BUTUAN City––A research group said the government’s recent pronouncement that the growing number of educated workers is a result of jobs-skills mismatch does not address the reasons behind job scarcity in the country.

Tuition hike
GENERAL Santos City––The Commission on Higher Education (CHED) in Region 12 has endorsed for approval by its central office the application of 16 private colleges and universities in the region to increase their tuition and other fees this school year. Jocelyn Santoceldes, CHED Region 12 education supervisor, said Monday they issued the endorsement based on the results of the initial evaluation conducted by the regional office on the documentary requirements submitted by the concerned institutions and their compliance with various conditions set for the fee increases. She clarified that CHED regional offices only receive and evaluate the application for the tuition fee increases and the final decision on the matter is made by the commission en banc. Allen V. Official figures show that in 2012, almost 8 out of 10 unemployed are high school or college-educated. The National Statistics Office said three out of 10 reached a college-level of education or even graduates, and post-graduate studies. Ibon Foundation said that majority of Filipinos find it difficult to get jobs
because employment is scarce, and not because it reflects a mismatch between the school curriculum and job availability. It traced job scarcity to “a weak industrial sector, particularly domestic manufacturing, which would have created sufficient jobs in the country.” Ibon cited a 2013 report
by the Asian Development Bank which also recognized that “a strong industrial base is vital in increasing jobs and making growth more inclusive and sustainable.” The research group said “With the absence of government resolve to substantially increase the education budget, the lack of decent jobs in many parts of the
country remains a barrier for parents to send their children to school whether under a 10-year or 12-year education cycle. On the other hand, the same lack of decent jobs is to blame for graduates failing to land the muchneeded jobs.” As shown by NSO figures, on the average, 1.4 mil-

To deter the growing commission of the crime of carnapping in the country, lawmakers are proposing the penalty of reclusion perpetua or life sentence, irrespective of the value of the motor vehicle taken. HB 6909, a consolidation of 13 separate bills, has been approved on second reading by the House of Representatives even before the election break. However, it was not able to get the final approval due to time constraints. But since many of the principal proponents of the consolidated measure have won their respective seats in the incoming 16th Congress, they are eager to author the bill to amend Republic Act 6539 or the Anti-Carnapping Act of 1972. R.A. 6539 states that any person who is found guilty of carnapping shall, (as defined) irrespective of the value of motor vehicle taken, be punished by imprisonment of not less than 14 years and eight months and not more than 17 years and four months, when carnapping solonS | page 11

lando M. Maglinao who ran for the same position from resting after he finished three consecutive terms from 2004 to 2010 told this writer that he wants to quell the rumors because people are still asking if it was true that he died. Two days ago, Newsman Panoy Gatia of a local daily was surprised to know that Maglinao is alive.
He said that he believed that Maglinao was already dead because it was the talk of the town. It was past noon on election day that Maglinao learned about the rumor that he had a heart attack and died. He spoke on the radio to say that the rumors were untrue but it was too late. death | page 11
