City council approves 20 motorcycles for COCPO

CAGAYAN DE ORO CITY - Motorized cops will soon be visible in city streets, strengthening the local peace and order drive.

This, as the City Council during its regular session Tuesday, approved the amount of P1.5 million for the purchase of 20 motorcycle units, specifically for the Motorized Anti-Street Crime Operatives (MASCO) of the Cagayan de Oro Police Office (COPCO) The approval came in response to the recommendation of Mayor Vicente Y. Emano.

FROM March 18 to 24, 2013, the East and Westbound Terminal and Public Market was able to collect P294,355.47.

Based on the report on actual income submitted by OIC – EWTPM Dr. Perla Asis to the City Council committee on economic enterprises chaired by Councilor Emmanuel Abejuela, the bulk of the amount came from terminal operations which totaled P138,682.

Space rentals at the Westbound Terminal earned P6,771, the market collected an income of P89,944.77, while the fish landing area

earned P37,686, according to the report.

The income of Eastbound Terminal was P6,445 during the period.

Meanwhile, the 16th City Council, during its regular session Tuesday presided over by Vice Mayor Caesar Ian E. Acenas, expressed the city’s most profound and deep sympathy to Councilor Ian Mark Q. Loopholes in the Implementation of the Pantawid Pamilyang Pilipino Program (4Ps) “The Pantawid Pamilyang Pilipino Program is a human development program of the government that invests in the health and education of poor households particularly children aged 0-14 years.

It provides cash grants to beneficiaries provided that they comply with the sets of conditions required by the program.” –dswd.gov.ph “Its objectives are to provide cash assistance to the poor to alleviate their immediate need (social assistance) and to break the intergenerational poverty cycle through investment in the human capital (social development).” – L. Lacson 2012 THE Department of Social Welfare and Development (DSWD), with support from AusAID and the Asian Development Bank (ADB), made a presentation of the World Bank’s findings of the recently completed assessment during a public forum, held on March 1, 2013, at Quezon City.

Entitled, “Philippines Conditional Cash Transfer Program, Impact Evaluation 2012,” the report confirms that children of Pantawid Pamilya beneficiaries are enrolling and attending schools with improved health due to regular visits to health stations and pregnant mothers getting proper care.

Social Welfare and Development Secretary Corazon Juliano Soliman said that the children of poor families are now enjoying better and improving access to education and better health services

through the Pantawid Pamilya program. Aside from the government’s aim of reducing poverty, the Pantawid Pamilya program also ensures that no one gets left behind in terms of achieving holistic and inclusive growth.

Ms. Junko Onishi, World Bank’s social protection specialist, said Pantawid Pamilya program has contributed to the reduction in the severe stunting among poor children six to 36 months of age in Pantawid barangays. Stunting in the first two years of life is known to cause irreversible damage later in life, including lower educational attainment, reduced adult income, and decreased offspring birth weight. Therefore, reduction in severe stunting among poor children at this age will have long-term benefits. She also added that this reduction in severe stunting indicates that Conditional Cash Transfer (CCT) is enabling families to better care for their children.

These outputs are very commendable considering those positive reports presented. Several families have improved their livings and can already send their children to school because of 4Ps benefits. However, the program like any other, have loopholes and encountered several issues.

These are as follows: (1) The system is branded as “dole out.” Though certain qualifications were set and strong monitoring is done to ensure that the finances are used appropriately, still it allegedly teaches people

to become dependent to it.

Some do not make an effort and do not strive hard to make a living of their own anymore, because everything is already being provided. An analysis of the situation suggests that the system is already giving them the output, yet the parents did not contribute to the process of earning the money.

In contrast, it is suggested that the government “should not give them fish, but teach them how to fish; not to give them money, but to teach them how to earn money; (2) Children are the direct concern of the program; hence, parents must be monitored for not being lapse on their duties of becoming responsible parents and to dispense with relying on the program; (3) endorsement or recommendation done by the Local Government Unit play a vital role in the implementation of the program; therefore, it is important that they should choose the right beneficiaries; (4) There should be a regular follow-up if delisting of some beneficiaries is necessary because there might be some who are no longer qualified under the requirements given in the program. Some members also do not follow the conditions stipulated by the agency.

Thus, the need to revitalize a “Grievance Committee” for a more responsive, appropriate and timely solution to the problems encountered.

(5) The 4Ps also require proper coordination of multiple institutions, particularly the

schools where beneficiarychildren are enrolled for complaints against both the children and parents’ absences in meetings.

The government’s good intention to alleviate the situation of those who are in dire need is evidently clear in the 4Ps. It makes the people feel that they are nearer to the heart of the government. The program is also an effective way to change people’s negative perception towards the government. The challenge now is in addressing the problems regarding sustainability and proper implementation, regular monitoring, investigation of discrepancies and inspection to improve and address the issues confronting the program.

It is immensely helpful when the government provides the poor Filipino people with sustainable livelihood programs or employment opportunities, which redound to making its citizenry work hard and make a living for themselves later, finally become self-reliant, responsible parents and valuable citizens of this nation.

Updating of Pag-IBIG Fund personal information starts

Abejo CAGAYAN DE ORO CITY - Pag-IBIG Fund Members who have already complied with the Online Membership Registration via www. pagibigfund.gov.ph but had inadvertently encoded erroneous information on their personal data may now request for the editing or updating of their personal profile.

This can be done by accomplishing the Members Change of Information Form (MCIF), said Department Manager III Ferdinand F. Saniel of the Pag-IBIG Cagayan de Oro Branch.

The MCIF is a downloadable form which must be signed by both the member and the Employer or the duly authorized signatory of the Head of Office (if applicable), to attest the change of information made by the said employee.

Fund members who also wish to update their civil status and/or beneficiaries may also request for the editing or updating of their personal information by submitting a duly accomplished MCIF and a photocopy of his/her marriage contract and/or the birth certificate of his/her beneficiaries (i.e., children).

In cases where photocopies of the said documents are submitted, the original copy must be presented, for authentication.

Pag-IBIG Fund members who are requesting for the editing in the spelling of their complete name and/ or date of birth must submit also a duly accomplished MCIF and a photocopy of

his/her birth certificate and surrender his/her Pag-IBIG Fund Transaction Card, prior to the reprinting of his/her new Pag-IBIG Fund Transaction Card, Mr. Saniel further said.

In cases of loss in the previously issued Pag-IBIG Fund Transaction Card, a duly notarized Affidavit of Loss must be submitted.

The Department of Tourism (DOT) has partnered with Illuminate Dynamic Media, Inc. (IDMI) in promoting the country’s various destinations through the installation of digital information kiosks at strategic locations in Metro Manila. The Memorandum of Agreement (MOA) was signed on 26 March 2013, which provides for the identification of critical sites by the DOT, while IDMI will take responsibility of the deployment, installation, and maintenance of these facilities.

These digital tourist information kiosks are set to be deployed at highly visible places such as airports, hotels, malls, bus terminals, MRT, and LRT stations to cater to the travel needs of both local and international tourists for quick, roundthe-clock information about local business services, accommodations, places of interest, foreign exchange rates, and emergency telephone numbers. There is also a what-to-do list section where one can get the latest information on events, mall sales, and bazaars going on in the area. It will also include a device charger, digital photo booth, and WiFi zone. With this welcome innovation, first-time trav-

elers to the Philippines will now find it easier to access information about the country.

“Tourism has undoubtedly become everybody’s business. We are grateful that the government and private sector are investing in tourism with optimism and confidence.

We welcome this new public-private partnership with IDMI, in spreading and sustaining the fun in traveling around Metro Manila, and soon all over the country,” Tourism Secretary Ramon R. Jimenez, Jr. said.

Secretary Jimenez added that these digital tourist information kiosks contribute significantly to the goal of creating seamless travel around the Philippines. “This is what 21st century tourism is all about: fast, easy, and convenient travel information. Hopefully, these high-tech tourism officers will not only further add that charm to our airports, bus terminals, train stations, but also become a source of pride for us as a people of ingenuity and innovation,” the tourism chief concluded.

According to IDMI president and CEO Michael Aguilar, the project initially intends to cover Metro Manila before going nationwide. IDMI is

also eyeing to build 500 kiosks over time. “We are very happy to join hands with the DOT in revolutionizing information dissemination. IDMI has been an active player in the advertising field,” said Aguilar. Aimed at engaging people, these digital tourist information kiosks are “perfect examples of Filipino hospitality – ready to help the traveling public and inform everyone of what the Philippines has to DOT Secretary Ramon R. The K to 12 basic education program of the Department of Education embodies salient features to provide learners with adequate knowledge and skills for them to compete in the real world. This scheme does also afford mastery of concepts and does prepare graduates for tertiary education.

K to 12 covers kindergarten, primary education (6 years), junior high school (4 years), and senior high school (2 years), thus, to strengthen early child-

hood education (Universal Kindergarten scheme), to make curriculum relevant to learners (contextualization and enhancement, to ensure integrated and seamless learning (spiral progression), to build proficiency through language (Mother-tongue based Multilingual Education), to gear up for the future (senior high school), and to nurture the holistically developed Filipino (College and Livelihood Readiness, 21st century skills).

It also encompasses six

subjects under the Core Curriculum; Humanities, Languages (English and/or Filipino), Math, Philiosophy, Science, and Social Sciences in which current content from some General Education subjects are embedded in the SHS curriculum.

With this, the K to 12 program is of very much help to the learners as it leads to their career pathways such as into business, entrepreneurship, vocational and professional works, government employees, civil servants among others.

Suntingon Elementary School (SES) aims high on the National Achievement Test (NAT) 2013 to be conducted this March 12-13,2013 for the 219 grade three pupils and 168 grade six pupils of the same school.

NAT is an assessment to determine the pupils’ achievement in every school year, for both private and public schools. Its result will serve as the database for whatever interven-

tion and remedial measures will be done to improve or to maintain pupils’ achievement.

The principal (Dr. Cu) said: “SES conducted different interventions and remedial measures to improve its MPS (Mean Per Subject).

Such as conducting Saturday review classes for grade three pupils to be conducted by all grades one to three teachers and all grades four to six teachers for the grade six pupils. Remedial

sessions every 5:00 p.m. on the weekdays is also conducted by the respective class advisers.”

“SES to soar high on the NAT 2013, different activities are integrated by the teachers in their lessons to ensure mastery. They also use different strategies, and techniques to make their lessons more interesting and they all maximize time to support the high MPS aimed for .”Dr. Cu added.

Since God created life, He is the only One Who knows the right way through it.

That’s why God the Son came to show us the right road.

Jesus came to show us how to live the correct way that works, so we could be happy and successful. He showed us how to have healthy, happy relationships; how to teach and love our children; how to enjoy a satisfying marriage for a lifetime; and how to use our special abilities to reach

our full potential in our job and career. Jesus shows us the honest, loving heart and character He created us all to have. He showed that if our heart is ruled by His strong and loving character, then we will genuinely love others and not use them or hurt them.

It makes no sense to ask 2 plus 2 to equal 5. Just like it makes no sense to ask God to change the facts of right and wrong, only so you and I can live our own wrong way. Think: what if just this one time God let me do the

wrong thing I want to do?

Then how would I feel if God let someone else do that same wrong thing to me or mistakes /P5

We need to examine ourselves more deeply if we are using the Internet and its social network services properly. While it’s true that these technologies can be used to further facilitate our ordinary communications, we also need to make sure that they are not used to foster inanities, vanities, waste of time, obsessions or worse, to commit big sins and crimes.

Nowadays, pornography is a common stuff in this environment. Also phishing and trolling. And all sorts of fraud and forms of indignities are committed.

We definitely need to check ourselves frequently to see if our use of these powerful means is on the right track toward our proper goal, if we truly are facilitating authentic communication, if we are all becoming better persons, understanding and loving each other more, aside from understanding issues more deeply, etc.

The digital world should improve our capacity for tolerance to an ever-increasing range of diversity,

We also need to understand that there has to be an effort to use these technologies for the ultimate purpose of communication. And that is evangelization, spreading the Good News about God and ourselves with respect to our ultimate end.

The Pope spells this out quite clearly. “The challenge facing social networks is how to be truly inclusive,” he said. That means these networks should include God and should be open to all.

Otherwise, these powerful means can be likened to the Tower of Babel that was built for the purpose of reaching heaven merely by human effort. God destroyed it and made it to

We need to be most responsible in enjoying the tremendous freedom afforded by the Internet and its very popular social networks. When we use them, are we clearly driven by love for God and for the common good, or are we just allowing our merely human and temporal impulses free play?

School-based Management

As always said, running a school is not easy, from administering the students to the management in its broader sense; yet there are schemes to be considered and one of which is the school-based management.

According to Neal, school-based management is a research based, committed, structured, and decentralized method of operating the school district within understood parameters and staff role to maximize resource effectiveness by transferring the preponderant share of the entire school system’s budget, along with the corresponding decision making power, to the local schools on an equitable lump sum basis, based upon a differentiated per pupil allocation to be spent irrespective of source in the best interests of the students in those schools according to a creative local school plan and local school budget developed by the principal collaboratively with trained staff, parents and students as stakeholders, and approved by the superintendent; such plans being designed to achieve approved goals of improving education by placing accountability at

the individual school, and evaluated more by results than by methodology.

Neal’s definition reflects the roots of the current push to school-based management from the effective schools research and the expectation that regular assessment of goals and success in achieving goals will occur. The definition also puts forward per capita funding as an equitable approach to allocating resources to schools.

For us school heads, schoolbased management does not only circulate in the four walls of the classroom but it is a legacy we can leave to our pupils and children in which what we have taught in the school will be applied also in their day-to-day lives. Whether it is from the financial allocations aspect of the school management down to the pupils and school maintenance, it is indeed a great help not only for us school heads but as well as to the teachers, pupils, and the parents. As a school head, I may designate all the responsibilities, yet in my end, the success of it counterparts the people in and out the school and the institution.
