Notwithstanding, we are not writing a piece of another incredible success story of web programming or social networking site here. We are writing about the phenomenal success of BusinessWeek Mindanao as a provincial weekly

newspaper. BusinessWeek Mindanao came off the press as an ambitious business newspaper whose primary objective then was survival.

AGAYAN DE ORO CITY – At least four of Cebu Pacific’s regular flights are going to be cancelled, as the new Laguindingan Airport opens by end of this month.

In her advisory received

by Mindanao Star (MinStar) on March 5, this year, CEB explained that the Civil Aviation Authority of the Philippines (CAAP) has required all commercial and private operations in the Lumbia Airport, Cagayan de Oro City to transfer to the new Laguindingan Airport, starting April 30, 2013.

As of this writing, CAAP is currently in the process of commissioning runway lights.

In the meantime, given Laguindingan Airport’s sunrise/sunset limitations, flights can only operate during the day.

Because of this, flight changes including cancellations will be implemented, the advisory added.

Certain routes to and from Butuan are affected due to aircraft positioning, resulting from sunrise/sunset limitations at Laguindingan Airport.

Cebu Pacific is likewise implementing major changes in flight schedule, also effective April 30 affecting such destinations as Cagayan de Oro, Bacolod, Busuanga, Caticlan, Davao, Dipolog, Dumaguete, Siargao, Legaspi, Pagadian and Zamboanga.

CAGAYAN DE ORO CITY - The next set of elective public officials are to face graver problems relating to environment and basics, based on the most recent study conducted by Xavier University’s Kinaadman Research Center.

Kinaadman’s Astrid Lara Sinco said the study has specified such environmental problems, as on solid waste management,

waste water management, river-related problems and sea cleanliness.

The respondents identified the problems on basic services, as peace and order, health and economics.

As to peace and order, the study specifically listed theft and robbery; illegal drugs and solvent; prostitution; police visibility; barangay tanod presence; and group conflicts.

The problem on health is grounded on Philhealth membership; sanitation brought about by poor

drainage systems; and toilets.

Local governance came out in terms of traffic, road management, implementation of laws, corruption and problems relating to public markets.

Food security problem was also identified in relation to unemployment resulting in inadequate food on the table.

The research was conducted in Districts 1 and 2 of Cagayan de Oro, with each having 300 respondents.

The study was aimed at having stronger formation, greater societal engagement and help for a better administration, said Dr. Hilly Ann Quiaoit of the XU Research and Social Outreach (RSO).

The Cagayan de Oro City Council has enacted an ordinance authorizing the city mayor to enter into an agreement with at least seven government and non-government entities, as regard the development of the Caritas Village Shelter project in Barangay Indahag.

Co-signatories of the agreement are the Housing and Urban Development Coordinating Council (HUDCC), National Housing Authority (NHA), Department of Social Welfare and Development (DSWD), Department of Public Works and Highways (DPWH), Department of Natural Resources (DENR), the Catholic Bishops Conference of the Philippines-Caritas Filipinas Foundation Inc. (CBCP-CFFI) and the Archdiocese of Cagayan de Oro. Benefitting some 90 families rendered homeless by Typhoon Sendong and those residing in high-risk areas, the project covers site preparation, road and drainage works, sewerage works, survey and lot titling, installation of power and water facilities, construction of housing units and the provision of community facilities, among others.

Pursuant to the MOA, the CBCP-CFFI and the ACDO

shall donate a parcel of land, as site for the shelter units of the resettlement project.

It shall likewise undertake the construction of the houses, participate in inter-agency meetings as may be required, among others.

For its part, the city shall provide funds to cover the costs for site preparation, installation of power and light utilities, community facilities, secure needed building and other permits and licenses that may be required while the HUDCC shall assist the NHA in its responsibilities in implementing and monitoring the project.

NHA, on the other hand, provides technical assistance to the CBCP-CFFI and ACDO and assists in the validation of the master list of beneficiaries, in close coordination with the DSWD, city and the internally-displaced persons concerned.

The DSWD shall assist in the validation of target beneficiaries and in other capability building and other programs, while the DENR shall conduct necessary investigations pertaining to environmental concerns, such as but not limited to the geohazard investigation. (The Power/asf)

Consumer perception: Globe network better than rival Metro Manila mobile telecommunications subscribers perceive Globe Telecom services to be superior when it comes to 4G offerings and fast internet using a cellphone, prompting the telco company to dispute its competition’s sweeping and misleading self-declaration of being the “better network.”

Based on a brand health study conducted recently

by Nielsen, an independent research firm, among

the questions asked were hinged on brand perception, which included “the brand that is a leader in 4G,” “the brand that has the biggest 4G network,” “the brand that was first to offer 4G,” “fast internet downloading using my cellphone,” and “fast internet uploading using my cellphone.” Results show that Globe had a clear and significant edge over its rival on the abovementioned qualities. In other statements on brand

imagery such as call connections and quality, SMS transmission, signal quality, coverage, load sending and receiving, Globe was at parity with competition.

Contrary to generalized claims propagated in late 2012 by its competitor, Globe is actually perceived to be better with its 4G offerings such as its leadership in fourth generation (4G) technology, better mobile internet services, and perceived to be at par

in a number of significant qualities by Metro Manila prepaid and postpaid subscribers based on the results of the survey done through random sampling by faceto-face interviews from September 10 to 30, 2012.

According to the incidence of prepaid and postpaid ownership among all surveyed users, subscribers with prepaid SIMs within the Globe network are at 96% and 8% postpaid, while almost all of the other net-

work’s subscribers are using prepaid SIMs at 99%.

Both Globe and its rival network have almost the same percentage of prepaid subscribers against the total number of customers. One of those difficult cases to sometimes give a very definitive diagnosis is that which we call as the Small Round Cell Tumors. They get their name from the way they look under the microscope. There are even instances when special tests like imuno-histochemical studies need to be performed on the specimen, just to be able to give the classification of the tumor.

A tumor can either be a carcinoma or a sarcoma, depending on their cell of origin. People are more aware of the former than the latter, thus, we get to have more information on the Big C. Sarcomas may not be as common as carcinomas, but, they are in existence and are as real as the Big C’s.

A sarcoma can either affect the bones or soft tissues.

I want to limit this article on the soft tissues ( reserving another time for that of

Health In Focus Dr. Mary Jean Loreche the bones ). A soft tissue sarcoma can develop from the fat, muscles, blood vessels, deep skin tissues, and even the nerves. It is more commonly seen to affect the extremities, like the arms, legs, feet and hands. Just like its counterpart the Big C, Sarcomas can also be benign or malignant. Sarcomas, though of various types, in general, share the same characteristics, produce almost similar symptoms, with nearly similar treatment modalities. When the mass or lesion is still small, it may be seen as a lump and is often not given much attention. There are instances when, one is alerted only

with the presence of pain or swelling, which, again is taken for granted. It is when the size is big or gets bigger, and the surrounding organs are pressed that a patient then seeks consultation.

Diagnosing the disease will definitely require a thorough medical history taking and physical examination.

In most instances, there is no known cause and there are types of sarcoma that are hereditary and belong to a spectrum of diseases.

Imaging studies like X Ray, CT Scan and MRI are very useful in localizing as well as in monitoring the progression or spread of the sarcoma. But, the most

important tool in arriving at the diagnosis is a biopsy, which can be done through a needle aspiration, tru cut or an open biopsy. Once the sample is submitted for processing and reading, a diagnosis is then given out and treatment options discussed. In sarcomas, treatment usually involves surgical removal of the mass.

At times, amputating an arm or a leg can be life saving. I have this particular patient, who was diagnosed with PNET ( Primitive Neuroectodermal Tumor), which is a highly malignant tumor.

She was only 16 at that time and it started as a swelling on her right foot. The parents, despite the advise to amputate the affected area, refused to do so. And, it was kind of sad that, after 2 years from the time of diagnosis, that this sweet and beautiful girl died from multiple organ failure: the sarcoma /P5

Earlier, Oro Chamber President Efren Uy said “we had to mobilize our network to lobby against the premature opening of the airport.”

On February 15 this year, the Oro Chamber and 31 heads of organizations have passed a joint resolution asking for the deferment of the opening of the Laguindingan Airport pending commissioning of necessary air navigational equipment for the public’s safety.

Comelec tasks PAL to give preference to “must-ride status” officials OZAMIZ CITY -- Government officials with “must-ride status” will be given preferential accommodation by the Philippine Airlines (PAL) for the May 13, 2013 national and local elections.

These include officials, employees and deputies of the Comelec traveling on official business.

This is stipulated in Comelec Resolution No. 9598 promulgated on Dec. 18, 2012, entitled “Deputation of Certain Departments Under the Executive Branch, GovernmentOwned and Controlled

Corporations and Financial Institutions in Connection with the May 13, 2013 Automated National and Local Elections.”

The same resolution also tasks PAL to direct its officials and employees to effect the immediate shipment, delivery and transmittal of Comelec cargo and other election matters and perform such other duties and functions which the Comelec may prescribe from time to time.

PNoy approves RA 10366 OZAMIZ CITY – President Benigno S. Aquino III has approved Republic Act. No. 10366, granting persons with disabilities (PWD) and senior citizens (SC) exclusive accessibility in polling places during elections.

Entitled “An Act Authorizing the Commission on Elections to Establish Precincts Assigned to Accessible Polling Places Exclusively for Persons With Disabilities and Senior Citizens” will finally take effect on July 1, 2013.

A consolidation of Senate Bill No. 3287 and Lower House Bill No. 5509, RA 10366 was passed by the Senate and the House of Representatives on December 19, 2012, which begun on July 23, 2012 by the 3rd Regular Session of the 15th Congress.
