New fare matrix urged in PUVs

– With the implementation of the new fare increase by the Land Transpor tation Franchising and Regulatory Board (LTFRB) nationwide, Regional Di rector Aminoden Guro of LTFRB-10 said drivers cannot collect additional fare if they don’t have the fare matrix that is issued by the LTFRB-10.

The increase in fare of P1 is set to be implemented on Monday (October 3, 2022).

Guro said that the new minimum fare for the tra ditional jeepney for the first four kilometers is P12, with add-on charge of P1.80 per succeeding kilometer.

From P13, modernized PUVs will now collect a minimum fare of P14 for the first four kilometers and P2.20 per succeeding kilometer.

Taxis will now have a flag-down rate of P45 from P40, although Guro said the LTFRB will not recalibrate their meter but drivers will add P5 to the total fare.

Marcos admin steadfast in pursuit of peace, development in BARMM

By AZER PARROCHA MANILA – President Ferdi nand Marcos Jr. on Sunday reaffirmed his commitment to strive for peace and de velopment in Mindanao, saying it will bring the coun try closer to achieving his vision of a “New Society”.

Marcos made this com mitment as he reshared on Facebook Episode 2 of the “Bagong Pilipinas” series uploaded by state-run Ra dio Television Malacañang (RTVM).

It showed the efforts being made by the admin istration to ensure peace and order, particularly in Mindanao.

“Isang karangalan ang makibahagi sa pagtatag ng pangmatagalang kapay apaan sa Bangsamoro (It is an honor to participate in the establishment of lasting peace in the Bangsamoro),” Marcos said in a Facebook post.

PBBM makes strong pitch for PH’s UN security council bid

-- President Ferdinand “Bongbong” Marcos Jr. on Tuesday called on member states of the United Nations to support the country’s candidature to the UN Se curity Council for the term 2027-2028.

Marcos made the call in a speech at the 77th session of the United Nations General

Assembly (UNGA), citing the Philippines’ success in the Bangsamoro Autono mous Region of Muslim Mindanao.

“The peace that we have forged after many decades of conflict among warring factions and clansmen demonstrates that unity is possible even in the most trying circumstances,” said Marcos.

A credible and solid foundation for self-govern ment, Marcos said, was a result of inclusive dialogue involving all stakeholders, including women, youth, faith leaders, and civil so ciety.

The Philippines takes the same approach in Asia, the chief executive added, noting that the Philip pines builds partnerships

for peace and development through dialogue, includ ing through inter-faith and inter-religious dialogue, especially through the As sociation of Southeast Asian Nations.

SOMETIMES I feel PARALYZED...

PARALYSIS is one of the ways our body responds to stress, and there’s ways to manage it. Living with anxi ety engages your autonomic nervous system (ANS), also known as the fight, flight, or freeze response. The “freeze” response can feel like paralysis — physical, emotional, or cognitive.

It’s that feeling that comes over some of us in a moment of crisis or maybe in its aftermath. An inability to move, think, or even speak.

QUESTIONS THAT MUST BE ANSWERED

WE are living in the most turbulent of times and have become victims of the fal lacies of life amidst morale collapse. There are times when we are confronted with some puzzling ques tions and never have these questions been responded to or brought to the fore, not even by the mainstream media. Worse there are pain ful realities which are kept hidden especially if bring ing out the truth will not serve the interest of those in power.

With the “changing of the guards” in Malacañang, it is about time to revisit some of these painful realities for the information of the newly-elected President whose pro-people leader ship can make a difference to protect people’s rights especially the poor and the downtrodden.

PBBM’s housing program rolls out in Visayas

BACOLOD CITY – Barely weeks after the signing of memorandums of under standing (MOU), the De partment of Human Settle ments and Urban Develop ment (DHSUD) on Sept. 30 broke ground on three housing sites in the cities of Bacolod, Roxas and Iloilo.

Biz group backs incentives for LGUs for sustainable fisheries

The Negros Oriental Cham ber of Commerce and Indus try is backing a proposal to give incentives to cities and municipalities with jurisdic tion over municipal waters with incentives to adopt a strategy for sustainable fish eries. The ecosystems ap proach to fisheries manage ment (EAFM) of the USAID Fish Right Program is being pushed for full implementa tion in the coastal areas of Negros Oriental.

That petitioners are husband and wife respectively in a marriage performed under Civil rite on October 26, 2016 at Mandaue, Cebu, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Maslog, Sibulan, Negros Oriental and 7 Hercules St. Airport Villa Subd, Pusok, Lapu-Lapu City, Cebu respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than two (2) year now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on October 26, 2016 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on October 24, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners. SO ORDERED.

DA-10 joins Contact Center ng Bayan

(CCB) 10th anniversary celebration

– In solidarity to the 10th anniversary celebration of the Civil Service Com mission’s (CSC) Contact Center ng Bayan (CCB), the Department of Agri culture - Regional Field Office 10 (DA-10) partici pated in the Isang Dekada ng Paglilingkod Virtual Summit organized by CSC on Tuesday, September 27.

The Human Resource Management Section (HRMS) of DA-10 gath ered select employees of the agency representing each division to take part in said summit through a virtual set-up in its com pound.

CCB is the pioneering Philippine government’s feedback facilities, serv ing as the bridge between the government and the people. Since its launching on September 27, 2012, it has been an avenue for Filipino citizens to lodge their concerns on government transactions.

Grounded on the AntiRed Tape Act of 2007

Service Delivery Act of 2018 (Republic Act 11032), CCB is instrumental to

government offices’ effort to be more responsive of the peoples’ needs by attend

ing to and resolving their complaints over government services.

To mark its 10th found ing year, it honored top 20 performing govern ment agencies with the highest resolution rates of the complaints lodged to CCB.

The agencies are namely: DPWH, MMDA, POEA, DOLE, DFA, BOI, PNP, LTFRB, Local Water Utilities Administration (LWUA), BOC, DSWD, DILG, NBI, PSA, DENR, LRA, SSS, PRC, DepEd and Pag-IBIG.

With the recognition received by said govern ment agencies, DA-10 OIC-Regional Executive Director Carlene C. Col lado also encouraged the DA personnel to follow their footsteps, putting more premium in the bet ter delivery of service to agricultural stakeholders.

BSP 28-day bills’ rates rise anew

MANILA – Hikes in the Bangko Sentral ng Pilipi nas’ (BSP) key policy rates continued to push the yield of the central bank’s 28-day bill higher as the demand for the debt paper remains strong.

Led by MUFG Bank of Japan, the ATF Study Group was set up in recognition

of the important role that transition finance will play in helping Asian economies move toward net-zero emis sions and the challenges they will face. Its goal is

to create practical recom mendations to supplement existing frameworks, includ ing global standards and taxonomies, when financial institutions consider and

assess transition finance cases.

The two reports are aimed at distinct audiences. The ATF Guidelines, which are primarily for financial

institutions, include tech nical guidance and transi tion support for transition finance assessment. The ATF Activity Report, which

MANILA – Measures on how the government will implement its fiscal pro gram to further boost the economy’s recovery and improve the state’s fiscal health are key factors in addressing budget gap, an economist said.

On Friday, the govern ment reported lower budged deficit last August at PHP72 billion, 40.43 percent drop from year-ago’s PHP120.9 billion deficit.

In a report, Rizal Com mercial Banking Corpora tion (RCBC) chief econo mist Michael Ricafort said the double-digit growth of government revenues last August, which surpassed the growth in expenditures, is a plus on the fiscal position.

Data released by the Bu reau of the Treasury (BTr) showed that revenues of the Bureau of Internal Revenue (BIR), which collects around 70 percent of state revenues, expanded by 23.03 percent

year-on-year in the eighth month this year to PHP228.9 billion.

Collections by the Bureau of Customs (BoC) during the same period posted higher growth of 47.84 percent year-on-year to PHP78.9 billion.

Expenditures also grew but at a lower rate of 6.39 percent to PHP404.5 billion.

As of end-August this year, total revenues rose by 18.09 percent year-onyear to PHP2.37 trillion

and expenditures by 8.02 percent to PHP3.2 trillion.

This resulted in a budget gap of PHP833 billion, lower by 13.06 percent compared to the PHP958.2 billion deficit same period in 2021.

Ricafort said the rise in government revenues is a result of the continued reopening of the economy, which allowed more busi ness to operate, thus al lowing the government to collect higher taxes.

THE Commission on Elec tions (COMELEC) and the United Nations Develop ment Programme (UNDP) in the Philippines launch a partnership to enhance development activities in digitalization and capacity building for electoral reform and political participation that supports gender equal ity and inclusivity

Residents Representative Dr. Ramachandra jointly signed a Memorandum of Understanding (MOU) to mark both parties commit ment to the initiative, which is also being supported by the Government of Spain.

Chairman Garcia said, “as the COMELEC endeavors to adapt to an ever-changing technological landscape,this initiative affirms our com mitment to continuously seek innovative solutions in helping empower women leaders”,.While data can

improve service delivery , it can also unlock the po tential or innovative solu tions emanating from wider civil society. Currently the academe, thinks, and civil society organizations are trying to access up-to date and comprehensive datasets with which to study and develop responsive policy solutions and innovations.

A critical area wherein ac curate ,data-driven policies and solutions are needed is women’s political participa tion. Garcia added.

The partnership will enable COMELEC to ac cess data science tools and applications . These tools will help develop infra structure with analytical dashboard with gender disaggregated datasets for gender-responsive and data driven policymaking.

Before this Court is a verified petition for correction of the Erroneous Birth

Year from 1967 to 1969 in the Certificate of Live Birth of AMPAWA ANDAMAMA AMPANG under LCR Registry No. 98-47 as entered in the Records of the Local Civil Registrar of Marawi City, Lanao del Sur, which reads in part.

1. Petitioner is legal age, Filipino, married and a resident of Purok 2, Kulasihan (Villanueva), Lanao del Norte where he may be served with notices and other court processes:

2. Respondent City Civil Registrar of Marawi Cirty, Lanao del Sur is the custodian of all records of birth in Marawi City whose office is located at the City Hall Compound Marawi City, Lanao del Sur where she may be served with summons and other court processes:

3. Respondent Civil Registrar General of the Philippines Statistics Authority (PSA) is impleaded as the central custodian of all records of birth in the country and may served with notices, order and other court processes at the PSA, NSO building ,East Avenue ,Diliman Quezon city;

4. Petitioner was born on June 16, 1969 to Spouses Andamama Sampal Ampang and Dipumbae Adamama in Bangolo, Marawi City, Lanao del Sur;

5. The fact of his birth was belatedly registered with Respondent LCR in the year 1998 under Certificate of Live Birth (COLB) with Registry No. 98-47 attached as Annex “A” . However, the birth year was erroneously entered;

6. In the mentioned COLB ,the date of birth was entered as June 16, 1967, however, the correct entry should have 1969 ;

7. The petitioner had been consistently using his birth year 1969 in all his records and as proof thereof, the following are attached and marked as:

Annex “C” Philhealth Member Data Record (MDR)

Annex “D” Photocopy of Professional Driver’s License issued by Land Transportation Office and GSIS UMID ID

8. Petitioner is left with no recourse but to seek juridical remedy for the correction of the erroneous birth year shown in his COLB pursuant to Rule 108 of Rules of Court;

This petition is filed without the slightest intention to defraud or prejudice the government or any private entity, its ultimate purpose being to correct the erroneous entry as appears in the public records of the Civil Registry and thus make it reflective of the petitioner’s correct birth date June 16, 1969 as appears in all her other official records

Finding the aforesaid Petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on December 6, 2022 at 8:30 o’clock in the morning;

In an earnest effort of the late SHEIK PANGO TOMAWIS to make use of the money value of his land for his own use and his own use and his children during his life time, he had offered his land for government projects of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and wrote several letter-request to the President, Development Bank of the Philippines, the Branch Managers of the DBP Ozamiz City and DBP Iligan City, in order to clear out the encumbrances duly annotated at page 3 of OCT No. P-11 in favor of the Development Bank of the Philippines (DBP). For this purpose, the DBP Officials of the above mentioned had issued certification dated November 19, 2021 signed by AM ARCELYN C. ABAO Branch Head, DBP Ozamiz City, reply letter dated January 18, 2022 signed by VP ERNESTO R. PURUGGANAN , Head Acquired Assets Department, DBP Head Office, Makati City and cetification dated June 29, 2022 signed by SM JOYCE G. ACUANA branch head, DBP Iligan City. Xerox copies are herewith attached as ANNEXES “D” “E” and “F” respectively;

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alledging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rite on April 5, 2014 at Malaybalay City, Bukidnon, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Purok 4, Sabana Drive, Brgy. 2, Malaybalay City, Bukidnon and Sta. Cruz Street, Sumpong, Malaybalay City, Bukidnon respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than one (1) year now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separa tion. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on April 5, 2014 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on October 14, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. However, on October 1, 1976 and before the consolidation of title, the late SHEIK PANGO TOMAWIS had re-purchased the same from the DBP and a released documents including the Owner’s Duplkicate Copy of OCT No. P-11 was given by the mortgage bank (DBP) to the mortgator, the late asheik pango tomawis;

4. The Owner’s Duplicate Copy of OCT No. P-11 including the release of redemption documents ussied by the Development Bank of the Philippines (DBP) were kept by the late SHEIK PANGO TOMAWIS since 1976 and continuously make use of his land by planting corn other crops without any signs of interference from the DBP up to this date;

5. However, during the Marawi Seige incident which started on May 23, 2017, the late SHEIK PANGO TOMAWIS left their residential house at Barangay Lumbaca Maday, Marawi City due to the Maute inspired group had started, with only handful of personal belongings leaving behind most of their personal properties including a folder containing important documents and among which are the Owner’s Duplicate

By using school-based management, the Department of Education supports shared governance in accordance with the Governance of Basic Education Act of 2001. SBM is the government’s plan to decentralize control over edu cational decisions by boost ing community and parent engagement in classrooms.

Additionally, it promotes active engagement by giving key stakeholders in school communities more authority to improve schools towards the attainment of students learning outcomes.

The development of a school improvement plan by the heads of the schools is one of the enabling policies de veloped and supported under SBM. The SIP is considered as the roadmap that lays down specific interventions the school undertakes within a period of three consecutive school years with the help of the community and other stakeholders. The involvement of the stakeholders in the for mulation and implementation of SIP was highlighted and given importance from the Assess phase to Act phase. These phases complete the cycle of the Enhanced School Improvement Plan mandated by the department.

The SIP also acts as a change agent in school-based management. Through shared duties with the community it

serves, this acts as a vehicle for progress in SBM that caters to the overall development and improvement of the school. The creation and implementa tion of the SIP, which involves the active involvement of all educational stakeholders in the school and community, including the school admin istrators, teachers, parents, community leaders, and the students themselves, among others, is one of the man date’s guiding principles. It is strongly recommended to listen to the voice of learners and stakeholders during the Assess Phase, which is the first step in creating the plan.

Consequently, ideas about how to enhance school pro cedures might be developed. In fact, the involvement and participation of multiple stakeholders help to improve school management. To assist school progress, collaboration between the school and the community is encouraged.

Contrary to all, at pres ent, there is also a time when teachers are mistreated and ignored for the amount of effort they put into educating and empowering pupils. Truly, it hurts to see teachers being accused of things. In such a setting, Teachers’ Day can be a day where both teachers and students reflect on their respective roles as educators and the significance of having teachers who genuinely care all learners.

Students that take part in extracurricular activi ties achieve higher grades. This is due to the abilities people acquire via engaging in various activities. Students gain better organizational abilities, time management skills, and self-confidence. Additionally, students get the ability to better articulate themselves. Students who engage in extracurricular activities should develop time management skills. They must balance their time between school and extracurricular activities. They learn how to manage their time and keep themselves occupied in their spare time. Every action they take will be fruit ful. Exams also require good time management skills and knowing when to compose your answers is a crucial abil ity to have. Everyday life will involve using time manage

ment skills. Students often pick up new abilities that help them in their academic careers. Skills like leading a group, time management, managing any activity, and many other added skills. Students who take part in sports and other extracur ricular activities develop their leadership abilities as well as their capacity for growth and interpersonal interaction

Extracurricular activities serve more than only for fun. They make a substantial contribution to academic progress, the acquisition of new skills, the development of a sense of dedication, and the expansion of one’s social network. All of this con tributes to a fulfilling and stimulating academic experi ence. Extracurricular activities develop intelligent, capable individuals with high moral standards who are responsible and capable of achieving a great deal of personal wellbeing as well as being able to contribute to the advancement of the family, the society, and the country as a whole. They also produce individuals who are knowledgeable and competent.

Tamparan celebrates 62nd Founding Day

TAMPARAN, Lanao del Sur -- This Islamic municipality steps another milestone as it celebrated its 62nd foundation anniversary on Wednesday, September 28.

In his message during the culmination program, Mayor Mohammad Juhar Disomimba expressed his heartfelt wishes to his fellow Itamparanun.

“In our 62 years of existence, we have our shares of ups and downs that somehow tested our resilience to confront the trials and challenges that stood in the way in our quest for progress and prosperity,” Mayor Disomimba said.

The mayor added despite the Covid-19 pandemic, they have surpassed the trial because of unity, teamwork and solidarity that they have right now.

“We have all the reasons to celebrate with gratefulness for all the blessings we have received from Allah. We expressed these through the various activities we have conducted in line with our anniversary celebration,” he emphasized.

Activities included were Basketball Cup, Food Bazar, Bamboo Climbing “Palo Sebo”, Fun Run, Badminton, Volleyball, Qur’an Reading Contest, Motor and Car Show, Tug of War, Boat Racing with an exhibition show of CYG Oro Dragon Team, Tennis Cup, “Kazipa”, Cultural Presentation, and Fireworks Display.

Mayor Disomimba expressed gratitude to the people in the municipal government as well as partners who were behind the remarkable success of this year’s commemoration.

BTA Member of Parliament Atty. Rasol Y. Mitmug, Jr., who was the guest of honor and speaker in the event, also extended his warm greetings to the Tamparan populace.

“We are with you in this significant

celebration,” MP Mitmug said.

In his message, Vice-Mayor Haroun Alrashid D. Lucman III stressed Tamparan have been characterized by its notable progress and undeniable devotion to peace, which are testaments to the ingenuity and steadfastness of its people.

“It has allowed us further to become along the valued center of cultural and political activity in the province,” he stressed.

in warmly expressed his greetings to the local populace.
