MISAMIS Oriental––In recognition of Opol’s successful program of promoting the participation of persons with disabilities (PWDs) in community development, Mayor Dexter B. Yasay was invited by the National Council on Disability Affairs to be a resource person for a workshop on Expansion of the Non-Handicapping Environment for PWDs in Rural Areas.

JAIF RESOURCE PERSON. Mayor Dexter Babano Yasay was appreciated by Asia-Pacific Development Center on Disability for his participation in the JAIF Project ASEAN Regional Meeting in Pattaya, Thailand as resource person on local government, perspectives on accessible enviroment. The said project aims to improve the over-all quality of life and well-being of persons with disabilities in Asia-Pacific Region. Mayor Yasay was also recently invited by the National Council on Disability Affairs as a resource person in the Workshop on the Expansion of the Non-Handicapping Environment for Persons with Disabilities in the Rural Areas Project. The workshop organized the technical working group and developed the logical framework of action for the Non-Handicapping Environment expansion to facilitate implementation, monitoring and evaluation of the project.

Based on a study from the two established rice research institutions, the International Rice Research Institute (IRRI) and Philippine Rice Research Institute ( PhilRic¬e), postharvest losses is one of the major hindrance to attain rice self-sufficiency. Postharvest losses include both physical

losses 15 – 25% in weight and quality losses 10 – 30% in value of paddy. With these identified issues, linkage between postharvest chain actors, technology providers, policymakers and financial institutions are needed.

Thus, the joint intervention of ADB, IRRI, PhilRice and a partnership of DA-RFU XIII through the Postharvest Learning Alliance (PLA) has helped farmers to widen their knowledge and improve their technology options and also building their capacities to be competent agri-preneurs.

The event objectives were to create awareness among microfinance institutions (MFIs) and other financial institutions, policymakers and postharvest actors, and postharvest sector stakeholders about improved technologies and entrepre-

P38m fine for Guardian’s ‘encroachment’ on Tubbataha miniscule

C A G AYA N d e O r o City––The P38 million (US$960,000) likely to be imposed against the US government for the damages on Tubbataha Reef by the grounding of the USS Guardian is “miniscule” compared to the US$15 million (P610-M) the US Navy paid to the State of Hawaii in 2009 for the grounding of one of its vessels that damaged 890 square meters of coral reef.

This is based on the calculation by Tubbataha Reefs Park Superintendent Angelique Songco based on Republic Act 10067 of the Tubbataha Reefs Natural Park Act of 2009, which prescribed a mandatory fine of only US$300 (P12,000) per square meter of coral reefs damaged and another US$300 per square meter for rehabilitation efforts.

“Given the estimated size of damaged reef, the minimum fine would be $960,000 or P38 million — still miniscule compared with the fines paid by the US for its 2009 Port Royal incident,” the World Wildlife Fund (WWF) said in a statement.

Songco added: “This is not the first grounding incident in the park – all

previous cases paid the appropriate fines for damages.

We will not ask for anything more than what the law requires. We wish only for the US Navy to be responsible enough when entering our protected areas.”

On February 5, 2009, the USS Port Royal, a guided missile cruiser, ran aground less than a kilometre from the Honolulu International Airport in Hawaii and destroyed about 890 square meters of coral reef.

“After much media furor, the United States Navy promised to pay the State of Hawaii $8.5 million to settle claims over coral reef damage, plus another $6.5 million for reef restoration – including the reattachment of 5400 coral colonies to expedite regrowth. The total assistance provided by the US Navy amounted to $15 million – about P610 million,” the WWF said.

Songco, however, said that other sanctions can

still be imposed for “unauthorized park entry, nonpayment of conservation fee, destruction of resources and the obstruction of law enforcement.”

On January 17, the 224foot wood hulled Avenger-class minesweeper USS Guardian was grounded on the Tubbataha Reefs Natural Marine Park due to what the US Navy said was “faulty navigational charts.”

But park rangers claimed that the Guardian’s captain

rebuffed them after they warned the ship by radio that it was nearing the reef.

At present, the 68-meter long USS Guardian still sits on the northwestern portion of the Tubbataha Reefs’ South Atoll, its woodand-fiberglass hull breached and taking a pounding from 10-foot waves brought in by the Hanging Amihan – the bitter northeasterly winds from Siberia.

“Like a ticking taxi meter, the passing of each minute and hour raises the stakes,” says WWF-Philippines Vicechair and CEO Jose Ma. Lorenzo Tan, a member of the Tubbataha Protected Area Management Board.

“However, safety must be chosen over speed – hasty efforts might do further harm to the reef.”

The WWF said that according to preliminary assessments, the area damaged by the 1300-tonne USS Guardian spans at least 1600 square meters — almost twice the area flattened by the USS Port Royal in Hawaii in 2009.

“Clearly, parallelisms between the USS Guardian and the USS Port Royal can be made. In the case of the Port Royal, the US Navy did the right thing by working cooperatively to fund the restoration and continued protection of the damaged

reef. It is our hope that the same respect accorded to the people of Hawaii be given to the Philippines. For even though corals, sponges and fish shall one day return to the stricken site – the scars caused by the USS Guardian will take years to heal,” Tan said.

Tubbataha is the cradle of marine life for the Philippines. Formed from the eruption of undersea volcanoes nearly 15 million years ago, Tubbataha or “long reef ” in the Samal tongue features dramatic coralcoated slopes and drop-offs patrolled by over 600 species of fish – ranging from the fingernail-sized Striped Triplefin (Helcogramma striata) to the truck-sized Whale Shark (Rhincodon typus), largest of all fish.

A multi-awarded UNESCO World Heritage site which celebrates its Silver Anniversary in 2013, the Park boasts of unparalleled biodiversity levels. Whereas a typical square kilometre of healthy coral reef annually yields up to 60 metric tonnes of seafood yearly, Tubbataha generates over 200. Though fishing within the park is not allowed, the spillover effects continually seed the far reaches of the Sulu Sea with fish and invertebrate spawn. (Bong D. Fabe)

Authorities stretch peace measures in AgNte

BUTUAN City - The Agusan del Norte Police Provincial Office (ADNPPO) is strengthening partnership with the Armed Forces of the Philippines (AFP), as Commission on Elections (COMELEC)-deputized agencies in undertaking security measures to ensure a peaceful election in May this year.

This was stressed by ADNPPO Director Eugenio Paguirigan during the Provincial Peace and Order Council (PPOC) meeting at the Provincial Training Center, Capitol Compound, this city.

In same occasion, he also told the local officials and heads of government agencies that the province's crime volume/rate in 2012 has decreased from 415 in year 2011 to 245.

On the part of the 58

NPA kills CAFGU in AgSur By 2nd Lt. Hazel A. Tabago

PROSPERIDAD, Agusan del Sur – An off-duty member of the Citizen Armed Forces Geographical Unit (CAFGU) was killed by four armed men, believed to be members of the New People’s Army, in Purok 12, Brgy. Awao, Sta. Josefa town, mid-afternoon of January 25, this year.

The victim, CAA Danilo Bacudan, was with a certain Darwen Laspinas when held at gunpoint by the ‘rebels’, who ordered them not to run or else they would be killed.

Not heeding the order by running towards his residence, CAA Bacudan was fired upon by the armed men hitting him in his right leg and head causing his instantaneous death.

Col. Romeo Gan, commander of the 401stInfantry ‘Unity’ Brigade, Philippine Army, said he was deeply saddened by the death of one of his CAFGU members.

“Allow me to express my

sympathy and condolences to the family and loved ones of CAA Bacudan. May he rest in peace and may his family find comfort and solace that we in the 401st Brigade will continue to conduct our mission in rounding up these NPA criminals in the soonest possible time,” he stated He condemned such “criminal acts of the NPAs, who violated the laws of war by firing upon an unarmed person and killing someone who is already wounded instead of helping him and giving him first aid.”

CAA Bacudan’s family is now left to fend for themselves and provide for their basic needs “that is why I appeal to the residents of Brgy Awao to cooperate with us and with the local police and help us gather pertinent information regarding the perpetrators of this crime so that his family may get justice in his death,” Col. RPOC forms IDP committee

BUTUAN City - The Caraga Regional Peace and Order Council (RPOC) has formed a committee on Internally Displaced Persons (IDP) to will oversee the displacement concerns in the region.

The IDP committee is also tasked to maintain a database on IDP incidents in the region; monitor the implementation of the IDP Management Manual in the regional, provincial, municipal and barangay levels; while taking measures to monitor and mitigate human rights violations and ensure protection and welfare of the IDPs. Composing the committee are the Department of the Interior and Local Government, Commission on Human Rights, Department of Social Welfare and Development, National Commission on Indigenous Peoples, Office of Civil Defense, Philippine National

Police, Armed Forces of the Philippines, Department of Education, Department of Health, National Economic and Development Authority, local non-government organization (NGO) and women NGOs. In most recent RPOC meeting, preparations for the 2013 national and local

elections were discussed.

RPOC representatives to the Regional Appellate Board were also selected.

During the occasion, NCIP-13 Director Dominador Gomez presented the joint resolution of the Higaonon, Banwaon, Manobo, Mandaya and Mamanwa Tribal Coalition of Caraga

concerning the peace and order situation in the region and the adjacent provinces.

DOLE assists indigents, displaced Kudarat workers

KORONADAL City - At least 290 indigent residents and diplaced workers in Lebak town, Sultan Kudarat are now earning from livelihood assistance given by Department of Labor and Employment (DOLE-12).

Nego-Kart or Negosyo sa Kariton, is a project t h at a s s i s t s a m b u l a nt vendors in making their livelihood undertakings grow into profitable and sustainable businesses; thus, making their income level at par with t h at o f t h e m i n i mu m wage earners, at the least.

Under the program, D OLE provides each re c ipi e nt w it h an i m proved cart and initial production materials

for businesses such as roasted peanuts, natives delicacies, and others.

They were also trained on proper management of their livelihood.

DOLE Kabuhayan (DK) Starter KITS, on the other hand, is a livelihood formation strategy intended to bring about improved socio-economic well-being of workers in the informal economy, in groups/sectors with s p e c i a l c on c e r ns , an d displaced wage workers (local and overseas) and their families.

The project provides a livelihood starter kits consisting of a package of services that will enable

the target beneficiaries to start quickly a livelihood undertaking and become self-employed.

It aims to engage them in sustainable self-employment through easy to learn livelihood un-

dertaking. Common starter kits that DOLE distribute include those for pedicure-manicure, hairdressing and make up, and massage therapy.

DOLE also poured in about P742, 080 worth

of assistance to Lebak municipality specifically to workers who were displaced during a flashflood in June last year.

NORTH COTABATO Some 200 farmers have received free eyeglasses, under the Liwanag para sa Kapayapaan program.

This, after they have undergone initial check-ups and free eye screening, January 10.

The beneficiaries are members of the Libungan River Irrigation System (LibRIS) Division 5 Irrigators’ Association, who sought the

assistance of Representative Jesus Sacdalan.

LibRIS President Danilo Tacan thanked Rep. Sacdalan immediately responding to their request.

The Liwanag para sa Kapayapaan Program will visit other areas within the district for similar medical outreach activity.

On January 25, another screening for cataract and ptyregium operation and

measurement of eyeglasses was held in Brgy. Sinawingan in Libungan town.

Liwanag para sa Kapayapaan Program's distribution of free reading eyeglasses in the PPALMA area started 2011.

Do you usually agree with people when they criticize you?

Probably not. But just for fun, try it sometime.

Agree with the criticism that people might give you.

At first, it won’t feel natural or fun because when people criticize us, our natural reaction is just the opposite.

We feel hurt like we’re being attacked. So as our blood pressure shoots up, we fire back our own criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism.

A famous, successful person says: “I’ve learned to take criticism seriously,

I don’t know about you, but I’ve got lots of room for improvement.

So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes. And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something

about it.

Let it change you and make you a better person.

Make it work for you to your advantage. As they say, “Spit out the bones and keep the meat.”

It will make you stronger in your character. So we need just to chew on that criticism of us and think about it for awhile.

God created us to have the character of Jesus Christ.

One of the main reasons He became a human being was to show us the kind of nature and person He designed us to be. And all it takes is one look at Jesus to know we’ve got a long way to go to become that kind of person!

So let’s learn all we can and take all the help we can get—even from our critics.

The truth may hurt, but it also can set us free from our wrong attitudes, motives, and behavior. That’s the only way we can start becoming all we were made to be.

Why not ask Jesus Christ to forgive for your wrong way of living? Then ask Him to help you start making the changes you need to make in your character and life.

Those who have less should have more

THE inclusion of barangay officials in the Government Service Insurance System (GSIS) is a laudable moved.

It is true that barangay officials are at the forefront of delivering services to the people.

While the family is the smallest unit in the community, the barangay is the smallest local government unit in the Philippines. As the smallest LGU, barangay officials render 24/7 Cris Diaz to the needs of their constituents.

Some barangay officials had devoted their life rendering services to their constituents getting nothing when they retire. Most of them, especially those living in the hinterlands, could not even eat three square meals a day when they bowed out of service.

However, the GSIS only extends insurance coverage and pension to government employees receiving regular salaries. In other words, the GSIS cover only regular government workers listed in the payroll of regular employees.

I agree with the observation that barangay officials should have more. That dictum that those who have less should have more aptly applies to barangay workers.

However, there are certain rules that we often feel unfair.

For instance, the Local Government Code of 1991 was quite unfair to barangays in terms of compensation and even shares of collections of revenues. Article 423 (d) of the local government code on preparation of barangay budget states that shares of barangays from revenue collected in fiscal years shall not exceed 55 percent.

We understand that computation for compensation, allowances, and pier Diems for barangay officials including barangay captains came from the share of the revenue collected by the barangay. The discrepancy came in hinterland barangays where the revenue collection could not even pay a plane ticket. In this case, following the local government code of 1991 in the preparation of barangay budget, barangay officials could hardly enjoy an allowance. Budgetary constraint is one of the reasons barangay officials are not regular workers of the government.

A proposed bill providing regular compensation to barangay workers as prescribed in the minimum wage law is pending in Congress. I remember Rep. Bambi Emano, of the second district of Misamis Oriental, endorsing the bill in Congress two years ago. What happened to that bill? I have no idea.

-oooOPPORTUNIT Y TO K NOW R EA L CHA RACTER OF OFFICIALS: However, when they are after each other’s necks, whatever the reason maybe, the people are given the opportunity to know the officials’ real character, their real selves, their real motivations in having themselves either elected or appointed to public office. When officials quarrel, we get to know who among them are marital infidels, grafters, crooks, and abusive, even in their private lives. Surely, this is something that must be encouraged, to uphold

people’s rights and welfare.

-oooSURVIVAL OF THE FITTEST: The principle at work here is survival of the fittest---that is, only the morally-fit, the righteous and the upright, the dedicated and faithfully loyal, to their sworn duty to serve the people and our country, should be left standing.

The only way to find out who these good people are in government is for their secrets to be disclosed, and the only way to effect this disclosure of their secrets is for their enemies to talk about them.

-oooOFFICIALS’ QUARRELS GOOD FOR THE PEOPLE: Now, when are the enemies of officials in government prompted to make public the wrongdoings, malfeasance and misfeasance of their fellow officials? When they are quarreling and at war with one another, of course.

-oooF I L I P I NO S E L E C T CROOKS AND GRAFTERS: The question however is: are Filipinos capable of choosing, during elections, candidates who are Godfearing, who know the Word of God and who obey Him at all times, who are capable and who hate dishonest gain? The clear answer is no, Filipinos do not know how to do this---not yet anyway--and this is shown by the proliferation of officials who, before being elected, are known crooks, grafters, and morally-depraved. It is a source of wonder that Filipinos elect them anyway.

-oooSPIRITUAL TRAINING NEEDED FOR PINOYS: Now, how can we make Filipinos become more mature voters so they could choose only the candidates who sincerely believe in God, listening to and obeying His commands? The only way is to train them, from their childhood till they are already old, in the way and instruction of the Lord, as the Bible is saying in Proverbs 22:6, Ephesians 6:4, and Deuteronomy 6:5, 7-9. He even reiterated during his report that the city government of Cagayan de Oro “does tolerate any illegal activities much more on mining and quarrying.”

Elipe pointed out that the policemen went on arresting those individuals engaged in illegal mining despite accusations that city officials are their alleged protectors.

Though legislative in nature, said Elipe on his chairmanship of the City Council’s environment committee, he said he is doing all his best, including the city government of Cagayan de Oro, to arrest the illegal mining activities in the hinterlands.

“We do not tolerate and abhor illegal mining and quarrying operations,” said Elipe as he called on government agencies tasked to enforce environmental laws to strengthen its drive against illegal mining and quarrying.

“It was a cycle of violation,” stressed Cabanlas saying the arrest of three Chinese does not form part of the solution thus he sought for a permanent and aggressive solution to stop illegal mining.

Nevertheless, Cabanlas said he was happy to hear that both the majority and the minority in the City Council are now working together.

More funds Opposition Councilor Roger Abaday urged Cagayan de Oro Mayor Vicente Emano to allocate more funds to ensure that illegal mining and quarrying operations in the hinterland barangays will be put to a stop.

Abaday was dismayed that the city government has been uninformed about the presence of illegal mining operations.

But Elipe admitted that the city government has granted permits to some individuals.

Problem is, said Elipe, some erring miners went to the extent of violating environmental laws just to get the resources.

Abaday told the City Council that he was informed that the arresting policemen managed to get samples of “mercury” inside the barge where the three Chinese were arrested.

However, Elipe explained that the barge itself is not illegal per se.

He said it was those erring mining operators who have permits that do the illegal operations because they go out of bounds.

Information handbook On one hand, Councilor Juan Sia urged the Department of Foreign Affairs (DFA) to properly screen those tourists visitng the country.

Better, Sia said, the government will issue a “handbook” to those visiting tourists so they will be able

to know their basic rights when in the country.

Concerned residents have earlier expressed alarm about the spate of killings at the town Poblacion that occurred in just a span of a week apart from a public school teacher being robbed of a large sum of money and a smart phone by the “budol budol gang” in front of a bank just after she withdrawn cash.

Police investigators have zeroed in personal grudge as the motive in the killing of Jerry Uva, a local businessman, who was shot dead near his home in Barangay 2 by still unknown suspects.

Detuya said the killing of 69-year-old Nita Tibay could be a separate case of strangulation that could be the handiwork of drugcrazed street toughies. According to a caretaker of the victim, the old woman had been stubborn going out alone at night by sneaking out pass her.

Uva sustained gunshot wounds on his head and chest that caused his instantaneous death while Tibay succumbed to loss of oxygen due to the excessive hand choking.

“There was no foul play on her killing,” Detuya said citing probe results that showed expensive jewelleries and the eyeglass were still intact when her dead body was recovered the morning after.

“It is very likely that some neighborhood toughies high on drugs made fun of strangling her to death since she is often seen roaming around alone at night,” Detuya said.

Amid the crime incidents, the local police force was cited the other day by the regional police command for the early resolution of the rape-slay case of the eight-year-old school girl in Barangay Bayugan 2.

The main culprit who sexually abused the victim however remain at large but the local police believed that he is still around the remote villages of San Francisco.

The workshop, held from January 21 to 23 at the Subic Bay Freeport Zone, resulted in the formation of a technical working group and a logical framework for the implementation, monitoring and evaluation of the NonHandicapping Environment project.

This project aims at “promoting physical accessibility on built-environment, and social accessibility on regulation, system, and people’s

attitude in community.”

Activities are implemented based on a series of five components as follows.

Implementing Mechanism to define the implementing and monitoring mechanisms; Profiling to grasp/assess the situation on PWDs and physical accessibility; Capacity Development to enhance capacity of counterparts/stakeholders, empower PWDs and their groups/organizations and promote their participation; Advocacy to promote a removal of barriers in society; and Networking to disseminate/share project experiences and NHE with international/national stakeholders.

Mayor Yasay’s input at the national workshop followed his participation in an ASEAN regional meeting held last December in Thailand for “Improving the Overall Quality of Life and Well-being of Persons with Disabilities in ASEAN.” In that meeting Yasay also shared the experience of Opol in promoting the development of PWDs. The Asia-Pacific Development Center on Disability gave an appreciation to Yasay for a presentation that was “excellent and informative”.

“We are benchmarking our services to persons with disabilities,” Yasay said.

“All this is to make community activities comfortable and convenient not only to the PWDs but also to the non-handicapped people,” he added.

According to the 2000 census, there are about 940,000 PWDS in the Philippines.

“FOI, Ipasa, Kung Hindi Ngayon Kailan Pa (FOI should be passed, if not now, when?) written on it sends the message loud and clear - the Freedom of Information Bill or House Bill 6766, An Act Strengthening the Right of Citizens to Information, is as good as dead in the 15th Congress.

It’s been a big heartbreak for FOI advocates. In 2012, then senator and presidential candidate Benigno Aquino III promised that he will push for the passage of the FOI bill.

The FOI bill penalizes the refusal to provide documents on public matters and standardizes the procedures in the storage and provision of said data and documents. It fits right into Aquino’s platform of a less corrupt and more transparent government.

Almost 3 years into his term, however, the bill’s chances of getting passed have hardly improved.

Aquino has not made it a priority bill, and with only 5 days left before the House adjourns, FOI advocates admit that the chances of having the FOI bill passed are again dim.

“It’s a foregone conclusion,” Nepomuceno Malaluan from the Action for Economic Reforms and one of the co-

converors of the Right to Know! Right Now! coalition said.

The Right to Know! Right Now! Coalition is composed of 160 different groups from the media, labor and women sectors, all of which are pushing for the passage of the FOI bill.

It’s been an arduous 14 years for FOI advocates, as they saw the FOI bill shoved into the backburner, then passed and finally submitted to the plenary only to be ignored once again.

Some groups within the coalition are toying with the idea of bringing the battle outside Congress.

Local level Access to information can be strengthened on the ground and at the grassroots level.

Rowena Paraan of the National Union Journalists of the Philippines said they are thinking of partnering with either local government units or people’s organizations in different provinces and towns to educate people on their right to access information.

“It’s teaching them how to assert their right,” she said.

She said people should be able to request for data from local officials and get these even in the absence of an FOI law. Access to information, after all, is enshrined in the 1987 Constitution.

Sec. 7 of the Bill of Rights states that, “The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”

While an FOI law may help define what public information is and help expedite the process, people should be able to get information on official actions of their government starting at the local level, she said.

Malaluan said while they have yet to devise a new lobbying strategy for the passage of the FOI bill in the next Congress, one of the steps they plan to explore is to build the capacity of people in accessing information at the local level.

“The battle is beyond the legislative process,” he said.

When he was mayor of Naga, the late Interior and Local Government secretary Jesse Robredo started the practice of mandating the full disclosure of financial transactions.

Idea lives on What the FOI advocates are planning is to include not just information on budget processes but on other concerns that affect different sectors.

Malou Mangahas of the Philippine Center for Investigative Journalism said that Filipinos are now more aware of why they need to demand information from public officials.

She pointed to the different groups that participated in a march to Mendiola on Monday, January 28 to ask

Malacañang to push for the approval of the FOI bill.

Among those who joined the march were unionists from the Alliance of Progressive Labor (APL) and the Philippines Airlines Employees Association, as well as victims of a bankrupt insurance company, such as those belonging to the Prudential Life Inc. Warriors.

“It’s a ragtag team we have here,” Mangahas said in jest.

Mangahas said this only shows that the FOI is not something that only the news media needs.

Mangahas said it is not the media that needs the FOI law the most because reporters have access to public records and can find ways to get the information they want from sources and insiders.

Filipinos who need the FOI are the ordinary taxpayers or overseas Filipino workers who want to know how government funds are being used, as what APL said. It is also the NGOs and other groups that would like to know where millions in pork barrel are being spent, as what Sixto Donato Macasaet of Code-NGO said.

The Prudential Life Inc. Warriors, for one, wants to know what the Insurance Commission is doing with their case, after Prudential Life went bankrupt, putting at risk the investments of about 300,000 insurance holders.

Mangahas said that since more people are now aware of the value of access to information, the motivation for the push for the FOI law continues even if the bill is killed.

“You cannot kill the idea,” she said.

Moment of truth Even with this new approach, the FOI advocates will still carry on with their campaign to have the law passed.

Malaluan, Mangahas and others asked Undersecretary Manolo Quezon III in Malacañang to relay their one last appeal to President Aquino -- for him to certify the bill urgent.

The House indeed sponsored the bill on the floor on Monday, but the session adjourned after that.

The “dribbling” in the House frustrates the advocates. They say this shows the vacillation of Aquino over the FOI bill.

Mangahas said the remaining 5 days will be a “moment of truth” for Aquino. What is his real stand on the FOI bill? Will he use his clout as a Liberal Party chairman and as chief executive to mobilize his allies in the House and pass the bill?

He had previously used this to have two other controversial bills passed into law: the sin tax and reproductive health measures.
