GENERAL SANTOS CITY (MindaNews/ – Nineteen villages here and in nearby South Cotabato province were submerged in floodwaters as several rivers and irrigation channels swelled anew late on Sunday afternoon due to continuous heavy rains in the area. Jerome Barranco, assistant director of the Office of Civil Defense (OCD) Region 12, said Monday the floods affected portions of around a dozen low-lying villages in this city and seven others in Norala town in South Cotabato. A report from the City Disaster Risk Reduction and Management Council here said various irrigation canals traversing the city overflowed on Sunday afternoon following hours of almost nonstop heavy rains that started at around 11 .am. Typhoon survivors are stakeholders, not just mere recipients of aid By BONG D. FABE of Mindanao Daily News BAN-AO, Baganga, Davao Oriental—Sur vivors of natural calamities such as typhoons are not just mere recipients of aid but key stakeholders in the difficult task of community rebuilding, thus they should have a hand in all activities conducted for their benefit so they will stand again as a self-sustaining community. With this “world-view”, the Balay Mindanaw Group of NGOs (BMG) adopted this village to focus its limited resources and efforts so that everyone of the 520 households here will be impacted and thus the whole community will regain its footing for a sustainable future. “Instead of treating the survivors as mere recipients of aid, they are considered as the key stakeholders in the difficult task of community re-building. Our intervention will try to cover the whole range of community needs: from organizing to provision of basic needs of food, water, medicines, etc.” said BMG head Charlito “Kaloy” Manlupig. To give the survivors the sense of being stakeholders — who have a say to what their future will be — BMG and its partner on the ground, the UK-based Disaster Aid International (DAI), started its “cash-forwork” program and other similar schemes. One of those who benefited with this scheme is Anasaria Mandawe, 36, whose husband and eldest son were killed when the Ban-ao DayCare Center

BMG has temporarily transformed the destroyed Principal’s Office at the Banao Elementary School as its headquarters while its own staff house is being constructed on a hill overlooking the school. “I am very happy and grateful to Balay Mindanaw and the Disaster Aid International for restoring my hope,” she said in the dialect after admitting that she lost all hopes of ever recovering from the Pablo’s devastation after her husband and 18-year-old son died, especially since she is left with 6 other children to care for.

55-year-old Florgardo Pontillas is among the survivor-volunteers who helped in the clearing and construction of the temporary cooking area, and washing and bathing area for the “Tent Communities” in Ban-ao. The tents are donated by DAI. “Work is very hard to find here now. I am glad that Balay Mindanaw is here to help us rebuild our barangay. But since Balay Mindanaw and its volunteers are just visitors here, we cannot expect them to stay for long. So it is really us, survivors, Ban-aowons, who have to rebuild our barangay,” he said. But BMG’s Manlupig said

that the group is in Ban-ao for the long haul, which is also why it is constructing its own office and staff house here. Other survivors are helping in clearing areas for the “Tent Communities” while others are helping in cutting felled coconut trees for use in the various construction works here. BMG, which launched its Disaster Response, Risk Reduction Management and Resiliency Building (DRRRMRB) program right after several of its staff lost homes and properties when Typhoon Sendong (Washi) unleashed its wrath on the city on December 16, 2011,

ZAMBOANGA City––Philippine authorities disarmed two improvised explosives planted in the southern city of Kidapawan in Mindanao. The explosives, both made from mortar bombs and rigged to a mobile phone and a detonator, were

Abbu measure tops council agenda

THE City Council will hold the 117th regular session of the 16th Council today. It is the first official session that the city council will hold this year. One of the most important resolutions that the council would tackle is Resolution No. 2013 expressing sympathy to Atty. Manolo Tagarda, former City Mayor and City Councilor, who passed away on Jan. 2, 2013. Tagarda was known as the city’s ‘Centennial Cris Diaz Mayor’since he was the acting city mayor at the time when the country observed its 100 years anniversary. He served as ‘acting’ mayor since he assumed the mayoral post when the city mayor at that time ran for Congress in 1998. Tagarda’s body would be brought to City Hall for an overnight vigil at city tourism hall today. The gesture is customary to former elected officials who have served the city government in the past. This column wishes to extend condolence to the family of Manolo Tagarda. I have read the scheduled agenda today. The city council is scheduled to take up 11 legislative agenda. What I noticed is that of the 11 subjects listed in the

agenda, six of these were sponsored by City Councilor Jose ‘Pepe’ Abbu, chair of the committee on subdivision and landed estate. Of the six, two were resolutions and four others were City Ordinances. Obviously, Pepe Abbu banners the year 2013 by posting the most numbered of legislative measures up for passage and approval on the city council’s first regular session this year. Although Pepe is not a close friend, it is but fitting to doff a hat to this legislator who never wanted publicity in all his exploits at the city’s august body. In contrast, some publicity hungry legislators always hogged the limelight for doing nothing. These legislators achieved nothing but create noise to attract media attention. Well, the public know who these legislators are. Talks are circulating that Pres. Aquino has reportedly signed the suspension order against City Mayor Vicente Emano. The local political oppositions back by the administration’s Liberal Party are reportedly rejoicing now. Imagine, these people took the trouble of licensing their guns, and yet they are now being treated as if they have committed a crime simply because their licenses have expired. And yet, ever ybody knows that there are hundreds of thousands, if not millions, of Filipinos who own and possess guns that are not licensed. I hope the

Licensed gun holders, even if their licenses are expired, should not be treated as if their ownership and possession of guns are against the law. What the PNP should be more wary about are the gun owners who have not licensed their guns from the very start, because these are the people who intend to use their guns illegally. Those who had their guns licensed are people who intended to own and possess guns legally only as a means of self-defense. I hope this “search warrant”

scheme against licensed gun owners is not indicative of the kind of policies the new PNP leadership seeks to pursue. -oooSHOOT-OUT OR SALVAGE? Can the PNP please explain its conclusion that the 13 people police admitted to have killed at the boundary of Plaridel and Atimonan towns in Quezon Province last Sunday, January 06, 2013, were members of a big crime syndicate engaged in killing for a fee? If those killed were unidentified, and police could not establish their identities, what made the PNP believe they were guns-for-hire? These kinds of claims can

only lead to suspicions, warranted or not, that the killings were the result of salvaging. -oooBENEFICIAL EFFECTS OF WATER THERAPY: There is an article circulating for quite some time now in Facebook which says that drinking four glasses of water right after waking up in the morning can prevent and then cure a lot of illnesses. I wonder if there is anyone from the Philippine Medical Association (PMA) who would care to validate this? I mean, if drinking water every morning can prevent and cure ailments, many drug and pharmaceutical companies could go bankrupt. For whatever it is worth, I wish to share the Facebook article here. The tale of Juan THE day that Juan remembered leaving his mom and pop’s quiet nest, striving hard to begin and stand up on his own, was his first baptism of fire. With great delight he struck out by himself, coming face to face with his own true worth – “be financially responsible,” they said. Then one of those days, Juan met this beauty, the girl of all his dreams. He fell head over heels, spent money to please, just to capture this young girl’s whims. Then in one of those days, they did get hitched, and the two came together as one. Then the kids had to come and the word “budget” in haste found its way into the language of Juan. One by one off to school they all did go and “budget” got bigger yet tighter. With school fees higher Juan finally crunched, settling then for less than the best. As the last of the brood left school’s hallowed halls, running scat free from the lair, the couple at last did manage to catch a little bated breath of their own. After heaving a sigh, a big sigh of relief, soon it got to be oh so clear – their minds much blunter, their bodies much weaker, and retirement seemed nearer looming out of the corner. Time came when Juan’s earnings went short, and shorter it went still till it’s gone. Yet there he lay patiently waiting, hoping against hope for that grace called “pension.” But lo and behold, he did soon realize what he thought was enough for the real was not! Forced to buckle his belt much tighter, a life lived in much less comfort – lived to make ends meet, for dole-outs came so scarce, and never with quite some ease. TALE | page 10

Reaching out to the ‘unbanked’ First of two parts FOR the fourth year in a row, the Philippines has been recognized as “the best in the world in terms of its microfinance regulatory environment.” From 2009 to 2012, the Economist Intelligence Unit’s Annual Global Microfinance Index has ranked the Philippines as number one in the world in terms of policy and regulatory framework for microfinance. The global survey looks at the microfinance business environment of 55 countries. The Philippines is also consistently ranked at the top ten for having a good microfinance business environment, according to the Bangko Sentral ng Pilipinas (BSP) 2012 Report on its Financial Inclusion Initiatives. The survey took note of the Philippines’ recorded material gains in transparency in pricing given the BSP’s issuance of improved rules on transparency and disclosure. The survey also considered the initiative of the microfinance industry to establish the Microfinance Data Sharing System (MiDaS), a microfinance credit bureau that identifies delinquent borrowers with

These are Puroks 6, 9 and 11 of Barangay Cabinuangan and Puroks 6 and 7 of Sitio Taytayan, Barangay Andap. On January 2, the municipality ordered a forced evacuation of residents from the same puroks due to an LPA that later became Typhoon Auring. In Veruela, Agusan del Sur, Mayor Salimar Mondejar said at 3:13 p.m. he and the Philippine National Police are going around town informing residents about another LPA. In Sta. Josefa, town also in Agusan del Sur, Mayor Glenn Plaza said advisories had also been sent out to the barangays but as of 5:28 p.m., no evacuations had been done. “Wala pa. Ayaw pa nilang lumikas. Pero nakamonitor ang ating mga rescuers” (None yet. They still do not want to evacuate. But our rescuers are monitoring). He said they have designated evacuation centers, gym and schools spared by

typhoon Pablo for those who will be evacuated. After Typhoon Pablo on December 4, an LPA was spotted towards Caraga and Davao regions, with an expected landfall in Dinagat islands. The LPA, which intensified into Typhoon Quinta, made landfall in Eastern Visayas instead. On January 2, another LPA was also spotted near the same regions, later classified into Typhoon Auring. Caraga region comprises the provinces of Surigao del Sur and Surigao del Norte, Dinagat Islands, Agusan del Sur and Agusan del Norte and the cities of Bislig, Tandag, Surigao, Bayugan, Butuan and Cabadbaran. Castelo said hundreds of people in Mindanao were crushed to death by logs that were brought down the mountains by floodwaters; a situation that immediately casts suspicion on whether there is a log ban policy being implemented. “Violation of any existing logging policy, when flagrantly violated to the irreversible peril of those who become their fatal victims is tantamount to allowing criminal loggers the opportunity to wantonly rape our forests, reduce our mountains to ‘baldness’ and denude our forest,” Castelo said. Castelo said some local government officials tend to pass blame on the victims who died from mudslides saying they were already warned to leave their residences but refused to do so. “The logging companies operating in these areas are the culprits. The logs coming from the mountain crushed these people to death. Rather than running after illegal loggers, charging them, and keeping them in jail for the rest of their lives, the state seems powerless to touch these powerful people—these rapists of our forest,” Castelo said. Castelo said until the government can put criminal loggers behind bars or it is able to effectively implement the log ban, more deaths and more victims will be counted since more trees and more logs will roll down from the mountains and nothing more will hold the rainwater.

1000 ‘tots’ benefit Kiwanis’ gift giving, feeding project SOME 1000 pupils, all Sendong victims, benefited from the feeding program initiated by the Kiwanis International (KI) Philippine South District Division 4A held at Pedro Oloy N. Roa, Sr., Elementary School in Calaanan, Canitoan, this city in December this year. The feeding and gift giving programs in the coordination and participation of the City government of Cagayan de Oro was part of ‘KI’s’ commitment to serve the children of the world. With the theme, dubbed as “The Kiwanis Gift Giving; the Joy of Sharing,” is a Christmas activity and part in the commemoration of Sendong’s first anniversary. KI Philippine South District Division 4-A Lt. Governor Rey Susana said the feeding program is a year round project of the Kiwanis for the children in 80 barangays and different elementary schools of Cagayan de Oro. “Addressing the malnutrition as early as during preschool will make a huge change in the performance of a child,” said Susana. However, Susana said this feeding program is only supplementary to what the parents feed their child, and this will not sustain without the (parents) commitment in providing the right nutrition of the child. He said the uniqueness of this feeding program lies in the strength of the four pillars, converging together in implementing and monitoring the activity. Part of the said four pillar is the school head who sees to it that the program is implemented on a regular basis; second is the feeding coordinator who domestically manages the actual daily feeding. Third is the PTA organization who is crucial in assisting the school in the feeding and motivating parents to undergo nutritional counseling; fourth is the Division and district nurses who will distribute, motivate and collect data report from all participating schools.
