Gun ban starts today; poll chief reminds public to be wary of illegal searches AS the gun ban officially starts on Sunday, Commission on Elections Chairman Sixto Brillantes Jr. reminded the public to be aware of their rights and be wary of illegal searches.

“Start of the gun ban does not suspend your constitutional rights against illegal searches and seizure. Know

and assert your rights at all times,” Brillantes said in his official Twitter account.

Brillantes and several Comelec officials, together with police authorities, made rounds of some checkpoints in Metro Manila.

He also reminded gun owners that all permits to carry firearms outside

residence (PTCFOR) are “suspended and shall be without force and effect.”

Under Comelec Resolution 9385 which laid out the calendar of activities and prohibited acts as stated in the Omnibus Election Code, those running for public office are banned from using security person-

nel or bodyguards, unless authorized by the poll body.

Government agencies are also prohibited from transferring officers and employees as well as suspension of elective local officials and organization or maintenance of reaction forces.

Under the OEC, the car-

rying of firearms during the election period is considered an election offense.

Meanwhile, the poll body is set to release the certified list of voters on Feb 12 (Tuesday), the same day the campaign period for senators and party-list groups begin.

“This means carrying/

bearing of firearms, WITH OR WITHOUT license, starting January 13, 2013 will constitute as an election offense,” he said.

“I pray for a clean, honest, orderly and successful 2013 elections. May God bless us all!” he added.

TWO reports on the results of a research on transport issues affecting the movement of vegetables from Mindanao will soon be released.

The reports contain the findings of a research titled “Transport Policy Study Promoting Efficiency and Productivity of Flow of Goods: A Focus on the Transportation Needs of Mindanao Region” funded by the Australian Centre for International Agricultural Research (ACIAR).

The published reports are expected to be available for distribution to the public early this year, according to the Philippine government-hosted Southeast Asian Regional Center for Graduate Study

and Research in Agriculture (SEARCA).

Implemented by SEARCA headed by Director Gil C. Saguiguit, Jr., the project is part of ACIAR’s economic research on enhanced profitability of selected vegetable and fruit value chains in Southern Philippines and Australia.

SEARCA reported that the findings of the micro analysis that looked into the bottlenecks in the transport system (road and port networks) for selected vegetables and fruits have resulted in policy directions and development approaches that would provide greater incentives for Mindanao to improve the quality and quantity of its agricultural products.

The findings are also expected to bring about expansion of Mindanao’s trade to meet the perceived growing market demand within and outside the island.

Started in August 2010, the transport policy study analyzed the marketing flow of selected agricultural products and the factors that contribute to the trade-related problems facing the key players in the supply chain, particularly the high cost of transportation and logistics, as they are influenced by government regulations and investment programs.

“Specifically, fruits such as papaya and vegetables such as tomato and lettuce coming from Mindanao

were covered in the study to focus on the importance of improving the transport infrastructure in Mindanao,” said Dr. Bessie M. Burgos, SEARCA Acting Program Head for Research and Development.

The study was conceptualized following the 2007 “SEARCA-ACIAR Workshop on Rural Development Initiatives and the Philippine Policy Environment: What is the Real Score?”

During the workshop, transport and shipping services were identified as among the key factors affecting the marketing and trade of fruits and vegetables in Mindanao, regarded as the food basket of the Philippines.

Instead of just getting stuck or satisfied with where we are intellectually and even personally, let us motivate ourselves to raise our capabilities to the level that others we admire or even envy have proudly reached.

Let us take learning on cue.Some may not be aware that it is a developmental or a continuous process that goes along with change.

Learning can take a place anytime and anywhere if one only pays interest and shows sensitivity to the things and circumstances that would bring growth.

Learning does not end or happen only in the classroom. Thus, what one had acquired in college or even in his postgraduate studies is not a guarantee that he is already fully equipped with everything for the intellect.

It must be a need for one to continue learning- a sustained interest towards keeping one’s self abreast with recent facts,wholesome ideas and valuable information.

In addition learning coupled always with selfevaluation will also work effectively to a person. By this, one can be sure of what he is or will be doing.

He will not go for or impart things that will mislead or cause misinformation.

Raising the level of one’s capability can truly happen if he motivates himself to grow intellectually as well as personally, if one is open to criticism, and if he considers himself like a cup to be filled to make him a truly learned and competent person.

Dads to tackle pay hike today CAGAYAN de Oro City––The City Council here on Monday will discuss an ordinance calling for a pay hike for 3,000 local government employees this year.

Mayor Vicente Y. Emano said that the pay hike - the last of the foursalary hike - was in line with the government’s salary standardization implemented two years ago.

Under the new pay hike, city hall department heads would now likely receive a monthly basic salary of P40,000 aside from a monthly fixed allowance of P8,000 to P10,000.

Military warns illegal loggers Camp Evangelista, Cagayan de Oro City–– The authorities of the 4th Infantry “Diamond” Division,here has warned that they will not stop in going after illegal loggers who continue to defy the law.

Soldiers from this Division recently seized illegally cut logs in four separate incidents in Agusan del Sur and Agusan del Norte on January 3, 4, 6, and 8, this year.

The joint anti-illegal logging operation of the units of 4ID resulted to the confiscation of 115.99 cubic meters lauan logs, 7.6 cubic meters falcate logs and 19.79 cubic meters of as-

sorted logs which totaled to 143.38 cubic meters with an estimated value of P627, 918.

This total was derived from the four incidents as follows: discovery of 22 pieces assorted round logs at Ojot River, Esperanza, Agusan del Sur on January 3, 2013; confiscation of 61 assorted round logs at Barangay Langag, Esperanza, Agusan del Sur on January 4, 2013; discovery of 236 pieces assorted round logs at Barangay Sta Ines, San Luis, Agusan del Sur on January 6, 2013; and, interception of 212 pieces lauan logs at Barangay Mahogany, Butuan City.

It is a noble task that requires putting one’s whole self to it if one,who is a teacher, would like to claim that he is successful and has done his gigantic role well. Because of the multi-tasks that are embedded in teaching, a teacher must possess the attitudes and values for him to continue with the job happily, satisfactory, enthusiastically and zestfully.

Teaching as a profession does not mean teaching and facilitating only in front of the students,giving tests and giving grades. Aside from these, a teacher does many other tasks like managing the class to maintain cleanliness,orderliness and discipline, motivating students to get involved in curricular and co- curricular activities,tapping the potential of the students, remediating poorly performing students,communicating with parents about their children, monitoring the students’ attendance in school,giving advice to the students with problems, initiating projects so to help the school improve physically, linking with people in the community, taking care of school properties,persuading parents and people to extend their moral and material support to the school, writing reports, etc.

Indeed,teaching is a vocation. It is a calling.

For those,who have really fathomed the depths of teaching,but lack the inner drive and the right attitude towards the job, they have left and looked for other sources of living which for them are not stressful and financially rewarding. Those ,who have understood what teaching is and why God has destined them to be in this kind of work, have remained patiently and painstakingly in the name of public service and work security no matter how simple life is lived and how loaded with teaching responsibilities. To be a teacher and to stay in teaching - a job that entails sacrifice and modesty - one must have the commitment,discipline, open-mindedness and love towards the job.

DENR-XI starts reforestation in typhoon-hit areas

DAVAO City – The Department of Environment and Natural Resources (DENR-XI) will soon start reforesting and rehabilitating the typhoon Pablo-affected areas of Compostela Valley Province and Davao Oriental.

Through the cash for work scheme, members of people’s organizations (POs) and barangays residents will be hired for a continuous period of 90 days for site preparation, hauling of seedlings and the actual tree planting.

The workers shall be paid using the social mobilization fund of NGP following the minimum wage law which is presently at P301.00 per day.

DENR-11 Regional Executive Director Joselin Marcus E. Fragada said the cash for work scheme, under the NGP will be the source of income for some typhoon victims in the area.

“Despite what happened, we will never cease from doing our best to reforest and rehabilitate the areas damaged by the typhoon and will also continue to plant

damaged plantations established from year 2009 to 2012, under the Upland Development Program and NGP covering a total area of 7,533 hectares.

Replanting of these areas shall also be done using the Cash for Work Scheme, but shall be utilizing rehabilitation funds. DENR accredited nurseries or seed production areas,” Mendoza pointed out.

He also discouraged the practice of “pwede na or bahala na” attitude in preparing planting materials for the NGP because it only results in poor growth and low productivity.

He said the ‘to all extent possible, only indigenous tree species shall be planted’ in the protection forest area, which has a total of 339,963 hectares or about 30 percent (30%) of the total land area of the region of 1,913,842 hectares. (EG/jdelpf)

ZAMBOANGA CITY, - The Department of Public Works and Highways-Region 9 office (DPWH-9) cancelled their traditional Christmas party and instead used the supposed budget as assistance for the victims of typhoon Pablo last December.

DPWH-9 Information Officer Ma. Carla Miñoza said Regional Director Jorge U. Sebastian, in response to the call of DPWH Secretary Rogelio Singson, cancelled their Christmas party and shared their blessings with typhoon Pablo’s victims in Compostela Valley and other neighboring provinces.

Miñoza quoted Sebastian saying, “The assistance extended at this time would ease the plight of the victims and make them feel that the gov-

ernment of President Benigno C. Aquino cares”.

DPWH-9 Chief Administrative Officer Rose Marie R. Adjawie led the agency’s delegation to Compostela Valley bringing with them sacks of rice, canned goods, coffee, sugar, milk, noodles, blankets, water and other personal needs.

The relief goods were shared by the employees as their own personal contribution.

“Our assistance was given voluntarily by employees of the nine (9) District Engineering Offices and the Regional Office. We raised almost P.5 million for the victims as our way of sharing our blessings to those who are truly in need”, Miñoza said.

Not done yet, DPWH-9 staff will again be going to Compostela Valley on Janu-

ary 15 to deliver 1,000 GI sheets as its commitment for the “roofing” program of the department.

“This is our commitment and counterpart to helping the victims restore their homes.

All DPWH regional offices in Mindanao have committed to this program”, she added.

Dir. Sebastian has emphasized the importance of giving urging all his staff with the byline “GIVING IS THE NAME OF THE GAME”, pointing out the significance of generosity as a manner of gratefulness to God’s grace and blessings.

Thousands of relief goods, GI sheets delivered to typhoon Pablo victims

PATIN-AY, Prosperidad, Agusan del Sur, - The provincial government of Agusan del Sur has already delivered 38,113 packs of food relief goods and another 24,833 G.I. sheets to typhoon Pablo victims mostly in the four municipalities in the province.

The food relief packs containing five kilos of rice, 6 sachets noodles and six tins of sardines

were delivered to the most ravaged municipalities of Veruela, Sta. Josefa, Trento and Bunawan and some barangays of La Paz and Loreto where people have almost nothing to eat because their crops were totally damaged by the typhoon.

“Gov. Plaza and I spent almost ever y day since December 6, 2012, two days after the typhoon hit mostly the southern part

of the province, until the other day, distributing relief goods.

A day after the typhoon left, by order of Gov. Plaza, the Provincial Social Welfare and Development have already produced initial relief goods that we distributed to the most affected families while assessing the damages left by typhoon Pablo,” Vice Gov. Santiago Cane said.

This initial distribution is just part of the 126,491 G. I. sheets with a total cost of P33,266,880 as computed during the meeting

of Gov. Plaza with the six mayors of the most affected municipalities in the province.

The Provincial Engineering Office said totally damaged house will receive 12 G.I. sheets while partially damaged houses will receive 6 G. I. sheets.

The World Food Program in partnership with the PGAS, has also distributed some 25,638 packs to 8,564 the typhoon victims

in the municipalities of Veruela, Sta. Josefa, Trento, Bunawan and Loreto, data from provincial governor’s office showed. Each pack contains nine kilos of rice and canned goods.

P495M water expansion project passes test ILIGAN City - The water that flows through the pipelines in the P495 million Water Expansion Project of the city has passed the standard test of the American Society for Testing of Materials.

The test was used by the Iligan City Waterworks System (ICWS) Office in hydro testing conducted since December 2012 in several parts of the city.

According to Project Manager Merlito Catolico, the hydro testing was conducted from Capin Funeral Homes in Camague, Tubod to the Salabao Creek at Barangay Poblacion.

The next test was done last Thursday from Salabao to

the Enang’s Grill at Barangay Hinaplanon.

As soon the test was completed, water was flushed out of the pipelines for disinfection within 24 hours.

Pipelines were connected in Pala-o to MSU-IIT and other parts of the system.

Water was allowed to flow from the Abaga Intake Dam to Sitio Merila to left side of the city in the direction of Cagayan de Oro City.

Former OFW gets Gawad Saka Award

KORONADAL City - A former overseas Filipino worker (OFW), who ventured for nine years, as a mechanical engineer and a foreman in a steel fabrication plant in Jeddah, Saudi Arabia was chosen 2012 Gawad Saka Awardee.

After years of working abroad, since 1990, Roberto Garcia Panghulan, 52, came back to the Philippines focusing his attention on the coconut trees at his wife’s family farm in Sultan Kudarat province.

The Batangas-born OFW, who is married to Lourdes Limson of Barangay Sagasa, Esperanza, Sultan Kudarat and blessed with three chil-

dren, then started planting hybrid coconut alternately with the old species.

“I had envisioned for these coconuts to greatly augment my family income enabling me then to send my children to school,” he said.

Armed with strong determination, diligence and perseverance and an open mind, he transformed the five-hectare coconut farm productive, as he introduced more innovations to it.

At first I failed, but my diligence and perseverance to knowing the methods and technology in managing the farm have paid-off.

The awarding ceremony was conducted by the De-

partment of Agriculture’s Philippine Rice Research Institute at Munoz City, Cavite where Panghulan was specifically mentioned

by President Aquino, in his speech delivered for him

by Agriculture Secretary Proceso Alcala, for setting an example for OFWs to emulate.

At present, his farm is producing 10,000 to 13,000 pieces of coconut every three to four months. This is equivalent to P4,000 to P7,000 per harvest. He also ventured on producing coconut sugar, which he sells at P250 per kilo.

The farmer-awardee maintains also maintains a

coconut and fruit seedling nursery, while practicing diversified farming (intercropping) to increase productivity and earn more income.

His coconut farm were intercropped with coffee, cacao, rambutan, mangosteen, durian, kalamansi, banana and other fruit trees The Gawad Saka is given every year to recognize the exemplary contributions of farmers and fishers in attaining the government’s food security program.

Supporters of City Mayor Vicente ‘Dongkoy’ Emano were overwhelmed when the deadline for suspending elected public officials ended Friday afternoon.

Rep. Benjo Benaldo, who was run- Cris Diaz ning for reelection under the Emanolead Padayon Pilipino, danced with the crowd at the tune of the popular ‘Gangnam’ beat.

Padayon Pilipino leaders, barangay captains, and heads of various non-government organizations, particularly, the urban poor also shared their sentiments of support through speeches. Others sang to their heart’s content as a way of enlivening a crowd that surged like currents of warm bodies.

Supporters and sympathizers of ‘Dongkoy’ Emano flocked to City Hall since Monday last week on rumors of an impending suspension order against him.

Seventy barangay captains out of the city’s 80 barangays marched with their constituents towards City Hall in one of the largest movement of supporters prior to the start of election campaign this year.

‘If an election was held Friday, Emano and his ticket would certainly deliver a smashing victory,’ an onlooker was overheard. Another rally participant mused that

the gathering at City Hall served a strong message to Emano’s political opponents that the election scheduled in May, five months from now, was over.

Political opponents accused Emano of ‘dereliction of duty’ when typhoon Sendong struck this trading hub in mid-December last year.

Political enemies blamed Emano for the natural disaster that resulted in the death of hundreds of people and the enormous destruction of properties.

They accused ‘Dongkoy’ of sleeping on his watch as typhoon ‘Sendong’ lashed its fury in that cold night of December.

Although people believed that the charges against Emano would not prosper, political opponents were armed with high hopes that Malacanang might consider their distorted thoughts.

Malacanang knew that to blame ‘Dongkoy’ of death and destruction in the aftermath of a natural disaster is the highest form of bigotry. What is, therefore, the motive of pursuing a case of rubbish?

Adversaries in politics contended that isolation or disqualification is the only way to beat ‘Dongkoy’ in an electoral contest.

However, the five-day barricade at City Hall only showed that supporters are willing to risk against all odds had the suspension order been served. Yet, it is not the time to sit on the laurels of last week’s triumphed.

-oooGREATER HELL IN THE HANDS OF FILIPINOS: Two Filipinas who ran away from their abusive employers in Saudi Arabia have found a greater hell in the hands of Filipinos who are supposed to help, assist, and protect them from harm. A report from Migrante Middle East said the women were sexuallyharassed by a Filipino working with the Department of Foreign Affairs (DFA) in

And yet, I am sure that nothing is going to hap-

pen in this case again, as DFA’s main office here in Manila will be concerned mainly with a cover-up of the incident to protect its reputation, and mask its own inability to really help our countrymen suffering in the hands of foreigners abroad.

May God have mercy on us all, more particularly the Filipinos who have to brave separation from their families and living in foreign lands totally alien to them just to earn.

-oooPROPHECY OF SUFFERINGS FOR OFWs:

Indeed, one of the lesserknown prophecies in the Bible found in the book of Deuteronomy is playing itself out among many OFWs. The prophecy says: “If you no longer listen to the Lord your God, and no long obey His commands… all of these curses will overtake you… Your sons and daughters will be given to other nations, and you shall wear out your eyes waiting for them, powerless to lift a hand…”

This prophecy is contained under Deuteronomy 28:15 and 32, and it would do OFWs and their families well to read this over and over again, and know that danger, suffering and even death certainly await them when they go abroad and work. Just a few weeks back, we observed National Banking Week—a special opportunity that seeks to highlight the benefits banks provide to society.

National Banking Week, annually held every first week of January, enjoins all banking institutions and their branches to undertake promotional and publicity-generating activities regarding their significant role in the Filipino community, pursuant to Proclamation No. 2250 dated 10 December 1982.

This year’s theme is “Masaganang Lipunan, Bunga ng Salaping Iniingatan. Mag-impok

sa Bangko.”

The Financial Consumer Affairs Group (FCAG) of the Bangko Sentral ng Pilipinas, in its weekly e-newsletter, stressed the need for continuing campaign efforts to highlight the importance of saving in banks.

Citing the 2009 Consumer Finance Survey conducted by the Bangko Sentral’s Department of Economic Statistics, the FCAG disclosed that eight out of ten or 78.5 percent of Filipino households still do not have a bank deposit account.

The survey further showed that 92.8 percent of that figure stated “the lack of money” as the primary reason for the absence of a bank account. On the other

Australia govt funding research on vegetable movement from Mindanao Two reports on the results of a research on transport issues affecting the movement of vegetables from Mindanao will soon be released.

The reports contain the findings of a research titled “Transport Policy Study Promoting Efficiency and Productivity of Flow of Goods: A Focus on the Transportation Needs of Mindanao Region” funded by the Australian Centre for International Agricultural Research (ACIAR).

The published reports are expected to be available for distribution to the public early this year, according to the Philippine government-hosted Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA).

Implemented by SEARCA headed by Director Gil C. Saguiguit, Jr., the project is part of ACIAR’s economic research on enhanced profitability of selected vegetable and fruit value chains in Southern Philippines and Australia.

SEARCA reported that the findings of the micro analysis that looked into the bottlenecks in the transport system (road and port net-

works) for selected vegetables and fruits have resulted in policy directions and development approaches that would provide greater incentives for Mindanao to improve the quality and quantity of its agricultural products.

The findings are also expected to bring about expansion of Mindanao’s trade to meet the perceived growing market demand within and outside the island.

Started in August 2010, the transport policy study analyzed the marketing flow of selected agricultural products and the factors that contribute to the traderelated problems facing the key players in the supply chain, particularly the high cost of transportation and logistics, as they are influenced by government regulations and investment programs.

“Specifically, fruits such as papaya and vegetables such as tomato and lettuce coming from Mindanao were covered in the study to focus on the importance of improving the transport infrastructure in Mindanao,” said Dr. Bessie M. Burgos, SEARCA Actg Program Head for Research and Devt..

Billions needed to rehab banana plantations destroyed by typhoon CLOSE to one fifth of standing bananas in Mindanao were destroyed by typhoon Pablo last month that will cost at least Php 7 billion and take up to 12 months to rehabilitate.

Hardest hit were those owned by small growers totaling 9,020 hectares plus corporate farms with 5,166 hectares of Cavendish bananas destroyed.

The whole of Mindanao is host to 80,000 hectares of banana plantations, making the crop one of the country’s top fruit export, second only to pineapple.

Third largest is Philippine mango.

PBGEA estimated that potential revenue losses of the banana planters in terms of lost harvests for this year was put at Php 8 billion. Seen not to be delivered as a result of the typhoon this year were close to 50 million boxes of raw bananas at US $4 per box.

It was a big blow to one of the few export industries that defied the global trade slowdown last year to make

up for the decline of the country’s manufactured exports for the whole of 2012 and keep Philippine total exports on the growth path in a very difficult year.

Industry leaders doubted if the industry could recover fast enough to sustain double-digit growth this year.

Bananas and other typhoon sensitive crops found home in Mindanao during the past century due to its reputation of being the only typhoon-free part of the country.

In the past two years, however, typhoons began hitting the region, first in Northern Mindanao centered at Cagayan de Oro City and only last December, Compostela Valley.

t’s barely three weeks to go and everything is set for PhotoWorld Asia 2013, the largest and longest-running photography trade show and convention happening on January 31-February 5. The speakers, the sponsors, the secretariat, the venues and the delegates – all are ready for the big rollout on opening day.

The latest detail to be finalized is the

venue for the handson photo shoot with American professional photographer Joe McNally and the other convention speakers.

Chairman of PhotoWorld Asia 2013 is multi-awarded lady photographer Cris Cleofas, immediate past president of Alpha Camera Club. The trade show at the Activity Center of Glorietta is open to the public for free. Vendors at the trade show traditionally offer big discounts during the event. The international photographers convention at the AIM and the hands-on photo shoot with the masters require paid registration.
