Citizen’s arm watchers to stay closest to the BEI on election day – Comelec

By Rutchie C. Aguhob OZAMIZ CITY, Misamis Occidental,(PIA) -- Watchers of the citizen’s arm will be given the preferential position to stay closest to the Board of Election Inspectors (BEI) during election day on May 13, 2013.

This is pursuant to Resolution 9640 of the Commission on Election (Comelec) which provides that in case of limited space in the polling places on election day, the watcher of the citizen’s arm will be positioned closest to the BEI, compared with the watchers of the dominant majority party, the dominant minority party and that of the other candidates or political groups.

Atty. Stalin A. Baguio, provincial election supervisor (PES) of Misamis Occidental said relative to the May 13 elections, the Liberal Party (LP) has been accredited the dominant

majority party, the United National Alliance (UNA), the dominant minority party and the Parish Pastoral Council for Responsible Voting (PPCRV), National Movement for Free Elections (Namfrel), One Vote and Citizens’ Coalition for ARMM Electoral Reforms (CCARE) as the citizen’s arms.

Resolution 9640 also states that each candidate and registered political party or coalition of political parties duly registered with the Comelec and fielding candidates in the election may appoint two watchers, to serve alternately in every polling place.

Candidates for senator and member of Sangguniang Panglalawigan, Sangguniang Panglungsod, Sangguniang Bayan or Regional Legislative Assembly of the Autonomous Region of Muslim Mindanao (ARMM) belonging to the same party

or coalition, will however, collectively be entitled to only one watcher.

Likewise, other civil, professional, business, service, youth and any similar organizations will, with prior authority of the Comelec, also be entitled collectively to appoint one watcher in every polling place.

No person will be appointed watcher unless he is a registered voter of the city/municipality where he is assigned, is of good reputation, and has not been convicted by final judgment of any election offense or of any other crime.

He must also know how to read and write in Filipino or English, or the prevailing local dialect and is not related within the fourth civil degree of consanguinity or affinity to the chairman or to any other member of the BEI in the polling place where he seeks appointment as a watcher.

DARAPANAN, Sultan Kudarat, Maguindanao (MindaNews) – The United Nations and World Bank launched Monday in partnership with the Moro Islamic Liberation Front (MILF) a three-year program that would provide on-demand technical assistance in the run-up to the establishment of the Bangsamoro, the new autonomous political entity that would replace the Autonomous Region in Muslim

as the GPH and the MILF undertake the crucial, challenging and historic work that lies ahead to form the Bangsamoro.”

The establishment of FASTRAC came after a series of consultations with the MILF and the GPH by the two international agencies. On March 25, the UN and World Bank formally offered to the MILF in a letter dated March 25, the facility that would “primarily service the technical needs of the MILF, and where requested, the Government of the Philippines panel and Transition Commission and its technical working groups to avail of the best national and international expertise.”

MILF chair Al Haj Murad Ebrahim accepted the offer in a letter dated April 5.

A ceremonial exchange of letters was made to launch FASTRAC. “Exhilarating” Murad said it was “exhilarating” to sit with officials of “two of the most iconic symbols of modern man’s quest for global peace and sustainable development.”

He spoke of how the two agencies had helped the

Bangsamoro communities in the past, responding to “emergencies such as internal displacements, human rights violations, crops destruction” and working on poverty alleviation.

“Today I am extremely happy to sit here and I emphasize, to sit here not alone, but in partnership with you not only to respond to emergencies but more importantly to link and to fulfill together the visions for which our respective organizations had been founded: global peace for the UN; peace in our homeland for the MILF; reconstruction, sustainable development and poverty alleviation for the world bank , reconstruction and development and prosperity in our homeland for the MILF,” Murad said.

He said he expressed hope that the partnership will “hasten our quest for the successful conclusion of the peace process and help us transition smoothly into Bangsamoro.”

Rodriguez bats P4.8b budget for NHA R-10

CAGAYAN de Oro City––Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, batted for a P 4.8 billion budget for the National Housing Authority (NHA) in Northern Mindanao in2014.

Rodriguez said that the earlier proposal of P 3.8 billion NHA housing budget for Region 10 2014 was not enough considering that NHA is the main government agencies instrumental in the recovery of the thousands of calamity victims.

He cited the victims of Typhoon Sendong in Cagayan de Oro City where a higher budget for NHA would allow them to continue doing their mandated task in the putting up of a viable relocation site.

According to Rodriguez, there are other relocation sites in Northern Mindanao that the NHA should attend to since until now many typhoon Sendong victims have been relocated to these permanent relocation sites.

While Cagayan de Oro City has already constructed almost 14,000 free houses and has relocated almost 8,000 Typhoon Sendong victims to permanent relocation sites, victims in other cities and provinces in the region have not been relocated to permanent sites.

3 Police net US$270t fake US bills in C. de Oro CAGAYAN de Oro City–– Police arrested another suspect engaged in the selling and disposal of counterfeit US bills Tuesday night here.

Chief Inspector Henry Cay-as said that Vilma Nunez, of Calaanan, Cagayan de Oro City, was nabbed inside a fast food restaurant here in the possession of fake US dollar bills in US$ 1000, US$ 500, and US$ 200 denominations.

Cay-as said that the operatives already netted a total of about US$ 270,000 (P 10.8 M at a current exchanged rate of P 40 a dollar) since the drive against fake US currency started here last week.

On Tuesday afternoon, agents of the Criminal Investigation and Detection Group (CIDG) collared a suspect in an entrapment operation in barangay Tablon here seizing US$ 143,000 fake US dollar bills.

The suspect identified as Rogelio Gaid, 57, of Bukidnon, denied participation in the fake dollar currency syndicate saying he was into buying of Falcata logs in Bukidnon.

Authorities were preparing charges against the suspects with violation of the anti-counterfeiting laws.

Cay-as said the drive against counterfeit dollar bills in Northern Mindanao took a new twist when agents of the Central Bank of the Philippines traced the trail of seized counterfeit US dollar bills and federal notes in Northern Mindanao and the Caraga Region.

16,200 volunteers simultaneously construct 600 houses in C. de Oro CAGAYAN de Oro City––Exactly 6,200 volunteers on Wednesday showed up to simultaneously construct 600 houses in a relocation site in the Southern Philippines city of Cagayan de Oro in a feat that would qualify for the Guinness Book of Record.

Jean Awitin, a marketing staff of the Habitat for Humanity, said that the project was conceptualized along with the city government of Cagayan de Oro in deference to the observance of the Labor Day on May 1.

She said the volunteers started to show up 7:00 o’clock Wednesday morning in downtown Cagayan de Oro’s Plaza Divisoria where transport buses waited to transport them to the 16-hectare relocation site in Pagatpat here.

Awitin said that Habitat expected only 6,000 volunteers but the unexpected turnout reached 6,200 who voluntarily worked to simultaneously

construct 600 houses on the Pagatpat Relocation Site.

“The construction of the 600 houses was simultaneously completed Wednesday,” Awitin added.

City Mayor Vicente Emano said

that the houses would be distributed to “renters,” secondary victims whose rented houses were swept away by rampaging flood waters during the tragic Typhoon Sendong in Dec. 2011 here.

He said the remaining houses would be distributed for free to household beneficiaries living in hazardous and danger zones in Cagayan de Oro City.

Emano said that 2,000 houses were going to be constructed at the Pagatpat Relocation Site with volunteers from the Habitat for Humanity leading the construction of houses.

The Habitat for Humanity, an international organization composed of volunteers from all over the world, was among the international organizations who responded to volunteer the construction of houses in relocation sites here at the height of the tragic Typhoon Sendong, Emano added. CD

Comelec partners with PIA in info dissemination

BUTUAN CITY – The city Comelec now partners with the Philippine Information Agency (PIA-Caraga) in ensuring proper information dissemination during the midterm national and local elections on May 13.

Lawyer Ernie F. Palanan, city election officer, said this convergence effort will bring development in achieving good governance and promotes transparency to the public, as news and information coming from their end will be immediately aired.

PIA-Caraga Regional Director Abner Caga said that through the capacity of of his office in disseminating relevant information on a real-time basis, the public will not be left behind, as they will be aware of what is currently happening before, during and after the elections.

Atty. Palanan and Director Caga were resource speakers during a roundtable discussion, Monday.

Director Caga underscored the importance of the agency’s text blast, as well as the utilization of web-based electronic communication channels through the website, blogspot, social media, and the

electronic news magazine.

“This is deemed useful to obtain fastest way of information dissemination,” Director Caga said.

He pointed out that as government’s information arm, PIA’s mandate is to disseminate developmental news and information to the public in a wider perspective.

“To disseminate the information in a wider perspective, we need to build networks coming from the pool of media personalities in the region. They will serve as information dissemination multipliers so that the public in their respective areas of responsibilities will receive such information on time,” he said.

DSWD completes P64.1-M Caraga RDC and GIZ Drunken jointly develop man infra projects in Caraga Geographic Info System mauled, stabbed BUTUAN CITY - The Department of Social Welfare and Development (DSWD) has completed infrastructure projects in Caraga region worth P64.13 million through its anti-poverty project, Kalahi-CIDSS. Benefiting these infrastructure projects are 53 barangays in nine (9) municipalities in the region.

The projects include facilities for education and health facilities, production, economic and service,

environmental protection structures and preservation projects, footbridges, water systems and road projects.

The municipalities of RTR and Kitcharao, Agusan del Norte; Alegria, Mainit, Tubod, Sta. Monica, Del Carmen, and Burgos, Surigao del Norte; and Lingig in Surigao del Sur are now on their way to inaugurate these projects.

“We are very pleased to report that we have successfully completed 53 infra-

BUTUAN CITY - The Regional Development Council (RDC) and the Deutsche Gessellschaft für Internationale Zusammenarbeit (GIZ) are joining forces to enhance the Caraga Regional Geographic Information System Network (RGISN).

Earlier, stakeholders in the region have participated in the RGISN Technical Working Group (TWG) Orientation-Workshop at Balanghai Hotel and Convention Center, this City.

Mylah Faye Aurora B. Cariño, NEDA assistant regional firector and RDC’s secretary said the activity was conducted to enhance the network and to further strengthen the partnership of the different stakeholders in data sharing.

She also shared that the activity is just one of the series of events to be conducted by the RDC and GIZ to further enhance the region’s hub of GIS-based data.

Cariño added that the RDC as the administrator of the RGISN will provide overall policy directions to the network, act on issues or problems that may arise from the conduct of activities of the network, provide logistical support, establish and update regional database, manage facilities, and facilitate the data sharing.

She also said anyone can be a member of the RGISN by opening an ac-

count through http://rgisncaraga.neda.gov.ph.

During the workshop, members participated in a pre-test that evaluated the usability of the website and the functionality of its user manual. They also went through the processes and procedures to determine its applicability.

The institutionalization of the Geographic Information System (GIS) in the region started way back in 1998.

This, after the RDC acknowledged the role of information technology through the use of GIS in integrating ideas and information at all levels of governance.

In 2005, the DENR, in partnership with Conservation International (CI) – Philippines, spearheaded the Eastern Mindanao Biodiversity Corridor (EMBC) Project, where the GIS technology was used in crafting the EMBC Conservation Framework.

In 2006, the CI-Philippines shared with NEDA Caraga their experience in institutionalizing the Regional GIS Network in Region II. Since then, NEDA Caraga persistently pursued the institutionalization of a similar GIS Network in the region.

CAMP RODRIGUEZ, Butuan City - A drunken man was rushed to the Bunawan Distrcit Hospital after having been mauled and stabbed by four persons Sunday evening in Brgy. Sampaguita, Veruela town, Agusan del Sur. Police identified the victims as Bobo A. Berdin of legal age and resident of Brgy. San Fernando, Bukidnon, who sustained multiple stab wounds in various parts of his body.

Reports said that the suspects, Renren M. Anabo, Kokong M. Anabo, Naldo Anabo and Reyrey M. Anabo, all of Santo Tomas, Davao del Norte, were playing cards at the residence of Junry Maravilla when the victim came and joined the game.

An argument ensued between the victim and the suspects, resulting in a scuffle.

Berdin ran outside calling for help, but the suspects pursued and cornered him. One of the suspects got a sharp bamboo stick and stabbed the victim.

The Paradox of PH situation

WHILE President Aquino crows about his administration’s successful husbanding of the economy to unprecedented heights, paradoxically the National Statistical Coordination Board announced that nothing substantial had been achieved in alleviating the miserable condition of the country’s poor since 2006.

Aquino even landed as one of the world’s most influential leaders for what he had accomplished for the country in the economic front. But in the local front, Aquino is an enigma to his impoverished countrymen.

The world recognizes his economic accomplishments that have continuously failed to improve even a bit the plight of a sizable portion of the populace.

The enigmatic nature of the Aquino administration’s economic track record was highlighted again when he could not be moved to positively address the plea of the laboring class for higher wages. If the economy is indeed experiencing unprecedented growth, why will Aquino and his economic

Indeed, when I visited the island for the second time during a lecture assignment, the island so small that some officials knew of my presence. A young public official was then saying “take care of them, don’t let them feel hungry else Camiguin will land in the newspapers again.” Of course, the official was just kidding. Again, sorry, we were not there on a junket. Ever since, I have not met Gov. Gallardo for an interview or anything else.

The next time, I learned that Pedro Romualdo was elected governor of the province. Romualdo definitely changed the image of Camiguin to one of the most visited tourist destinations in Northern Mindanao. He was elected Congressman while his wife was also elected Mayor of the island’s largest town of Mambajao. The Romualdo’s started to rule Camiguin’s political playing field with son Jesus Jardin “JJ” Romualdo becomes governor, too. For 24 years now, the Romualdos lord it over the island province of Camiguin. According to unconfirmed stories, the media who would visit and write negative articles about Camiguin should be careful else “man eating sharks would feast on them.” I don’t believe ‘though since I heard that some media people who regularly visit Camiguin pay homage to Gov. Romualdo. Perhaps, they are Romualdo’s favourite drum beaters.

Anyway, the death of Rep. Loloy Romualdo would certainly change the political picture of Camiguin come May elections. Certainly, the absence of the “patriarch” would embolden new breed of politicians to challenge the Romualdos now. Can the Romualdos’ maintain their political grip of the island?

Labor, let us not forget, is the essential, indispensable partner of capital. Thus any significant rise in the economy should likewise be attributed as well as enjoyed by the laboring class.

But wait, Aquino and his predecessors including his mother always give a

deaf ear to this clamor for higher wages as if the sector clamoring such wages does not deserve to live full and abundant lives. The behavior of Aquino and the previous presidents had always been to let the laboring sector suffer in misery while the superbly well-off business entrepreneurs earn profits by the billions of pesos.

Look at the annual financial reports of these giant corporations to the Securities and Exchange Commission. They are declaring profits amounting to billions of pesos but when their workers appeal for a share of the profits earned by them through the sweat and labor of their workers, they almost always give the workers’ plight a blind eye.

With a bigger purchasing capacity, more money would have been pumped into the economy to accelerate its growth even more. But Aquino would rather insure more profit for the big business entrepreneurs so that they will have more money to squander in gambling casinos.

This is what the logic of capitalism is all about. Only the big and successful business entrepreneurs should be literally swimming in huge profits even if they are not sharing these profits to their partners in business, the laboring class. Governments are even transformed from being the equalizer between the tension-filled chasm between the poor and the ultra-rich into becoming as the protector of the interests of the few who control the wealth of the nation.

Last year, over 250,000 agroforest trees were planted in 1,200 hectares in Quezon Mountain range with the help of over 15,479 registered volunteers.

For the Tree-Growing Festival 3 on June 29, 2013, the city government has set its target at planting

Law. It is composed of eight members from the MILF and seven from the GPH and is headed by MILF peace panel chair Mohagher Iqbal.

It held its first meeting on April 3 in Pasig City and will meet again on Tuesday and Wednesday (April 30 and May 1) in Cotabato City, where it will be based.

The TransCom will have Prof. Yash Ghai, chair of the Fiji Constitution Commission, as speaker on April 30.

On May 1, the TransCom will finish crafting its internal rules, Iqbal told MindaNews.

The GPH and MILF peace panels signed on October 15, 2012 the Framework Agreement on the Bangsamoro. The panels agreed then to finish the four annexes – wealthsharing, power-sharing, normalization and transitional arrangements and modalities — by yearend 2012.

Only the transition annex has been completed. It was signed in February. The three other annexes have yet to be finalized.

This logic is what we are seeing in the government’s refusal to equalize the lopsided situation between the poor and the ultra rich who the World Bank country director in the Philippines said number only about 47 families. The government is always on the side of the rich instead of giving those who have less in life more in law. In reality this is not so. Those who have less in life, more often than not, have less in law also.

How this was made possible? This is being made possible by the fact that those who have more in life or their anointed ones are the ones who formulate the laws.

Expectedly, those who have more in life will ensure that they will have more in law.

And this is what is actually happening now.

And during election seasons, such as the one we will be having 11 days from now, those who have more in life or their anointed ones seeking public office offer themselves as servants of the people especially the poor. A cursory look at this offer, however, will readily show that there

is no truth to this. How can the masters become the servants of the people especially the poor?

Perhaps it is high time now that this situation be transformed not just changed.

Butuan’s dragon boat team gains world paddlers’ respect

DAUIS, Bohol (MindaNews) – The Father Saturnino Urios University (FSUU) dragon boat team gained admiration and respect from the organizers and participants of the 2nd Cobra Philippine Dragon Boat Federation (PDBF) International Club Crew Challenge here that ended Tuesday.

PDBF president Marcia Cristobal pointed out that the FSUU team showed a promising start for a novice team composed of college students.

“The FSUU dragon boat team gained good feedback from the race organizers and seasoned paddlers. For a team composed of college students, they went head to head with seasoned world and national champion teams and showed that they have what it takes to row beside such teams,” she said.

Cristobal is optimistic that the team is ready to face bigger challenges in the international scene.

“As the first all Mindanao team to join such race, FSUU has a big potential to shine for the below 23 category

in the international dragon boat competitions. I’m sure with more practice and discipline hey will be able to earn a mark in the international scene,” she said.

Retired Maj. Gen. Carlos Holganza, over-all chairperson of the race executive committee, stated that he was surprised to see new teams hold their ground and fought head on against champion teams.

“Both the Bohol teams and Butuan’s FSUU showed us that even novice teams can stand their ground in the sport. The teams from Bohol as well as from Butuan are just few months old. I’m sure with more practice they will prove a lot in this sport,” he said.

Jackie-Jean Aspiras, television sports writer, also expressed her optimism for Butuan’s FSUU team.

“Considering that the FSUU team is just a few months old, they have so much potential. You can see that the way they handle their paddling, they have the right form and discipline,” she said. The other resource persons in the April 30 session were lawyers Benedicto Bacani, Executive Director of the Cotabato City-based Institute for Autonomy and Governance, and Nasser Marohomsalic, a former commissioner at the Commission on Human Rights and a member of the 1988 Regional Consultative Commission that drafted the Organic Act for what is now the Autonomous Region in Muslim Mindanao (ARMM).

Composed of eight members from the MILF and seven from the Philippine government (GPH), t he TransCom, as agreed upon in the Framework Agreement on the Bangsamoro, is tasked to draft the Basic Law that would pave the way for the establishment of the Bangsamoro, the new autonomous political entity that would replace the ARMM

by June 30, 2016.

Iqbal told MindaNews they hope to finish the Commission’s internal rules by Wednesday, May 1.

Iqbal now wears four hats in the MILF: as information chief, peace panel chair, TransCom chair and head of the Consultative Commission of the Facility for Advisory Support for Transition Capacities (FASTRAC), a three-year program initiated by the United Nations and the World Bank in partnership with the MILF, which was launched last Monday at Camp Darapanan.

FASTRAC will provide on-demand technical assistance from national and international experts and will start office “next week,” UN resident coordinator Luiza Carvalho said at the press conference after the launch.

Candidate for councilor killed in North Cotabato

stood still for at least 10 hours along the highway in Datu Paglas and neighboring Buluan town amidst the grumblings and dismay of drivers and commuters caught in the congestion and even despite desperate efforts of traffic enforcers to remedy the problem hastily.

The road congestion covered a 10-kilometer stretch as seen by newsmen covering the event from a helicopter ride provided by the UNA group chapter in Maguindanao.

“There’s just so many people,” said Karlos Manlupig, a photojournalist, who was one of those picked by rally organizers to join the helicopter ride for an aerial view of the gathering held inside the sprawling grounds of the Datu Paglas National High School in the area.

Some 3,000 vehicles - private cars, buses, pick up and cargo trucks - bearing political streamers and coming from the towns of Sultan Kudarat, Datu Saudi, Shariff Aguak and Ampatuan joined the mammoth convoy of vehicles going to the rally event.

Special guest to the rally was senatorial candidate Ernie Maceda who accidentally stumbled on his knees to the wooden floor of the makeshift stage after tripping on his steps.

Maceda, however, immediately got up with the help of local UNA candidates and made the thumbs up sign to the delight of the crowd before proceeding to his speech.

“This is practically a show of force for us in this province,” said Tocao Mastura, UNA gubernatorial candidate in the province, said during a press conference following the rally.

Mastura is challenging oneon-one reelectionist Maguindanao Governor Esmael “Toto” Mangudadatu of the ruling Liberal Party for the top post in the province on the forthcoming May 13 midterm polls.

Both Mangudadatu and Mastura earlier inked a peace covenant for the conduct of peaceful election in the province.

“With barely 15 days left in the campaign trail, one

Peralta identified the suspects behind the ambush as Bacbac Sultan and Tanda Kedong.

Peralta said rido was also seen as the root of conflict.

On January 15, village chair Sonny Kadil of Barangay Pantar was wounded while his two companions, Takanada Mamukao and

Muslimen Ampuan, died in an ambush in Midsayap town.

The attackers were linked to Kumander Faron of the Moro Islamic Liberation Front Kumander Faron.

The victims said they and Faron have a longstanding land feud and leadership dispute.

Mastura said that when Torres’s building was converted to an LP headquarters, he asked the police and military authorities to secure its premises for fear that any adverse events on it would be attributed to incumbent town officials, all belonging to UNA party.

On April 22, Torres told reporters somewhere in Region XII that he was forced to leave Sultan Kudarat after receiving calls allegedly from an incumbent official related to Mastura threatening to harm her if she would not close down the edifice.

“I am just a widowed midwife trying to earn from the rent of my building. I did not lease it to LP people but to an apolitical physician,” Torres said in sob.

She named the renting physician as Dr. Abid Ayunan, who she said lent the building for use by an LP mayoral candidate in Sultan Kudarat.
