Teachers are not exempted to have a taste of this misfortune. Mrs. Lagumbay and Mrs. Conse had some of their belongings stolen by their own students; and Jhon challenged a teacher for a fight should the latter touches his hair for a cut; The school canteen was ransacked by two female students who were even caught to possess still some of the candies they stole. For all these actionpacked events in a school, fingers are pointed to different directions on who should take the blame for all of these: the parents who evidently lacked the time to teach their children about the much-missed manners inculcation and discipline; the students who just couldn’t learn to stay away from temptations; the teachers who are too busy doing their thing; or the one School Guard on duty who may have lapses in addressing the security problems of the 900 students in a 1-hectare-wide school? But in another perspective, what did the school officials and teachers do with these “unwanted activities” happening right under their very noses? According to a teacher, the teachers have ID’d the offending students as persistent offenders, and have already forwarded the record of offenses to the proper school authority for disciplinary measures. But to no avail. As stipulated in Chapter 3, Section 1 of the DECS Service Manual 2000, the school officials have the right to impose appropriate and reasonable disciplinary measures in case of minor SCHOOL | page 10

PARENTS have been continually plagued with the horrors of what might happen to their children when they are in school. But most opted with the idea that they are safe and are learning through the guidance of the professional molders of the future. But what happens if the school we entrusted our children with could not protect them from malicious events uncalled for in a school? Right inside a national high school in the province, Farrah, a graduating high school student, was sexually harassed by a freshman by deliberately touching her breast; another girl experienced the same mishap by another student; Manuel, a freshman, was stoned in the head by a classmate after a heated argument. Lloyd, a graduating student, had a fist fight with a schoolmate just outside the campus gate right after classes’ hours;

Tangub groundbreaks P15M viewing pavilion By Rutchie C. Aguhob

TANGUB City - Construction of the P15 million worth Hoyohoy Highland Gardens Viewing Pavilion will soon start in Barangay Hoyohoy, some 14 kilometers from this city. This, after the groundbreaking and capsulelaying for the project was done in the area during the 95th meeting of the Regional Development Council (RDC-10) here in the city, last Dec. 18. The pavilion will be a venue for the tourists to see the panoramic view and photo-taking of the vast resources of the Mt. Malindang Ranges Natural Park (RNP), the 29th ASEAN Heritage Park,” City Mayor Philip T. Tan said. Situated in the open area at the foot of the Mt. Malindang RNP, the site faces the south peak and located some 850 meters above sea level in the highlands of Tangub and is only 700 meters below Mt. Ampiro, the lowest peak of the seven ranges of Mt. Malindang.

Considered the gateway of the eco-tourism highway to the Mt. Malindang RNP, Barangay Hoyohoy significantly possesses natural beauty and grandeur, which becomes an avenue for ecotourism adventure facilities. One of the upland barangays in the protected area of Mt. Malindang RNP, Hoyohoy plays host to the MMRNP Eco-Tourism Model Site that consists of a Visitors’ Center, Viewing Deck, Camping Facilities and a Botanical Garden to showcase the unique and rare species of flora and fauna found inside the Mt. Malindang RNP. In 2004, an inventory of plant species in the Mt. Malindang RNP revealed a total of 1,284 species, 472 genera and 187 families. Of these, 873 were con-

sidered as angiosperms, 20 as gymnosperms, 280 as pterodophytes, 85 as byrophytes and 25 species as lechens. Likewise, of the pterodophytes, the number of species recorded represented

about 44 percent of 632 species found in Mindanao. Meanwhile, Mayor Tan said the identification of the site is a laudable strategy to sustainably manage Mt. Malindang RNP’s abundant resources and

its environs, which is envisioned to greatly boost the protection activities in the range. The site invite tourists from all walks of life to experience nature and reachable by plane in one (1) hour and

20 minutes from Manila, one-night travel by boat from Cebu City and three (3) hours and 30 minutes ride by bus from Cagayan de Oro City, Mayor Tan added. (RCAguhob/PIA-Misamis Occidental/jdelpf )

THINK a minute. There’s a story about a man and woman who had been married for over 60 years. They had shared and talked about almost everything. But the wife had kept a special box in her closet. She had asked her husband never to open it or even ask her about it. Then one day, the old woman got very sick and the doctor said she would never recover. Her husband began to sort through all of his wife’s belongings. When he found the box, he brought it to his wife’s bedside. She agreed that it was finally time he knew what was in the box. Her husband opened it and found 2 little handkerchiefs and a stack of money totaling $25,000! His wife explained:

“When we were married, my grandmother told me that the secret of a happy marriage was to never disagree or argue. She told me that if I ever got angry with you I should just keep quiet and sew a handkerchief.” The old man was so

Where did it come from?” She answered: “Oh, that’s the money I made from selling all the other handkerchiefs.” Well, that’s definitely an interesting way to keep peace in your marriage, and make $25,000 at the same time! But that husband probably wondered what he had done to make his wife angry so many times! He’d always thought they had a close marriage. But it wasn’t based on the truth. Obviously, they had not been completely honest with each other. Instead of sharing their real feelings, they had built a wall between them—a wall of handkerchiefs. Think a Minute.

PHILIPPINE Politics is curious and intriguing, interesting and entertaining—and particularly detestable as well as disgusting. Philippine politics is not simply for the vicious but also for the avaricious, not merely for those wanting to serve but the more so, for those wanting to be served much and well. Philippine politics is the origin of wonderful promises and as well as the cause of big disappointments productive of misery and poverty. Philippine Politics is not simply the purveyor of hope but likewise the cause of despair. It is the jumping board of gross graft and corrupt practices instead of a response to the call of what is right, proper, and just. Kalen Sarmiento, Marketing Officer of the Agribusiness Development Center explains it would help small and medium food processors entice more potential buyers in the local and international markets to patronize their products during a Market Forum held in Cagayan de Oro City on December 18, 2012.

ADC to prompt market dev’t for agri-based products CAGAYAN DE ORO CITY – In accordance with its function of promoting agri-based products in the local and international markets the Department of Agriculture – Agribusiness and Marketing Assistance Division (DA-AMAD) conducted a market forum with local small and medium agricultural product processors in Region 10 on December 18, 2012. The forum serves as an information campaign on the services being offered

by the Agribusiness Development Center (ADC). The ADC is under the Agribusiness and Marketing Assistance Service (AMAS) which serves as a one stop information shop for agribusiness stakeholders as to market and price updates. The center also conducts training services that will enable agri-fishery based producers to develop their products and enable them to compete in both local and international markets. Furthermore, the ADC

has an Export Showroom which provides a venue for small and medium agrientrepreneurs and processors to promote and market their products that are of export quality. It also has an Activity Center which showcases products that are for market testing and linkage. Factoring Philippine basic education By Ronald L. Omriso

It has been said––time and again––that the quality of Philippine basic education, especially in the fields of science and mathematics, is in gradual decline or at the very least stagnating. Internal and external surveys and studies for the past three decades point to this phenomenon; with no survey or study that would prove otherwise. In so many instances, government officials, educators (public and private), and even ordinary Filipinos admit this as a fact. However, there are those who assert that the problem is not in the quality of education but rather on the

quantity of the recipients of quality education. It can be argued that these skeptics of the surveys and studies are just engaging in semantics and wordplay. Nevertheless, both arguments are agreed that a problem exists in Philippine education. Where then does the problem of Philippine education lie?; is it the quality or in the recipients, or is it in both? There are two main factors that determine a product’s quality-substance or raw material and processing. The same holds true with education. Quality of education is comprised of the substance of the curriculum and its delivery (process/ teacher factor).

Arguably, the substance of our basic curriculum especially in science and mathematics is not at par with most countries in the world and the delivery leaves a lot to be desired. Thus, it could be said that there really is a problem in the quality of basic education in the Philippines especially in science and mathematics where not one but both components of what “quality is” are wanting although one may argue to high heavens the contrary. It is easy to point fingers as to who or what is to blame. One may even do so indiscriminately and still hit targets with high accuracy. This is how broad and wide the responsibil-

ity for the current state of our education lies. But this did not happen overnight; rather, this is the product of national policies made years ago which did not put premium on education and with no clear direction as to what role math and science will play in the modern Filipino society, a national psyche which tolerated mediocrity or the “pwede na” attitude and a national obsession with politics where almost everything we do is politically colored. We chose and allowed this to be so. Then there is the problem with the recipients of education-the students. With the massive poverty pervading our society, basic | page 10

DA-10 commends best implementer of GSPP

Mr. Crisanto P. Laurosa (top right), Gingoog City Division GSPP Coordinator is recognized as the best implementer of the Gulayan sa Paaralan Project (GSPP), which was handed to him by GSPP Regional Reports Officer Glenn A. Janubas (top left) during the project’s regional annual assessment on December 20, 2012 at De Luxe Hotel, Cagayan de Oro City . The Department of Agriculture-10 (DA-10) lauded his efforts in inculcating the value of planting and eating vegetables among school children. He promptly and consistently provides the agency with updates on the development of the project implementation, reaching the one hundred percent target of established school gardens for 2011 and 2012 beneficiaries. Recently, he launched a project in the Schools Division of Gingoog City called “Plant and Eat More Vegetables Everyday” (PEMVED). The project supports GSPP’s cause in eradicating malnutrition as well as in generating additional source of income for the school and the community. For 2013, GSPP targets to establish vegetable gardens in 815 public elementary and secondary schools in the region. # (VANESSA MAE S. SIANO, DA-RAFID 10)

How the X in X’mas started

APPARENTLY, the “X’mas” abbreviation has been used for hundreds of years (some texts cite its first known use as 1551) in religious writing and variants such as Xtemass, originated as handwriting abbreviations for the typical pronunciation /ˈkrɪsməs/. Besides the Greek letter X representing Christ, the word mas in Xmas is from the Old English word derived from Latin for Mass. The word “Christ” and its compounds, including “Christmas”, have been abbreviated in English for at least the past 1,000 years, long before the modern “Xmas” was commonly used. “Christ” (which comes from a Greek word meaning “anointed”) was often written as “Xρ” or “Xt”; there are references in the Anglo-Saxon Chronicle as far back as 1021. This X and P arose as the uppercase forms of the Greek letters χ (Ch) and ρ (R) used in ancient abbreviations for Χριστος (Greek for “Christ”), and are still widely seen in many Eastern Orthodox icons depicting Jesus Christ. The labarum, also known as the Chi-Ro, an amalgamation of the two Greek letters rendered as ☧ , is a symbol often used to represent Christ in Catholic, Protestant, started | page 10

Oro Chamber helped thousands of Sendong victims in 2012 - Alegrio C AG AYA N DE O RO CITY - The Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber) bared substantial accomplishments for year 2012 with emphasis on membership welfare and corporate social responsibilities. Outgoing Oro Chamber president Ma. Theresa Alegrio bared that foremost of the association’s latest efforts centered on helping victims of calamities and typhoons. For those victimized by Typhoon Sendong, Oro Chamber’s relief efforts helped more than 5,000 internally displaced persons (IDP’s). Some 1,400 families in Iligan City received relief goods, including 2.350 employees of its member companies in Iligan and Cagayan de Oro. Over 4,000 families who suffered from Typhoos Sendong were beneficiaries of Oro Chamber’s water distribution. Ms. Alegrio made the pronouncement during the Chamber’s 4th General Membership Meeting and Induction of 2013 chamber officers, and Christmas Party, held at Grand Caprice, Dec. 27. The new officers sworn in by past president and PCCI official RODOLFO L. MEÑES, is led by Efren Uy of New Cagayan Universal Hardware as the incoming president; VP for AggriFiheries & Mining Sector. Eriberto Gualberto; VP for Busioness Support Organization Sector Eduardo Alaba; VP for Manufacturing and Industry Sector, Jaime Rafael Paguio; VP for Trade & Commerce Sector, Antonio D. Uy; VP for Services Sector Jeffrey Ang; Treasurer Edmubndo R. Chaves Jr., and Corporate Secretary Atty. Zoilo A. Velez. Ms. Alegrio also took note that with the Chambers’ efforts, Cagayan de Oro City is one of the 3 cities in the country currently supported by the United States’ USAID Cities Development Initiative Pprogram. The other two are Batangas and Iloilo. Canadian Chambersign Agreement with Oro Chamber Meanwhile, the Chamber recently signed a Memorandum of Cooperation with the Canadian Chamber of Commerce of the Philippines Inc. (CanCham) . The accord signifies more interaction to foster bilateral transactions between the two chambers. Julian H. Payne, Cana-

dian Chamber president was present during the signing ceremonies held Thursday, December 27. Outgoing president Teresa Alegrio said that the agreement aims to also increase the international trade between Canada and Cagayan de Oro. “We aim to do this by ensuring effective information sharing and technology transfer. says Alegrio” The initia l activ it yplanned under the agreement is tentatively, a Canadian Business Forum in this city early next year. As the organized representatives of businesses the two chambers support, protect and promote business interests,of the two countries. Statistics show that there are now around 400,000 Fi l ipi no Ca nad ia ns i n Canada, making them the third largest Asian Canadian group after the Indian and Chinese communities. They are also the largest Southeast Asian group in the country. Between the years of 2001 and 2006, the Filipino community in Canada grew from 308,575 to 410,695 or a growth of about 33%, compared to the rest of Canada, which only grew, by about 5%. On average, Canada received about 20,500 Filipino immigrants every year from 2001 to 2006. Assuming this growth rate continued, the Filipino-Canadian populace was expected to hit 500,000 by 2010. In 2010, the Philippines was the largest source country for immigrants to Canada. There are approximately 7,500 Canadians residing in the Philippines. The Philippines is now Canada’s main supplier of skilled immigrants, with over 500,000 Filipinos already working across Canada. Tota l trade between the two countries reached C$680.14 in the first six months of 2012, and totalled C$1.456 billion for the whole of 2011, according to the Asia Pacific Foundation of Canada. In 2011, Canadian merchandise exports to the Philippines were valued at CAD $554.6 million, while Canadian imports from the Philippines stood at CAD $915.8 million. Just last month, Xinhua news agency reported President Benigno S. Aquino III and visiting Canadian Prime Minister Stephen Harper agreed to further increase trade between the two countries. At a joint press meeting after their bilateral talks, both leaders stressed the importance of raising bilateral trade, which reached about $1.5 billion in 2011.

Canada’s trade and investment relationship with the Philippines spans many sectors. Canadian companies with expertise in information and communications technology, aerospace and defence, power generation (renewable energy), and natural resource extraction are in a position to take advantage of new opportunities within these sectors. In addition, the market for agricultural products in the Philippines continues to be robust, with significant potential for growth within the processed food and beverage sub-sector and franchises. offenses or infractions of good discipline. Understandably corporal punishment is out of the picture. A disciplinary measure for every infraction of the school regulations should be felt by the students for two reasons: (1) to prevent the offenders and the would-be offenders from repeating or committing unlawful and/ or damaging acts; and (2) to secure the students’ right to receive quality education in an environment that would help develop their self-respect and worthiness as a person. Students, dependent as they are, have the right to learn how to have and exercise their pride and esteem, supplemented by the school’s supervision. And such could be attained if the school authorities would not hesitate on implementing the school rules that should bound and secure the majority. “Education for all” is a noble vision, but not at the expense of the worthy students. Who to blame in this dilemma? Too many to point. Who takes the fall? The students who are let victims by the unseeing and unperturbed dilly-dallying school officials.

we cannot expect our students with rumbling stomachs and nutritionallychallenged to be receptive to learning as much as we want them to be. Thus, a problem with the quality of students exists. Although, they are not a component of the “quality of education” they are the

other half in the “quality education process”. To believe that once the quality of education is addressed, quality education would be achieved is somewhat preposterous. The process of quality education involves not only the quality of education but also the quality of recipients. Thus, any effort to prop up the process of quality education should be a two-pronged approach addressing both the problems of the quality of education and students. Nevertheless, what the DepEd is doing now in addressing the problem of the quality of education is a big step forward.

and Orthodox Christian Churches. Similarly, this same Greek letter is also used in other words like “Xtian” and “Xpian” as an abbreviation for Christian for the same duration. The Oxford English Dictionary (OED) and the OED Supplement have cited usages of “X-” or “Xp-” for “Christ-” as early as 1485. The terms “Xtian” and less commonly “Xpian” have also been used for “Christian”. The OED further cites usage of “Xtianity” for “Christianity” from 1634. In ancient Christian art, χ and χρ are abbreviations for Christ’s name. In many manuscripts of the New Testament and icons, Χ is an abbreviation for Χριστος, as is XC (the first and last letters in Greek, using the lunate sigma; compare IC for Jesus in Greek. Unfortunately, most probably because of its widespread use in commercials and other Christmas season advertising and marketing, many people have inadvertently interpreted the term Xmas as an informal abbreviation of the word “Christmas” and even pronounce it as /ˈɛksməs/. There is a prevalent

and persistent misconception that the word Xmas stems from a secular attempt to remove the religious tradition from Christmas by taking the “Christ” out of “Christmas”. In the United Kingdom, the former Church of England Bishop of Blackburn, Alan Chesters, recommended to his clergy that they avoid the spelling. In the United States, in 1977 New Hampshire Governor Meldrim Thomson sent out a press release saying that he wanted journalists to keep the “Christ” in Christmas, and not call it Xmas—which he asserted was a “pagan” spelling of Christmas. Dennis Bratcher, writing for a website for Christians, states “there are always those who loudly decry the use of the abbreviation ‘Xmas’ as some kind of blasphemy against Christ and Christianity”. Among them are evangelist Franklin Graham and CNN journalist Roland S. Martin. Graham stated in an interview: “for us as Christians, this is one of the most holy of the holidays, the birth of our savior Jesus Christ. And for people to take Christ out of Christmas. They’re happy to say merry Xmas. Let’s just take Jesus out. And really, I think, a war against the name of Jesus Christ.” M a r t i n l i kew i s e relates the use of “Xmas” to his growing concerns of increasing commercialization and secularization of one of Christianity’s highest holy days. Bratcher posits that those who dislike abbreviating the word are unfamiliar with a long history of Christians using X in place of “Christ” for various purposes. According to Merriam-Webster’s Dictionary of English Usage, most of the evidence for these words comes from “educated Englishmen who knew their Greek”. It further states that its modern use in advertisements, headlines and ban-

ners is extensive because its conciseness is valued. The association with commerce “has done nothing for its reputation”, according to the dictionary. Besides the ancient writings, Xmas has also been extensively used in many countries and cultures in the centuries predating its extensive use in media. Following are just a number of instances once can easily access from its URL in Wikipedia http://en.wikipedia. org/wiki/Xmas: Early use of “Xmas” includes Bernard Ward’s History of St. Edmund’s college, Old Hall (originally published circa 1755). An earlier version, “X’temmas”, dates to 1551. Around 1100 the term was written as “Xp̄ es mæsse” in the Anglo Saxon Chronicle. “Xmas” is found in a letter from George Woodward in 1753. Lord Byron used the term in 1811, as did Samuel Coleridge (1801) and Lewis Carroll (1864). In the United States, Oliver Wendell Holmes, Jr. used the term in a letter dated 1923. Since at least the late 19th century, “Xmas” has been in use in various other English-language nations. Quotations with the word can be found in texts written in Canada, and the word has been used in Australia, and in the Caribbean. Citations of the aforementioned uses may be referred to at the end of this same cited entry in Wikipedia. Besides its extensive use in the abbreviations for Christ and Christmas, Wikipedia also cites how other proper names containing the name “Christ” are abbreviated similarly, either as “X” or “Xt”, both of which have been used historically, e.g., “Xtopher” or “Xopher” for “Christopher”, or “Xtina” or “Xina” for the name “Christina”. In the 17th and 18th centuries, “Xene” and “Exene” were common spellings for the given name Christine. The American singer Chris-

bases have been covered. Problems do arise; for example, a teacher assigned in a barangay which uses a distinct native dialect she is not familiar with is put in a dilemma as to what medium of instruction to use. Another problem is that of teachers who, having been used to teaching using a second language as medium of instruction, now find it hard or even harder to communicate complete thoughts and ideas using the dialect. It is not surprising to hear of teachers facing some problems implementing the program. It is therefore a must for education managers to be always on top of the situation to be able to identify, understand and address the problems encountered by implementing corrective measures. This means that this program must not be stubbornly rigid but rather should be flexible to suit the needs of not only the children but of the teachers as well if we expect this new program to finally apply the brakes on the skid of the quality of our basic education.

Fire ate public market

DATU ODIN SINSUAT, Maguindanao -- A fire triggered by an abandoned candle razed to the ground a huge portion of the public market here Wednesday night. Sr. Insp. Lendsi Sinsuat, police chief of Datu Odin Sinsuat town in Maguindanao, the fire started at 7:15 p.m. and quickly engulfed other parts of the mega market located in Poblacion Dalican. A market vendor was slightly injured during the conflagration as he tried to put off the fire early on. Sinsuat estimated the total damage to properties and infrastructure at P70 million. The town has been experiencing rotation brownout due to limited power supply from the Maguindanao Electric Cooperative. As a result, vendors inside and outside the public market used candles to provide light as market operations continue until about 9 p.m. Maguindanao Provincial Fire Marshall Inspector Ronald Ampang said arson investigators will continue its investigation today to determine the real cause of the conflagration. The modern mega market was constructed in the mid1990s out of a loan from Land Bank of the Philippines.

New leash on public basic education By Ronald L. Omriso

A ray of hope beams over Philippine public basic education. For so many years now, public elementary education has been grappling with the issue of quality education. Surveys and studies both local and international show that our public basic edu-

cation has been in a state of gradual decline despite the many innovations and measures to prop up the quality of education. As to what causes this unwelcomed phenomenon, one can only surmise. Theories coming from experts and ordinary folks regarding the cause of this decline abound which could only

This makes the task of improving our public basic education a daunting one which requires the involvement and cooperation of all stakeholders and the Filipino society itself if a turn -around is to be realized. in delivering education than a second language both here and abroad. In fact, advanced countries like Germany, France, Japan, Korea, China and others use their native language as their medium of instruction. There may be many underlying reasons for this but one logical reason would immediately come up. Children don’t have to grapple with the nuances of the second language like English in order to understand the complexities of some subjects like math and science thus making it easier for them to understand and perhaps even make studying these subjects an even more enjoyable experience. For many years the Filipino child has been denied of these benefits. He was required to learn these subjects through a language unnatural to him oftentimes making the learning process

exasperating and frustrating which ultimately leads to poor learning. The implementation of MTB-MLE is a welcomed respite for our children and could very well be the prescription for our ailing public basic education. Too much hope and expectations ride in this initiative. Although there is a valid reason to for these hopes and expectations, yet we must not be lulled for this may turn into a boom or bust thing, the latter will pull us down deeper into the quagmire of poor education. The first phase of the implementation can be categorized as generally successful despite some glitches. It is these glitches that we must as, educators, be wary about. Despite the pre-implementation seminars and preparations, it cannot be said that all the
