ANILA- A lawmaker has urged for a congressional probe to stop the alleged plan of the National Housing Authority (NHA) to sell 16,334 square meters of the National Kidney and Transplant Institute (NKTI) to SM Development Corporation. The author of House Resolution 2930 is calling on the House Committee on Government Enterprises and Privatization to conduct a probe on the alleged sale, which he said could jeopardize the operations of NKTI. “NKTI has been the leading kidney and transplant institute in the country and its property holding will be diminished by the alleged sale,” Rep. Erico Aumentado of Bohol, said. According to NKTI Medical Director Jose Dante Dator, the NHA announced the sale of the 16, 334-square A Mascot adds more fun to the children at the evacuation center in New Bataan town of Compostela Valley province on December 28. Bath shower, feeding, and children games were some of activities during the day which are part of the “Shower of Love” program of the meter property in a province.

Australia warn citizens to stay away from Southern Philippines By Al Jacinto of Mindanao Daily News Z AMB OANGA City–– Australia has warned its citizens against travelling to Mindanao following the recent release of a video of kidnapped Sydney adventurer Warren Rodwell, who is being held by al-Qaedalinked Abu Sayyaf in the southern Philippines. Rodwell was kidnapped by gunmen disguised as policemen on December 5, 2011 in his seaside home in the town of Ipil in Zamboanga Sibugay province. Maj. Gen. Ricardo Rain-

ier Cruz, commander of the 1st Infantry Division, said Rodwell is being held in Basilan province off Zamboanga City and that efforts are going on to rescue the former soldier. “Our efforts to locate Warren Rodwell are continuing, but the kidnappers have been constantly moving from one location to another and that is our problem now. He is also being used by the Abu Sayyaf as human shield and the safety of Warren is our top concern also,” Cruz told the Mindanao Examiner. In the latest video clip,

Rodwell, wearing a black sweat shirt appeared cleanly shaven, but frail and holding a copy of a newspaper dated December 16, 2012. “The Australian travel advice for the Philippines continues to recommend no travel in central or western Mindanao and warns of the danger of kidnapping in that area,” Australian Foreign Minister Bob Carr said in a statement. Carr said the prolonged captivity of Rodwell remains a major concern. “The Philippines Government has the lead in response to this case and is

devoting significant resources to securing Mr Rodwell’s release. The Australian Government is assisting Philippines authorities where appropriate. We are also in regular communication with Mr Rodwell’s family. It would not be helpful to Mr Rodwell to comment further,” he said. Rodwell, in his 2 minute video clip, said: “I have been held prisoner, kidnapped by Abu Sayyaf Muslim terrorist group for over one year, actually 54 weeks today. I was kidnapped on December 5, 2012. This video clip today is to say that I am live. I am waiting to be released. I have no idea what’s going on outside. I am just kept, held prisoner in isolation.” “Again, I am alive. It’s 378 days I think, something

like that. This newspaper is from the Philippines. If any, honestly and if there is some negotiation I do not get any information and the people around me don’t normally speak English and I understand something is happening but I don’t know when. I do not expect to be released before the year 2013 at the earliest. I personally hold no hope at all for being release. I do not trust the Abu Sayyaf, I do not trust the Australian government. I just don’t trust anyone, personally, I don’t care.” The Abu Sayyaf has demanded $2 million ransom for Rodwell’s safe release, but his Filipina wife, Miraflor Gutang, said they cannot afford to pay the kidnappers. Government vows to sustain public optimism in 2013 The government wants to ensure that inclusive growth benefits everyone next year through job generation and pro-poor programs, a Palace official said on Saturday. A recent Social Weather Station (SWS) survey found that nine out of ten Filipinos are looking forward to 2013 with hope. In a radio interview over state-run dzRB Radyo ng Bayan, Deputy Presidential spokesperson Abigail Valte said the administration is still focusing on job generation as well inclusive growth. “We see that the GDP (gross domestic product) has been surprising everybody; it seemed to be candid about it in the sense na the third quarter was really a very pleasant surprise for everybody,” she said. The survey results indicated that 92 percent of those surveyed were hopeful rather than fearful of the coming year. This was the predominant sentiment among respondents in Luzon (96 percent), Metro

Manila (93 percent), and the Visayas (93 percent). The survey was conducted from December 8 to 11. Mindanao residents, however, were less enthusiastic about the coming year’s prospects. Only 85 percent of those polled in Mindanao said they were hopeful. Also, with 2013 being an election year, Valte said the administration wants to do away with too much politicking so it could focus on governance. “On the part of the executive, while it may be an election year, the work in government still goes on. The work in government will continue despite the fact that it is an election year,” Valte said. The Commission on Elections (Election) has already come up with the list of the dates that are important particularly the start of the campaign period for the local and national levels. PND (as)

For poor gov’t workers, “pay what you can” only Indigent patients do not have to worry about their hospitalization expenses once a bill proposing the “pay-what-you-can policy” is enacted into law. Poor patients seeking diagnosis, treatment and cure from disease or illness shall be entitled to the “paywhat-you-can” policy in all government special hospital, medical center, institute or sanitarium once House Bill 6726 becomes a law. Rep. Winston Castelo (2nd District, Quezon City) who authored the bill says

that the Pay-What-You-Can Hospital Entitlement Policy Act of 2012, will require public hospitals, medical centers and sanitaria to perform to the optimum on its mandate of health care delivery. “This bill envisions that special hospitals, regional hospitals, medical centers and sanitaria should implement this ‘pay-what-you-can policy’ so that poor patients do not have to worry about their treatment, confinement or hospitalization, and healing from their illnesses,”

Castelo said. “The whole rationale of this measure is anchored on the view that the proposal while it sounds novel or bold is actually just a simple mechanism of check and balance,” Castelo said. “Another part of this check-and-balance mechanism is to check and count how much in guaranty letters from the Philippine Charity Sweepstakes Office (PCSO) go into the budgetary, fiscal and management affairs of each of hospitals, poor | page 10

The Chinese Calendar says:

2013 is Year of the Snake

Unlike western calendars, the Chinese calendar has names that are repeated every 60 years. Within the ‘Stem-Branch’ system is shorter cycle of 12 years denoted by animals: 2013 is the year of the Snake. It is the guĭ-sì year (Water Snake). Guĭ (Yin Water) is the tenth of the ten celestial stems and Sì (Snake) is the sixth of the twelve terrestrial branches and marks this 10/6 the year of the Snake. Calculating ‘When is the Chinese New Year in 2013’ The fact that the date of Chinese New Year varies within about a month is a clue that it’s linked to the new moon. A rough, and almost infallible guide is that the Chinese New Year falls on the second new moon after the winter solstice. The winter solstice always falls on December 22nd, the next new moon is on January 11th 2013, and the second new moon is on February 10th 2013. Will and Guy admit that the precise rules for determining ‘When is the Chinese New Year’, are far more complex. For example, one problem with any lunar calendar system is that some years there are 13 new moons. The Chinese deal with this by slotting in an extra intercalary month. snake| page 10

THINK a minute. A little boy named Mike was watching his mother bake a cake. She put all the ingredients on the table: flour, butter, sugar, baking powder, eggs, and vanilla. Then when his mother wasn’t looking, little Mike sneaked a taste of each ingredient. But they all tasted bad just by themselves! Then he watched his mother mix all the ingredients together, pour them into a pan and then into the oven to bake. That night after Mike had enjoyed 2 big pieces of the cake, he said: “Wow! How can mixing all those BAD tasting things make such a GOOD cake?” His mother smiled and answered: “Son, the magic is in the mix!” You see, sometimes bad things happen to us; and that

Think A Minute Jhan Tiafau Hurst thing by itself can be terrible and painful. We might get discouraged and lose hope because we think it’s hurt or ruined our plans for a good life. Maybe you didn’t get that job you really wanted; or your daughter dropped out of school because she became pregnant. It could be that someone in your family suddenly became very sick. Naturally when bad things like this happen to us, it’s very hard for us to imagine that anything good

can possibly come out of it. We might continue to blame ourselves or others for causing these bad things to happen. For example, we might keep making our pregnant daughter feel that she’s a failure and loser because that mistake she made has now ruined her life. But friend, if a person is a failure just because they failed, then we’re all failures! We’ve all failed at one time or another. That’s exactly why Jesus Christ came:

to forgive and free us from all our past failures and wrongs so we can have a fresh start. But this time we will have His strength and character living in us. So why not make today the first day of your new life? Sincerely ask Jesus to forgive you for your past wrongs, and to take full charge so He can start changing your life. Then with His power and help you can start living His way every day. Jesus will even take all the bad things from your past and start mixing them together so that in the end they can actually benefit you. Then instead of being guilty and ruined by those things anymore, you’ll thank God for forgiving you and using those lessons to change you into a much better, happier person. Just Think a Minute.

The good and bad side of 2013

HAPPY New Year! After a year, we are back. What do we expect of 2013? The Chinese calendar said it is the year of the water snake. They said that the snake represents luck and fortune. Well, whether it is a year of the snake or the dragon, a year has both things in common – luck and misfortune. For instance, the year 2013 is not a lucky year. With the number Cris Diaz 13, believers of ‘myths’ say that one should take extra precaution of the year 2013. Thirteen is said to be an ‘unlucky’ number. However, Europeans believed that 13 is the number that represented Judas Escariote of Jesus’ Last Supper with his disciples. Judas got the 13 number since he was the 13th and the last to arrive during the Last Supper. The number 13’s unfortunate tag was bolstered when Judas turned traitor against Jesus Christ. Judas allegedly sold Christ’s for 13 pieces of Silver so Roman soldiers could arrest Him. Since then, the number 13 bore the

malediction of ‘card (Tarot) readers, ‘seers,’ and ‘fortune tellers.’ The number of steps in a gallows is 13. In contrast, the Asians particularly the Chinese mythology believed that 13 is a powerful number. Like in Greek mythology, Zeus, the number 13 in the line of gods was the most powerful. The Egyptians believed that there are 13 steps in the ladder that leads to eternity. On reaching the 13 steps, soul attains spiritual completion. What makes the story significant with the year 2013? For those who would endeavor to succeed, the year 2013 would be an abundant year. Like any other years, 2013 is no different from those who would persevere. Everyone who would work hard has an opportunity to achieve fame, wealth, or power. The number of the year does not dictate an individual’s pursuit of happiness. A person should struggle to attain his dreams in business or in his career. However, there two kinds of contextual determination. One, the determination to do what is right. The other is the obsession to succeed surreptitiously. Whatever that means, it is up to the person concern. Whether it is 2013 or not, we are still masters of our destiny. Peace can come anytime

THE country has been at war against its own people for many years. It was facing the Muslim insurgents in one hand and the New Peoples Army in the other. Thousands of lives had been buried six feet under the ground and so much damage in property could not be accounted anymore. Tears from our own brothers and sisters were wasted as much as heartaches, ill feelings hatred, fighting everywhere day and night, It was painul. ‘The war against the insurgents were too painful to bear. Nobody won the fight and everybody shed their tears or the pain and hatred. It was too much to feel the harm suffered by both the government and the warriors in the wilderness. The reason is all the warriors involved are brown people, the same Filipinos who were ready to wallow in their graves in the name of principle. There is no

The Striker Ben Emata Jr. precise estimate as to the number of people killed in this senseless war between Filipinos. This kind of war could have been avoided long time ago. All the combatants failed to understand the heartbeats of every Filipino warrior. We had thousands upon thousands of wives and children crying for their lost husbands. We had relatives shouting after a defeat. The war certainly brought on all sides extreme fear and hatred. Fight and revenge were in the heart of our people and surely it was too painful to bear the feeling of fighting. After all those years in

the battlefield, there appear in the horizon a light of hope for peace. The Muslim rebels have appeared before the government and discussed sincerely the matter of peace. Of course, the government is ready to accept peace by all means and it did not take long or things were ironed out and peace was established. The Muslims rebels returned to their homes in Mindanao and now enjoying the air of peace and silence. Just recently, the New Peoples Army was talking about peace too. After all these years of deadly skirmishes in the hills and elsewhere, these Filipino

rebels must have felt tired of a long war that could not be won. Thousands of people were killed for this cause. And just like the Muslim rebels, there seems to be light at the end of a tunnel. Peace smells so nicely and I hope things will go on beautifully to reach the center of peace. The government should make use of these signs of peace and bring our brothers to a conference table and shake hands with them. With this developments, peace would not be an elusive dream for every Filipino. We shall all embrace the feeling of love and affections from our brothers. Let us accept them back to the fold and let them enjoy the beauty of peace in our homes. These people are like us in all matters and surely missed so much the value of love and friendship. Let us all exist side by side with equality and love as Filipinos.

Climate Change Is Taking Place ‘Before Our Eyes’ “Typhoons aren’t unusual in the Philippines or the US, but both of these were well outside their normal timescale and location.” WHEN in September the Arctic sea ice that freezes and melts each year shrank to its lowest extent ever recorded and then contracted a further 500,000 sq km, the small world of ice scientists was shocked. This was unprecedented, yet there was nothing unusual about the meteorological conditions in the Arctic in 2012, no vast storms to break up the ice, or heatwave to hasten the retreat. Only widespread warming of the atmosphere could have been responsible for less ice growth during the winter and more ice melt during the summer, the scientists concluded. It was, said the World Meteorological Organisation (WMO), just one of dozens of major physical events in 2012 that convinced many people that the extremes have become normal. The most dramatic event was possibly hurricane Sandy, which swept through the Caribbean and up the east coast of the United States, leaving hundreds dead and thousands without power or shelter. But just a few weeks later it was possibly surpassed in strength by super-typhoon Bopha, which roared across Mindanao in the Philippines killing at least 900 people and leaving hundreds of thousands of people displaced. Typhoons aren’t unusual in the Philippines or the US, but both of these were well outside their normal timescale and location. Officially, said the WMO, the first 10 months of 2012 were the ninth-warmest since records began in the mid-19th century, with early months cooled by a La Niña weather event in the Pacific. In addition, 2012 broke the record for carbon dioxide concentration in the atmosphere. Governments saw records tumble almost every season. According to Nasa, it’s now been 28 years since the globe experienced temperatures cooler than the 1951-1980 average. Globally, 10 of the 11 hottest years have now been in the last 11 years. The US was on course to experience by far its hottest year on record. Nearly 15,000 new daily heat records were set and Europe had its warmest spring ever recorded. Heatwaves, droughts, floods and hurricanes battered vulnerable countries. “The danger signs are all around. One-third of the world’s population lives in countries with moderate to high water stress; land degradation affects 1.5 billion people. Ice caps are showing unprecedented melting, permafrost is thawing, sea levels are rising. The abnormal is now the new

normal,” said UN secretary general Ban Ki-moon. Former US vice-president Al Gore backed this up: “Every night on the news now, practically, is like a nature hike through the Book of Revelation.” “Far-reaching changes [are] taking place on Earth’s oceans and biosphere. Climate change is taking place before our eyes and will continue to do so as a result of the concentrations of greenhouse gases in the atmosphere, which have risen constantly and again reached new records,” said Michel Jarraud, head of the Geneva-based WMO. “Natural cooling events such as La Niña do not alter the underlying long-term trend of rising temperatures due to climate change as a result of human activities,” he added. But the climate sceptics hit back, saying hysteria was fuelling fears of nonexistent man-made climate change. “The promoters … have essentially declared that manmade climate change will cause many bad weather events to happen. And since bad weather events always happen, there is no shortage of ‘proof ’ of their predictions,” said Marc Morano of Climate Depot. “They can always claim every bad weather event as evidence of their correctness. There is no way anyone can falsify the global warming claims now because any weather event that happens ‘proves’ their case, despite the fact that the current weather is neither historically unprecedented, nor unusual,” he added. Nevertheless, the US government’s official drought monitor showed nearly two-thirds of the continental US (65.5%) to be in unprecedented “moderate to exceptional drought” by 25 September. Severe drought conditions hit Russia and Siberia during June and July. In China, Yunnan and southwestern Sichuan provinces experienced severe drought during winter and spring. Northern Brazil witnessed the worst drought in 50 years, and the April–October precipitation total in Australia was 31% below normal. Many parts of western Africa and the Sahel, including Niger and Chad, suffered serious flooding between July and September because of a very active monsoon. Exceptional floods hit Nigeria and parts of southern China experienced their heaviest rainfall in the last 32 years. Devastating monsoon floods hit Pakistan during September. Only the number of cyclones worldwide was around normal. But, said the WMO, there was some evidence that they were more intense. Aumentado said one of the two areas is currently used as parking space while the other is the subject of a dispute involving alleged illegal settlers. “There seems to be bad faith on the part of the NHA because as disclosed by Dator, that until the publication of the Notices of Disposition, the NKTI and the NHA had been negotiating for the transfer of the land from the housing agency to the hospital,” Aumentado said. “In fact, Dator said, the two agencies had actually come to of the Philippines, National Kidney and Transplant Institute, Philippine Children’s Medical Center, Philippine Heart Center, and Philippine Institute of Traditional and Alternative Health Care.

a tacit agreement on the mode of payment. He recalled that in a meeting held in mid-2012, they all agreed to negotiate and that the compensation will be in the form of medical services to NHA workers,” Aumentado added. Aumentado said the NKTI has been granted usufractuary rights over the lots it occupies now, including parking areas and other appurtenances by Presidential Proclamation No. 2381 given the fact that NKTI is a government owned and controlled corporation attached to the Department of Health (DOH). “We recognize the need for the establishment of a business hub as envisioned by the Quezon City government and NHA but, such development must be balanced with the requirements of NKTI, the usufractuary of the lot within the government center as promulgated by Presidential Proclamation No. 2381,” Aumentado said.

The typhoon destroyed at least 13,884 hectares of Cavendish bananas; 23,598 hectares of cardava; and 3,963 hectares of lacatan with a total cost of damage amounting to P19.8 billion based on the data from the agriculture department in Davao Region. Some 3,000 workers and students will benefit from DOLE’s “Sagip Mangagawa” and “Sagip Mag-aaral” projects, Suyao said. The Sagip Mangagawa project is aiming to provide employment to workers at P225.75 per worker per day in the municipalities of New Bataan, Compostela, Monkayo, Montevista and Laak in Compostela Valley; and the towns of Baganga, Cateel, Boston and Caraga in Davao Oriental. At least 60 students under the Sagip Mag-aaral project

are now working in the relief operations center of the Department of Social Welfare and Development (DSWD) for about 10 working days and some of them are in field work profiling the affected families. Workers under the project will work for 15 days to do clean-up and rehabilitation like clearing the debris, dredging of silted canals and repairing of roads and bridges. The three existing labor unions in the affected areas also vowed to forge partnership with DOLE to help the displaced workers. Suyao said the labor unions like the Nagkahiusang Mamumuo sa Suyapa Farms, Freshmax Workers Union and the Nagkahiusang Mamumuo sa San Jose pledged to provide P750,000 worth of livelihood assistance. The workers’ union of the Korean-owned firm, Freshmax Banana in Compostela Valley will also put up a consumer store.

Petilla highlights transparency in implementing energy reform agenda THE Department of Energy (DOE) formally launched its 2012-2030 Philippine Energy Plan (PEP) which aims to ensure a stable, secure, sustainable, and reasonably-priced energy. In cognizance of the United Nations General Assembly’s declaration of year 2012 as the International Year of Sustainable Energy for All, the PEP envisions to build a low carbon

economy through various initiatives, such as: tripling renewable energy capacity by 2030, promotion of energy efficiency as a way of life, as well as advocacy for alternative energy to attain 30% adoption of alternative fuels to power public utility vehicles. Assessing the energy needs of the country over the next 20 years, the Department of Energy (DOE)

for private and public establishments In addition, Secretary Carlos Jericho L. Petilla emphasized that the Plan strengthens the foundation of DOE’s previous energy framework towards the achievement of the sector’s long-term goals. “You may see that this Plan is similar to the previous energy plan, we just updated the figures. We have

to take note that a plan that changes annually is not a good plan. There must be some consistency so that measures and policies that are originally envisioned to have long-term benefits will be effective,” Sec. Petilla said. The three pillars of the Aquino Administration’s Energy Reform Agenda continue to contribute to the Plan’s objectives, but to enhance public participation, Sec. Petilla highlighted that transparency is needed to enable decisions and implementation to be done according to established rules and regulations. This will also ensure that adequate and reliable information are directly accessible to those who will be affected by such decisions. “Transparency is a key factor to the success of any market driven industry such as energy. The energy indus-

try is a complex industry but there is a way to laymanize things. By making it more basic and understandable for the public, we will be able to provide transparency which is greatly needed in this sector since energy is one of the most important basic necessities,” Sec. Petilla further explained. Like the rest of the world, the Philippines is facing a moment of decision in terms of using energy in a more environment-friendly way. Thus the plan identifies the energy pathways towards a low carbon economy and identifies the most efficient energy options. The launch was held at the Grand Ballroom of Hotel Intercontinental-Makati on 19 December 2012 with 370 attendees from the international community, Congress, local government units, private sector, and the academe.
