Introducing BAM AQUINO Paolo Benigno “Bam” Aguirre Aquino IV is a Filipino social entrepreneur and politician. He is a former TV host and former chairman of the National Youth Commission (Philippines). He is currently the President of MicroVentures, Inc., an investment bank for start-up businesses, which runs The Hapinoy Program social enterprise. He is one

of the Ten Outstanding Young Persons for 2012. He is also a Board Member of Rags2Riches, Venture for Fundraising, and the Coca-Cola Foundation.

Bam is a senatorial candidate under the Liberal Party (Philippines) slate in the 2013 elections.

He is married to Mary Fatima Gomez.

Bam was born on May 7,

1977 in Manila. He is the son of Paul Aquino (youngest brother of Benigno “Ninoy” Aquino Jr.) and Melanie Aguirre. Aquino, as a toddler, gave around 200 speeches in political rallies between 1983 and 1986, after his uncle Ninoy was assassinated, culminating in his participation in the 1986 People Power Revolution that made Ninoy’s widow and his aunt, Corazon Aquino, president.

Bam Aquino was a consistent honor student in Ateneo de Manila from grade school to college. During his grade school graduation, Bam delivered the valedictory speech and graduated with first honors and was also the class valedictorian in High School.

In 1999, Bam Aquino graduated summa cum laude with a degree in Management Engineering from Ateneo de Manila University. In 2008, he took an Executive Education Program on Leadership and Public Policy, at the Kennedy School of Government in the Harvard University.

Bam Aquino was one of the founding members and became the Constitutional Chairman of

the National Union of Catholic Student Councils, an association of student councils and governments of various Catholic universities and colleges in the Philippines.

After his graduation, Bam Aquino joined the special projects group of the ABS-CBN Foundation. He was involved with rehabilitation centers for abused and neglected children, disaster management and relief operations, and volunteer recruitment.

In 2001 he was appointed as NYC’s commissioner-at-large.

He was also one of the hosts of the TV show Breakfast, a youthoriented morning talk show at Studio 23. In 2006, Bam hosted youth-oriented debate show Y Speak in Studio 23.

At the age of 25, Aquino was appointed as chairman of the National Youth Commission, the youngest person in Philippine history to head a government agency. NYC is the chief youth policy-making arm of the Philippine government. His team has managed two projects, which are implemented yearly: the Ten Accomplished Youth Organizations and the Presidential Youth Fellowship Program (PYFP).

“You might think it naïve, but by being in the Senate, I can help

push for these issues further and make these part of the national discussion,” Bam said in a recent meeting with Philippine Daily Inquirer editors and reporters when asked in jest whether he would be better off where he was now in his crusade than in the company of “lolongs,” or crocodiles, in the upper house.

In his advocacy, the 35-yearold, who has never run for a barangay (village) seat or any public office, said the name of the game was “coordination.”

Bam said the primary issue today was finding jobs for young people. He proposed to address this by looking at education and employment as a process, a continuum, which should be closely coordinated by schools, industries and concerned agencies.

In 2007, Bam Aquino established Micro Ventures Incorporated, a social enterprise that engages in poverty alleviation through business development for the poor. it currently runs the internationally awarded Hapinoy Program with thousands of women micro entrepreneur members in the Philippine countryside to help them secure better incomes for their families.

In 2009, Bam Aquino reenacted his uncle, Ninoy Aquino,

in the documentary film The Last Journey of Ninoy. The film premiered on August 21, 2009 in commemoration of the 26th anniversary of the assassination of Ninoy. It was directed by Jun Reyes.

It’s not like one position is being passed on to a wife or son in a locality. Because when we talk about dynasties, it’s usually because they also own the business there and they are protecting their interests,” Bam said.

“The Aquinos have no holdings there and I am for distributing Luisita,” he said.

Bam said he had something to offer—different from what the other Aquinos in the Senate espoused—as a youth leader and social entrepreneur. “What we are really aligned to is wanting what’s best for the country. No BS,” he said. aquino | page 11

Three major criteria, to wit (1) efficiency in operations, (2) effectiveness in securing Katarungang

Pambarangay (KP) objectives, and (3) creativity and resourcefulness of the Lupong Tagapamayapa were followed in the assessment.

The Lupong Tagapamayapa Incentives Aw a r d s ( LT I A ) w a s established since 1997 as a means to institutionalize a s y s t e m of g r ant i ng economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots

level.

Republic Act 7160, otherwise known as the 1991 Local Government Code gives barangays the mandate to enforce peace and order and provide support for the effective enforcement of human rights and justice.

Decentralization has facilitated the recognition of the Katarungang Pambarangay or Barangay Ju s t i c e Sy s t e m a s a n alternative venue for the resolution of disputes.

Thus created in each barangay a body to be known as Lupong Tagapayapa (hereinafter referred to as Lupon) composed of the Barangay Captain as chairman and not less than ten (10) nor more than twenty (20) members.

This leads to the creation of incentivizing the performances of the Lupons known to be as the Lupong Tagapamayapa Incentives Awards (LTIA).

There will also be deductions for overtime in the theatrical performance which shall be 5 points per 1 minute; disregard of guidelines 5% of total score per offense (bloated cost, wrong size, etc).

Amante also reminded that the storyline must be clear and concise and must be dramatized (theatrically); costumes and props must complement t he overall concept; dancing, c h a nt i n g a n d s i g n i n g are e n c ou r a ge d w h i l e the Balangay Float must be utilized as the main stage for the showdown and participating agency/ group is encouraged to accompany their entr y float with costumes and props to help augment the theatrical presentation.

“The decision of the Board of Judges is final a n d n o n - a p p e a l a b l e ,” emphasized Amante.

For the grand prizes,

first prize will receive P150,000; second prize – P100,000; third prize – P75,000. For special awards, the participant that has the most unique float will re ceive P25,000; most colorful and attractive float – P25,000; and best theatrical presentation – P25,000.

Consolation prizes will a ls o b e g iven to nonwinning entries (with no special awards) amounting to P10,000.

Edmundo R. Pangilinan summed up the purpose of the 71st commemoration of the Araw ng Kagitingan conducted by LGUTacurong and Philippine Army (PA) on April 9, 2013, City Hall Grounds.

Col. Pangilinan served as the Guest Speaker of the program devoted to honoring the heroes of World War II. The program was graced

by veterans residing in the city, namely Pvt. Jovencio Ledda (92 years old), Mr. Santos Laygan (97 yrs old), Pvt. Eugenio Somera (89 yrs old), and Private First Class Bernardo Francisco (91 yrs old).

Pfc. Francisco shared his memoirs as a young soldier during the War. As a 21-year old lad in the 1930s, he was one of those who were trained as Philippines’ reserve forces.

He reported to the nearest camp in Panay, following the order of then Pres.

Manuel Quezon after the bombing of Pearl Harbor and of the military bases in the country.

They fought the Japanese forces in Panay, but his team was captured. He was imprisoned and served as a laborer to Japanese soldiers.

He witnessed cruelties, and even executions of Filipinos in the communities

R12 marks 21.5% increase in DOST Scholars

COTABATO CITY-- The Department of Science and Technology, Region 12 has noted a remarkable increase in the number of passers in its scholarship program for 2013 posting a 21.5% hike compared to that of last year.

D O S T 1 2 R e g i on a l Director Zenaida P. HRLaidan said, 79 incoming college freshmen in Region XII have qualified to avail of the agency’s scholarship program for school year 2013-2014.

L aid an s aid, of t he total number of successful examinees, 70 met the criteria for the Science and Techonology Scholarship program under Republic Act 7687 while the other nine have qualified for the Merit Scholarship Award.

DOST conducted the qualifying examination in November 18, 2012 for top 10% graduating high school students in Region XII held in the following testing centers: University Laborator y School-

University of Southern Mindanao (ULS-USM) in Kabacan, Cotabato; Notre Dame University (NDU), Cotabato City; Mindanao State University (MSU)General Santos City; Notre Dame of Marbel College (NDMU)-Koronadal City, and Sultan Kudarat Polytechnic State College (SKPSC)-Tacurong City.

The Merit program is open to graduating high school students interest to pursue baccalaureate degrees in the field of science and technology regardless of family economic status while the Science and Technology Scholarship Act of 1984 or RA 7687 caters to deser ving poor and indigent students in the country.

Both under the DOSTSEI and Merit programs, scholars are entitled to tuition and other school f e e s s u b s i d y, b o o k allowance and monthly living allowance, among others, except for a pro-

rated monthly stipend for the latter depending on the family’s socio-economic status.

Kuya Leslie Leocadio, a medical doctor, supervises the circumcision session. It was not the first time that the Makahambus Eagles and Lodge 315 rendered free circumcision services in the town. Two years ago, the “Makahambus EagleMasons” were in Talisayan to deliver the same services.

The only difference in last week’s activity was that the families of club members were there as part of the group. Kuya Joven Bacu, President of Makahambus Eagles Club, was also around together another “Kuyas,” “Ates,” and “Bunso.” After the circumcision activity, the group together with their families went to a beach resort there where they stayed overnight.

Circumcision ser vice is only one of too many community services that the “Makahambus-Eagle Masons” render throughout the year. Some of these

community services include supplemental feeding, medical outreach, climate mitigation projects, and social awareness programs like “Dengue” prevention.

In all these activities, the “Makahambus Eagle-Masons” remained discreet.

This corner was fortunate to provide readers a rare glimpse of what these men and women are doing both in their capacity as civic organizations and as fraternal orders.

Indeed, spending one’s free time to serve the people and the community through voluntary public service is a very rare opportunity.

LAST week was family day for one of the most active community organizations in Cagayan de Oro City. It is heartening to note of Cagayan de Oro having organizations that work silently in rendering community services to the underprivileged.

These organizations are silent partners in public service whose members unselfishly work together for others.

While most civic organizations flaunt come what may of the services it render to the community, the Makahambus Eagles Club and the Makahambus Lodge 315 work together away from the hog light.

The Makahambus Eagles Club and Makahambus Lodge 315 always set aside a day to spend with families and love ones. Nevertheless, instead of making the occasion spent solely for family and brotherly bonding, these fraternal organizations also use the

By the way, the Makahambus Eagles Club of Cagayan de Oro City is one of the fraternal clubs of The Fraternal Order of Eagles (Philippine Eagles), the first Philippine born fraternal civic organization in the country. Letter to the Editor: Shrinking the Time Frame Anakbayan: Comelec keeps fooling the people MINDAVIEWS:

Amid strong and legitimate opposition, the Commission on Elections (Comelec) allowed Malacanang-backed Partylists, like Akbayan, to run in 2013 elections. After the Supreme Court ruled that party-list representatives need not be from the marginalized sectors, the Comelec went overboard by continually harassing party-list groups that truly represent the marginalized.

Comelec drumbeats this year’s election with so-called “party-list cleansing”. They rejected the candidacies of more than 200 party-list groups. Moreover, Comelec chairman Sixto Brillantes claims that they are stricter in purging the party-list system. He even said that the system has gone “out of bounds”.

Despite this exaggerated propaganda, Comelec cannot hide the fact that they failed their sought after ‘integrity’ test. This is obvious with Comelec’s approval of Akbayan and its current hell-bent action to disqualify two progressive party-list groups namely, Kabataan and Piston, for allegedly violating Comelec resolution 9615 which prohibits campaign materials mindaviews | page 11 in all public infrastructure

GENERAL SANTOS CITY(MindaNewl)– Government and Moro Islamic Liberation Front peace panels adjourned their 37th Exploratory Talks April 9 to 11 without final agreements on the three remaining Annexes. They agreed to continue their negotiation after the May 13 election with firm “commitment to finally settle these issues soon so that all three Annexes may be signed without undue delay”.

In “without undue delay”, “after” is more appropriate that “without”. Either the Panels did not foresee or they took for granted the tough ssues in the four Annexes when immediately after signing the Framework Agreement on Bangsamoro they said they would finish negotiating by end of December. Even if the Annexes could be signed in May that would be five months overdue.

Let us not doubt the Panels in jointly stating that they have “continued to find ways to resolve remaining issues on the Annexes on wealth sharing, power sharing and normalization”. Let us understand the difficulties, and even embarrassment, they are going through. More than any other persons or groups, they honestly want to end the Mindanao Problem; yet, they risk being misunderstood as hiding the “real score” behind “motherhood statements” – to borrow from Fr. Eliseo “Jun” Mercado, O.M.I. They, too, know that no lofty rhetoric to explain the failure to finally agree on the Annexes and to give assurance that all will be ine in the end can undo the setback in the FAB implementation and further set it back should there be more delays. Situated within the fixed term of President Aquino, the time frame of the different stages in the FAB roadmap should have been fixed and followed strictly, not open-ended and flexible.

Even if all the Annexes are signed in May, what guarantee is there that the Bangsamoro Transition Commission can start drafting the Bangsamoro Basic Law in June? The Annexes and the FAB are still to be consolidated into a Comprehensive Agreement. Can this be done in one ormal meeting of the Panels?

There is supposed to be two years from January 2013 for the Transcom to draft the BBL; for the Congress to enact

Regardless of the submitted proof of compliance to election rules, including extensive photo documentation, Comelec continues to pursue the case against Kabataan and Piston.

The motive is obvious.

Progressive party-list groups are the staunchest critic of the Aquino administration.

While Comelec chairman Sixto Brillantes Jr and his

minions are the faithful servants of the current regime obliged to follow orders.

For one, Kabataan Partylist, the only youth organization in the congress for the past three years was loud in exposing state abandonment on social services, especially education. The youth group is best known for its stand against the draconian Cybercrime Law which prompted mass

mobilizations.

It is clearly stipulated in the Republic Act 7941 that the party-list system is for the marginalized and underrepresented sectors.

Kabataan and Piston are representing the marginalized and underrepresented while Akbayan is not.

Good news about health reaches Calumpit J

oan Yu, twenty-nine year old mother of three children came out of the maternal health class pleased that her expectations were met by the Lakbay Buhay Kalugusan (LBK), the Department of Health’s (DOH) health caravan carrying a customized bus that conducted health classes for mothers, fathers and children and other health promotional activities such as medical consultations, free basic medicines and games.

“Ine x p e c t ko p o na makakuha ng impormasyon tungkol sa family planning, sa tamang paghugas ng kamay at libreng gamot para sa mga bata,” she said. She added that her kids enjoyed it and learned from the whole experience.

Like Joan, young father Christian Murtia who travelled from the farthest barangay in Calumpit came along with her wife and two children also expected that his family would benefit from the health caravan. “Para po sa ikabubuti ng mga anak namin ang pagpunta namin dito sa LBK,” he said. Christian also attended the health class for husbands and fathers dubbed

‘Usapang Macho’.

Both were among the 1,882 residents and health volunteers of Calumpit and nearby towns in Bulacan who temporarily dropped their household chores and means of livelihood for the day to avail of the services that the health caravan brought last week of March.

Fiesta-themed, amidst the overbearing summer heat, Northville 9 in Barangay Iba O’Este, a resettlement area in Calumpit easily accommodated the crowd who first registered and got instructions to be able to make their way through exhibits and health classes. Efficiently manned by 239 health staff and volunteers, the health caravan did not fail the Bulakenos who voluntarily came and were content with the health promotional activities they participated in.

However, Dr. Joy Gomez, Provincial Health Officer of Bulacan during the press conference and post-mortem with the volunteers, clarified that LBK is not just about giving free medicines. “This is what we want to teach our clients,

DAVAO CITY (MindaNew)-The Interim Mindanao Electricity Market (IMEM), which was pushed by the Department of Energy (DOE) to address power shortage in Mindanao by drawing out all generation capacities to the system grid, will kick-off on September 26, ahead of its original schedule next year.

Melinda Ocampo, president of the Philippine Electricity Market Corporation (PEMC), said in a public consultation on the rules of IMEM here that Energy Secretary Carlos Jericho Petilla instructed her to fast-track IMEM’s commercial operation.

She said the original schedule was set in 2014, adding “pero pinagalitan na po ako (but I was scolded), so it will be fasttracked.”

Petilla also pushed earlier the Interruptible Load Program (ILP), which is another alternative to bridge the power supply deficiency in Mindanao that began in 2010.

Romeo Montenegro, director for investment promotion and public affairs of the Mindanao Development Authority, said with the ILP scheme, malls and other establishments will run their embedded generators on peak hours to lessen the demand, which could save the grid up to 150 megawatts (MW).

Ocampo explained after the consultation that the power supply under the ILP is available only within franchised areas,

unlike in the IMEM where the supply will be available within the system grid.

“This will help solve the power crisis in Mindanao,” she said, noting that under IMEM, all generation capacities in the island will be synchronized into the system with the excess power in other regions supplying the deficiency in other areas.

The IMEM will be a venue "for transparency, efficiency and reliability of all available power supply" in Mindanao, Ocampo said.

Ocampo said that they expect “a hundred percent cooperation” from all stakeholders, that was why public consultations had been conducted.

The public consultation here was the third and last. The first two were held in Zamboanga City last April 4 and Cagayan de Oro City last April 10.

The IMEM will have a dayahead market and will compensate embedded generators and voluntary load customers through a price determination methodology and cost recovery methodology approved by the Energy Regulatory Commission, the IMEM primer said.

The start of registration of IMEM members will be on June 3, while the start of trial operations will be on August 26, based on the IMEM timeline.

Ocampo said the IMEM will serve as a transition to the Wholesale Electricity Spot Market (WESM) in Mindanao, and “will help im-

The twin-engine plane made four sorties—each trip carrying 18 sacks of vacuum salt—since the operations started last Wednesday, said Leilane Naga, in-charge of the cloud seeding operations of the Department of Agriculture.

“We have seeded the cumulus clouds over Lake Lanao since Wednesday. each bag of vacuum salt weighs 25 kilos,” Naga said.

Naga said the cloud seeding operations have already yielded positive results, citing the rain recorded over Marawi City on the night of their first sortie last Wednesday.

She said the cloud seeding operations will also include the Pulangi River in Bukidnon province, adding the cloud seeding operations may last for 45 days.

Cloud seeding is a form of intentional weather modification that entails a plane to dispense hygroscopic materials, such as salt, over cumulus clouds to produce rain.

The National Power Corporation (Napocor) was scheduled to evaluate the results of the cloud seeding operations this weekend (Friday).

Romeo Montenegro, Mindanao Development Authority (MinDA) director for investment promotion and public affairs, said they requested the Agriculture department to start cloud seeding operations after noting hat the water level in Lake Lanao has gone down to near critical level because of the hot summer.

Montenegro said data from the Napocor showed that the water level of ake Lanao on Thursday was at 7.19 meters, which is close to the critical level of 6.98 meters.

“We do not want the water to reach the critical level. That is the reason we have requested the Department of Agriculture to start seeding the clouds,” Montenegro said.

Therma South is a whollyowned subsidiary of AboitizPower, one of the largest power generation companies in the country.

Canja said that Cotelco P-Palma Area, which serves at least 30,000 consumers, is getting just 3.8 MW from

the National Power Corp. this April, below the area’s peak power demand of 10 to 11 MW. “We’re short of six to seven MW, which translates to eight to nine hours of brownouts daily,” he said.

The P-Palma Area covers the towns of Pigcawayan, Pikit, Aleosan, Libungan, Midsayap, and Alamada.

The Cotelco-Main, which covers 11 towns and this city, had signed an ESA with Therma South in December 2012.

Canja said the ESA with Therma South would address the worsening power situation in the P-Palma Area once the coal plant starts operation expectedly in June 2015.

Canja said they welcome the criticisms from the power consumers as a result of the long brownouts the cooperative has been experiencing since February.

“This is not, of course, our fault. We are just buying power from the source. Since there is not enough supply of power, we were given only part of the electricity being generated,” said Canja.

Jaafar cited the Bangui Windmills in Ilocos Norte that was constructed in 2005, which now provides 40 percent of the power requirement of the province.

Jaafar said the P2 billionwind power project of 48 megawatts in Oriental Mindoro, which was funded by the Italian government, is the largest renewable (RE) energy project in the country. It can lower the electrical consumption to as low as P6.50 per kilowatt in the province.

“The measure is in line with the government’s effort at reducing the country’s dependence on imported energy, with the end in view of increasing energy self-sufficiency,” Jaafar said.

The bill mandates the Department of Energy (DOE) to construct windmill power generation projects in the Mindanao.

agencies shall determine the feasibility study, including the detailed engineering design, site evaluation, and other necessary requirements.

Wind power is the conversion of wind energy into a useful form of energy, such as using wind turbines to make electrical power, windmills for mechanical power, wind pumps for water pumping or drainage, or sails to propel shills.

But the drafting has already been set back by six months, granting that the Comprehensive Agreement can be signed

by June 2013 – if not, deeper trouble. Now, the critical questions: Can the Transcom draft the BBL in six months, July to December 2013? Can the Congress enact the BBL in law in six months, January to June 2014? If not, delays will chain-react to more delays.

What will happen is not difficult to foresee. If it will take Transcom more than six months to draft the BBL, that will push back for so long the submission of the draft to the 16th Congress.

If it will take the Congress longer than the second half the First Session and the first half the Second Session to enact the BBL, that will push back farther the ratification and promulgation; ultimately the transition proper for the establishment of Bangsamoro will be drastically shortened.

change in our political set-up, is to educate our people on how to choose a politician who will perform well, regardless of his family relationships.

Right now, what we need are politicians who will really serve and not to be served, who will not steal the people’s money, who will be capable of doing their jobs.

Do we still have these politicians today? I really don’t know. But then, paraphrasing what the Bible said in 1 John 4:1-3, we must endeavor to test every candidate to see if the Spirit of God is in them. How would we know if the Spirit of God is inside a candidate?

Well, let us see if the candidate behaves, thinks, acts and speaks, according to the Word of God. That should be easy enough to find out.

Let us also see if, among the candidate’s political agenda, there is something for God, either by introducing Him more strongly to the people, or ensuring that holiness and spirituality and righteousness are not only preached but thoroughly practiced by him and his family.
