Congress urged to enact maritime baselines bill

CAGAYAN de Oro City Rep. Rufus Rodriguez today urged Congress to finally pass a bill delineating the country’s maritime bound aries, including its 200-mile exclusive economic zone.

He made the appeal in the wake of the reported agreement between the Philippines and Indonesia on rules on how to delimit their overlapping territorial boundaries.

The agreement was an offshoot of the visit to Ja karta of President Ferdinand Marcos Jr. last month.

“The projected talks between the Philippines and our neighbor Indonesia should prompt Congress to now approve a maritime zones bill,” Rodriguez said.

He said such a law would serve as the framework for negotiations on territorial limits between and among

Probe on NDRRMC Facebook page hacking underway: OCD

MANILA – The Office of Civil Defense (OCD) said measures are underway to prevent a repeat of the hacking of the official Face book page of the National Disaster Risk Reduction and Management Council (NDRRMC).

In a Facebook post on Tuesday night, the OCD con firmed that the NDRRMC’s official Facebook page has been hacked at “around 3 p.m.” on Tuesday.

It added that necessary arrangements are in place to retrieve the account and investigate the matter.

“We uphold data privacy and security, alongside the welfare of the members of the NDRRMC,” the OCD said.

However, the agency did not give exact circumstances and other details regarding

the incident.

“We would like to apolo gize for any inconvenience or confusion this incident might bring to the public and stakeholders. Rest as sured, measures are in place to prevent this incident from happening again. Thank you for your understanding,” the OCD added. ( PNA )

Marcos receives credentials of Australian, Dutch, Austrian envoys

MANILA – President Fer dinand “Bongbong” Marcos Jr. on Tuesday received the credentials of newly ap pointed ambassadors from Australia, Austrian and The Netherlands at Malacañan Palace.

Malacañang shared pho tos of the ceremony on the presentation of credentials to reporters but has yet to release further details.

The photos showed the ambassadors Hae Kyong Yu of Australia, Maria Alfonsa Magdalena Geraedts of The Netherlands, and Johan Brieger of Austria signing a guest book in the Palace.

Mobile app links Ilocos Norte police with public

LAOAG CITY – The Ilocos Norte Provincial Police Of fice’s (INPPO) services have become more accessible to the public with the help of its new free-for-download and mobile application.

The iPOLICE app de signed for android phones is one of the latest innovations of the INPPO that allows Ilocanos and visitors to have the services of the local police at their fingertips.

“Manong PD (Provin cial Director) and Team INPPO conceptualized this program to elevate policing and public information in cyberspace and to further provide a feeling of safety and security to the local folks and tourists 24/7,”

He said the Ilocos Norte police is the first local po lice office to develop such a mobile app that features an easy-access platform downloaded via the Play Store.

Users are provided with complete information about the different units of the INPPO, including their contact details.

Various services of the Philippine National Police such as applications for clearances, updates and advisories, and other trans actions can also be accessed through the app.

The app also features a message board covered by the Data Privacy Act, where users can interact freely with

Save Mother Earth, Be Rooted with the Unseen Being

IT has been the opinion of great contemporaneous spiritual leaders that the species called the Homo Sapiens (human being) is the most flawed of all of God’s creation having killed its own kind of about 200 million human beings in one century alone (19th hundred) out of two world wars, the cleansing of Hitler and Pol Pot, Stalinism, Mao ism and the Vietnam War, among others. Humanity continues to suffer from collective insanity advanc ing unbridled materialism and consumerism amidst spiritual denigration where the instant pursuit of wealth, fame and power is the pri ority based on a flawed dictum called “survival of the fittest.” Worse, the homo sapiens has put the earth in a cataclysmic state as the present development para digm is sacrificing mother Earth to the altar of greed and power.

Noam Chomsky, de scribed by New York Times as “the most important in tellectual alive, described that the plight of human civilization as “racing to wards the precipice.” The doomsday clock of Mother

Earth was set to at two and a half minutes before midnight. The cause: the disbelief in the scientific consensus over climate change by all governments, the mainstream media and religious groups.” Indeed, the conscious refusal of the dominant players – govern ments, corporations and the media – to act with purpose helps to answer the questions, “where is the human outcry for earth’s life-support? Why have we failed to seize control of our survival?”

Pope Francis in his En cyclical Letter – which was back by al the major faiths – referred to climate change as “a sin against God.” Re cently, Queen Elizabeth was so furious blaming gov ernments’ inaction against climate change stating that “there should be legal ac tion against governments for the crime of omission to protect the right to life of their populations. Apparent is the ongoing political and media efforts to suppress climate change as a crisis: by denial, by under-reporting solutions to it.”

Everything should be a form of prayer

WE should do our best to overcome the usual ten dency of ours to fall into some form of dichotomy, dividing our life mainly into 2 parts—one for prayer, our relation with God, and another for work, our in volvement in the things of the world or our temporal affairs.

We only have one life, and it’s a life that essentially should be an active partici pation in the life of God, since we have been created to be his image and likeness. Though our life has many parts, many dimensions, many aspects, and each one requires specific treatment, we should not forget that all of them comprise one and the same life. They have to be blended and made to work according to one same spirit—the spirit of God.

We are reminded of this basic truth about ourselves in that gospel episode about the two sisters, Martha and Mary, where the former complained to Christ about the latter for apparently not helping her in some tasks of hospitality. (cfr. Lk 10,3842) That was when Christ told Martha that only one thing is necessary and that Mary, her sister, who was contemplating on Christ, was doing the right thing

and it would not be taken away from her.

The mistake of Martha was to consider her tasks of hospitality not as a form of prayer but simply as some practical work that needed to be done. She failed to elevate her work into prayer. That was why she felt un comfortable to see her sister apparently doing nothing by simply putting herself before Christ, listening to him.

The main point of the gospel is that we are sup posed to be contemplative souls. That is to say that no matter what we are doing, no matter what condition we may be in, we should not lose touch with God.

That’s obviously not an easy thing to do, but we have precisely our whole life to cultivate that kind of lifestyle. And we have been given all the means so that such ideal can be achieved by us. We should just do our part.

The story of the sisters, Martha and Mary, therefore offers us a precious lesson on always giving priority to prayer, the one thing necessary in life, no matter how many and urgent our other concerns are during the day. It urges us to make everything a form of prayer.

The immediate basis for

humanity as the contem poraneous development paradigm called neo-liberal capitalism being advanced by corporate globalization continuously sacrifices Mother Earth and human ity to the altar of greed and profit. We are now in the 22nd year of the 21st cen tury but we do not know whether we will reach the 22nd century which is only 78 years from now. Every day, a thousand hectares of the 386-meter high iceberg are melting in the Arctic and the Antarctic that is giving rise to the ocean level. The Philippines now has some 7,100 islands but according to environmentalists, there will just be 3,000 islands fifty years from now. Some 100 species of flora and fauna are becoming extinct everyday due to climate change as bil lions have already become extinct. This is especially true in our country which has been considered by FAO as the richest on earth with regards to biodiversity but have been erased from the face of the earth as we have

this truth is what Christ himself said: “What will it profit a man if he gains the whole world and for feits his soul?” (Mt 16,26)

That’s because prayer is like the breathing and the heartbeat of our spiritual organism, of our soul. Just as we continue to breathe and just as our heart con tinues to beat even while we are unconscious in our sleep, so should our prayer be.

To be sure, this is pos sible and doable, because praying does not even need a bodily organ for it to be done. It is a spiritual opera tion that can transcend the use of our bodily faculties. It’s a matter of attitude, of belief, which we can always have even if it is not expressly articulated.

As such, it can be done in any situation—while we are working, playing, resting, etc. But it would be good that we spend some time doing nothing other than praying, directly engaging God in a loving conversa tion, because that would help us to be prayerful in all our other activities and situations in life.

Pryde Henry Teves volun tarily relinquished his post as governor of Negros Ori ental shortly before 5 p.m. Tuesday after days of being locked in a “battle” over the governorship with duly elected Gov. Roel Degamo.

Teves spoke in front of a large crowd of support ers gathered at the front grounds of the capitol as he thanked them, saying “it is not yet over”.

He expressed disappoint ment that the high tribunal did not act on a petition for a temporary restrain ing order (TRO) to prevent the implementation of the Commission on Elections (Comelec) en banc ruling

nullifying his election vic tory in favor of Degamo.

The former governor, whose victory in the May 9 polls was overturned fol lowing the transfer of votes of nuisance candidate Ruel Degamo to Roel Degamo, had insisted on staying on at the capitol in the past days.

This, even as Depart ment of the Interior and Local Government Secretary Benjamin Abalos Jr. ordered Regional Director Leoca dio Trovela and Provincial Director Farah Gentuya to install Degamo as governor, pursuant to the Comelec en banc’s writ of execution.

ILOILO CITY – The Home Development Mutual Fund (HDMF) or Pag-IBIG Fund is seeing huge demand for housing units in Western Visayas, exceeding its tar gets in terms of the loan value and housing units from January to September this year.

Wilmer B. Lirazan, PagIBIG Fund Bacolod Housing Business Center Department Manager III, in an interview on Tuesday, said for 2022, they have a total of PHP5.3 billion loan value divided into 12 months targeting around 4,300 housing units.

While there was no avail able figure during the in

terview, he said they have already exceeded their target from January to September this year with their 104 percent accomplishment for loan value and 125 percent for housing units.

“There is a big and high demand for housing in Western Visayas. We were surprised that as of September we are at 104 percent in terms of loan value and 125 percent in terms of housing inventory,” he said.

Lizaran added that while there were sprouting sub division and condominium developments, developers affirm that there remains a

CDO bans political branding on government properties

The local government has ordered a ban on “political branding” on all government properties.

In a memorandum order released Tuesday, Mayor Rolando Uy directed all department heads to remove names, images, photos or images of any politician or political parties on all government-owned materi als and equipment.

The order also prohibits stickers or any identifiable markings of any public of ficer on the government properties.

“Being an advocate of the “Anti Epal Law” intro duced by (former) Senator Emmanuel D. Pacquiao... (the undersigned) adheres to an anti-epal Policy in this current administration,” Uy said.

“Epal” is a slang Filipino word describing people with excessive attention-seeking behavior like placing their names on government proj ects.

Uy also cited the 2021 directive of the Anti-Red Tape Authority for local governments to strike out names and faces on public documents. ( PNA )

Davao’s 30K marginalized workers get gov’t aid from July-September

DAVAO CITY – At least 30,000 marginalized workers have benefited from vari ous projects and programs initiated or coordinated by Davao City 1st District Rep resentative Paolo Duterte during his first three months in office, the lawmaker’s office reported Tuesday.

For the third quarter this year, the office said 8,160 fisher folks and 5,799 drivers of public utility vehicles in this city were thoroughly screened and assisted to avail of emergency em ployment under the Tu long Panghanapbuhay sa Disadvantaged/Displaced Worker (TUPAD) of the Department of Labor and Employment (DOLE).

The lawmaker’s office added that it has also co ordinated with DOLE in granting TUPAD benefits to 923 street vendors.

“We had carefully pro filed the TUPAD appli cants to ensure that only those who deserve them are granted the benefits of the program. We are continu

ing to screen thousands of other applicants,” Duterte said in a statement.

TUPAD is a communitybased package of assistance that provides emergency employment for displaced workers, the underem ployed, and seasonal work ers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of the work to be performed.

Duterte’s office also provided scholarships and educational assistance to 802 students, while another 207 individuals have been granted free training pro grams from the Technical Education and Skills Devel opment Authority (TESDA) during the same period this year.

It also facilitated the hospitalization and medical assistance at the Southern Philippines Medical Center (SPMC) to 4,532 individu als, including Davao’s indi gent senior citizens.

Mentoring teachers by specialists

RESEARCHERS found for example that instruction improves when teachers in training take specific sub ject classes by professors in that department rather than learning about that subject within the Education depart ment. ALL children must be able to access quality pre-kinder garten to Grade 3 education and development programs. This statement clearly pro ceeds from the basic premise that quality education is a human right of every person born to Philippine society.

It is the duty of the gov ernment to guarantee that no child in the Philippines will be denied access to quality education irrespective of the incomes of his or her parents. If Vice President and concurrent Education Secretary Sara Duterte gets her request for an additional P100 billion on top of the ap proved 2023 DepEd budget of more than P700 billion, we have to make sure that the first item in the agenda is actually realized. means that no child until he or she reaches the age of 1,000 days from the womb of the mother must be denied sufficient nutrition to avoid damage to the brain caused by undernourishment.

Whatever is needed to comply with providing free education at the elemen tary and high school level must be given the highest priority before providing for tertiary education. As regards to tertiary education, there is a lot of leeway for private enterprise to engage in post-secondary education through the establishment of either academic universities or technical institutes with out precluding governmentsponsored universities and other forms of post-secondary education.

That Petitioner EDWIN SOCORRO EPE is of legal age, Filipino, married, and a resident of Blk. 39, Lot 01, Mabuhay City, Cabuya, Laguna, and by virtue of a special power of Attorney (Annex “A”), he is hereto represented by MARY JANE SOCORRO PUCOT , of legal age, Filipino, married and a resident of P5, Magpatao, Lala, Lanao del Norte, where all notices and court processes may be sent to her. On the other hand, Respondent is a government institution mandated by law to have custody of land titles and other registrable documents with office address at Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte where summons and other court processes may be served. All other private respondents herein impleaded including TEOTIMO GURRIA, ANASTACIO OLIVEROS, EGMIDIO PASAYLO, FERMIN P. RESTAURO, CRISTOBAL GURRIA, PRIMITIVO LARGO, PONCIANO CABURAL, TRINIDAD ALISER, GUILLERMO V. GANANCIAL, and CANDELARIA OLIGO are whose personal circumstances are not revealed to the herein petitioner, and their last known adress is at Lanipao, Lala, Lanao del Norte;

2. That subject matter of this petition is the owner’s original duplicate copy of a property covered by Original Certificate of Title No. P-2,235 (ANNEX “B”) approximately covering an area of five hundred and eight square meters (508 sq. m.) located at Lanipao, Lala, Lanao del Norte and covered by Original Certificate of Title No. P-2,235 originally owned by a certain TEOTIMO GURRIA and also tax declared accordingly (ANNEX “C);

3. That with Entry No. 7,178 as reflected to the Memorandum of Encumbrances (Annex “B-1”), TEOTIMO GURRIA executed a Real Estate Mortgage in favor of the Philippine National Bank, covering the parcel of land described in this title;

4. That with Entry No. 10847 as reflected to the Memorandum of Encumbrances (Annex “B-2”), TEOTIMO GURRIA also executed a Petition to Split Over This Title and that the Title is partially cancelled with respect to areas left unsold and that corresponding Titles per Subdivision and Technical Description were issued. Transfer Certificate of Title (TCT) No. T-2,992 to T-2,998 were issued;

5. That with Entry No. 11578 as reflected to the Memorandum of Encumbrances (Annex “B-3”), TEOTIMO GURRIA also sold a portion of registered property described in this title in favor of Anastacio Oliveros with an area of 1,000 Square Meters more or less and by virtue of technical description - Transfer Certificate of Title (TCT) No. T-3,202 was issued;

6. That with Entry No. 11579 as reflected to the Memorandum of Encumbrances (Annex “B-4”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Egmidio Pasaylo with an area of 1,200 Square Meters, more or less, and that Transfer Certificate of Title (TCT) No. 3,204 was issued;

7. That with Entry No. 11580 as reflected to the Memorandum of Encumbrances (Annex “B-5”), TEOTIMO GURRIA also executed a Sale of A Portion of Registered Property described in the title in favor of Fermin P. Restauro with an area of 800 Square Meters more or less, and that Transfer Certificate of Title (TCT) No. 3,205 was issued;

8. That with Entry No. 11596 as reflected to the Memorandum of Encumbrances (Annex “B-6”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Cristobal Gurria with an area of 490 Square Meters, more or less. This certificate of title is PARTIALLY CANCELLED with respect to Entry No. 11596 and that Transfer Certificate of Title (TCT) No. 3,207 was issued;

9. That with Entry No. 11597 as reflected to the Memorandum of Encumbrances (Annex “B-7”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Primitivo Largo with an area of 2,000 Square Meters, more or less. Said Primitivo Largo also sold the property he bought from TEOTIMO GURRIA to Ponciano Cabural with Entry No. 11598. This certificate of title is Partially Cancelled with respect to Entry No. 11598 and corresponding Transfer Certificate of Title (TCT) No. T-3,208 was issued;

10. That with Entry No. 11892 as reflected to the Memorandum of Encumbrances (Annex “B-8”), TEOTIMO GURRIA also executed a Sale of a Portion of Registered Property described in this title in favor of Trinidad Aliser with an area of 405 Square Meter, more or less, and the remaining of 504 Square Meter more or less, to be taken from Transfer Certificate Title (TCT) No. T-2,997 has been sold to Trinidad Aliser. The Title was Partially Cancelled with respect to Entry No. 11892 and corresponding Transfer Certificate of Title (TCT) No. 3,227 with regards to an area of 504 Sq. M. was issued;

11. That with Entry No. 24921 as reflected to the Memorandum of Encumbrances (Annex “B-9”), Sps. TEO TIMO GURRIA and Emiliana Montecillo also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Guillermo V. Ganancial with an area of 450 Square Meters, more or less. Said Guillermo V. Ganancial also sold the property he bought from Sps. TEOTIMO GURRIA and Emiliana Montecillo to Egmidio Pasaylo with Entry No. 24922 and by virtue of a Technical Description duly approved with an area of 623 Square Meters, more or less, corresponding Transfer Certificate of Title (TCT) No. T-7,010 was issued and thus Partially Cancels this title;

12. Said GURRIA then sold a portion of the lot to a certain Candelaria Oligo, and both parties executed a Deed of Sale to that effect (ANNEX “D”). Thereafter, the heirs of Candelaria Oligo sold a portion thereof to herein petitioner EDWIN SOCORRO EPE, and upon execution of a Deed of Sale (ANNEX “D”) for the said transaction, they also gave petitioner the original owner’s duplicate copy of the said property;

13. That by virtue of a previously executed Special Power of Attorney (ANNEX “E”), said MARY JANE PUCOT was authorized by EDWIN SOCORRO EPE to transact in his behalf as regards the transfer of registra tion of portion he bought from the Heirs of Candelaria Oligo. Consequently, PUCOT received the original owner’s duplicate of the aforesaid lot to facilitate for the aforesaid transfer of registration;

14. That however, just recently when she was about to use the aforesaid Owner’s Original Duplicate Copy of OCT No. P-2,235, she found out that the said document was lost from the folder where she kept all my files;

15. That when PUCOT was about to use the aforesaid original owner’s duplicate copy of the title, she found out that it was lost from where she last placed it, and despite diligent effort of PUCOT and EPE to search the said Certificate of Title, the same was in vain, hence, said title is beyond recovery now;

16. That with the lost of the said Certificate of Title, petitioner informed the Registry of Deeds of Lanao del Norte of such loss by filing therein an Affidavit of Loss (ANNEX “F”);

17. That the owner’s duplicate copy of said title has not been delivered to any person or entity for whatever purpose and the same has not been offered and/or encumbered to secure any obligation or indebtedness;

WHEREFORE, premises considered, it is most respectfully prayed of this Honorable Court that after due notice and hearing, judgment be rendered DIRECTING the Office of Registry of Deeds of Lanao del Norte to issue to the

Petitioner new owner’s duplicate copy of Transfer Certificate of Title No. T-2,235 in lieu of the lost title.

Other reliefs and remedies as may be deemed just, proper and equitable under the premises, are likewise prayed for.
