Davao envi group: WTE facility can produce ‘dirty energy’

DAVAO CITY – A wasteto-energy (WTE) project can only generate an “un clean” power source with adverse impact on human health and the environ ment, the Davao City-based Interfacing Development Interventions for Sustain ability, Inc. (IDIS) said on Monday.

Atty. Mark Peñalver, IDIS executive director, told reporters during the “Kapehan sa Dabaw” that building a WTE incineration facility “will not provide any solution to the existing solid waste management woes of this city.”

He said the WTE could be a major contributor of carbon emission, which can worsen climate crisis.

Peñalver said that some local politicians pushing for the WTE project want to put up such facility “not only to address the solid waste problem but also to increase power generation

NorMin hits 74% vax rate for seniors

– The Northern Mindanao region has achieved a 74 percent vaccination rate for senior citizens in last week’s “Bayanihan Bakunahan.”

In an interview Tues day, Dr. Jose Llacuna Jr., Department of Health–Northern Mindanao (Re gion 10) director, described the achievement as “quite good since the target rate for seniors vaccination during the activity was 90 percent.”

“We get extended until October 8, and we urged the public to cooperate with us,” Llacuna said.

Marcos expressed con fidence that with the help of teachers, the country will “grow stronger with every Filipino becoming more capable of building a better future for all.”

DAR seeks inclusion of ARBs in gov’t medical aid program

MANILA — The Depart ment of Agrarian Reform (DAR) is seeking the in clusion of agrarian reform beneficiaries (ARBs) in the government’s medical assistance program.

In a statement Wednes day, DAR Secretary Con rado Estrella III said aside from the agrarian reform program for farmers, the department is also look ing at the needs of farmers nationwide, as included in the nine-point priority ar eas of President Ferdinand Marcos Jr.

MANILA – Senator Sher win Gatchalian is push ing to have separate line items for the budgets of the Alternative Learning System (ALS) and Special Education (SPED).

Gatchalian made this call during the Senate Commit tee on Finance’s hearing on the proposed budget of the Department of Education (DepEd) and its attached agencies for Fiscal Year 2023.

While the DepEd pro posed a PHP532 million budget for SPED, the pro gram is unfunded under the proposed 2023 National Ex penditure Program (NEP).

Funding for ALS, on the other hand, is lodged under flexible learning options (FLOs).

Considering the impact of the Covid-19 pandemic and school closures on ALS learners and learners with disabilities, the Chairman of the Senate Committee on Basic Education has been emphasizing the need to support ALS learners and learners with disabilities.

Based on DepEd data as of March 14, 2022, there were 126,598 learners with disabilities enrolled in DepEd schools for School Year (SY) 2021-2022, which

MANILA – Senator Robin Padilla on Tuesday called for better facilities for sol diers assigned in the West Philippine Sea (WPS) and requested the Department of National Defense (DND) to raise the allowances of members of the Citizen Armed Force Geographical Unit (CAFGU) who take on communist rebels in the countryside.

Padilla told the DND during its budget hearing that it should continuously boost the morale of soldiers detailed at the BRP Sierra Madre, an old vessel turned into an outpost to guard the Philippine territory in the WPS.

DA-NorMin capacitates ABEs on formulation of agri-fishery mechanization plan

Regional Agricultural Engineering Division (RAED) of the Depart ment of Agriculture - Northern Mindanao (DA-10) conducted a workshop on the formulation of Local Agricultural and Fisheries Mechanization Plan (LAFMP) on September 29-30, 2022, this city.

Around 80 Agricultural Bio system Engineers (ABEs) from the city, municipal, and provincial Local government units (LGUs) in the region convened to formulate their LAFMP as a vital component of their local development plans.

DA-10 RAED chief Engr. Deliza T. Camaro said, the activity aims to strengthen and provide planning guidelines to ABE offices/divisions/sections of the LGUs in the formulation of their LAFMP.

In line with RA 10601, oth erwise known as the Agricultural and Fisheries Mechanization (AFMech) Law and DA-DILG Joint Memorandum Circular No. 1 Series of 2020 (Guidelines in the Formulation of AFMech Plan), the Bureau of Agricultural and Fisheries Engineering (BAFE) and Regional Agricultural En gineering Divisions (RAEDs), emphasize the support and assistance to the Agricultural Engineering Division/Section of the LGUs.

In his message, DA-10 OICRegional Executive Director Carlene C. Collado underscored the modernization of agriculture through mechanization as a

mechanism to improve the efficiency of production and promote costeffective technologies; thereby, improving farmers’ income.

Furthermore, Dir. Collado said, with the formulated AFMech plans and programs, the efforts of various stakeholders related to agriculture and fisheries mechanization are deemed attainable.

“Increasing agricultural operat ing income is not only an important step in improving agricultural work for farmers in the new era but is also a powerful way to promote rural revitalization,” he added.

Meanwhile, DA-10 RAED Pro grams and Projects Management Section chief Engineer III Romil G. Española tackled on the Guidelines on the Formulation of AFMP and updates, Gap analysis computation and the functional (national AFMP Components) plans and targets.

As reported, region 10’s prog ress for the ongoing National Agri cultural Machinery Inventory counts to 7,193 units of machinery, equip ment and facilities as of Sept. 29, 2022 for the level of mechanization on specific commodities such as Corn, Rice and High Value Crops.

On the other hand, DA-10 Regional Technical Director for Operations Carlota S. Madriaga conveyed the importance of hav ing an agri-fishery mechanization plan, especially in empowering LGUs to help identify the equip ment, production and postharvest machinery and facilities needed in an area.

Ka Percy Lapid: The Truth Can Never Be Silenced

MR . Percival Mabasa, the hard-hitting commentator known as Ka Percy Lapid was brutally killed by ridingin-tandem killers inside his car at about 8:30 pm on October 3, 2022 inside his residential compound in Las Piñas when he was about to leave to the radio station to do his daily job as hard hitting radio broadcastercommentator. Ka Percy was very popular with thousands if not millions of avid listen ers who were so amazed of his courage to tell the truth, not minding the series of libel cases and threats to his life. He would dare to tell the truth despite all the risks and dangers to his life in a country where some 187 journalists had already been killed since 1986 as the Philippines has the biggest number of journalists killed in the world.

Indeed, there is no great er grandeur sight on earth than these brave journalists who had willingly given-up their lives in the name of truth, firmly believing of the biblical tenet of “Veritas Liberabit Vos” (the truth shall set us free). During these most challenging times amidst morale col lapse and the continuing dissemination of gospel of lies and misinformation

as the truth is always kept hidden especially if it runs counter to the interest of the powers-that-be, let us have a listening ear to what Veritas (truth) has to say poetically:

“My name is Veritas. So simple is my language. Man kind runs after me because I am a precious possession. But to the rule of the corrupt officials and oppressors, I am a threat, thus I have to be silenced”. In fact, 187 journalists had already been killed to silence them for speaking in my behalf. But there will always be lovers of truth who could not live without me as exemplified by my beloved Ka Percy Lapid. So painful to lose a warrior for truth who has no fear of death as death is just an illusion because Ka Percy is consciousness that is eternal. Now Veritas is being silenced. But in the silence of my grave, these oppressors do not know that I am gaining strength. As the Filipino people are now seeking the truth and are becoming conscienticized on the socio-economicpolitical-ecological realities, the poor, the downtrodden and the oppressed are now undergoing an awakening process. Zero budget for children with special needs

ROCKINGHAM,.North Carolina--I was reminded of Dr. Jess Jumawan, PhD after learning that the budget for children with disabilities was not given funding. I had this conversation with Dr. Jumawan on my ‘Susan Live’ program months ago and we talked about children with special needs.

He talked about how he and his wife handled their daughter who was diagnosed with autism spectrum. We talked on and on about autism and ended with an appeal to parents who are similarly situated to band together so that the provi sion of Republic Act 7277 (Act providing for the reha bilitation, self-development and self-reliance of disabled persons) be given enough support.

That way, we can all help children with special needs to attain their full potential. Instead, there’s zero budget for SPED (special education) in the Department of Edu cation’s (DepEd) proposed P710 billion budget for 2023. My ears stood up as tall as Mount Everest on hearing that. How can that be? But then the DepEd blames the Department of Budget and Management for not allocat ing a budget for SPED.

The DBM defended itself by saying that DepEd didn’t include SPED in their bud get proposal. My opinion is that the DBM explanation makes sense. The DBM reviews the proposal com ing from the departments so what is there to check and approve if it’s not even there in the first place?

This is now a case of finger pointing which is normal on the government’s part but not good for the children with special needs. Ever since I knew that the government’s budget is an important public document which every taxpayer has a right to know and peruse, I’ve been hammering in my programs or in my columns that Filipinos should always pay attention to the national budget when it’s being pre pared by each department and reviewed by Congress.

Children with special needs need as much assis tance as regular students. They are already disad vantaged so they should be given more in law to quote the late great president Ra mon Magsaysay.

I worked before in a school system in the Caro linas specifically with chil dren with special needs and I saw the abundance of

collective power to unfet ter those in bondage from the fallacies of life to ban ner the truism: VERITAS LIBERABIT VOS (the truth shall set us free!}. When the people are awakened, they will finally fight for what is right, what is true and what is just and no way can they be defeated. Let notice be served to one and all that EL PUEBLO UNIDO, NO MAS CERA VINCIDO. (The people united, can never be defeated!)”

I dedicate this simple poem to Ka Percy who had leaped to the Great Beyond for telling the truth. I firmly believe that for everything there is a purpose as stated biblically. In fact, his death may be the long awaited catalyst for social transfor mation for people, planet, prosperity and peace. And why not? Don’t you know that in a Democratic and Republican State, Press Free dom is the State’s 4th power in addition to the State’s three powers which are Executive, Legislative and Judiciary? No way therefore can the oligarchical power that may be in control as

resources provided by the state. In one class with only 15 students, two teachers are provided and three teacher assistants. Equipment for easy learning, a rehabilita tion faculty, personal hy giene (pull ups, diapers, soap, shampoo and anything they need) are provided. Doctors, speech therapists and other specialists are provided and paid for by the state.

Aside from this, these students are not confined to schools. They go to field trips, to malls and business establishments. They do many other things that make them good citizens of the state. Can that be done in the Philippines. I would like to believe that the answer is yes, right Dr. Jumawan?

In the Philippine set ting children with special needs are mostly neglected unless they have parents who can afford to provide their needs. Whoever is at fault in the zero budget debacle is not important now. What’s important is that Vice President and

Filed before this Court is a Petition for Correction of Entry in the MIDDLE NAME and LAST NAME in the Certificate of Live Birth of FELICITAS LY ASAM under the Middle Name and Last Name from FELICITAS LY ASAM to FELICITAS LEE LY in the Office of the Local Civil Registrar of Baroy, Lanao del Norte praying among others that upon due notice, publication and hearing, judgment be issued granting the petition.

Petitioner alleges that she is of legal age, Filipino citizen, married and a resident of Frontier Subd., San tiago, Iligan City. The Public Respondent is sued in her official capacity as such. Petitioner is a naturalized citizen of the Philippines by virtue of her marriage to ROMEO PAGAY , a Filipino Citizen, as per Certification issued by the Bureau of Immigration, Manila. That petitioner was born on November 26, 1951 to spouses LY ASAM and LEE SEE both a Chinese Citizen at Poblacion, Baroy, Lanao del Norte. That petitioner was married to ROMEO PAGAY on August 23, 1969 at Baroy, Lanao del Norte solemnized by a Municipal Judge , MACARIO DEMATE . That said, Petitioner’s full name as indicated in her Certificate of Live Birth is written therein as FELICITAS LY ASAM instead of FELICITAS LEE LY . As gleaned in the said Certificate of Live Birth, the name of FATHER is LY ASAM and the Name of MOTHER is LEE SEE . It should be noted in Chinese, the FIRST name indicates the Family Name thus the Middle name of Petitioner should have been LEE (Mother’s family name) and her LAST name is LY instead of LY ASAM . Hence, the instant petition for the correction of entry. To support her petition, Petitioner submitted to the Court the following documents; a. Certificate of Live Birth of Stephen Ly Pagay; b. Certificate of Live Birth of Sheila Saira Ly Pagay; c. Certificate of Live Birth of Sidney Sherwin Ly Pagay; d. and the Marriage Contract between her and her husband . That the petition is filed in good faith and is not intended to conceal the commission of a crime and/or defeat any investigation and prosecution but with the sole intention to straighten the record of her birth. She is also desirous of correcting the entry so as to avoid confusion and future inconvenience it may cause.

Set the initial hearing of this petition to November 24, 2022 at 8:30 in the morning before the sala of this Court. Any person interested to the said petition may come to Court on said date and time to show cause why said petition should not be granted.

Furnish copy of this Order to the Office of the Solicitor General in Makati City, the Public Prosecutor’s Office in Tubod, Lanao del Norte, the Office of the Local Civil Registrar of Baroy, Lanao del Norte, the Philip pine Statistics Authority at East Avenue, Quezon City, Atty. Dorothea S. Basalo, counsel for the petitioner, and to the petitioner whose address in Frontier Subdivision, Santiago, Iligan City.

The Respondent is sued in her/his official capacity as such. The petitioner was born to spouses Edilberto B. Verana and Benita T. Castro of Olango, Magsaysay, Lanao del Norte. That unknown to the petitioner, her father (Edilberto) registered the date of her birth as February 10, 1968 (Late Registration on January 31, 1997 with Registry No. 97-026) instead of February 10, 1969 , as can be gleaned in all her documents of importance. Hence, this petition for correction of entry of the date of birth of the Petitioner from February 10, 1968 to February 10, 1969 . In support of her petition, she submitted to this Court the following documents to prove that indeed her date of birth is February 10, 1969 , to wit: a. Service Record extract from the Philippine National Police (PNP) Camp, BGen, Salipada K. Pendatum, Parang, Maguindanao; b. Certificate of Eligibility from the Civil Service Commission (CSC), Manila; c. Report of Rating from the National Police Commission, Cotabato City; d. Philippine National Police (PNP) ID Card; e. National Bureau of Investigation (NBI) Record; f. Certification from Magsaysay Central Elementary School. Comes now, Petitioner, through Counsel and unto this Honorable Court, most respectfully avers:

1. That Petitioner EDWIN SOCORRO EPE is of legal age, Filipino, married, and a resident of Blk. 39, Lot 01, Mabuhay City, Cabuya, Laguna, and by virtue of a special power of Attorney (Annex “A”), he is hereto represented by MARY JANE SOCORRO PUCOT , of legal age, Filipino, married and a resident of P5, Magpatao, Lala, Lanao del Norte, where all notices and court processes may be sent to her. On the other hand, Respondent is a government institution mandated by law to have custody of land titles and other registrable documents with office address at Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte where summons and other court processes may be served. All other private respondents herein impleaded including TEOTIMO GURRIA, ANASTACIO OLIVEROS, EGMIDIO PASAYLO, FERMIN P. RESTAURO, CRISTOBAL GURRIA, PRIMITIVO LARGO, PONCIANO CABURAL, TRINIDAD ALISER, GUILLERMO V. GANANCIAL, and CANDELARIA OLIGO are whose personal circumstances are not revealed to the herein petitioner, and their last known adress is at Lanipao, Lala, Lanao del Norte;

2. That subject matter of this petition is the owner’s original duplicate copy of a property covered by Original Certificate of Title No. P-2,235 (ANNEX “B”) approximately covering an area of five hundred and eight square meters (508 sq. m.) located at Lanipao, Lala, Lanao del Norte and covered by Original Certificate of Title No. P-2,235 originally owned by a certain TEOTIMO GURRIA and also tax declared accordingly (ANNEX “C);

3. That with Entry No. 7,178 as reflected to the Memorandum of Encumbrances (Annex “B-1”), TEOTIMO GURRIA executed a Real Estate Mortgage in favor of the Philippine National Bank, covering the parcel of land described in this title;

4. That with Entry No. 10847 as reflected to the Memorandum of Encumbrances (Annex “B-2”), TEOTIMO GURRIA also executed a Petition to Split Over This Title and that the Title is partially cancelled with respect to areas left unsold and that corresponding Titles per Subdivision and Technical Description were issued. Transfer Certificate of Title (TCT) No. T-2,992 to T-2,998 were issued;

5. That with Entry No. 11578 as reflected to the Memorandum of Encumbrances (Annex “B-3”), TEOTIMO GURRIA also sold a portion of registered property described in this title in favor of Anastacio Oliveros with an area of 1,000 Square Meters more or less and by virtue of technical description - Transfer Certificate of Title (TCT) No. T-3,202 was issued;

6. That with Entry No. 11579 as reflected to the Memorandum of Encumbrances (Annex “B-4”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Egmidio Pasaylo with an area of 1,200 Square Meters, more or less, and that Transfer Certificate of Title (TCT) No. 3,204 was issued;

7. That with Entry No. 11580 as reflected to the Memorandum of Encumbrances (Annex “B-5”), TEOTIMO GURRIA also executed a Sale of A Portion of Registered Property described in the title in favor of Fermin P. Restauro with an area of 800 Square Meters more or less, and that Transfer Certificate of Title (TCT) No. 3,205 was issued;

8. That with Entry No. 11596 as reflected to the Memorandum of Encumbrances (Annex “B-6”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Cristobal Gurria with an area of 490 Square Meters, more or less. This certificate of title is PARTIALLY CANCELLED with respect to Entry No. 11596 and that Transfer Certificate of Title (TCT) No. 3,207 was issued;

9. That with Entry No. 11597 as reflected to the Memorandum of Encumbrances (Annex “B-7”), TEOTIMO GURRIA also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Primitivo Largo with an area of 2,000 Square Meters, more or less. Said Primitivo Largo also sold the property he bought from TEOTIMO GURRIA to Ponciano Cabural with Entry No. 11598. This certificate of title is Partially Cancelled with respect to Entry No. 11598 and corresponding Transfer Certificate of Title (TCT) No. T-3,208 was issued;

10. That with Entry No. 11892 as reflected to the Memorandum of Encumbrances (Annex “B-8”), TEOTIMO GURRIA also executed a Sale of a Portion of Registered Property described in this title in favor of Trinidad Aliser with an area of 405 Square Meter, more or less, and the remaining of 504 Square Meter more or less, to be taken from Transfer Certificate Title (TCT) No. T-2,997 has been sold to Trinidad Aliser. The Title was Partially Cancelled with respect to Entry No. 11892 and corresponding Transfer Certificate of Title (TCT) No. 3,227 with regards to an area of 504 Sq. M. was issued;

11. That with Entry No. 24921 as reflected to the Memorandum of Encumbrances (Annex “B-9”), Sps. TEO TIMO GURRIA and Emiliana Montecillo also executed a Deed of Absolute Sale of a portion of the property described in this title in favor of Guillermo V. Ganancial with an area of 450 Square Meters, more or less. Said Guillermo V. Ganancial also sold the property he bought from Sps. TEOTIMO GURRIA and Emiliana Montecillo to Egmidio Pasaylo with Entry No. 24922 and by virtue of a Technical Description duly approved with an area of 623 Square Meters, more or less, corresponding Transfer Certificate of Title (TCT) No. T-7,010 was issued and thus Partially Cancels this title;

12. Said GURRIA then sold a portion of the lot to a certain Candelaria Oligo, and both parties executed a Deed of Sale to that effect (ANNEX “D”). Thereafter, the heirs of Candelaria Oligo sold a portion thereof to herein petitioner EDWIN SOCORRO EPE, and upon execution of a Deed of Sale (ANNEX “D”) for the said transaction, they also gave petitioner the original owner’s duplicate copy of the said property;

13. That by virtue of a previously executed Special Power of Attorney (ANNEX “E”), said MARY JANE PUCOT was authorized by EDWIN SOCORRO EPE to transact in his behalf as regards the transfer of registra tion of portion he bought from the Heirs of Candelaria Oligo. Consequently, PUCOT received the original owner’s duplicate of the aforesaid lot to facilitate for the aforesaid transfer of registration;

14. That however, just recently when she was about to use the aforesaid Owner’s Original Duplicate Copy of OCT No. P-2,235, she found out that the said document was lost from the folder where she kept all my files;

15. That when PUCOT was about to use the aforesaid original owner’s duplicate copy of the title, she found out that it was lost from where she last placed it, and despite diligent effort of PUCOT and EPE to search the said Certificate of Title, the same was in vain, hence, said title is beyond recovery now;

16. That with the lost of the said Certificate of Title, petitioner informed the Registry of Deeds of Lanao del Norte of such loss by filing therein an Affidavit of Loss (ANNEX “F”);

17. That the owner’s duplicate copy of said title has not been delivered to any person or entity for whatever purpose and the same has not been offered and/or encumbered to secure any obligation or indebtedness;

WHEREFORE, premises considered, it is most respectfully prayed of this Honorable Court that after due notice and hearing, judgment be rendered DIRECTING the Office of Registry of Deeds of Lanao del Norte to issue to the

Petitioner new owner’s duplicate copy of Transfer Certificate of Title No. T-2,235 in lieu of the lost title.

Other reliefs and remedies as may be deemed just, proper and equitable under the premises, are likewise prayed for.

Before the Court is a Motion to Serve Summons by Publication files by petitioner through counsel.

The motion states that per Return of Service of Summons the same was returned unserved because respondent was no longer residing in said place/address for more than 5 years according to daughter-in-law of the parties who is residing thereat, and that respondent’s whereabouts is unknown to them during the service of summons. Petitioner prays that the service of summons to respondent be made by publication. Moreover, the petition briefly states the following:

That petitioner and respondent are of legal age, Filipinos married to each other, both residents at Purok 4, Brgy. Bonbon, Butuan City; during the marriage, petitioner exerted earnest efforts to save their marriage and gave many chances for respondent to change but respondent could not give her the comfortable life that she was accustomed to which led her to leave her family in the hope that if she can have a better job, she can obtain the life she was wanted; the respondent lacked motivation and effort to be a good provider that petitioner wanted him to be and instead continued to drown in his vices without regard of the state of his marriage; after more than twenty years of marriage, unable finally to bear the repeated cycle of his immaturity, irresponsibility, and selfishness, petitioner is finally convinced that the marriage would not work, no matter how much she tries.

Wherefore, finding merit in the motion, leave of Court to serve the summons by publication is hereby granted. Petitioner is hereby ordered to cause the publication of this summons once a week for two (2) consecutive weeks in a newspaper of general circulation in the Philippines at the expense of the petitioner. In addition, a copy of the summons shall be served on the respondent at his last known address by registered mail.

Respondent, Winlove C. Baring is hereby ordered to answer herein petition within thirty (30) days from the last date of publication.

DATU ODIN SINSUAT, Maguindanao -- Agents of the Criminal Investiga tion and Detection Group (CIDG) arrested a farmer with 10 arrest warrants for charges of illegal possession of firearms in Barangay Bitu here, police said Wednesday.

Maj. Esmael Madin, chief of CIDG’s special operations group in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), identified the suspect as Mubarak Bangon, 34, of Barangay Bitu.

NPA surrenderers in AgNor reach 96 in Q3 2022

BUTUAN CITY – A to tal of 96 communist New People’s Army (NPA) rebels in Agusan del Norte have surrendered during the third quarter of this year, the Provincial Information Office (PIO) said Tuesday.

The PIO said the figure was based on data provided by the Provincial Social Welfare and Development Office (PSWDO).

“The provincial gov ernment, working with the other stakeholders, is

strengthening its Adopt-AFormer Rebel program to support their reintegration into their families and com munities,” the PIO said.

Under the program’s “structured pathway,” the provincial government is tasked to collaborate with the local government units, private organizations, and civil society organizations to facilitate the reintegration of former NPA combatants.

Governor Maria Angelica Rosedell Amante said the program intends to help the

former rebels get jobs and livelihood opportunities.

The PIO said since last year, 214 NPA rebels have surrendered in the province as the different line agencies of the government and other stakeholders intensified the campaigns to end the local communist armed conflict.

Of the total number, 112 were provided with jobs, including being workers at the provincial government and other line agencies, security guards, and

“He was nabbed at 10:35 a.m. Tuesday in the village,” Madin said.

Bangon surrendered to CIDG agents led by Madin who presented to him arrest warrants for illegal possession of firearms and explosives.

Madin said several war rants against Bangon were issued in 2018 by now re tired Regional Trial Court Branch 13 Judge Bansawan Ibrahim. A PHP720,000 bail was recommended for his temporary release.

DA-11 bullish local durian variety ‘penetrates’ China market

DAVAO CITY – The De partment of Agriculture in the Davao Region (DA-11) is optimistic that the China market will soon welcome the local “Puyat” durian variety, after a group of in spectors from China visited various farms in the region to evaluate their good agri cultural practices.

In a press briefing Tues day, DA-11 Director Abel James Monteagudo said the visit of the General Admin istration Customs of the People’s Republic of China in August would pave way for local durian growers to further expand their market.

“We are No. one in the country in terms of durian production, and we are op timistic to be given a chance to export in the Chinese market,” Monteagudo said.

Considering China’s siz able market, Monteagudo said an almost unlimited supply of the “Puyat” durian variety could be in demand.

“We will just have to wait for their decision, and we hope and pray that we

The group added that inhalation of dioxins and furans causes an “increased risk of tumors, cancer, asth ma and other fatal diseases.”

TEACHERS must be trained for their empow erment as well as for the creation of context-based learning materials. Strengthen the implementation of the instructional supervision framework and middle leader ship development for teach ers. As regard systems and structural improvement, the objective is to attain quality teacher education programs rather than focusing on quan tity.

There must be reforms in teacher certification, hiring, distribution and promotion of teachers. Continuing profes sional development must be made available to teachers. Priority must be given to developing a large pool of early childhood educators.

This is where employ ers can play an important role in complementing the educational system in the

improvement of the quality of education. Employers must be incentivized to prioritize professional development and employment facilitation.

Through various types of on-the-job training, there must be abundant opportu nities and scholarship for trainees.

Especially at the senior high school level, the curricu lum must be improved so that the link between schools on one hand and the industries and communities on the other can be strengthened. Beyond the job-related competencies and skills, there must be an equal stress on mentoring trainees on workplace at titudes and ethics as well as relational competencies.

Davao solon warns public from filing fake TUPAD claims

DAVAO CITY – Davao City 1st District Rep. Paolo Duterte has warned the public about fake Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) claimants, vowing to pursue those behind the fraudulent act together with the Department of Labor and Employment (DOLE).

“It has come to my attention that there are people involved in defrauding our government through the DOLE’s TUPAD program. My office and the DOLE office have taken steps to arrest these people,” he said in a state ment Tuesday.

Duterte said there is no place in the city for people who are “scammers and deceitful,” and that those involved must be punished.

“Despite the hard work of our friends at DOLE, the barangay officials, and my office, many people did not get the benefit of

TUPAD because there are some people who claimed it on their behalf, using multiple names per person,” the lawmaker said.

The theft of government money, he said, was more vile considering that it was done at a time when the country is in crisis.

Records from Duterte’s office showed the congressional office has already served more than 30,000 individuals through the TUPAD program from 2020 to 2021. It is validating the number for this year’s beneficiaries.

TUPAD is an institutionalized program implemented especially during calamities, typhoons, and disasters.

It is a community-based amelioration program that pro vides emergency employment for displaced, underemployed, and seasonal workers for a minimum period of 10 days to a maximum of 30 days, depending on the nature of work to be performed.

To enhance inclusive education, the Philippines has been putting numer ous policies and initiatives into place. The “Inclusive Education for All” program is one such endeavor that teaches educators, parents, and school administrators how to effectively fulfill the requirements of every learner.

The Philippines has been preparing teachers in order to promote inclusive educa tion. To prepare instructors to incorporate students with dis abilities in their classrooms, the Department of Education (DepEd) has been collabo rating with the United Na tions Educational, Scientific, and Cultural Organization (UNESCO). Creating a sup portive learning environment, modifying education for stu dents with impairments, and cooperating with parents are

some of the themes covered in this program. Priority must be given to learners with im pairments, who must also be accepted and mainstreamed in basic education. That, they must not be discriminated as to access to education, anyone denying the entry of a learner with disability will be dealt with accordingly.

Another policy that pro motes inclusive education is the Alternative Learning System (ALS), which provides non-traditional learning op portunities for students who have dropped out of school or cannot attend regular classes due to health or other rea sons. ALS programs offer a variety of courses, includ ing vocational training and basic literacy and numeracy courses, which allow stu dents to learn at their own pace and in a comfortable environment. This ALS is already functioning and is producing graduates in the district I am assigned to.

In 2019, the Department of Education (DepEd) re leased DepEd Order No. 21, titled Policy Guidelines on the K to 12 Basic Edu cation Program includes a policy framework on inclusive education. This framework promotes the right of every Filipino to quality, equitable, culture-based, and complete basic education. Teachers, parents, stakeholders must advocate in the community to spread to have this right known and be enjoyed to everyone.
