Deadline for foreign election observers today

OZAMIZ CITY - The deadline for application of accreditation for foreigners, who may wish to become observers in the upcoming

May national and local elections ends today.

Pursuant to Resolution No. 9652 of the Commission on Elections (Comelec), any foreign group, organization, committee or association, representing government or

private interests, who may want to observe the May 13, 2013 elections, shall file an application for accreditation with the Comelec through the Education and Information Department (EID).

The documentary re-

quirements for accreditation include the duly accomplished form, two (2) recently taken “2 x 2” colored photographs of the applicant and endorsement by the Ambassador or Consul of the country of the applicant.

Upon approval of the application, the Comelec-EID shall issue Identification Cards to the accredited foreign observers, who shall have the following privileges: Before election day -

A Brown hosts national palm oil congress CAGAYAN DE ORO — Preparations for the 8th National Oil Palm Congress on April 18-19, 2013, has reached fever pitch as A Brown Company, Inc., through its subsidiary A Brown Energy Resources Development Inc. (ABERDI), which host this year’s event, is gunning for a successful gathering of key players of the oil palm industry here and abroad.

With the theme: “Utilizing unproductive lands and promoting economic stability thru investments in the palm oil industry,” the two-day national event is being organized by the Philippine Palmoil De-

velopment Council, Inc. (PPDCI). It will be held at the posh Xavier Sports and Country Club, Xavier Estates, Cagayan de Oro. The Congress is cosponsored by the Local Government of Cagayan de Oro, A Brown Energy and Resources Development Inc., Anco Products Inc. (API) Group of Companies, Kenram Industrial & Development, Inc. (KIDI), Filipinas Palm Oil Plantation Inc. (FPPI), Land Bank of the Philippines (LBP), Department of Agriculture (DA) and other major industry players, with the support of the Department of Trade and Industry (DTI),

Regional Board of Investments (RBOI), Department of Trade and Industry (DTI), Philippine Coconut Authority - Palm Oil Development Office (PCA–PODO), Department of Tourism (DOT), (Department of Environment and Natural Resources (DENR) and other stakeholders.

Updates on the Philippine palm oil industry, development initiatives, technological advances, banking support, local and international trends and prospects among others will be discussed during the congress.

Robertino E. Pizarro, newly-elected president of

PPDCI, said expected to attend are some 500 key players in the palm oil industry, including representatives from leading palm oil producers Indonesia, Thailand, Papua New Guinea, Costa Rica and Singapore.

Also invited were government agencies involved in the development of the palm oil industry, supply chain players, the business community as well as local government units and other support organizations, Pizarro said.

San Ignacio opens Velez clinic

CAGAYAN DE ORO CITY - San Ignacio Fundacion de Salud, Inc. opened its new clinic at the 2nd floor of the Lim Building, Don A. Velez corner M.H. del Pilar Streets on April 8.

“We opened this clinic to make it easy for our patients coming from out of town especially from Surigao, Butuan, Bukidnon and the eastern towns of Misamis Oriental,” said Dr. Meneleo Navarro, CEO. “It is also more accessible to our patients from

Cagayan de Oro since they only have to take one ride.”

The new facility has medical clinics staffed by obstetrics-gynecologists, pediatricians, Internal and occupational medicine physicians, he added. It will be open 8AM-5PM Mondays to Saturdays.

“We plan to put up basic laboratory services such as complete blood count (CBC), urinalysis and stool exam,” Dr. Navarro said. “We can also do extraction for other more complicated tests

like Lipid Profiles but the actual analysis will be done in our main branch in Carmen.”

Plans for the new clinic include a pharmacy and fully equipped laboratory. Besides its main facility at the Suan Arcade in Ilaya St., Carmen, San Ignacio also has a clinic in Puerto.

A TRIBUTE TO LOVE NACES: Iron Lady of the Cooperatives

Joseph Epstein has written and his words resonate well and aptly as I remember my very dear friend and colleague Love Naces. He says: “We do not choose to be born. We do not choose our parents or the country of our birth. We do not, most of us, choose to die, nor do we choose the time and conditions of our death.

But within the realm of choice, we do choose how we live.”

Lovenia Parcon Naces (“Love” or “Nenette” as she was fondly known to many), was first of all, God’s choice of a gift to all of us.

And what a wonderful gift she was! She herself chose to live out that gift of life in the service of God by serving other people.

And what a fulfilling life it must have been because

the very choices she made had formed the person she had wonderfully become.

•The choice of Romy to be her husband, and her choice to be a wife and mother -- out of their bond they had produced a wonderful family, beautiful and smart children and grandchildren who I am sure will carry on her legacy.

•The choice of a profession and career – as an educator she had made a positive impact among countless students and young people. I am sure they will remember her not only for her scholarship and for her many good qualities, but more so for the moral values she had taught them or they had learned from her.

•The choice of organizations to belong and social involvement – among several,

she was a staunch champion of the Cooperative Movement. Her involvement in the cooperative movement was no fluke or a stroke of fate or an accident. It was her choice -- genuine, firm, steady and deeply heartfelt.

She became a leader of the Cooperative Movement, like a rising star (first from the local and provincial levels, then to the regional and national).

She did research works for the cooperatives. One of them was the history of the cooperative movement in Mindanao.

Her latest publication came out not too long ago.

It was the history of the Philippine Federation of Credit Cooperatives (PFCCO).

Many stories may be told about the cooperative

movement in our country, but very few have been written about the interesting experiences.

This is the significance of Love Naces’ research works.

We are grateful to Love for her invaluable contributions to the Cooperative Movement in the Philippines.

S om e one h a s s ai d : “Sometimes one’s choice not only changes the direction of our lives, but that of many, many others.”

I know that many people have been touched somehow by the way Love or Nenette had chosen to live her life.

I consider myself most fortunate to be one of them.

And I am deeply grateful to her for the positive impact she has had on me.

Let us continue to pray for Love, for Romy and for the family.

CAGAYAN DE ORO CITY – Not one yet of the local government units (LGUs) in the country has ever received the Seal of Disaster Preparedness (SDP), implemented by the Department of the Interior and Local Government (DILG) since March 28, last year.

Given to cities, municipalities and provinces with

outstanding pre and post disaster preparedness and response mechanism, SDP has two levels.

Level 1 : Assessment by local and national verification teams of disaster related equipment, preparedness, response teams and command center management before the occurrence of calamities.

The day in a life of a TEACHER

I could ne ver have imagined that I would be a teacher. Not even in my wildest dream. But as I journey on to which career path I need to take, I ended up being a teacher. I ended up inside a classroom with zeal and a passion to teach.

Why did I stay on? What keeps the fire burning deep inside of me to mould characters, personalities and to educate children? I kept asking myself over and over again.

Being away from home and my family, uncertain safety of a 3 hour long journey ride from the city to the place where I was assigned.

I am often faced by dangers of ambush, massacres, and other evil intentions of men.

Rough roads, freezing cold mornings, and lack of amenities and the luxuries that the city is giving, I sometimes hesitate. I grow weary.

But I put aside my fears and apprehensions and set my foot to whatever I think is best for the children and the community as well, to give them the quality education that they deserve.

I have worked for many years with pupils of varying learning abilities and demographics, and what I’ve learned over and over again that if kids will only be given the fair chance of being educated, they really love to learn. The challenge

is how many are willing to give their lives and their time to teach children in the far flung areas of our community. How many will leave the comforts of their home to give the same privilege that the pupils in the city are receiving. Good and quality education.

If I were to be bring back time, and someone will ask me if what I would like to be, I still would say, I want to be a teacher. A teacher who is respects students, a teacher who has her own love for learning, a teacher who possess a Christian values and imparts to the students the integration of faith and learning, a teacher who advocated for the right of her students, a teacher who is a skilled leader, a teacher who is brave enough to face the everyday challenge of teaching, a teacher who in her innate nature caring, loving and true to her principles. A teacher who simply loves to TEACH.

Level 2 : Assessment of disaster preparedness-response during the calamity.

Certificates of recognition are to be awarded to LGUs for Level 1, while a Seal of Disaster Preparedness and Disaster Management Fund or Disaster Equipage for Level 2.

According to the Mines and Geosciences Bureau and the DENR-River Basin

Control Office, there are 14 municipalities in Region 10 that are considered high risk, such as Malaybalay City, Dangcagan, Don Carlos, Kadingilan, Kalilangan, Kibawe, Kitaotao, Malitbog, Maramag, Pangantucan, San Fernando, Iligan, Cagayan de Oro City and Claveria.

The Seal of Disaster Preparedness for Floods aims to recognize and incentivize LGU performance in institutionalizing disaster

preparedness for floods; and assess performance gaps, link gaps to policy or program intervention and monitor improvement(s) on disaster preparedness.

The Seal initially focuses on flooding, as this has become a common occurrence in the country in 1,127 out of 1,634 cities and municipalities.

Floods and disasters also bring about the destruction of countless lives and prop-

erties, as evidenced by the aftermath of excessive floods during Typhoon Sendong in 2011, where 1,268 people were killed, and Typhoons Ondoy, Pepeng and Sendong from years 2009-2011, which inflicted damage amounting to about 55 billion pesos.

DILG creates view portal

CAGAYAN DE ORO CITY – The Department of the Interior and Local Government (DILG) has created a web-based view portal to assist LGUs in complying with the online posting requirement, under the Full Disclosure Policy Portal (FDPP) project.

Through the FDPP, local government financial documents can be viewed, downloaded and printed by any interested Filipino citizen.

Launched on November 26, last year by the late DILG Sec. Jesse M.

Robredo, the portal can be accessed on http://fdpp. dilg.gov.ph.

FDPP requires LGUs to post their budgets finances and bids to make people aware of how much public funds are available for the development of their respective communities and to what extent the LGU can help them.

It also informs the public how government funds are being allocated and spent; and minimizes corruption even as it helps in promoting transparency, accountability and good

performance in government financial transactions.

According to DILG sources, the Local Government Code of 1991 requires the posting of the disclosure within 30 days from the end of each fiscal year.

Failure to comply with the FDP is tantamount

to suspension or removal from public office, in accordance with section 60 of the Local Government Code of 1991, denial from financial borrowings from international agencies, like the World Bank and other international funding agencies. (KBL/jdelpf )
