‘Nego’ for police, militias release

CAMP EVANGELISTA, Cagayan de Oro City – Negotiations for the release of two police officers and seven militias captured by the communist New People’s Army (NPA) in Mindanao were being worked out, a top military officer said on Tuesday.

Maj. L e o B ong a s i a , spokesperson of the army’s 4th Infantry Division, confirmed the captured of two police officers and seven other members of the Civilian Armed Forces Geographical Unit (CAFGU), an armed civilian volunteers organized by the military in its anti-insurgency campaign in the countryside.

He said that the NPA captured the victims in checkpoints mounted by

the armed rebels in various areas in Northern Mindanao.

Bongasia, however, said that the military is not releasing the names of the victims for security reasons and while negotiations for their release are going on.

“The military is not releasing the name of the victim in order not to jeopardize the security of their families,” Bongasia said.

MISAMIS ORIENTAL – Five armed men claiming to be members of the communist New People’s Army (NPA) sprayed three transport buses Monday af-

ternoon in Misamis Oriental while being parked on the highways.

Police Insp. Cesar Sumapig said that witnesses saw five armed men approached the buses bearing the names “Lucy” parked on the highways and fired at the bus tires.

He said the unidentified armed men identified themselves as NPA members.

They spared the passengers from harm, Sumapig said.

He said that the shooting was reportedly a strong message by the NPAs to the bus owners who allegedly maltreated their workers.

The buses were owned

by Lucy Cabales whose husband was reportedly a town councillor, Sumapig said.

He said the Cabales owned a fleet of buses plying the Cagayan de OroGingoog route in Misamis Oriental and also engaged in commercial fishing.CD

DTI to hold entrepreneurship training for Bukidnon SMEs

It will run every third week of the month starting this April at the DTI provincial office, Manuel Building, San Isidro Street, Malaybalay City.

DTI Provincial Director Ermedio J. Abang said the training includes the following topics: costing and pricing, visual merchandising, e-mail appreciation, Business Expense Savings Training (BEST Game) and small and medium enterprise (SME) caravan.

Frontline quality service, entrepreneurship and consumer rights and responsibilities will also be discussed.

“These trainings are very vital as business experts speak about helpful tools and other resources to help existing entrepreneurs enhance their operational capabilities. Likewise, these would help individuals who want

to start their own business,” Abang said.

Jose Maureal, trade and industry development specialist and training officer, said the participants would learn a lot because the training also covers topics on negotiation skills, which is part of DTI’s continuing efforts to develop micro, small and medium enterprises (MSMEs) in Bukidnon.

It underscores what the DTI has been doing in the community to fulfill its mission in shaping business and investment-enabling environment.

FSUU reveals 3rd Opinion Poll results

BUTUAN CITY - The Father Saturnino Urios University Policy Center (FSUUPC) revealed the results of the third phase of a four-series May 2013 Opinion Poll Survey culled last April 1-7, 2013 from the 1,833 new set of respondents taken from the 86 barangays of this city.

According to FSUUPC Director Josefe Sorrera-Ty, like in the two surveys conducted last January 23-30, 2013 and March 7-15, 2013, it employed the proportional sampling method to gather data from registered voters of Butuan City.

“The respondents from each barangay were purposively chosen to represent age classification: Youth (18-30 years old), Adult (31-

59 years old), and Seniors (60 years old and above).

The respondents represent 1% of the total registered voters in the city of Butuan with a 10% margin of error in the sample size,” Ty explained.

Based on the results of its third phase Opinion Poll Survey, the most preferred candidate for the congressional seat is Atty. Lawrence Fortun with

43.15%, followed by Roan “The youth showed a higher preference Libarios with 21.55% while for Fortun, while the senior group has the undecided voters now at highest percentage of undecided voters. CAMP RODRIGUEZ, Butuan City – Two police officers have been abducted by six communist terrorists, almost midnight of April 14, this year, in Brgy Poblacion, Loreto, Agusan del Sur. Abducted, while conducting surveillance on a

stabbing suspect, were PO2 Ronald Alan Miel Muñez and PO1 Nemuel Diwata España, both of the Loreto Municipal Police Station (LMPS). They were brought to Sitio Marang, Brgy. Kasapa of said municipality.

Soon after the incident,

the LMPS coordinated with the Barangay Intelligence Networks (BINs) and barangay officials to gather information and monitor the status and location of the victims.

Celebrating World Health Day BUTUAN CITY, -- Every year on April 7, World Health Day commemorates the founding anniversary of the World Health Organization (WHO) in 1948. A theme is selected yearly to better give emphasis on a certain area of public health in the world. This year, the theme is High Blood Pressure.

About one in 10 people in their 20s and 30s to five in every 10 people in their 50s or one in every three adults have high blood pressure worldwide(WHO).

Hypertension – the rise in blood pressure increases the risk of developing heart attacks, strokes and kidney failure.

Measured in millimeters of mercury (mmHg), blood pressure is recorded in two numbers, oftentimes one on top of another.

These two numbers represent the systolic blood pressure, or the highest pressure in a blood vessel, which occurs when the

heart contracts, and the diastolic blood pressure of the lowest pressure in a blood vessel that occurs between heartbeats when the heart muscle relaxes.

The normal adult blood pressure is defined as a systolic blood pressure of 120 mmHg and a diastolic blood pressure of 80 mmHg. A normal blood pressure level is vital for the efficient functioning of vital body organs such as the heart, the brain, and the kidneys for overall health and wellbeing. An elevation from the normal blood pressure or a systolic blood pressure equal to or greater than 140 mmHg and/or a diastolic blood pressure equal to or greater than 90 mmHg. High blood pressure may lead to the enlargement of the heart, heart attack and, eventually, heart failure.

Under high pressure, the blood vessels may eventually develop bulges and weak spots making them more likely to burst or clog up.

Small blood vessels inside major body organs are more likely to get affected such as the brain, the heart and the kidneys. High blood pressure may cause a stroke, kidney failure, blindness or cognitive impairment.

“Tobacco use contributes to the development of high blood pressure. Some of the 7,000 chemicals in tobacco damage the walls of your arteries causing them to narrow, contributing to the risk of developing high blood pressure,” said Delma Legaspi, during the training on smoking cessation held at Luciana Convention Center, Butuan City. Graced by representatives from various municipalities and cities in the Caraga region, the training was conducted to better strengthen the fight against tobacco use though the establishment of Smoking Cessation Clinics throughout the region.

NPAs abduct civilians in Surigao Sur

SURIGAO DEL SUR - A Cafgu member, under the 23rd Infantry Battalion based in Tagbina town was shot by suspected New People's Army rebels around 9:45 a.m. last Sunday.

The victim was hit in the stomach and immediately brought to Andres Soriano Memorial Hospital in Mangagoy, Bislig City for medical treatment.

The military said an undetermined number of

NPAs, believed to be under Guerilla Front 14 of Northeastern Mindanao, were responsible for the attack. Firefight ensued for 20 minutes.

The rebels also allegedly abducted three CAFGUs and three civilians, while withdrawing from the area.

Prior to the incident, 75IB CMO Officer Jolito Borces said that concerned citizens reported the presence of unidentified indi-

viduals conducting extortion activities in the area.

The Police Provincial Office confirmed the incident.

NFA 12 exceeds palay procurement target

KORONADAL CITY - The National Food Authority (NFA) in Region 12 has surpassed its palay procurement target for the first quarter of this year, an official said.

NFA 12 Regional Director Raul B. Chong confirmed at the Regional Management Committee Meeting (REMANCOM) in Lake Sebu, South Cotabato, that 173,564 bags of palay were procured in all areas covered by the region for the months of January to March, this year.

Chong said this figure almost doubled their projected target of 110,000 bags for this year’s 1st quarter.

ONE of the unexplored small enterprises that have not been given importance in Mindanao is the footwear industry for the need of more than 25 million Mindanaons and to the other 67million Filipinos. Many of the shoes and foot wear that are displayed and sold in the malls or the local stalls are imported brand coming from the Peoples Republic of China. Others are under foreign manufacturing licenses which are either made in Vietnam or Malaysia. The same with the second hand shoes peddled by hawkers at the “ukayukay” stores are Hongkong if not Korean made. How did this disparity of free trade and importation manage to slip in our country viz a viz to our exports? Why were the importations of used and second hand shoes allowed by the Bureau of Customs? This could be the primary reason why the Philippine shoe products from the 20 or more Marikina manufacturers are losing its competitiveness against the imported foot wears flooding the local

She was widely criticized for her extravagance and branded as “Imeldefic”. Few took credits that she was advertising and promoting Philippine made foot wears abroad.

Nobody took notice that when the Philippine Trade Center was opened in New York located at the famous World Trade Center Building many Philippine shoe products were prominently leveled and displayed. The Philippine Trade exhibits has long ceased and closed before the World Trade Center was bombed and destroyed in the famous 911 incident.

The footwear industry

is one of the most important economic activities next to food and clothing. People moved and travel with all types of shoes and footwear’s in their lifetime. Man can survive not to have a luxury vehicle or an Armani suite but he may not do without shoes. We provide our children a minimum of three types of foot wears a year for their safety and comfort. The same with the pragmatic thinking of an average Filipino to own the basic 3 foot wears, of a slipper, a leather shoes and an athletic shoes to as far as our indigenous brothers who lives in the mountains of Compostela Valley and the Igorots of Banue.

While travelling around the major cities of Mindanao, it came to the reality of our economics that we have not been able to produce a single shoe manufacturing plant in our region to deliver the 75 million pairs of footwear worn by more than 25 million Mindanaons.

According to Dir. Ramos, the gathering was also necessary so as to become a unified DA team who can better work in the pursuit of seeing the agriculture and fisheries sector prosper. NorMin LGUs to implement Salintubig projects

NGCP announces brownouts in Cagayan de Oro, Bukidnon The National Grid Corporation of the Philippines (NGCP) has served notice that a scheduled shutdown of some of its transmission facilities will affect the CEPALCO and BUSECO on April 21, 2013 The shutdown will be made to facilitate maintenance activity of Transformer No. 2 at Tagoloan Substation and to conduct Transmission Line maintenance along Tagoloan – Lunocan 69kV line.

Normal operations will immediately resume after work completion.

NGCP advised its customers and the general public to take the necessary preparations and precautions for this scheduled interruption. *Specific cities and municipalities to be affected by the power interruption will bedetermined by the Cepalco and BUSECO distribution utilities (DUs), unless the activity affects the entire franchise area.

The DU allots the available power within its franchise area and implements the power interruption schedule among the end-users.

Oro bgy qualify as LTIA National Finalist CAGAYAN DE ORO - After thorough evaluation and assessment, the Department of Interior and Local Government region 10, together with the members of the Regional Awards Team (RAT), recognized Barangay Kauswagan of Cagayan de Oro City as the Outstanding Lupong Tagapamayapa under the Highly Urbanized Cities Category in the Lupong Tagapamayapa Incentives Awards (LTIA) for CY 2013.

DILG-10 Regional Director Rene K. Burdeos commended Barangay Kauswagan for being a consistent regional LTIA awardee in 2011 and 2012 in the same category, and officially the regional nominee to the National Awardee Committee for LTIA CY 2013.

The LTIA Regional Assessment was held at DILG Regional Office 10, Conference Room with the presence of the assessment team led

Irene A. Meso of the Dept. of Justice, Police Chief Rustom C. Duran of the Philippine National Police of Regional

Office, Mr. Wilbur V. Gonzales, Urban Poor representative of Group Foundation, Inc., and Atty. Johnson G. Reyes Managing Director of National Police Commission (NaPolCom).

The lupons were evaluated by committees organized at the regional, provincial and municipal levels on the basis of a) efficiency of operations; b) effectiveness in securing the katarungang pambarangay objectives and c) creativity and resourcefulness of mediators.

LTIA was established pursuant to Executive Order 394, also known as the Establishing of the Lupong Tagapamayapa Awards, signed by then President Fidel V. Ramos, to give recognition to the Lupong Tagapamayapa’s contribution in the promotion of the Katarungang Pambarangay objectives which is to help the government solve the overwhelming number of cases being filed and in providing services to address the needs of the people at the barangay level.

CAGAYAN DE ORO CITY, -- Thirty municipalities and two cities of Northern Mindanao will implement the Sagana at Ligtas na Tubig sa Lahat (Salintubig) project this 2013.

Salintubig is a project of the Department of the Interior and Local Government (DILG), Department of Health (DOH) and the National Anti-Poverty Commission (NAPC) designed to provide water supply systems to waterless municipalities, barangays, health centers and resettlement sites.

Lawyer Rene K. Burdeos, DILG Region 10 regional director, said the project aims to enhance the capacity of local government units (LGUs) and water service providers in planning, implementing and operating water supply facilities.

Sixteen of the target beneficiaries come from the province of Bukidnon, eight from Lanao del Norte, seven from Misamis Occidental

and one from Camiguin.

DILG 10 is set to release P50.21 million for the first tranche of the fund allocation to 32 LGUs who will qualify for the project.

Prior to the release, 11 documentary requirements will have to be submitted by the LGUs to DILG, namely: approved simplified feasibility study, executive summary of project, seal of good housekeeping certification and Sangguniang Bayan resolution, among others.

The LGUs will undergo validation to determine their capability in ensuring the sustainability of the project.

Three Salintubig projects of 2011 have been completed in the municipalities of Lala (Lanao del Norte), Laguindingan (Misamis Oriental) and Kibawe (Bukidnon).

Meanwhile, f ive water projects of 2012 are on-going in Manticao (Misamis Oriental), Bonifacio and Sinacaban (Misamis Occidental) and the cities of Tangub and Iligan, while another three have not started yet. (Rochelle D. Daganag/DILG/PIA10)

But with the construction of cleaner coal-powered plants in Mindanao, President Aquino said he expects the region’s energy woes to be a thing of the past. Since taking office in 2010, he said his administration immediately began making the structural changes that encouraged the private sector to come in and put up power plants.

For instance, last year, Aboitiz began a project to build two coal-fired power plants in Davao, which will provide a total of 300 megawatts. The project will be finished by late 2015, he said.

“By then, with all the projects we have lined up, we fully expect that this problem will be a thing of the past. And hopefully, the thinking that led us to this problem will also be a thing of the past,” he said.

Also, the President said the Sultan of Brunei, who visited the country this week, expressed his serious intention to bring natural gas to Mindanao. The memorandums of understanding have already been signed for this project, he said.

Filinvest’s Misamis Oriental project is a significant part of the long-term solution for Mindanao’s energy problems, according to the President.

“This signing gives us peace of mind that the permanent solutions are being put in place.

Joint U.S.-South Korean forces have already raised their alert level to “WatchCon 2,” indicating a vital threat is present. At the Pentagon, Defense Secretary Chuck Hagel warned Pyongyang against making more threats.

Unconfirmed reports also suggest Pyongyang is preparing to test other missiles simultaneously.

Some analysts expect the test to occur sometime around the Monday birthday of Pyongyang’s founding leader, Kim Il Sung.

The commander of the U.S. forces in the Pacific confirmed North Korea has moved a Musudan to its east coast in apparent preparation for a launch.

Testifying Tuesday at a U.S. Senate hearing, Admiral Samuel Locklear insisted that any North Korean missile could be intercepted if it poses a direct threat to the U.S. or its allies.

Warnings to foreigners North Korea state television has been urging foreigners to leave South Korea, warning they could be caught up in an allout military conflict or a “nuclear war.”

South Korea Unification Ministry spokesperson Kim Hyung-suk on Wednesday played down the threat to foreigners.

“Various actions from the North are very likely to be psychological, creating anxiety. I will say that we should not be paying too much attention or feeling anxious,” Hyung-suk said.

North Korea has threatened to attack the South, the United States and U.S. allies in the Asia-Pacific region in retaliation for the latest economic sanctions imposed on Pyongyang by the U.N. Security Council.

Those sanctions have been aimed at punishing Pyongyang for carrying out nuclear and missile tests in defiance of Security Council resolutions.

2 died as commercial building catches fire

ZAMBOANGA City––Two persons were killed in a fire that hit a commercial building in Zamboanga City in the southern Philippines.

Zamboanga City Fire Marshall Dominador Zabala said the burned bodies were recovered during an inspection at ZamSulu Building along Veteran’s Avenue.

“Confirmed at may dalawa tayong bankay na na-recover sa loob ng building pero hindi pa natin matiyak kung sino ang mga ito, ngunit may balitang mga helpers ang dalawang biktima,” Zabala said.

The fire hit the 3rd floor of the building that houses residential units and various shops, including a bank.

The building is owned by the Chua family, but none of its members spoke to the media about the fire.

“The fact remains that education is still a business and that the CHED has perfected its role as the spokesperson of the capitalist educators,” she told MindaNews.

Bai Ali Indayla, second nominee of Kabataan Partylist, earlier said that some 150,000 students from private schools were affected by tuition fee increases in the school year 2012-2013.

She cited that in the last three years, tuition fee increases ranged from P3,150 to P4,200 per semester, with the average tuition paid by a student reaching P40,000 per school year.

Indayla said her group gathers complaints from parents and students on school violations related to tuition fee increases through the “Kabataan Hotline” with numbers 082- 221-6589 and 0942-980-8413.

She said that “redundant and exorbitant fees” have turned out as the most common complaints of parents and students.

Indayla stressed that education in the country has become commercialized and expensive, making it hard to the reach of the poor.

Alvarez said the issues related to hikes in tuition and other fees require consultations as mandated by Article III of CHED Memorandum Order (CMO) No. 3, Series of 2013.

Misuari said another way of solving the problem, is by making an appeal to his friend Malaysian Prime Minister Datuk Seri Najib Tun Razak. He claims the Prime Minister is a cousin of his grand nephew, whose grandfathers are brothers.

“So I intend to send him there, to talk to Najib and persuade him to desist from sending more forces [in Sabah].”

He said he will also talk to Sultan Jamalul Kiram III, not to aggravate the situation.

“I can mediate with them, anyway, Sabah and Sarawak belong to me, and my clan. It doesn’t belong to the Sultanate, because this is the property of my great great grandfather Panglima Pahabasal Elija,” Misuari added.

Misuari flew in to Davao Saturday after attending a month-long meeting with the parliaments of the Organization of Islamic Conference (OIC), conferred with Vice Mayor Rodrigo Duterte in Mandaya Hotel to talk on these options.

He clarified that the accusations of his involvement in the Sabah tension are “baseless and unfounded.”

Duterte, for his part, assured Misuari of support if anything happens. The Vice Mayor, without elaborating, offered help “in connecting and talking it out” with the national government.

Misuari said he talked to Sultan Kiram in a discreet meeting the night before he left for Davao. He told the Sultan be careful because “(the government is) preparing to arrest you.”

“Sabi niya, mas gusto ko ma-arrest na ako para makapagpahinga na ako sa loob ng prison. (He said, he wanted to be arrested so he can relax in prison.)”

Misuari thinks it is a big gamble on the Sultanate royal army to send their troops and mass up in Sabah.

He is worried that violence might spread in Kunak, then to Kota Kinabalu in Sandakan and to other places.

Misuari said he does not want any trouble with Philippine government and Malaysia. He thinks the problem is better left between the Bangsamoro people and the Malaysian people to resolve. “We should not allow other people to come in. It might only aggravate the situation,” he said.

Misuari lashed at President Benigno Aquino III for saying the Sultan’s claim and actions are “a hopeless cause”.

“He knows nothing about what he is talking about. He will become a laughing stock in the whole world with the way he presents himself before the eyes of the peoples of the world.”

Maintaining that he has no hand in the incident, Misuari said he is in the

midst of preparing for the resumption of peace talks between the Philippine government and the MNLF this month in Jakarta. Indonesia has offered to broker the resumption of the talks.

Misuari sounded firm that peace is at hand in Mindanao, “if not for the Sabah problem.”

Misuari said, he will leave the next day and meet with them [MNLF troops].

“Maybe the brother might want me to report to them about my travel abroad, and possibly will also include the whole Sabah,” he said.

The “intention of the entire sultanate is not to be intransigent but to start the long process of talks. What the situation required is listening to the sultanate’s demands,” said Abraham Idjirani, spokesman of the sultanate of Sulu and North Borneo in an AM radio interview this week.

He bewailed Aquino’s tack which then consisted of sending a delegation to Lahad Datu to make them go back to the Philippines.

“If they went there only to fetch our brothers, they are committing a sin against us, their brothers in the Philippines and not just those in Malaysia. In that case, there is already a connivance between governments of Malaysia and the Philippines,” Idjirani said.

The Aquino government also threatened the group that charges may be filed against them. Charges include inciting to sedition and illegal possession of firearms, according to Justice Secretary Leila de Lima.

Some critics countered though that the Aquino government needs to look at the position of the Sultanate of Sulu beyond Philippine laws, considering that the said Sultanate has been in existence even before the Philippines was “discovered” and named by Ferdinand Magellan.

Tolentino of Katribu said the struggle for the rights of the country’s national minorities—both the indigenous peoples and the Moro people – is not recognized by the State.

The Aquino government has a tendency to dismiss the indigenous peoples’ ancestral domain, and in the case of the Sultanate of Sulu, “Aquino has dismissed the Sultan’s assertion to claim Sabah as ‘foolhardy.’

This only reveals how the Philippine state abandons the issue and leaves the

Moro people on their own to assert their rights to their ancestral territory,” Tolentino said.

What is happening in Lahad Datu, Katribu says, is the result of “the State’s negligence of minority issues.”

The multi-sectoral group bagong Alyansang Makabayan (Bayan) also criticized Aquino’s “absurd point that recognizing the ownership of the Sultanate over Sabah and Sulu could pave the way for its eventual secession from the Philippines.” Sultan Jamalul Kiram and his siblings had repeatedly said they consider themselves as Filipinos and they are merely asking the government to assert their and the country’s claim to Sabah.

Aquino’s sham patriotism is the true spoiler to peace process Aquino’s “defeatist” attitude concerning the Philippine claim on Sabah contrasts starkly with his administration’s treatment of the Spratlys and Panatag Shoal dispute with China, said Carol Araullo, chairperson of Bayan. She pointed out that in the case of Spratlys, no less than the head of state engages in open polemics on the territorial dispute at every available opportunity, domestic or international. “It has even filed a case against China for international arbitration,” she said. While “we have strong grounds to assert our sovereignty over the Spratlys and Panatag Shoal, we have even more compelling historical and legal bases to claim Sabah,” Araullo said.

Bayan regards this double standard in handling the Sabah and Spratlys/ Panatag Shoal issues as a demonstration of the Aquino government’s “deceitful and sham patriotism.” It demonstrates, they said, that Aquino’s noises with China over territorial dispute has little to do with its patriotic duty to defend the national sovereignty and territorial integrity but more about “using the Spratlys/Panatag Shoal dispute to promote US imperialism’s hegemonic schemes in the region.”

The Aquino government “is using the dispute with China to justify the ever increasing presence of American troops, warships, jet fighters and drones, and other war materiel in the country’s territory under the auspices of the Visiting Forces Agreement (VFA),” Araullo said.

About the same time the Malaysian troops started shooting at the guards of Sultan Kiram in Lahad Datu, the negotiating panels of the Aquino government and the Moro Islamic Liberation Front (MILF ) were signing one of the completed annexes to the previously signed Framework Agreement. Unfortunately, the two parties reportedly said certain groups have been supposedly egging on the sultanate to act like a spoiler

to the peace process.

“Aquino has subsumed the Sabah claim to political and geopolitical considerations, in particular the wish to bring an end to the Moro secessionist movement in the South through USbacked peace negotiations with the Moro Islamic Liberation Front (MILF) where Malaysia has played a key role as facilitator,” Araullo of Bayan commented in a statement. She said the Aquino regime, together with the US which has taken a hands-off posture on the Sabah stand-off, apparently views the Sabah claim as a potential stumbling block, if not complete spoiler, to inking the coveted final peace compact with the MILF. But Aquino’s handling of the Sabah issue is ultimately the true peace spoiler. As Araullo said, “The Aquino administration is not only surrendering our territorial integrity and national sovereignty, it is also creating conditions that make an enduring peace with justice in Mindanao more elusive.” (http://bulatlat.com)

In fact, Orendain said, such consultations are usually “staged” to the effect that students are practically rendered powerless in the face of such exercise.

Orendain said they are dismayed as CHED is supposed to be “a regulatory body to control school fees,” but the agency instead, “has become an instrument in the launching of such staged consultations for tuition hikes in campuses.”

“The CHED is practically useless in terms of protecting students from high costs of education,” Orendain said.

A first year student of the University of the Philippines –Mindanao for instance, pays P600 per unit, so if a student enrolls in 20 units of courses, he pays at least P16,000 pesos per semester, Orendain said.

A Bachelor of Science in Elementary Education student of the University of Mindanao pays P394 per unit, so he pays P7,900 for 23 units, on top of the almost P7,000 cost of miscellaneous fees, she added.

A student of Ateneo de Davao University pays P900 per unit, so 20 unit enrollment would entail a cost of P18,000 per semester, exclusive of miscellaneous fees.

Orendain said they expect many students to drop out next school year. “The costs of basic goods are already increasing. How can we expect our parents to be able to send us to school with such expected round

of increases?”
