Women’s group gives piece on PNoy’s divorce pronouncement

By Lorelei V. Castillo A party-list group pushing for the passage of a measure that seeks to amend the Family Code to introduce a divorce provision reacted to the recent statement of Palace officials that President Benigno Aquino III would not touch the divorce question with a 10-foot pole.

Gabriela Party-list Representative Luzviminda Ilagan said their party respects the opinion of Malacañang but cautioned that they should read the bill first before jumping into conclusions.

“As for Malacañang, that is their opinion. But have they read the bill? Before they jump into conclusion,

they should read it first so that they can see the prolow income and pro-women provision,” Ilagan said.

Palace officials have stressed repeatedly that divorce is not just low on the Aquino administration radar but it is not on its radar screen at all, apparently, to avoid a potential dispute with the Catholic Church.

Ilagan said even for the Gabriela Women’s Party (GWP), they are realistic enough to know that the bill cannot be tackled this Congress.

“If we come up victorious again this coming May elections, we will re-file the measure next Congress,” Ilagan assured.

According to the lawmaker, House Bill 1799, which she co-authored with

Rep. Emerenciana De Jesus (Party-list, Gabriela), filed on July 27, 2010 and is now pending with the Committee on Revision of Laws, seeks to introduce divorce in Philippine law with a strong sense of confidence that it will be used responsibly by Filipino couples.

Ilagan said this confidence stems from the experience of Filipino families showing that separation is usually the last resort of many Filipino couples whose marriages have failed.

“Cases of battered women also support this. Battered women invariably seek separation only after many years of trying to make the marriage work; separation only becomes imperative for them when they realize that it is necessary for their

Divorce could actually provide protection to battered women and their children from further violence and abuse,” Ilagan said.

Ilagan said the bill is respectful of and sensitive to differing religious beliefs in the Philippines as it recognizes that the plurality of religious beliefs and cultural sensibilities in the Philippines demand that different remedies for failed marriages should be made available.

It retains the existing remedies of legal separation, declaration of nullity of the marriage and annulment and only adds divorce as one more remedy. Couples may choose from these remedies depending on their situation, religious beliefs,

cultural sensibilities, needs and emotional state.

“While divorce under this proposed measure severs the bonds of marriage, divorce as a remedy need not be for the purpose of re-marriage; it may be resorted to by individuals to achieve peace of mind and facilitate their pursuit of full human development,” Ilagan stressed.

The five grounds for divorce proposed under the measure are premised on the irreparable breakdown of the marriage and the total non-performance of marital obligations.

It provides that a petition for divorce may be filed when the petitioner has been separated de facto from his or her spouse for at least five years at the time of the filing of the petition and reconciliation is highly improbable or when the petitioner has been legally separated for at least two years at the time of the filing of the petition.

‘Dialogue Bukidnon’ set up for 2013 polls

MALAYBALAY City––A community-based news outfit, Bukidnon News, has initiated a documentation and research project concerning voters’ education in the province for the May 2013 elections.

Dubbed “Dialogue Bukidnon: Piliay 2013,” the project aims to help voters know the candidates more and influence the agenda to be tackled in the campaign.

The project seeks to provide an opportunity for both voters and candidates to listen to each other.

It will conduct focused group discussions (FGDs) among different sectors to identify issues that candidates should address in their platforms of governance.

During the FGDs voters from select areas in Bukidnon will be asked to answer questions concerning the qualities of candidates and the local issues that they must address.

The project proponents noted that usually it is the candidates alone who determine the topics discussed during campaigns.

The voters, who are supposed to be the “employers” hiring their local officials as public servants, are forced to react only and toe the line, they added.

The results of the FGDs will be used as basis for the preparation of research guide in the conduct of key informant interviews among the candidates in relation to their positions on certain issues.

The output of the interviews and secondary data be disseminated during candidates’ forums and through news releases.

Organizers have initiated partners’ meetings to help raise support considering the financial and logistical requirements to make

the project credible and successful.

Preliminary meetings were held starting January 8 for the project’s first phase, the conduct of FGDs. The Diocese of Malaybalay, through Bishop Jose Cabantan and its Commission on Good Governance, has agreed to help. Five parish priests have volunteered to include their parishes as local partners of Bukidnon News the project which will be piloted this year.

Entrapment nets firearms, culprits

Avelino, 45 years old of Danao City; Archie B. Avelino, 45 years old of Brgy. Capalayan, Surigao City ; Ariel B. Avelino, 21 years old of Placer, Surigao del Norte; and Richard A. Zambrano, 21 years of Claver, Surigao del Norte.

The arrest was effected while the four were selling firearms to a cop posing as buyer.

Seized from them were an AR 15/KG Cal. 9mm automatic rifle with three magazines; a Beretta Cal. 9mm pistol with one magazine; two Remington caliber .45 pistols with two magazines; two Smith and Wesson calibre 38 revolvers; a black Magnum cal.

22 revolver; a calibre 5.56 ammunition; a shotgun ammunition; and a calibre 22 ammunition.

The PNP is intensifying

its operation to account for loose firearms in the region that could be used by bad elements in sowing violence in the upcoming midterm polls.

Mampang fire victims receive cash aid

ZAMBOANGA City - The city government has recently distributed cash assistance amounting to P54,000 to 14 families affected by a fire incident in Barangay Mampang, this city last October.

In distributing the cash assistance at city hall, Mayor Celso Lobregat stated that the amount was too small to

compensate the properties lost to the fire, but at least it was something to start with.

“The incident was an unfortunate episode that nobody would want to happen, but it has happened and we hope and pray that it will not happen again,” he said.

Six families received P5,000 each, as their houses

were totally-destroyed, while seven house sharers received P3,000 each, so did one family, whose house was partially-damaged.

The in-house trainer clarified that there are no pre-conditions or pre-qualifications needed for those

who want to take the course.

He said that the window of opportunity is open to both the young and the old – for as long as they are interested to learn.

Macansantos said the NCC-CeC has opened the windows of opportunities for those who have availed their services – the impact of which cannot be fully measured. He cited how for example, a lady detainee was able to link with her relatives at the end of the day of training.

“The relatives do not know of her whereabouts.

A Community e-Center like no other operates in Zamboanga City

ZAMBOANGA CITY, Aside from its regular programs and short term courses in information communication technology (ICT), which government agency do you know that provides free computer services, trainings and training facilities in a daily basis to the general public?

This agency has a Community e-Center or CEC. It is an outlet for providing the general public with affordable access to a variety of services using information communication technologies (ICT). These include: telephone, internet access, email, fax, computer training, distance learning, online services and other kinds of services and information relevant to the community.

It is for this reason that the agency is engaged the whole year round with walk-in clientele and participants attending various computerrelated trainings.

We are referring here to the National Computer Center, one of the several agencies under the umbrella of the Department of Science and Technology (DOST), with their Mindanao Field Office here in Zamboanga City.

In an interview, Rodrigo A. Macansantos, said that some of these ICT trainings run for a week or for the whole semester , depending on the required number of hours per course. For free or for a minimal fee, these trainings are either conducted in collaboration with other

government agencies or with private entities. The NCC provide both the trainers and facilities and, in some instances, the venue and facilities alone. Macansantos is the in-house Training Specialist.

What caught our attention is the short 8-hour in-house training that the CeC offers. It’s a course on basic computer application:

computer fundamentals, MS Word and internet access.

The course is offered for free and it’s open to any sector or group of 15 participants per session. What further interests us is the frequency that this course is being conducted at the CeC. Macansantos said that last year, those who availed of this free 8-hour course include several women groups,

DA 12 aids flood-affected farmers in South Cotabato

KORONADAL CITY, South Cotabato, - The Department of Agriculture (DA)-12 has distributed at least 350 bags of palay seeds to farmers in nearby towns of Banga and Norala who were affected by recent adverse weather conditions.

Ruperto Dollaga, supervising agriculturist of the South Cotabato Office of the Provincial Agriculturist (OPAG), said the seeds were provided by DA 12 for farmers whose crops were damaged at the height of typhoon Pablo in December and after heavy rains early this month.

Assistance were charged against the DA 12’s Quick Response Fund, Dollaga added.

Of the 350 bags of certified palay seeds, 333 were allocated to farmers in several barangays in Banga town who had incurred losses after flashfloods brought about by “Pablo” last December.

Over 300 hectares of farmlands were hit by the floods.

The remaining 17 bags of seeds, Dollaga explained, were delivered to farmers in Norala town where some 79 hectares of rice fields in seven barangays were submerged on January 6 following several hours of incessant rains.

Affected villages included Esperanza, Poblacion, Lapuz, Liberty, San Jose, Simsiman, and Matapol. Some 526 were affected.

The weather condition was brought about by a low pressure area embedded in an Intertropical Convergence Zone that affected the south-

eastern part of Mindanao, including areas of General Santos City, South Cotabato and Sarangani.

Last week, the provincial government released an initial five sacks of rice to affected families. Norala LGU also declared state of calamity.

Years ago there was a rich widow named Sarah.

She inherited 100 million dollars! Sarah bought a house on 160 acres of land in California.

She hired a team of 16 carpenters who continued working and enlarging her house every day for 38 years!

So why did Sarah live

her life for the dead? It was because she lived with the terrible guilt of many deaths!

You see, all of Sarah Winchester’s money and wealth came from the famous Winchester rifle.

Her company’s gun had been used to kill more Indians and soldiers than any other gun in America’s history.

So because of her horrible guilt that haunted her every day and night, Sarah built her huge mansion for

the spirits of all those people who had been killed by her company’s gun. Quite an amazing true story!

But the fact is we all are guilty of doing wrong, hurtful things to others. And we may try many different ways to get free from our guilty conscience.

Palace checks candidates’ political background MALACANANG is now conducting discreet surveys on status of candidates in various parts of the country. The survey includes both opposition and administration candidates. The survey should not cause alarm. After all, the result of the survey is not for public consumption. It was done to guide the administration on the strength and weaknesses of both administration and opposition candidates.

Cris Diaz Certainly, there would be surprising result of the survey. The survey would expose the candidates’ personal relationship with the public – their public acceptability and issues surrounding them. It does not mean ‘though that the survey would be focused only with incumbent elected officials who are running in this year’s midterm election.

The survey also includes personalities who are running for an elective post for the first time.

What is interesting here are candidates in the province of Misamis Oriental and the city of Cagayan de Oro? For instance, the unsettled P80 million cash advances of provincial governor Oscar Moreno would definitely form part of the ‘note verbal’ of the survey report.

mis Oriental would be cited on that survey. Among the issues of urgent concern would be on delayed salaries and bonuses of provincial capitol workers, the alleged non-implementation of salary standardization that would have provided salary increases to lowly paid provincial workers. That was as far as Moreno’s administration was concerned.

On the political side, Malacanang would tackle Moreno’s history as chair of Lakas-Kampi in Misamis Oriental and Cagayan De Oro in the 2010 elections. A group would also listen to campaign speeches made by Moreno against President Aquino at the height of the presidential campaign.

The Liberal Party would definitely dig on questions on how Moreno succeeded in joining the Liberal Party.

Perhaps, Sen. Franklin Drilon would take a second look at Moreno as former Pres. Arroyo’s trusted man in Misamis Oriental.

What could be critical is examining Moreno’s chances of winning in the coming May elections. The assessment would also focus on Moreno capability to steer the Liberal Party ticket to victory. Undoubtedly, Malacanang would learn that Moreno lacks all the potentials of winning a political battle in Misamis Oriental and Cagayan De Oro. It really was unfortunate to learn all those sad reports.

has been a vicious cycle and obviously we tolerate it upon ourselves.

We are always excited to start yet deliberately slow down and make a sudden stop before reaching our desired goals.

Deep in our hearts we feel the pain and agony of not doing the things we should have done, not saying the words that should have been said, and not being sincere enough to change for the best. Why the overwhelming inaction?

I believe that many of us have remained to be in this self-debilitating situation and a lot can only wish to get out from this inner prison. This prison which stagnates us and takes away our life’s worthwhile goals is a result of constant putting off of lofty endeavors and actions until it’s too late.

This I believe is the source of most pains and regrets … procrastination.

Procrastination comes from the Latin “pro” which means “forth, or forward”, and “crastinus”, meaning “tomorrow.” The Oxford dictionary defines it as “deferring or delaying action, intentionally or habitually.”

It is clear that if all can vanquish this dreaded virus that seem to replace our inherent habits then eventually we will all be lightyears ahead of our goals and aspirations.

Yet, the simple spark of urgency and prompt action could be a herculean task for someone who has been im-

prisoned by this psychological paradigm of procrastination.

Here are some simple ideas which will improve our chances of moving to the next level in life instead of just being stuck in the starting line; Firstly, you should have a list of goals that needs to be achieved and prioritize them according to urgency.

Once you have identified the most urgent, clear your mind from the rest of the list and narrow your focus to the task at hand.

Be laser-focused and never entertain thoughts that will cloud your objective of getting

Politicians asked to campaign clean, avoid garbage

By Mindanews MALAYBALAY CITY – It may be too much to expect Philippine politics to rid itself of the infamous 3Gs or guns, goons and gold now. But an environment group has asked that politicians should at least campaign without a fourth “G” – garbage.

“This early, we appeal to politicians across the political spectrum to restrain from engaging in dirty campaigning and to strive for an ecological ‘zero basura’ outreach to the electorate. We will call the attention of candidates who will campaign dirty,” Edwin Alejo, coordinator of EcoWaste Coalition, said in a statement Monday.

“Through ‘zero basura,’ we hope to prevent and reduce waste and pollution from the vigorous campaign operations and activities during the next three months and avert the further degradation of our fragile environment,” he said.

“We also hope that candidates will come up with meaningful platforms integrating sustainable solutions to the chronic garbage, toxic, disaster and livelihood woes facing many of our communities, and not only shake hands, hug babies, or sing and dance to amuse voters,” he added.

The call came a day after the start of the election gun ban and ahead of the official start of the campaign period, which is Feb. 12 for senatorial and party-list candidates, and March 29 for congressional and elec-

tive regional, provincial, city and municipal posts.

The election in the Autonomous Region in Muslim Mindanao will be synchronized with the midterm polls.

EcoWaste C oalition urged candidates to minimize the use of campaign materials such as leaflets, pamphlets, posters, stickers, decals, and plastic and tarpaulin streamers.

It said propaganda materials should be in postconsumer recycled paper and carry a reminder that says “para sa ating kalusugan at kalikasan, huwag pong ikalat, itambak o sunugin (for our health and environment, don’t litter, dump or burn)” or its equivalent in local languages.

The group urged not to use confetti, buntings and balloons, which often get burned or discarded in waterways, seas and dumpsites.

“Candidates and their supporters should not light sky lanterns as this may cause fire and endanger wildlife, too,” it said.

“Trees don’t vote, politicos should spare the trees of propaganda materials that can harm and even kill them. Candidates should reject graffiti or vandalism to popularize their names,” it added.

For litter-free campaign meetings, sorties and related activities, the EcoWaste Coalition recommended the following: • Shun throwing confetti, exploding firecrackers or releasing balloons and sky lanterns in campaign events.

Escamillian, along with 59-year-old Emiliano Pontillas, is urging aid and humanitarian organizations helping Baganga rise back from destruction to also provide the survivors with chainsaws.

“We don’t have anything left. Everything we owned, especially our houses, were destroyed. Even our coconut trees were felled…We urgently need chainsaws so we can immediately use some of these trees as lumber with which to rebuild our homes,” he said.

Pontillas’ beach-front house made of light materials was flattened when three tall coconut trees fell on it.

Only a few residents here owned chainsaws, and those who do also rent out what they have to others after sawing several trees to various sizes to repair their own homes.

Survivor Jilibeth Alao, 32, who was able to purchase a chainsaw for rent to augment her meagre income, said that chainsaws are urgently and badly needed here now.

Alao bought the chainsaw from the income of her small sari-sari store, which she established with her savings from being a household help in Dubai for four years. She returned to Ban-ao in October 2011 to focus on her business, which was totally erased by Pablo in December 2012.

Aid and humanitarian groups in the area have noted the exorbitant prices chainsaw owners are asking renters per hour.

“At P2,000 (US$49.32) per hour, plus gasoline, it will be very hard to finish the job of utilizing all these trees into lumber,” a chainsaw operator who asked not to be identified said.

Charlito “Kaloy” Manlupig, head of the Balay Mindanaw Group of NGOs (BMG) which adopted and focused its resources in Barangay Ban-ao had earlier urged the Trade and Industry department to monitor prices in the area. He also urged the Public Works and Highways department to deploy its machineries to help clear the millions of debris left

“We have circumstantial evidence that linked the three suspects,” Detuya said.

Detuya who just assumed his post on Monday however explained that investigators need to gather more evidence if ever the suspects sexually abused the victim since it needs scientific examination like DNA testing and cross-matching of the semen from the victim’s organ.

“There is a strong possibility that she was raped,” Detuya said adding the medical test would provide results yesterday afternoon but further involving the suspects in the commission of the crime needs more days before the results will come out.

Another possibility that the gruesome incident is

related to prohibited drugs has been considered and the three suspects would have to undergo drug test.

According to reports, the victim was on her way to school at around 12:45 pm when she was last seen and the parents began looking for her in the afternoon when teachers told them that she never appeared in the classes.

Police and barangay officials have conducted an extensive search until midnight to no avail although they found blood traces under the bridge near the crime scene.

Her dead body was recovered at around 7 am the following day no longer wearing her underwear and skirts and sustained. Investigators were surprised since they have been scouring the vicinity many times the night before.

Lastly, once we have conquered our little battles against procrastination let us remember that the war against it constantly reckons us in every waking moment throughout our lifetime. Consistency of habit to act with enthusiasm and determination will therefore be our greatest arsenal to combat the detrimental effects of inaction. I believe that we should always motivate ourselves to face challenges with proactive attitude and be willing to sacrifice conveniences to attain more in life.

Daily motivation ,according to a lot of studies, has shown dramatic results to many successful personalities.

One great example of this is Og Mandino’s compelling words which I recite everyday; I am nature’s greatest miracle!
