Investigators found out Medija’s wife, Evelyn, also owns another residential lot under her name.

It was also discovered Medija owns a piggery, a

5.5-hectare agricultural tract of land with various plantations of pomelos, bananas and mangoes, six poultry buildings, and a residential lot in Toril Eden Mountain Haven Subdivision in Davao City.

The Ombudsman said the significant and unexplainable increases in Medija’s networth for the years 2002 (P1,930,000); 2003 (P500,000); and 2008 P554,235.90.

“By law, these unexplain-

able acquisitions of wealth are deemed unlawfully acquired. Thus, for having increased his net worth by sourcing the funds…from illegitimate means, respondent is adjudged guilty of dishonesty,” it said.

“From the evidence adduced, there are reasonable grounds to conclude that respondent’s wealth have not been legitimately acquired…[and] there appears to be sufficient factual and legal bases for this Office to conduct forfeiture proceedings,” it added. (PNA)

Alex Pineda, production manager of Siloworks Incorporated, said his company benefited from the 5S program with good work flow, fewer hazards, careful purchasing of item and improved self-esteem of employees.

The EBESE program participants have already reached more than 300 companies from various industries --automotive, food, agro-industries, semiconductor, printing and packaging, fashion accessories, furniture and décor.

The program is implemented by the ECOP Institute for Productivity and Competitiveness (EIPC) Foundation and is funded by the Department of Science and Technology (DOST).

Fewer schools seeking tuition hikes: Ched-11

DAVAO City––An official of the Commission on Higher Education in Davao Region has noticed a reduction in the number of private colleges and universities seeking tuition and matriculation fee increases for the school year 2013-2014.

Speaking in the KapIhan sa PIA Friday, Raul Alvarez, director of the CHED XI said 29 out of 80 academic institutions in Region XI submitted their corresponding proposal to increase school fees compared to 45 private colleges and universities last year.

He su r m is e d many schools might have given consideration not to increase tuition fees due to the impact of typhoon Pablo to many families, such as displacement and loss of economic livelihood.

Alvarez said that as of March 1, a total of 26 private academic institutions applied for increase in tuition and other fees, of which 19 come from Davao City, two from Davao del Sur, four from Davao del Norte and one from Compostela Valley.

Flooded families return to their homes

KORONADAL City - Families affected by recent flooding in nine villages in Kabacan, North Cotabato have already returned to their homes.

Municipal Social Welfare and De velopment Officer Susan Macalipat said that last Saturday, villagers came back to t h e i r h om e s af t e r t h e water le vel of Pulangi River has subsided.

However, Macalipat emphasized that these families are still in need of food and clean water.

At the height of flooding last week, about 3,500 families had evacuated to safer and higher places

when Pulangi River broke its banks. Most of them built temporarily shelters along the Davao-Cotabato national highway.

Affected villages included Kayaga, Salapungan, Pedtad, Buluan, Nangaan, Magatos, Tamped, Simone and Simbuhay.

Macalipat expressed apprehension over the wors ening f l o o d inc idents in the area. She said previously it would take three days after a

heavy rain in the area of Bukidnon province before this part of Kabacan is affected by flooding.

This year, however, it on ly to ok a day for the Pulangi to break its banks. The rate of increase in the water level as well as speed of floodwater has also heightened this year.

SOUTH Cotabato - Some 8,000 board feet of sawn lumber was turned over by the Philippine National Police - Criminal Investigation and Detection Group (PNPCIDG) to the Department of Environment and Natural Resources (DENR) on Monday, February 25, 2013.

The turn-over rite, witnessed by government personnel and the media, was held at the Productivity and Technology (PROTECH) Center, Alunan Avenue, this city.

At a conservative estimate of P45/bd. ft., the apprehended shipment of lumber of lauan and other assorted species can fetch a price of P360,000 locally.

The said haul, loaded in a 14-wheeler Isuzu truck with plate number RDU-924, was seized by CIDG operatives stationed along Alunan Avenue, this city, on February 24, 2013

for lack of documents.

This is also in violation of the logging moratorium on cutting of naturally-grown trees pursuant to Executive Order No. 23 issued by President Benigno Simeon C. Aquino III in 2011.

PNP-CIDG turns over P360,000 ECC no guarantee for SMI to mine – MGB exec worth of lumber to DENR

GENERAL Santos City The issuance of a conditional environmental compliance certificate (ECC) to foreign-backed Sagittarius Mines Inc. (SMI) does not guarantee that the company would eventually be allowed to mine the vast copper and gold resources in the tri-boundaries of South Cotabato, Sultan Kudarat and Davao del Sur provinces, a regional environment official said.

Constancio Paye Jr., regional director of the Department of Environment and Natural Resources’ Mines and Geosciences Bureau (MGB)-Region 12, said Wednesday SMI will need to comply with a number of vital requirements and undergo several evaluation and assessment processes before the DENR would decide on whether the firm could pursue or not with its planned large-scale mining operations in the area.

“An ECC is not a permit to mine the area. It’s a document that details a set of conditionalities for the company to comply with before it could proceed with the processing of the project’s other environmental requirements,” he said in a radio interview.

The official said SMI will need to further accomplish the formulation and submission of a declaration of mining project feasibility, the project’s environmental protection and enhancement program, final mine rehabilitation and decommissioning plan and free prior and informed consent, among others.

He said the company is also required to engage with

the area’s local government units, especially with the provincial government of South Cotabato, for the other permitting requirements.

On Tuesday, Environment Secretary Ramon Paje issued a conditional ECC to the company’s US$5.9-billion Tampakan copper-gold project despite a standing ban on open-pit mining implemented by the provincial government of South Cotabato.

Among the conditions cited in the ECC were the settlement of the question on social acceptability, protection of the rights of indigenous people, land access under the Department of Agrarian Reform and the willingness to assume continuing liability over any environmental damage.

The open-pit ban, which was embodied in the province’s environment code, was the main reason for the DENR’s denial in January last year of SMI’s application for ECC. SMI, which is controlled by the world’s fourth largest copper producer, Xstrata Copper, had disclosed that it would employ the controversial open-pit mining method for its operations, a move vehemently opposed by local environmental groups and the Roman Catholic Church.

“SMI will also have to hurdle that (open-pit ban) before it could eventually proceed to the construction and development stage,” Paye said.

MGB-12 and other mining proponents in the region have pending petitions before the South Cotabato provincial board for a review and

revision of the open-pit ban mining provision of the provincial environment code.

Paye did say how the company should deal with the issue on the open-pit ban but noted that the agency will continue with its appeal and engagements on the matter with the provincial government.

Meantime, with the issuance of the conditional ECC, the official said the agency will soon work on the convening of the project’s mine rehab fund committee.

He said the committee will be composed of representatives from local stakeholders, concerned government agencies and nongovernment organizations.

“It will be tasked to implement and review the environmental plans of the company as well as deputize a multipartite team that will monitor its compliance to the provisions of the environmental protection and enhancement program on the ground,” he said.

Paye said the establishment of the committee were among the safeguards set by the DENR to ensure the company’s compliance with environmental standards in all of its pre-mining activities.

SMI’s conditional ECC covers the project located in Tampakan, South Cotabato; Malungon, Sarangani; Columbio in Sultan Kudarat; and Kiblawan in Davao del Sur. One dead, 49,000 persons affected by floods in AgSur

PATIN-AY, Prosperidad, Agusan del Sur - One person died by drowning, while 49,073 persons or 10,599 families were affected by the recent floods in this province brought about by continuous rains, since last week, according to the Provincial Disaster Risk Reduction and Management Office.

The fatality was identified as Iped Manligayan, a fouryear-old boy from San Luis town.Consolidated partial report from six municipalities reveal that 45 barangays were affected.

As of February 26, the municipality of Veruela had 12 barangays affected, with 12,125 persons. The second hardest hit is San Luis with 11 barangays and 19,577 persons affected.

Sta. Josefa ranked third with 10 barangays affected with 1,500 persons; La Paz with eight barangays with 10,250 persons; Prosperidad with three barangays affected with 5,000 persons;

and Loreto with only one barangay and 621 persons.

Three municipalities also reported damages on agricultural crops, mostly rice.

In Sta. Josefa, 395 hectares planted with rice were

damaged, Veruela with 441 hectares of rice field damaged, and Esperanza with 494 rice fields and two hectares of corn fields were damaged.

A former president of a closed rural bank learned this well-known legal adage the hard way after the Supreme Court declared his earlier conviction for estafa through falsification “final and executory.”

Hilario P. Soriano, former Chairman/President of the closed Rural Bank of San Miguel (Bulacan), had been convicted of estafa through falsification— in a case filed by his own brother Antonio—before the Manila Regional Trial Court.

Instead of applying for probation, Soriano appealed his conviction before the CA, which affirmed the conviction.

When said conviction was appealed before the Supreme Court, the conviction was again reaffirmed. The

Speaking Out Ignacio Bunye SC decision became final and executory on September 17, 2012.

Soriano is now imprisoned at the New Bilibid Prisons in Muntinlupa City, where he is serving a term of four months to four years.

He was also ordered to pay a fine of P5,000.

But his woes wont end there. Soriano is actually facing a slew of estafa cases filed by the Bangko Sentral ng Pilipinas. The criminal cases stemmed from his “fraudulent misappropria-

tion” of the proceeds of the Rural Bank of San Miguel’s emergency loans from the BSP—prior to the bank’s declaration of a bank holiday.

Investigation conducted by the BSP’s Office of Special Investigation, headed by Atty. Gene Penaco, revealed that part of the emergency loan proceeds eventually ended up in Soriano’s Valle Verde residence.

In a decision dated April 3, 2007, the Malolos Regional Trial Court Branch

11 convicted Soriano on all four counts of estafa filed by the BSP. He was sentenced to suffer imprisonment of 10 to 14 years for each count, and to pay the BSP and co-complainant Philippine Deposit Insurance Corporation an approximate amount of P33.6 million.

The following year, another Malolos RTC branch convicted Soriano of one count of estafa.

The Malolos RTC Branch 15 sentenced the former rural bank president to imprisonment of 10 to 12 years. He was also ordered to pay the BSP the amount of P360,000.

Soriano then appealed both convictions before the Court of Appeals (CA).

What if we wrestle God?

THE name Jacob means in the Bible as “deceiver,” but more literally it means “grabber.”

To know Jacob’s story is to know his life was one of never-ending struggles.

His story would tell us that God promised Jacob that through him would come not only a great nation, but a whole company of nations, he was a man full of fears and anxieties.

He had a twin brother named Esau. Esau vowed to kill Jacob because of a statement said carelessly.

All Jacob’s struggles and fears are about to be realized.

Sick of his father-in-law’s treatment, Jacob has fled Laban, only to encounter his embittered brother, Esau.

Now physically exhausted, alone in the desert wilderness, facing sure death, he’s divested of all his worldly possessions.

But only then did his real struggle begin. Fleeing his family history had been bad enough; wrestling with God Himself was a different matter altogether. That night an angelic stranger visited Jacob.

They wrestled throughout the night until daybreak, at which point the stranger crippled Jacob with a blow to his hip that disabled him with a limp for the rest of his life.

It was by then Jacob knew

what had happened: “I saw God face to face, and yet my life was spared” (Genesis 32:30).

In the process, Jacob the deceiver received a new name, Israel, which likely means “He struggles with God.” However, what is most important occurs at the conclusion of that struggle.

We read that God “blessed him there” (Genesis 32:29).

As a result, Jacob does what we all must do. He confronts his failures, his weaknesses, his sins, all the things that are hurting him

. . . and faces God. Jacob wrestled with God all night.

It was an exhausting struggle that left him crippled. It was only after he came to grips with God and ceased his struggling, realizing that he could not go on without Him, that he received God’s blessing (Genesis 32:29).

The story of Jacob wrestling with God gives us a lesson that our lives are never meant to be easy.

This is especially true when we take it upon ourselves to wrestle with God and His will for our lives.

We also learn that as Christians, despite our trials, our strivings in this life are never lacking of God’s presence, and His blessing follows the struggle, which can sometimes be messy and chaotic.

Real growth experiences always involve struggle and pain.

Indeed, the question is very valid, especially because we are once again in the midst of election campaigning for the 2013 electoral exercise. We see blatant violations of the law against putting up of posters, billboards and other propaganda materials just anywhere, but the Comelec appears simply inutile and

unable to do anything. Or, perhaps, it is not moving because the candidates violating this law are on their side?

Improving the roads, ports, and shipping services in Mindanao can prevent the significant losses regularly incurred during the transport of fresh produce from the region to other areas in the country, resulting in lower consumer prices and higher profit for supply chain players.

This was the recommendation of a recent study on the importance of transport and logistics infrastructure to interregional trade in the country.

From the priests to the pastors Apparently, the move to post the ‘Team Patay/Team Buhay’ tarpaulin was not a spur of the moment.

Starting with pastoral letters on the RH issue that were read during the Advent season, last December 24 and 31, wave after wave of seminars and workshops on the teachings of the Church on life, human sexuality, and marriage were organized in Bacolod.

The first batch, which Bishop Navarra personally called for, included seminarians, priests and other members of the religious.

Not long after, parochial school teachers, liturgical ministers, acolytes, mass collectors, and even choir members also attended the seminar, which discussed the reasons behind Catholic opposition to the RH Law. Soon, even members of the Bacolod media, doctors and nurses underwent the workshops.

It was also during this time that the diocese decided to put up big red flags in all the churches to signify a collective protest against the law.

Eventually, the dominantly Catholic anti-RH bloc would find unlikely allies in 30 Protestant pastors and their families, who committed themselves to the same cause as the Church.

Finally, the workshops reached the lay associations, organizations and the grassroots through the BECs (basic ecclesial communities).

Malaysian security forces were said to have advanced into Tanduo village, where the rebel group was holed up in an enforced blockade after the rebel group failed to heed an ultimatum set by both the Filipino and Malaysian authorities to leave.

The rebels were reported to have fired shots in the air to warn off the Malaysian security forces a day earlier.

Malaysian Prime Minister Najib Razak remarked at a press conference on Friday that “the group must realize that what they are doing is a serious offense.”

The Malaysian government has set last Sunday a deadline for the rebel group to leave the country while the Filipino government extended it to Tuesday.

Malaysian authorities have been in a standoff since February 9 with a group of about 180 Filipinos who invaded parts of Sabah’s eastern Lahad Datu to reclaim the area as their ancestral territory.

Some 30 people among the group were said to be armed.

Surveyed traders complained about the high cost of transport rental, absence

of good-quality road network from source to market, lack of links between farm roads and main roads, and the high cost of fuel.

Truckers and shippers polled decried the poorly constructed farm-to-market roads that increase the incidence of truck breakdowns, leading to high maintenance costs and greater number of road accidents.

Wholesalers and retailers said their profitability was affected by spoilage and wastage that could affect about 11% to 12% of the total volume of produce they transport. Spoilage arises from poor handling, wrong loading practices at farms, poor storage facilities, and delays in transport of perishable agricultural products because of poor road conditions.

The transport and shipping infrastructure in the country, on the other hand, is relatively accessible because several domestic shipping lines serve major shipping routes from Mindanao to Metro Manila and the urban centers of the Visayas, Llanto said.

But most shippers ship their farm produce under less-than-container load (LCL) arrangements, which are more costly, tedious and time-consuming than full-container-load shipping because of the added process of consolidating various types of products.

An alternative for small producers is to use rollon-roll-off (RORO) ships, which is more affordable and convenient. “However, small farmers or growers who do not have transport equipment and are not properly organized will not be able to take advantage of RORO shipping,” said Llanto.

The study authors said that the best solution to the problem is to improve the road, transport, and shipping network in Mindanao.

“Better and more reliable road and transport infrastructure will help to expand production, increase valueadded of those commodities, generate employment, and contribute to poverty reduction in Mindanao,” Llanto said.

The study urged the government to invest in road and port infrastructure that will connect producing areas to markets, improve RORO services for greater connectivity of markets and mobility of people, and properly implement regulations covering the supply chain, such as those on permits and licensing and on safety standards.

Manlupig claimed to have been attacked by policemen during a riot Wednesday at the Department of Social Welfare and Development (DSWD) regional office.

Manlupig said he was pushed by policemen with their shields and truncheons when he went inside the DSWD compound to interview the protesters who were arrested after the riot.

He also said he was hit by a policeman with a stick on Tuesday while he was taking photos of protesters breaking down the DSWD gates and taking the relief goods inside the compound.

The NUJP statement quoted Manlupig as saying he said he tried to explain that he needed to get interviews, “pero may nagcommand na palabasin na ako. Bigla na lang ako pinagtutulak gamit ang shields and sticks nila. Nag-attempt ako magpaliwanag patuloy nila ako tinulak hanggang sa maipit ako sa gate. “To add insult to injury,” the statement added, dela Rosa “scolded Manlupig in public, saying, ‘You’re in a middle of a commotion, so

A riot broke out at around 10:30 am Wednesday, when protesters tried to block the food for the police. It was followed by another commotion when they disarmed a policeman in plainclothes who entered the protesters’ camp, bringing a 9mm pistol.

Dela Rosa admitted that the disarmed man was a part of police intelligence, who worked under his command.

Mayor Sara Duterte on Wednesday gave Dela Rosa blanket authority to “do whatever needs to be done to end it ASAP (as soon as possible).”

She said in a text message, “If rallyists resort to violence (I) told him to use force to quell the violence and arrest as many as they can.”

The NUJP Davao in its statement also noted that as the protesters were leaving Thursday morning, reporter Irene Dagudog of the online news, Davao Today, “also got to face dela Rosa’s brashness.”

Micronutrient deficiency in PH:

When the smallest matters most

y their very name, micronutrients are vitamins and minerals that are needed only in very small amounts, but their impact on our health is huge.

Micronutrients like iron, zinc, Vitamin A, and many others are responsible for the vital functioning of our body’s systems, from physical growth and vision, to brain vigor and

increased immunity. When the body fails to receive the small quantities of micronutrients that it needs, serious health problems can result in a condition widely regarded as micronutrient deficiency or “hidden hunger”.

The nutritional makeup of the Philippines continues to be characterized by the severity of micronutrient deficiency.

According to the Food and Nutrition Research InstituteDepartment of Science and Technology (FNRI-DOST), 7090 percent of Filipinos lack iron and Vitamin A in their usual diet.

Two out of ten schoolchildren suffer from iron deficiency anemia, and the incident rises with age.

The same study also shows that two out of ten children are zinc deficient.

Zinc is a trace mineral that plays a role in body metabolism, reproductive health, immune function, and more than 200 important chemical reactions in the body.

Inadequate intake of these three important micronutrients may lead to several nutritional problems, including stunting, fatigue, poor concentration, lack of focus and other signs of impaired physical and cognitive development. These may be reflected among schoolchildren who suffer from poor mental and physical performance and frequent absenteeism as a result of impaired immunity.

It is also important to have plenty of Vitamin C, which is a powerful antioxidant that boosts immunity, prevents cardiovascular disease, and contributes to healthy skin, among many other benefits.

“Making the right food choices is one of the ways to address the problems of micronutrient deficiency,” said Dr. Imelda Agdeppa, Assistant Scientist of FNRI-DOST. “Unfortunately, the inaccessibility of food and money in the majority of Filipino households puts many families at a high risk of getting sick.

The good news is there are many products in the market that are affordable and fortified with these micronutrients, and many families are already benefiting from these.”

Experts from FNRI recommend that when there is an inadequate intake of these nutrients, the consumption of foods that are fortified particularly with the three micronutrients primarily lacking in the Filipino diet—Vitamin A, Iron, and Zinc—is encouraged so as to address nutrient gap.
