Police gather leads to identify killers of Valencia’s dad

VALENCIA CITY, Bukidnon–- Police continue to gather leads that would establish the killing of a city councilor of Valencia Tuesday afternoon.

Valencia City Mayor Leandro Catarata said unidentified armed men shot dead City Councilor Gino Antonio Zambrano Tuesday afternoon.

Catarata said that the shooting shocked city residents and officials since the city councilor has no known enemies.

Police have already gathered some leads but would not disclose anything that would preempt the investigation, Catarata said.

Zambrano was on board his car when waylaid by unknown gunmen, Catarata added.

He is the political officer of Senator Ralph Recto for DAR-10 Adopt-a-Child Program. Hot pursuit vs rebels continue CAMP EVANGELISTA, Cagayan de Oro City -The military continued its pursuit against suspected rebels of the New People’s Army (NPA) who raided houses in Misamis Oriental Tuesday morning.

Flood takes heavy toll on Carmen town agri

DAVAO del Norte––The Municipality of Carmen is losing more than P21 million in agriculture and fisheries when floodwaters from three major rivers have swamped for two days its rice fields and aquaculture fishpens.

Municipal Mayor Marcelino Perandos, in an interview Tuesday, said the massive flooding that has hit his town since Sunday evening (Jan. 20) has displaced a number of families and has substantially ruined farming livelihood of his people.

In a separate interview, Municipal Agriculture Officer Maximo Pillotes placed estimates of damaged rice farms at 2,003 hectares

which were either at newly transplanted stage, vegetative stage or still at their seed-bed stage.

Brackish and fresh-water fishponds with a combined land area of 130 hectares have also lost productivity when Liboganon, Tuganay and Ising rivers have spawned huge volume of flood-waters for about four days now due to continuous raining caused by the tail-end of the cold-front.

Rice farms and fishponds are still nowhere in sight as rice paddies have been submerged in about two meters of flood waters, turning Carmen’s wide rice farms into a sea of murky waters which have spilled over more than 2 kilometer stretch of the national highway along barangays

Tuganay and Guadalupe.

Noting the recent flooding as the second of such magnitude he had witnessed since 1982, Perandos called on concerned government agencies and even the humanitarian agencies to assist his town recover.

On top of food assistance and medicine for affected families, he is also appealing for rice seeds, rice inputs and biologics for livestock.

Meanwhile, Perandos prioritized relief distribution to agriculture-dependent barangays particularly in Tuganay, Guadalupe and Maba-os among others where constituents are largely dependent on farming.

“While others are disrupted from doing their jobs, people there have noth-

ing else as their source of income,” he said as noted heavy loss in agriculture.

Only one barangay is declared not affected. The rest of the 20 barangays suffered a blow due to massive flooding.

Flooded barangays are Ising, Tuganay, Guadalupe, Mabaus, Salvacion, Anibongan, San Isidro, New Camiling, Asuncion, Cebulano, Mangalcal, Sto. Nino, Alejal, Taba, Magsaysay, Tubod, La Paz, Tibulao and Mabuhay.

The flood has caused disruption of normal flow of daily lives to some 16,300 families and even displaced a total of 3,405 families who have sought refuge at the

municipal and barangay gymnasiums and barangay centers. Others, however, prefer to stay along the national highway.

The municipal government had already dispatched Tuesday 2,000 family food packs and the Provincial Social Welfare and Development Office (PSWDO) sent Monday some 2,500 packs of relief assistance from the Department of Social Welfare and Development (DSWD).

Perandos bared efforts to stretch relief provisions from DSWD by repacking the food packs of 15 kilos of rice into five kilos “so more can benefit from the

assistance.”

He appealed for more relief assistance to include water supply, as he expected his constituents to experience more flooding occurrences, and would eventually be displaced more often.

“This is due to the tailend of the cold-front, but PAGASA says we will be experiencing inter-tropical convergence zone. If these (weather conditions) come more often, we will again be flooded,” he said.

He raised concern on frequents floods to hit his town as the river dikes had been destroyed causing flood-waters to spread all over his town.

Rebels chided anew for Davor ambush

By Joey Sem G. Dalumpines MAWAB, Compostela Valley––The military chided the communist rebels anew for the explosion of an improvised explosive device that left one soldier killed and six injured last Tuesday (Jan.22) in Sitio Mainit, Barangay Calapagan, Lupon, Davao Oriental.

Lt. Col. Lyndon Paniza, spokesperson of the 10th Infantry Division said the New People’s Army once more showed its cruelty by disrupting a humanitarian activity intended for the survivors of typhoon Pablo.

He identified the lone fatality as Private First Class

Jhasam Diaz, a member of the 28th Infantry Battalion.

Paniza said Diaz passed away while undergoing treatment at the provincial hospital of Davao Oriental.

He said the six other survivors are being treated for their injuries.

“The soldiers on board two Army trucks were going back to their headquarters from security and rehabilitation operation of the typhoon Pablo when an improvised landmine exploded hitting the rear portion of the second vehicle,” he said.

DOH-Caraga posts 1.05% dengue fatality in 2012

BUTUAN City - The Department of Health (DOH) in Caraga Region has recorded a 1.05 percent dengue case fatality rate in 2012, which is slightly above the national figure of less than one percent.

In a press statement, the health department in the region said a total of 22 deaths out of the total number 2,090 cases were recorded in the region last year.

The DOH officials said the 2,090 suspected dengue cases were admitted from January 1 to December 31, 2012.

Of this figure, Agusan del Sur had the most number with 576; followed

by Butuan City, 398; Surigao City, 286; Surigao del Norte, 214; Bislig City, 147; Surigao del Sur, 138; Agusan del Norte, 108; Bayugan City, 105; Cabadbaran City, 51; Tandag City, 38; and the province of Dinagat Islands, 29.

The clustering of cases were noted in different barangays. For Surigao City, residents in barangays San Juan, Taft, and Washing-

ton were recorded to have dengue cases. Barangays 1 and 9 were recorded in Cabadbaran City.

In this city, the barangays of Ambago, Baan Km. 3, Libertad, San Mateo, San Vicente, Tungao and Villa Kanangga were included in the list. Meanwhile, three barangays in Bayugan City were also noted to have been affected. These were the Poblacion, Hamogaway, and Maygatasan.

Further, Barangay Urbiztondo in Claver, Surigao del Norte; Barangay Poblacion in Esperanza, Agusan del Sur; and Barangay 5 in San Francisco, Agusan del Norte were also recorded by the agency to have been affected by the virus.

Health officials in the region explained that clustering is defined as two or more cases in a week in a certain area or barangay.

Ages of cases ranged from less than one month old to 86 years old where 41 percent belonged to 0 to 10 years age group. More males, 53 percent were affected than females, 47 percent.

In a related development, the DOH-Center for Health Development (CHD)-Caraga has conducted several activities to address the concern on the increasing number of cases.

The agency reported they have been conducting close coordination with local government units, hospitals, and Epidemi-

DOH also disseminated surveillance report to all provinces, cities and municipalities with clustering of cases, as well as issuing of advisory and information materials.

Anti-mining advocates urge ‘eco-tourism’ in Surigao

SURIGAO del Sur- Thousands of anti-mining advocates have launched a campaign against rampant small and large scale mining operations that, for years, have severely affected the life of the farmers in this province.

During the ‘Mining or Eco-tourism’ symposium at the Cantilan municipal gymnasium, Monday, some 20,000 people from various sectors have expressed support for the immediate stoppage of mining operations in the area.

According to Elvie Arrubio, president of the Cantilan Irrigation System Federation Irrigators Association (CISFIA), mining – whether legal or illegal – have threatened the life of many farmers, as it gravely affects their till, consequently disabling them to sustain the education of their children.

“For almost four years na nag-ooperate ang mining sa lugar naming, apektado na ang pamilya namin kasi wala nang tubig sa watershed at sira na,” Arrubio said in an interview of Mindanao Star.

Arrubio was only glad, the local chief executive of Cantilan town is so much supportive of their cause against

mining in a way of filing suit in court against the operators.

The town’s women’s group has also expressed support for the total ban of mining in the entire province.

Janise Ann Quintos-Erriberi, president of the Cantilan Women’s Club, said that one of their intensions is to protect the environment, thus they have opted to join the campaign against mining.

Erriberi claims her group to have been established almost 10 years ago, with 1, 345 members.

“Kagaya ko, meron kaming farm land, iba na kasi ang sitwasyon ngayon. Hindi na kagaya noon na ang tubig ay malinis. Pag-umuulan madaling bumaha,” she said.

Erriberi blames the rampant mining operations for the flashfloods that frequently are happening in the towns of Cantilan, Carascal, Madrid, Carmen and Lanuza (Carcanmadcarlan).

“We have never been into this situation before the mining operations came,” she further said.

When typhoon ‘Pablo’ struck southern Philippines late last year, Surigao del Sur was among the badly-affected provinces.

AGUSAN del Sur - Of the province’s 314 barangays, 194 were affected by typhoon ‘Pablo, displacing 45,190 families or almost 222,000 persons.

In its meeting recently, the Provincial Disaster Risk Reduction and Ma n a g e m e nt C o u n c i l (PDRRMC) also reported that 188 persons died, one remains missing while 28 were injured.

The total estimated amount of damages on social and economic sectors reached P2.98 billion, agriculture claiming to be on top, with P1.7 billion, and economic with P873 million.

As reported by Provincial Agriculturist Jorex Elivaso, many farmers have already harvested their rice when the typhoon came, with 16,700 hectares of farmlands affected, the damage was still tremendous on rice, corn, rubber, banana, oil palm, and coconut.

Totally-damaged houses in six most affected municipalities of Veruela, Sta. Josefa, Trento, Bunawan, Lapaz and Loreto reached 11,982 while partially-damaged were 26,172 houses, with an estimated

cost of P327,567,228.

In education, of the 473 elementar y classrooms destroyed by ‘Pablo’, 161 were totally- damaged and 312 partially.

In the secondary level, totally-damaged classroom reached 21, while partiallydamaged, 85 estimated to cost P364.3 million.

Damage on health and social facilities totalled P182 million, broken down as government buildings, P91 million; 24 day-care centers, P6.4 million; 14 health centers, P2.1 million; 16 barangay halls, P10 million; 8 multipurpose buildings, g ymnasium P4.65 million; and other public buildings, P67.85 million.

A total of `141 kilometers of roads were damaged, with an estimated cost of P116 million, while five bridges were also damaged amounting to P12.65 million.

Two flood control facilities costing P58 million were also damaged, while power lines claimed P30 million damage, and the solar power to 143 houses, costing P5.5 million.

Some 8,907 hectares of watershed were also reported damaged while tree

parks claimed six hectares damaged.

For the second growth f o r e s t , d a m a g e s h av e reached 262,305.54 hectares.

The report was rendered by Vice Governor Santiago Cane Jr. in said PDRRMC meeting, presided over by Gov. Adolph Edward Plaza, The governor expected to know such figures to facilitated the distribution of necessary relief goods, materials and services.

“Though we have already distributed partial materials, like galvanized iron and other construction materials to the typhoon victims, we need more because of their number,” the governor stated.

“We all know that it will take time for them to recover as their means of livelihood and crops were also damaged. I am therefore knocking on the hearts of our friends for help, so that our fellow Agusanons can recover the earliest possible time,” Gov. Plaza said.

KORONADAL City - She’s an ordinary barrio girl full of ambition, yet her family’s economic status did not get in the way for her to finish any course in college and land a decent job to support her family’s needs.

Ailene Jean P. Mendoza, after graduating from Mariano Untal Memorial High School in 2011, had to stop formal education because of poverty.

While helping her family and siblings eke out a living from a small parcel of land planted to vegetables and other agricultural crops in Barangay New Barbaza, Mlang, Cotabato, the 19year old barrio girl’s burning desire to pursue education was answered when

the towns’ Community e-Center opened an opportunity for out-of-school youths to undergo a sixmonth training program.

Ailene had so much to say about the break she got from the M’lang Community e-Center, which started operations in 2007.

At the graduation rites of the fifth batch of trainees on January 8 where she topped the class of 70 trainees, Ailene Jean in her testimony said she was fortunate to have been given the opportunity to complete the ICT program offered free to poor residents.

She said, “ The sixmonth course is a lot of help for youths like me, and others who can not enroll in college because

of financial constraint.”

Mlang CeC manager Mary Ann Cortado said the six-year LGU-supported computer learning center has already helped a total of 226 women and outof-school youths (OSYs) since it started operations in 2007.

Cortado also thanked t he administ rat ion of Mayor Joselito Pinol, the National Computer Center (NCC) and other kindhearted residents, who donated additional computers units, wall clocks, and other equipment.

KORONADAL City - Residents of Central Mindanao will witness a parade of hundreds of colorful and traditional boats along Rio Grande de Mindanao to show support to the Framework Agreement on the Bangsamoro (FAB).

The fluvial float parade, to be led by the 6th Infantry Division, Philippine Army, in cooperation with the provincial government of Maguindanao and local of-

ficials of different towns, sails of January 29.

It starts at the Mother Kabuntalan riverbanks, along Barangay Upper Taviran and Tamontaka, Datu Odin Sinsuat and ends at the rear riverside of Sultan Bolkiah Grand Mosque in Cotabato City.

Lt. Col. Lao Lucas, commander of the 6th CivilMilitary Operations Battalion, said the “Fluvial Peace Caravan” aims to highlight

the military and other sectors’ support for the FAB. Some 500 motorized boats are expected to participate in the activity.

The annual festival, in honor of the town’s patron saint Sr. Sto. Niño, was highlighted by street dancing and parade competitions.

With the theme “25 Ye a r s I n P r o m o t i n g Cultural Unity Amidst Diversity” residents of Midsayap and neighboring towns showed their unity and de vot ion t hroug h dancing in the streets.

A symbolic flying of 25 balloons kicked-off the festivities Saturday morning signifying the 25 ye ars of t he Ha lad Festival.

Among the highlights during the celebration is the community dancing of the Halad Steps led by the local and barangay officials.

Amidst the pouring rain, par ticipants still danced along the streets of Midsayap and during the showdown held at Notre Dame of Midsayap College grounds.

In his message, Midsayap Mayor Manuel Rabara thanked the participants for their efforts and the organizers for a ver y successful patronal fiesta which he said showed the Midsayapeños unity.

from the 3 categories all came from Midsayap.

Tribong Tagpupo of Dilangalen Elementar y School bested participants in the Junior Categor y and Grupong Otsohanon of Poblacion 8 bagged the top prize in the Senior Categor y and Grupong Ragsak of Salunayan High School emerged as the winner in the open category.

The Winners received a trophy and cash worth 100,000 pesos for the Senior and Junior category and 200,000 for the Open category. While Non-winners received consolation prizes and certificates.

The Midsayap Halad Festival celebrated every third Sunday of January can be likened to the Sinulog festival of Cebu, and Ati-Atihan in Iloilo.

My friend’s son, Joshua, was born with a serious heart disease. Joshua has had several heart surgeries. He’s not been able to play sports because of his heart condition. But Joshua’s grandmother always taught him to be thankful.

On days when Joshua was so sick he could not go to school, his grandmother told him: “Josh, just be thankful that you’re home and not in the hospital.”

Recently Joshua had another heart surgery, but this time the strong medicine made him so sick he almost died. Joshua’s grandmother telephoned him in the hospital to very kindly and gently say: “Josh, I love you and I’m praying for you.

Be thankful you’re not in a coma.”

You know that grandmother is right? No matter how bad our problems are, they could always be much worse. When’s the last time you counted all

the good things you have: whether it’s your family, friends, food to eat, clothes to wear, a roof over your head? Things that millions of people in the world do not have.

Usually, it’s only after we’ve gone through problems that we learn some of our most important lessons in life.

There’s a song that says: “If I’d never had a problem, I’d never know that He could solve them. I’d never know what faith in God could do.”

So won’t you give your life to Jesus Christ today, and start trusting Him to take care of you no matter what happens?

He’ll help you to see all the good things He’s given you—including answers to prayers you never even prayed.

A letter thanking the soldiers

Today, I am sharing with you a letter by a social worker sent to this writer titled: ‘Thank You Dear Soldiers’ I am writing this letter to let the people know how I, my family and close friends deeply appreciate our soldiers here in Mindanao, specifically here in Cagayan de Oro City and the neighboring provinces. I’m also hoping that through this letter other people will start to know better Cris Diaz our Army of today. I also want the Armed Forces leadership and even the President to know that the soldiers assigned here in 4th Infantry Division (I learned this name only through the local media) are really doing their job and are very commendable. These soldiers should also know that they are being appreciated so that they must continue with what they are doing because we felt that their presence and concern for us provide us with a sense of security.

It is important for me to express this message publicly because I have been unfair to all the soldiers ever since I listened to those individuals and groups who are unreasonably critical against men in uniform when I was still in college. The urge within me to vindicate or correct all my past mistakes of vilifying our soldiers is so overwhelming.

What really struck me lately other than the reports I heard from the radio, read from the newspapers, or seen on the televisions of soldiers helping typhoon victims, conducting medical outreach programs, and tree planting activities was the soldiers’ visit in Malisa Homes located in this City. Melissa Homes are a shelter for abused women and children who were neglected by

their own families but fortunately taken care of by a well-meaning non-government organization.

As a self-declared activist I was really touched to learn that soldiers together with another organization called Regional Association of Government Communicators in Region 10 went to this shelter and gave gifts and foods for these victims of abuses. Never did I imagine that the soldiers have also a heart and sincere concern for these people. I also learned that these same soldiers have taken their time out to bring gifts and foods to our indigenous people from Bukidnon, Misamis Oriental, and the CARAGA Region last Christmas. They also let the kids from depressed barangays experience a child’s party.

With these, never will I ever again think badly of our soldiers. Some people despise our soldiers only because of the “old stories of abuses” which have been retold again and again by groups critical of government.

I heard a lot more feel-good stories about our soldiers of today and I would like to encourage also other people to publicly show their gratitude for our protectors. By doing such, we can hope to motivate some more these soldiers. This simple gesture of thanks is nothing compared to the sacrifices they are given to us…

As I end this letter I want to tell the soldiers to keep up the good work and may the Good Lord bless them and their families in whatever they do.

Cebu Pacific Air takes delivery of its first A320 with Sharklets FIRST and only Philippine carrier to operate the latest version of fuel-efficient A320 Family Cebu Pacific Air took delivery of its first A320 equipped with Sharklets today during a ceremony in Manila, becoming the first operator of the new fuel-saving wing tip devices in the Philippines.

Sharklets are newly designed wing-tip devices allowing airlines to reduce fuel burn by up to 4% on longer sectors. SAN Juan Rep. JV Ejercito Estrada urged the Department of Tourism (DOT) to take advantage of the citations given to the Philippines as one of the top tourist destinations in the world.

Last week, the Philippines received the “Most Romantic Destination” award from another English daily in China, the “Shanghai Morning Post.” The award was also based on a consumer survey.

“The DOT should now step up its efforts to promote the Philippines as a tourist spot. At the same time, government should implement the necessary reforms to develop the tourism industry,” said the young lawmaker.

He said the government should immediately upgrade major airports in the country and improve other tourism infrastructure to boost tourist arrivals.

The senatorial candidate from the United Nationalist Alliance (UNA) said the government should focus on developing the country’s tourism industry given its potential to create more jobs and provide business opportunities to local entrepreneurs.

Ejercito Estrada said that while the country has many wonderful tourist spots that could lure in travelers, the Philippines is still being edged out by other Southeast Asian countries in terms of attracting tourists. Malaysia, for instance, was visited by 24.7 million tourists in 2011 while only 3.91 million tourists visited the Philippines that same year.

What did he mean by that?

Why did he say “end of justice”? What prompted Pope to cry, “end of justice”, inside the very palace where justice is supposed to be dispensed with?

Whatever, it was clear that, aside from great anger and despondency, Pope obviously no longer believed in the capacity of the courts, and of the country’s justice system, to dispense justice in his cases. And whatever be the reason for this disbelief in our justice system, it was clear that Pope perceived that he himself had to take action, and take the law into his own hands.

With due respect, I am not saying that these perceptions were true or justified.

What I am merely trying to do here is to raise questions that may perhaps afford a satisfactory explanation as to why a foreigner like Pope, a man used to reason because he was a journalist, can resort to senseless violence without regard to his own safety. Perhaps, if we can find this explanation, we can do something

to prevent similar killings from happening again in the future.

“There are those who oppress the innocent and take bribes and deprive the poor of justice in the courts… Hate evil, love good; maintain justice in the courts… let justice roll on like a river, righteousness like a never-failing stream… Therefore this is what the Lord, the Lord God Almighty, says: `There will be wailing in all the streets and cries of anguish in every public square’…”

To determine whether the appearance or guesting in a program is bona fide, the broadcast stations or entities must show that prior approval of the Comelec was secured and that candidates and parties were afforded equal opportunities to promote their candidacy.

Resolution 9615 also provides that a copy of the broadcast advertisement contract be furnished to the Comelec, through the Education and Information Department, within five days from contract signing.

POPULATION Cabadbaran is the capital city of the province of Agusan del Norte. It has a population of 69,241 based on the National Statistics Office Census of 2010.

HISTORY Cabadbaran was founded in 1894 to rise from its Spanish period beginnings and become the premier town of Agusan del Norte. Its cultural heritage is evident in preserved colonial period houses and archaeological collections. Following its recent declaration as a city, it is also the officially designated capital of the province per Republic Act No. 8911.

It is politically subdivided into 31 barangays.

Cabadbaran’s existence could be traced back in 1200 AD. Traces of the existence of 12th century villages could be found along ancient waterways dissecting its territory along the old creeks of Caasinan, Cambuayon, and Capudlusan, where preSpanish Cabadbaranons once lived, worked and died during the 9th-12th centuries, contemporaneous with the old archaeological sites in Butuan City.

No records could be found of what transpired in Cabadbaran during the early years of Spanish colonization except for the solitary site in Sanghan which exhibited Chinese ceramics made during the 15th-16th centuries.

Records showed that Cabadbaran was first mentioned in history as a small village chosen by Spanish authorities to become a new reduction which they called “La Reunion de Cabadbaran” in 1867. Added to the existing small community at that time were the inhabitants of Bunawan, Talacogon and Solibao who were coerced by Spanish authorities to migrate to La Reunion. Ten years later, in 1879, La Reunion was disbanded. Those from Upper Agusan went back to their places of origin and the remnant population were attached to the town of Tubay.

In 1880-1881, Fr. Saturnino Urios revived the reduction but named it Tolosa in honor of his hometown in Spain. This reduction increased the population with migrant settlers coming from the Visayas. In 1880, its leadership under Teniente del Barrio Don Eduardo Curato, applied for township through a petition to Spanish authorities which was approved on January 31, 1894.

Separated now from Tubay, the new pueblo still named Tolosa, increased in population and its economy was propped up by agriculture (rice production) and commerce (abaca trading).

This steady growth was disrupted by the revolution against Spain in 1896. But even at that time, no significant turmoil occurred in Cabadbaran until the coming of the American occupation forces in 1901.

AMERICAN OCCUPATION The superiority in arms of the Americans forced Filipino forces in Agusan, including those in Cabadbaran led by Capt. Andres Atega were forced to surrender.

Under American rule and tutelage, Tolosa, was now called again as Cabadbaran as proposed by Atega, and became a center of growth in Northern Agusan.

A new generation of leaders emerged. One of them was Apolonio “Oyok” Curato, a son of Eduardo, who became a lawyer and represented Agusan in the 1935 Constitutional Convention.

He became a governor and congressman of the undivided province of Agusan.

In economy, Cabadbaran started abaca production from the extensive coconut plantations established at the start of the American occupation. Rice remained as staple crop grown in the ricefields of present day areas of Calibunan and Mabini. The Agusan-Surigao road became serviceable in the 1930s. Region X Gears Up for 2013 PRISAA National Games

egion 10 is set for the 2013 National Games of the Private S cho ols At h let ic Association (PRISAA) in Pangasinan this coming February 9-16, 2013.

After successfully conducting the Regional Meet held last November 2012 at Liceo de Cagayan University, the athletes of the thirteen member schools and universities in the region

are now in the final stages of preparation as they vie for the elusive gold medals in the upcoming collegiate games.

150 students from the PRISAA member schools will be competing in 17 games including basketball, softball, athletics, lawn tennis, volleyball, sepak takraw, swimming, dance sports and football among others.
