ANILA- A lawmaker has urged for a congressional probe to stop the alleged plan of the National Housing Authority (NHA) to sell 16,334 square meters of the National Kidney and Transplant Institute (NKTI) to SM Development Corporation. The author of House Resolution 2930 is calling on the House Committee on Government Enterprises and Privatization to conduct a probe on the alleged sale, which he said could jeopardize the operations of NKTI. “NKTI has been the leading kidney and transplant institute in the country and its property holding will be diminished by the alleged sale,” Rep. Erico Aumentado of Bohol, said. Australia warn citizens to stay away from Southern Philippines By Al Jacinto of Mindanao Daily News Z AMB OANGA City–– Australia has warned its citizens against travelling to Mindanao following the recent release of a video of kidnapped Sydney adventurer Warren Rodwell, who is being held by al-Qaedalinked Abu Sayyaf in the southern Philippines. Rodwell was kidnapped by gunmen disguised as policemen on December 5, 2011 in his seaside home in the town of Ipil in Zamboanga Sibugay province. Maj. Gen. Ricardo Rain-

ier Cruz, commander of the 1st Infantry Division, said Rodwell is being held in Basilan province off Zamboanga City and that efforts are going on to rescue the former soldier. “Our efforts to locate Warren Rodwell are continuing, but the kidnappers have been constantly moving from one location to another and that is our problem now. He is also being used by the Abu Sayyaf as human shield and the safety of Warren is our top concern also,” Cruz told the Mindanao Examiner. In the latest video clip,

Rodwell, wearing a black sweat shirt appeared cleanly shaven, but frail and holding a copy of a newspaper dated December 16, 2012. “The Australian travel advice for the Philippines continues to recommend no travel in central or western Mindanao and warns of the danger of kidnapping in that area,” Australian Foreign Minister Bob Carr said in a statement. Carr said the prolonged captivity of Rodwell remains a major concern. “The Philippines Government has the lead in response to this case and is

devoting significant resources to securing Mr Rodwell’s release. The Australian Government is assisting Philippines authorities where appropriate. We are also in regular communication with Mr Rodwell’s family. It would not be helpful to Mr Rodwell to comment further,” he said. Cotabato, Koronadal City further personnel to carry firearms help typhoon Pablo survivors OROQUIETA City - The Commission on Elections (Comelec) is allowing personnel of privately-owned security, investigative, protective or intelligence agencies to carry firearms during the election period, January 13 to June 12, 2013. Comelec Resolution 9561-A that amended Section 32 of Republic Act No. 7166, however, provides that when in the possession of firearms, they are in agencyprescribed uniform with the agency-issued identification card prominently displayed and visible at all times, showing clearly the name and position. Provided also that they are in possession of a valid License to Exercise Security Profession (LESP) with Duty Detail Order (DDO) for security guards or Special Duty Detail Order (SDDO) for protection agents, and valid firearms license of the agency where

they are employed. Provided, further, that they are deployed by Private Security Agencies duly licensed by the Philippine National Police (PNP), deployed by Private Detective Agencies or Private Security Agencies duly licensed/accredited by the PNP, in case of Protection Agents and in the actual performance of duty at his specified place or area of duty. KORONADAL City - The local government units of South Cotabato province and Koronadal City are sending more assistance to areas ravaged by typhoon Pablo. Following the directive of Gov. Arthur Y. Pingoy Jr., a team of health officials from South Cotabato left for Baganga, Davao Oriental to assist in the medical mission. The team included Provincial Health Officer Rogelio Aturdido Jr., South Cotabato Provincial Hospital Chief Condrado Brana Jr., Norala District Hospital Head Mila Quinton, Lake Sebu Municipal Hospital Head Ana Marie Tuburan, Polomolok Municipal Hospital Head Graciano Vencer and IPHO Technical Chief Salvecio Dagang, with four nurses and a sanitary inspector. Dr. Aturdido said their deployment and specific assignments in the area were coordinated with

the Department of Health (DOH-12). They also brought with them P120,000 worth of drugs and medicines. A team of sanitary experts were also sent to the area to help educate residents in the preparation of clean drinking water and conduct water sanitation, while the Provincial Social Welfare and Development Office transported a truckload of relief goods collected by the provincial government. Earlier, South Cotabato LGU donated P1 million worth of aid to the hard hit

provinces of Compostela Valley and Davao Oriental. Officials of the PSWDO are also considering sending trained stress debriefers to help the survivors cope with the situation. Meanwhile , Koronadal City Mayor Peter Miguel announced today that the Sangguniang Panglungsod has approved his request for an allocation of P500,000 as second batch of aid for both provinces. Government vows to sustain public optimism in 2013 The government wants to ensure that inclusive growth benefits everyone next year through job generation and pro-poor programs, a Palace official said on Saturday. A recent Social Weather Station (SWS) survey found that nine out of ten Filipinos are looking forward to 2013 with hope. In a radio interview over state-run dzRB Radyo ng Bayan, Deputy Presidential spokesperson Abigail Valte said the administration is still focusing on job generation as well inclusive growth. “We see that the GDP (gross domestic product) has been surprising everybody; it seemed to be candid about it in the sense na the third quarter was really a very pleasant surprise for everybody,” she said. The survey results indicated that 92 percent of those surveyed were hopeful rather than fearful of the coming year. This was the predominant sentiment among respondents in Luzon (96 percent), Metro

Manila (93 percent), and the Visayas (93 percent). The survey was conducted from December 8 to 11. Mindanao residents, however, were less enthusiastic about the coming year’s prospects. Only 85 percent of those polled in Mindanao said they were hopeful. Also, with 2013 being an election year, Valte said the administration wants to do away with too much politicking so it could focus on governance. “On the part of the executive, while it may be an election year, the work in government still goes on. The work in government will continue despite the fact that it is an election year,” Valte said. The Commission on Elections (Election) has already come up with the list of the dates that are important particularly the start of the campaign period for the local and national levels. PND (as)

For poor gov’t workers, “pay what you can” only Indigent patients do not have to worry about their hospitalization expenses once a bill proposing the “pay-what-you-can policy” is enacted into law. Poor patients seeking diagnosis, treatment and cure from disease or illness shall be entitled to the “paywhat-you-can” policy in all government special hospital, medical center, institute or sanitarium once House Bill 6726 becomes a law. Rep. Winston Castelo (2nd District, Quezon City) who authored the bill says

that the Pay-What-You-Can Hospital Entitlement Policy Act of 2012, will require public hospitals, medical centers and sanitaria to perform to the optimum on its mandate of health care delivery. “This bill envisions that special hospitals, regional hospitals, medical centers and sanitaria should implement this ‘pay-what-you-can policy’ so that poor patients do not have to worry about their treatment, confinement or hospitalization, and healing from their illnesses,”

A rough, and almost infallible guide is that the Chinese New Year falls on the second new moon after the winter solstice. The winter solstice always falls on December 22nd, the next new moon is on January 11th 2013, and the second new moon is on February 10th 2013. Will and Guy admit that the precise rules for determining ‘When is the Chinese New Year’, are far more complex. HAPPY New Year! After a year, we are back. What do we expect of 2013? The Chinese calendar said it is the year of the water snake. They said that the snake represents luck and fortune. Well, whether it is a year of the snake or the dragon, a year has both things in common – luck and misfortune. For instance, the year 2013 is not a lucky year. The Egyptians believed that there are 13 steps in the ladder that leads to eternity. On reaching the 13 steps, soul attains spiritual completion. What makes the story significant with the year 2013? For those who would endeavor to succeed, the year 2013 would be an abundant year. Like any other years, 2013 is no different from those who would persevere. Everyone who would work hard has an opportunity to achieve fame, wealth, or power. The number of the year does not dictate an individual’s pursuit of happiness. A person should struggle to attain his dreams in business or in his career. However, there two kinds of contextual determination. One, the determination to do what is right. Peace can come anytime

THE country has been at war against its own people for many years. It was facing the Muslim insurgents in one hand and the New Peoples Army in the other. Thousands of lives had been buried six feet under the ground and so much damage in property could not be accounted anymore. Tears from our own brothers and sisters were wasted as much as heartaches, ill feelings hatred, fighting everywhere day and night, It was painul. ‘The war against the insurgents were too painful to bear. Nobody won the fight and everybody shed their tears or the pain and hatred. It was too much to feel the harm suffered by both the government and the warriors in the wilderness. The reason is all the warriors involved are brown people, the same Filipinos who were ready to wallow in their graves in the name of principle. There is no

Of course, the government is ready to accept peace by all means and it did not take long or things were ironed out and peace was established. The Muslims rebels returned to their homes in Mindanao and now enjoying the air of peace and silence. Just recently, the New Peoples Army was talking about peace too. After all these years of deadly skirmishes in the hills and elsewhere, these Filipino

rebels must have felt tired of a long war that could not be won. Thousands of people were killed for this cause. And just like the Muslim rebels, there seems to be light at the end of a tunnel. Peace smells so nicely and I hope things will go on beautifully to reach the center of peace. The government should make use of these signs of peace and bring our brothers to a conference table and shake hands with them. With this developments, peace would not be an elusive dream for every Filipino. We shall all embrace the feeling of love and affections from our brothers. Let us accept them back to the fold and let them enjoy the beauty of peace in our homes. These people are like us in all matters and surely missed so much the value of love and friendship. Let us all exist side by side with equality and love as Filipinos.

Climate Change Is Taking Place ‘Before Our Eyes’ “Typhoons aren’t unusual in the Philippines or the US, but both of these were well outside their normal timescale and location.” WHEN in September the Arctic sea ice that freezes and melts each year shrank to its lowest extent ever recorded and then contracted a further 500,000 sq km, the small world of ice scientists was shocked. This was unprecedented, yet there was nothing unusual about the meteorological conditions in the Arctic in 2012, no vast storms to break up the ice, or heatwave to hasten the retreat. Only widespread warming of the atmosphere could have been responsible for less ice growth during the winter and more ice melt during the summer, the scientists concluded. It was, said the World Meteorological Organisation (WMO), just one of dozens of major physical events in 2012 that convinced many people that the extremes have become normal. The most dramatic event was possibly hurricane Sandy, which swept through the Caribbean and up the east coast of the United States, leaving hundreds dead and thousands without power or shelter. But just a few weeks later it was possibly surpassed in strength by super-typhoon Bopha, which roared across Mindanao in the Philippines killing at least 900 people and leaving hundreds of thousands of people displaced. Typhoons aren’t unusual in the Philippines or the US, but both of these were well outside their normal timescale and location. Officially, said the WMO, the first 10 months of 2012 were the ninth-warmest since records began in the mid-19th century, with early months cooled by a La Niña weather event in the Pacific. In addition, 2012 broke the record for carbon dioxide concentration in the atmosphere. Governments saw records tumble almost every season. According to Nasa, it’s now been 28 years since the globe experienced temperatures cooler than the 1951-1980 average. Globally, 10 of the 11 hottest years have now been in the last 11 years. The US was on course to experience by far its hottest year on record. Nearly 15,000 new daily heat records were set and Europe had its warmest spring ever recorded. Heatwaves, droughts, floods and hurricanes battered vulnerable countries. “The danger signs are all around. One-third of the world’s population lives in countries with moderate to high water stress; land degradation affects 1.5 billion people. Severe drought conditions hit Russia and Siberia during June and July. In China, Yunnan and southwestern Sichuan provinces experienced severe drought during winter and spring. Northern Brazil witnessed the worst drought in 50 years, and the April–October precipitation total in Australia was 31% below normal. Many parts of western Africa and the Sahel, including Niger and Chad, suffered serious flooding between July and September because of a very active monsoon. Exceptional floods hit Nigeria and parts of southern China experienced their heaviest rainfall in the last 32 years. Devastating monsoon floods hit Pakistan during September. Only the number of cyclones worldwide was around normal. But, said the WMO, there was some evidence that they were more intense.
