From miners to forest guards By CHRIS V. PANGANIBAN SAN FRANCISCO, Agusan del Sur— All their lives, they used to be small-scale miners toiling hard with a little luck of striking small ounces of gold in neighboring gold rush areas until last year when they dramatically turned into forest guards of Mt. Magdiwata watershed here. Called “social fence” of the watershed’s buffer zone around the foot of the mountain, they now led a productive lives working on small parcel of lands developed into organic agro-forestry farms while given the daunting tasks of protecting the more than 1,700-hectare watershed from illegal tree cutters and timber poachers. The “social fence” program was initiated by San Francisco Water District (SFWD) since last year tapping eight former small-scale miners willing to change the perspective of their lives by shifting from environmentally destructive livelihood activities into eco-friendly farming and at the same time guardians of the forest. Since settling their families within the 200-meter buffer zone of Magdiwata, these new farmers now grow organic vegetables, yam, corn and fruit trees that could sustain their daily subsistence and become free from the bondage of day-to-day survival at the gold rush areas in neighboring towns. BAN-AO, Baganga, Davao Oriental—With the blaring sound of the car stereo playing “Four Strong Winds” as background, the cacophony of the various construction, rehabilitation and recovery activities spearheaded by a

non-government organization spelled the beginning of a new life for the Pablodevastated people in this village. While the song played on largely un-noticed by the volunteers busy with helping the Ban-aowons get back on their feet, one

teacher-volunteer from Xavier University-Ateneo de Cagayan flashed a very big but sad smile as she sang along with Neil Young. “’Four strong winds that blow lonely, seven seas that run high; all these things that don’t change, come what may. But our good

times are all gone, and I’m bound for moving on…’ I very much like this song. And it is very apt in this situation, knowing from the people’s story that it was really Pablo’s strong winds that destroyed their homes and killed their loved ones,” ban-ao | page 10

Well-meaning private individuals ‘feed’ Pablo survivors ‘like chickens’ By BONG D. FABE of Mindanao Daily News

BAN-AO, Baganga, Davao Oriental—Sur vivors of deadly Typhoon Pablo (Bopha) in this village likened to someone feeding freerange chickens a group of well-meaning individuals’ way of distributing relief goods, mostly food items, to the villagers. The group, led by Ruben Calig-onan, brother of Barangay Kagawad Bobbie “Bobong” Calig-onan, also effectively disrupted the ongoing orderly and peaceful reconstruction, rehabilitation and recovery activities conducted by the UK-based Disaster Aid International (DAI) and Cagayan de Oro City-based Balay Mindanaw Group of NGOs (BMG), which adopted this village. “It was like they were feeding the chickens. It was not orderly. There was total chaos as people tried to outdo each other in catching the food thrown by the workers on board the truck,” Liezel Ignacio told this reporter in the dialect.

Calig-onan’s group, on board a blue truck with Plate Number SEN478 owned by the Provincial Government of Davao Oriental, threw to the survivors highly perishable items as bread and biscuits. Calig-onan also proudly admitted that the relief goods, worth P300,000 donated by a certain Edna Baril of Tagum City, consisted of boots, nails, tents, rice and others. “I first distributed the goods in my own place in [Sitio] Kadungonan. In fact, all my relatives there, my cousins, were the first to receive the goods heartily donated by Edna Baril worth P300,000,” he proudly said. But what was “distributed” to the villagers here were just bread and biscuits and nothing else. Liezel’s sister Neneng Martinez Ignacio said she was able to catch some of the bread but others snatched them from her hands. “I was not happy with

An elderly woman who gave her name as Lucy said she was hurt when she was elbowed on her breast during the melee. “During the struggle to catch what were thrown our way, somebody pushed me forward while another one in front of me elbowed me out of the way. I was hit in my breast. Luckily I was able to catch some bread,” she said. Lucy, however, said she will never join the melee again if the group comes

back to Ban-ao. These women lamented that chickens and pigs get better treatment because their food are placed in feeding trays and troughs but the Pablo survivors in this village have to struggle against one another to get a piece of bread or biscuit thrown their way. “This is the second time I saw this same group distribute food this way to the survivors in Baganga. This is very sad as this just shows how these group of individuals look at the survivors,” said DAI disaster

and humanitarian response expert Ed Cox said. Cox narrated that he was on his way to the incident command post (ICP) headquartered at the Public Works and Highways department office in the poblacion of Baganga when he saw an orderly distribution of relief goods conducted by another group. “All of a sudden, this truck in front of us stopped right in the middle of another group’s distribution activity and started throwing bread and biscuits to the people. Naturally, the people queuing up to receive the other group’s goods left their line and converged on the truck. said she permitted Caligonan’s group to conduct their distribution where the BMG and DAI were conducting their activities because most of the villagers where there. “I expressly told them to do it in an orderly manner with people lining up to individually receive the goods,” she said. But Calig-onan said there was nothing wrong in his group’s way of distributing the bread and biscuits. “It was heartily given. We did it that way so that the intended recipient will receive it and so that we will not stay here in Ban-ao long because we are in a hurry to go back to Tagum City,” he told this reporter. Calig-onan also said that they cannot bear to have the people queue up to receive the goods because “the people are very hungry.” “What was he talking about? We are not hungry here. We have enough food items. What we badly and immediately need here in Ban-ao are shelter materials to shield us from the rains, winds and searing heat of the sun,” said Ching. Ching, however, said that despite Calig-onan’s group’s way of “feeding the chicken”, she is still thankful that her constituents received some form of help from the group. (Bong D. Fabe)

BAN-AO, Baganga, Davao Oriental—“Mga salin mi sa bagyo (We are leftovers of the typhoon).” This was how 9-year-old Grade Three pupil Em-Em described herself and the other survivors of Typhoon Pablo (Bopha). “I hope we will have a new house in the New Year because our old house was destroyed by the typhoon,” she said as she showed her drawing to the gathering of children and their mothers inside a big makeshift tent, that served as a church of the Assembly of God, during the psycho-social intervention activity conducted by volunteers from Xavier University here recently. Em-Em also expressed to BusinessMirror her dream of becoming a teacher. Like Em-Em, other children — Nico, Jimboy, Rita, and others — drew colourful houses and trees “vented” their wishes for on paper using crayons and clay. 12-year-old Jimboy also drew a banca and some fishing gear aside the house. “I helped my father in fishing after school before the typhoon. But like our house, our fishing boat and equipment were destroyed by Pablo. I wish we will be able to buy a new fishing boat so that we will have income from the fish we will catch,” he told the BusinessMirror. For 7-year-olds Nico, Rita and Jun-Jun, their singular wish, aside from having a new house, is for their school to be rebuilt so that they can continue their education. “Education is important as it will help me become an engineer,” Jun-Jun said. Oro sees marked increase in tax revenues this year THE city gover nment headed by Mayor Vicente Emano sees an increase of P109 million in tax revenues this year compared to last year’s figures. This is stipulated in the 2013 executive budget approved by the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas during its last regular session. The budget indicates that permits and licenses are expected to go up by P5.6 million, services income by P9 million and other income by over P75 million.

From its 2012 income of P380 million, the city expects to earn P444,695,600 million in business taxes this year. GENERAL FUND Cagayan de Oro will have an income and expenditure of P1,982,626,000 in its General Fund this year. Legislators enacted Ordinance No. 12482-2012 approving the 2013 annual budgets of the General Fund, and of the Special Account Economic Enterprises with estimated incomes of P112,050,000 for the City Economic Enterprises

and P18,754,000 for the East-Westbound Terminals and Public Market and P129,338,000 for the J.R. Borja General Hospital, to finance estimated various expenditures of the same amounts for 2013. In his budget message, Mayor Emano cited that it has long been recognized that in order to achieve an efficient and effective operation, a local government unit should aim for the improvement of the ratio of its overhead costs to cost of production and service

These harmful chemicals are used in furniture and other products sold across the country largely due to outdated California fire safety standards, but in June, Governor Brown ordered a revision of the state's standard. In December, CEH found high levels of a cancer-causing flame-retardant chemical in crib mattresses, day care nap mats, and other products for young children, prompting nationwide concern. Look for an end to these and other flame-retardant health threats in 2013. 7. Environmental Justice

In 2012, Environmental Health News reported a groundbreaking series of articles on environmental justice battles across the country. More than 20 years after the first national conference on environmental justice, today African Americans continue to be 79 percent more likely than whites to live in neighborhoods where industrial pollution is suspected of posing the greatest health danger. As Robert Bullard, a titan of the environmental justice movement, noted in his new essay, "The effect is a society divided, literally and psychologically, by freeways, railroad tracks, landfills and hazardouswaste dumps." Expect more environmental injustice stories and victories in the fight for justice in 2013. 8. Food Safety Ongoing food safety problems repeatedly made news in 2012, with numerous food recalls, including the multi-state recall of peanut butter and other nut butters, from Trader Joe's and other major outlets. In August, CEH joined the Center for Food Safety in suing the FDA for its failure to implement new food safety authority granted by Congress. Expect further action on our lawsuit in 2013. 9. Apple and EPEAT In 2012, CEH raised concerns about watering

down of the most important environmental standard for electronics, called EPEAT. Days after we alerted the Wall Street Journal that Apple intended to pull out of EPEAT, the company recanted and announced its mistake in dropping out. But EPEAT followed Apple's move by certifying the company's MacBook Pro, despite obvious design problems we identified that should have disqualified the machines from receiving EPEAT approval. Given the widespread criticism of EPEAT for caving in to Apple, expect more pressure on EPEAT to live up to its standard in 2013. 10. Hormone-Altering Chemicals and Low-Dose Effects In March, a team of researchers released their three-year study showing that the long-believed idea that "the dose makes the poison" may be inadequate, especially when it comes to chemicals that can mimic and alter our bodies' natural hormones. In December, the EPA announced it would begin a new effort on health threats from low-doses of hormone-altering chemicals and the need for new methods of safety assessment. POINTY-Bukidnon gift-giving a success By Capt. Eduardo I. Meclat

Malaybalay City - Some 500 residents of Barangay Dalwangan, this city, have received gifts of toys, school supplies and used clothes from the Propelling Our Inherited Nation Through our Youth, Inc. (POINTY). The activity, which was simultaneously held by POINTY in the provinces of Bukidnon and Misamis Oriental, as well as in Caraga Region, was in cooperation with the office of Barangay Chair Rolando Linuay and members of his council. During the occasion, over 200 children were also treated to snacks of arrozcaldo and spaghetti, while the Peacemaker Band of the 403rd Brigade played on the stage. Since its conception after the National Youth Summit held in Toril, Davao City on October 1 last year, POINTY has been actively coordinating with the local government agencies and various civic organizations in delivering basic services to the people in their

respective provinces. Its members are students, out-of-school youths and indigenous peoples (IPs), abounding themselves together for youth empowerment. President Grant Mejorada Amoncio of POINTY – Bukidnon averred that community outreach programs, such as the giftgiving last Christmas have somehow helped in moulding the youth into becoming responsible, politically-matured and well-informed members of the society. Witnessing the need for a more extensive socio-economic intervention in this mainly rural community, Amoncio and members of POINTYBukidnon vowed to return with more services for the barangay con-

DAVAO CIT Y, - The Department of Social Welfare and Development Office in Davao Region has called for more volunteers to help in the repacking of relief goods for the survivors of typhoon Pablo in the provinces of Davao Oriental and Compostela at the Interagency Relief Operations Center within the compound of the Department and Highways XI in Panacan. Evangeline Grandeza, integrated-gender development officer of the Pantawid-Pamilyang Pilipino Program of DSWD XI said the number of volunteers involved in the packing of food packs intended for the survivors dwindled since Christmas Day as warm bodies took a break for the holidays. She said that workers from the DSWD, police and soldiers are leading t he ef for t of p ack ing and loading the relief goods to cargo trucks which bring the assistance to the relief hubs in Trento, Agusan del Sur and Nabunturan,

Compostela Valley. “We laud the effort of the police and the soldiers under the Eastern Mi n d an a o C om m an d for muster ing volunteers to help us repack the relief goods, but we need to sustain the effort as more residents in towns hardest hit by the typhoon still need help,” Grandeza said. Grandeza cited the need to organize the entry of volunteers since there are days that their number is overwhelming but oftentimes, only

few come to help in the repacking of goods. She emphasized that the relief operation must keep up with the needs of the families in hardest hit areas. “We have to help. We cannot postpone the hunger of t he p eople who need our assistance everyday,” Grandeza said. She said workers from the DSWD, Police Region Office XI and the Eastern Mindanao Command are the current backbone in the repacking efforts. Grandeza said that despite the presence of government personnel, the repacking effort ne e ds t he supp or t of 150 volunteers for an eight-hour a day work. She said lunch and dinner are free for volunteers, but they are also encouraged to bring their own food. PAGADIAN CITY, – The recent celebration of New Year was generally peaceful, this was disclosed by Zamboanga del Sur Police Provincial Office (ZSPPO) Assistant Provincial Director for Operations Supt. Jalilul Bandahala. Bandahala said the successful celebration was attributed to the intensified nationwide campaign against prohibited firecrackers and indiscriminate gun-firing following the orders of the PNP chief Director General Alan Purisima. Bandahala said 33 boxes of banned firecrackers were confiscated by the joint team of Firearms, Explosives, Security Agencies and Guard Section (FESAGS), Provincial Public Safety Company (PPSC), and personnel of Pagadian

Resolving to start or stop doing a certain activity has no value unless you have the proper motivation for stopping or starting that activity. For example, why do you want to read the Bible every day? Is it to honor God and grow spiritually, or is it because you have just heard that it is a good thing to do? Why do you want to lose weight? Is it to honor God

with your body, or is it for vanity, to honor yourself? So, whatever sort of New Year’s resolution should a Christian make, we should consider to pray first for the Lord’s wisdom as to how are we going to set the goals about the resolutions we make. For sure, occasional failures will come our way but we need not be discouraged ; instead, allow them to motivate us further. As we encounter the many changes that will come our way in this New Year, Psalm 37:5-6 says, “Commit your way to the LORD; trust in him and he will do this: He will make your righteousness shine like the dawn, the justice of your cause like the noonday sun.”

The 4th guideline to fighting in marriage is to realize that your anger is the enemy, not your wife or husband. You need to ask Jesus Christ to take control of your heart and marriage. Only He can give you the willpower, love and selfcontrol you need to start winning your fight against your uncontrolled anger that will hurt, even destroy, your marriage and family. Government vows to sustain public optimism in 2013 The government wants to ensure that inclusive growth benefits everyone next year through job generation and pro-poor programs, a Palace official said on Saturday. A recent Social Weather Station (SWS) survey found that nine out of ten Filipinos are looking forward to 2013 with hope. In a radio interview over state-run dzRB Radyo ng Bayan, Deputy Presidential spokesperson Abigail Valte said the administration is still focusing on job generation as well inclusive growth. “We see that the GDP (gross domestic product) has been surprising everybody; it seemed to be candid about it in the sense na the third quarter was really a very pleasant surprise for everybody,” she said. The survey results indicated that 92 percent of those surveyed were hopeful rather than fearful of the coming year. This was the predominant sentiment among respondents in Luzon (96 percent), Metro

Manila (93 percent), and the Visayas (93 percent). The survey was conducted from December 8 to 11. Mindanao residents, however, were less enthusiastic about the coming year’s prospects. Only 85 percent of those polled in Mindanao said they were hopeful. Also, with 2013 being an election year, Valte said the administration wants to do away with too much politicking so it could focus on governance. “On the part of the executive, while it may be an election year, the work in government still goes on. The work in government will continue despite the fact that it is an election year,” Valte said. The Commission on Elections (Election) has already come up with the list of the dates that are important particularly the start of the campaign period for the local and national levels. PND (as)

Elmer Luzon, SFWD general manager, could proudly say that it is only in Mt.Magdiwata among the ranges that has about 90 percent of forest cover which is good enough to protect residents to any typhoon that normally visits the country every year. SFWD initiated a major rehabilitation program to at least 928 hectares of denuded and open grasslands of Magdiwata in 1997 after it was declared as a permanent watershed forest reserve by Presidential Proclamation No. 282. Thanks in part to the children, whose resiliency shone to the fore to teach the adults to take everything in stride, Ban-ao is little-bylittle getting back on its feet after Pablo almost totally erased it from the map of Davao Oriental. “We lost everything. Our houses, our livelihood and our friends; some even lost their relatives. Nothing is left here,” Ban-ao Barangay Chairperson Mera Adlawan Ching told the BusinessMirror. One resident said that she will never fully recover from the traumatic experience of losing her two small children to Pablo’s winds. “We took cover under a bridge. I was holding tightly my infant son while my two small children were holding my skirt. A few seconds later, I no longer saw my other two children as the strong winds literally flew them away,” she narrated. A 10-year-old girl said she saw how the strong winds literally swept her grandmother a few feet up in the air and smashed her on the concrete road, instantly killing her. Laurencio Batang, 59, told the BusinessMirror that villagers out in the open have to literally “hugged” the earth to counter the pull of Pablo’s strong winds. “We have no recourse but to cling to the earth, just grasping the grass, so that we will not be carried by the strong winds,” he said. He, along with Lilita Cabrera (52), Armando Escamillian (53), Renato Dacuycuy (55), Nenen Go (63) and other older resident said that in all their lives, Pablo was the first typhoon to leave so much destruction and deaths behind in a hundred years in Ban-ao. “I re me mb e re d my grandfather told of a story of a very strong typhoon to hit the barangay in 1912. It was much stronger than Pablo,” Escamillian said. While all of Baganga and other municipalities of Davao Oriental facing the mighty Pacific Ocean were flattened to the ground by Pablo’s strong winds, Barangay Ban-ao is the hardest-hit with 17 people dead and more than 90 percent of its 520 families rendered

homeless. Left with nothing — no food, no water, no houses, etc. — Ban-aowons were saved by Barangay Councilor Ignacio Cabrera, who gave the residents one hour to “loot” his store for food items and whatever they can get. Led by Ching, the residents started organizing themselves and salvaged still useful housing materials to repair what they can of their destroyed dwellings to shelter them from the constant rains and winds due to the Amihan (North wind) and the searing heat of the sun. Exactly five days after Pablo’s wrath was unleashed in Ban-ao, the first semblance of Ban-ao’s reconstruction, rehabilitation and recovery operations arrived in the form of the Cagayan de Oro City-based Balay Mindanaw Group of NGOs (BMG) and the UK-based Disaster Aid International (DAI). Less than three weeks in the area, BMG leaders decided to adopt Ban-ao and pour whatever resources the group can gather into its effort to bring back the village from the clutches of death. “We are bringing not just tents and water here but the complete package. Our strategy, helping rebuild resilient communities through barangay-based and barangay-focused disaster response work in Davao Oriental,” said Charlito “Kaloy” Manlupig, BMG head. Manlupig said that the first key intervention is helping the survivors set up a tent community as temporary emergency shelter while they reconstruct or repair their damaged houses. “This community will be the focus of our delivery of relief, rehabilitation, psycho-social and other assistance,” he said. He explained the reason why BMG adopted Ban-ao. “The main idea is to focus our resources on one barangay at a time instead of spreading them all to the 42 barangays of the three hardest-hit municipalities at the same time. After all, barangay-based and barangay-focused development, disaster response and peacebuilding work is one of our key strengths. Instead of treating the survivors as mere recipients of aid, they are considered as the key stakeholders in the difficult task of community re-building. The intervention will try to cover the whole range of community needs, from organizing to provision of basic needs of food, water, medicines, etc." As of Dec. 30,2012, BMG and DAI had set-up hundred of tents here, with DAI’s expert disaster response leader Ed Cox leading the residents in pitching the tents. The ground on which the tents were pitched were cleared of debris by a payloader lent for free by Ch-

ing’s businessman-relative, who was itching for a way to help his cousin’s constituents get back on their feet. And like the song, the people in this village bounding the municipalities of Baganga and Cateel, Davao Oriental are really “moving on” in the New Year 2013. Thanks in part to BMG and DAI, and the other “unknown” hundreds of well-meaning groups and individuals who donated time, effort, resources and even their hearts, souls, minds, and strength for the people of Ban-ao. I was hit on the back with a big chunk of concrete. After that, we ran to the nearby hills and flatten ourselves on the ground on the other side of the hill so that we will not be swept by the strong winds,” she added. Fortunately for Em-Em, she was not injured by the concrete chunk that fell on her back. She also doggedly followed this reporter with her chatter and ever ready smile, unlike the other children who were shy in talking with strangers, especially one with a camera and a videocam. “Before you leave, give me one of that,” she said, pointing to my digital camera, a very big smile lighting her innocent face amidst the ruins of her former school. Her innocent ways and childish chatter showed her happy disposition. But more than that, it showed her resiliency, a key factor that will help her bounce back from the tragedy very quickly, said Monalisa Pangan of XU’s Chapel Ministries. Pangan, who led the psycho-social intervention activity, said that while EmEm is different because she is naturally talkative, the other non-talkative children also showed resilience in drawing houses, school, church, trees, sea, hills during the activity. “Their drawings indicated their sincere wish of getting their normal lives back,” she said during the post-activity processing on board one of Balay Mindanaw’s vehicles from a visit to the incident command post (ICP) in Cateel, Davao Oriental. Ban-ao, one of Baganga’s 17 villages, is the hardest-

A day before Pablo struck, Ban-ao Barangay Chairperson Mera Adlawan Ching, 41, signed a Memorandum of Agreement (MoA) with the Environment department to develop its mangrove areas into an eco-tourism spot. “I our mangroves recover so we can continue with its development,” she said, adding: “I often wondered if we could ever see the fulfilment of all our hopes and dreams, especially our wishes for 2013.” But with the presence of the UK-based Disaster Aid International (DAI) and the Cagayan de Oro City-based Balay Mindanaw Group of NGOs (BMG), which has adopted Ban-ao, the villagers’ hopes, dreams and wishes for the New Year 2013 are on track for fulfilment. A GREEN RESOLUTION by OWEN JAEN

E

very year, most of us are busy listing down the things we want to achieve once another 12-month cycle runs, but have we considered making that New Year’s list of resolutions greener? I really do hope so. Visualizing and putting our thoughts in writing is a good way to set the pace and check our progress and a greater way to do this annual checklist is to make it environmentconscious. This way, we are making our lives even more fruitful and in tune with nature. It’s really quite easy. All we have to do is try to weigh things and see if they can harm us, other people and the environment. Let’s take some examples and you might want to consider them as part of your own list of things to achieve!

Walk, run, hike or bike If you are only going to the next two blocks or maybe a few floors up, why not walk instead of taking the public vehicles and walk up the flight of stairs instead of the elevator. The extra effort you make helps burn calories and you are helping lower carbon emission and consumption of energy as well. If the bayong is too bulky for your taste, foldable canvas bags being sold by major shopping centers and souvenir shops can be your alternative. Going green is really in, so don’t feel ashamed. Head to the market with a groovy eco-bag and you help save the world in return. I am also quite busy drafting and finalizing my achievable, person and earth-friendly New Year’s resolution. I hope you make yours more sensitive to the times as well. As we start 2013, we will take a look back on our checklist and see what we have accomplished and what needs to be improved. NGCP completes Typhoon Pablo restoration efforts

T

he National Grid C or p or at i on of t h e Phi lippines (NGCP) ended 2012 on a positive note with the completion of the restoration activities of its transmission facilities damaged by Typhoon Pablo early December last year. On December 29, 2012 (Saturday) at 9:24 PM, NGCP fully restored and energized the last of the Pablodamaged transmission facilities: the Cateel-Baganga 69kV line servicing Surigao Del Sur I and Davao Oriental Electric Cooperatives. Said transmission line was hardest hit NGCP facility with 256 toppled

and 7 leaning electric poles on this line alone. In total, Pablo caused 551 NGCP structures to topple while 57 others were left leaning. For 22 consecutive days, 328 of NGCP’s line personnel of from all over the country worked full-time to restore the damaged transmission lines in order to meet the December 25 target energization date set by President Aquino. However, despite round the clock efforts by NGCP’s linemen, continuous rains in Mindanao delayed restoration. Many of NGCP’s equipment, including its helicopters used for hauling materials and stringing cables,

were grounded by the heavy rains. Typhoon Pablo left seven (7) NGCP transmission lines paralyzed, affecting the Northern and Southern parts of Eastern Mindanao. At present, all Pablo-hit NGCP facilities connecting power customers are fully energized. NGCP assures the public that it is ready to conduct similar expedited restoration activities to ensure reliable power transmission services. The corporation is also continuously taking necessar y preparations and precautions to minimize the impact of succeeding typhoons on NGCP operations and facilities.

Vice president, program Coordinator. The participant’s enthusiasm and eagerness to learn inspired the speakers and the facilitators alike,. As they sense no resentment and resistance to change from traditional card catalog to the online public access catalog .In which distance is not a hindrance for them to attend the training. The training was a sure success as participants requested for a 3 day training-workshop on 2013. A continuation of the project funded by the NCCA.
