“I find their proposal appropriate for both SOCOTECO 2 and ZAMCELCO, who are the only electric cooperatives in Mindanao that have long-term contracts with coal plants,” Mr. Tauli noted. “It is certainly better than the offer being touted by the DOE for ECs to purchase modular diesel generating sets at a cost of PhP 18 per kilowatt hour (kWh).”

has programmed some 199 megawatts (MW) of modular gensets for Mindanao: 56 MW (Region 12), 48MW (Region 10), 39MW (Region 11), 30MW (Region 9), 22.5MW (Caraga) and 3.5MW (ARMM).

Lim Solar Philippines is offering electric cooperatives (ECs) in Mindanao the lease of its 5-MW hybrid power plant (2 MW solar PV and 3 MW gas-turbines) at a fixed price of PhP 7.47 pesos per kWh for 15 years.

Coops have the option to purchase the hybrid plant after the 15 yr. lease expires.

“The price compares favorably with your coal contracts, which I expect will cost you PhP 8 per kWh or more when it is operationalized in 2016. In contrast, Lim Solar can have the hybrid power plant operational within six months from signing of the lease contract.”

However, since Lim Solar’s initial offer is limited to 5 MW, only one of the electric cooperatives can avail of it, and the others will have to wait for a future offer. This will have to be on first- come-first-served basis.

Although Lim Solar also offers affordable financing for the coops, Mr. Tauli suggests the coops instead avail of the soft loans being offered by the DOE to coops through the National Electrification Administration (NEA) for the purchase of modular diesel gensets.

Energy Sec. Carlos Jericho L. Petilla earlier said solar energy power plants need long-term contracts of up to 20 years to make them viable, and may not be a sustainable solution due to their low availability factor of 22 percent.

“However, if there is any investor on solar who can convince a cooperative or distribution utility to sign up for 20 years at prevailing solar rate of P9.70 to P12.00 per kilowatt-hour, we would be more than happy to facilitate the transaction," Mr. Petilla said.

Engr. Winston L. Mendoza, chairman of Lim Solar Philippines, said he is not deterred by DOE Sec. Jericho Petilla’s bias against solar energy in Mindanao.

A mechanical engineering graduate of Mapua Institute of Technology, he is also a member of Lions International and the global TAU Epsilon fraternity. He is a retired aerospace information technology at McDonnell Douglas Corporation and former project executive at IBM. Mr. Mendoza said that for Mindanao, Lim Solar is willing to offer electric cooperatives very minimal prices for solar power as well as 100 percent financing scheme for residential and small businesses.

“For Mindanao, I will offer P7.47 per KWh to the electric coops and large megawatt level users and P8.50 to small users. I will

also straight finance residential and small businesses,” he said.

Lim Solar Phils. (LSP) is a subsidiary of Mendoza Solar, LLC is a renewable energy company registered in California and Nevada, USA. LSP is the biggest promoter in the country of the use of state-of-the-art portable fuel cell electric systems that address base energy needs, especially of isolated areas.

“Our vision for the Philippines is to transition 30 percent of our electric generation to RE and reduce our power cost per kilowatt hour (kWh) by 30 percent by the year 2020,” Mr. Mendoza said. “Our goal is to decrease our dependence on fossil fuels. Currently most of our electrical power is generated by coal-burning, diesel generators, natural gas, geothermal and hydroelectric power plants.”

Lim Solar Philippines, which is also chaired by Mendoza, has ongoing solar integration and development projects with De La Salle University, Subic Bay Metropolitan Authority and Camp Aguinaldo. Another affiliate, Lorenzana Energy International has ongoing solar integration and development projects in Malaysia, Hawaii, Guam, California and Nevada.

“Solar energy as well as other renewable energy sources is very appropriate for Mindanao if we look at the long term and the impact of climate change, which exacerbates natural phenomenon such as typhoons and storms,” Mr. Mendoza said in a presentation to private investors and electric cooperatives at a local hotel here last week. “For the last several years, Mindanao is now the favorite of natural disasters, whose impacts were exacerbated by climate change-inducing fossil fuels.

Juliette Uy targets more investments for Misor

MISAMIS Oriental––Incumbent Villanueva Mayor Juliette Uy said she would work for more investments to come in if she is elected congresswoman for the second district of Misamis Oriental in the coming elections.

Following the success of Villanueva in luring big companies, Uy said she will use the same formula of hard work and investor-friendly policies to entice more investments in the province.

In a radio interview yesterday, Uy said she has intensified her campaigns in all municipalities of the second congressional district of Misamis Oriental. She is running against three other candidates.

Uy said that in the nine years that she served as mayor of Villanueva, together with the previous term of her husband Julio Uy, they were able to develop Villanueva from a 6th class municipality to a 2nd class and now gaining to be a 1st class category. Julio Uy, who also served as a vice governor of the province, is running for the mayor’s

to earn more in taxes and revenues thus they were able to improve infrastructure projects such as the town’s water system which now reaches faraway barangays, concreting and improvement of barangay roads, and street lighting.

She added that the town’s work force has also gained much in employment and that the farming sector has

benefited from the new businesses in the area.

In addition, Uy said the municipality was able to pay its unpaid electricity bills amounting to some P12-million.

Uy cited the peace and order situation, as well as the favorable investment climate of the municipality, as to why big companies chose Villanueva over other municipalities.

“Of course, credibility, commitment, trust and confidence also come into play,” she added.

Another big investor, the DC Misamis Power Corporation, is set to groundbreak their coal power plant in Villanueva by July this year.

FDC is pouring in some P30-billion for the project.

Mayor Juliette Uy was at Malacanang last month to head the local government unit in the lease contract signing with FDC in the presence of President Benigno Aquino III. Uy said that if she becomes the representative of the province’s second congressional district she will promote investments as a major component of her governance platform.

Section 1, Article V of the 1987 Philippine Constitution states that suffrage may be exercised by all citizens of the Philippines not otherwise disqualified by law, who are at least eighteen years of age, and who shall have resided in the Philippines for at least one year, and in the place wherein they propose to vote, for at least six months immediately preceding the election.

SURIGAO DEL SUR A member of the Sangguniang Barangay of La Paz, Bayabas town, this province was apprehended by police authorities for violation of the Comelec gun ban.

Caught at the checkpoint in Brgy Cagbaoto said town was Dahryll Ronquillo, who yielded a calibre .45 pistol with serial number 34545 loaded, with seven-live ammunition.

Police Insp. Rehivenbu Hibaya said the suspect and the confiscated items were brought to the Bayabas Police Station for proper disposition.

Meanwhile, a man was hacked by his neighbor in Purok 5, Brgy St Christine, Lianga, this province, early this week.

Police identified the victim as Reynaldo R. Laurel, 29 year old; the suspect as Clifford A. Azarcon, 22 years both of same place.

Probers said the victim and the suspect were having a drinking spree shortly before the hacking incident.

Laurel, who sustained a hacked wound in his left shoulder, was brought to Lianga District Hospital by the responding police and later referred to the Adela Serra Ty Hospital of Tandag City for further treatment.

The suspect voluntarily surrendered to the police with a sharp bladed weapon.

Appropriate charges are being readied by the Lianga police against him.

Sizes of local candidates' tarpaulins posted in private establishments are properly checked by the team and are removed when it exceeded the standard size of 2x3m.

This is properly documented by the PIA. Atty. Palanan further said that they will continue to monitor and remove these materials that still do not comply with the standard size and are not posted in the designated areas established by the Comelec.

He stressed that those local candidates who will be reported threating other personnel of the government who are doing its job to support the Comelec, especially in the 'Operation Langkat' and in ensuring a secure and fair conduct of this year's midterm elections will face due legal sanctions according to law.

“Our co-government workers who are deputized to support the Comelec’s activities to ensure a safe and fair elections are just doing their jobs designated to them and nothing personal,” Atty Palanan said.

Candidates, who will be found threatening our co-government workers, will face due legal sanctions.

“We will also provide legal assistance to our working personnel who

will have complaints against any candidate,” he further explained.

Atty. Palanan and Director Caga also checked and monitored the Precinct Count Optical Scan (PCOS) machines that are now housed at the Father Saturnino Urios University Morelos Campus.

The PCOS machines intended for the polling precincts in the hinterlands were delivered May 5, while the final testing and sealing was on May 6 at the respective barangays’ polling precincts in the city.

Teachers and residents in different barangays have also expressed their overwhelm-

ing support to the unified efforts of the Comelec, PIA, PNP & other partners.

Google Map-Your-Precinct Project BFAR-13 opens 2013 launched in Butuan farmers’ and

BUTUAN CITY – The Google Map-Your-Precinct Project 2013 was successfully launched at Saint Joseph Institute of Technology (SJIT), this city.

The project aims to help Filipino voters find their precincts or voting centers using Google maps.

It entails the inputting of precinct locations to Google mapmaker by mapping volunteers.

Online, Bernardo Arellano, head of Google Business Group Iloilo (GBG Iloilo), gives instructions to the volunteers on how to mapUp the precinct.

Arellano also said the event is envisioned to help

voters in Butuan City to find to their respective precinct by simply searching their Precinct number using the Google map.

“This would be a big help for the voters of Butuan where they can easily access their precinct using the internet,” Arellano said.

Eighteen volunteers from Butuan City have mapped 50 precincts in the city, with 84,057 voters; 25 precincts in Nasipit, with 25,027 voters; and 15 precinct in Carmen, with 12,754 voters, all in the province of Agusan del Norte.

BUTUAN CITY -- The Department of Trade and Industry (DTI – Caraga) Region warns the public on unsafe pr actice of using and/or refilling butane c anisters with liquefied petroleum gas (LPG) for cooking and other household uses.

DTI cautions that these canisters are not designed for LPG purposes.

Based on Philippine National Standard (PNS) 03-01:2000, only welded steel cylinders with water capacities of 1 liter to

150 liters are intended for storage and transport of LPG. Butane canisters are made of tin only which is thinner t han t he re quire d steel cylinders for LPG. As such, the LPG, which is highly flammable, may leak from the canisters that could lead to explosion and fire thus posing great danger to its users.

Furthermore, consumers are advised to read the labels on the canisters b e f ore u s i n g t h e m t o ensure that it contains

butane rather than LPG or other types of flammable gases.

Article 77 of the Consumer Act of the Phili p p i n e s o n M i n i mu m Labeling Requirements for Consumer Products requires manufacturers or refillers to indicate the contents of the products and its general or active ingredients.

SURIGAO CITY - The Bureau of Fisheries and Aquatic Resources (BFAR- Caraga) opened this year’s Farmers’ and Fisherfolk’s Month on May 2 , w i t h a g r a n d motorcade around the city, participated in by representatives from the region’s five provinces.

The celebration carries the theme, “Mangingisdang Direktor para sa Matatag na Balikatan”, highlighted by the launchi ng of t he 9 t h s e as on Fisherfolk Directorship Program, pursuant to Department of Agriculture (DA) Special Order No. 88, series of 2005.

The program aims to empower the fisherfolk to govern the national and regional office for the whole month of May. This is one of the significant undertakings of the bureau to recognize the tireless effort of the farmers and fisherfolk being the government’s par tner in p over ty alle viation and s e c ur ity program.

The 9th installed Regional Fisherfolk Director (RFD) is Mr. Per fec to Lisondra from Surigao City, Surigao del Norte.

He chairs the City Agriculture and Fisheries Council (CAFC), MRDPMultisectoral Representative, farmer’s association member, provincial fisherfolk representative for Surigao del Norte, and

member of the Surigao City’s Local Poverty Alleviation Program.

A press conference was held after the opening ceremony, in collaboration with the Philippine Information Agency (PIA)-Surigao del Norte, enabling the new fisherfolk director to share his goals and vision within his stint.

Globe Telecom 1Q Core Net Profit Rises 13% On Year; Surges 105% On Quarter Globe Telecom’s core net profit in the first quarter expanded 13% from a year earlier and surged 105% from the previous quarter to PHP3.1 billion, driven mainly by its mobile business on steady subscriber growth amid stronger demand for mobile data services.

The company booked a

core net profit of PHP2.7 billion in the first quarter of last year. Globe’s core net profit more than doubled or up 105% when compared to the previous quarter’s core net profit of PHP1.5 billion.

RESIDENTS at the city’s relocation sites in Cagayan de Oro City last Sunday reportedly chased candidates under the Liberal Party ticket of Oscar Moreno. Moreno’s party reportedly scampered for safety as bolo wielding residents ran after them. Fortunately, no one was hurt.

Unconfirmed reports said that survivors of the Sendong tragedy were angered when LP candidates Cris Diaz talked about Emano’s alleged neglect at the height of Sendong on Dec. 17, 2011. They said that survivors recalled the physical and emotional pains they suffered when LP candidates start talking about the Sendong tragedy.

Instead of talking about hope of the future or a promise of a brighter day ahead, Moreno’s group reportedly took turns in lambasting and blaming City Mayor “Dongkoy” Emano of the tragedy. They talked about the “recall campaign” at the time when people were nursing from the loss of their loved ones and the destruction of their properties.

Perhaps, Moreno’s team was telling the people at the relocation site that they (LP) were responsible for the distribution of free houses and lots to Sendong victims.

Perhaps, Moreno’s group did not realize that using the Sendong tragedy in their campaign to discredit “Dongkoy” would incite people’s outrage.

Honestly, Oscar Moreno and the Liberal Party have no moral ascendancy to talk about the tragedy brought about by Typhoon Sendong in Cagayan de Oro City. The people know pretty well that, right from the start, the Aquino administration has not done so much to bail the

victims of Sendong out of misery. Everybody remembers when Pres. Aquino came to Cagayan de Oro City two days after the Sendong disaster. On that day, Pres.

Aquino gave only P 50 million to the city government as an aid to typhoon victims. Aquino then proceeded to Iligan City where he extended P 300 million for Sendong victims there.

Mayor “Dongkoy” Emano did not complain of the meager assistance from the President. Instead, it was Emano’s resiliency and the assistance from non-government organizations that strengthen the resolve of the Sendong victims to rise from the rubbles of the disaster.

“Dongkoy” Emano made history as the only city executive anywhere else around the globe to relocate victims to a relocation site complete with amenities in a span of four months.

Emano changed the perception of the United Nation in addressing and delivering relief to victims of catastrophic proportion.

Emano’s feat gained recognition worldwide that Pres.

Aquino pride himself of telling people that his administration has constructed and distributed 8,000 free houses for Sendong victims in Cagayan de Oro City’s relocation sites. (Aquino made this pronouncement when he proclaimed the LP provincial candidates in Balingasag, Misamis Oriental last month).

Perhaps, the local LP ticket led by Moreno has taken the clue from Pres. Aquino. Moreno and his LP ticket are poisoning the minds of Sendong victims through hate campaign and discrediting “Dongkoy” Emano’s relocation projects. The incident at the relocation site last Sunday already provided a clear indication of Moreno and his team’s destiny in the May 13, 2013 elections.

Electing a leader is a prophetic task

ONE of the reasons why Philippine elections have degenerated to a level beyond redemption is because good people such as those in the academe, the Church and civil society just folded their arms while the unscrupulous politicians transformed with impunity the electoral process into what it is now.

Indisputably, elections in our country have been made a tool by the ruling elite, specifically by the big business in cahoots with local business interests, to maintain their stranglehold of the political system to ensure in return their control of the economy.

What if all the legislators or majority of them will work for the granting of a P1,500 daily minimum wage which is what is the reasonable pay per study for a wage earner with four children in a highly urbanized city?

Certainly, big business will fight tooth and nail against this. Why? This will diminish their profits and they exist because of their objective of earning the biggest profit possible for their investment. As what I have mentioned here in past columns, this is the logic of capitalism.

The logic of capitalism is realized and reinforced only if the giants controlling the economy control

the political system as well.

This is the rationale why President Aquino and the national legislature could not be swayed by the working class to grant their demand even just for a P125 across the board increase in the minimum wage. Out of this fact, we can deduce that the minimum wage law is actually the tool of the capitalist investors and was never enacted for the benefit of the laboring class.

Philippine elections had always been undertaken to

work according to the logic of capitalism thus it is only the moneyed or those supported by moneyed interests who get elected to positions in government. This is the predicament of independent senatorial candidate Teddy Casino. He is one of the best among the pack running for senator now but he is having a hard time making it to the Magic 12 because he does not have the needed logistics.

Monday’s midterm elections, like past elections with the exception to the one held in 1988 where a good number of penniless activists made it to various local posts including some congressional seats, will still be dictated by the logic of capitalism that in the language of religion or faith is the logic of sin itself.

From the perspective of faith or teachings of the church, elections is the mechanism by which Christian believers have been given the authority

over nations and kingdoms in consonance with their prophetic task as found in Jeremiah 1:10 to uproot and to pull down, to destroy and overthrow leaders and administrations that do not do their responsibility thus build and plant new leaders and administrations through the ballot.

Let us not forget that no less than the people, the electorate themselves who call for leaders by giving them their mandate to lead them in their journey toward prosperity and abundance from poverty, misery, suffering and hopelessness. Majority of the people are in the state of poverty and its resultant effects of misery, suffering and hopelessness because of the logic of sin, which is greed by the powerful and moneyed few.

Since it is in the exercise of the people’s right to choose or call for leaders that these leaders are placed where they are, uprooting and pulling down, destroying and overthrowing those who failed to lead them

in their journey toward a full and abundant life is likewise their right to do so through the ballot. This is the true meaning, the true essence of elections from the biblical perspective.

Unfortunately, today’s church seems not to know this anymore or worse, do not understand this basic biblical teaching anymore.

The church does not bother or care to teach this to its flock. Just imagine if the church had been faithful in educating the believers about this, the unscrupulous politicians would not have gained ground in trampling upon the electoral system and making a mockery of it. Elections in our country would not have been reduced into a battle between two evils; instead it would have been a battle between good and evil.

But the irony is that despite this fact, church people, the clergy and the laity, still hope to see their elected evil leaders to do good for the people and country. How could this be possible is a real puzzle.

Evil is not capable of doing what is good for it is not its nature. And despite this, we still wonder why our elective officials continue

BUTUAN CITY – A former president of the Integrated Bar of the Philippines (IBP) and four others are facing multiple complaints of falsification and use of falsified documents in the city prosecutor’s offices of Manila, Pasig and Butuan.

Docketed under Cases No. XV-07-INV 13E-03124, XV-14-INV-13D-01479 and XIII-01-INV-13D-00447, the complaints were reportedly filed last month against exIBP president Roan Libarios and four other lawyers of the Libra Law Firm owned

Joint Resolution issued by the Office of the Regional State Prosecutor-Caraga dismissing a criminal complaint for reckless imprudence resulting in homicide against a certain Dr. Maritess Custodio at the Butuan City Prosecutor’s Office.

According to the complaints, Libarios and his team alleged that their petition was filed by registered mail on January 21, 2011 at the Ortigas Center Post Office in Pasig City and attached to it as proof of service, “falsified” or “simulated” Registry Receipts Nos. 7394, 7395 and 7396 or purported mails addressed to the counsel for Dr. Custodio, Prosecutor Aljay Go, and Regional State Prosecutor Vicente B. Abugho.

Complainant Atty. Beverly Noriega allegedly discovered that no such petition was mailed on the said date and that it was only on February 3, 2011 that the same was mailed not at the Ortigas Center Post Office but at the Meralco Post Office, contrary to what was alleged in the said petition.

Noriega attached as annex to her complaint a certification issued by Postmaster Leopoldo E. Pagaran of the Ortigas Center Post Office “that as per record of this office, Libra Law Firm, 8/F Strata 2000 Bldg. F. Ortigas Center, Pasig City, did not sent (sic) any Registered Mail on January 21, 2011.”

On this basis, complainant alleged Libarios and his team falsified the registry receipts

to deceive the Department of Justice into believing that the petition was filed on time.

It was further disclosed that the petition was in fact mailed only on February 3, 2011, or 13 days later, at the Meralco Post Office in Pasig City. The postmaster issued yet another certification to the effect that mails considered as domestic air parcels, namely, Domestic Air Parcel No. 6, 7 and 8 were sent by Libra Law Firm through the said post office on February 3, 2011 to the three addressees mentioned earlier.

The complainant stated in her complaint that the falsification and use of falsified documents were committed

by Libarios and his team by “maliciously attaching

spurious registry receipts,” by “simulating on each of the registry receipts attached to the affidavit of service the printing of security numbers on the uppermost right hand side as well as the rubber stamp markings of the date of actual mailing,” by “simulating the seal of the Ortigas Center Post Office and affixing the same on each registry receipt,” and “worse, by maliciously manufacturing or producing Registry Receipts bearing Nos. 7394, 7395 and 7396 and falsely making them to appear as if issued by the Ortigas Post Center, when records of the said post office reveal otherwise.”

Lawyer Noriega further stated in her complaint that the respondents consciously

availed “of the ordinary mail services in the mailing of these copies to the affected parties in Meralco Post Office, and not by registered mail as stated in the Petition, just so they could rule out, if not ensure, any possibility of being tracked down.”

The complaint further stated that Libarios and his team “failed to realize that, that due to the bulkiness of the contents of the mail matters, these were categorized as domestic parcels instead which have their own register within Meralco Post Office.”

Noriega said these criminal offenses were committed with impunity at the time when Libarios was already IBP President when he was supposed to espouse ethics in the legal profession.

In her speech at the ceremony, Villar said that the Foundation is donating the amount to put up the memorial “not to prolong our sadness for losing our loved ones or our hardships for

having lost our homes and livelihood. Rather, we will build this memorial so that we and the future generations will always remember those whom we lost and those who risked their own lives to help others survive.”

The Iligan memorial is is the second that the Villar Foundation is building for Typhoon Sendong’s victims.

The first one now stands at Golden Haven in Bulua, Cagayan de Oro City. It was inaugurated last October 25.

To further help the residents of Iligan City, Villar donated a coconet decorticating machine and provided technical training

to 40 families. Coconet weaving is among the livelihood enterprises of the Villar Foundation. Coconets, which are cheaper alternative to cement, are weaved using fiber produced by decorticating machine from waste coconut husks.

Vice Mayor Dy said the coconet project provided by the Villar Foundation for the Sendong victims in Iligan is doing good. “The DPWH (Department of Public Works and Highways) has ordered 100,000 rolls of coconet coir, but because there is not enough machine yet, they cannot produce that much. We

are still looking for ways to have more machines to meet the demand,” Dy said.

Regino also revealed that Rep. Belmonte continue to patronize the coconet products from Iligan by purchasing them for the DPWH’s use. Belmonte help finance the establishment of the building that now houses the coconet decorticating machine in Iligan City.

No irregularity in CDO poll paraphernalia - Namfrel

The mayor’s daughter Honey Lumayag-Matti is seeking to replace him in the upcoming elections under the administration-backed Liberal Party-Nationalist People’s Coalition-Achiever’s with Integrity Movement (LP-NPC-AIM) slate.

United Nationalist Alliance mayoralty candidate Nilda Almencion and independents Fernando Faldas and Leo Cordova asked the Comelec to investigate the matter and make sure that the town’s election materials and paraphernalia are properly protected.

Cordova, who is a lawyer, claimed that they have two eyewitnesses who could prove that the mayor’s camp has obtained some of the official ballots and even filled up or shaded them during a recent session with their supporters.

“But the problem was that those who participated in the activity placed their signatures and thumb marks in the ballots and were then given money,” he said in an interview over ABS-CBN’s TV Patrol Socsksargen.

Faldas said he cannot make any conclusion on whether the mayor’s camp has actually accessed the official ballots but wants the Comelec to shed light on the matter.

But the incumbent mayor said the other political camps might have misinterpreted the mock elections that they earlier conducted for their poll watchers.

He said they provided their watchers with sample ballots and showed them how the actual voting takes place to make them familiar with the process.

North Korea is reported to be in the final stages of preparing for a mid-range Musudan missile test.

The previously untested missile could potentially reach South Korea, Japan, or the U.S. territory of Guam.

Unconfirmed reports also suggest Pyongyang is preparing to test other missiles simultaneously.

Some analysts expect the test to occur sometime around the Monday birthday of Pyongyang’s founding leader, Kim Il Sung.

The commander of the U.S. forces in the Pacific confirmed North Korea has moved a Musudan to its east coast in apparent preparation for a launch.

Testifying Tuesday at a U.S. Senate hearing, Admiral Samuel Locklear insisted that any North Korean missile could be intercepted if it poses a direct threat to the U.S. or its allies.

Warnings to foreigners North Korea state television has been urging foreigners to leave South Korea, warning they could be caught up in an allout military conflict or a “nuclear war.”

South Korea Unification Ministry spokesperson Kim Hyung-suk on Wednesday played down the threat to foreigners.

“Various actions from the North are very likely to be psychological, creating anxiety. I will say that we should not be paying too much attention or feeling anxious,” Hyung-suk said.

North Korea has threatened to attack the South, the United States and U.S. allies in the Asia-Pacific region in retaliation for the latest economic sanctions imposed on Pyongyang by the U.N. Security Council.

Those sanctions have been aimed at punishing Pyongyang for carrying out nuclear and missile tests in defiance of Security Council resolutions.

ZAMBOANGA City––Two persons were killed in a fire that hit a commercial building in Zamboanga City in the southern Philippines.

Zamboanga City Fire Marshall Dominador Zabala said the burned bodies were recovered during an inspection at ZamSulu Building along Veteran’s Avenue.

“Confirmed at may dalawa tayong bankay na na-recover sa loob ng building pero hindi pa natin matiyak kung sino ang mga ito, ngunit may balitang mga helpers ang dalawang biktima,” Zabala said.

The fire hit the 3rd floor of the building that houses residential units and various shops, including a bank.

The building is owned by the Chua family, but none of its members spoke to the media about the fire.

Cherry Orendain, Anakbayan Southern Mindanao spokesperson, said the decrease in the number of HEIs applying for tuition fee increase “does not please the youth and students,” adding that the CHED allegedly failed to control the “alarming trend” of tuition fee increases among private schools in the region.

“The fact remains that education is still a business and that the CHED has perfected its role as the spokesperson of the capitalist educators,” she told MindaNews.

Bai Ali Indayla, second nominee of Kabataan Partylist, earlier said that some 150,000 students from private schools were affected by tuition fee increases in the school year 2012-2013.

She cited that in the last three years, tuition fee increases ranged from P3,150 to P4,200 per semester, with the average tuition paid by a student reaching P40,000 per school year.

Indayla said her group gathers complaints from parents and students on school violations related to tuition fee increases through the “Kabataan Hotline” with numbers 082- 221-6589 and 0942-980-8413.

She said that “redundant and exorbitant fees” have turned out as the most common complaints of parents and students.

Indayla stressed that education in the country has become commercialized and expensive, making it hard to the reach of the poor.

Alvarez said the issues related to hikes in tuition and other fees require consultations as mandated by Article III of CHED Memorandum Order (CMO) No. 3, Series of 2013.

Misuari said another way of solving the problem, is by making an appeal to his friend Malaysian Prime Minister Datuk Seri Najib Tun Razak. He claims the Prime Minister is a cousin of his grand nephew, whose grandfathers are brothers.

“So I intend to send him there, to talk to Najib and persuade him to desist from sending more forces [in Sabah].”

He said he will also talk to Sultan Jamalul Kiram III, not to aggravate the situation.

“I can mediate with them, anyway, Sabah and Sarawak belong to me, and my clan. It doesn’t belong to the Sultanate, because this is the property of my great great grandfather Panglima Pahabasal Elija,” Misuari added.

Misuari flew in to Davao Saturday after attending a month-long meeting with the parliaments of the Organization of Islamic Conference (OIC), conferred with Vice Mayor Rodrigo Duterte in Mandaya Hotel to talk on these options.

He clarified that the accusations of his involvement in the Sabah tension are “baseless and unfounded.”

Duterte, for his part, assured Misuari of support if anything happens. The Vice Mayor, without elaborating, offered help “in connecting and talking it out” with the national government.

Misuari said he talked to Sultan Kiram in a discreet meeting the night before he left for Davao. He told the Sultan be careful because “(the government is) preparing to arrest you.”

“Sabi niya, mas gusto ko ma-arrest na ako para makapagpahinga na ako sa loob ng prison. (He said, he wanted to be arrested so he can relax in prison.)”

Misuari thinks it is a big gamble on the Sultanate royal army to send their troops and mass up in Sabah.

He is worried that violence might spread in Kunak, then to Kota Kinabalu in Sandakan and to other places.

Misuari said he does not want any trouble with Philippine government and Malaysia. He thinks the problem is better left between the Bangsamoro people and the Malaysian people to resolve. “We should not allow other people to come in. It might only aggravate the situation,” he said.

Misuari lashed at President Benigno Aquino III for saying the Sultan’s claim and actions are “a hopeless cause”.

“He knows nothing about what he is talking about. He will become a laughing stock in the whole world with the way he presents himself before the eyes of the peoples of the world.”

Maintaining that he has no hand in the incident, Misuari said he is in the

midst of preparing for the resumption of peace talks between the Philippine government and the MNLF this month in Jakarta. Indonesia has offered to broker the resumption of the talks.

Misuari sounded firm that peace is at hand in Mindanao, “if not for the Sabah problem.”

Misuari said, he will leave the next day and meet with them [MNLF troops].

“Maybe the brother might want me to report to them about my travel abroad, and possibly will also include the whole Sabah,” he said.

The “intention of the entire sultanate is not to be intransigent but to start the long process of talks. What the situation required is listening to the sultanate’s demands,” said Abraham Idjirani, spokesman of the sultanate of Sulu and North Borneo in an AM radio interview this week.

He bewailed Aquino’s tack which then consisted of sending a delegation to Lahad Datu to make them go back to the Philippines.

“If they went there only to fetch our brothers, they are committing a sin against us, their brothers in the Philippines and not just those in Malaysia. In that case, there is already a connivance between governments of Malaysia and the Philippines,” Idjirani said.

The Aquino government also threatened the group that charges may be filed against them. Charges include inciting to sedition and illegal possession of firearms, according to Justice Secretary Leila de Lima.

Some critics countered though that the Aquino government needs to look at the position of the Sultanate of Sulu beyond Philippine laws, considering that the said Sultanate has been in existence even before the Philippines was “discovered” and named by Ferdinand Magellan.

Tolentino of Katribu said the struggle for the rights of the country’s national minorities—both the indigenous peoples and the Moro people – is not recognized by the State.

The Aquino government has a tendency to dismiss the indigenous peoples’ ancestral domain, and in the case of the Sultanate of Sulu, “Aquino has dismissed the Sultan’s assertion to claim Sabah as ‘foolhardy.’

This only reveals how the Philippine state abandons the issue and leaves the

Moro people on their own to assert their rights to their ancestral territory,” Tolentino said.

What is happening in Lahad Datu, Katribu says, is the result of “the State’s negligence of minority issues.”

The multi-sectoral group bagong Alyansang Makabayan (Bayan) also criticized Aquino’s “absurd point that recognizing the ownership of the Sultanate over Sabah and Sulu could pave the way for its eventual secession from the Philippines.” Sultan Jamalul Kiram and his siblings had repeatedly said they consider themselves as Filipinos and they are merely asking the government to assert their and the country’s claim to Sabah.

Aquino’s sham patriotism is the true spoiler to peace process Aquino’s “defeatist” attitude concerning the Philippine claim on Sabah contrasts starkly with his administration’s treatment of the Spratlys and Panatag Shoal dispute with China, said Carol Araullo, chairperson of Bayan. She pointed out that in the case of Spratlys, no less than the head of state engages in open polemics on the territorial dispute at every available opportunity, domestic or international. “It has even filed a case against China for international arbitration,” she said. While “we have strong grounds to assert our sovereignty over the Spratlys and Panatag Shoal, we have even more compelling historical and legal bases to claim Sabah,” Araullo said.

Bayan regards this double standard in handling the Sabah and Spratlys/ Panatag Shoal issues as a demonstration of the Aquino government’s “deceitful and sham patriotism.” It demonstrates, they said, that Aquino’s noises with China over territorial dispute has little to do with its patriotic duty to defend the national sovereignty and territorial integrity but more about “using the Spratlys/Panatag Shoal dispute to promote US imperialism’s hegemonic schemes in the region.”

The Aquino government “is using the dispute with China to justify the ever increasing presence of American troops, warships, jet fighters and drones, and other war materiel in the country’s territory under the auspices of the Visiting Forces Agreement (VFA),” Araullo said.

About the same time the Malaysian troops started shooting at the guards of Sultan Kiram in Lahad Datu, the negotiating panels of the Aquino government and the Moro Islamic Liberation Front (MILF ) were signing one of the completed annexes to the previously signed Framework Agreement. Unfortunately, the two parties reportedly said certain groups have been supposedly egging on the sultanate to act like a spoiler

to the peace process.

“Aquino has subsumed the Sabah claim to political and geopolitical considerations, in particular the wish to bring an end to the Moro secessionist movement in the South through USbacked peace negotiations with the Moro Islamic Liberation Front (MILF) where Malaysia has played a key role as facilitator,” Araullo of Bayan commented in a statement. She said the Aquino regime, together with the US which has taken a hands-off posture on the Sabah stand-off, apparently views the Sabah claim as a potential stumbling block, if not complete spoiler, to inking the coveted final peace compact with the MILF. But Aquino’s handling of the Sabah issue is ultimately the true peace spoiler. As Araullo said, “The Aquino administration is not only surrendering our territorial integrity and national sovereignty, it is also creating conditions that make an enduring peace with justice in Mindanao more elusive.” (http://bulatlat.com)

Southern Mindanao spokesperson of Anakbayan, a nationwide mass organization of Filipino youth, however pointed out that not once, in their experience, have such consultations prevented the increases in tuition fees.

In fact, Orendain said, such consultations are usually “staged” to the effect that students are practically rendered powerless in the face of such exercise.

Orendain said they are dismayed as CHED is supposed to be “a regulatory body to control school fees,” but the agency instead, “has become an instrument in the launching of such staged consultations for tuition hikes in campuses.”

“The CHED is practically useless in terms of protecting students from high costs of education,” Orendain said.

A first year student of the University of the Philippines –Mindanao for instance, pays P600 per unit, so if a student enrolls in 20 units of courses, he pays at least P16,000 pesos per semester, Orendain said.

A Bachelor of Science in Elementary Education student of the University of Mindanao pays P394 per unit, so he pays P7,900 for 23 units, on top of the almost P7,000 cost of miscellaneous fees, she added.

A student of Ateneo de Davao University pays P900 per unit, so 20 unit enrollment would entail a cost of P18,000 per semester, exclusive of miscellaneous fees.

Orendain said they expect many students to drop out next school year. “The costs of basic goods are already increasing. How can we expect our parents to be able to send us to school with such expected round

of increases?”
