4ID changes guards

CAGAYAN DE ORO CITY The 4th Infantry “Diamond” Division of the Philippine Army, based at Camp Edilberto Evangelista, this city, has a new commanding general.

He is Brigadier General Ricardo R Visaya, former assistant commander of the 6th Infantry “Kampilan”

Division, based in Barangay Awang, Datu Odin Sinsuat, Maguindanao.

He replaced Major General Nestor A Añonuevo during the turn-over ceremonies at 4ID Headquarters late last week.

General Visaya, who had several military awards for excellence in combat and administrative functions, used to hold various positions in operations, intel-

ligence and civil-military operations here and abroad.

In his exit statement, General Añonuevo commended his troops and the civilian employees “for showing good performance during my incumbency as your division commander, making possible the things we had to accomplish for the people and the nation”.

PNoy reminds Kagay-anons to choose right leaders CAGAYAN DE ORO CITY - President Aquino has reminded the Kagay-anon voters to choose the right leader in the upcoming

elections to ensure people’s safety during calamities.

In his most recent visit to the city, President Aquino said that every year

there is a budget of P10billion for the relocation of people from hazardous areas in country.

Thus, he said, there’s no excuse for local administrations not to allocate budget for the people who really need it, especially

the Sendong and Pablo survivors.

“Huwag kayo’ng titira sa mapanganib na lugar (Do not set up houses in dangerous places),” PNoy said.

He said the Department of Natural Resources

(DENR) has already reminded the people not to build houses along the riverside because it was a dangerous area and lives are at risk when flood comes.

“Kaya nga po sa darating na Mayo 13, gusto natin

mabasbas ang pagbabago.

Idaan po natin sa matuwid ang ating mga boto.

Sa ating pagtutulungan, sisiguraduhin nating hindi na maulit ang kamalian ng nakaraan,” PNoy said.

Veterans lobby for old-age pension hike 4ID facilitates

The Veterans Federation of the Philippines Sons and Daughters Association, Inc. (VFP-SDAI) is lobbying for an annual increase of P1,000 in the old-age pension of war veterans across the country.

Veterans presently get P5,000 per month, but if the proposal is approved, they will get an additional P1,000 per year until it becomes P6,000 for next year, P7,000 for the next, and so on.

Miguel Angelo C. VillaReal, deputy regional vice president for NCR-South said compared to regular government employees who are retired, the pension received by these war heroes

is not enough, considering the present prices of commodities and medicines.

As mandated by the constitution in Section 7, Article 16, VFP-SDAI advocates the increase of old-age pension for all veterans, improved medical services including easier access to affordable quality medicines and expand the educational benefits to the families of veterans and release of overdue total administrative disability (TAD) benefits mandated under Republic Act 7679.

In terms of getting acknowledged as a war veteran, Villa-Real said the presentation of proof of documents is important,

which should include a written recommendation from his past commander, photos and other relevant evidence.

Those who are enlisted in the United States must have themselves documented veterans here as well.

The association is also conducting several activities to the descendants of veterans nationwide. They conduct entrepreneurship training, livelihood programs and also lend capital.

Villa-Real said the Veterans Bank is also mandated by the government to set aside 20 percent of its net income to be spent through its foundation in maintenance of medical and drug assistance to enlisted

veterans.

Further, they provide one full scholarship per region to identified descendants.

“Education paves the way for better opportunities so we are trying to raise funds right now for the College Scholarship Program in every region for Sons and Daughters Association,” he said.

free circumcision CAMP Evangelista The 4th Infantry “Diamond” Division, in partnership with the Leonardo T Pañares Masonic Lodge Number 220, Cagayan de Oro City Chapter, has conducted free circumcision at the 4ID Gymnasium, April 21.

The medical mission was aimed at providing free health services to people, especially living in far flung areas.

“This is done annually and this year the chosen beneficiaries are the children living within the vicinity of the camp,” said Major General Nestor A. Añonuevo, the 4ID commander.

Medical Doctors and Aid personnel from Camp Evangelista Station Hospital, headed

by Colonel Catherine N. Gosingan, commanding officer of the Camp Evangelista Station Hospital, participated in the activity together with doctors and nurses from the Northern Mindanao Medical Center.

They were able to

circumcise 169 children living within the camp and other parts of Barangay Patag.

The activity was considered as one of the non-traditional roles of the 4ID, providing and facilitating the delivery of the basic services to the less fortunate communities within the division’s area of responsibility.

Major General Añonuevo thanked their civilian partners for choosing Camp Evangelista as venue and beneficiary.

“Simple as it may seem, this have helped our soldiers and other residents within the vicinity of the camp to save money supposedly intended for availing of this service,” the general stated.

He also assured that “the soldiers of the 4ID will be your constant partners in undertakings that aims to serve the people not only here, but in other areas covered by the Division.” (4CMO/4ID/ PA/PIA10/jdelpf)

Jesus explained this meaning. He answered, “For this reason a man will leave his father and mother and be united to his wife,

Comelec to issue certificates of exception

OZAMIZ CITY - The Commission on Elections (Comelec) has given its Law Department the responsibility for evaluating requests for issuances of Certificates of Exception of projects from the public works ban.

Per Comelec Resolution No. 9660, promulgated last March 22, the Director of the

Comelec Law Department shall issue the Certificate of Exception should the requests conform to the guidelines set in this Resolution and is authorized to charge a certification fee P500 per request.

Written requests for the issuance of said certificates, however, must be accompanied by the documentary requirements enumerated

in Sections 2 to 6 of Resolution 9660 depending on the nature of the public works project subject of the request.

Particularly, these requests include the following: Maintenance of existing and/ or completed public works project, public works projects undertaken by contract through public bidding or by negotiated contract awarded, before 29 March 2013.

Payment for the usual cost of preparation of public works project for working drawings, specification of bills of materials and estimates, purchase of materials and equipment, and other procedures preparatory to actual construction.

All incidental expenses for wages of watchmen and other laborers employed for such work in the central

office and field storehouses before 29 March 2013.

Emergency work necessitated by the occurrence of a public calamity but limited to the restoration of the damaged facility.

Ongoing public works projects started before the campaign period or other similar projects under foreign agreements.

However, the prohibition

against the issuance, use and availment of treasury warrants or any device undertaking future delivery of money, goods, or other things of value chargeable against public funds from March 29, 2013 to May 13, 2013 under Sec. 261 of the Omnibus Election Code shall remain without exception.

In terms of yield, the region posted increases in yield in both irrigated and rainfed areas at 0.91 and 7.71 percent,

respectively.

Clarete further said Bukidnon also posted the biggest increase in yield during the quarter because of sufficient

water supply and lesser pest infestations and diseases.

CAGAYAN DE ORO CITY - The volume of palay produced in Northern Mindanao totalled 207,446 metric tons during the fourth quarter of 2012, up by 3.85 percent compared to 2012.

To provide sufficient time for mastery of skills and possessions of the students of today, the K to 12 education program of the Department of Education was implemented. K to 12 covers kindergarten and 12 years of basic education (six years or primary education, four years of junior high school, and two years of senior high school) to further suffice lifelong learners and prepare graduates for tertiary education for entreneurship skills and others.

The program is wrapped up with the following salient features: (1) Strengthening Early Childhood Education (Universal Kindergarten); (2) Making the curriculum relevant to the learners; (3) Ensuring integrated and seamless learning; (4) Building proficiency through language; (5) Gearing up for the future (senior high school); and (6) Nurturing the Holistically Developed Filipino. The features also serve as the goals of the DEPED for hastening the Filipino learners in guiding them for a good future.

As accounted, DEPED has constructed 32, 127 classrooms as of January 2013 in different regions, hired 34, 953 teachers, completed 12, 668 outlets for water and sanitation, delivered 62, 113, 036 textbooks, and provided 2, 573, 212 seats as a preparation for the implementation of the K to 12 program.

Program implementation in public schools is being done in the school year 20122013. Grade 1 entrants are the first batch to fully undergo the program and the current 1st year Junior High School students (or Grade 7) are the first to undergo the enhanced secondary education program.

NorMin registers 94.4% high employment rate

CAGAYAN DE ORO CITY -- The National Statistics Office (NSO) here has reported high employment rate in Region 10 with 94.4 percent employment rate, as indicated by the result of the Labor Force Survey (LFS) conducted in 2012.

This was revealed by NSO Misamis Oriental OICprovincial statistics officer Dr. Janith Aves, who was guest, along with NSO 10 regional director Dr. Marilou Igdon, at the BusinessWeek Mindanao weekly News Conference (NEWSCON), being held at the BWM Media Center.

Dr.Igdon, meanwhile, told media practitioners present during the NEWSCON that NSO 10 can now make available requested records in30 minutes in its effort to speed up processing of requested records or documents, provided, however, there is no problem on the validation of the requested records or documents.

This, Dr. Igdon, said this is a manifestation of NSO’s commitment to better its service in serving the Filipino people.

Dr. Aves revealed during the NEWSCON that topping the high employment rate re-

cord were the services, agriculture and industry sectors.

“It can be said that nine out of 10 people are employed in the region,” Dr. Aves said, referring to the result of the 2012 survey conducted by the NSO. The remaining unemployed are due to the following: (1) Tired/believed no work available; (2) awaiting results of previous job application; (3) temporary illness/ disability; (4) Bad weather; and (5) waiting for rehire/job recall.

The same survey indicated high employment rate for women in the services sector while the agriculture sector showed high employment rate for men, Dr. Aves said.

The survey also revealed the age bracket of 25 to 50 as among those employed.

Dr. Aves said Northern Mindanao’s employment rate is even higher than the entire country’s employment rate of 93.2 per cent, as of the Octo-

ber 2012 survey results.Cagayan Valley tops the survey with 97.6 per cent employment rate in the 2012 survey, which allowed a five percent margin of error.

The employment rate in January 2013, however, is estimated at 92.9 percent, results from the more recent January 2013 Labor Force Survey showed.

Survey revealed that there were approximately 37.94 million employed persons in January 2013. This figure translates to an employment rate of 92.9 percent, which is similar to the employment rate reported in January 2012 (92.8%). Among the regions, Cagayan Valley (96.7%), and Zamboanga Peninsula (96.6%) had the highest employment rate.

The population aged 15 years and over was estimated at 63.7 million in January 2013. Out of this estimate, 40.8 million persons were in the labor force, or were either employed or unemployed.

These figures resulted in a labor force participation rate (LFPR) of 64.1 percent, which is similar to the LFPR recorded in January 2012 (64.2%). Northern Mindanao had the highest LFPR among the regions, with 68.5 percent, while Autonomous Region in Muslim Mindanao had the lowest LFPR with 58.1 percent, NSO Administrator Carmelita Ericta, reported over the NSO official website.

She said that of the estimated 37.94 million employed persons in January 2013, majority (54.1%) were working in the services sector. Among the workers in

this sector, those engaged in wholesale and retail trade; repair of motor vehicles and motorcycles comprised the highest percentage (18.9% of the total employed).

Those who worked in the agriculture sector comprised the second largest group making up 30.4 percent of the total employed while workers in the industry sector made up the smallest group registering 15.5 percent of the total employed. Workers in the industry sector were mostly in the manufacturing and construction sub-sectors, comprising 8.3 percent and 6.0 percent, respectively, of the total employed.

Among the major occupation groups, laborers and unskilled workers constituted the largest group making up 32.8 percent of the total employed in January 2013.

Farmers, forestry workers and fishermen were the second largest group comprising 12.7 percent of the total employed. This percentage is lower than that reported in January 2012 wherein farmers, forestry workers and fishermen comprised 15.6 percent of the total employed.

Employed persons fall into any of these categories: wage and salary workers, selfemployed workers without any paid employee, employer in own family-operated farm or business, and unpaid family workers. Wage and salary workers are those who work for private households, private establishments, government or governmentcontrolled corporations, and those who work with pay in own family-operated farm or business.
