DAVAO City––For Davao City Vice Mayor Rodrigo Duterte, he’d rather lash at the United States rather than blame local Filipinos for the recent spate of flooding in the city.

In his popular Gikan sa Masa Para sa Masa television show January 27, Duterte said “the Filipinos have no significant contribution to what ails the country today” as he scored first world countries, the US in particular, for emitting greenhouse gases that caused the climate change or global warming.

“We never contributed significant (amount) as to alter or change the climate.

It’s the US, the western world and China,” Duterte said.

The National Democratic Front Southern Mindanao earlier issued a statement pointing to the natural calamities as worsened by climate change that was caused by US corporations.

“The US has emitted a cumulative total of about 50.7 Billion tons of carbon since 1950. BUTUAN City––Mayor Ferdinand Amante, Jr. has designed 100 homes out of seized illegally-cut wood products for this city’s poor residents moved from areas declared as danger zones.

In a ceremony held Monday at the mayor’s conference room, Amante and Department of Environment

and Natural Resources in Caraga OIC Regional Executive Director Nonito Tamayo signed a Deed of Donation in which some 138,211.72 board feet of dipterocarp logs and lumber flitches were given to the city government as materials for 100 residential homes for the poor.

Amante and the DENR earlier forged a partnership in a Memorandum of Understanding entitled “Kahoy ng Kaligtasan” which provides “to pro-actively evacuate families in danger zones to safer grounds and create venues for economic gains where there is recurring onslaught of floods/

typhoons in low-lying areas in Butuan City”.

According to Dianah Generalao of the mayor’s public information office, the Deed of Donation provides that “the forest products shall be solely utilized for construction of 100 units multi-sectoral shelter products | page 10

Artsada celebrates Arts Month with the heart

CAGAYAN de Oro City–– The Artsada, a team of budding visual artists in Cagayan de Oro, is celebrating the Arts Month, with various charitable art activities.

As a kick off activity, Artsada will be showcasing the skills in sketching and painting through an onthe-spot demonstration, in collaboration with NCCA Northern Mindanao, at Limketkai Mall on February 01, 2013.

The artists will be performing portrait sketching for mall goers for free.

AGUSAN del Norte - The barangay health workers (BHWs) of Agusan del Norte had their second congress, recently, at the Training Center here to continue addressing the health needs of the local residents.

BHWs serve as frontliners in the implementation of all health programs and activities of the Department of Health (DOH), such as Maternal and Child Health Care, tuberculosis prevention and control, family planning and infectious diseases.

Board Member Daniel O. Racaza, chair of the SP C ommittee on Health, conducted the session on Republic Act 9211 (Tobacco Regulation Act of 2003) where smoking is banned in public places, such as parks, schools, re c re at i on a l f a c i l it i e s frequented by children, hospitals, clinics, barangay halls, restaurants, and public utility vehicles.

He pointed out that the law mandates such establishments to designate

smoking and non-smoking areas in their respective places, while emphasizing the hazards of smoking.

“Vice Governor Enrico R. Corvera had to quit smoking after undergoing the angiogram and I stopped smoking due to cancer,” he said.

To raise funds, the congress was also highlighted with a Search for Miss Kalusugan Pangkalahatan (KP) – BHW, a money contest with representatives from the different municipalities of the province and Cabadbaran City.

In an interview with No r m a A l b i v a , B H W Federation president of Agusan del Norte, she said the province has around 1,080 BHWs. She added, they regularly update themselves on latest health developments during quarterly meetings w here t he y als o make resolutions on incomegenerating projects, like micro-lending and others.

In Cabadbaran City, they started their microlending project in 1995,

with a capital of P9,000 and she is proud to say that the amount has grown up to almost P1 million at present.

Laurencia C. Montaus, a BHW in Poblacion 1 of the municipality of Tubay claimed, “Bisan tuod og honorarium ra ang akong nadawat, pero nalipay gihapon ko sa akong pagserbisyo kay nakatabang man ko sa health needs sa akong mga kabarangay, sama sa pag-conduct og mother’s class aron tudloan sila kung unsa ang insaktong pag-areglar sa ilang mga anak, family planning, ‘operation timbang’ sa mga bata ug uban pa.”

Agusan del Sur peaceful amidst increase in crime volume - PNP

AGUSAN DEL SUR, - The Philippine National Police (PNP) reported that Agusan del Sur is relatively peaceful in spite the increase of crime incidence from October 2011 to January 2012 with 118 incidence, compared with the period October 2012 to January 2013 with 131 incidence.

According to report by P/SInsp. Joel Mendez of the Provincial Police Office, robbery and physical injuries were the factors that made the number of incidence this year higher than that of last year.

“Bayugan City recorded the highest with 31, followed

by San Francisco with 22 incidence, then Prosperidad with 16 and Rosario with 13. According to our survey, crime incidence in Rosario is increasing these past months because people are coming over because

of the mining industry.

On the other hand, San Luis, Sta. Josefa, and La Paz registered the lowest with only three incidence each,” Mendez said.

Police have also arrested 16 persons charged with illegal possession of firearms since the gun ban was imposed. Six high-powered and seven low-powered firearms were confiscated while seven cases were already filed in court.

“O n ou r c amp ai g n against illegal drugs, we have conducted six raids and arrested seven persons. We have also served four warrant of arrest to neutralize wanted persons and have arrested five persons who are now languishing in jail,” Mendez said.

In welcoming the New Year, Mendez said they have not recorded any injuries caused by firecrackers and have not arrested any il-

legal vendor of the item.

Province-wide, police record also shows no firearms were fired during New Year’s eve, unlike in other places particularly in Metro Manila where there were victims of stray bullets.

Police also presented their strategic plans before, during, and after election, believing that insurgency will surely rise because the Communist Party, the New Peoples Army, and the National Democratic Front are expected to enforce the access fee or the permit-towin to politicians. That is the reason why the PNP, together with the army, must have a strong pre-election activity to neutralize their activities.

NSO urges public to participate in the CAF 2012

TANDAG CITY - Provincial Officer Ruel Dres of the National Statistics Office (NSO) in Surigao del Sur has urged the public to participate in the nationwide 2012 Census in Agriculture and Fisheries (CAF), February this year.

Mr. Dres made the call at the project launching participated in by the Community Development Information Officers (CDIO) and local media practitioners from the first district of this province, composed of 13 municipalities and city of Tandag.

aquacultural, and fishery facilities and services in the barangay.

He explained that the data gathered from the census can be utilize as essential for the government planning in national as well as in sub-national levels to cater the needs in Agriculture and Fisheries. Dres also said the NSO is mandated under Commonwealth Act No. 591 and Executive Order (EO) No. 121 to conduct a census every 10 years.

Koronadal revisits eight-core values KORONADAL City - In line with the thrust of the city to strengthen the values and character of every Koronadaleño, an evaluation of the 2012 programs on the 8-core values was conducted, January 21.

Participated in by multisectoral groups, the activity was anchored on “Dangal ng Koronadal” through the Integrated Character Building Program (ICBP).

The 8-core values of the City of Koronadal, include love of God, love of country, respectfulness, integrity, discipline, stewardship, commitment, and competitiveness.

Spearheaded by the City Population Office (CPO), headed by CPO Nancy Adalin, the activity gave venue to the speakers bureaus and the IEC teams to in bringing out their accomplishments and recommendations on the implementation of the program in their respective

communities.

Positive results were noted, exceeded the expectations of the technical working group, since the coverage of the campaign or advocacy was even more widened through the stakeholders’ initiative.

Based on its accomplishment report, the Department of Education - Koronadal have integrated and implemented the 8-core values to its school activities, inculcating in the minds and hearts of the students the significance of character building in everyone’s life.

Fr. Bonifacio Ampoyas of the St. Anthony Parish was amazed by what the

sectors have so far accomplished, in line with 8-core values program, ICBP Consultant Noemi Silva, on the other hand, said she was touched by the testimonies of the participants.

She appreciated the collaborative effort of the group in implementing the 8-Core values and that despite the small budget, the program was implemented well.

“The beauty of this endeavor was that the multisectoral campaign, wherein the City adhered to one set of core values, could already be considered as the very wealth of the City, since people are the best resource

in sustainable development,’ she further said.

For his part, Mayor Miguel congratulated everyone for giving emphasis on the 8-Core Values and said that “though it is always hard to overhaul the

He was confident that the City right now is on

GLAN, Sarangani - Teachers have gathered at Tangan Integrated School at barangay Datal Bukay for the Indigenous Learning Survival Camp, January 17.

Quality Education for Sarangani Today (QUEST) conducted the training participated in by teachers from different public elementary and high schools across the province.

The training was expected to promote and strengthen the culture of the Indigenous People (IP) including those that seem to have been forgotten and less practiced by the younger generation of IPs. In Sarangani, a huge

number of population belongs to the IP but as perceived, their culture are gradually vanishing with “discrimination” as its cause, said Annalie Edday, QUEST program manager.

The three-day learning

camp was the first phase of action taken by QUEST with its objective of pursuing the integration of IP culture in the curriculum.

In this camp activity, participants learned the basic skills in fire produc-

tion, rice pounding, fishing, and root crops gathering.

Tribal leaders and elders, who served as mentors during the immersion taught them the basic skills seeing the learning as necessary.

The authorship of lesson plans was the second phase. The teachers were tasked to compile lesson plans based on the training taught by tribal leaders and elders that would be verified through further research and interviews.

KORONADAL City - Officials of the Autonomous Region in Muslim Mindanao have intensified their campaign for an orderly 2013 polls by discussing security preparations for the region.

PNP-ARMM Regional Director Noel Delos Reyes disclosed that based on reports, lawless elements and a great number of loose firearms continue to be the main security concern.

Another security problem is the presence of rido or clan feud, which accounts for the most number of internal displacements in 2012. It

p oses serious security threat in some areas, he said.

The Commission on Elections (COMELEC) earlier issued separate resolutions setting guidelines on the imposition of gun ban and the setting up of checkpoints ahead of the first-ever synchronized national, local and ARMM regional election.

Meanwhile, Maj. Gen. C a e s ar O rd oyo, c om manding officer of the 6th Infantr y Division, has appealed to the general public to continue supporting the Comelec guidelines, especially on gun ban.

For his part, ARMM Regional Governor Mujiv S. Hat aman, w ho a ls o chairs the council, directed all concerned to intensify their collaborative effort in addressing these security concerns.

“Everyone has to work together to resolve these issues. This is a shared resp onsibi lity, and a l l system must work to confront these challenges,” Gov. Hataman said.

Law enforcers in full battle gear at Hall of Justice

NEITHER a bomb threat nor a war was in progress as dozen military and police clad in full battle gear with bullet vest closed all roads leading to the hall of justice in Cagayan de Oro Wednesday morning. The scenario caused a traffic jam along corner Corrales and Hayes streets as residents caught unaware of what had happened.

The gates of the hall of justice Cris Diaz along Hayes St. were half-opened as dozen police officers frisked and asked questions for anyone who enters the premises. All court hearings, except one, where reset.

Either President Aquino or a top dignitary was in Cagayan de Oro, too.

The scenario and the security preparations at the vicinity of the hall of justice was pre planned. The regional trial courts were scheduled to hear the motions of lawyers and complainants of one of the largest ‘pyramiding scams’ ever exposed in the country.

No. It was not the pyramiding fraud of Aman Futures Group in Pagadian, Zamboanga Del Sur, where its alleged mastermind Manuel Amalilio stashed billions of pesos from thousands of investors hoping to double their money in a week.

The case in Cagayan de Oro City involved another alleged pyramid scam initiated by Jacob ‘Coco’ Rasuman of Marawi City in Lanao Del Sur. The ‘crisis’ commit-

tee formed in Lanao Del Sur to look into the extent of Rasuman’s pyramiding scheme reported that Rasuman collected about P12 billion from various clients in Marawi City and Lanao Del Sur. Rasuman declared bankruptcy sometime in September last year. His clients demanded a return of their cash investments partially or in full. Rasuman failed to return the money demanded by the investors prompting some to file a complaint with ‘syndicated estafa’ at the regional trial court in Cagayan de Oro City.

The blanket of security thrown around the hall of justice Wednesday was in anticipation of the possible outbreak of armed conflict between Rasuman and his despondent clients. Of course, the local law enforcers and the Department of Justice (DOJ) can ill-afford a repeat of the shooting at the court of Cebu few weeks ago. An accused Canadian national went into a shooting rampage inside the court killing the complainant and a lawyer before he shot himself dead.

Court officials in Cagayan De Oro City wanted to make sure that the preliminary hearing of the Rasuman case would succeed without untoward incidents.

However, at the end of the day, the Rasuman case ended attaining nothing. The anticipated arraignment where Rasuman was to enter a plea did not take place.

The NBI agents whisked Rasuman to a waiting car and flew him backed to Manila where he was under custody. Next hearing? Watch dozen of military and police closing the road all the way to Hall of Justice here.

The curse of flooding, all over the world

No human can do that, right?

Kakampi mo ang batas Atty. Batas Mauricio who have something to do with disasters and natural calamities, like the National Disaster Risk Reduction and Management Council (NDRRMC) to read the Bible, and get as much inspiration that they can from God’s Word, as to how to effectively deal with typhoons, floods and tornadoes. This is the only way to lick the death and destruction from these disasters.

-oooHUMAN EFFORT FUTILE IN THE FACE OF CALAMITIES: Of course, I am not saying that we should forget giving our people advanced and reliable warnings, or resort to forced

evacuations when rains shall have made a landfall, or neglect so-called “scientific methods” in finding solutions against natural calamities. I concede these are all important and necessary to save lives and property. But, as our experience---and the collective experience of the world---have proven, human effort and intelligence, and even money, are so futile and are in fact helpless.

-oooGIVE THE BIBLE A CHANCE: So, why don’t we try what the Bible, quoting Jesus Christ, is prescribing as a remedy when the rains, floods and winds come? No harm is going to be done to

anyone, if our authorities and our people are to obey what the Bible is saying, right? Now, if after obeying the Bible nothing happens and the death and destruction continue just the same, then we can junk it and forget what it has written as a remedy against natural calamities. But my plea is, let us give the Bible a chance.

-oooRAINS, FLOODS, WINDS PREDICTED TO COME: Now, what is the Bible saying about rains, floods and winds? In gist, this is what it is saying, quoting Jesus Christ, in Matthew 7:24-27: the rains, floods and winds will come, there is no denying and stopping them. But those who listen to the words of Jesus, and obey them, will not be harmed. However, those who listen to Him but do not follow Him will surely suffer a “great crash”, which means death and world | page 10

Inefficiency: the brand of judiciary WE are all made to suffer the inefficiency of the judicial brand of government with their seemingly absurd practices called “cause of delay.”

They point to many legal issues for proceedings that cause delay regardless of their knowledge it causes delay and frustration to the conflicting parties in court.

So the question that begs to be answered is; do they do this Harry Tambuatco intentionally? Your answer is as good as mine.

Many in the system claim it is the system that they have already inherited which is why they are made to simply follow procedures regardless of the outcome.

They too, suffer the consequences of their actions having cases age an average of a hundred years before they are resolved (pun intended).

In court you will be lucky to get three court dates a year allowing for your lawyer to generate an appearance fee driving up your cost.

To many, never mind the cost but the frustration is unbearable. Why is this the case with the judiciary when the legals are well aware unless of course, it is the legals who originate from the top schools who promote this?

The academe is much too silent to promote legislation to improve the system. The judicial reform committees in congress do not seem to want to improve the system they already know is antiquated and inefficient.

As for the Supreme Court, it always boggles me why the provincial courtrooms are so seemingly dysfunctional with documents left on its doorways to rot (of not for water damage) as well as the poor conditions of the courtrooms with its wooden benches aging over decades never replaced with air-conditioning left only for its judges.

Assuming the resolutions are dealt with efficiency, who cares, right? But resolutions are difficult to come by as well as the conditions we are made to bear while in the Supreme Court.

They even get to holiday in Baguio with special quarters and oodles of monies given as (“pabaon”) or success fee awards upon retirement when to begin with they have not improved the system for the people to get justice.

It is correct to say we do not have a system for justice but a legal system we are made to suffer with. Justice delayed is justice denied and in the Philippines it is always delay!

What makes matters worse is in the provinces they do not even have enough appointive judges to hear the BRAND | page 8

Graduate Studies, Worth it

Part to our commitment as Teachers of the Department of Education is to upgrade our professional profile. Enable for us to be an effective teacher, we should not let our stockedknowledge to stagnate nor be obsolete. In fact, scholarship for dep.ed fellow is allotted to grant a chance to those deserving teachers to pursue graduate degree.

Magna carta for teachers also provides a study leave for every teacher after having rendered at least seven years of service to assure that our educational profile is advanced. But many of us are still hesitant to comply with this notion because of most of us see it expensive and therefore not part of our basic concern, even if there is scholarship allotted, it is only granted to those who can comply the requirements. In my personal perception in the past, enrolling in graduate studies is my short cut portal of becoming a school administrator, since educational attainment is

the quickest qualification to achieve among the requirements which is given a heavier weight during rankings for school administrational promotions.

Complying such will give me a bigger edge against my co -applicants. The higher the EQ, the bigger the points, and the greater is my chance to top on the roster of applicants. But the longer I engaged myself to graduate studies I opened my thoughts with the real essence of engaging into graduate studies.

Enrolling into graduate studies is an act of opening more doors of opportunities. It does not only entail promotions but increase of salary income as well, where in most of us wanted to acquire. Having earned some masteral degree, also qualifies us to teach in colleges and universities as sideline job during our vacant time.

The more degree you earned the highest-paid-employee you become. And the more the extra income you have, the greater is the chance

Dozens protest coal-fired power plant in Sarangani

DAVAO CITY, Philippines – Almost a thousand registered their protest against the construction of the 210-Megawatt coal-fired power plant owned by the Alcantaras in Sarangani province, Soccsksargen region as the first phase of the construction started Monday, January 29 in Maasim town.

“We are the host community of this coal plant.

It will be slowly killing our communities because of its ill effects and carbon emissions causing climate change,” said Sister Pat Villagonzalo of the Maasim Tri-people Coalition Against Climate Change (M3PC), in a text to davaotoday.com.

On January 28, about 700 youth and students, women, Christians, lumads and the

Moro people trooped from the Maasim Municipal Hall to the Sarangani Energy Corporation in Kamanga village, as they resisted the project in defense of their lives and the environment.

The M3PC, Bayan Muna Partylist, Social Action Center-Diocese of Marbel and Iglesia Filipina Independiente (IFI) joined the protest.

“The coal-fired power plant would exacerbate climate change and it would endanger the Kamanga reef, a protected sanctuary,” said priest Rey Ondap, in a text.

The plant is built in a 55-hectare area along the coast of Sitio Tampuan which is close to the 140-hectare Kamanga Marine Protected Area (MPA).

The Kamanga MPA was

established in 2006 under Municipal Ordinance No. 06-020, which made it a marine eco-tourism park and sanctuary. It is home to species like the napoleon wrasse, eagle ray, jacks, unicorn fish, trigger fish, large schools of butterfly fish, sweetlips, snapper, turtle, barracuda, dugong bumpheads and spadefish as well as pristine fans and corals. It is also home to many endangered species like the green turtle, hawksbill turtle, dugong and napoleon wrasse.

“Environmental destruction is a sin against nature and it would greatly affect the people’s health,” Ondap said.

According to Greenpeace International, “apart from climate change, coal also causes irreparable damage to the

environment, people’s health and communities around the world.”

The coal plant will supposedly ease Mindanao’s “power crisis” and provide a “reliable source of energy.”

But Fr. Apollo Salazar of the IFI rebutted this, saying, “It’s a dirty plant to provide energy.”

Greenpeace said coal fired power plants are the biggest source of man-made CO2 emissions. “This makes coal energy the single greatest threat facing our climate,” it said in its website. It also said that a third of all carbon dioxide emissions come from burning coal. It is used to produce nearly 40 percent of the world’s power.

Artsada Celebrates Arts Month with the Heart

I

n line with the Arts Month Celebration this year, the Artsada, a team of budding visual artists in Cagayan de Oro, is celebrating the arts month this year with various charitable art activities.

As a kick off activity, Artsada will be showcasing their skills in sketching and painting through an on the spot demonstration in collaboration with NCCA Northern Mindanao at Limketkai Mall on February 01, 2013. The artists will be performing portrait

sketching for mall goers for free. Some of them will also be demonstrating painting using various art media.

The highlight of the celebration is Artsada’s participation to the PVAF 2013 in Pagadian City. The team will represent, along with other local artists,

The Artsada artists are hopeful that the celebration will rouse the interests and appreciation of the Kagayanons especially among the youth to stimulate creative young minds, engage in arts, thus, removing the opportunity to be drawn in destructive habits like alcohol and drugs.

The NCCA Northern Mindanao Visual Arts is supporting the Artsada’s a d v o c a c y. M r. R hy a n Casino, the NCCA NM VA Coordinator, appreciated the group’s initiatives in adding more vivacity in the arts scene in the region.

Artsada, as an informal art group of volunteers, intends to make a difference in the art industr y in t h e c i t y by b r i n g i n g art education into the community particularly through sharing of technical

knowledge in basic drawing and painting among the children and youth. The team’s planned projects for the year are being firmed up in collaboration with the City Tourism Office for Culture and Arts and private sectors to help promote the City’s arts and culture.

The team is composed of Bo Daclan (contemporary), Gieward Hullagno (water color), Darr yl Salcedo (papercut) and Marigold Cherie Ramos-Garrido (pastel art).

Artsada is encouraging Kagay-anon artists who have the heart to share their talents at the community level and eventually develop future artists from among the youth sector. Recently, Artsada welcomed new members to the team to develop more genres in art, they are Lloyd Hinosolango (portrait), Shamae Casino (sculpture), Amalia Misa (sketching) and Mark Bailo (abstract).
