TENSIONS remains high in the town of Datu Piang, Maguindanao as dozens of families were forced to leave their homes after warring clans engaged in an intense gun battle that left four people killed.

‘Be more alert against dengue,’ public warned

BUTUAN City––Mayor Ferdinand Amante Jr. has called on the public to be more alert in the fight against dengue in the wake of a City Health Office (CHO) report that 398 cases of the deadly disease were recorded last year.

The CHO said of the 398 dengue cases, 65 victims

were downed by the virus in November, 2012 alone.

Barangay Libertad was the most affected area with 30 cases. Barangay San Vicente had 28 cases.

In an emergency meeting at his office on Tuesday, Amante ordered assistant city health officer Dr. Jesus Chui to exert all efforts to lessen if not eliminate the spread of the infection.

hensive local legislation designed at protecting, preserving, managing and rehabilitating all identified watersheds in the city. The Taguibo Watershed, which supplies potable to this city, is the only formally declared protected area to date.

Under the local law,

there are at least 14 subwatersheds in the locality. “ These sub-watersheds are possible sources of potable water in the future. By protecting and properly managing them, the city will have enough sources of potable water for the city’s increasing population, besides, en-

suring ecological balance,” Fortun said.

The number of school sites, school buildings, and classrooms is still subject to change. Each school building will consist of the following components: Component I – Classroom Buildings, Component II – Toilets, and Component III – Classroom Furniture, all to be designed and constructed or provided in accordance with the prescribed Minimum Performance Standards and Specifications to be released by DepED. Each Contract Package will bid out separately.

Interested parties may apply to pre-qualify to bid for any, some, or all Contract Packages as described in greater detail in the Invitation Documents.

The Project will be awarded through competitive public bidding, as a PublicPrivate Partnership (“PPP”) project, in accordance with applicable laws, including the Build-Operate-and Transfer (“BOT”) Law R.A. No. 6957, as amended by R.A. No. 7718), and its Implementing Rules and Regulations.

The bidding will follow the two-stage system: (a) Prospective Bidders shall first be pre-qualified by the DepED based on legal, technical and financial capacity requirements; and (b) the Prospective Bidders which pre-qualify shall be invited to submit their bids.

Prospective Bidders may obtain the Invitation Documents, consisting of (a) this Invitation to Pre-Quality to Bid, (b) the Instructions to Prospective Bidders, including the required Qualification Documents, (c) the Draft Minimum Performance Standards and Specifications, and (d) the Information Memorandum from the office of the PBAC for PPP Projects, at the DepED Complex in Meralco Avenue, Pasig City, 1600 Philippines, c/o PBAC Secretariat- Procurement Service, 2nd Flr., Dorm-B with Telephone/Fax No. (+632) 633-6349343/6366542 starting 10 January 2013, upon payment of a non-refundable fee of PhP 100,000.00.

The DepED may release updates, clarifications, amendments, or additions to any or all of the Bidding Docments at any time.

CAGAYAN de Oro City–– After a week of camping out at the City Hall grounds, the thousands of Mayor Vicente Y. Emano’s supporters celebrated a victory party.

The party commenced on Friday evening at the end of the working week when no suspension order was served against the mayor.

Public reminded of ‘rights’ as gun ban starts

Military warns illegal loggers

CAMP Evangelista, Cagayan de Oro City – Units under the 4th Infantry “Diamond” Division have seized a considerable number of illegal-cut logs in Agusan del Sur and Agusan del Norte from January 3, 4, 6 and 8 of this year.

During the period, 115.99 cubic meters of lauan, 7.6 cubic meters of falcata and 19.79 cubic meters of assorted logs were netted by the 4ID troops, totalling 143.38 cubic meters with an estimated value of P627, 918.00.

Such were apprehended and/or intercepted in four instances, like the 22 pieces assorted logs at Ojot River, Esperanza, Agusan del Sur on January 3, 2013; 61 assorted logs at Barangay Langag, Esperanza, Agusan del Sur on January 4, 2013; 236 pieces assorted logs at Barangay Sta Ines, San Luis, Agusan del Sur on January 6, 2013; and 212 pieces lauan logs at Barangay Mahogany, Butuan City.

our natural resources, especially our forest reserves.”

He pointed out that “this needs to be stopped before it gets back to us. The calamities that passed must be our lesson that we must give importance to our environment because in times, our environment may mitigate or aggravate the effects of natural calamities to our lives and properties." The activity was aimed to enhance the security awareness of the students and the teachers, in connection with the present insurgency problem in the country; and encourage them to support and ac t ively p ar t icip ate in every peace and development activities in their respective communities.

It also aimed to inform them about their significant roles in the implementation of the Internal Peace and Security Plan (IPSP) of the Armed Forces of the Philippines, called “Bayanihan.”

Former RP champion defends Mindanao title TACURONG City - Twenty-eight years old Philip Parcon of Barangay Tina, this city, successfully defended his Mindanao Professional Boxing Federation (MINPROBA) Junior Bantamweight title against challenger Joash Aparicio of Tagum City in the main event of Hinugyaw Festival Boxing Championship on January 6, 2013 in Koronadal City.

Parcon won the exciting 10-round fight via unanimous decision before hundreds of boxing fans who trooped to the open grounds of Gaisano Grand, Sunday night.

A day after retaining his title, Parcon and his promoter, Vic Adriano of Davao City, paid a courtesy call to Tacurong City Mayor Lina Montilla to present the belt.

The mayor congratulated Parcon in his latest feat and

said that he is another hidden gem of Tacurong even as she was surprised that there was a Tacurongnon boxer, who had been making a name in the national scene.

It was the first time that Parcon paid a visit to the city hall.

Parcon turned pro in 2002 and in a span of 10 years, he had fought for national and international titles. In 2005, he was able to capture the vacant Philippine Boxing Federation

(PBF) minimumweight title by defeating Dennis Juntillano.

In 2006, Parcon ventured to the higher flyweight division and defeated Lito Sisnorio to get the PBF flyweight title.

Parcon also fought for World Boxing Council (WBC) minimumweight title in 2004 in Thailand against the hometown boxer Oleydong Sithsamerchai, but lost via unanimous decision.

North Cotabato irrigators receive farm tools, animals

KORONADAL CITY, South Cotabato, - Farmers from the first district of North Cotabato received farm tools and animals which they can use during the rehabilitation of irrigation facilities in their area.

The distribution of farm tools and animals was in response to the request of the members of Midsayap-Pigcawayan-Libungan-Kabuntalan(MPLK) Federation of Irrigators’ Associations.

These included five carabaos, eight cows, and 16 plows distributed by Congressman Jesus Sacdalan.

Actual recipients were determined by a raffle drawn

in December 2012.

MPLK Federation of IA is composed of 31 irrigators' association with more than 7,000 active members.

Meanwhile, Sacdalan is positive that the farm equipment and animals can help boost the livelihood of farmers.

Sacdalan said, this program was implemented in cooperation with the Department of Agriculture Regional Office 12.

DILG Caraga joins unity walk for secure, fair elections

BUTUAN CITY, - The Department of the Interior and Local Government (DILG) in Caraga Region joined the Unity Walk and Prayer Rally for a Secure and Fair Elections (SAFE) 2013.

The unity walk and prayer rally is a kick-off activity, which marks the start of the election period. The early walk yesterday started from Guingona’s Park to Agusan del Norte covered court, this city, to the drum beat of the PNP Band.

In his message, newlyinstalled Philippine National Police (PNP) Chief Getulio P. Napeñas of this region said the 2013 Elections is a political exercise which must be safe, secure and fair enough. He assured the voters that the PNP together with other agencies involved for the elections will work in unity to achieve a peaceful

conduct of the elections.

A lighting of Unity Candles during the prayers offered by various religious leaders in the region was also conducted, participated by DILG, Commission on Elections (COMELEC), Department of Education (DepEd), City Government of Butuan and religious groups.

There was a young married couple who really struggled to make enough money just to live on.

One day the husband took all their money and bought a small service station. His wife Jane did not think this was a smart, good investment.

She knew her husband did not have the experience, knowledge or time to manage the service station.

Well, she was right. Their station soon went out of business and she and her husband lost everything they owned!

The husband came home that evening very discouraged, expecting his wife to be angry and remind him that she had told him not to do it.

But he was so surprised

If we could guard and control our words and attitudes, just think how peaceful and happy our home and marriage would be.

But it’s not easy to learn self-control and always accept and respect your husband, even though he has faults and weaknesses. That’s why it’s only with Jesus Christ’s kind of love that we can do it.

If you’ll ask Jesus to forgive you for not being the wife you should, He will help you to start changing and learning to love the way He does.

Only Jesus can help you always give your husband the respect and confidence he needs from you to become the real man you need and want him to be.

LP plans to dump Moreno?

INTERIOR Sec. Mar Roxas discreetly came in Cagayan De Oro City last week. There were unconfirmed reports that Roxas’ was supposed to personally bring the ‘preventive suspension order’ against City Mayor Vicente ‘Dongkoy’ Emano. There were even reports that Roxas came to confer with Oscar Moreno of Misamis Oriental on how to serve the suspension order.

Actually, Roxas did not sign the Cris Diaz ‘suspension order’ when he found out that ‘Dongkoy’s’ supporters were massing on the streets in front of the city hall’s administration building – most of them blocking the main door of the building.

Seventy-six (not 70) barangay captains and their followers voluntarily marched to city hall when talks about ‘Dongkoy’s’ suspension orders circulated on Monday morning. Instead, there were rumors that Roxas reprimanded Moreno for ‘forcing’ the issue of suspension orders against ‘Dongkoy.’ Well, Moreno would certainly deny this.

Undeniably, Moreno and his groups are moving ‘heaven and hell’ to get suspension orders against ‘Dongkoy.’

Moreno was pulling the legs of people in Malacanang to get the suspension orders. Being the head of the Liberal

Party in Cagayan De Oro, Moreno thinks he could turn the table against political adversaries. Perhaps, Roxas was angry knowing that the ‘dereliction of duty’ charges against ‘Dongkoy’ filed by Moreno and his group were ‘hogwash.’ ‘How could you charge a person for the death and destruction of the lives and limbs of people brought by a natural calamity?’ Roxas must have asked Moreno.

Definitely, the nonsensical charges peeved Roxas. The interior secretary also expressed frustration knowing that the Liberal Party in Cagayan De Oro is not getting much needed support. Roxas is blaming Moreno and his group for this failure.

Looking ahead, Roxas has reason to be worried. He plans to run for the presidency in 2016. Yet, with the dismal showing of LP in Cagayan De Oro City, he is probably thinking of abandoning Moreno and his group.

Well, Roxas knows that he would have more reasons to dump Moreno than taking him as one of LP leaders.

With the show of force of Dongkoy’s followers that snowballed from Monday to Friday last week, Roxas needs no more justification of the Liberal Party’s strength in Cagayan De Oro. Perhaps, it is time for Roxas and the Liberal Party to be considerate to ‘Dongkoy,’ head of the ‘Padayon Pilipino,’ a regional political party duly accredited with the Commissions on Elections. The language of the ‘texters’

A GOOD number of people in the Philippines have cell phones. Mostly from the level of the professionals down to the executives and workers in the government as well as in the private sectors carry a phone.

The matter is even common in schools specially among college and high school students.

The gadget has become practically a part of their daily lives outside and inside the homes.

They use the phone to speak to relatives, friends and others for any purpose.

Even to call a taxi, they always resort to phone calls because it looks faster and more convenient.

The new additional use of the phone is sending messages by text. A lot of people find it less expensive and faster to send text messages than speaking directly to the other party.

Touching alphabets on

One is able to memorize the placements of the letters and able to click it even when riding on a jeepney or when darkness prevail the atmosphere.

The texters have developed enough skills to send messages rapidly with accuracy. And usually the recipients get the message almost instantly. Terrific indeed.

Because of this set up, people have learned or designed a language for use in texting. They invented words that can be under-

stood by everyone who received such message.

The words are abbreviated so well in such a way that it is less expensive since the number of words determine the amount spent.

The faster you send text messages the better.

Phone cards are utilized and they easily get exhausted when used. Certainly, people who can send text messages faster save more time and prolong the life of the card.

Some of the words of the texters are: gudpm for good afternoon; gudam for good morning; musta for kumusta or how are you; if a word is

repeated, they use 2X; rgds for regards; adrs for address; mnl for Manila; arvg for arriving; mny for money; intl for international; drng for driving; rnng for runnin; spkng for speaking; flt for flight; arvng for arriving; lvng for leavin; sori for sorry; wrkg for working; appt for appointment; ntl for national; and so many more.

Practically, all key words have equivalent words that are all clear to the texters.

And to think that these shortened words are understood to them so easy is really amazing.

For people in North America and Europe, it is difficult to understand them because texting is not practiced in these places.

The phone to them is for talking or singing. They do not text because driving while texting is inviting untimely death in the highway.

IF some hold the belief that seriously practicing one’s faith is confined to Sundays inside places of worship, a movement of lay Catholic organizations is poised to empower Filipinos by educating them on applying their Catholic faith in daily life, including decision-making on the electoral process.

There is a great need to educate voters “but it is not merely voter education, but voter formation that is needed. What we mean by this is we need to reach the Catholic grassroots and form them in Catholic morals and ethics in a way that can easily be understood as

I mean, nobody is really benefiting from their current trading of barbs---as to who got more wealth and favors serving former President Marcos and his relatives, or who enriched themselves while in office, or whether Enrile funded military uprisings or whether Santiago should really sue him or not. Who cares about these things?

What Enrile and Santiago should do now is stop their “war”. They are the most

-oooWASTED FOOD AND HUNGRY YEARS: There was an item a few days ago that much food is wasted worldwide in the form of unfinished left-overs by those who get too much on their plates but could not eat all of them later, or by those who have stored so much food that they could no longer consume all of it so that those food items are left to simply rot.

I thought this was unfair, as many in the world have nothing to eat at all. And this led me reminiscing, and remembering that when I was a young boy grow-

ing up with my three other brothers---our kid sister wasn’t born at that time yet--in the rural town of Ramos, Tarlac (President Aquino’s province), my mother used to divide the food she had prepared among all of us, including her and our father, before we begin eating it.

Of course, this was to assure that everyone got a share of what was brought on the table no matter how small, because, during those hungry years, food was many times not enough and had to be rationed right before eating time. It was quite difficult, but, it was fun and, certainly, it made us realize that what our parents had been telling us every meal time---study hard, try to finish our education, because it was the only tangible inheritance they could ever give us---was really true.

Center in Cubao, Quezon City are proclaiming, in big and bold letters yet, that “Makatarungan ang Maghimagsik” (“It is just to rebel”) and “Rebolusyon ang Sagot sa Kahirapan” (“Revolution is the answer to poverty”).

It is a mystery who wrote those pronouncements--and equally mysterious is the apparent inaction of the Center’s management to erase the graffiti right away---but I am certain that whoever wrote them were unaware and oblivious---or downright disbelievers---of what God, through the Bible, is saying about rebellion and uprisings against dulyconstituted authorities.

In Romans 13:1-2, there is a prohibition against people rebelling against the men and women who have been installed as rulers, officials, and administrators. What is greatly significant in this prohibition is the curse that is said to befall people who are rebellious, in that, according to the aforesaid verse of the Bible, judgment and punishment will come not only to the rebels but to the entire nation where the rebels belong.

“We need the support of the hierarchy simply because a movement within the Church cannot function faithfully as truly Catholic if the pastors do not agree with the mission and goal of that movement.
