Cynthia Villar to donate decorticator machine for Surigao del Sur residents

SENATORIABLE Cynthia Villar yesterday assured local residents in Surigao del Sur of a decorticator machine.

Villar said the decorticator machine will be placed in Cantilan town.

The wikipedia defined decorticator (from Latin: cortex, bark) as a machine for stripping the skin, bark, or rind off nuts, wood, plant stalks, grain, etc., in preparation for further processing.

In donating the machine, Villar is optimistic that it can help boost the productivity of coconut farmers.

Unabia’s driver nab in oplan ‘buy bust’

CAGAYAN de Oro City–– Officials of the Philippine Drug Enforcement Authority (PDEA) were looking into alleged “drug connection” of a Congressman in Misamis Oriental after his driver was caught in a “drug buy bust” Thursday.

Deputy Regional Director Reyford Yap, of PDEA region 10, said on Friday that Glenn Echavez, legal age, alleged driver of incumbent Rep. Pedro “Peter” Unabia , of Misamis Oriental’s First Congressional District, was arrested for allegedly selling “shabu” on Thursday.

He said that PDEA agents posing as buyers nabbed Echavez while in the act of selling shabu in the vicinity of the provincial capitol building within arms length from regional office of the National Bureau of Investigation (NBI).

Echavez was driving a pickup vehicle with plate number PNP 111 reportedly owned by Unabia, a candidate for reelection in the midterm elections in May this year, Yap said.

He said that PDEA agents recovered drug paraphernalia and packed white substance believed to be “shabu” (Methamphetamine), a prohibited stimulant, valued at P120,000 inside the vehicle.

Yap, however, said that the PDEA could not believe that a Congressman in Unabia’s stature would engaged in illegal drug trade.

owned the pickup since Unabia has many vehicles registered in the name of the company.

Emano creates Poverty Reduction Action Team

CAGAYAN de Oro City–– City Mayor Vicente Emano has ordered the creation of the Local Poverty Reduction Action Team (LPRAT) this week in line with the national government’s poverty reduction program.

LPRAT would facilitate and organize planning and workshop for the formulation of local poverty reduction program here.

Emano said LRAT would also conduct quarterly meetings to monitor the status of the approval and integration of priority poverty reduction projects into the budgets of participating agencies and monitor the implementation and status of the projects.

He said the civil society organizations would actively participate in the formulation of the LPRAP and identification of priority poverty reduction projects, monitor the implementation of projects through the LPRAT, with the mechanism to be established by National Anti-Poverty Commission (NAPC) through their own initiative.

Anti-mining groups protest at MGB

SURIGAO CITY - Is it all right for an organization of mining companies to hold office at a building of the government agency that regulates the conduct of mining activities, the Mines and Geosciences Bureau (MGB)?

Environment advocates who have picketed the MGB regional office here since Monday are questioning why the Chamber of Mines Caraga Region Inc. (CMCRI) has been allowed to hold office at the said government building.

The picket was triggered by the refusal of MGBCaraga to enforce a 2-year old court order stopping MarcVentures Mining and Development Corp.

(MMDC) from operating in a watershed reserve in Cantilan, Surigao del Sur. Chito Trillanes, spokesperson of the Social Action Center of the CarCanMadCarLanPar zone, said this setup doesn’t look good.

CarCanMadCarLanPar refers to the municipalities of Carrascal, Cantilan, Ma-

drid, Carmen and Lanuza and Barangay Parang (Cantilan), all in Surigao del Sur, where the protesters came.

“The MGB will end up biased because it is hosting the mining companies. It that’s the case, the MGB should also give us a space so we can easily bring our complaints to them,” he said in the vernacular.

But Dulmar Raagas, president of the CMCRI in a telephone interview said they should not be dragged into the controversy between the protesters, MGB and MMDC. He said MGB-Caraga accommodated the chamber because it has no money.

“CMCRI is a non-stock, non-profit organization. It is an association of (mining) companies but it doesn’t

mean we are into profit making,” the official said.

He said their office space, which is located on the 3rd floor of the building where the MGB regional director also holds office, is a “privilege given to us as partners.”

“Our office is so small it can only accommodate two chairs,” he said.

Raagas, who has been president of CMCRI for five years already, said the chamber’s office was already there even before he was elected to the post.

He added the organization is hardly even earning as its membership fee is only P500. “We cannot even impose an increase to P1,000 because others complained they are already paying to the Chamber of

Among the big mining firms in the region that are members of the CMP are Nickel Asia Corporation and its affiliates Taganito Mining Corporation, THPAL and Hinatuan Mining Corporation, Platinum Group Metals Corporation, Philsaga Mining Corporation and SR Metals.

CMCRI is more of a “service institution” that facilitates “easier access to communication with MGB and other concerns,” he said.

Raagas said he is not even paid for his work as president of the organization for the last five years.

Engr. Reynaldo Gonzales, chief of the mine environment, health and safety

division, told the protesters on Monday that CMCRI’s presence is temporary, and this was already relayed to the chamber several months ago.

“We already informed them but it has not been realized yet. Thank you for reminding us about this,” Gonzales said.

MGB won’t enforce court order vs SuriSur mining firm

SURIGAO CITY — The Mines and Geosciences Bureau-Caraga Region has refused yet again to enforce a court order stopping Marcventures Mining and Development Corporation from operating within a watershed forest reserve in Cantilan town in Surigao del Sur.

MGB-Caraga Regional Director Roger A. de Dios told anti-mining protesters from five towns of Surigao del Sur, he would not enforce the 2-year old temporary environment protection order or TEPO against the firm without a written order from MGB Director Leo Jasareno The protesters came from the towns of Carrascal, Cantilan, Madrid, Carmen and Lanuza. Numbering close to 100, including some church officials, they have picketed the MGB office here since Monday.

TEPO should be enforced if it is executory.

In Wednesday’s dialogue de Dios said Jasareno told him they would talk about it but that no conversation took place because the latter and did not return.

De Dios said that despite what Jasareno said on the radio, he will still prefer a “black and white” order from his superior on the TEPO. He said he is willing to enforce the TEPO if the group can get a court order directing him to enforce it.

DSWD trains day care workers on emergency response

KORONADAL CITY - Some 60 officers of day care workers’ organizations across Soccsksargen Region recently underwent capability building training on early childhood care and development (ECCD) during calamities.

Covered in the training, according to DSWD 12 Training Specialist Remedios Gabriel, were ECCD emergencies, implementation of supplementary feeding program and guidelines on the accreditation of day care centers and workers.

“The two-day activity is one of the series of capability building trainings among day care workers intended to update them on handling emergencies, disasters and evacuation centers,” Gabriel said.

She emphasized that children should get the primary concern in times of emercies.

In her message to the participants, DSWD 12 Regional Director Bai Zorahayda Taha emphasized the importance of learning the guidelines on handling ECCD on emergencies.

“We need to ensure that we are equipped with the proper and sufficient knowledge to be able to respond to emergencies. Learning these rules will equate to secured and disaster-prepared children,” Director Taha said.

Meantime, DSWD standards unit head Juanita Fiel, said that part of the training was learning the importance of play, use of indigenous toys and child-friendly spaces.

Fiel pointed out that in the aftermath of disasters and any emergency situations, day care centers should find child-friendly spaces to resume their sessions after the occurrence of disasters and emergencies.

“These response mechanisms and psychosocial interventions are effective strategies to handle ECCDs in emergencies,” she said.

The sessions also included review of the implementation of the agency’s supplementary feeding Program.

DSWD’s supplemental feeding is a 120-day feeding program for children ages 0 to 5 years in day care and supervised neighborhood

play (SNP) centers.

In Soccsksargen region, the program regularly covers approximately 100,000 children in over 3,000 day care and SNP centers.

Soccsksargen Region includes the provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani as well as the cities of General Santos City, Koronadal, Tacurong, Kidapawan and Cotabato.

His father gave him a bag of nails and told him that every time he got angry and lost his temper, he must hammer a nail into the fence.

Soon the boy discovered that it was easier to hold his temper than hammer nails into the fence.

Many days later the boy was so proud of himself the day he announced to his father that he had finally been able to pull out all the nails in the fence.

His dad said: “S on, you’ve done so well in learning to control your

anger. I’m very proud of you. But now look at all the holes in the fence from your nails. This fence will never be the same!

It’s like that when you get angry and say hurtful things to people.

Your angry words leave scars just like the holes from these nails.

Afterwards it doesn’t matter how many times you say ‘I’m sorry,’ that wound and scar you made in people’s hearts is still there.”

Sometimes the hurts and wounds we make with our angry words are the worst kind.

Yes, we should always apologize and tell others we’re sorry when we hurt them. But our families and friends would be much happier if we simply learned to control our anger in the first place.

Think how much more peaceful and happy our life would be.

So if you have trouble controlling your anger, you can give your heart to Jesus Christ today.

The above realities bring to fore the following reasonable questions: Who would dare want to be Pope—aspire for the difficult, exacting and humanly impossible

Who in his right mind would campaign to be the Pope—seek the sovereign rule over the Church which is in the four corners of the globe? The same realities as above said, affirm the following truths: That the Catholic Church could have been only founded by Christ Himself Who was, Who is, and Who will be her Life,

her Guide and Light from her foundation to the end of time. That the Catholic Church wherefore could not but be protected and directed by the omniscient and omnipotent God Himself through Jesus Christ.

That the weakness of the Church originates from her human members, in the same way that her strength and wisdom come from God the Father through the Holy Spirit.

In the course of human history, quasi innumerable men and woman have founded their own different churches, sects or religious groupings—under

one interesting name/title or another. But as such institutions have but human beings as their authors and leaders, slowly but surely, they eventually disappear with the death of their founders. This is especially true when a church is inherited by the children or relatives of the founder.

And understandably so: What is merely human passes away with humanity.

And there is the Catholic Church. Many people— even churchmen themselves with different offices and given titles—repeatedly attempted to get rid of her across the ages, by reason of anger, hatred and/or other vicious deeds. But She is still up and about. There is the Catholic Church that some people curse, despise and trample upon. But She will still be around and well when they ultimately come to pass as mere mortals. In fact, the Church now has another Sovereign Pontiff.

The death of all dreams

IN the afternoon of March 19, 12-year-old Krizia was busy arranging the candies and chips they placed on her sister’s coffin. She then turned around and told Bulatlat.com, “This is her favorite,” pointing to a local tetra pack juice.

Krizia is the sister of Kristel Tejada, the student from the University of the Philippines, who, on Friday, March 15, committed suicide after the university made her file a forced leave of absence when she failed to pay her tuition on time.

She was only 16 years old.

“I just keep in mind that she’s only sleeping. It is a very long sleep. By the time she wakes up, we will all be together,” she said in Filipino.

Krizia said their family is hurting that her sister Star, as Kristel is called by her friends and relatives, had to claim her life. “But we never blamed her for her decision. Not even the most powerful person alive can ever blame her,” she added.

“She wanted to be a doctor because she wanted to save people’s lives. It is no longer possible now. But in a way, I would like to think that she still saved others — the youth who wants to study but could not afford it,” Krizia said.

The young ‘Star’ As a young girl, Kristel was very playful. “One could not help but notice that she was a fast learner,” her 75-year-old grandmother Pilar Pangilinan said.

She added that Kristel enjoyed playing with newspapers and would act as if she was reading it. “She would hold it up high and you can see her head turn from left to right. It was really as if she could read and understand it.”

Pilar said Kristel was a “grandma’s girl.” She was her first grandchild. Though the attention that she gave to Kristel would sometimes cause a disagreement between her and her daughter, Kristel’s mother Blessilda, she loved her even more.

Kristel, in Pilar’s eyes, grew up and became a fine young lady. “She also took care of her younger siblings.

In fact his two younger brothers – aged eight and five – respected her. They would stop fooling around when she told them to stop,” she added.

“I miss you so much big sister,” Pilar quoted Kristel’s five-year-old brother Khristof.

Pilar said Kristel enjoyed joking around. “She teased me about my favorite celebrities like Piolo Pascual, Coco Martin and Jake Cuenca,” she said, referring to local TV and film artists, “She said that my favorites are too young for me!”

Krizia said her sister wanted to be a celebrity.

She auditioned for commercials and shows in big TV network ABS-CBN. But she never got a call. “Her celebrity crushes included Aljur Abrenica and Enchong Dee,” she said sheepishly.

Kristel, her sister said, had what it takes to be a star. “She stood somewhere between 5’5” to 5’6”. She was a graceful dancer and a good singer. She was also good at drawing. She seemed to be good at almost anything she did.”

When she was in Grade 5, Krizia said, she and her classmates asked her sis-

ter to choreograph a dance number for them. “And we won in a school contest,” she exclaimed, as if it happened only a few days ago.

“Most of the time she was quiet in the house. But she was sometimes noisy too,” her mother Blesilda, 38, said, “Her singing voice was good for videoke.”

The two sisters would also point at each other on whose turn it was to wash the dishes.

“Both of us would pretend to be sleeping,” Krizia said, “Then, she would pretend to wake up suddenly, ‘Oh, is it time to wash the dishes?’”

But when it came to academics, Kristel was very serious.

Just below her coffin, her family placed some of the medals she received during her elementary and high school days. “There are more in our house. I think it could fill a half sack of rice,” her sister Krizia said.

Blesilda added that Kristel memorized the multiplication table when she was only five years old.

The efforts Kristel exerted in her schooling at the University of the Philippines did not go unnoticed.

On Jan. 30, she got a letter from the university inviting her to attend to the “Linggo ng Parangal” (Recognition week). She received on Feb. 19 this year the “Parangal sa Mag-aaral,” which is given to “students who have brought pride to the university through their academic

“Look, mommy! I passed,” she said, quoting Kristel.

Pilar said she would never forget how happy Kristel was.

“She was very happy when she passed. And then this,” pointing to Kristel’s coffin, “would happen.”

‘Panaad 2013’

Religion-based celebrations have always been a part of Filipino culture and festivities. These have brought prestige into both the local and international scenes of Filipino Festivals that helped sustain tourist arrivals. Handed through generations, different practices of thanks giving, sacrifice and commemoration of the passion of the Christ took part in the annual calendar of Lenten activities in country.

One of the top destinations of the Philippines in Northern Mindanao, the Island Province of Camiguin, welcomes devotees and pilgrims for this year’s Holy Week. “Panaad 2013” which is organized by the Provincial Tourism Office of Camiguin, is the religious activity which has gained a large number of yearly visitors because of its unique practice in observing the Season of Lent. This serves as an annual reunion where devotees flock to the island and walk the 64kilometer circumferential road as form of sacrifice, either in fulfilment of a vow or penance for sins.

The Department of Tourism Region 10 announces another year of Christian celebration in Northern Mindanao, the Panaad 2013. Panaad, which means devotion or a promise of a penance, is a holy week activity that starts with Palm Sunday on March 24, and will end on Easter Sunday, March 31, 2013.

“I’m sure that she is happy now, especially when UP has already returned her I.D.” Krizia said. Her I.D. was returned to her family during her wake. It now hangs in her coffin.

“I know that we cannot put all the blame to UP Manila. But it was the biggest factor. Schooling was her life and hope. There were bigger problems that we faced in the past. Even if we hardly get a good meal, we stayed together. We remained strong,” she said, “Even if she was hungry, she would go to school.”

Krizia added, “If the main reason is our family problems, she could have (committed suicide) ages ago.”

Reason behind her death Krizia said the biggest problem that had probably triggered her sister to commit suicide was when officials of the University of the Philippines – Manila told her to file a forced leave of absence.

“She never attempted to do this in her 16 years of existence. She loved us.

But maybe should could no longer take the depression,” she said, “If this is because of a family problem, she could have done it long ago.”

Krizia, who is close to her sister, said Kristel does not have a boyfriend. “She said if she would have a suitor, that guy would have to wait for 10 years.”

At around 3 a.m. of that fateful day of March 15, Krizia said her father woke her up. When she saw her sister lying unconscious at the kitchen floor, she said, she kept praying to God. Though there are several media reports pinning the blame on Kristel, Krizia said no one can judge what her sister had done. “I don’t care what they are saying.

My only concern is to make sure that no one will suffer the same fate as Kristel in the future.” “(She died) to wake everyone up. She became the voice of the youth who cannot go to school because they cannot afford to pay their tuition. She is now the face of those who are yearning for change. Education is a right,” Krizia said.

Education is a right Krizia, for her part, criticized the ‘no late policy’ of

the University of the Philippines, which was lifted by the UP administration following her sister’s death.

“All students, especially the poor, should be given an opportunity to finish their education. If they are really after the tuition, then there are other ways such as putting students’ card on hold.

But it would be a lot better if they would just lower the tuition,” Krizia said.

She added, “As my sister used to say, money is mere paper. It is only us, humans, who gave it its value. What are we going to do if the people, who are supposed to use and enjoy it are all gone because of it?”

She added that the Philippines has a high crime rate because its citizens have no access to higher education and that there are no jobs available here.

Reacting to a statement made by Presidential spokesperson Abigail Valte, Krizia said she does not believe that the government is helpless in changing the policies in UP and other state universities and colleges.

She added that companies and even ordinary Filipino folk pay their taxes. “Isn’t that supposed to go back to the people in the form of services?”

Although there are several local politicians and senatorial bets such as Teddy Casiño and JV Ejercito who have expressed their sympathies, the Tejada family has not received a single word of sympathy from President Benigno “Noynoy” C. Aquino III, himself.

Christopher reminded the government that it needs to secure the education and health of the people to run a good country. “We need education to nourish our youth. We need hospitals for everyone to be healthy,” she said.

In a 3-2 vote, the CA’s Special Tenth Division granted the 3 October 2011 petition for certiorari and prohibition filed by former Palawan governor Mario Joel Reyes and reinstated the first panel’s June and September 2011 resolutions dismissing the murder complaint against him, Coron, Palawan mayor Mario Reyes, and three others.

This is the second time the Court of Appeals in Manila has found grave abuse of discretion on the part of Justice Secretary Laila de Lima’s creation of the second panel of prosecutors.

The first instance was the CA’s Fifth Division’s granting of Coron town mayor Mario Reyes’s 28 October 2011 petition for certiorari seeking the nullification of a 7 September 2011 order

by De Lima creating a new panel to conduct a reinvestigation and to review additional evidence against him and four other alleged perpetrators in the murder of Ortega.

The Tenth Division in its 9 March 2013 decision said that the justice secretary should have resolved Ortega widow’s 29 September 2011 petition for review seeking reinstatement of the alleged masterminds and four others instead of letting the second panel continue its reinvestigation. Patria Ortega filed her petition for review 22 days after the creation of the panel.

The court said: “Incidentally, to this very date, the Court has not received any information or manifestation that this Petition for Review Ad Cautelam filed by Private Respondent has already been disposed of by Public Respondent Secretary of Justice. Hence, it is safe to assume that this case is still awaiting resolution by her office.

Needless to say, since at this precise moment this finding by the first Panel of Prosecutors has not yet been reversed, affirmed or modified by Public Respondent Secretary of Justice, such finding is still valid. For all legal intents and purposes therefore, Petitioner should have not been indicted for the crime of murder.”

The court also said the second panel exceeded its power when it amended the first panel’s resolution because “the first Panel and second Panel of Prosecutors are co-equals. As such, both of them are on the same level and one cannot modify the resolution of the other. It will have to be their superior, in this case, the Public Respondent Secretary of Justice, who can, consistent with the rules, modify, affirm or reverse the finding of either of them.”

He said the unusually warm temperature could also aggravate certain illnesses, among them respiratory-related conditions.

“At the onset, you will suffer heat exhaustion-like symptoms. Dehydration will come in next and that might lead to a person’s collapse,” the official said.

A resident of Barangay Apopong here was reported to have died last week after his long-time illness was supposedly aggravated by the prevailing warm temperature.

Two cases of severe asthma attacks triggered by intense heat were also reported in Barangays Lagao and Calumpang here.

Dante Arriola, senior weatherman of the Philippine Atmospheric Geophysical and Astronomical Services Administration station here, said residents should brace for temperatures ranging from 35-36 degrees Celcius in the coming days.

He said that aside from the onset of the summer season, the area is also affected by the warm easterly wind coming from the Pacific Ocean.

“The intense period is usually from 12 noon to 3 p.m., so people should avoid going out then and get exposed to direct sunlight,” he said.

Mr. Escudero said it is not good for politicians to ride on the Sabah issue at this election time. But what are politicians for, if not to put to better use and higher purpose their cerebral equipment in order to help resolve issues needing utmost attention and resolution?

A person of political maturity should stake his (her) political career to make a stand and commitment to a higher cause than winning an electoral post. This is the acid test of true statesmanship and political wisdom.

By this, the politician passes the bar of political maturity and becomes a visionary statesman.

Dr. Mely Lastimoso, coordinator of the City Integrated Health Services Office’s (CIHSO) Social Hygiene Clinic, said Thursday the new HIV cases were found based on the results of the initial screening conducted by their office and confirmatory tests by the

Department of Health in Manila.

She said they were detected from among local residents who have earlier signed up with the city government’s voluntary HIV testing program.

The two new cases of HIV, which causes Acquired Immune Deficiency Syndrome (AIDS), has brought the total number of positive cases in the city to 62, she said.

Such number is seven more than 55 confirmed HIV cases in the city that were recorded by the CIHSO as of the end of 2012.

With the confirmed HIV cases continually increasing since last year, Lastimoso urged anew local residents, especially those who have had engaged in “risky sexual behavior,” to take part in the city’s voluntary HIV screening or testing program.

“Our goal is to identify our HIV patients at the early stage so they can immediately access our maintenance treatment.

An early diagnosis is also a good prognosis because that means you can still prolong your life,” she said.

Last year alone, a total of 27 HIV cases were confirmed by the CIHSO through its free screening or testing program.

The city government has been offering HIV/ AIDS screening, which are done for free and strictly confidential, through the social hygiene clinic.

The screened blood samples are then sent to the Department of Health’s (DOH) STD (sexually-transmitted diseases)/AIDS Cooperative Central Laboratory in Manila for confirmatory tests.

Most of the confirmed HIV/AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who were engaged in “risky sexual behaviors.”

They include gays, bisexuals, men who have sex with men or MSMs and others who engage in unprotected sex and with multiple partners.

Lastimoso said HIV patients may avail of antiretroviral drugs, which are being offered free by the DOH, for treatment.

In some countries, she said the use of antiretroviral drugs has effectively helped lower the incidence of HIV infection to about one percent, and eventually stabilized the detected cases.

But she said the antiretroviral treatment will only be effective if the HIV infection is detected in its early stages.

“It would be difficult to treat patients who are already in the advanced stages since their bodies might not be able to adjust with the treatment,” she said.

COTABATO City––The Department Public Works and Highways (DPWH) and the Autonomous Region in Muslim Mindanao (Armm) recently signed an agreement for the implementation of an infrastructure projects under the three contract packages for the province of Basilan worth P168 million.

Engr. Emil K. Sadain told to Mindanao Daily News that the packages were divided into three clustered projects namely; • Road upgrading and graveling and concreting of pavements of Lamitan to Tuboran road at bid prize • P22.3 million awarded to Basilan C&J constructionfor the road concreting of Sumisip junction • The construction of Buli-buli port in Basilan province involving the 3.063 kilometer length which was bid at the of prize P54.9milion which was awarded to BSP/ JV Construction and, • The construction of Bacung bridge in Sumisip town, the construction of Limbo Candis bridge, also in Sumisip town, which were bid at P91million––and were awarded to ESR construction & supply.

The contract-signing was held last March 14, 2013 at 3 p.m. at the office of the Office of the Regional Governor (ORG), the agreement of which were executed between Armm Governor Mujiv S.Hataman and the contractors.

The signing of the agreements were also witnessed by the DPWH-Armm, its cabinet members and staffmembers.

Hataman told reporters that the projects, which fall under Calendar Years 2012, infrastructure projects for the ARMM, will be implemented inclusively for the province of Basilan.

Hataman said that he has made the projects his priority saying the province of Basilan had been deprived of infrastructure projects for quiet a long time.

He stressed that it is high time that the province of Basilan be given a lift in both infrastructure and socioeconomic activities.

The Armm governor added that private and local residents must feel how its local government does the work to uplift their living conditions that includes livelihood projects and peace and order.

He stressed that the projects and programs are part of the Armm’s programs aimed at bringing its reform agenda closer to the people.

“The DPWH-Armm strategic infrastructure programs are part of our reform agenda on sustainable development to our beneficiaries and constituents,” said Hataman.
