Authority (MinDA) is putting up four area management offices (AMOs) across the island-region to effectively implement and monitor Mindanao-wide programs and projects. It will start hiring area management offices’ staff starting December.

Janet Lopoz, MinDA executive director, said the specific locations of AMOs are yet to be identified as MinDA is still in the process of looking at placing said offices in strategic areas of Western Mindanao, Northern Mindanao, South-Central Mindanao, and North-Eastern Mindanao. “I invite Mindanawon profes-

sionals, especially those who have backgrounds in peace-building, monitoring and evaluation and development work, to be part of the MinDA family as we are hiring for our AMOs,” Lopoz said. Applicants may e-mail their application letter and updated resume to hr@minda.gov.ph on or before 29 November 2012. MinDA will hold a series of

Short-listed applicants from Western Mindanao and SouthCentral Mindanao will be notified through text or e-mail for their examination schedules. Twenty posts ranging from

CEB flies close to 9.8 million passengers MANILA - The Philippines’ largest national flag carrier, Cebu Pacific (PSE: CEB) f lew close to 9.8 million passengers from January to September 2012, an increase of 12% compared to 8.7 million passengers flown in the same period last year. CEB’s passenger growth from January to September 2012 was driven mainly by the strengthening of the airline’s domestic route network out of Cebu, and additional capacity to key international destinations. “We were able to increase passengers from Cebu to Visayas by 47%, to Luzon by 42%, and to Mindanao by 30%. This best illustrates the Cebu Pacific effect—whenever we enter new markets or add capacity, we effectively stimulate travel and enable everyJuan to f ly with our trademark low fares,” said CEB VP for Marketing and Distribution Candice Iyog. Notable growth can also be seen in CEB’s international passengers to and from Malaysia (19%), Taiwan (25%), mainland China (29%) and Brunei (24%). “Cebu Pacific remains

on track with hitting its 14 million passenger target for 2012. We launched 10 domestic routes in October, as well as the first international flights out of Iloilo, CEB’s Iloilo-Hong Kong and Iloilo-Singapore services, in November. We will also launch Cebu-Bangkok and Cebu-Kuala Lumpur services in December,” Iyog said. Last November 15, 2012, CEB also awarded its 70 millionth passenger, a milestone reached less than two years after President Benigno Aquino III awarded CEB’s 50 millionth passenger. “We look forward to expanding even further next year, especially when we announce our first long-haul destination,” she added. CEB currently operates 10 Airbus A319, 22 Airbus A320 and 8 ATR-72 500 aircraft. Its fleet of 40 aircraft is one of the most modern aircraft fleets in the world. Between 2012 and 2021, Cebu Pacific will take an additional 19 Airbus A320 and 30 Airbus A321neo aircraft. It is slated to begin long-haul services in the 3rd quarter of 2013, with the arrival of 2 Airbus A330-300 aircraft.

He said the suspect was charged based on complaints filed by the scam’s alleged victims before the NBI regional office in Koronadal City. Most of Jicoli’s victims, who were supposedly lured by her “double your money” investment scheme, were shopping mall workers in the city, he said. “She was able to convince her victims to invest P10,000 to P20,000 with a promised interest of 10 to 20 percent interest in just one week,” the official said. Magno said they were still determining the number of investors who were duped by the suspect’s investment scam and the possibility that several other personalities were behind it. He urged the other victims of Jicoli to come out and immediately file their complaints at the NBI regional office. South Cotabato Gov. Arthur Pingoy Jr. said the provincial government is supporting the NBI-12’s ongoing crackdown against pyramiding investment schemes in the province, among them the uncovered operations of controversial firm Aman Futures Group Philippines Inc. in T’boli and Norala towns. NBI-12 had estimated that around 400 residents in the province were duped by the Aman Group through its Ponzi-type investment scheme. An initial 20 victims have executed complaintaffidavits detailing the illegal investment operations of the Aman Group through its local agents, who were earlier identified by the NBI-12 as sisters Rhoda Lilio-Corpuz and Girlie Lilio-Paner of T’boli town. In a raid last week on a house that served as Aman Group’s alleged branch in T’boli town, NBI operatives uncovered documents detailing around P888 million worth of investment transactions in the area that were facilitated by the two agents.

the German government strictly required on stem cell treatment (something our Philippine government must now start looking into with the onset of stem cell treatment by our Philippine medical institutions.) At 1030 a.m., and back in our room, Beth was given a “relaxant” (Valium) to ease up prior to the treatment. The injections were to be done inside Room 19 where we were billeted. Then another shot of an anti allergy serum was administered. By 1130 a.m., the doctors came, one of them the Filipino doctor, Dr. Morato. He was in a green operating room gown as with the rest. Beth in her bed was asked to lie on her stomach while her buttocks were first sterilized and applied with

disinfectants. She was advised to remain still and not even to talk while the procedure was being done. Then the injections started. Nine syringe injections in a row of fresh stem cells. It took only about 2 minutes and it was over. Then the injected area was covered with a big plaster. A nurse assistant kept asking: “ How do you feel? “I would hear Beth say, “okay” every time it was no big deal. It was over before we realized it. She was allowed to turn around and lie on her back and told to stay in bed and not to get up. For the next 30 hours or so, she was supposed to stay in bed. She would be allowed to get up with the minimum movements only when taking her dinner which was served in the room and when going to the bathroom. The close observations followed. From time to time, the nurse would look at the injected area for telltale signs of allergy reactions or unusual appearances or body reactions. There were none. Then af ter a w hi le Dr.Morato came back to inject, with one syringe, fresh stem cells at Beth’s neck portion due to her persistent complaint about neck and shoulder pains. “That would take care of those pains, hopefully,” Dr. Morato re- assuringly told Beth. The stem cells that were injected in the neck area, I gathered were taken from the neck cartilage of the unborn sheep fetus. That neck injection was a special treatment that was not included in the original package. Then the extended rest period begun. She would not be allowed to leave the room. Beth stayed in bed the rest of the day, allowed to get up only to go to the bathroom or take the meal that was delivered inside the room. Due to the Valium pill she took before the injections, she was resting well by the sound of her snore and breathing. This went on for the rest of the day until evening. She woke up middle of the night, asked what time it was and then slipped back to sleep. The temperature outside was chilly. At one time, she rose and sat on a lounging chair and read a few pages from the book of Senator Juan Ponce Enrile’ s MEMOIRS that she bought for me while still in Manila. Then she would fall asleep again. The waiting for the results of the treatment thus begun. We were told earlier that although kidney treatments from fresh cell therapy were not “one hundred percent sure” to cure her ailing kidneys, the fresh cell treatment from the fetus of the lamb could act as “catalysts” or triggers to Beth’s own stem cells to reproduce and do repair work on the affected organ if developments were

favorable. This expected “regeneration phase” is experienced from the 3rd or 4th week to 4 or 6 months after the injections. But an immediate experience of “short- term vitality and improvement in the overall condition of the “guests” were to be expected during the post injection period. An “immune-biological reaction” is expected on some guests around 2 weeks after the treatment. This may come in the form of slight fatigue or “emotional aggravation” for some guests. The so-called “regeneration phase” of the organs may be experienced from as early as the 3rd week up to 6 months after the treatment. During this period, health improvement and increased stamina will be noted. The person injected will experience “uplifted spirits” with perceptible skin improvement due to increased blood supply to the skin. However these outcomes will depend so much on the persons’ lifestyle, diet, environment and other associated ailments. Finally, guests who wish to get more treatments must wait for the lapse of 5 months from the last injection before they will be allowed another round of injections. Beth was so sound asleep that whole night that I wondered what it would be when she would wake up the morning after. The room was chilly I fell asleep wondering what it would be next morning. NEXT EPISODE : Day 3 THE MORNING AFTER

Mindanawons are adamantly against the sale of the Agus and Pulangi hydropower complexes. Collectively, the Agus and Pulangi hydropower complexes supply more than 50% of the island’s total power demand. Led by Sec. Luwalhati Antonino of the Mindanao Development Authority (MinDA), clean hydropower advocates are urging the government, especially the Department of Energy (DoE) to “go with the flow” and help keep Mindanao’s competitive advantage by developing more hydro power plants because of the abundance of water sources in the island. Mindanao has a total potential of 2,519.29 MW from hydro sources as against the 1,163.30 MW from coal, according to the DoE’s PEP 2003-2012. And Region X (Northern Mindanao) leads the rest of Mindanao with 958.40 MW of potential hydro power followed by Region XII with 719.69 MW. The rest of Mindanao’s regions’ hydro potentials are as follows: Caraga (288.09 MW); Region XI (259.64 MW); ARMM (232.65 MW); and Region IX (60.82 MW). In the DoE’s PEP 20032012, the power develop-

ment projections for coal is 30 TWh at the most, peaking in 2009 while its power development projections for hydro is 50 TWh also peaking in 2009, or a difference of 20 TWh in favor of hydro. But in the new PEP 2009-2030, the DoE’s priority is to “accelerate the exploration and development of oil, gas and coal resources.” Instead of helping Mindanao and the country’s economy, the DoE is draining it with its promotion of coal-fed power plants. According to Highlights of PEP 2009-2030“currently, the country imports around 75.4% of the domestic coal requirements.” Instead of prioritizing coal-based power plants to solve Mindanao’s power crisis, the DoE should focus on what Mindanao has in abundance, and that is hydro, said Cerael “Dodong” Donggay, former National Power Corporation (NPC) vice president for Mindanao. “Mindanao is blessed with a bounty of hydro resources with over 1,143 MW potential capacity, such as the 132 MW Bulanog-Batang Project, whose feasibility study was conducted by ELC Electroconsult of Italy in 1993; the 300 MW Pulangi 5 Project, the feasibility study of which was conducted by SNC Lavalin of Canada in 1996; the 225 MW Agus 3, the only undeveloped hydro project along Agus River in the Lanao provinces. There is also a 186 MW total aggregate capacity for 11 Small Hydro Projects with feasibility studies done by NEWJEC of Japan in 1992; adding the 300 MW total aggregate capacities for the undeveloped Pulangi 1, 2, 3 & 6 hydro projects. All these hydro potentials can generate 5 billion KWh of energy annually, enough to avoid energy imports of 8.3 million barrels of oil, save P35 billion of foreign exchange, avoid emission of 3.5 million tons of carbon dioxide which only aggravates global warming as evidenced by superstorms such as Typhoon Ondoy in the South Pacific, severely affecting the Philippines in 2008, typhoon Sendong which crippled Northern Mindanao just last year and the recent ‘Sandy’ in the North Atlantic whose estimated damage is more than US$50 billion,” he said. It is clear, with climate change and global warming upon us, Mindanao, and the rest of the Philippines, has nowhere to go but return to the basics, and that is using and properly utilizing what we have in abundance — water, Donggay said. Sec. Antonino also said that “with the extensive river system in Mindanao, there is a huge untapped potential of over 1,000 MW” in the island. “Mindanao’s future flows with hydro power,” Donggay stressed. “If he is truly a leader then he should lead by good example,” Yasay said, referring to the barangay official. The groundbreaking was for a slope protection project of the Department of Public Works and Highways to protect residents living along the national highway at Zone 4 in Barra. “The tarpaulin was put there to inform the public that this is a government project and not a private project,” Yasay said. He added that it was not for electioneering. “I know that there is black propaganda against me now,” he said as he noted the coming 2013 elections. “But I really don’t understand why they would tear down the tarpaulin,” Yasay said. The infrastructure project was initiated by Misamis Oriental 2nd District Rep. Yevgeny “Bambi” Emano and is to be implemented by the DPWH. Yasay thanked Congressman Emano as he led the groundbreaking rites with Vice Mayor Chizarina M. Ortigoza, the municipal councilors and DPWH resident engineer Ifour Manduro. The allocation for the project is about P17,235,000. It is part of the ButuanIligan road improvement program of the national government.

effective approach against this social malady? It is teaching spirituality and godliness to our people, more particularly to the young Filipino males who will ultimately become husbands, lovers, fathers, or boyfriends of our women and their children. More specifically, we now have to bring up our sons in the training and instruction of the Lord while they are still young, so they will not depart from it when they grow old. -oooTEACHING MALE FILIPINOS TO LOVE GOD: What exactly do I mean with the phrase, “to bring up our sons in the training and instruction of the Lord”? What I mean is that, we should now endeavor to teach our sons to love God with all their hearts, minds, souls and strength. This is what the Bible is telling us in its Deuteronomy 6:59 for surely, a man who loves God with all his heart, mind, soul, and strength is a man who will love his wife and children sincerely and truthfully. A man who loves God is a man who will understand that it is God’s will for a man to leave his father and mother for him be united to his wife in marriage, and who will appreciate God’s command that what God has put together, no man should ever cause to separate.

A man who loves God is a man who will love and care for his children, seeing to it that their future is secured with love and happiness, and even with success and prosperity, for God Himself has already shown the best example of what a good father should be---His plans for his children are plans not to harm them, but to give them hope and a good future. This man will not abuse anyone, no matter what. -oooREACTIONS? Please call me at 0917 984 24 68, 0918 574 0193, 0922 833 43 96. Email: batasmauricio@ yahoo.com

of Agricultural Statistics (BAS) show that the rice sufficiency level of the region for the third quarter stood at 68.75 percent. However, the region’s forecast sufficiency level for the year is 74.91 percent. Commercial and municipal fishing, on the other hand, again posted declines in the third quarter of 2012. Commercial fishing went down by 16 percent and municipal fishing decreased by two percent. The participants of the RTD were apprehensive on the opening of the Laguindingan Airport next year. Since the necessary air navigation facilities have not yet been installed, the soft opening of the airport next year will use Visual Flight Rule. All issues raised will be forwarded by NEDA-10 to concerned agencies while the results of the validation and assessment will be announced to the public by NEDA-10 through a media forum.

CAGAYAN de Oro City–– The Department of Science and Technology Region X Regional Standards and Testing Laboratories (DOST-X RSTL) launches its new service of mercury analysis through its latest analytical instrument, the Direct Mercury Analyzer (DMA-80).

This instrument employs thermal decomposition, amalgamation, and atomic absorption spectrophotometry for quicker mercury analysis. One advantage of the instrument is that it only requires minor sample preparation and detects even extremely little quantities of mercury up to 0.01 nanogram or parts per bil-

Today, the laboratory accepts various types of samples for mercury analysis, like drinking water, environmental water, wastewater, soils, sediments, sludges, food, feeds, and biological samples, plastics like toys and packaging material, and even cosmetics for sectors such as mining, food processors, environmental monitoring, academic and non-academic researches, product regulations, and others. Also reviewed were infrastructure-related indicators such as telecommunications, shipping, irrigation development, status of electrification, and energy sales, among others. Major issues and concerns were also raised such as the attainment of region’s rice sufficiency level for the year, the continued decline in commercial and municipal fishing, and the planned soft opening of the Laguindingan Airport in January 2013. Humans are exposed to mercury mostly through the consumption of contaminated fish and shellfish.
