Solon urges CHED to allocate funds for MUST CAGAYAN de Oro City––A Congressman in Cagayan de Oro City urged the Commission on Higher Education (CHED) to release the P50 million annual appropriation for the Mindanao University of Science and Technology (MUST) here.

Rep. Rufus B. Rodriguez, 2nd District, Cagayan De Oro City, said that Republic Act 9519 has converted

erstwhile Mindanao Polytechnic State College in Cagayan de Oro City into a state university known as MUST. He said that an appropriation of P50 million, in addition to the regular fund of the state university under the general appropriation act, has been approved for MUST operations for a period of five years after R.A. 9519 were approved in Jan. 7, 2009.

The fund was needed for MUST, one of the country’s 14 state universities that had attained Level 1V, the highest a state university or college could attain, where future scientists and inventors are trained to possibly propel the country’s economic development and growth.

MUST be a leading university with two academic programs recognized

as a Center of Development (COD) in the field of mathematics and Electrical Engineering and seven other Level 111 accredited programs, Rodriguez added.

He said that CHED has not made any recommendation with the general appropriation act to allocate the P50 million fund for MUST for the year 2011, 2012, and 2013 in which

were reported missing several days after Pablo hit landfall in Davao Oriental that also left more than 1,000 dead.

Of the listed missing fishermen from 51 fishing vessels from at least 10 fishing companies here that were caught in the middle of the storm, 18 were found alive while 8 dead bodies were recovered.

Four of the fishing vessels were confirmed by sur vivors to have sunk at the height of Typhoon Pablo.

Only last week, Segovia refrained from issuing a statement on the fate of the missing fishermen. “It is a sensitive issue, especially for the families (of the

victims),” he reasoned out.

At least three Philippine Navy ships and two floating assets of the Philippine Coast Guard were involved in the search and rescue mission.

A P-3C Orion maritime surveillance aircraft from the United States Navy was also dispatched to the area to help search for more survivors.

The operations, however, failed to recover any survivor other than those rescued by passing fishing vessels early in the tragedy.

Some relatives are hoping the fishermen are still alive.

Ana Lou Caspi-Nemenio, whose father is the ship captain of a catcher ves-

sel of the Salazar-owned Thidcor fishing company, said she received reports that the crew of two of his father’s light boats were found in a state of shock while riding a bus somewhere between Leyte and Surigao.

But she could not verify the report.

Owners of the fishing vessels are still giving cash advances to the families of the missing fishermen.

But one fishing company has reportedly offered a cash assistance of P50,000 in exchange of a waiver and quit claim.

Rosanna C ontreras, executive director of Soccsksargen Federation of Fishing and Allied Industry (SFFAI), however, said she has not received any information about the reported cash assistance.

SFFAI is handling all cash advances of families of the missing fishermen.

Ejercito Estrada made the statement following reports that Zamboanga City will soon experience three-hour brownouts due to the decision of state-run National Power Corp. (Napocor) to reduce power supply in the city by 10 megawatts (MW).

Other areas in Mindanao may soon suffer the same fate as power supply in the region was cut by 189 MW as of Jan. 10, according to the National Grid of Corp. of the Philippines.

“Power outages will lower the productivity of local businesses and harm Mindanao’s economy. These power outages are definitely an injustice to businessmen and consumers alike,” the young lawmaker said.

resume full operations in March following the lifting of a three-month ban on sardines fishing imposed by the government in the Zamboanga Peninsula.

“Mindanaoans are now reeling from the failure of the government to act on the power crisis two years ago, when the problem was easier to solve. The government wasted precious time,” he said.

IBP sets 40th year national confab in Davao City

DAVAO CITY, Philippines – More than 3,500 lawyers from different parts of the country will arrive in this premier city for the 14th national convention and 40th anniversary of the Integrated Bar of the Philippines (IBP) on 17 to 19 of January at the SMX convention center in SM Lanang.

Carlos Isagani Zarate, former president of IBP Davao Chapter, in a press briefing said IBP was born 40 years ago in the country’s critical period during Martial Law declared by the late president Ferdinand Marcos.

The group played a crucial role in defending human rights amidst the dictatorship under the leadership of its first president, former Supreme Court Associate Justice Jose Benedicto Luna (JBL) Reyes.

Zarate added that Davao and the province of Davao del Sur share important places in the history of IBP, where three of its lawyers were arrested during Martial Law, namely former IBP

“We have substantial classrooms that can become voting centers,” he said.

However, Uy admitted that unless the rehabilitation of the schools in various areas are completed soon, there might be failure of elections in Manurigao, Cagan and Pagsabangan in New Bataan and in Langawisan in Maragusan.

January, the LTO conducted random checks just to warn motorcycles to conform to the use of standard helmets.

“We only launched full implementation of the law only this week extending on the outer districts of the city.

Despite the initial apprehension, I observed that many drivers in the city follow the Helmet Law,” Gonzaga said.

He stressed that the intent of the law is only to promote the safety of motorcycle riders.

“We are with the government and we want to exercise maximum tolerance as much as possible even if

we know that the rally is illegal,” Uy said during a press conference held in the city Thursday.

PNP Provincial Director P/Supt Pancratius Cascolan said the protestors can easily get from arresto mayor to prision correccional which has a penalty of between six months to two years.

Uy however urges the PNP to file a case against the protesters.

“But I still urge the PNP to file the case kahit na di ito mag prosper because a violation has been committed,” Uy said. While charges will be filed against the organizers known to them and seen by them during the protest action, Uy said cases would

not be filed against those who were just tricked into joining the protest action “kay biktima din sila.”

Uy said he was informed by the barangay captains in the area that the people in the barangays were encouraged to go to the area supposedly because boxer and Sarangani Representative Manny Pacquiao will be there to distribute relief goods.

“I already talked to the barangay captains to account for those who joined the protest action to educate these people,” he said.

DENR holds Philippine eagle confab GENERAL Santos City - In cognizance of the plight of the raptors and to further sustain conservation and protection of the Philippine Eagle ( Pithecophaga jefferyi), the Department of Environment and Natural Resources (DENR), through its Protected Areas and Wildlife Bureau (PAWB) recently conducted the Regional Eagle Watch Teams (REWT) 2012 Annual Meeting and the 2013 Planning Workshop here in the city.

DENR – PAWB representative and Project Leader Philippine Raptors conservation Program (PRCP) Anson Tagtag disclosed that the aims of the activity, among others, is to review what has been done annually for the conservation of the Philippine Eagle including milestones conservation efforts with and from major partners.

The introduction of new special projects as well as the development of required work plans for addressing recent threats and conservation concerns and related activities as envisioned in the Philippine Eagle conservation plan was likewise included in the presentation.

DENR XII Regional Executive Director Datu Tungko M. Saikol welcomed the team leaders of the dif-

ferent REWT of the country.

Director Saikol averred that coming to Region XII is an opportunity to showcase some of the potential wildlife resources as well as ecotourism sites here.

“We want to sustain biodiversity conservation by means of protecting the remaining Philippine Eagle in our region,” Dir. Saikol emphasized.

Resource persons on their chosen topics were the following : Haribon Foundation Conservation Manager Dr. Marivic Pajaro on Preventing Extinction Program of Birdlife International; Ms. Anna Mae T. Sumaya on Philippine Eagle Updates ; and, University of the Philippines, Diliman (UP-Diliman ) Mariano Roy Duya on Reintroduction of the Philippine

Eagle in Leyte: Ensuring the Survival of the King of Birds.

The participants were given a 30-minute presentation regarding their accomplishments, conservation and protection advocacy program and related activities.

The different presentations were geared on the major goals to promote eagle and forest conservation; to broaden for further public education through developing conservation values and; to build and pursue productive partnerships releases of captive-bred and rehabilitated eagles.

After the thorough planning-workshop, the participants were toured to the scenic places of the region, one of which was in Lake Sebu, South Cotabato.

The Philippine Eagle, our

national bird, is the largest eagle in the world. It is endemic to the Philippines and is known to inhabit the forested areas of the Sierra Madre and the Cordillera Mountain Ranges of Luzon, Samar, Leyte and Mindanao.

KORONADAL City - The Department of Science and Technology (DOST) in Soccsksargen Region has announced the opening of applications for research and development (R&D) funding on matter of energy and emerging technology.

DOST 12 Zenaida Hadji Raof-Laidan said submitted proposals will be sent to the Philippine Council for Industry, Energy and Emerging Technology for Research and Development (PCIEERD), which will fund approved R&D projects and programs.

The call for proposals, she added, is also in support to the national research agenda.

PCIEERD is an agency under the DOST tasked to perform functions for the development of national competence in R&D strategic areas of industry, energy and emerging technology sectors in the country.

Director Laidan further

emphasized that proposals must focus on research activities under the following thematic areas of interest: sustainable energy, appropriate technologies for industry competitiveness, harnessing emerging technologies for national

competitiveness, and climate change adaptation and disaster risk reduction.

Implementation of approved R&D projects will begin in 2014.

“Top priority for funding are those R&D programs and projects that harness the

potential of the emerging technologies and expand technology development and innovations involved in the industry and energy sectors,” she pointed out.

Applications from state colleges and universities, government research and development institutes, and non-profit S&T networks and organizations involved in science and technology research and development in the country.

Sarangani implements new health plan

GENERAL Santos City Sarangani’s 140 barangay chairs pledged to support and implement the action plan for health which they crafted among other local officials during the two-day provincial health summit held here last week.

The summit prodded barangay captains to be the champion in health services in their own barangays and to implement the plan in sixmonth period.

Governor Migs Dominguez told summit participants: “Aminin natin na ang health, ang kalusugan ay responsibilidad pala nating lahat (Let’s all admit that health is the responsibility of all).” “Dili ra diay responsibilidad sa doctor, health workers, mayor o sa municipal health officer. Dili diay na solo. So ibig sabihin, tayo palang lahat ang may responsibilidad sa pagpapalaki ng bawat bata in a very healthy way. \ So, it takes a village to raise a healthy child (So it’s not just the responsibility of the doctor, health workers, mayor or municipal health officer but all of us has the responsibility to raise a child in a healthy way),” the governor said.

Health summit participants were municipal mayors, barangay chairs and their councilors, planning and health officers, and local health workers.

The action plans sought to align with the national benchmark specifically complying with the Millennium Development Goals (MDG) and universal health care.

Purposely for MDG 4 (reduction of child mortality),

Provincial Health Officer Antonio Yasana said that it will be “mostly likely achieved by the Philippines if the current trend of decreasing infant mortality rates and child mortality rates proceeds as is.”

However, he also pointed out that MDG 5 (improvement of maternal care) “will likely not be achieved unless radical reforms are made at the barangay level to ensure all mothers have access to pre-natal care, safe births, emergency obstetric care, post-natal care and family planning services.”

In Sarangani, maternal mortality rate has decreased from 2.18% in 2011 to 1.12% in 2012 from every 1,000 livebirths.

Meanwhile, infant mortality rate also reduced from 5% in 2011 to 2.56% in 2012.

Under-five mortality recorded 75 deaths in 2011 and only 48 in 2012.

The summit was held to address these concerns as Dr. Yasana told barangay captains to be “on top of the situation in the barangay. That’s the only way for you to be able to address health problems, concerns, issues” in their barangay.

As the Aquino Health Agenda on the universal health care which targets all Filipinos to be enrolled in Philhealth, Sarangani also takes the challenge “to make all the municipal level hospitals PhilHealthaccredited.”

You always end up happier and more blessed by giving and putting others first. But you also find that those other people end up wanting to start changing because of your powerful influence and help in their life.

If today you realize that you’ve been putting yourself first before others, why not ask Jesus Christ to forgive you today? Then ask Him to start changing your character every day, so you can start enjoying the success that only comes from helping others succeed.

So, each day, taking one step at a time, we should pray for God’s Word to guide us, read or listen to God’s Word, and meditate on God’s Word when the problems, worries, and anxieties of life come along.

WE often become discouraged in life’s cares. But the word of God teaches us to “Cast your cares on the LORD and he will sustain you; he will never let the righteous fall” (Psalm 55:22), and “Cast all your anxiety on him because he cares for you” (1 Peter 5:7).

The truth is that God will sustain us, He will never let us fall, and He cares for us. Taken one at a time, we see first that God declares both His ability and His willingness to be our strength and support—mentally, emotionally and spiritually.

Imagine, two of the 13 already had their hands raised, as if in surrender, and yet they were still mercilessly gunned down.

while the two were raising their hands in surrender, the policemen and military men manning the checkpoint in Atimonan opened fire, upon the order of a man in civilian clothes, with such firepower that assured no one inside those vehicles will survive. Again, the question is: what is happening to our country, general?

Camiguin tourist arrivals hit 404,000 CAMIGUIN––Tourist arrivals in the island province of Camiguin increased 9.8 percent in 2012, the provincial tourism office here said.

DENR scales up clean water program AGUSAN del Norte - The Department of Environment and Natural Resources (DENR) is working toward protecting more river systems in the country, as part of its efforts to ensure clean, safe and sustainable water quality for a greater number of Filipinos.

T h is d e vel op e d, as DENR Secretary Ramon J.P. Paje recently signed an administrative order designating another important river system in Mindanao, as a water quality management area (WQMA) pursuant to Republic Act 9275, or the Philippine Clean Water Act of 2004.

Sec. Paje said the designation of Taguibo River in Agusan del Norte as WQMA signifies the government’s commitment to providing clean water which, according to him, “is a basic right of every Filipino.”

“Access to clean water is a fundamental human right and it is the duty of the government to guarantee this,” he pointed out.

He added, “Apart from that, access to safe drinking water and sanitation is among the eight Millennium Development Goals of the United Nations as a means to control the spread of

water-borne diseases.”

Sec. Paje said the designation of WQMAs is an important tool in enforcing the Clean Air Act as it calls for the protection of the water quality of river systems that are essential for livelihood and public health.

In the case of Taguibo River, it is a source of water supply for Butuan City and nearby towns. It plays a crucial role in local livelihood since it provides water for agricultural production.

The river also serves as principal sustaining resource to aquaculture in the area, and supports food production and industry in its jurisdiction.

“Just like what we are doing in other WQMAs, we have to maintain an acceptable water quality in the Taguibo River because it is a source of water supply and livelihood of the people of Butuan City, as well as the

towns of Magallanes and Remedios T. Romualdez in Agusan del Norte,” Sec. Paje stated.

The Butuan City Council had earlier passed a resolution recommending to the DENR Secretary the designation of Taguibo River as WQMA, saying its present condition requires serious protection and management actions by the local government and several stakeholders located within the watershed area.

Sec. Paje further said designating WQMAs will enable concerned officials both in the national and local levels to take focused

interventions on specific water quality issues relevant to a particular locality.

Under the Clean Water Act, the DENR, in coordination with the National Water Resources Board, is mandated to designate certain areas as WQMAs using appropriate physiographic units such as watershed, river basins, or water resources regions to effectively enforce its provisions and improve the water quality of water bodies.

The law seeks to provide a decentralized management system for water quality protection and improvement of rivers.

Likewise, the DENR is tasked to create a governing board for each WQMA, which is chaired by a regional director of the DENR’s Environmental Management Bureau (EMB).

Its members include the mayor and governor of the concerned local government unit and representatives of relevant national

government agencies, duly registered non-government organizations, and business and water utility sectors.

The governing board serves as a planning, monitoring and coordinating body. It also reviews the WQMA action plan prepared by EMB. Under the WQMA, the DENR and the stakeholders address the water quality problems, sources of pollution, and the beneficial use of the receiving water body.

They also determine what control measures to institute to effectively achieve water quality objectives or improvements.

There are at least seven other WQMAs earlier designated by the DENR. These are the Sinocalan-Dagupan river system in Pangasinan; the Marilao-MeycauayanObando river system and areas within the Laguna Lake Development Authority’s jurisdiction in Luzon; the Tigum-Aganan watershed and the Iloilo-Batiano river system in the Visayas; and the Silway River and the Sarangani Bay in Mindanao. It is more becuase an armed struggle is actually a rebellion against duly-constituted authorities which will never bring the desired economic development and stability for any nation.

The examples now of many countries where rebellions recently took place will show that the victory of rebels against authorities is actually empty if shortlived, with more violence and anarchy hitting those countries subsequently.

It is therefore clear that rebellion and armed struggles will only cause more harm than good. There is no substitute for following a non-violent approach to finding peace and prosperity. What is more, those who rebel against authorities are rebelling against what God has established, for all authority are established by God Himself, and anyone rebelling against them bring punishment to themselves (see Romans 13:1-2, the Bible).

According to OCHA’s monitoring, the need for shelter remained critical in Davao Oriental and Compostela Valley that were badly hit by typhoon Pablo on Dec. last year.

The typhoon caused extreme impact on shelter with 98 percent destroyed or 93 percent considered uninhabitable, based on the group’s survey.

At least 46,800 houses were totally damaged with 21,200 in Davao Oriental province and 25,500 in Compostela Valley province, based on reports.

The camp coordination and management task force reported that the typhoon displaced some 2,568 fami-

lies or 12,800 people in Compostela Valley, Davao Oriental and Surigao del Sur provinces.

Of the total number of displaced households, 875 families or 4,400 people are living in makeshift shelters, tents and bunkhouses based on the cluster’s recent assessment.

The UN humanitarian groups have provided some 54,500 shelter repair kits which include tarpaulins and corrugated galvanized iron sheets, some tools, fixings and materials “to ensure safe and adequate shelter.

In one TV show, The Script lead vocalist, Danny O'Donoghue said that the difference between an artist and a singer is that a singer, you can give a song and just let him sing but an artist is one you can collaborate with.

An artist is therefore, beyond a singer. An

artist is someone who has more musicality, more creativity and definitely more experience.
