Banig’ weaving—entwining tradition with art Calaanan-Carmen public transpo eyed

ALAYBALAY CITY - In Barangay Canayan, some five kilometers northeast of this city, old women spend the day weaving “banig" or sleeping mats inside their huts while their husbands prepare the “tikog” materials they will use.

Tikog (Fimbristylis utilis), belongs to the grass family. It has been popular as an excellent material for weaving quality mats which are abundant in most areas of Bukidnon.

It is one of the indigenous materials also used in making handbags as alternative for plastic shopping bags.

With its lush colors and attractive designs, the mats made in Can-ayan is the most ubiquitous in town.

To help enhance weavers’ skills with new techniques, the National Commission for Culture and the Arts (NCCA) and the Department of Trade and Industry (DTI) conducted a series of trainings in selected towns involving farmers’ cooperatives and women’s organizations.

Some of the beneficiaries are the Impasug-ong Women's Organization, the Dahilayan Farmers' Multi-purpose cooperative in Manolo Fortich and the Pigtauranan Rural Improvement Club of Pangantucan.

Many trained women are busy weaving mats that they would later sell in town to augment income of their spouses.

Others sell their mats to entrepreneurs who would bring them to be sold in neighboring towns and provinces.

Designs of the ‘banig’ feature irregular arrangements of geometric forms set off in different colors.

But the usual designs are checkered and embroidered.

The sizes also vary.

Indeed, the craft helped unwaged women in the village learn the value of prudent saving as their home life centers around family.

THE transportation requirement of residents of the Calaanan Resettlement sites is being addressed by the city government.

The City Council committee on public utilities has referred to Canitoan Barangay Council the request for the opening of a route from the relocation sites to Carmen Market via Bulua and Patag.

City hall sources say, a public hearing will be conducted for this purpose.

As proposed, the new route will first be implemented on a dry-run basis for 30 days, and if found viable, necessary legislations will be enacted, the committee said.

DSWD clarifies distribution of Emergency Shelter Assistance

CAGAYAN DE ORO CITY -- The Emergency Shelter Assistance of the Department of Social Welfare and Development (DSWD) can only be availed of by families, who are not recipients of any other housing assistance from any other agency.

The DSWD made this clarification to Typhoon Sendong survivors of Barangay Consolacion evern as she pointed out the program is mandated under DSWD Administrative Order No. 17, Series of 2010,

entitled Omnibus Guideline on Shelter Assistance.

“Based on our assessment and validation through the families’ access cards in Barangay Consolacion, a number of them have already received housing assistance from other sources such as International Organization for Migration (IOM) and Red Cross, thus, are not qualified for the ESA,” said DSWD’s Daisy Ramos.

Families with limited resources, who cannot at all repair or reconstruct permanent

shelter units are also qualified to receive ESA. The monthly income of a family of six in an urban area, which is in this case – Cagayan de Oro – should also be below P10,000.00, depending on the National Statistics Coordination Board’s statistic report on food threshold.

CdeO SP favors Pagcor Bingo in Bulua THE city council has passed a resolution interposing no objection to the establishment and operation of a PAGCOR Bingo Boutique at the 2nd Floor of Sinco Building, National Highway, Barangay Bulua.

Holcim contest on outstanding Filipino masons now open Cement manufacturer Holcim Philippines, Inc. is now accepting nominations for the fourth cycle of the Holcim Galing Mason Award, a program to honor Filipino masons who show great skill and pride in their work and are also model citizens in their community.

Holcim Philippines, which kicked off the program starting June will accept nominations until August 16, 2013.

Any reputable individual or legitimate organization may nominate working masons who are at least 25 years old and have resided in their area for no less than a year. Persons to be nominated should be holders of valid Technical Education and Skills Development Authority (TESDA) Certificate on Masonry. Certificates of good moral character from at least two local organizations, along with other necessary documents should accompany the nomination to be submitted to the TESDA Provincial Office in their areas.

Nominees will go through three levels of selection process: provincial, regional and national. Only the top three (3) nominees from each region get to compete in the regional level, the winners of which move on to the national competition. The winner, who will be proclaimed in October is chosen based on his productivity, technical competence and professionalism.

The Most Outstanding Mason will get P 150,000 in cash, the Regional winners take home P25,000 in cash while the nominating individual or organization with the most number of nominees gets P 15,000. The first cycle in 2007 was won by Sergio Barliso of Cebu, the 2009 competition was topped by Rodante Andres of Capiz and the 2011 grand champions were Eduardo Latap of NCR and Alejandro Tagle of Cagayan Valley.

Meanwhile, construction of more houses at the city’s relocation sites continuous, said Mayor Emano.

Such projects, he said, are being implemented by the Habitat for Humanity, Gawad Kalinga and other organizations.

Mayor Emano assured, the city has enough funds to pursue the housing projects for families displaced typhoons Sendong.

It can be recalled that the 16th City Council, headed

by Vice Mayor Acenas, has authorized the transfer of funds to Habitat for the said housing project.

The amount was taken from donations for typhoon Sendong survivors.

But before you pick up crayons, mix paint or cut out paper, have you ever wondered what exact shade of red, blue and yellow to use?

If not, you're not the first to get confused. In fact, historians have long debated on the shades to use for the flag, especially for the dominant blue stripe.

While scarlet red and golden yellow had been the

widely accepted color for the Philippine flag, it had been unclear whether its counterpart stripe is Cuban blue, navy blue or sky blue.

Those who said it should be Cuban blue argued that the Philippine flag had been patterned in many aspects to the Cuban flag, Malacanang's briefer said.

Others were meanwhile rooting for navy blue, the

shade seen in the American flag. Some preferred sky blue, citing written accounts and an artwork from the period.

The debate has e ven prompted President Ferdinand Marcos to change the flag's color to light blue from navy blue, the shade more widely seen used during the Commonwealth era.

The change in color, which a historian has attributed to available cloth supply more than historical precedent, was not popularly accepted.

President Corazon Aquino, who assumed power after Marcos's ouster, reverted to the use of navy blue in 1987.

It was also during Aquino's time that the Philippines rejected the Bases Treaty with the U.S., marking the last time a foreign flag was allowed to fly in Philippine soil.

But the changes in the flag's color didn't end there.

In 1998, upon the approval of the Flag and Heraldic Code, which again mandated the use of another shade of blue for the flag.

So is it Cuban blue, sky blue or navy blue? The answer is not of the above.

The Philippine flag officially uses royal blue, which the Palace said was "viewed as

the historical compromise to settle earlier debates."

So as you put up the Philippine flag in an act of patriotism, remember to use royal blue for the stripe.

Also keep in mind that unless the Philippines is in a state of war, the blue stripe should be on top of red, or on the right side (left of the observer) when displayed vertically. (Net)

GINGOOG CITY - Gingoog is a famous second-class city of Misamis Oriental, endowed with great bounties of nature.

The name is derived from the Manobo word for “good luck”, implying good fortune.

With a total area of 744 sq km, Gingoog has 112,000 people, based on 2007 Philippine Census.

OZAMIZ CITY -- Trash traps made of fabricated steel have been installed by the Ecological Strengthening Through Environment Rehabilitation and Orientation (ESTERO) project of the Misamis University Community Extension Program (MUCEP) in Ozamiz City.

A public-private partnership (PPP) to reduce the pollution at the Carangan Creek, this city, the ESTERO project intends to develop a comprehensive program that involves all the stakeholders in the community.

CAGAYAN DE ORO CITY - The Department of Labor and Employment (DOLE) has forged a partnership with the Career Guidance Counselors Network (CGN) and other government agencies to address job mismatch in Region 10.

The regional offices of DOLE-10, Department of Education (DepEd), Department of Science and Technology (DOST), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Professional Regulations Commissions (PRC), Department of Tourism, and CGN10 formalized their partnership through signing of memorandum of understanding (MoU).

Under the MoU, the parties committed to work hand-in-hand in the delivery of employment services to its clientele in the labor market.

They vowed to strengthen collaboration and partnership to address the persistence of job mismatch and decrease underemployment and employment by providing students with relevant labor market information.

This is to guide students in their choice of career and prepare them for their eventual entry to the world of work, said Atty. Johnson Cañete, DOLE-10 Regional Director.

Foreign couples adopt Filipino children with DSWD’s help

MORE and more couples from around the world are now all eyes with love for Filipino children that are legally available for adoption.

Recently, two couples from Indiana, United States of America, and Zaragosa, Spain visited the Regional Reception and Study Center for Children (RSCC) to finally meet their adopted children.

RSCC is a residential facility for children under the custody of the Department of Social Welfare and Development. The childrenresidents whose age range from zero to seven years old are declared open for adoption.

Under Republic Act 8043, also known as the InterCountry Adoption Act of 1998, an alien or a Filipino citizen permanently residing abroad may file an application for inter-country adoption of a Filipino child under certain qualifications that uphold the welfare and rights of the Filipino child.

Among them is that the adopter must be at least twenty-seven (27) years of age and at least sixteen (16) years older than the child to be adopted and If he or she is married, his/her spouse must jointly file for the adoption; With the capacity to act and assume all rights and

responsibilities of parental authority under his national laws, the adopter shall undergo appropriate counseling from an accredited counselor in his/her country; Moreover, the foreign adopter must also come from a country with whom the Philippines has diplomatic relations and whose government maintains a similarly authorized and accredited agency and that adoption is allowed under his/her national laws; If found qualified, the adopter may file for adoption with the Philippine Regional Trial Court having jurisdiction over the child, or with the Inter-Country

Adoption Board, through an intermediate agency, whether governmental or an authorized and accredited agency, in the country of the prospective adoptive parents.

Adoption has been one of the processes being actively advocated by the Department of Social Welfare and Development.

The policy of the State is to provide every neglected and abandoned child with a family that will provide such child with love and care as well as opportunities for growth and development.

DOST-9 assists metal and engineering industry

REGION 9 (Zamboanga Peninsula) -- The Department of Science and Technology IX has approved a P440,000 project in the municipality of Ipil, Zamboanga Sibugay.

Called the “Upgrading the Roll up Facility of the Ruby Grills Shop and Glass Center," the project is under the agency's Small Enterprise Technology and Upgrading Program (Setup).

It aims to provide technology interventions including system and process improvement, and manpower development to the metals and engineering industry.

The Ruby Grills Shop and

Glass Center is the first to offer fabrication services of roll up doors and windows in Zamboanga Sibugay province. This will complement the firm’s current business.

The equipment to be acquired is the same equipment adopted by another Setup beneficiary in Dipolog City which so far, has been working efficiently.

The said project aims to provide additional income

to the firm by enabling it to fabricate its own roll up doors/ windows instead of outsourcing the same technology from Dipolog or Zamboanga City.

Hence, it will provide additional employment opportunities for locals in the area and strengthen the metal industry in the province which is one of the priorities of Setup.

At present, it is the only business operating in terms of roll up installation in the

province with workforce of adequate training and experience gained from working with big companies in similar line of business.

The business focuses on roll up doors installation, glass and aluminum installation, and iron works.

Due to outsourcing of supplies (fabricated roll ups) from Dipolog and Zamboanga City, the firm cannot compete with the market

price. This prompted them to avail DOST’s Setup program to acquire roll up fabrication facility.

Setup is designed to boost productivity and competitiveness of micro, small and medium enterprises (MSMEs) and to encourage them in implementing technological innovations and improvements in their operations.

Magallanes, were injured while trying to help contain the May 20 fire that gutted down the copra warehouse of Granexport Manufacturing Corporation in Barangay Kiwalan, Iligan City. The Bureau of Fire Protection (BFP-10) confirms the fire started at the company warehouse millions of metric tons of copra, stocked to be processed into a cooking oil. Granex produces crude oil and coco pellet for export to USA, Europe and Japan.

REGION 12 (SOCCSKSARGEN) - At least 204 families or 1,216 individuals have been affected by last Saturday’s 5.7 magnitude quake in Carmen, North Cotabato that triggered 198 aftershocks until early evening Tuesday, the Office of Civil Defense Region 12 (OCD-12) reported.

Citing the OCD-12 report, Eduardo del Rosario, executive director of the National Disaster Risk Reduction and Management Council, said that of the 198 aftershocks recorded by the Philippine Volcanology and Seismology Institute (Phivolcs) as of 6 p.m.

Tuesday, 11 were felt in Carmen town and neighboring areas.

He said the affected residents were from barangays Kimadzel, Kibudtungan, Liliongan, Aroman and Ranzo in Carmen town.

Seven persons were injured

in last Saturday’s tremor, del Rosario added.

Of the 141 houses affected by the earthquake, 53 were totally damaged and 38 partially destroyed, the OCD-12 report showed.

The quake also damaged 24 elementary and high school buildings, a covered court, three churches, a factory, an apartment, a health center, a multi-purpose building and a mosque in Carmen town, it added.

Two bridges in Carmen town connecting North Cotabato to Bukidnon province and Cagayan de Oro City—the Mutian and Upian bridges— were also damaged by the earthquake that also caused cracks on paved roads, OCD12 said.

Businessman John Gaisano described the landing of Cebu Pacific Flight 5J971 Sunday night as “very rough” he thought they would die.

“We could have died when we landed,” Gaisano told MindaNews on Monday. He said he felt like “we did not land on the runway.” “I think we landed on the soil,” he said.

DAVAO CITY — Operations at the Davao International Airport resumed at 8 p.m.

Tuesday, 49 hours after a Cebu Pacific aircraft veered off the runway on Sunday night and caused the closure of the airport, cancellation and diversion of flights and losses to the local economy of at least P250 million.

“Conservative estimate of losses to the local economy since yesterday is around P250 million,” Jason Magnaye, head of the Davao City Investment Promotion Center said. The amount includes “losses from cargo, allied industries, hotel cancellations, airport concessionaires, airport management, among others.”

The airport alone lost about P1 million a day as 80 flights were canceled that could have carried about 2,000 to 3,000 passengers, he said.

Terminal fees alone are a major source of losses as each departing passenger pays P200.

SOUL MATES Is there such a thing as soul mates? A partner to fit for the other?

Is it true that if you marry anyone other than his soul mate, you will never be happy?

The soul mate concept is often used as an excuse for divorce.

People who are unhappy in their marriage sometimes claim that they did not marry their soul mate and therefore should divorce and begin the search for their true soul mate.

If you are married, the person you are married to is your soul mate.

The Bible declares in Mark 10:7-9, “A man will leave his father and mother and be united to his wife, and the two will become one flesh. So they are no longer two, but one.

Therefore what God has joined together, let man not separate.”

There is no such thing as perfect marriage.

If you are pronounced as husband and wife, you two are now soul mates.

But a couple needs to work on developing true “soul mate” intimacy.

By obeying what the Bible teaches about marriage, a couple can develop the intimacy, love, and commitment that being “one flesh” soul mates entails.

If you are married, you are married to your soul mate.

No matter how disharmonious a marriage is, God can bring healing, forgiveness, restoration, and true marital love and harmony.

At the tertiary level, one year is accordingly shaved off the four-year degree courses as a result of the new K-12 curriculum.

This is so since Algebra and English grammar and a lot of other Freshman college subjects will be taken up in Grades 11 to 12.

Investing in the youth has never been much proven in this country.

To get an SS number, domestic workers, including family drivers who are considered household employees, under the SSS charter, must fill out and submit the Personal Record Form to any SSS branch, along with a photocopy of any of the primary documents, such as the birth or baptismal certificate, driver’s license, passport, Professional Regulation Commission card or seaman’s book.

Those without any primary document can give two secondary documents, both citing their name and at least one indicating their birthdate.

SSS branches provide a comprehensive list of accepted secondary documents such as the ATM card, bank passbook, marriage contract, NBI or police clearance, voter’s ID or postal ID card.

"They will only submit the Form E-1 and a photocopy of the supporting documents, but they should also present the original copy for authentication purposes," Atty. Halo said.

"Without the documents, they will be issued a number that may be used for paying contributions and reporting for SSS coverage but not for availment of benefits and loans.

They will attain permanent SSS membership status upon submission of these required documents."

To secure a Household Employer ID Number, the employer only needs to fill out and submit the Employer Registration Form.
