MANY parts of the country will experience rains due to the effects of the intertropical convergence zone (ITCZ) and northeast monsoon or “hanging amihan.” Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said on Saturday that the northeast monsoon will be affecting Luzon while ITCZ affecting Southern Mindanao. In its advisory, PAGASA said that Palawan, Visayas and Mindanao will have cloudy skies with light to moderate rainshowers and thunderstorms while Cagayan Valley, Bicol Region and the provinces of Aurora and Quezon will experience cloudy skies with light rains. The rest of the Luzon, including Metro Manila will have a mix weather of sunny to partly cloudy skies with brief rainshower mostly in the afternoon or evening due to the localized convection. Moderate to strong winds blowing from the northeast will prevail throughout the country and the coastal waters will be moderate to rough. Strong to gale-force winds associated with the surge of the northeast monsoon may affect the seaboards of the northern and eastern seaboards of Luzon, the eastern seaboard of Visayas and the eastern seaboard of Mindanao, PAGASA said. “Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves,” it said. pna

Butuan Watershed Management Council convenes BUTUAN City - The Butuan City Watershed Management Council, the implementing body of the Watershed Code of Butuan, has been formally convened. The Council was created pursuant to SP Ordinance No. 3829-2012 to primarily address and ensure the protection, conservation, rehabilitation and management of the watersheds within Butuan and to see to it that its implementation is properly and strictly executed within the bounds of the law. Apart from the Council, a Barangay Watershed Management Council (BWMC) and the Watershed Multipartite Monitoring Team (WMMT) will also be created to ensure compliance with the Code and its Implementing Rules and Regulations and other environmental laws. The council is composed

of representatives from different government agencies and the private sector, who are stakeholders in the protection of the environment. Sources said, the convening of the council is just a manifestation of the local government’s serious effort of the local government to protect the environment at all cost.

In the meeting, the Council has decided on actions, such as identifying the representatives that will be coming from the different sectors and non-governmental organizations who will partake in overseeing the execution of the Code. The word ‘below poverty line’ was based on individual or family daily earnings of US$1. 00 (P40.00) to US$2. 00 (P80.00) compared to the prices of commodities in the world market. However, this figure is uncertain. In the first place, we did not know how the Central Intelligence Agency (CIA) got the figure. We know that the CIA has deployed several ‘core collectors’ in the country. These ‘core collectors’ must have collected base information which was relayed to its ‘national clandestine office.’ The NCO made the calculation. We expressed doubt on the CIA figure since a survey conducted by SWS first quarter of January 2012 tallied a very contrasting figure. The SWS survey was carried by a GMA News Online report on its Wednesday (Dec. 19, 2012) content, which states: ‘The number of Filipino households that consider themselves poor surged in the first quarter of 2012, rising to 11.1 million from 9.1 million in December 2011.’ The SWS survey conducted last March 10 to 13, 2011 was published by Business World which noted that 55 percent of respondents, or the equivalent to some 11.1 million families, claimed to be mahirap (poor), 10 points higher than December’s 45 percent or 9.1 million households. SWS described the survey as “self-poverty” survey saying poverty in Mindanao and in rural areas increased sharply by 34 points to 72 points the highest in eight years, or since November 2003’s 77 percent. The SWS survey used face-to-face interviews of 1,200 adults nationwide. Sampling error margins of ±3% for national and ±6% for area percentages applied to the survey, the GMA report said. Without doubt, this Christmas as in many past Christmases only the rich and politicians in the Philippines enjoy the holidays. DAVAO City-- To share the spirit of Christmas with the families affected by typhoon “Pablo”, the Department of Social Welfare and Development (DSWD) will close to 200,000 “noche buena” packs in Compostela and New Bataan, Compostela Valley province on Saturday (Dec. 22). Social Welfare Secretary Corazon Soliman, together with several cabinet secretaries, will lead the distribution of the “noche buena” packs. JV: Tobacco farmers need help

SAN Juan City Representative JV Ejercito Estrada chided the Aquino government for its failure to draw up a program for hundreds of thousands of tobacco farmers and workers who are at risk of being displaced once the Sin Tax Reform Act is implemented. Ejercito Estrada noted that the Department of Agriculture (DA) has been earmarked a budget of P74.1 billion in 2013 but not a single peso was allocated to fund an initiative to help tobacco farmers plant other crops. “I have no quarrel with the proponents of sin tax law, as long as the revenues derived from it will redound to the benefit of millions of Filipinos,” Ejercito Estrada said. “But we just cannot

ignore the plight of those who stand to lose their livelihood.” President Benigno Aquino III signed the sin tax bill into law “as an early Christmas gift to millions of Filipinos.” Aquino said the law would generate close to P40 billion in additional revenues which would be used to expand the government’s social services program. Ejercito Estrada, however, noted that the thousandfold increase in excise tax for cigarettes will threaten the livelihood of farmers, workers and even vendors as cigarette factories will be forced to slash their output or stop operating altogether due to the drastic drop in cigarette consumption. “We need to do something for the 1.93 million Filipinos--farmers, factory workers, vendors, and their families--who stand to be affected,” he said. According to the National Tobacco Administration, the Philippines produces 58 million kilograms of Virginia, burley, Turkish and native tobacco varieties annually. A total of 30,352 hectares in 23 provinces are planted to this crop.

A lawmaker is seeking to raise the basic personal exemption for individual taxpayers to P75,000 from the present P50,000, and the additional exemption for taxpayers’ dependents to P40,000 from the present P25,000 to ease the income tax burden of ordinary working people. Rep. Antonio Tinio (Partylist, ACT Teachers) said his proposal will allow the lowest paid government employee to take home a non-taxable income of at least 69 percent of his or her annual pay, while assuring the middle-level government employee and the minimum wage earner of 34 percent and 53 percent of their incomes, respectively. The present basic personal exemption now stands at 46 percent of the annual salary of the lowest paid government employee with Salary Grade 1 at P9,000 per month, 22 percent of that of a middle-level government employee with Salary Grade 1 at P18,549 per month, 3 percent of that of the President with Salary Grade 33 at P120,000 per month, and 35 percent of that of the minimum wage earner with P11, 780 per month. Tinio, a Vice Chairman of the House Committee on Basic Education and Culture, said his proposal adheres to the constitutional mandate that taxation must be equitable and progressive. “By these principles, in-

come earners from the lowest strata, especially purely compensation income earners, are to be taxed less and given more opportunities to decrease their taxable incomes. They comprise the majority of the income taxpayer base, and the State can do no less than increase the amounts they can take home to their families,” he said. Looking at the adjustments to the personal exemptions in the past two decades, he said Congress has been slow to respond to the needs of the people by increasing these amounts in a timely manner to keep up with the rising cost of living. Tinio cited in 1991, under Republic Act 7167, the basic personal exemption varied from P9,000 to P18,000, depending on the status of the taxpayer, while the additional exemption amounted to P5,000 per dependent. In 1997, under RA 8424, the basic personal exemption was raised to P20,000 to P32,000 and the additional exemption to P8,000 per dependent. The latest adjustment was done in 2008 through RA 9504 which raised basic personal exemption to P50,000 and the additional exemption to P25,000 per dependent. But four years later, he said the exemptions have remained at such amounts despite the rising costs which assault daily the family.

CAGAYAN DE ORO CITY – In order to facilitate linkages between farmers and financing credit institutions to ultimately boost agricultural production, the Department of Agriculture- 10 (DA-10) through the Agribusiness and Marketing Assistance Division (AMAD) in coordination with the Agricultural Credit Policy Council (ACPC) held a forum on Agri-finance Credit in this city. According to Ms. Honey Gladys S. Valledor, DAAMAD 10 OIC Chief the activ it y aims to impar t and update farmers and other agri-clienteles on the available agricultural credit opportunities within the government and to provide pertinent information on how to access such windows. ACPC is tasked to synchronize all credit policies and programs in support to DA’s priority programs as stipulated in Executive Order 113. With the ratification of the Agriculture and Fisheries As defined by law, personal exemptions are amounts which are deducted from a citizen or resident alien’s gross income to arrive at a lesser income that may be subjected to tax (known as the net or taxable income).” In House Bill 6723, Tinio sought the amendment of Section 35 of RA 8424 otherwise known as the Tax Reform Act of 1997, as amended by RA 9504. Section 35 pertains to the allowance of personal exemption for individual taxpayer. Sub-section A provides there shall be allowed a basic personal exemption amounting to P75,000 for each individual taxpayer. Sub-section B provides there shall be allowed an additional exemption of P40,000 for each dependent not exceeding four.

Modernization Act of 1997 (R A 8435), the umbrella financing program for the agriculture and fisheries sector of the DA was also created and known as the Agro-Industry Modernization Credit and Financing Program (AMCFP). Under the AMCFP, there are four programs with varied types of financing schemes that can cater to different types of agi-clients. These include: Cooperatives AgriLending Program (CALP) with the Development Bank of the Philippines (DBP); Agri-Microfinance Program for Small Farmers and Fisherfolk (AMP) with People’s Credit and Finance Corporation (PCFC); AMCFP-Cooperative Banks Agri-Lending Program (AMCFP-CBAP);

and DA-ACPC – Land Bank Sikat Saka Program. Prior to the implementation of AFMA, Mr. Norman S. Kraft, ACPC Director for Public Affairs Information Service revealed that most often than not, projects are only focused in providing financing assistance for production inputs. With AMCFP, he added, everything is covered from pre-production to postharvest. Likewise, services offered and financing schemes of the Agricultural Guarantee Fund Pool (AGFP) and credit financing institutions in the region such as First Valley Bank, Land Bank of the Philippines and Cooperative Bank of Misamis Oriental were also presented in the forum.

The Asia Pacific region, according to Trend Micro, registers 2.9 billion mobile subscribers. This observation was further supported by Russian internet security firm Kaspersky Labs, which predicted that Southeast Asia “will be one of the most vulnerable regions in the world to cyber attacks, with criminals taking advantage of rising incomes and growing online banking activities in countries like the Philippines.” Cyber threats have also become politically motivated. Throughout September and October 2012, a number of big banks in the United States suffered distributed denial of service (DDOS) attacks on their websites. A radical Muslim group protesting the production of a short film mocking the Prophet Mohammad claimed responsibility for the attacks. Philippine government websites also suffered defacements from hacktivists (hacker-activists) who wanted to “shout” their opinions on the Scarborough Shoal and the controversial AntiCyber Crime Law. The BSP, for its part, has plans to coordinate with banking industry associations and IT security experts to tackle the seriousness of these cyber threats and the necessity for effective business continuity plans. CEBU City––The third year of the Sinulog Football Cup received positive response after 107 teams reserved slots for the competition slated on Jan. 12 and 13 in two venues —- at the University of San CarlosTalamban Football Field and the San Roque Football Field. This is the latest count after the first coaches’ meeting last Dec. 15, which was attended by local clubs. The Boys Under-15 has the most number of reserved teams with 17, followed by Boys Under-13 with 16 teams and Boys Under-18 with 15. The men’s open competition, which will also accommodate companybased teams, has 14 teams now.
