SAN Francisco, Agusan del Sur–– This early, former Agusan del Sur congressman Rodolfo “Ompong” Plaza is now groomed to become House Speaker when Vice President Jejomar Binay would make it to the

presidency by 2016.

Veteran former senator Ernesto Maceda announced this in his campaign speech at the proclamation rally here on Wednesday by the United Nationalist Alliance (UNA) led by Binay. “When Binay becomes president, Ompong is a candidate for speaker of the house,” he said.

Ompong, as he is popularly known in the province, his brother Victor and other local UNA bets were officially proclaimed by Binay during the rally attended by at least 5,000 people. He is making a strong comeback bid in the province’s second district against his sister,

Philsaga workers to get new wage hike

ROSARIO, Agusan del Sur––More than 4,000 workers of a gold mining company will enjoy new wage increase within this year, a top company executive has assured.

Lawyer Raul Villanueva, president of Philsaga Mining Corporation, told workers during the Labor Day celebration at mine site in Barangay Upper Co-o that the wage adjustment will be carried out to make good of his commitment when he assumed the top management post.

Villanueva said the new wage adjustment will benefit to some 2,200 regular workers and 1,800 contract mine workers. The company has yet to determine the wage adjustments but assured they would announce it soon.

Jobs crisis bolsters bleak poverty situation THE economic think tank Ibon Foundation has urged the government to immediately address the country’s jobs crisis amid the unchanged poverty situation in the country.

The group said poverty is strongly correlated to unemployment, and government cannot expect poverty

to improve without creating enough jobs.

The official poverty statistics show that poverty in the first half of 2012 was unchanged from the same periods of 2006 and 2009.

According to Ibon, this is highlighted by the jobless situation in the country, which also stayed at the

same level in the period 2006-2012.

This is consistent with the essentially unchanged poverty incidence of 27.928.8 percent in the same period. The real unemployment rate remained at 10.5-11.1 percent in the last six years.

The unemployment rate

was generally declining between 1985 (12.6 percent) and 1997 (8.8 percent), during which time official poverty incidence correspondingly also fell from 44.2 percent (1985) to 31.8 percent (1997).

Oro-Misor cluster posts high in foreign tourist arrivals in 2012 CAGAYAN de Oro City––The Cagayan de Oro-Misamis Oriental cluster was the most favored by foreign tourists among the other clusters in Northern Mindanao during the year 2012, the National Economic Development Authority (NEDA) said.

Data gathered by NEDA from the Department of Tourism (DOT) in the region show that 74 percent

of the 61,113 foreign tourists or 45,244 went to the Cagayan de Oro-Misamis Oriental last year.

This was followed in by Camiguin with 9,389 foreign tourists and Ozamiz-TangubOroquieta-Misamis Occidental cluster with 3,083 foreign tourists.

According to NEDA-10, the same destination preference could also be observed among domestic

travellers.

The same DOT data further show that the top five foreign markets of the region were from Indonesia, Japan, Spain, China and Malaysia that registered the highest increase of around 145, 129, 113, 73 and 67 percent respectively.

Based on the record, around 257 tourists were from Indonesia;

6,767 from Japan; 603 from Spain; 4,485 from China; and 671 from Malaysia.

The overall tourist arrivals in the region however went down by 11 percent, from 1,664,481 in 2011 to 1,482,801 in 2012.

CAMIGUIN––A candidate on Tuesday has exposed an election-related assassination attempt purportedly by political rivals in this island province of Camiguin.

Homobono Adaza, a candidate for the lone congressional district of Camiguin under the Liberal Party-Nacionalista Party Coalition, expressed fear for his life after a confidante reportedly texted him of an assassination plot against him. “The message alleged that a provincial politician has reportedly contracted a gun-for-hire to liquidate me,” Adaza said.

“Be careful, Sir. You have a P300,000 price on your head,” the message, Adaza claimed he received on April 26, 2013 said. Adaza said he has already a suspect in his mind but he is still validating reports about the assassination plot against him.

Army commander likens NPAs to Abu Sayaff terrorists CAMP EVANGELISTA, Cagayan de Oro City––A top official of the army’s 4th Infantry Division here likened the New People’s Army (NPA) rebels to the Abu Sayyaf terrorists.

Brig. Gen. Ricardo Visaya, commander of the army’s 4th ID, made the statement Thursday in recalling the ambuscade of the convoy of Gingoog city Mayor Ruthie Guingona in Misamis Oriental last week.

Visaya said that the NPAs were like the Abu Sayyaf terrorists, robbers, and bandits although the descriptions were not enough.

He challenged the NPA rebels to take on the military rather than sow terror and anguish among innocent civilians.

Visaya, however, assured the people under his area of responsibility that the military would continue to deliver its mandate as protector of the people.

“The NPAs efforts to sow terror in the countryside would not hinder the military in pursuing its objective of attaining peace and protecting the well-being of the state and its people,” Visaya added. CD/BB

On first reading

Oro council okays Anti-Bullying law SCHOOL administrators shall be responsible for the implementation and oversight of policies intended to address bullying in their respective schools.

This is pursuant to Section 8 of the city’s antibullying law, which was approved on first reading by the 16th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas.

The ordinance requires school personnel, students, parents or volunteers to immediately report any instance of bullying or acts of retaliation witnessed or that has come to their attention to the school administrator, school officer, or person designated to handle such

issues.

Upon receipt of such reports, the school administrator is required to promptly investigate the incident and notify the law enforcement agency if the designee believes that criminal charges may be pursued; take appropriate disciplinary action against the perpetrator; notify parents or guardian of victims regarding action taken to prevent any further acts of bullying or retaliation.

The ordinance was authored by Councilor Ramon G. Tabor, upon noting the alarming problem of bullying between students.

Mayor cheats death; triggerman captured

CAMP Nar anjo, Oroquieta City––Police authorities have foiled an attempt to assassinate the incumbent town mayor of Bonifacio in Misamis Occidental on Tuesday afternoon following a 15-minute gunfight that killed one of the suspects––and the arrest of four others, including the alleged triggerman.

Raul Araza Benitez told Mindanao Daily that the group of Sr. Insp. Noah Ycer Anniversario and policemen from the Police Public Safety Company in Bonifacio town have engaged in a 15-minute gunfight with the suspects while responding to a call of duty.

an information through his mobile phone that six armed men have positioned themselves in the

adjacent barangay.

Sensing that he was in danger, Dumanjug immediately sought the help of Anniversario who was tasked to provide the security for the political meeting.

Without any delay, Anniversario and his men proceeded to the area but while reaching the adjacent barangay the suspects started to shoot them.

After the 15-minute gunfight, he said one of the suspects who he identified as Roy Salisali, a resident of Poblacion in Baroy town, Lanao del Norte, was found sprawling on the ground lifeless.

The police also managed to arrest the alleged triggerman after the gunfight. He identified the triggerman as 40-year-old Wilson Egot Cole, also of Poblacion, Baroy.

Cole reporttedly admitted to the police that he was hired and paid merely to kill Dumanjug, who is

running as vice mayor of Bonifacio town. Cole was captured with a picture of the incumbent mayor found in his pocket.

Three of Cole’s alleged cohorts were also arrested by the police. They were identified as Cnsanto Sulmayor Asuzenas, 33, a former militia and resident of Barangay Darumawang, Lala, Lanao Norte; Ariel Capitan Lungay, 40, a resident of Barangay Darumawang, Lala, Lanao del Norte; and Marjonife Pameron Bantilan, 21, a resident of Barangay Pangi in Baroy town.

The police confiscated from the suspect a caliber .357 revolver with serial number 192527 with four live bullets and an Ingram machine pistol with serial number 863150 with more than a dozens of live ammunitions of 9mm.

Truck burned over extortion

CAMP RODRIGUEZ, Butuan City – Five fullyarmed members of the New People’s Army (NPA) recently burned a tenwheeler Saddam truck in Sitio San Antonio, Brgy San Roque, Bislig City.

The truck driver, Bebot Tampos, reported to the police that while cruising Road 41 of said barangay, he and his helper Bebe Macaylas, as well as their motorcycle-riding escort Mario Ytac, were flagged down and ordered to disembark by the armed men, led by Commander Renato Sayatsat of Front Committee 14.

Both Tampos and Macaylas were hogtied by the rebels, who subsequently torched the truck before leaving with Ytac and his motorcycle.

The two, however, managed to untangle themselves and went home. Ytac has yet to be accounted for, as of press time.

Illegal fishers arrested

Butuan City - Seaborne patrollers of the Carrascal Municipal Police Station and the 1303rd Maritime Police Station launched have arrested two fishers in the seawaters of Brgy Caglayag, Carrascal town, afternoon of April 30, this year.

Arrested were Dionesio Mascardo Arcular, 38 years old of Brgy Songkoy and Marlon Macabudbud Balmoria, 37 years old of Brgy Rizal all in Socorro town, Surigao del Norte, who were caught for using a compressor in the trade.

Confiscated from them were a motor banca powered by a 16HP engine, an air compressor with an 80-meter long hose, a pair of improvised diving fin, improvised spear gun, a flash light, a diving goggle and four kilos assorted species of fish.

Arcular and Balmoria with the confiscated items were first placed in the custody of the 1303rd Maritime Police Station for documentation and later turned over to the Municipal Agriculturist’s Office of Carrascal for proper disposition.

Caraga receives P9.5M AusAID educational support

SURIGAO DEL NORTE - The Australian Government Overseas Aid program, through the Australian Agency for International Development (AusAID), together with the Department of Social Welfare and Development (DSWD), have recently turned-over educational facilities worth P9,588,295 to this province.

Such facilities included five day care centers, three pre-school buildings and two elementar y school buildings, constructed in Pilar town under DSWD’s community-driven development (CDD) program, called Kalahi-CIDSS. Kalahi-CIDSS – Comprehensive and Integrated Delivery of Social Services is one of government’s flagship programs designed to reduce poverty by bringing back the power to the people to decide on development projects that will answer their basic needs.

“We are very delighted that the Australian government, through the DSWD has looked into the situation of our educational facilities here,” said Pi-

lar Town Mayor Lucio T. Gonzales during the sub-project turn-over in his municipality, April 19.

It was learned that the DSWD has found out in the social investigation that either a certain barangay in said town lacks a school building or the building needs major repair.

The municipality of Pilar has been a recipient of Kalahi-CIDSS for the last five years.

Since 2006, 34 infrastructure projects, like footbridges, water systems, postharvest facilities and road rehabilitation projects, among others, have been constructed in the area by community volunteers.

AGUSAN DEL NORTE Malaria incidence in this province is on a downtrend, declared Provincial Health Officr Elizabeth Campado.

PIA-Caraga personnel avails of absentee voting

BUTUAN CITY – Personnel of the Philippine Information Agency (PIACaraga) claims being the first, among the rest of PIA regional offices nationwide, to have availed of the Absentee Voting scheme.

PIA-Caraga Regional Director Abner Caga said they have cast their votes on April 29 right at their regional office, under the direct supervision of the city election officer.

As the developmental information arm of government, duly deputized by the COMELEC, PIA has to disseminate relevant information during the election day, he said.

“Thus, we had to advantage of the early voting, so as not to hinder our operations during election day,” Director Caga further said.

He called on all PIA personnel to be ready, vigilant and seriously monitor the actual voting process in the May 13 elections.

Growth in corporate profits outpacing wage increases AMID high unemployment and meager wages, research group Ibon Foundation noted that the increase in profits of the country’s biggest corporations is far exceeding the growth in their workers’ wages.

Data from the Philippine Stock Exchange (PSE) shows that the combined net incomes of listed firms grew by 18 percent to Php377.12 billion in January to September 2012 from Php319.97 billion in the same period the previous year. Another study showed that in 2012, several listed firms posted a 35.9 percent increase in earnings.

FINALLY, re-electionist Rep. Rufus Rodriguez has made up his mind and stood strong as he endorsed and pledged his loyalty and support to a mayoral candidate in Cagayan de Oro. D e f i n ite ly h e’s n ot Cagayan de Oro Mayor Vicente Emano.

And it did not surprise me to hear about Rufus endorsement to the candidacy of Oscar Moreno.

First, Rufus is a lawmaker and Moreno, is not only a former lawmaker himself, but an ally to Gloria Macapagal Arroyo.

Well, not anymore today as Moreno, who run and won under the Lakas, is now a candidate under the Liberal Party of former

Moreno has been criticized badly for his failure to give on time the salaries of Capitol employees while Rufus, including his brother Maxie, is said to be giving poor salaries to their respective staffmembers.

I hope it’s not true. We

deserve an explanation to this allegation.

Rufus and Moreno are birds of the same feather because they are both lawmakers but Moreno is a mismatched in terms of accomplishments as against Rufus.

What I only knew about Moreno when he was acting like congressman is that he stood up as member of the

prosecution panel prosecuting the then President Joseph Ejercito Estrada.

Other than being a member of the prosecution panel, I can no longer remember any accomplishments that Moreno had delivered to his constituents in Misamis Oriental.

Now that Moreno’s term as governor of the province of Misamis Oriental, he’s trying to get city hall with the battle cry: “Change.”

Changed? Cagayan de Oro has changed from being a ruralized city into a booming highly urbanized city.

What changes can we expect from Moreno then when he even failed to change the lives of the many poor in Misamis Oriental.

Discard the pretentious candidates AN election season always exposes the incompetence of the government.

It is a time when candidates deliver a litany of promises. Promises that candidates simply forget when elected to office. Anything new?

However, what makes the election important is seeing candidates running for reelection. These candidates mumble the same platform of government. These candidates Cris Diaz bolster the people’s belief that these candidates had made the government irrelevant and inutile.

For instance, those running for reelection talked about improved basic services in government. As usual, these services involved health, education, poverty, and employment.

The electorates simply wonder what these people had accomplished when they were in office. For instance, a candidate running for reelection has been in Congress for two consecutive terms and yet achieved nothing of value. The Congress has the Upper and Lower Houses – the Senate and the House of Representatives.

The candidates talked about free education, free health services, and employment as their major platforms of government. Have these candidates not been in office before? Why talked only these issues when election season comes? What have these candidates done in Congress?

For instance, there are candidates who are now running for the Senate after serving in the House of

Representatives. It is unfortunate that these candidates talked about improved basic services once elected into office. Obviously, these candidates accomplished nothing as representatives.

It is very disgusting albeit frustrating that almost all candidates that poverty and inadequate health services only become noticeable as a “problem” when election season comes.

It is discouraging to think that almost all candidates are agreeable that commercialized education and malignant unemployment problems breeds an impoverished nation when election season comes.

While acknowledging the lack or inadequate extension of basic services to the impoverished masses, candidates remember only this predicament during the election campaign period. This means that those elected into office simply attend to the needs of their pockets while serving their term of office.

Although it might sound preposterous, it is of public knowledge that most elected officials become “silent millionaires” after serving their terms. The electorates know that there are exceptional elected public servants.

It is, however, sad that the electorates always elect the hypocrites and pretenders at the expense of well-meaning candidates.

More often, the electorates the well-oiled machinery of deception employed by politicians who lean on the corridors of power threatens the electorates. -oooDIRT ROAD IN TOURIST PARADISE: Either the Aquino government is not really serious in its drive to promote tourism despite its much-trumpeted “It’s more fun in the Philippines” campaign, or, the world-famous El Nido resorts in the northern tip of Palawan, which brim with tourists, foreign and local, almost the whole year round, are not part of that tourism campaign, or of the over-all tourism plan of this country.

I mean, how will you explain, Tourism Secretary Ramon Jimenez Jr., the fact that a big part of the national highway that connects El Nido to Taytay,

Kakampi mo ang batas Atty. Batas Mauricio Palawan, and then to Puerto Princesa City, consists of a mere dirt road? That dirt road, which measures about sixty kilometers in all, is supposed to be a cemented highway intended to make travel for tourists nice and easy, to lure them go to El Nido and the other beaches nearby which are equally breathtaking, more often.

Why has that stretch of the national highway remained a dirt road, virtually impassable especially during the rainy season?

The driver of the van that fetched me, my wife, and my daughter, Wednesday, May 01, 2013, from the Puerto

Princesa City Airport and who took us all the way to the Ayala-owned airport in El Nido, which is the gateway to its four world-class resort islands, told us, in real desperation, that the only time that part of the highway manages to see a pison, or any heavy equipment, is during election time, as a campaign prop.

-oooINSULTING EL NIDO, PALAWAN: IT’S MORE FUN: Now, the point in El Nido is this: if the Aquino government, its Department of Tourism, its Department of Public Works and Highways, its provincial

government in Palawan, its local government units in Taytay and El Nido towns, and even the member of the House of Representatives from the place whose pork barrel is about P75 million yearly, could afford to insult a world famous resort like El Nido this way, is there hope for the other tourist spots in the country?

Surely, there is no point in Secretary Jimenez and the DOT working hard to entice tourists to come to the Philippines to spend their precious dollars or any other foreign currencies here, if those tourists will only be made to suffer the inconveniences of a bad road, or, even worst, the unreliability of an outdated and outmoded transport service which will turn them into rabid Philippine-bashers later on.

3 communist rebels surrender to military PROSPERIDAD, Agusan del Sur––Three rebels belonging to Guerilla Front 88 of the North Central Mindanao Regional Committee of the New People’s Army voluntarily surrendered to Lt. Col. Jose Leonard Gille, commanding officer of the 26th Infantry Battalion, at Headquarters of the 26th IB, Barangay San Nicolas, Talacogon, Agusan del Sur at 10 a.m. yesterday. The surrender of these three rebels (names still being withheld for security reasons) was through the efforts of the soldiers and the mediation of concerned citizens who convinced the three to lay down their arms and return to the folds of the law.

The rebels brought along with them the following firearms: one M14 rifle with two magazines, one submachinegun Ingram pistol with one magazine and one cal. 38 revolver. As of press time, the three are now undergoing custodial debriefing at 26IB’s headquarters.

In a statement, the military said the rebels surrendered “because they got tired from running around and evading government troops every now and then.”

“They are afraid that they would be killed in one of the encounters with government forces,” the military’s press statement said adding, “right now, they just would like to be reunited with their families and loved ones and live a peaceful life away from the life in the mountains they have been forced to deal with while they were with the NPAs.” On one hand, Gille said: “We, your soldiers, are very happy to welcome back our three brothers who were once with the NPAs but have decided to leave the armed struggle and go back to the mainstream society.”

He added: “We know for sure that their families can sleep well tonight knowing that their sons, fathers and brothers are now safe and will soon be with them as they go back to the normal goings-on of their lives.”

“For now, we are coordinating with other government agencies for assistance necessary for them to lead a peaceful and decent life,” said the military official.

“For our other brothers and sisters who are still with the rebel organization and are also contemplating on going back to the folds of the law and support our true and only government, our negotiating efforts are still continuing. They may always reach and contact us any time,” said Gille.

For his part, Col Gregory M. Cayetano, Commander of the 401st Infantry Brigade, “the surrender of these three former rebels is not only the triumph of the soldiers but this is a triumph of the whole Filipino people.”

Cayetano said: “Over and over again, we have stressed that armed struggle and civil war is not the solution to our country’s problems, this is a lose-lose situation that leaves both parties farther apart and our kababayans in a more difficult situation.”

“We can rehash the mistakes and pains of the past but we can all move forward and reconcile with one another. More are benefitted and nobody is left behind or hurt in the process,” added Cayetano.

‘Balanghai’ festival in Butuan kicks off

B u t ua n C i t y - - T h e month-long celebration of the 26th “Balanghai Festival 2013” was formally launched Wednesday morning at Guingona Park, Butuan City.

The activity was attended by top city officials led by Butuan City Mayor Ferdinand M. Amante Jr., city tourism council officials,

representatives from the various sectors and event organizers.

Amante in his message said that the festivities will be filled with some exciting events and programs to be anticipated by Butuanons and visitors who wishes to watch or take part of the said festival. Among the highlights of the festival

was the opening of the beautiful fountain at the park. The city chief executive hoped that Butuan City officials and the public will work together as “one team” for the success of the festivities.

For his part, Butuan City Vice-Mayor Lawrence Lemuel Fortun also hoped that the balangayan spirit

which is characterized by camaraderie, unity, synergy, determination and resilience will inspire the people of Butuan as they celebrate the 26th Balanghai Festival.

The vice mayor pointed out the new things are happening in the city which has attracted not only balikbayans and other visitors but

also domestic and foreign tourists to visit the city.

Mr. Tauli said solar PV advocates will have to apply to the ERC for higher FIT (more than 15 pesos/kWh) that would make commercial projects viable.

“But we cannot do that under the PNOY government, whose energy officials appear to be hostile to solar PV,” said Mr. Tauli.

“For now, the only gridconnected solar PV projects that can get done are those that can obtain subsidies or

grants, which will have to come from foreign countries or international agencies because large amounts of grants are required.”

Mr. Tauli recently attended the National Renewable Energy Program (NREP) Review and Workshop, held April 18-19, 2013, in Baguio City under the aegis of the National Renewable Energy Board to come up with revised projections of renewable energy projects for private sector investments under RA 9513.

“I believe these are more realistic targets than whatever numbers the NREP Workshop came up with,” he said. “Theirs may be more realistic than my numbers, but also hopeless. I really believe the projections below for solar PV in Mindanao are attainable.”

Mr. Tauli identified the following solar PV projects in Mindanao set for development from 2013-2023: • 40-MW s olar PV project of the Marawi City Government. Total project cost is estimated at PhP 5.25 billion. Private sector investment will be around PhP 3.22 billion, with the balance to be sourced from local LGU equity in the form of a grant from an Arabian government or donor agency in the amount of PhP 2.03 billion. The project will be operated conjunctively with one 40-MW unit of the Agus 1 hydro electric power plant to provide peaking capacity for consumers connected to the Mindanao Grid. The project is designed to be given the FIT of PhP 9.68 PhP/kWh approved by the

ERC. Target date of operation is 2016.

• 10-MW embedded solar PV project in General Santos City of the Mindanao State University to be used primarily for applied research by MSU. The 10MW solar PV plant will be used primarily for applied research by MSU. It is estimated to cost 1.31 billion pesos, with private capital contributing 0.80 billion, and MSU contributing 0.51 billion pesos to be sourced from grants. The project is designed to be given the FIT of 9.68 PhP/kWh approved by the ERC. Target date of operation is 2016.

• 100 MW embedded solar PV power plants in various electric cooperatives and private distribution utilities. This assumes that an increased FIT for solar PV, in the amount of 15.94 pesos per kilowatt-hour, will be approved in 2016, making it financially feasible for the private sector to invest in utility-scale solar PV projects. 100 MW will be installed in Mindanao to partially meet the lack of energy supply to distribution utilities. Target date of operation is 2017.

• 450 MW embedded solar PV power plants in various electric cooperatives and private distribution utilities. It is assumed that grid-parity with diesel power plants will be attained in 2022 by solar PV. If so, solar PV power plants with a total capacity of 450 MW will be installed in Mindanao to replace around 200 MW of diesel power plants that are being operated in

that year as base-load power plants.

When the NREB filed on May 2011 with the Energy Regulatory Commission the application for Feedin Tariff (FiT) rates for various technologies, the proposed FiTs in pesos per kilowatt-hour for the various technologies and the initial installation targets in megawatts were as follows: P10.37/kWh for Wind @ 250MW; P7.00/kWh for Biomass @ 250MW; P17.95/ kWh for Solar @ 100MW; P6.15/kWh for Mini Hydro @220MW; and P17.65/kWh for Ocean @10MW. “Those were realistic targets for each technology under the respective FiTs proposed because the FiTs would enable investors to earn a commercially viable rate of return for the power plants that would be constructed,” Mr. Tauli said. “However, the Energy Regulatory Commission subsequently reduced the recommended Feed In Tariff rate to only P9.68/kWh for solar PV power plants, rendering the installation target immaterial.”

Instead, Mr. Tauli advocates Public-Private-Partnerships (PPP) since these would enable government agencies, especially local government units (LGUs), to access low cost ODA funds which would make the solar projects feasible.

“For instance, for the 40-MW solar PV plant in Marawi that we are still pursuing, we will have to get a grant of around two billion pesos. We believe

The number of unemployed during subsequent years ranged between 10.5 percent (2012) and 11.4 percent (2003) during which time poverty incidence remained virtually unchanged including during the period 2006-2012.

IBON added that even the so-called growth sectors or those sectors which posted the highest growth in the national domestic output have not generated substantial employment.

The Aquino government has hyped the growth and the contribution to the economy of the BPO, real estate, construction and transport, storage and communication but jobs generation in these sectors did not match its growth in the gross domestic product (GDP).

For instance, construction grew by 14.4 percent in 2011-2012 but its job generation only grew by 6.48 percent. The entire services sector grew by 5.1 percent but jobs generation only grew by 1.83 percent.

IBON also noted the alarming youth unemployment in the country’s jobs situation. On average, there are 1.4 million youth or those belonging to the 15-24 age categories that do not have jobs in 2012. Youth unemployment rate was higher in January 2013 at 16.6 percent compared to the same period last year.

Another notable trend in the jobs situation is the growing number of unemployment among educated workers.

Official figures show that in 2012, almost eight out of 10 unemployed are highschool or college-educated.

Three out of 10 reached college-level of education or are even graduates of post-graduate studies.

The jobs scarcity in the country is pushing more and more Filipino workers to work in low-paying, inse-

cure and poor quality jobs.

The research group urged the Aquino government to address the continuing trend of joblessness in the country by taking steps in building and strengthening local industries.

According to IBON, good economic performance is only meaningful insofar as the jobs it creates. Jobs creation especially for a country reeling from decades of poverty is an important indicator of any government pushing for economic development.

Now, if we assume that each of these tourists will conservatively spend just US$1,000 for their visit in 2013, that would mean at least US$600,000,000.00 (or about P2.4 billion) in new money coming into the country. Don’t we want that to happen? Don’t we want this money to come in? Surely, anyone who says, yes, we do not want that to happen must have not only his head examined but even his loyalty to our country.

A US-based Filipino company providing renewable energy solutions shares Mr. Tauli’s optimism about solar energy for Mindanao.

Winston Lorenzana Mendoza, chief executive officer of Mendoza Solar, LLC in a media statement.

Mendoza Solar, LLC is an energy company registered in California and Nevada, USA. It provides renewable energy solutions for all types of property owners.

Its Philippine subsidiary, Lim Solar Philippines, promotes portable fuel cell electric systems that address base energy needs, especially for off-grid remote areas. It currently has a solar integration and development projects with De La Salle University, Subic Bay Metropolitan Authority and Camp Aguinaldo, among others.

Another company under the Mendoza Group, the Lorenzana Energy International has solar integration and development projects in Malaysia, Hawaii, Guam, California and Nevada.

“Solar energy as well as other renewable energy sources are very appropriate for Mindanao if we look at the long term and the impact of climate change, which exacerbates natural phenomenon such as typhoons and storms,” Mr. Mendoza said.

For the last several years, Mindanao is now the favorite of natural disasters, whose impacts were exacerbated by climate changeinducing fossil fuels. We can no longer afford to let Mindanao suffer. Solar energy is abundant in the island and it provides clean energy, he noted.

Mendoza said Lim solar can offer electric cooperatives in Mindanao very minimal prices for solar power as well as 100 percent financing for residences and small businesses.

“For Mindanao, I will offer P7.47 per KWh to the electric coop and large megawatt level users and P8.50 to small users. I will also straight finance the residential and small businesses,” he said.
