Yellow cabs to service Laguindingan airport CAGAYAN DE ORO CITY - When the Laguindingan airport finally opens on June 15 there will be metered airport taxis for passengers going to Cagayan de Oro and Iligan Cities.

This is according to

Land Transportation Franchising and Regulatory Board regional director Mandangan Darimbang.

Darimbang said the airport taxi system is the same as that used in Manila and Cebu where the flag down rate is P70.

In contrast, the flag down

rate of regular taxis is P40, but they have the same amount for every succeeding kilometer.

KIDAPAWAN CITY (MindaNews) – A magnitude 5.1 quake jolted residents here at 5:51 p.m. yesterday.

Engr. Milo Tabigue, of the Philippine Institute of Volcanology and Seismology (Phivolcs) Kidapawan substation, said the earthquake’s epicenter was recorded at 6.98 degrees north, 125.03 degrees east or 7 kilometers south, 65 degrees west of Kidapawan City.

Emano orders release of mid-year bonuses CAGAYAN DE ORO CITY - City Mayor Vicente Emano of Cagayan de Oro City on Thursday ordered the release of mid-year bonuses including cash gifts starting end of April 2013 to the more than 3,000 city hall workers here.

Emano said he issued the order to allow parents to provide for the school needs of their children just in time for the opening of

classes in June.

He said that the midyear bonuses and cash gifts would be of great help in buying basic school needs,

uniforms, shoes, and payment of tuition.

“I just hope that the parents would not squander the least amount at this time of hardship,” Emano added.

He said all city hall employees, whether permanent or casuals, are entitled to the mid-year bonuses and cash gifts. CD

CAGAYAN DE ORO CITY – A top official of the Philippine Drug Enforcement Agency (PDEA) on Thursday confirmed the existence of “Narco politics” involving known political personalities in Northern Mindanao.

PDEA regional director Emerson Margate said there are incumbent government officials who are now an object of PDEA’s intensive surveillance.

Margate made the disclosure following the conviction a regional court here of Geodeguil Ursal, a member of the provincial board in

Misamis Oriental, to life imprisonment for violation of the anti-drug laws.

“Ursal was an example of ‘narco-politics’ because in the first place Ursal was an incumbent government official while at the same time found engaged in illegal drugs,” Margate said.

He said based on information gathered, Ursal already sold illegal drugs amounting to P 2 million on December 2010 prior to his arrest in a buy-bust operation on Oct. 2011.

Margate said Ursal was the highest government official

arrested and convicted for violation of the anti-drug laws in Northern Mindanao.

He said that the PDEA has a list of top government officials engaged in “narcopolitics” in the region.

According to Margate, these officials have already established linkages in the region and are now being watched closely.

“At this time, the PDEA is validating the authenticity of these reports. We would definitely move to arrest these top officials when concrete evidences surfaced,” Margate added. CD/BB

Surigaonon runners remember Boston marathon victims

SURIGAO City––Surigaonon runners gathered at the Surigao Provincial Grandstand at 5 p.m. Wednesday to express their solidarity, support and condolences to the victims of the April 15 tragedy at the Boston Marathon.

Dr. Jay Remy Gonzales II, race director of the “Silangan Surigao (Half ) Marathon 2013: A Run for Surigao River” on May 5, said the Boston tragedy that left three people dead, including an eight-year old boy, and 176 others injured has not dissipated their spirits but instead “it’s an added motivation to run (because) this time it’s for the (victims) of the Boston tragedy.”

“We actually planned this day as remembrance day for the victims,” the EENT (eye-ear-nose-throat) doctor said after a five-round run at the oval.

The members of the Surigao Runners Club, an organization of young professionals who love running , wore the Red Tie Run shirt, the singlet used during the first fun run organized by the group, and black armbands to signify their honoring those who died and suffered because of the tragedy.’

The Boston Marathon incident also comes at a time when the group will be holding the first halfmarathon on May 5, 2013 “to raise awareness on the state of the Surigao River” in the city.

Gonzales said what happened in Boston will not likely effect participation to the marathon but instead create greater interest on the post-Earth Day celebration that the group is co-sponsoring with Silangan Mindanao Mining Corporation.

AS fun as summer vacations should be, safety must always be first on the list.

This summertime when there is a wide variety of activities––from swimming, to trekking or hiking, and even caving––to engage in, people tend to get too excited and complacent of their surroundings.

In the April 13 episode of “Pagtuki”, the official radio program of Ramon Aboitiz Foundation Inc. (RAFI), the public is reminded of the potential health and safety risks and dangers while doing outdoor activities in summer.

Anthony Terence Ocampo, Deputy Director for Professional Development Programs of RAFI’s Kool Adventure Camp (KAC), identified dehydration, heat stroke, and sunburn as the most common ailments this season brings.

“Most of us are not aware that we get are getting dehydrated. Even if we don’t feel like drinking water, we should still take in some. One liter in the morning and one in the afternoon will do,” Ocampo said.

Heat stroke, he said, is most dangerous since it is hardly noticeable, especially to those not used to being exposed to the sun for a long period of time.

Noting that many go to beaches, he advised avoiding swimming from 10-12 a.m. to prevent sunburns. He also stressed that children must be looked after when going out with a large crowd and if possible, guard the parameters where they would be bathing with a cordon.

Joel Cariño, basic mountaineering instructor of Mountaineering Federation of the Philippines Inc. (MFPI) and Red Cross first-aid instructor, echoed Ocampo’s statements emphasizing on risk management.

“All activities have risks. But it can be prevented through risk management and thinking of safety first,” Cariño said.

When asked for things to consider when planning an outdoor activity, Cariño mentioned five points. First, to ask yourself if you can really do it.

Second, to assess if you brought the right things for the trip. Asking permission from parents or guardians comes third. In line with that goes the courtesy of informing the barangay, particularly when hiking or trekking. And lastly, informing people concerned upon return.

He also stressed proper outdoor get-up, which includes the right material of clothing and appropriate footwear.

He also shared a few guidelines on caving as he just came from the Philippine Philological Cavings Congress, the national gathering of cavers from around the Philippines.

According to him, while caves have areas for eco-tourism or public viewing, other areas are restricted to protect certain animals or organisms.

Visit caves that have already been checked and cleared by the Department of Environment and Natural Resources.

“Safety is always of paramount importance. If one thinks that he or she cannot do the activity, better cancel. What matters more is that there is more learning while having fun,” he said.

Everything boils down to right and adequate preparation and planning for a safe yet fun summer adventure.

NorCot’s Kalivungan ranks 2nd in Aliwan Festival 2013

KORONADAL CITY –North Cotabato’s Kalivungan festival contingent bagged the second place in the recently-concluded Aliwan Festival 2013 at the Aliw Theater, CCP Complex, Pasay City.

Provincial Tourism Focal Person Ralph Ryan Rafael said the award signifies that the province is among the most competitive in the country in terms of cultural festivals North Cotabato’s festival was represented by the Ragsak dancers of Salunayan, Midsayap.

Dinagyang Festival of Iloilo was declared champion for the fourth time in

the said festival competition while Meguyaya Fetival of Upi, Maguindanao ranked 3rd.

The competition was participated by 17 contingents from different regions of the country.

Ragsak dancers’ participation was supported by the provincial government of North Cotabato particularly by the tourism office.

Meanwhile, Rafael said

that they will strive hard in preparation for the same competition next year as the provincial government is eager to become the champion.

They will be working within 20 days starting last April 15 in various local government units

in the province, under the Special Program for Employment of Students (SPES), each receiving a daily pay of P220.00.

SPES is a joint program of the Department of Labor (DOLE) and the provincial government where the latter shoulders 60% of the student’s daily

8,658 took CSC exams 300 students start working in Soccsksargen Region

KORONADAL CITY Some 8,658 individuals in Soccsksargen Region took the career service examination Sunday, according to the Civil Service Commission office here.

Lawyer Venus Ondoy, CSC field officer in South Cotabato said, three examination centers were established in the entire Soccsksargen, specifically for this purpose: Kidapawan City in North Cotabato, Koronadal City in South Cotabato, and Cotabato City.

12 indicated that 1,920 took the examinations in Cotabato and 1,934 in Kidapawan City.

Some 4,804 hopefuls took the examination in Koronadal City, the administrative seat of Soccsksargen Region.

Examinations here were held at the Koronadal National Comprehensive High School, Koronadal Central Elementary School II, and Marbel 1 Elementary School.

Ondoy said, Sunday’s examination for prospective civil servants was done

in a paper-and-pencil mode.

Career service examination is a general ability test designed to measure an individual’s preparedness to join in April government service.

It is conducted twice a year, particularly in April and October. Successful examinees who get a rating of 80 percent are conferred Career Service Eligibility, a basic requirement to get a permanent appointment in any government office.

Electric coop to rent gensets

KORONADAL CITY -Local power distributor, South Cotabato I Electric Cooperative (Socoteco 1) is considering rental of a modular power generator to avoid much longer rotating brownout in August.

Santiago Tudio, general manager of Socoteco 1, said the cooperative’s contract with the National Power Corporation (Napocor) will end on August 31.

Although the cooperative is already set to extend its contract with Napocor, the state-run power producer has already informed them that Socoteco 1’s allocation will be reduced once the contract is renewed.

“This translates to at least 10 megawatt reduction in the power supply,

enough to light at least two municipalities,” Tudio said.

“If we could not find an alternative source, our rotating brownout could extend to as much as 7 hours per day,” he emphasized.

For this purpose, he said, Socoteco 1 management is now in talks with at least three suppliers of modular power generators that the cooperative could rent.

“We still need at least 10 to 15 MW of electricity even with our Napocor contract extended,” he added.

However, he said, rental of diesel-fueled gensets could mean additional 40 to 70 centavos per kilowatt hour in consumer’s electricity bill.

Tudio said, the initiative to rent a genset is a better alternative than buying a unit because power supply in SocSarGen (S outh C otabatoSarangani-General Santos) area is expected to improve in 2015 with the operation of the Alcantara-led coal-fired power project in Maasim, Sarangani.

The plant, being developed by the Sarangani Energy Corporation, is intended to be a part of the long-term solution to the power shortage in the Mindanao grid.

It is targeted to begin commercial operation in September in September 2015. When completed, the coal-fired power plant could supply 210 MW of electricity. (DEDoguilesPIA 12/asf )

THINK a minute.

A husband and wife had not spoken to each other for days.

They were still angry at one another since their last fight.

By the 5th day, the husband realized he had a problem.

He needed his wife to wake him up early the next day to catch a plane for an important business trip. But not wanting to talk to her and lose the fight, he put a note on the kitchen table.

It read: “Please wake me up at 5AM tomorrow morning.”

The next morning when the husband woke up, it was 7 o’clock! He was so angry that he had missed his plane, he was just about to yell at his wife for not waking him when he found a note next to his bed.

You k now, w hen it comes to taking the blame for something, most people fall into 1 of these two groups.

The first group almost never thinks that they caused any of the problem. It’s always someone else’s fault and they should apologize to you.

The second group often

blame themselves for causing the problem and they apologize quickly. But both extremes of always being a blame taker or a blame shifter are not healthy.

The key in each situation is to be honest. Then admit that since it took both of you to cause the problem of offense or misunderstanding, it will probably take both of you to get out of it.

Jesus Christ promises that if we’ll give Him total control of our heart and attitude, He will help us to start seeing and understanding ourselves honestly and responsibly, so we’ll know when and how to apologize in each situation.

He’ll help you to forgive those people who wronged you, so you’ll finally be free from the heavy burden of blame.

The hopeless election legislator

TEARY-EYED Commissioner Sixto Brillantes of the Commissions on Elections (COMELEC) plans to resign after the Supreme Court rebuffed most contested Comelec Resolutions with the High Tribunal. The latest was the Supreme Court lifting of the controversial allowable airtime for candidates.

Under the Comelec Resolution 9615, Section 9, the candidates in Cris Diaz national elective positions have only 120 minutes airtime on radio and television while the local candidates would have only 180 minutes airtime. Perhaps, the Supreme Court found this resolution unfair to electorates given the limited time to know and appreciate candidates. The Supreme Court, therefore, made the right decision in scrapping that resolution whose rationality only Brillantes appreciated.

Again, Section 7 of the same resolution that tackles on “prohibiting election propaganda” is another unfair resolution that the Supreme Court must look into. Under this section, it seems that all candidates are culprits. While the Comelec threatens to sue candidates perceived to have violated its provisions, the resolution did not clearly spell out possible penalties. Comelec officials would only say that they would prosecute violators in accordance with the Omnibus Election Code. The Comelec said

that they could declare a candidate disqualified or send them to jail for criminal liability. What?

It seems Brillantes is making the Comelec a laughing stock. With the High Court’s rejecting the constitutionality of election laws, the electors could say that the Comelec acts like a parrot that babbles incoherently. Anyway, Brillantes said he has dreams for Comelec. Perhaps, Brillantes wants to create an image as a Commissioner who has introduced election laws of historic value.

While we appreciate Brillantes efforts to establish credible election laws, he must also take into consideration the acceptability of these laws. As a brilliant election lawyer, Brillantes knows the inherent defects of the COMELEC. However, Brillantes should remember that the laws of the COMELEC are not to please an individual ambition. There is no question that Brillantes has bright ideas in improving the existing COMELEC laws. Nevertheless, Brillantes should not succumb to the pitfall of self-aggrandizement in drafting these indispensable election laws.

Brillantes should remember that the election laws should be fair to both the candidates and the electors.

If he thinks that it is hard for him to adjust to the minds of the people, then he should leave the COMELEC as he wished. As an election lawyer, Brillantes is an effective interpreter of the election laws. On the contrary, the Supreme Court sees Brillantes a hopeless election legislator. React crisguardian@yahoo.com

Oppressive taxation

THE list released by the Bureau of Internal Revenue (BIR) showing Kris Aquino as the country’s number one taxpayer for 2011 even beating the country’s richest men and women some of whom are even in the Forbes magazine roster of the world’s billionaires proves beyond doubt the oppressiveness of our income taxation system.

How can the BIR explain Kris paying P49.9 million in income taxes while the country’s richest man, the patriarch of the Sy family who owns SM and a host of other corporations, paying only P16.6 million in income taxes with Lucio Tan, the second richest man in the country, shelling out a measly P10.8 million income taxes? This development is definitely not funny anymore.

So, it is not farfetched that as senior executive and board member of his numerous corporations, the Sy patriarch must be earning conservatively about P1 billion in annual incomes including the returns on his investments. If this is his conservative income, then the P16.6 million income tax he paid represents about one percent only of his total earnings.

BE IT ENACTED by the Sangguniang Panlungsod of Oroquieta City in session assembled, that:

Section 1. This Ordinance shall be called AN ORDINANCE FIXING RENTAL RATES OF OROQUIETA CITY’S HEAVY EQUIPMENT.

Section 3. The equipment at the Public Services Office when used in the prosecution of nationally funded projects implemented in the City of Oroquieta through administration may be rented on fully maintained basis at 75% of the prevailing or current Rental Rates set forth in Section 2 hereof excluding cost of fuel and wages of operators.

Section 4 Prospective investors investing in this City of Oroquieta at a minimum capitalization of Twenty Five Million (P25,000,000.00) shall, as an incentive, be allowed the use of heavy equipment owned by the City Government without any rental within the duration of the land preparation, except for the cost of fuel, lubricants, and honorarium of the operators, which shall be borne by the user-investor. Provided further, thaUhe use of such equipment shall not be allowed without prior extensive study and evaluation conducted by the Oroquiota City Investment Incentive Board whose recommendation shall then be submitted to the Sangguniang Panlungsod for review/approval.

Provided furthermore, that in the event the equipment used or is already in the possession of the investor shall bo damaged or shall encounter accident, the cost of the rehabilitation or repair and other incidental expenses thereto shall bo shouldered by the user-investor.

Section 5. The equipment should be used for a period of eight (8) hours a day only and such rental shall be imposed upon release by the Public Services Office. Use of the equipment for less than 8 hours will be considered one (I) rental day and any excess of 8 hours will correspondingly be computed in an hourly basis.

Section 6. No rental of equipment shall be allowed outside Oroquieta City, except on meritorious or reasonable grounds, as may be determined by the Honorable City Mayor in consultation with the Public Services Officer, which rental per day shall be assessed double the rates as imposed hereto.

Section 7. That whenever the subject equipment shall be rented outside of Oroquieta City, the same shall be solely operated by a duly authorized operator of the Public Services Office. Schedule for the use/rental of heavy equipment to a contractor or any private individual shall be allowed only during Saturday, Sunday and other holidays if City Government projects do not require overtime services of such equipment during those days.

Section 8. A Contract for the use of the equipment shall be signed by person(s) going to rent and the City Mayor on behalf of the City Government.

Section 9. The heavy equipment shall be under the custody of the Public Services Office and shall be responsible for the computation of the amount of rental to be imposed.

Section 10. The lessee shall pay first the rental fee at the City Treasurer’s Office before the release of such equipment.

Section 11. All ordinances which are in conflict herewith are hereby repealed or modified accordingly.

Section 12. This Ordinance shall take effect upon its approval, posting and circulation on the local newspaper.

her total monthly earnings. Since the deduction is done at source, there is no way that she could skirt payment of her income tax.

If my wife is paying 35 percent income tax while the Sy patriarch is paying only about one percent, don’t you find this oppressive? Indeed this is very oppressive. This is so because our income taxation system is retrogressive instead of progressive.

Under our present income taxation system, the rich pay less income tax in terms of percentage while the ordinary employees pay higher income tax in terms of percentage as shown in the case of my wife and that of the Sy patriarch.

The retrogressive and oppressive nature of our country’s income taxation system is best illustrated also in the case of Kris, a mere talent in the giant radio and television network ABS-CBN, while the owners of the network where she earns millions of pesos are not even listed among the high-paying income tax taxpayers. How did this happen really escapes me.

Kris paying more income taxes than what the ABS-CBN owners, the Sy family patriarch and Tan had paid is beyond explanation, hence, the need to totally overhaul our income taxation system.

How? The wage earners or employees should no longer be made to pay income taxes. It should be the rich who should be assessed 35 percent income tax or even more because assessing them that much income tax will not impoverish them.

The government will still not lose if it’ll stop assessing income taxes from the wage earners or employees because by doing so this particular sector will just be given more purchasing capacity, meaning, there will be more money pumped into the economy by this sector. With more money to pump into the economy, logically the economy will improve for there will be more demands for more goods from which the government can earn sales taxes or value added tax.

It is just hoped that the government will realize this naked truth. And thus move for the overhaul of our income taxation system by junking the present one. The country will still not progress if the present system be made to prevail where the rich pay less income tax while the poor, the working class pay more than what the rich are paying. For true progress to reign, make the income taxation system progressive not retrogressive.
