Surigao Sur electric coop lauds Aboitize power help

BUTUAN CITY – A Surigao del Sur electric cooperative praised AboitizPower and its subsidiary Visayan Electric Company (Veco) for coming to its aid following the destruction wrought

by Typhoon “Pablo” last December even describing Veco’s linemen as “knights in shining boom trucks”.

In a simple ceremony in Bislig City, Surigao del Sur 1 Electric Cooperative (Surseco 1) general manager Joceler Moralda said the assistance of the whole AboitizPower team to the cooperative underlines the true meaning of partnership.

The typhoon downed Surseco 1’s 217 poles as its franchise area experienced a total blackout. Severely hit were Bislig City and Lingig town. Total damage was placed at P8.5 million.

P8M fund to “Rebuild CDO

CAGAYAN DE ORO CITY, (PIA) -- The Land Bank of the Philippines (LBP) built partnership with Habitat for Humanity Philippines Foundation Inc. (HFHP) in a “Rebuild CDO” livelihood program dubbed "Landbank Gawad Kabuhayan." The fund worth P8,150,000 will benefit 500 HFHP home partners in Phase III of Sitio Calaanan.

The program Landbank Gawad Kabuhayan is designed to aid the recovery of 3,355 families affected by tropical storm Send-

ong, last 2011. The aid will be through assistance and trainings which will equip them with knowledge and skills needed in accessing and developing livelihood opportunities.

“We likewise hope to promote the value of cooperativism among the families to help improve their economic condition and to foster a social cohesion that will help in the emotional healing of the community,” said Landbank President and Chief Executive Officer (CEO) Gilda E. Pico.

The program involves training in particular skills such as hollow block production, cookery or baking, transportation business, or grocery store management, among others. It also involves assistance in cooperative building, enterprise planning and development within the Habitat community.

The Landbank Gawad Kabuhayan is a collaboration among HFHP and its partners, namely local NGOs, universities and the church, through funding from LBP. The program will also be extended to five more relocation sites that includes Calaanan II, Indahag I, Xavier Ecoville,

and Taguanao.

Present in the signing ceremony were LBP President and CEO Gilda E. Pico, SVPCorporate Services Sector of LBP Julio D. Climaco, LBP AVP/Relations Officer Cesar Magallanes, FVPMindanao Branches Group of LBP Wesly C. Magyane, HFHP Chief Operating Officer Leonilo S. Escalada, HFHP Managing Director and CEO Charlito S. The mayor, in his message, expressed his heartfelt thanks to LBP and HFHP for the help extended to the city and he wished them to continue in helping those who are in need. He also mentioned that city people should take care of the resources and benefits.

Butuan City Youth Code proposed

BUTUAN City - The Butuan City Youth Code, crafted and proposed by the Caraga Youth Leaders' Network (CYLN), through its CEO and Chair Rex F. Ybanez, was formally turned-over to office of the city vice mayor, Monday.

Mr. Ybanez said that should the Youth Code passes the city council, the local government of Butuan City will be the

first local government in Mindanao to have such legislative mandate to provide sustainable services and programs for the youth.

The Yout h C o de is crafted to provide citywide comprehensive legislative mandate for the implementation of services and programs on youth development of the city government of Butuan; to fulfill its duties and obligations to the youth to

ensure full development of the youth under the law; To ser ve as guiding principles in developing, enhancing, and promoting the welfare and protection of the youth; to create a concrete and viable avenue for the youth to fully enjoy their rights, and attain their development and protection with the national and international laws; To model any other youth development ser-

vices and programs by institutions and parties within the jurisdiction of Butuan City; and to avert many future problems such as school drop-outs, juvenile delinquency, high rate of teen-age pregnancy, drug abuse and crime, among others.

Mr. Ybanez further said the Youth Code is the product of a two-year research, consultation, and planning with youth-related

concerns and organization.

“The final draft went through a thorough process, like technical editing, technical deliberation and proof reading,” said Ybanez.

Meanwhile, the city vice mayor will author the Code

at the Butuan City Council.

It is expected that before the May elections, the Code will already be passed to ensure sustainability of youth services and programs by the local government of Butuan.

Police capture illegal gambling suspects

CAMP Rodriguez, Butuan City – A suspected illegal gambling coordinator , identified as Roland Pabunot Serbantes, 29, of Brgy Rosario, Tandag City was nabbed by elements of the Surigao del Sur Police Provincial Office and the Tago Police Station in an operation in the evening of February 10 this year.

Serbantes, who was caught in the act of accepting bet for illegal number games, yielded tally sheets, a pocket notebook, a mobile phone, bottle of stamp pad ink, ballpens and P7,251.00

bet money.

He was brought to the Tago Municipal Police Station, with the confiscated materials.

Earlier, members of the Tandag City Police Station have arrested a person for illegal gambling in Brgy Dagocdoc.

Arrested was Joel Suazo Piñeda, 29 years old, a resident of Moonglow, Bagong Lungsod.

Six wheeler loaded with undocumented lumbers confiscated

CAMP Rodriguez, Butuan City – Early morning of Monday, this week, the Butuan City Police Station 4 received a telephone call that a six-wheeler truck loaded with undocumented lumbers was abandoned in Purok 3, Brgy Taguibo.

Immediately, a police team was dispatched to the area, with Mr. Nectolo Delacruz of DENR Kabayan Monitoring Center.

There, they found the subject truck marked Aqua

Upon investigation, the vehicle was found to have been loaded with 15 Lawaan flitches in different sizes.

PNoy launches Sajahatra Bangsamoro program in MILF stronghold

KORONADAL City - Barely four months from the signing of the Framework Agreement on the Bangsamoro in October, President Aquino has launched the Sajahatra Bangsamoro, a program intended to deliver basic social services to the Moro people.

The term “Sajahatra” is Arabic-Melayu-Bahasa derivative, which means "Peace."

President Aquino visited, Monday, the Bangsamoro Leadership and Management Institute in Barangay Simuay, Sultan Kudarat, Maguindanao -- a mere four kilometers away from the the Moro Islamic Liberation Front’s headquarters in Camp Darapanan -- to set the program in motion.

He was the first President of the Republic to set foot in the MILF stronghold.

In his speech, the President expressed hopes that the program will pave the way for a lasting peace in Mindanao.

“Ang ipinapakita natin sa pamamagitan nitong Sajahatra Bangsamoro Program, hindi na kailangang maghintay nang mahabang panahon upang madanas ang pagbabago; ang puwedeng simulan o ipatupad ngayon, sisimulan at ipapatupad natin ngayon (Through the Sajahatra Bangsamoro Program we are showing that we need

not wait for a long time to feel the changes; whatever can be started now, we will do right now)," he said.

“Hindi na kailangang maghintay nang matagal ang 11,000 benepisyaryo ng MILF upang masaklaw ng PhilHealth coverage o ng Cash for Work program (The 11,000 beneficiaries of MILF need not wait long to be covered by PhilHealth or be included in the Cash-forWork Program)," he said.

KORONADALCity-TheMunicipal Social Welfare and Development Office (MSWDO) of Kabacan, North Cotabato ensures that children in different barangays of the town have access to good health.

The assurance was made

by MSWD Officer Susan Macalipat, as her office implements the Supplemental Feeding Program.

The program that started July 13 last year and will com-

mence on February 18 this year, caters to 53 Day Care Centers (DCC) of the 24 villages in the town.

Ms. Macalipat said the program aims to lessen malnutrition among children in the locality.

Some of the day care centers, with highest number of beneficiaries during the past supplemental feeding were Barangay Lumayong Block 2 DDC with 58 enrollees,

Purok Masagana DCC with 55 and Purok Kapayapaan DCC with 48.

Under this program, approximately 365 sacks of rice were distributed to the day care centers.

Detainees take lessons on vegetable farming

NORTH COTABATO After a skills training on cooking, baking and handicrafts making conducted in July last year, another livelihood program for Cotabato District Jail detainees was carried out by the provincial government to help them acquire more skills for a living.

Twenty-eight inmates have completed, Friday, the 3-month course on vegetable farming, dubbed as “Farmers Field School (FFS) on Organic Vegetables”.

According to Ms. Rogaya Salik, Integrated Pest Management coordinator, a 1,000-square meter demo field within the jail is being used for planting vegetables, like eggplant, upo, string beans and ampalaya, among others, . as part of the schooling.

She said, “in this training, facilitators incorporated hands-on preparation of organic fertilizer as they intensify the campaign on

crete socio- economic initiative that aims to uplift the health, livelihood and education conditions of Bangsamoro communities.”

It will be implemented through an inter-agency mechanism, including PhilHealth for the the provision of health insurance, Department of Health for the upgrading of communitybased health services, as well as Commission on Higher Education and Technical Education and Skills Development Authority for the provision of scholarships and technical-vocational trainings.

The Department of Education will also come in to provide assistance to madaris (Islamic schools) and private schools while the Department of Social Welfare and Development will assist through its Conditional Cash Transfer and

Food-for-Work Program.

Other agencies such as the Department of Agriculture and the Department of Public Works and Highways are also expected to implement programs and projects in these communities.

“Our goal is to accelerate the transition of MILF communities steeped in armed struggle to a productive citizenry that buys into the national agenda, and contributes to our shared goal of equitable progress,” the President said.

Quoting an earlier statement of MILF Chairman Al Haj Murad Ebrahim, the President said the Sajahatra Bangsamoro initiative should be permanent and should not depend on the people currently negotiating the peace and development efforts.

Meanwhile, in an earlier interview on local radio

stations in Cotabato City, Social Welfare Secretary Dinky Soliman said that the more than 100 people from the Bangsamoro who received assistance through the Sajahatra Bangsamoro program during the launching were only the initial recipients.

She said, DSWD programs will also be launched in other parts of Mindanao and the country.

“The MILF played an important role in providing information and assessment on what projects are immediately needed by Bangsamoro communities,” she said.

She also assured that the national government has enough funds for projects under the Sajahatra Bangsamoro program that will help at least 100,000 B ang s amoro f am i l i e s .

A nine-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.”

A guy was giving his friend advice on how to make a decision.

He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man tells you to do.”

His friend answered: “No, that won’t work for me. My little man’s an idiot!”

It’s like the popular song about a person who’s committing adultery that says: “How can this love be so wrong if it feels so right? If lovin’ you is wrong, I don’t

Our feelings and conscience are NOT always a good guide to show us what’s right and wrong. Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience. So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them.

A person can be very wrong even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had six million Jews tortured and murdered just

because of their race! But he did not show any guilt for all the evil he did.

Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty?

Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished.

The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

So because we cannot

depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day.

Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way.

You know that you’ve done wrong things: wrong thoughts, words, and actions.

Maybe they were even things you thought were not wrong because many other people do them.

Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day?

It’s the way you can finally have real peace in your conscience, and the satisfaction of living the right, successful way.

Love encompasses rituals and celebrations

EVERY year, almost all Christian countries around the world celebrate Valentine’s Day. This celebration dates back during the days of the ancient Romans where they sacrifice goats to celebrate the day of Lupercalia – a pagan celebration every February 13 to 15.

There was nothing relevant in this celebration more closely related to sexual orgies and worldly celebra- Cris Diaz tion. Apart from a drinking revels, the Roman celebration of Lupercalia was more of a celebration of fertility and love. The Roman Catholic Church sets the tone of Valentine’s Day celebration in honor of two martyred men named Valentine executed on Feb 14 of different years in the 3rd Century A.D. In the 5th Century A.D., Pope Celsius I combined the celebration of Valentines and Lupercalia as a way of shedding away the paganism attached to the Valentine’s Day celebration. Although the Church tried to give the Valentine’s Day celebration meaningful with a touch of Christian value, people did not stop commemorating it as a day of love and fertility.

Obviously, this is the reason why most women lost virginity as men were more aggressive during Valentine’s

Day. Virginity and fertility were part of the rituals in the ancient Roman’s context. During the Lupercalian days, women lined up as men whipped them with the hide of slain animals offered as rituals. Women at that time believed that the whipping would make them fertile.

Perhaps, unknown to most us, this celebration persists today in other parts of the world.

It is amazing that even in our modern times the pagan culture refused to die down. We continue to practice paganism under pretext of culture and tradition handed down by the forebears of the unknown past. This shows the human side of us. With celebrations like this, we find solace in the thought that what we enjoy others enjoy, too.

In other words, for the sake of Valentine’s Day, one could not blame anyone of expressing passion and emotion to someone dear to their hearts. However, this argument is unacceptable much more irrational. The point is, expression of love, compassion, and concern for others should always be part of our everyday life. One does not need the Valentine’s Day in order to express an emotion of love.

As a thinking animal with a gift of emotion and love, man should always demonstrate compassionate feelings and concerned for others. After all, the world would not survive without the capital letters LOVE. Happy Valentines! React: crisguardian@yahoo.com

-ooo2013 POLLS: FIGHT BETWEEN PNOY & BINAY: If Vice President Jejomar Binay himself is now questioning the efficacy of President Aquino’s “right path” program toward improving the lives of many poor Filipinos, to the extent of saying, in a national TV broadcast, that the proponents of the “right path” program in the Aquino government are themselves the pretenders at good governance, isn’t it time for Binay to quit and become a full-time oppositionist?

I mean, I grant Binay and his United Nationalist Alliance (UNA) the right to answer Aquino’s campaign

respectable thing for Binay to do now is resign all his Cabinet positions for, certainly, he cannot serve both the Aquino administration and the political opposition of which he is now the actual and real leader.

-oooSERVING TWO MASTERS IS NOT GOOD: The Bible is very clear on the inappropriateness of serving two masters. It contains two verses on the matter, both quoting Jesus Christ, our God and Savior, and although they refer to serving God and money, they could very well refer likewise to

serving two different yet competing organizations at the same time.

In Matthew 6:24, it is written: “No one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both God and money.” In Luke 16:13, an identical admonition appears: “No one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both God and money.”

Indeed, even among native Filipinos, having two masters at the same time--genera l ly a nd loosely depicted as straddling or traveling through two rivers simultaneously---is frowned upon, and is basically perceived as a sign of disloyalty and treachery. leaders | page 10

My fearless forecast

THE 90-day campaign period for the May 13 senatorial elections officially started last Tuesday with the results of the most recent surveys conducted by reputable pollsters point to an even race between the pro-administration Team P-Noy and the opposition United Nationalist Alliance (UNA).

The surveys say that topping the list of most likely to win are the two re-electionists who happen to be the common candidates of the two coalitions slugging it out in May. They are Sens. Loren Legarda and Chiz Escudero. The other re-electionists joining them in the Magic 12 are Sens. Alan Peter Cayetano, Aquilino “Koko” Pimentel III, Antonio Trillanes and Gringo Honasan.

Likely to win also, according to the surveys, are former Sen. Miguel Zubiri, incumbent Reps.

Juan Edgardo Angara, JV Ejercito, Jack Enrile, former Rep. Cynthia Villar and political novice Nancy Binay. In the wings with a fair chance of making it to the winning circle by dislodging those already in are former censors chair Grace Poe and former Akbayan Rep. Risa Hontiveros.

This early, my fearless forecast is that nine of Team P-Noy’s slate including the two frontrunner common candidates will make it to the Magic 12 leaving three slots only for the UNA candidates at the most.

I did not pluck this fearless forecast out of thin air. I based this on the political realities on the ground.

But the key to this would be P-Noy working doubly hard campaigning for his candidates all over the country. In all likelihood he will do this because P-Noy would not want to become a lame duck President in the next three years of his term. He certainly would not want to suffer the same fate that his predecessor suffered. It is only by ensuring that majority of the senators are his political allies that he can ensure this.

Who do I believe will eventually make it to the winning circle among the Team P-Noy aspirants?

They are, of course, Legarda and Escudero with Cayetano, Pimentel, Trillanes, Angara, Villar, Poe and any of the three between Hontiveros, former Sen. Jamby Madrigal and Ramon Magsaysay Jr. Likely winners among the UNA candidates are Binay, Ejercito, Enrile, Honasan and Zubiri. But because of the pedigree of Binay, Enrile and Ejercito, the likelihood that their fathers will individually work doubly hard to ensure the victory of their sons is not farfetched

NMRAA Starts Intensive Training for Palarong Pambansa 2013

The Northern Mindanao Athletic Association (NMRAA) started its first phase of the two phases of intensive training on January 15, 2013 and will end on February 15. It is a preparation to the participation to the Palarong Pambansa which is tentatively scheduled on April 14-20, 2013 in Dumaguete City.

This move is an intervention of NMRAA to elevate the athletic performance of the delegation from rank 5 over all last Palarong Pambansa. The winning division in every event is in charge of the hosting of the training. Athletes coming from other divisions are adopted by the host.

No classes are disrupted because the training schedule is done early in the morning and ends 7:00 am. It resumes after the afternoon classes. Adopted athletes are also attending classes and whatever output they will be earning will be sent to their own school. It ensures that academics are not neglected.

The phase 2 of the training is scheduled on February 18 to April 5, 2013, a 45 day training to be held at Mindanao Civic Center, Tubod, Lanao del Norte. The entire training is sponsored by the Provincial Government

of Lanao del Norte under the leadership of the ever supportive Gov. Khalid Q. Dimaporo.

Prior to the start of the training, DepEd Region 10 had sponsored a Seminar on Nutrition and Medicine on January 12-13, 2013 held at Regional Educational Learning Center (RELC). It aims to impart to the coaches the scientific preparation of the team concerning nutrition and physical preparation. During the seminar, Dr. Allan G. Farnazo, Ph.D., the Regional Director of DepEd Region 10 encouraged all the coaches to work doubly hard during the training and he pledged of a full support in the quest of the region for a better performance in the coming Palarong Pambansa. Dr. Raymund S. Antolo, EPS II of Region 10 expressed the same motivation. It culminated with a presentation of a training matrix done by the coaches.

With the intensity of the training, the chance of improving the performance of NMRAA this 2013 Palarong Pambansa is possible.

The last two years of the Palarong, NMRAA showed significant increase from rank 9th or 10th before 2010, it marked its highest rank at 6th in 2011 and

rank 5th in 2012. It was after adopting intensive and unified training program.

One of the teams that intensified its training is softball secondary.

According to Mr. Ceryll Celetaria, the trainer from Cagayan de Oro City, the team has the chance of a better performance since the coach, Mr. Saturnino Montes is an offensive coach and he capitalizes in offensive drills.

The batting prowess of Imee Salvador, Fretziel Loretero and the rest of the Cagayan de Oro City softball girls gave the team its second championship during the regional meet 2012.

Adding the team are the two sluggers of Misamis Occidental, Joanne Lesta and Liezel Cabillo and other two offensive players of Misamis oriental Juliet Omol and Angelika Cayetuna. The first pitcher of the team Princess Mae Jurado is a dependable pitcher. She shows significant improvement and she could give variety of pitches.

Working with her is Kristine May Paclar, the catcher, a defensive minded behind the plate, who is always a leader in the diamond.

Other members of the team are Chrystal Yamut, Joan Encabo, Rica Pechera and Shirlette Maygay.

Team P-Noy will not have any chance at all in the Ilocano-Ibanagspeaking provinces in the North. Will have a hard time also winning in the provinces comprising the original Mountain Province and perhaps even in Pangasinan and Pampanga.

But in Tarlac, Bicolandia including Masbate and Southern Tagalog including the island-provinces of Mindoro, Palawan, Marinduque and Romblon, Team-P-Noy’s chances

are far bigger than that of UNA. Let us not forget that because P-Noy’s predecessor was considered the embodiment of greed for power fame and wealth, P-Noy is still considered an angel compared to her. This is P-Noy’s biggest advantage and it is for this reason that the people still have faith in him, still believes in him even if admittedly he has his shortcomings too.

The bottom line of this all is that majority of the people, 70-80 percent, of the people would still like to see P-Noy succeed as President for there is no choice that is better than him at this point. (Reaction at jelbacon@yahoo.com)

DENR 10’s Protected Areas, Wildlife and Coastal Zone Management resolute in 2012 The Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) of DENR 10 garnered 100% accomplishment of its target for 2012 with its two divisions. The two divisions are the Protected Area Wildlife Division (PAWD) and the Coastal and Marine Management Division (CMMD).

In her report to Regional Executive Director Ruth M. Tawantawan, Regional Technical Director of PAWCZMS disclosed that the Protected Area Wildlife Division (PAWD) remains steadfast in implementing the National Integrated Protected Area System (NIPAS). For new areas to be included in the NIPAS, public hearings with the affected communities were conducted for the Mahuganao - Malasag and Macahambus areas.

As for the protected area management, nine (9) pro-

claimed protected areas under NIPAS and two (2) initial components (Mangrove Forest Reserve under Proc. No. 2152 and Lake Lanao Watershed Reserve) are under the protection and maintenance of DENR 10. These areas include the Initao-Libertad Protected Landscape and Seascape and Mt. Balatukan Nature Park of Misamis Oriental.

In the Province of Misamis Occidental, Mt. Malindang Range Natural Park and Mt. Inayawan Nature Park in Lanao del Norte and other protected areas.

PAWD also operationalized eleven (11) the Protected Area Management Board (PAMB) as a result of these two protected areas were included in the ASEAN Heritage Park namely, Mt. Kitanglad and Mt. Malindang National Parks. As part of its revenue genera-

tion for the maintenance and other incidentals, a resolution was passed relative to setting up a fee for the use of structures inside the protected areas particularly for Mt. Balatukan RNP, Baliangao Protected Landscape and Seascape and increase of fees in different uses for Initao-Libertad Protected Landscape and Seascape. Other revenues generated a total of P533, 911.26 and deposited to the Integrated Protected Area Fund (IPAF) by the Mt. Kitanglad, Mt.Malindang, Initao-Libertad and Mts. Timpoong-Hibok-hibok protected areas. The income comprises visitor entrance fees, SAPA and resource use fees.

RAFI, Children of Asia fight malnutrition To address malnutrition among children in four day care centers in Ermita, the Dolores Aboitiz Children’s Fund (DACF) of the Ramon Aboitiz Foundation Inc. (RAFI) signed a memorandum of agreement with Children of Asia on Feb. 5.

Barangay Ermita is one of the urban barangays in Cebu City that has a high incidence of poverty and malnutrition. In 2011, barangay Ermita had the highest malnutrition rate in Cebu City. Twelve percent of the children below six years old that year were found to be undernourished based on the standards used by the government.

The partnership will launch a project that will benefit 200 day care pupils in Barangay Ermita through the provision of daily nutritious meals, school supplies,

and uniforms. It will also provide parenting seminars for the parents of the children.

Children of Asia will fund the training of day care workers, and, together with the barangay, provide additional honorarium for day care workers.

This grant was part of the RAFI-DACF Development Fund call for proposals last year.

DACF, in its pursuit to provide opportunities for the development and care of young children aged 0-8 years old, has launched a call for proposals for projects related to early childhood care and development (ECCD).

Specific interventions must be on play and early childhood development, local culture integration, community participation in early childhood education, and

developmentally appropriate practice.

Management Effectiveness Assessment (MEA). Under the Biodiversity Conservation Program thirty three Gratuitous Permits to various researchers were granted in Region 10. As part of the campaign to strengthen Wildlife Traffic Monitoring, DENR 10 facilitated three (3) Basic Wildlife Enforcement Officers Training for 2012 in response to requests of local government units (LGUs) and interested groups interested to become Wildlife Enforcement Officers.

Other program also is the Philippine Raptor Conservation wherein 8 documented sightings of Philippine Eagles in the eight Philippine Eagle monitoring sites in the region. The highlight was the retrieval of a Philippine eagle from Rogongon, Iligan City on October 25, 2012.

Meanwhile, the Coastal and Marine Management Division (CMMD) also hustled its personnel to accomplish all its projected targets for the year 2012. They

implemented the Coastal and Marine Management Program covering five (5) major project components under the regular targets.

One Foreign Assisted Special Project is being implemented in the Province of Camiguin, the Camiguin Coastal Resource Management Project (CCRMP).

Other accomplishments include the provision of technical assistance in the development of Integrated Coastal Management

DILG-11 recommends investigation of Davao Or mayor by ombudsman

DAVAO City–– The Department of Interior and Local Government (DILG) regional office here has recommended the conduct of a thorough investigation against Mayor William Dumaan of Caraga town in Davao Oriental by the Office of the Ombudsman for Mindanao.

DILG 11 regional director Francisco Jose confirmed that his office has already received numerous complaints against Dumaan over alleged anomalous transactions and irregularities and that he took cognizance of them by forwarding them to the Ombudsman.

The report cited Republic Act 9729 (Climate Change Act of 2009) and Republic Act 10121 (National Disaster Risk Reduction and Management Act of 2010) which were hailed

by Margareta Wahlström, special representative of the UN secretary-general on DRR, as the “best in the world,” indicative of a “shift from a react[ive] to a proactive stance in addressing disasters.”

Yet, “Filipinos [still] face high level of disaster risk” because “poor urban governance and lack of accountability” often result in “ineffective or unenforced” codes and laws “which further expose vulnerable settlements to floods, landslides and other hazards.”

This situation further exacerbates the Philippines’ already precarious geographic location — astride both the typhoon belt and the Pacific Ring of Fire — which exposes the country to “multiple recurring hazards such as cyclones,

Adding insult to injury, the Philippines’ ecosystem is highly degraded. Plus the fact of climate change really put poor Filipinos—the most vulnerable sector—at risk, like what happened in this city on December 16, 2011 when Tropical Storm Washi (Sendong) poured a month’s worth of rain into the city in just 24 hours.

The report, principally written by Justin Ginnetti, iDMC advisor on natural disasters, also noted that Philippine laws, like Republic Act 7160 (Local Government Code of 1991) and RA 10121, mandated local government units (LGUs) to integrate DRRM into their development and sectoral plans as well as decentralized authority, responsibility and resources to LGUs. “As a result of the Philippines’ constitution and political system, local government officials have autonomy on issues such as enforcing local building codes and land use plans, both of which can ensure that people live in safety, away from the most hazardprone areas,” Ginnetti told The Business Mirror.

The Disaster-Induced Internal Displacement in the Philippines (The Case of Tropical Storm Washi/ Sendong) revealed that majority of Sendong’s victims had been living in urban slums, on sand bars, along riverbanks or on unstable hillsides—all high-risk environments that the government had previously designated as ‘no-build zones.

“Yet the combination of high poverty and a pervasive system of patronage politics, results in a situation where a large percentage of the population is forced to live in exactly these places,” he stressed.

This results in ‘underinvestment in vital national-level infrastructure projects (e.g., national transportation net works and port facilities), and the concurrent resourcing of micro-level projects with the most visible political impact (e.g., basketball courts whose backboards proclaim the sponsorship of a congressman or local politician).’ This state of affairs is reinforced by the fact that local government officials or their proxies are themselves often from large and influential landowner families,” iDMC said in its report.

“Patronage politics is apparent in Cagayan de Oro. Mayor Emano has created a local political dynasty: his son, Yevgeny, is a member of the Philippines’ House of Representatives; his daughter and son-in-law are both members of the Cagayan de Oro city council; his brother is mayor of a neighbouring town, Tagoloan and other Emano relatives and proxies own local media companies. In early October 2012, an estimated 20,000 people marched in support of Mayor Emano’s re-election. They were allegedly coerced into doing so: a village chief has testified that barangay council members and all employees were urged to attend and warned that their absence would be noted,” it added.

More than 1,000 families took up the offer, many residing along the banks of the Cagayan River and on sand bars and in other areas most affected by the storm. After the disaster Mayor Emano did not implement President Aquino’s order to prevent people from returning to dangerous areas like Isla de Oro. He instead reportedly suggested ‘that residents will be allowed to return on condition that there would be a more efficient evacuation system wherein if a typhoon strikes in the future, they would leave the area immediately’,” it said.

These are the people who fell victims to Sendong.

According to iDMC survey, 77 percent of those affected by Sendong were living below the poverty line prior to their displacement; and 64% are even worse off now. A follow-up survey, done just days before Typhoon Pablo (Bopha) hit Mindanao in December 2012, revealed that approximately half of those who lost their homes due to Sendong were displaced

two or more times.

“In a country where the local officials are often castrated by corruption, people cannot depend on the government. Instead they turn to the church, to civil society groups or to each other for assistance.
