Soldier slain in Lamitan; Veterans Bank launches WW2 True Stories contest village official ambushed Philippine Veterans Bank ZAMBOANGA City––Four gunmen aboard two motorcycles shot to death a soldier and injured another in broad daylight Sunday in Lamitan City, Basilan province, a police official said Monday.

Killed was Cpl. Richard Jamin and wounded was PFC Joelito Sanchez, both intelligence operatives of the 32nd Infantry Battalion, according to Lamitan City police commander Chief Insp. Almer Ismael.

Ismael said the incident took place around 12:30 p.m.

Sunday along the Isabela-Lamitan highway in Barangay Ubit, Lamitan.

Ismael said the victims were riding a motorcycle when the ambush happened.

Jamin died on the spot while Sanchez was admitted at the St. Peter Hospital, he said.

Also on Sunday, a barangay kagawad was killed in this city in an attack that also injured her husband.

Chief Insp. Ricardo Garcia, commander of police station 2, identified the victims as Rosalinda Ladao, 44, a kagawad of Barangay Latuan, and her husband, Saturnino.

The couple was shot by motorcycle-riding assailants around 11:30 p.m. Sunday in Sitio Bitayan, Barangay Latuan, Garcia said.

He said the victims were aboard a motorcycle on the way home to Latuan from a political rally in nearby Barangay Curuan at the time of the attack.

Garcia, who ruled out politics as the motive of the incident, said they are looking into all other possible motives of the killing.

Ladao’s husband failed to recognize any of the gunmen since both were wearing full-face crash helmets, he said. (MindaNews)

Over 17,000 jobs up for grabs on Labor Day in Zamboanga

ZAMBOANGA City––A total of 17,457 job vacancies for overseas and local employment are up for grabs on Labor Day Job and Livelihood Fairs in this city.

Department of Labor and Employment Regional Director Sisinio Cano said that of this number, 16,388 are for overseas employment 1,069 are for

local employment.

Cano said the job vacancies include managerial, professional and technical positions as well as those for skilled and unskilled workers.

Security guard found dead inside bunkhouse

C A M P RODR IG U E Z , Butuan city - A 31-year old security guard of the Al Niño Security Agency was found dead inside a bunkhouse of a construction firm in Barangay Baan, Riverside, this city, morning of April 27 this year.

The victim, Michael Algunas Lacaran, married and a resident of Nasipit, Agusan del Norte was discovered to have sustained head injuries.

BUTUAN CITY – The Philippine Information Agency (PIA) in Caraga Region has organized a rapid media reaction team, in an effort to provide the public with uniform information during the 2013 mid-term elections on May 13, this year.

In a roundtable discussion with PIA-Caraga personnel, Northern and Northeastern Mindanao Information Cluster Head and concurrent Regional Director Abner M. Caga pointed out that the organization of the team follows the concept of conducting

rapid response during disasters where convergence of national and local media is highlighted.

“Whenever there is a need for the team to immediately disseminate the necessary information to the public, the PIA will lead the media team members from gathering the facts, writing the news, and air it,” Director Caga said.

He further explained, each media outfit in the city can join the team, with one representative to have equal access to information.

The media representative must be a permanent

employee of the outfit or station and does not support any candidate.

“He of she must be nonpartisan to avoid biases,” Caga pointed out even as he stressed that this effort of PIA-Caraga is the first of its kind, having gathered all the media outfits in the city in promoting unity among themselves.

BUTUAN CITY -- The Philippine Information Agency (PIA-Caraga) is now ready for the conduct of the 2013 midterm elections.

This was declared by PIA-Caraga Director Abner Caga after his personnel have availed themselves of the Local Absentee Voting (LAV) at the PIA regional office, early this week.

C omel e c Pe rs on nel Evelyn Gonzales and Flor Evangeline Japitan, who supervised the early voting process, lauded the agency for having availed of the LAV and cast their votes as scheduled.

Director Caga said that the agency can now focus on the preparations for the coming elections since all personnel were able to cast their votes earlier.

“We are all ready for the May 13 elections and we hope to satisfy the people

on the relevant information that we are to give them before, during, and after elections. We are the first among PIA regional offices to have availed of the LAV,” he stated.

BUTUAN CITY - The National Economic and Development Authority (NEDA-Caraga) has conducted a series of activities to update and enhance the Regional Development Plan (RDP) 2011-2016.

Members of different sectoral committees of the Caraga Regional Development Council (RDC) participated in the process.

On April 4-5, 2013, Technical Working Group (TWG) meetings were conducted to orient various stakeholders on the guidelines for the said activity and to jumpstart the revalidation of the RDP Results Matrices (RMs) and Situational Analyses (SA) of the various sectors of the region.

RMs. They also added information which are deemed important in enhancing the Situational Analyses.

On April 12, 16, and 17, writing workshops by sector were likewise initiated to further enhance the situational analyses, formulate strategies, and set targets.

Butuan youth deaders set candidates forum

BUTUAN CITY - The Caraga Youth Leaders Network (CYLN) will hold the “Butuan City Youth Leaders Forum with local candidates for congressional, mayoralty, vice mayoralty and councilors on May 6 at the Luciana Convention Center, this city.

The activity will be attended by almost 200 youths who are registered voters, CYLN head Rex Ybañez said.

They expect to hear straight from the local candidates their programs, projects and services on youth development, particularly in education, employment, prostitution, health, food and nutrition, peace and security, science and technology.

“This event shall also discuss the proposed City Code on Youth Development by this Network, known as the 'Butuan City Youth Welfare, Development, and Protection Code of 2013' pending before the Butuan City Legislative Council,” Ybañez said.

Some people’s organizations, government agencies and local tri-media are also expected to attend the said affair.

Domingo said they will sign the memorandum of agreement with DepEd and CHED and launch the advocacy corners following the formal opening of the Labor Day activities in the region on Wednesday morning in nearby Koronadal City.

The Labor Day activities

include a gathering of employee groups and labor unions at the South Cotabato Gymnasium and Cultural Center in Koronadal City as well as job fairs in five venues in the region.

The scheduled job fairs will be held at the South Seas Mall in Cotabato City, Kidapawan City Gymnasium, Tacurong City Gymnasium, KCC Mall of GenSan’s Events and Convention Center and at the SM City General Santos.

Domingo said a total of 10,596 local and overseas job opportunities will be opened to local job seekers by around 200 companies and job placement that signified to join the job fairs.

During the job fairs, DOLE-12 will open registration desks for house helpers or “kasambahays” and orient them regarding the provisions of Republic Act 10361 or the “Kasambahay” Law. D OLE-12 will release some livelihood packages while TESDA will hold skills demonstration and free certification assessment for residents who have completed National Certification (NC) 2 trainings. In most countries, workers marched in the streets to demand for higher wages, benefits, and better working conditions on Labor Day on May 1. Workers in Russia parade to the streets to demonstrate the workers’ class struggle until 1990. The event, however, dramatically changed when the USSR became a Commonwealth of Independent States in 1992. Most Russian workers spent the Labor Day as their rest day. Some Russian workers go home to the provinces where they engaged themselves in gardening or having picnic with their families.

Of course, despite the advancement of modern technology and computers, workers are still the prime movers of the country’s economy. This is especially so in developing countries like the Philippines. The labor sector in the country remains a potent force. The working class in the Philippines remains one of the most underpaid sectors. While the government justifies that the workers in the Philippines are among the highest paid in Asia – certainly in figures. However, with a minimum wage of P269.00 per day, the amount could barely make both ends meet for a family of five. What about those who wittingly violate the minimum wage law?

If the government’s labor department would follow Pres. Benigno S. Aquino, III “Tuwid na Daan” policy, the country would go bankrupt. Of deception and traditional politicians

Deception, beguilement, deceit, bluff, mystification and subterfuge are acts to propagate beliefs that are not true, or not the whole truth (as in half-truths or omission).

Deception can involve dissimulation, propaganda, and sleight of hand, as well as distraction, camouflage, or concealment. There is also self-deception, as in bad faith.

Deception is a major relational transgression that often leads to feelings of betrayal and distrust between relational partners.

Deception violates relational rules and is considered to be a negative violation of expectations. Most people expect friends, relational partners, and even strangers to be truthful most of the time.

If people expected most conversations to be untruthful, talking and communicating with others would

require distraction and misdirection to acquire reliable information.

A significant amount of deception occurs between romantic and relational partners.

Mindanao lumads forge unity against environmental plunderers, rights violators

(Despite our protest actions against militarization and our continued defense for our ancestral lands, military operations have intensified and extrajudicial killings against our lumad brothers have continued. What else do we have to do?).”

This question raised by one of the delegates elicited reactions from the 300 participants who attended the second general assembly of Kalumaran, a federation of lumad organizations in Mindanao, held within the ancestral domain of the Manobo tribe in this town on April 19-20.

Dato Nilo of the Pulangi tribe from Bukidnon said letting fears overpower them is like abandoning the future generations.

“Maayo nga mamatay ko sa pakiggubat kaysa mamatay ko sa kagutom.

Mas mosamot ang kalisod sa sunod nga henerasyon kung dili kita molihok (I

would rather die fighting for our rights than to die of hunger. The situation would become worse for the generations to come if we don’t act now).”

Their points were not baseless. For according to the reports gathered by Kalumaran, “military operations have intensified and wreaked havoc to Lumad communities” in the different regions of Mindanao.

In Southern Mindanao, for example, Norma Capuyan, Kalumaran’s Vice-chairperson, said “militarization” is widespread with the two divisions, three brigades

and 18 battalions deployed by the AFP in the region.

Capuyan also alleged that government troops have served as private armies of large-scale mining companies and agri-business corporations and that the military has formed paramilitary groups and Bagani forces like the Task Force Gantangan in the provinces of South Cotabato, Sarangani, Davao del Sur and General Santos City.

“Contrary to the claim of AFP, there is no truth that Oplan Bayanihan brings peace and development to lumad communities. The massacre of the Capion family in Kiblawan, the death of Barangay Kagawad Cristina Jose in Baganga and the death of Fr. Pops Tentorio in Arakan Valley are the cases of extrajudicial killings perpetrated by the AFP,” she said.

Meanwhile, the Pasaka Regional confederation of Lumad in Southern Mindanao, an affiliate of Kalumaran, lamented the existence

of large-scale mining and agri-business plantations that “resulted to the massive displacement of lumads and peasants.”

Pasaka said the encroachment of mining company Russel Mining Company, one of the biggest mining companies in the world, to the ancestral domain of the Mansaka tribe in Pantukan town, has “caused much damage to the environment.”

Thus, they reiterated their stand against the Mining Act of 1995.

“With this law, the lumads were given no right to their own ancestral lands.

It’s a clear manifestation that

the Aquino administration, and even the past administrations, has no heart for the lumads,” said Genasque Enriquez of Kahugpongan sa mga Lumad sa Caraga.

Enriquez said the four provinces of Caraga region have been occupied by large-scale mining companies which resulted to the displacement of livelihood of lumad communities and the destruction of natural resources.

As of year 2012, there are 35 mining companies listed in the Caraga region.

The group has instead pushed for the People’s Mining Bill, which according to Enriquez, is “for the common good and within the framework of a nationallyindustrialized Philippine mining industry.”

Meanwhile, Datu Monico Cayog, Kalumaran chairperson, said “we should emulate the life of our lumad heroes who died in the struggle for defending the ancestral domain.”

MILF chair to candidates:

‘You can come and talk to our people’

There were no posters of national candidates (for senators), just regional (for the Autonomous Region in Muslim Mindanao or ARMM) and local (for Maguindanao).

Most of the posters were from the team of Datu Tucao Mastura and Ali Midtimbang, candidates of the United Nationalist Alliance (UNA) for governor and vice governor of Maguindanao, and Mastura’s nephew, Vice Governor Ismael Mastura who is now running for provincial board member.

The elder Mastura is mayor of Sultan Kudarat town where the MILF camp is based, Midtimbang is former Talayan mayor Mayor Mastura is a brother of MILF senior peace panel member Michael Mastura, father of Ismael.

Posters of ARMM gubernatorial bet Pax Mangudadatu and his running mate Bashier Dimalaang Manalao were also visible.

Mang udadatu, former governor of Sultan Kudarat province, is an uncle of incumbent Maguindanao governor Esmael Mangudadatu of the Liberal Party while Manalao is former governor of Lanao del Sur. A few posters of the first district congressional candidates – reelectionist Bai Sandra Sema (Liberal Party) and Baisendig Dilangalen (Ind), were also seen. Russman Sinsuat, Jr. who is running for provincial board member under the Liberal Party also had some campaign materials.

There were no posters of reelectionist governor Mangudadatu and the ruling party’s candidate for ARMM governor, Mujiv Hataman and his running mate, Alrashid Lucman although Hataman has reportedly been endorsed by both Mastura and Esmael Mangudadatu.

Wade active for Heat for Game 4 against Bucks MILWAUKEE (AP) -Dwyane Wade won’t start Game 4 on Sunday against the Milwaukee Bucks but he is eligible to play.

The Miami Heat star was replaced in the starting lineup by Mike Miller. Coach Erik Spoelstra included him in the list of active players, however, making Juwan Howard and Jarvis Varnado inactive instead.

Wade has been getting extensive treatment the past two days for three bone bruises around his right knee. It’s the same injury

sage to the country’s workers, Villar said the Nacionalista Party is committed to support the reform agenda of President Aquino to bring about good governance, an improved economy, more jobs and better services to the people, particularly the poor and the marginalized, in the next three years.

“I believe the best Labor Day gift we can give our workers will be our commitment to pursue good governance which is a surefire formula to revitalize our economy and create the much needed jobs being clamored by our workers for a long time now,” Villar said.

“Good governance will mean more investments and more investments will mean more jobs. That is what we intend to do in the next three years in our coalition partnership with President Aquino,” she added.

Once elected into office, Villar said she will pursue her long-time advocacies of promoting livelihood opportunities through small and medium term business enterprises, provide the necessary climate that will bring out more jobs and better social services.

To address the concerns affecting the over 12 million Filipino migrant workers abroad, Villar said she will pursue the enactment of her legislative measure mandating the creation of the Department of Overseas Filipino Workers.

Villar said it was essential for the executive department to have a separate department for OFWs to centralize all services and functions of OFW-related government agencies or bureaus.

Villar said a number of them were reported to be maltreated by abusive employers and subjected to other forms of injustices.

DILG Regional Director Lilibeth A. Famacion said that knowledge products derived from good practices and experiences from human rights-based groups in water and insights from the participants in the forum will provide innovative strategies to ensure that the Big Challenges in Water.
